    Trends in transportation sector energy use and carbon dioxide emissions are analyzed with an emphasis on three freight modes -- rail, truck, and marine. A recent set of energy use projections is presented and freight mode energy characteristics are discussed. Transportation sector energy use, which nearly doubled between 1960 and 1985, is projected to grow more slowly during the period 1985{endash}2010. Most of the growth is projected to come from non-personal modes (freight and commercial air). Trends in freight mode energy intensities are discussed and a variety of factors behind these trends are analyzed. Rail and marine modes improved their energy intensities during sudden fuel price rises of the 1970s. Though there is room for further technological improvement, long power plant life cycles preclude rapid penetration of new technologies. Thus, energy intensities in these modes are more likely to improve through operational changes. Because of relatively stable fuel prices, the energy share of truck operating expenses is likely to remain low. Coupled with increasing labor costs, this portends only modest improvements in truck energy efficiency over the next two decades.

  3. Freight Wing Trailer Aerodynamics

    Freight Wing Incorporated utilized the opportunity presented by this DOE category one Inventions and Innovations grant to successfully research, develop, test, patent, market, and sell innovative fuel and emissions saving aerodynamic attachments for the trucking industry. A great deal of past scientific research has demonstrated that streamlining box shaped semi-trailers can significantly reduce a truck's fuel consumption. However, significant design challenges have prevented past concepts from meeting industry needs. Market research early in this project revealed the demands of truck fleet operators regarding aerodynamic attachments. Products must not only save fuel, but cannot interfere with the operation of the truck, require significant maintenance, add significant weight, and must be extremely durable. Furthermore, SAE/TMC J1321 tests performed by a respected independent laboratory are necessary for large fleets to even consider purchase. Freight Wing used this information to create a system of three practical aerodynamic attachments for the front, rear and undercarriage of standard semi trailers. SAE/TMC J1321 Type II tests preformed by the Transportation Research Center (TRC) demonstrated a 7% improvement to fuel economy with all three products. If Freight Wing is successful in its continued efforts to gain market penetration, the energy and environmental savings would be considerable. Each truck outfitted saves approximately 1,100 gallons of fuel every 100,000 miles, which prevents over 12 tons of CO2 from entering the atmosphere. If all applicable trailers used the technology, the country could save approximately 1.8 billion gallons of diesel fuel, 18 million tons of emissions and 3.6 billion dollars annually.

    The report summarizes the findings of a study to evaluate the fuel efficiency of rail freight operations relative to competing truckload service. The objective of the study was to identify the circumstances in which rail freight service offers a fuel efficiency advantage over alternative truckload options, and to estimate the fuel savings associated with using rail service. The findings are based on computer simulations of rail and truck freight movements between the same origins and destinations. The simulation input assumptions and data are based on actual rail and truck operations. Input data was provided by U.S. regional and Class I railroads and by large truck fleet operators.

    The Nuclear Waste Policy Act of 1982 assigned to the Department of Energy's (DOE) Office of Civilian Waste Management the responsibility for disposing of high-level waste and spent fuel. A significant part of that responsibility involves transporting nuclear waste materials within the federal waste management system; that is, from the waste generator to the repository. The lead responsibility for transportation operations has been assigned to Oak Ridge Operations, with Oak Ridge National Laboratory (ORNL) providing technical support through the Transportation Operations Support Task Group. One of the ORNL support activities involves assessing what facilities, equipment and services are required to assure that an acceptable, cost-effective and safe transportation operations system can be designed, operated and maintained. This study reviews, surveys and assesses the experience of Nuclear Assurance Corporation (NAC) in operating a fleet of spent-fuel shipping casks to aid in developing the spent-fuel transportation system.

