    Building America teams are researching opportunities to improve energy efficiency for some of the more challenging end-uses, such as lighting (both fixed and occupant-provided), appliances (clothes washer, dishwasher, clothes dryer, refrigerator, and range), and miscellaneous electric loads, which are all heavily dependent on occupant behavior and product choices. These end-uses have grown to be a much more significant fraction of total household energy use (as much as 50% for very efficient homes) as energy efficient homes have become more commonplace through programs such as ENERGY STAR and Building America. As modern appliances become more sophisticated the residential energy analyst is faced with a daunting task in trying to calculate the energy savings of high efficiency appliances. Unfortunately, most whole-building simulation tools do not allow the input of detailed appliance specifications. Using DOE test procedures the method outlined in this paper presents a reasonable way to generate inputs for whole-building energy-simulation tools. The information necessary to generate these inputs is available on Energy-Guide labels, the ENERGY-STAR website, California Energy Commission's Appliance website and manufacturer's literature. Building America has developed a standard method for analyzing the effect of high efficiency appliances on whole-building energy consumption when compared to the Building America's Research Benchmark building.

    The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributes including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. The national aggregate impacts include forecasts of appliance sales, efficiencies, energy use, and consumer expenditures. The individual impacts are analyzed by Life-Cycle Cost (LCC), Payback Periods, and Cost of Conserved Energy (CCE), which evaluate the savings in operating expenses relative to increases in purchase price; A Manufacturer Analysis, which provides an estimate of manufacturers' response to the proposed standards. Their response is quantified by changes in several measures of financial performance for a firm. An Industry Impact Analysis shows financial and competitive impacts on the appliance industry. A Utility Analysis that measures the impacts of the altered energy-consumption patterns on electric utilities. A Environmental Effects analysis, which estimates changes in emissions of carbon dioxide, sulfur oxides, and nitrogen oxides, due to reduced energy consumption in the home and at the power plant. A Regulatory Impact Analysis collects the results of all the analyses into the net benefits and costs from a national perspective. 47 figs., 171 tabs. (JF)

    The suitability of various fabrics for use as clean room wiping cloths was investigated. These fabrics included knit polyester, knit nylon, urethane foam, woven cotton, nonwoven polyester, nonwoven rayon, nonwoven polyethylene and polypropylene, and woven nylon. These materials were tested for detachable lint and fibers, deterioration, and oil content which could leave contaminating films on wiped surfaces. Well-laundered nylon and polyester cloths knitted from filamentary yarn, with hems, were found to be suitable. (LCL)

    A flow-by anode is disclosed made by preparing a liquid suspension of about to about 18% by weight solids, the solids comprising about 3.5 to about 8% of a powdered catalyst of platinum, palladium, palladium oxide, or mixtures thereof; about 60 to about 76% carbon powder (support) having a particle size less than about 20 m.mu.m and about 20 to about 33% of an inert binder having a particle size of less than about 500 m.mu.m. A sufficient amount of the suspension is poured over a carbon cloth to form a layer of solids about 0.01 to about 0.05 cm thick on the carbon cloth when the electrode is completed. A vacuum was applied to the opposite side of the carbon cloth to remove the liquid and the catalyst layer/cloth assembly is dried and compressed at about 10 to about 50 MPa's. The binder is then sintered in an inert atmosphere to complete the electrode. The electrode is used for the oxidation of sulfur dioxide in a sulfur based hybrid cycle for the decomposition of water.

    Contaminated tap water may be a source of volatile organic compounds (VOCs) in residential indoor air. To better understand the extent and impact of chemical emissions from this source, a two-phase mass balance model was developed based on mass transfer kinetics between each phase. Twenty-nine experiments were completed using a residential dishwasher to determine model parameters. During each experiment, inflow water was spiked with a cocktail of chemical tracers with a wide range of physicochemical properties. In each case, the effects of water temperature, detergent, and dish-loading pattern on chemical stripping efficiencies and mass transfer coefficients were determined. Dishwasher headspace ventilation rates were also measured using an isobutylene tracer gas. Chemical stripping efficiencies for a single cycle ranged from 18% to 55% for acetone, from 96% to 98% for toluene, and from 97% to 98% for ethylbenzene and were consistently 100% for cyclohexane. Experimental results indicate that dishwashers have a relatively low but continuous ventilation rate that results in significant chemical storage within the headspace of the dishwasher. In conjunction with relatively high mass transfer coefficients, low ventilation rates generally lead to emissions that are limited by equilibrium conditions after approximately 1--2 min of dishwasher operation.

Run times were slightly lower than R12 for both refrigerants indicating a higher capacity. If strict moderation control can be demonstrated for hydrogen-to-uranium moderation ratios that are less than 0.33, then the enrichment limits for the 10-MW freezer/sublimer may be increased slightly. The calculations performed also allow safe enrichment limits to be established for a 20-NM freezer/sublimer under moderation control.

    An analysis of the energy conservation and life cycle cost benefits of boost heaters for dishwashers is presented to provide technical information to assist in determining whether to modify the dishwasher test procedure to include boost heaters. Two manufacturers are offering dishwashers which have an inlet water temperature requirement of 120/sup 0/F. Cleaning performance in these appliances is maintained with an electric coil in the sump of the dishwasher, which boosts the incoming water to its final temperature. Both manufacturers have petitioned DOE for exemption from efficiency standards, since current DOE test procedures give no credit for water heater energy savings. The evaluation shows boost heaters to be energy conserving for all conditions. The life cycle cost analysis indicates boost heaters are cost effective in all cases for homes with electric water heaters, and in most cases for homes having gas water heaters. Additionally the proposed standards for dishwashers will lower water consumption in 1985 model dishwashers such that boost heaters will become cost effective in all cases.

    Volume 2: Improved Sensor and Control Designs Many residential clothes dryers on the market today provide automatic cycles that are intended to stop when the clothes are dry, as determined by the final remaining moisture content (RMC). However, testing of automatic termination cycles has shown that many dryers are susceptible to over-drying of loads, leading to excess energy consumption. In particular, tests performed using the DOE Test Procedure in Appendix D2 of 10 CFR 430 subpart B have shown that as much as 62% of the energy used in a cycle may be from over-drying. Volume 1 of this report shows an average of 20% excess energy from over-drying when running automatic cycles with various load compositions and dryer settings. Consequently, improving automatic termination sensors and algorithms has the potential for substantial energy savings in the U.S.

    Over the past ten years, government regulations for energy standards, coupled with the utility industry`s promotion of energy-efficient appliances, have prompted appliance manufacturers to reduce energy consumption in refrigerator-freezers by approximately 40%. Global concerns over ozone depletion have also required the appliance industry to eliminate CFC-12 and CFC-11 while concurrently improving energy efficiency to reduce greenhouse emissions. In response to expected future regulations that will be more stringent, several design options were investigated for improving the energy efficiency of a conventionally designed, domestic refrigerator-freezer. The options, such as cabinet and door insulation improvements and a high-efficiency compressor were incorporated into a prototype refrigerator-freezer cabinet and refrigeration system. Baseline energy consumption of the original 1996 production refrigerator-freezer, along with cabinet heat load and compressor calorimeter test results, were extensively documented to provide a firm basis for experimentally measured energy savings. The goal for the project was to achieve an energy consumption that is 50% below in 1993 National Appliance Energy Conservation Act (NAECA) standard for 20 ft{sup 3} (570 l) units. Based on discussions with manufacturers to determine the most promising energy-saving options, a laboratory prototype was fabricated and tested to experimentally verify the energy consumption of a unit with vacuum insulation around the freezer, increased door thicknesses, a high-efficiency compressor, a low wattage condenser fan, a larger counterflow evaporator, and adaptive defrost control.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended by the National Appliance Energy Conservation Act of 1987 (P.L. 100-12) and by the National Appliance Energy Conservation Amendments of 1988 (P.L. 100-357), and by the Energy Policy Act of 1992 (P.L. 102-486), provides energy conservation standards for 12 of the 13 types of consumer products` covered by the Act, and authorizes the Secretary of Energy to prescribe amended or new energy standards for each type (or class) of covered product. The assessment of the proposed standards for refrigerators, refrigerator-freezers, and freezers presented in this document is designed to evaluate their economic impacts according to the criteria in the Act.     An industry/government Cooperative Research and Development Agreement (CRADA) was established to evaluate and test design concepts for a domestic refrigerator-freezer unit that represents approximately 60% of the US market. The goal of the CRADA was to demonstrate advanced technologies which reduce, by 50 percent, the 1993 NAECA standard energy consumption for a 20 ft{sup 3} (570 I) top-mount, automatic-defrost, refrigerator-freezer. For a unit this size, the goal translated to an energy consumption of 1.003 kWh/d. The general objective of the research was to facilitate the introduction of cost-efficient technologies by demonstrating design changes that can be effectively incorporated into new products. A 1996 model refrigerator-freezer was selected as the baseline unit for testing. Since the unit was required to meet the 1993 NAECA standards, the energy consumption was quite low (1.676 kWh/d), thus making further reductions in energy consumption very challenging. Among the energy saving features incorporated into the original design of the baseline unit were a low-wattage evaporator fan, increased insulation thicknesses, and liquid line flange heaters.