    The costs that face a fleet operator in implementing alternative motor fuels into fleet operations are examined. Five alternatives studied in the CleanFleet project are considered for choice of fuel: compressed natural gas, propane gas, California Phase 2 reformulated gasoline, M-85, and electricity. The cost assessment is built upon a list of thirteen cost factors grouped into the three categories: infrastructure costs, vehicle owning costs, and operating costs. Applicable taxes are included. A commonly used spreadsheet was adapted as a cost assessment tool. This tool was used in a case study to estimate potential costs to a typical fleet operator in package delivery service in the 1996 time frame. In addition, because electric cargo vans are unlikely to be available for the 1996 model year from original equipment manufacturers, the case study was extended to the 1998 time frame for the electric vans. Results of the case study are presented in cents per mile of vehicle travel for the fleet. Several options available to the fleet for implementing the fuels are examined.

    This report documents the objectives, analytical approach and development of the National Energy Modeling System (NEMS) Transportation Model (TRAN). The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated by the model. The NEMS Transportation Model comprises a series of semi-independent models which address different aspects of the transportation sector. The primary purpose of this model is to provide mid-term forecasts of transportation energy demand by fuel type including, but not limited to, motor gasoline, distillate, jet fuel, and alternative fuels (such as CNG) not commonly associated with transportation. The current NEMS forecast horizon extends to the year 2010 and uses 1990 as the base year. Forecasts are generated through the separate consideration of energy consumption within the various modes of transport, including: private and fleet light-duty vehicles; aircraft; marine, rail, and truck freight; and various modes with minor overall impacts, such as mass transit and recreational boating. This approach is useful in assessing the impacts of policy initiatives, legislative mandates which affect individual modes of travel, and technological developments. The model also provides forecasts of selected intermediate values which are generated in order to determine energy consumption. These elements include estimates of passenger travel demand by automobile, air, or mass transit; estimates of the efficiency with which that demand is met; projections of vehicle stocks and the penetration of new technologies; and estimates of the demand for freight transport which are linked to forecasts of industrial output. Following the estimation of energy demand, TRAN produces forecasts of vehicular emissions of the following pollutants by source: oxides of sulfur, oxides of nitrogen, total carbon, carbon dioxide, carbon monoxide, and volatile organic compounds.

    The Freight Shuttle System (FSS) is designed to provide freight transportation services between those short and intermediate distance locations (within 600 miles) that are currently handling large volumes of freight traffic. Much like trucks, the FSS's transporters are autonomous: each transporter has its own propulsion and travels independently of other transporters. Inspired by railroads, each FSS transporter has steel wheels operating on a steel running surface and can carry either a standardsize freight container or an over-the-road truck trailer. However, unlike either rail or trucks, the FSS runs on an elevated, dedicated guideway to avoid the interference of other transportation systems. The objective of this report is to examine the potential viability for an alternative transportation system for trailers and containers in a multi-national, cross-border setting. The El Paso-Ciudad Juarez region serves as the environment of this analysis.

    The cost of railway diesel fuel has become an increasingly high proportion of railway operating expenses. The paper analyzes the generation and utilization of rail horsepower in freight train operations. The effects on fuel consumption of variations in several parameters including train consist, car weight, gradient, average speed, meet strategy, throttle control, locomotive axle arrangement, and train marshalling are examined. Estimates are made of the value, in terms of fuel cost, of weight reduction of freight cars and of selective train marshalling.

    In this presentation the author addresses four main objectives. They are to: discuss programs that are driving the introduction of alternative fuels into fleet operations in urban areas around the country; define alternative fuels; quantify the present use and future projections on alternative fuel vehicles (AVFs) in the Chicago metropolitan statistical area; and discuss benefits of increased use of alternative fuels in urban areas. Factors which touch on these points include: present domestic dependence on petroleum for autos, with usage exceeding production; the large populations in urban areas which do not meet Clean Air Standards; recent legislative initiatives which give guidance and aid in the adoption of such strategies.

    The paper discusses the practical issues involved in constructing intermodal freight networks that can be used within GIS platforms to support inter-regional freight routing and subsequent (for example, commodity flow) analysis. The procedures described can be used to create freight-routable and traffic flowable interstate and intermodal networks using some combination of highway, rail, water and air freight transportation. Keys to realistic freight routing are the identification of intermodal transfer locations and associated terminal functions, a proper handling of carrier-owned and operated sub-networks within each of the primary modes of transport, and the ability to model the types of carrier services being offered.