  7. Heat Pump Clothes Dryer Model Development

    A heat pump clothes dryer (HPCD) is an innovative appliance that uses a vapor compression system to dry clothes. Air circulates in a closed loop through the drum, so no vent is required. The condenser heats air to evaporate moisture out of the clothes, and the evaporator condenses water out of the air stream. As a result, the HPCD can achieve 50% energy savings compared to a conventional electric resistance dryer. We developed a physics-based, quasi-steady-state HPCD system model with detailed heat exchanger and compressor models. In a novel approach, we applied a heat and mass transfer effectiveness model to simulate the drying process of the clothes load in the drum. The system model is able to simulate the inherently transient HPCD drying process, to size components, and to reveal trends in key variables (e.g. compressor discharge temperature, power consumption, required drying time, etc.) The system model was calibrated using experimental data on a prototype HPCD. In the paper, the modeling method is introduced, and the model predictions are compared with experimental data measured on a prototype HPCD.

    K-25 Engineering Division purchased a series of redundant computer systems and developed software for the purpose of providing continuous process monitoring and control for the Freezer/Sublimer equipment in the gaseous diffusion process at the Paducah Gaseous Diffusion Plant. The application software is loaded on two central processing units (CPU) so that in the event of a failure of the primary unit, the processing can switch to the backup unit and continue processing without error. It is the purpose of this document to demonstrate the reliability of this system with respect to its ability to switch properly between redundant CPU. The total reliability estimation problem -- which considers the computer hardware, the operating system software, and the application software -- has been reduced to one that considers only the application software directly involved in the switchover process. Estimates are provided for software reliability and the testing coverage. Software and hardware reliability models and reliability growth models are considered in addition to Bayesian approaches.

    The goal of this project was to develop chemical protective clothing for use by DOE decontamination and decommissioning workers that is sufficiently water vapor permeable to keep the workers cool, thereby enhancing their productivity. This report describes the results of Phase II of a two-phase project to complete development of the novel permselective material and to test protective clothing made from the fabric. In Phase I a novel material incorporating a nonporous hydrophilic polyvinylacohol (PVA) layer, which is water vapor permeable but relatively impermeable to organic vapors, was developed. The results of the Phase I tests showed that the chemical resistance of the MTR material is comparable to that of Saranex/Tyvek materials, and that the comfort properties are closer to those of Tyvek (as measured in terms of CLO and permeability). Chemical resistance was measured using permeation tests against liquid dichloromethane. Comfort properties were ascertained by measuring the water vapor transmission of the material and by sweating manikin tests on whole protective suits. In addition, a cost/benefit analysis demonstrated that use of MTR's material technology could result in significant improvements in work productivity and cost savings if protective clothing items made from the new material were used more than once. In Phase II, MTR undertook a program to optimize the performance and production engineering for the new material technology. A partnership was formed with Kimberly-Clark Corporation to assist with a detailed evaluation of the MTR technology, and MTR used the services of Mr. Jeff Stull, President of the consulting firm International Personnel Protection, Inc., who conducted a detailed economic and application analysis for the developed fabric. The protective fabric manufacturing steps were simplified significantly, resulting in a 30% reduction in manufacturing costs and eliminating the necessity for capital investment in production equipment

    The objective of the program is to develop improved protective clothing for use by workers engaged in decommissioning and decontamination of former Department of Energy sites, including those used for atomic weapons research and production. Such sites are contaminated with a variety of hazardous compounds, ranging from asbestos, mercury and other heavy metals, to toxic organic compounds, such as PCB and chlorinated solvents, and radioactive metals and salts. Because of the hazards of exposure to these materials, workers must wear protective garments. These garments, which are made from Saran{reg_sign}, butyl rubber or other impermeable materials, provide excellent protection against particulates, liquids, aerosols, organic vapors and gases, but are impermeable to water vapor. Consequently, humidity and temperature within the suit rise rapidly during use, causing increasing discomfort. Heat stress occurs if the suit is worn for more than brief periods without resting. The proposed technology concerns a new protective clothing fabric that combines a permselective membrane layer with a sorptive layer. If successfully developed, suits made from this fabric will offer equivalent, or better, protection than current materials, combined with a very high water vapor transmission rate (1,000 g/m{sup 2}{sm_bullet} day or more) that will dramatically improve {open_quotes}breathability,{close_quotes} comfort, and worker productivity.

  4. Do Heat Pump Clothes Dryers Make Sense for the U.S. Market

    Heat pump clothes dryers (HPCDs) can be as much as 50percent more energy-efficient than conventional electric resistance clothes dryers, and therefore have the potential to save substantial amounts of electricity. While not currently available in the U.S., there are manufacturers in Europe and Japan that produce units for those markets. Drawing on analysis conducted for the U.S. Department of Energy's (DOE) current rulemaking on amended standards for clothes dryers, this paper evaluates the cost-effectiveness of HPCDs in American homes, as well as the national impact analysis for different market share scenarios. In order to get an accurate measurement of real energy savings potential, the paper offers a new energy use calculation methodology that takes into account the most current data on clothes washer cycles, clothes dryer usage frequency, remaining moisture content, and load weight per cycle, which is very different from current test procedure values. Using the above methodology along with product cost estimates developed by DOE, the paper presents the results of a life-cycle cost analysis of the adoption of HPCDs in a representative sample of American homes. The results show that HPCDs have positive economic benefits only for households with high clothes dryer usage or for households with high electricity prices and moderately high utilization.

    Electrochemical capacitative behavior of carbon aerogels and commercial carbon fiber cloths was studied in 5M KOH, 3M sulfuric acid, and 0.5M tetrethylammonium tetrafluoroborate/propylene carbonate electrolytes. The resorcinol-formaldehyde based carbon aerogels with a range of denisty (0.2-0.85 g/cc) have open-cell structures with ultrafine pore sizes (5-50 nm), high surface area (400-700 m{sup 2}/g), and a solid matrix composed of interconnected particles or fibers with characteristic diameters of 10 nm. The commercial fiber cloths in the density range 0.2-04g/cc have high surface areas (1000-2500 m{sup 2}/g). The volumetric capacitances of high-density aerogels are shown to be comparable to or exceeding those from activated carbon fibers. Electrochemical behavior of these materials in various electrolytes is compared and related to their physical properties.

    Preservative clothes which are able to absorb radiation beam are needed not only for saving people working at radioactive environment but also for saving others from natural and man-made radiation sources we are exposed in daily life. Barite is a mineral which can be used for armour plating because of high atomic numbered element barium constituent of barite. In this study, armour plating property of barite was applied to fabrics. Barite coated fabric having characteristic of keeping radiation was obtained by penetrating barite on cloth via coating method. Radiation keeping property of fabrics obtained was determined via image processing. The results of experiments showed that barite coated fabrics have blocked radiation more than normal fabrics have done.

    An overview of options and potential barriers and risks for reducing the energy consumption, peak demand, and emissions for seven key energy consuming residential products (refrigerator-freezers, dishwashers, clothes washers, clothes dryers, electric ovens, gas ovens and microwave ovens) is presented. The paper primarily concentrates on the potential energy savings from the use of advanced technologies in appliances for the U.S. market. The significance and usefulness of each technology was evaluated in order to prioritize the R&D needs to improve energy efficiency of appliances in view of energy savings, cost, and complexity. The paper provides a snapshot of the future R&D needs for each of the technologies along with the associated barriers. Although significant energy savings may be achieved, one of the major barriers in most cases is high first cost. One way of addressing this issue and promoting the introduction of new technologies is to level the playing field for all manufacturers by establishing Minimum Energy Performance Standards (MEPS) which are not cost prohibitive and promoting energy efficient products through incentives to both manufacturers and consumers.