    The inspection of very large objects like sea freight containers with X-ray Computed Tomography (CT) is an emerging technology. A complete 3-D CT scan of a see-freight container takes several hours. Of course, this is too slow to apply it to a large number of containers. However, the benefits of a 3-D CT for sealed freight are obvious: detection of potential threats or illicit cargo without being confronted with legal complications or high time consumption and risks for the security personnel during a manual inspection. Recently distinct progress was made in the field of reconstruction of projections with only a relatively low number of angular positions. Instead of today’s 500 to 1000 rotational steps, as needed for conventional CT reconstruction techniques, this new class of algorithms provides the potential to reduce the number of projection angles approximately by a factor of 10. The main drawback of these advanced iterative methods is the high consumption for numerical processing. But as computational power is getting steadily cheaper, there will be practical applications of these complex algorithms in a foreseeable future. In this paper, we discuss the properties of iterative image reconstruction algorithms and show results of their application to CT of extremely large objects scanning a sea-freight container. A specific test specimen is used to quantitatively evaluate the image quality in terms of spatial and contrast resolution and depending on different number of projections.

    CleanFleet, formally known as the South Coast Alternative Fuels Demonstration, was a comprehensive demonstration of alternative fuel vehicles (AFVs) in daily commercial service. Between April 1992 and September 1994, five alternative fuels were tested in 84 panel vans: compressed natural gas (CNG), propane gas, methanol as M-85, California Phase 2 reformulated gasoline (RFG), and electricity. The AFVs were used in normal FedEx package delivery service in the Los Angeles basin alongside 27 {open_quotes}control{close_quotes} vans operating on regular gasoline. The liquid and gaseous fuel vans were model year 1992 vans from Ford, Chevrolet, and Dodge. The two electric vehicles (EVs) were on loan to FedEx from Southern California Edison. The AFVs represented a snapshot in time of 1992 technologies that (1) could be used reliably in daily FedEx operations and (2) were supported by the original equipment manufacturers (OEMs). A typical van is shown in Figure 2. The objective of the project was to demonstrate and document the operational, emissions, and economic status of alternative fuel, commercial fleet delivery vans in the early 1990s for meeting air quality regulations in the mid to late 1990s. During the two-year demonstration, CleanFleet`s 111 vehicles travelled more than three million miles and provided comprehensive data on three major topics: fleet operations, emissions, and fleet economics. Fleet operations were examined in detail to uncover and resolve problems with the use of the fuels and vehicles in daily delivery service. Exhaust and evaporative emissions were measured on a subset of vans as they accumulated mileage. The California Air Resources Board (ARB) measured emissions to document the environmental benefits of these AFVs. At the same time, CleanFleet experience was used to estimate the costs to a fleet operator using AFVs to achieve the environmental benefits of reduced emissions.

    Over the past year, several modifications have been made to the NEMS Transportation Model, incorporating greater levels of detail and analysis in modules previously represented in the aggregate or under a profusion of simplifying assumptions. This document is intended to amend those sections of the Model Documentation Report (MDR) which describe these superseded modules. Significant changes have been implemented in the LDV Fuel Economy Model, the Alternative Fuel Vehicle Model, the LDV Fleet Module, and the Highway Freight Model. The relevant sections of the MDR have been extracted from the original document, amended, and are presented in the following pages. A brief summary of the modifications follows: In the Fuel Economy Model, modifications have been made which permit the user to employ more optimistic assumptions about the commercial viability and impact of selected technological improvements. This model also explicitly calculates the fuel economy of an array of alternative fuel vehicles (AFV`s) which are subsequently used in the estimation of vehicle sales. In the Alternative Fuel Vehicle Model, the results of the Fuel Economy Model have been incorporated, and the program flows have been modified to reflect that fact. In the Light Duty Vehicle Fleet Module, the sales of vehicles to fleets of various size are endogenously calculated in order to provide a more detailed estimate of the impacts of EPACT legislation on the sales of AFV`s to fleets. In the Highway Freight Model, the previous aggregate estimation has been replaced by a detailed Freight Truck Stock Model, where travel patterns, efficiencies, and energy intensities are estimated by industrial grouping. Several appendices are provided at the end of this document, containing data tables and supplementary descriptions of the model development process which are not integral to an understanding of the overall model structure.