    U.S. Department of Defense studies to measure performance decrements associated with wearing chemical warfare (CW) protective combat clothing indicate that heat stress produced seriously degraded human performance. Even when heat stress is not a significant factor, performance of many combat, combat support, and combat service support tasks is degraded. In most field studies, many crews of combat units became operationally ineffective due to voluntary withdrawal of individual crew members. Many combined arms, field studies, and laboratory studies indicate that when CW-protective combat clothing is worn performance is seriously degraded for (1) the detection of targets, engagement time, accuracy of fire, and (2) manual dexterity tasks; and that (3) a variety of psychological effects are created. Further, the degree of performance degradation varied with the tasks performed. Training in CW-protective combat clothing permits learning to modify procedures and consequently reduce negative effects, provided heat stress is not a significant factor. A growing body of evidence indicates there is inadequate training in the use of CW-protective combat clothing. A critical need exists for more and better training of skills needed under CW conditions.

  20. A constitutive model for layered wire mesh and aramid cloth fabric

    A new package for the air transport of hazardous materials is currently being developed in the Transportation Systems Department at Sandia National Laboratories. The baseline design has a unique impact limiter which uses layers of aluminum screen wire and aramid cloth fabric. A primary motivation for selecting this unusual combination of materials is the need for the impact limiter to not only limit the amount of load transmitted to the primary container but also remain in place during impact events so that it provides a thermal barrier during a subsequent fire. A series of uniaxial and confined compression tests indicated that the layered material does not behave like other well characterized materials. No existing constitutive models were able to satisfactorily capture the behavior of the layered material; thus, a new plasticity model was developed. The new material model was then used to characterize the response of air transport packages with layered impact limiters to hypothetical accidental impact events. Responses predicted by these analyses compared favorably with experiments at Sandia`s rocket sled test facility in which a one-fourth scale package was subjected to side and end impacts at velocities of 428 and 650 fps, respectively.

    Users of pesticides may have waste or surplus quantities or spills for disposal. One alternative is to deactivate the pesticide at the handling site by using a straightforward chemical reaction. This option can be practical for those who use relatively small quantities of a large variety of pesticides, for example, greenhouse workers, small farmers, and agricultural researchers. This paper describes practical on-site methods for the disposal of spills or small waste quantities of five commonly used pesticides, Diazinon, Chlorpyrifos, Iprodione, 2,4-D, and Captan. These have been tested in the laboratory for the rate of disappearance of the pesticide, the degree of conversion to nontoxic products, the nature and identity of the products, the practicality of the method, and the ease of reproducibility. Methods selected were shown to be safe for the operator, reliable, and reproducible. Greater than 99% of the starting material had to be reacted under reasonable conditions and length of time. Detailed descriptions of the reactions are presented, so that they can be performed with reproducible results. Protective clothing worn during the handling and application of pesticides may become contaminated. Simple laundering does not always remove all of the pesticide residues. Thus, chronic dermal exposure may result from the pesticide-contaminated clothing. Appropriate methods of laundering using specific pretreatments have been determined. 7 refs.

    A stress evaluation was conducted in a laboratory test in which the physiological and psychological reactions of soldiers were monitored while they wore either the standard battle dress overgarment (MOPPI) or the full complement of chemical protective clothing with mask (MOPPIV) and worked at low, moderate, or high work loads in simulated desert (hot and dry) or tropic (hot and humid) environments. The psychological instruments indicated greater stress responses for soldiers wearing MOPPIV than wearing MOPPI and for soldiers working at a high work load than working at a low work load. Each electrode stack has a plurality of electrodes connected in parallel, with the electrodes of one stack being interleaved with the electrodes of the other stack to form an interleaved stack, and with the electrodes of each stack being electrically connected to respective capacitor terminals. A porous separator sleeve is inserted over the electrodes of one stack before interleaving to prevent electrical shorts between the electrodes. The electrodes are made by folding a compressible, low resistance, aluminum-impregnated carbon cloth, made from activated carbon fibers, around a current collector foil, with a tab of the foils of each electrode of each stack being connected in parallel and connected to the respective capacitor terminal. The height of the interleaved stack is somewhat greater than the inside height of the closed capacitor case, thereby requiring compression of the interleaved electrode stack when placed inside of the case, and thereby maintaining the interleaved electrode stack under modest constant pressure. The closed capacitor case is filled with an electrolytic solution and sealed. A preferred electrolytic solution is made by dissolving an appropriate salt into acetonitrile (CH[sub 3]CN).     Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