The Lawrence Berkeley Laboratory (LBL) completed five years of operation, Argonne National Laboratory (ANL) completed its fourth year in the project, and Oak Ridge National Laboratory (ORNL) completed its third. Twenty of the thirty-nine vehicles in the fleet were powered by fuel methanol (typically M85, 85 % methanol, 15 % unleaded gasoline, although the LBL fleet used M88), and the remaining control vehicles were comparable gasoline vehicles. Over 2.2 million km (1.4 million miles) were accumulated on the fleet vehicles in routine government service. Data collected over the years have included vehicle mileage and fuel economy, engine oil analysis, emissions, vehicle maintenance, and driver acceptance. Fuel economies (on an energy basis) of the methanol and gasoline vehicles of the same type were comparable throughout the fleet testing. Engine oil analysis has revealed higher accumulation rates of iron and other metals in the oil of the methanol vehicles, although no significant engine damage has been attributed to the higher metal content. Vehicles of both fuel types have experienced degradation in their emission control systems, however, the methanol vehicles seem to have degraded their catalytic converters at a higher rate. The methanol vehicles have required more maintenance than their gasoline counterparts, in most cases, although the higher levels of maintenance cannot be attributed to ``fuel-related`` repairs. According to the daily driver logs and results from several surveys, drivers of the fleet vehicles at all three sites were generally satisfied with the methanol vehicles.

    This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

  5. Recovery Act--Class 8 Truck Freight Efficiency Improvement Project

    Daimler Trucks North America completed a five year, $79.6M project to develop and demonstrate a concept vehicle with at least 50% freight efficiency improvement over a weighted average of several drive cycles relative to a 2009 best-in-class baseline vehicle. DTNA chose a very fuel efficient baseline vehicle, the 2009 Freightliner Cascadia with a DD15 engine, yet successfully demonstrated a 115% freight efficiency improvement. DTNA learned a great deal about the various technologies that were incorporated into Super Truck and those that, through down-selection, were discarded. Some of the technologies competed with each other for efficiency, and notably some of the technologies complemented each other. For example, we found that Super Truck’s improved aerodynamic drag resulted in improved fuel savings from eCoast, relative to a similar vehicle with worse aerodynamic drag. However, some technologies were in direct competition with each other, namely the predictive technologies which use GPS and 3D digital maps to efficiently manage the vehicles kinetic energy through controls and software, versus hybrid which is a much costlier technology that essentially targets the same inefficiency. Furthermore, the benefits of a comprehensive, integrated powertrain/vehicle approach was proven, in which vast improvements in vehicle efficiency (e.g. lower aero drag and driveline losses) enabled engine strategies such as downrating and downspeeding. The joint engine and vehicle developments proved to be a multiplier-effect which resulted in large freight efficiency improvements. Although a large number of technologies made the selection process and were used on the Super Truck demonstrator vehicle, some of the technologies proved not feasible for series production.

    The CleanFleet alternative fuels demonstration project evaluated five alternative motorfuels in commercial fleet service over a two-year period. The five fuels were compressed natural gas, propane gas, California Phase 2 reformulated gasoline (RFG), M-85 (85 percent methanol and 15 percent RFG), and electric vans. Eight-four vans were operated on the alternative fuels and 27 vans were operated on gasoline as baseline controls. Throughout the demonstration information was collected on fleet operations, vehicle emissions, and fleet economics. In this volume of the CleanFleet findings, the design and implementation of the project are summarized.