    This report details the data, assumptions and methodology for end-use forecasting of appliance energy use in the US residential sector. Our analysis uses the modeling framework provided by the Appliance Model in the Residential End-Use Energy Planning System (REEPS), which was developed by the Electric Power Research Institute. In this modeling framework, appliances include essentially all residential end-uses other than space conditioning end-uses. We have defined a distinct appliance model for each end-use based on a common modeling framework provided in the REEPS software. This report details our development of the following appliance models: refrigerator, freezer, dryer, water heater, clothes washer, dishwasher, lighting, cooking and miscellaneous. Taken together, appliances account for approximately 70% of electricity consumption and 30% of natural gas consumption in the US residential sector. Appliances are thus important to those residential sector policies or programs aimed at improving the efficiency of electricity and natural gas consumption. This report is primarily methodological in nature, taking the reader through the entire process of developing the baseline for residential appliance end-uses. Analysis steps documented in this report include: gathering technology and market data for each appliance end-use and specific technologies within those end-uses, developing cost data for the various technologies, and specifying decision models to forecast future purchase decisions by households. Our implementation of the REEPS 2.1 modeling framework draws on the extensive technology, cost and market data assembled by LBL for the purpose of analyzing federal energy conservation standards. The resulting residential appliance forecasting model offers a flexible and accurate tool for analyzing the effect of policies at the national level.

    Since the late 1970s, energy labeling programs and mandatory energy performance standards have been used in many different countries to improve the efficiency levels of major residential and commercial equipment. As more countries and regions launch programs covering a greater range of products that are traded worldwide, greater attention has been given to harmonizing the specific efficiency criteria in these programs and the test methods for measurements. For example, an international compact fluorescent light (CFL) harmonization initiative was launched in 2006 to focus on collaboration between Australia, China, Europe and North America. Given the long history of standards and labeling programs, most major energy-consuming residential appliances and commercial equipment are already covered under minimum energy performance standards (MEPS) and/or energy labels. For these products, such as clothes washers and CFLs, harmonization may still be possible when national MEPS or labeling thresholds are revised. Greater opportunity for harmonization exists in newer energy-consuming products that are not commonly regulated but are under consideration for new standards and labeling programs. This may include commercial products such as water dispensers and vending machines, which are only covered by MEPS or energy labels in a few countries or regions. As China continues to expand its appliance standards and labeling programs and revise existing standards and labels, it is important to learn from recent international experiences with efficiency criteria and test procedures for the same products. Specifically, various types of standards and labeling programs already exist in North America, Europe and throughout Asia for products in China's 2010 standards and labeling programs, namely clothes washers, water dispensers, vending machines and CFLs.     In this report, we present the results of an analytical cost/benefit study of residential smart appliances from a utility/grid perspective in support of a joint stakeholder petition to the ENERGY STAR program within the Environmental Protection Agency (EPA) and Department of Energy (DOE). The goal of the petition is in part to provide appliance manufacturers incentives to hasten the production of smart appliances. The underlying hypothesis is that smart appliances can play a critical role in addressing some of the societal challenges, such as anthropogenic global warming, associated with increased electricity demand, and facilitate increased penetration of renewable sources of power. The appliances we consider include refrigerator/freezers, clothes washers, clothes dryers, room air-conditioners, and dishwashers. The petition requests the recognition that providing an appliance with smart grid capability, i.e., products that meet the definition of a smart appliance, is at least equivalent to a corresponding five percent in operational machine efficiencies. It is then expected that given sufficient incentives and value propositions, and suitable automation capabilities built into smart appliances, residential consumers will be adopting these smart appliances and will be willing participants in addressing the aforementioned societal challenges by more effectively managing their home electricity consumption. The analytical model we utilize in our cost/benefit analysis consists of a set of user-definable assumptions such as the definition of on-peak (hours of day, days of week, months of year), the expected percentage of normal consumer electricity consumption (also referred to as appliance loads) that can shifted from peak hours to off-peak hours, the average power rating of each appliance, etc. Based on these assumptions, we then formulate what the wholesale grid operating-cost savings, or benefits, would be if the smart capabilities of appliances were invoked, and