    Freight transportation demand is projected to grow to 27.5 billion tons in 2040, and to nearly 30.2 billion tons in 2050. This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers. It outlines the economic, logistics, transportation, and policy and regulatory factors that shape freight demand, the trends and 2050 outlook for these factors, and their anticipated effect on freight demand. After describing federal policy actions that could influence future freight demand, the report then summarizes the capabilities of available analytical models for forecasting freight demand. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    The LNG fleet as of early 1997 consisted of 99 vessels with total cargo capacity of 10.7 million cu m, equivalent to approximately 4.5 million tons. One of the newest additions to the fleet, the 137,000-cu m tanker Al Zubarah, is five times the size of the original commercial vessel Methane Princess. Al Zubarah`s first loading of more than 60,000 tons occurred in December 1996 for deliver to Japanese buyers from the newly commissioned Qatargas LNG plant at Ras Laffan. That size cargo contains enough clean-burning energy to heat 60,000 homes in Japan for 1 month. Measuring nearly 1,000 ft long, the tanker is among the largest in the industry fleet and joined 70 other vessels of more than 100,000 cu m. Most LNG tankers built since 1975 have been larger-capacity vessels. The paper discusses LNG shipping requirements, containment systems, vessel design, propulsion, construction, operations and maintenance, and the future for larger vessels.

    There have been extensive studies of the current and potential environmental impact of Russian Northern fleet activities. However, despite the fact that the total number of ships in both fleets are comparable, there have been very few studies published in the open literature of the impact of the Pacific fleet. This study of the Pacific fleet's impact on neighboring countries was undertaken to partially remedy this lack of analysis. This study is focused on an evaluation of the inventory of major sources of radioactive material associated with the decommissioning of nuclear submarines, and an evaluation of releases to the atmosphere and their long-range (>100km) transboundary transport.

    This life cycle assessment of Jatropha biodiesel production and use evaluates the net greenhouse gas (GHG) emission (not considering land-use change), net energy value (NEV), and net petroleum consumption impacts of substituting Jatropha biodiesel for conventional petroleum diesel in India. Several blends of biodiesel with petroleum diesel are evaluated for the rail freight, rail passenger, road freight, and road-passenger transport sectors that currently rely heavily on petroleum diesel. For the base case, Jatropha cultivation, processing, and use conditions that were analyzed, the use of B20 results in a net reduction in GHG emissions and petroleum consumption of 14% and 17%, respectively, and a NEV increase of 58% compared with the use of 100% petroleum diesel. While the road-passenger transport sector provides the greatest sustainability benefits per 1000 gross tonne kilometers, the road freight sector eventually provides the greatest absolute benefits owing to substantially higher projected utilization by year 2020. Nevertheless, introduction of biodiesel to the rail sector might present the fewest logistic and capital expenditure challenges in the near term. Sensitivity analyses confirmed that the sustainability benefits are maintained under multiple plausible cultivation, processing, and distribution scenarios. However, the sustainability of any individual Jatropha plantation will depend on site-specific conditions.

    In an effort to reduce national dependence on imported oil and to improve urban air quality, the US Department of Energy (DOE) is promoting the development and deployment of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to develop and conduct projects to evaluate the performance and acceptability of light-duty AFVs compared to similar gasoline vehicles. As part of this effort, NREL has undertaken a number of evaluation projects, including conducting telephone surveys with fleet managers and drivers of AFVs in the federal fleet. This report summarizes the results of the survey of state and city government fleet managers.

    The South Coast Alternative Fuels Demonstration, called CleanFleet, was conducted in the Los Angeles area from April 1992 through September 1994. The demonstration consisted of 111 package delivery vans operating on five alternative fuels and the control fuel, unleaded gasoline. The alternative fuels were propane gas, compressed natural gas, California Phase 2 reformulated gasoline (RFG), methanol with 15 percent RFG (called M-85), and electricity. This volume of the eight volume CleanFleet final report is a summary of the project design and results of the analysis of data collected during the demonstration on vehicle maintenance and durability, fuel economy, employee attitudes, safety and occupational hygiene, emissions, and fleet economics.