    Executive Summary In every home irrespective of its size, location, age, or efficiency, heat in the form of drainwater or dryer exhaust is wasted. Although from a waste stream, this energy has the potential for being captured, possibly stored, and then reused for preheating hot water or air thereby saving operating costs to the homeowner. In applications such as a shower and possibly a dryer, waste heat is produced at the same time as energy is used, so that a heat exchanger to capture the waste energy and return it to the supply is all that is needed. In other applications such as capturing the energy in drainwater from a tub, dishwasher, or washing machine, the availability of waste heat might not coincide with an immediate use for energy, and consequently a heat exchanger system with heat storage capacity (i.e. a regenerator) would be necessary. This study describes a two-house experimental evaluation of a system designed to capture waste heat from the shower, dishwasher clothes washer and dryer, and to use this waste heat to offset some of the hot water energy needs of the house. Although each house was unoccupied, they were fitted with equipment that would completely simulate the heat loads and behavior of human occupants including operating the appliances and fixtures on a demand schedule identical to Building American protocol (Hendron, 2009). The heat recovery system combined (1) a gravity-film heat exchanger (GFX) installed in a vertical section of drainline, (2) a heat exchanger for capturing dryer exhaust heat, (3) a preheat tank for storing the captured heat, and (4) a small recirculation pump and controls, so that the system could be operated anytime that waste heat from the shower, dishwasher, clothes washer and dryer, and in any combination was produced. The study found capturing energy from the dishwasher and clothes washer to be a challenge since those two appliances dump waste water over a short time interval. Controls based on the status of the

    Water heating is an important end-use, accounting for roughly 16% of total primary energy consumption in the US residential sector. Recently enacted efficiency standards on water heaters and hot water-using equipment (e.g., dishwashers, clothes washers, showerheads, and faucets) will substantially affect the energy use of water heaters in the future. Assessment of current and future utility programs and government policies requires that regulators, resource planners, and forecasters understand the effects of these regulations. In order to quantify these impacts, this paper presents a detailed end-use breakdown of household hot and cold water use developed for the US Department of Energy. This breakdown is based on both previous studies and new data and analysis. It is implemented in a spreadsheet forecasting framework, which allows significant flexibility in specifying end-use demands and linkages between water heaters and hot water-using appliances. We disaggregate total hot and cold water use (gallons per day) into their component parts: showers, baths, faucets (flow dominated and volume dominated), toilets, landscaping/other, dishwashers, and clotheswashers. We then use the end-use breakdown and data on equipment characteristics to assess the impacts of current efficiency standards on hot water use and water heater energy consumption.

    This report summarizes our study of the price elasticity of demand for home appliances, including refrigerators, clothes washers, and dishwashers. In the context of increasingly stringent appliance standards, we are interested in what kind of impact the increased manufacturing costs caused by higher efficiency requirements will have on appliance sales. We begin with a review of existing economics literature describing the impact of economic variables on the sale of durable goods.We then describe the market for home appliances and changes in this market over the past 20 years, performing regression analysis on the shipments of home appliances and relevant economic variables including changes to operating cost and household income. Based on our analysis, we conclude that the demand for home appliances is price inelastic.

The model improves upon an existing model by including the effects of four conditions that were previously unaccounted for: the absence of a clothes washer; the absence of a dishwasher; a household consisting of seniors only; and a household that does not pay for its own hot water use.     Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products. The energy savings associated with watersavings may represent a large additional and largely untappedcost-effective opportunity.

    The European Union is pursuing measures to improve end-use equipment efficiency through a variety of policy instruments, in particular for domestic appliances. One of the most effective methods to achieve market transformation is through minimum efficiency performance standards (MEPS). However, after the difficulties and controversy following the adoption of legislation for MEPS for domestic refrigerators/freezers, a new policy instrument, i.e. negotiated agreements by manufacturers, has been investigated and tested for two type of appliances: domestic washing machines and TVs and VCRs. Based on the positive experience of the above two agreements, other products (e.g. dryers, dishwasher, electric water heaters, etc.) will be the subject of future negotiated agreements. Based on the results of the two negotiated agreements, this paper describes the energy efficiency potential, the procedures, and the advantages and disadvantages of negotiated agreements compared to legislated mandatory for MEPS, as developed in the European context. The paper concludes that negotiated agreements are a viable policy option, which allow flexibility in the implementation of the efficiency targets and therefore the adoption of cost-effective solutions for manufacturers. In addition, negotiated agreements can be implemented more quickly compared to mandatory MEPS and they allow a closer monitoring of the results. The main question asked in the paper is whether the negotiated agreements can deliver the results in the long term compared to what could be achieved through legislation. The European experience indicates that this instrument can deliver the results and that it offer a number of advantages compared to MEPS.