  14. Streamlining Transportation Corridor Planning Processess: Freight and Traffic Information

    The traffic investigation is one of the most important parts of an Environmental Impact Statement of projects involving the construction of new roadway facilities and/or the improvement of existing ones. The focus of the traffic analysis is on the determination of anticipated traffic flow characteristics of the proposed project, by the application of analytical methods that can be grouped under the umbrella of capacity analysis methodologies. In general, the main traffic parameter used in EISs to describe the quality of traffic flow is the Level of Service (LOS). The current state of the practice in terms of the traffic investigations for EISs has two main shortcomings. The first one is related to the information that is necessary to conduct the traffic analysis, and specifically to the lack of integration among the different transportation models and the sources of information that, in general, reside in GIS databases. A discussion of the benefits of integrating CRS&SI technologies and the transportation models used in the EIS traffic investigation is included. The second shortcoming is in the presentation of the results, both in terms of the appearance and formatting, as well as content. The presentation of traffic results (current and proposed) is discussed. This chapter also addresses the need of additional data, in terms of content and coverage. Regarding the former, other traffic parameters (e.g., delays) that are more meaningful to non-transportation experts than LOS, as well as additional information (e.g., freight flows) that can impact traffic conditions and safety are discussed. Spatial information technologies can decrease the negative effects of, and even eliminate, these shortcomings by making the relevant information that is input to the models more complete and readily available, and by providing the means to communicate the results in a more clear and efficient manner.     The purpose of this manual is to assist prospective users in the understanding and execution of Fleet-Car Market PENetration Simulator (CPEN). CPEN is an interactive FORTRAN program whose purpose is to produce estimates of fleet-market-penetration rates of alternative passenger cars that can be described in terms of specific physical and economic attributes. The data were derived from questionnaires distributed to fleet operators affiliated with National Association of Fleet Administrators (NAFA). Besides the NAFA data, CPEN uses 48 variables that are interactively inserted. Complete data-input descriptions are included in the manual along with algorithm and application flowcharts. Examples of complete successful simulator runs are included for alternative program paths. A listing of the computer program and a glossary for CPEN are included.

  1. National Federal Fleet Loaner Program, Interim Status Report

    The goal of the U.S. Department of Energy's (DOE) Loaner Program is to increase the awareness, deployment, and use of electric vehicles (EVs) in Federal fleets. The Loaner Program accomplishes this by providing free EVs to Federal fleets on a loaner basis, generally for 1 or 2 months. The Program partners DOE with six electric utilities, with DOE providing financial support and some leads on Federal fleets interested in obtaining EVs. The utilities obtain the vehicles, identify candidate loaner fleets, loan the vehicles, provide temporary charging infrastructure, provide overall support to participating Federal fleets, and support fleets with their leasing decisions. While the utilities have not had the success initially envisioned by themselves, DOE, the Edison Electric Institute, and the Electric Vehicle Association of the Americas, the utilities can not be faulted for their efforts, as they are not the entity that makes the ultimate lease or no-lease decision. Some external groups have suggested to DOE that they direct other federal agencies to change their processes to make loaning vehicles easier; this is simply not within the power of DOE. By law, a certain percentage of all new vehicle acquisitions are supposed to be alternative fuel vehicles (AFV); however, with no enforcement, the federal agencies are not compelled to lease AFVs such as electric vehicles.

  15. Hybrid Electric Vehicle Fleet and Baseline Performance Testing

    The U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA) conducts baseline performance and fleet testing of hybrid electric vehicles (HEV). To date, the AVTA has completed baseline performance testing on seven HEV models and accumulated 1.4 million fleet testing miles on 26 HEVs. The HEV models tested or in testing include: Toyota Gen I and Gen II Prius, and Highlander; Honda Insight, Civic and Accord; Chevrolet Silverado; Ford Escape; and Lexus RX 400h. The baseline performance testing includes dynamometer and closed track testing to document the HEV’s fuel economy (SAE J1634) and performance in a controlled environment. During fleet testing, two of each HEV model are driven to 160,000 miles per vehicle within 36 months, during which maintenance and repair events, and fuel use is recorded and used to compile life-cycle costs. At the conclusion of the 160,000 miles of fleet testing, the SAE J1634 tests are rerun and each HEV battery pack is tested. These AVTA testing activities are conducted by the Idaho National Laboratory, Electric Transportation Applications, and Exponent Failure Analysis Associates. This paper discusses the testing methods and results.

    The mission of the US Department of Energy's Office of Transportation Technologies is to promote the development and deployment of transportation technologies that reduce US dependence on foreign oil, while helping to improve the nation's air quality and promoting US competitiveness. In support of this mission, DOE has directed the National Renewable Energy Laboratory to conduct projects to evaluate the performance and acceptability of alternative fuel vehicles. NREL has undertaken several fleet study projects, which seek to provide objective real-world fleet experiences with AFVs. For this type of study we collect, analyze, and report on operational, cost, emissions, and performance data from AFVs being driven in a fleet application. The primary purpose of such studies is to make real-world information on AFVs available to fleet managers and other potential AFV purchasers. For this project, data was collected from 13 passenger vans operating in the Boulder/Denver, Colorado area. The study vehicles were all 1999 Ford E-350 passenger vans based at SuperShuttle's Boulder location. Five of the vans were dedicated CNG, five were bi-fuel CNG/gasoline, and three were standard gasoline vans that were used for comparison.

  17. Effect of a sudden fuel shortage on freight transport in the United States: an overview

    A survey was made of the potential effects of a sudden reduction of fuel supplies on freight transport via truck, rail, water, and pipeline. After a brief discussion of the energy characteristics of each of these modes of transport, short-term strategies for making better use of fuel in a crisis are investigated. Short-term is taken to mean something on the order of six months, and a crisis is taken to be the result of something on the order of a 20% drop in available fuel. Although no succinct or well-established conclusions are drawn, the gist of the paper is that the potential for short-term conservation, without a serious disruption of service, exists but does not appear to be large. It is remarked that it is possible, through further study, to obtain a fairly accurate reckoning of the physical ability of the freight transport network to weather a fuel crisis, but that it is impossible to say in advance what freight carriers will in fact do with the network.

    Truck, rail, water, air, and pipeline modes each serve a distinct share of the freight transportation market. The current allocation of freight by mode is the product of technologic, economic, and regulatory frameworks, and a variety of factors -- price, speed, reliability, accessibility, visibility, security, and safety -- influence mode. Based on a comprehensive literature review, this report considers how analytical methods can be used to project future modal shares and offers insights on federal policy decisions with the potential to prompt shifts to energy-efficient, low-emission modes. There are substantial opportunities to reduce the energy used for freight transportation, but it will be difficult to shift large volumes from one mode to another without imposing considerable additional costs on businesses and consumers. This report explores federal government actions that could help trigger the shifts in modal shares needed to reduce energy consumption and emissions. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

    The experiences of couriers, operations managers, vehicle handlers (refuelers), and mechanics who drove and/or worked with alternative fuel vehicles, and the attitudes and perceptions of people with these experiences, are examined. Five alternative fuels studied in the CleanFleet project are considers& compressed natural gas, propane gas, California Phase 2 reformulated gasoline, M-85, and electricity. The three major areas of interest include comparative analysis of issues such as health, safety and vehicle performance, business issues encompassing several facets of station operations, and personal commentary and opinions about the CleanFleet project and the alterative fuels. Results of the employee attitude assessment are presented as both statistical and qualitative analysis.

    The Federal Fleet Conversion Task Force was created by Executive Order 12844, signed by President Clinton on April 21, 1993. In the Order, the President directed that purchases of alternative fueled vehicles by the Federal Government be substantially increased beyond the levels required by current law. The President charged the Task Force with developing recommendations for carrying out the Executive Order, with special emphasis on setting a course that will lead to the widespread use of alternative fueled vehicles by Federal, State, and local government fleets, by private fleets and, ultimately, by individuals. The chief recommendation of the Task Force is the establishment of a Presidential Clean Cities Initiative. To support creation of the Presidential Initiative, the Task Force identified 38 cities and regions, prioritized into three tiers, for concentrating the Initiative`s efforts in Fiscal Years 1994 through 1996. This concentration of effort is key to the effectiveness of the Initiative. The 38 cities and regions would receive priority funding for Federal vehicle purchases and for infrastructure development. In addition, the Task Force has made specific recommendations for overcoming numerous regulatory, economic, and technical barriers that have slowed the introduction of alternative fueled vehicles into general use.

    This annual report summarizes the compliance results of state and alternative fuel provider fleets covered by the Energy Policy Act of 1992 (EPAct) for model year 2010/fiscal year 2011. The U.S. Department of Energy (DOE) regulates covered state and alternative fuel provider (SFP) fleets under the Energy Policy Act of 1992 (EPAct), as amended. For model year (MY) 2010, the compliance rate for the 2911 covered SFP fleets was 100%. Fleets used either Standard Compliance or Alternative Compliance. The 279 fleets that used Standard Compliance exceeded their aggregate MY 2010 acquisition requirements by 61%. The 12 covered fleets that complied using Alternative Compliance exceeded their aggregate MY 2010 petroleum-use-reduction requirements by 89%. Overall, DOE saw modest decreases from MY 2009 in biodiesel fuel use credits earned and in the number of light-duty vehicles (LDVs) acquired. Compared to years before MY 2009, these rates were far lower. Because covered fleets acquired fewer new vehicles overall in MY 2010, the requirement for alternative fuel vehicles (AFVs), which is proportional to new acquisitions, also dropped.

    Current light water reactors (LWR) burn fissile uranium, whereas some future reactors, as Sodium fast reactors (SFR) will be capable of recycling their own plutonium and already-extracted depleted uranium. This makes them a feasible solution for the sustainable development of nuclear energy. Nonetheless, a sufficient quantity of plutonium is needed to start up an SFR, with the plutonium already being produced in light water reactors. The availability of natural uranium therefore has a direct impact on the capacity of the reactors (both LWR and SFR) that we can build. It is therefore important to have an accurate estimate of the available uranium resources in order to plan for the world's future nuclear reactor fleet. This paper discusses the correspondence between the resources (uranium and plutonium) and the nuclear power demand. Sodium fast reactors will be built in line with the availability of plutonium, including fast breeders when necessary. Different assumptions on the global uranium resources are taken into consideration. The largely quoted estimate of 22 Mt of uranium recovered for phosphate rocks can be seriously downscaled. Based on our current knowledge of phosphate resources, 4 Mt of recoverable uranium already seems to be an upper bound value. The impact of the downscaled estimate on the deployment of a nuclear fleet is assessed accordingly. (authors)

    Measurements of exhaust and evaporative emissions from Clean Fleet vans running on M-85, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), propane gas, and a control gasoline (RF-A) are presented. Three vans from each combination of vehicle manufacturer and fuel were tested at the California Air Resources Board (ARB) as they accumulated mileage in the demonstration. Data are presented on regulated emissions, ozone precursors, air toxics, and greenhouse gases. The emissions tests provide information on in-use emissions. That is, the vans were taken directly from daily commercial service and tested at the ARB. The differences in alternative fuel technology provide the basis for a range of technology options. The emissions data reflect these differences, with classes of vehicle/fuels producing either more or less emissions for various compounds relative to the control gasoline.

    Collect and evaluate data on federal fleet operations as part of the Advanced Vehicle Testing Activity’s Federal Fleet Vehicle Data Logging and Characterization Study. The Advanced Vehicle Testing Activity study seeks to collect and evaluate data to validate the utilization of advanced plug-in electric vehicle (PEV) transportation. This report summarizes the fleets studied to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.
