    To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions.     This case study was prepared by participants in the Laboratories for the 21st Century program, a joint endeavor of the U.S. Environmental Protection Agency and the U.S. Department of Energy's Federal Energy Management Program. The goal of this program is to foster greater energy efficiency in new laboratory buildings for both the public and the private sectors. Retrofits of existing laboratories are also encouraged. The energy-efficient features of the laboratories in the Fred Hutchinson Cancer Research Center complex in Seattle, Washington, include extensive use of efficient lighting, variable-air-volume controls, variable-speed drives, motion sensors, and high-efficiency chillers and motors. With about 532,000 gross square feet, the complex is estimated to use 33% less electrical energy than most traditional research facilities consume because of its energy-efficient design and features.

    This case study was prepared by participants in the Laboratories for the 21st Century program, a joint endeavor of the U.S. Environmental Protection Agency and the U.S. Department of Energy's Federal Energy Management Program. The goal of this program is to foster greater energy efficiency in new laboratory buildings for both the public and the private sectors. Retrofits of existing laboratories are also encouraged. The energy-efficient features of the laboratories in the Fred Hutchinson Cancer Research Center complex in Seattle, Washington, include extensive use of efficient lighting, variable-air-volume controls, variable-speed drives, motion sensors, and high-efficiency chillers and motors. With about 532,000 gross square feet, the complex is estimated to use 33% less electrical energy than most traditional research facilities consume because of its energy-efficient design and features.

    Optical emission spectra from high-purity Np-237 were generated with a glovebox-enclosed inductively coupled plasma (ICP) source. Spectra covering the 230-700 nm wavelength range are presented along with general commentary on the methodology used in collecting the data. The Ames Laboratory Nuclear Safeguards and Security Program has been charged with the task of developing optical spectroscopic methods to analyze the composition of spent nuclear fuels. Such materials are highly radioactive even after prolonged 'cooling' and are chemically complex. Neptunium (Np) is a highly toxic by-product of nuclear power generation and is found, in low abundance, in spent nuclear fuels. This atlas of the optical emission spectrum of Np, as produced by an inductively coupled plasma (ICP) spectroscopic source, is part of a general survey of the ICP emission spectra of the actinide elements. The ICP emission spectrum of the actinides originates almost exclusively from the electronic relaxation of excited, singly ionized species. Spectral data on the Np ion emission spectrum (i.e., the Np II spectrum) have been reported by Tomkins and Fred [1] and Haaland [2]. Tomkins and Fred excited the Np II spectrum with a Cu spark discharge and identified 114 Np lines in the 265.5 - 436.3 nm spectral range. Haaland, who corrected some spectral line misidentifications in the work of Tomkins and Fred, utilized an enclosed Au spark discharge to excite the Np II spectrum and reported 203 Np lines within the 265.4 - 461.0 nm wavelength range.

The central region of the camera has 379 pixels with an individual angular diameter of 0.12 degrees. This makes the instrument especially suitable for observations of gamma-induced air-showers at large zenith angles since the increase in average distance to the shower maximum leads to smaller shower images in the focal plane of the telescope. We examine the performance of the telescope for observations of gamma-induced air-showers at zenith angles up to 63 degrees based on observations of Mkn 421 and using Monte Carlo Simulations. An improvement to the standard data analysis is suggested.

  12. Nanotechnology: Small Matters

    The primary objective of this project was to engage members of the public in an active and balanced deliberative discussion about the social, ethical, legal, environmental, and policy issues arising from nanotechnologies. A second but equally important objective was to interest members of the public in learning more about science and technology and nanotechnology specifically by understanding how it will affect their lives. The objectives were met through a series of electronic and face-to-face citizen forums conducted in conjunction with three Fred Friendly Seminars being taped on the University of California, Berkeley campus in partnership with Lawrence Hall of Science (this forum was conducted in partnership with the St. Louis Science Center); the Boston Museum of Science in Boston, MA; and the State Museum of South Carolina in Columbia, South Carolina. The topical area for each forum paralleled the content of the Fred Friendly Seminars series being taped at each location, but specific topics/issues were drawn from the concerns and interests of the communities. The three topical areas included Environmental Impact (St. Louis), Privacy vs. Security (Boston), and Health and Enhancement (Columbia). The PI and project leader worked with the local science centers to identify stakeholder groups, such as academic, corporate and government scientists; environmental advocates; business leaders; science and technology journalists; and public policy makers within each community. Representatives from each group along with members of the general public were invited to participate in a series of on line and in person deliberations that were designed to provide basic information about the science, its potential benefits and risks, and avenues for public participation in policy formulation. On line resources were designed and managed by ScienceVIEW at Lawrence Hall of Science and Earth & Sky, Inc. The activities at each site were evaluated by Inverness Research Associates to assess whether they have achieved the objectives.

    The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. Overview of High Performance Computing in the Financial Industry Michael Yoo, Managing Director, Head of the Technical Council, UBS Presentation will describe the key business challenges driving the need for HPC solutions, describe the means in which those challenges are being addressed within UBS (such as GRID) as well as the limitations of some of these solutions, and assess some of the newer HPC technologies which may also play a role in the Financial Industry in the future. Speaker Bio: Michael originally joined the former Swiss Bank Corporation in 1994 in New York as a developer on a large data warehouse project. In 1996 he left SBC and took a role with Fidelity Investments in Boston. Unable to stay away for long, he returned to SBC in 1997 while working for Perot Systems in Singapore. Finally, in 1998 he formally returned to UBS in Stamford following the merger with SBC and has remained with UBS for the past 9 years. During his tenure at UBS, he has had a number of leadership roles within IT in development, support and architecture. In 2006 Michael relocated to Switzerland to take up his current role as head of the UBS IB Technical Council, responsible for the overall technology strategy and vision of the Investment Bank. One of Michael's key responsibilities is to manage the UBS High Performance Computing Research Lab and he has been involved in a number of initiatives in the HPC space. 2.     Task A - Theory Research in theoretical physics in the Department of Physics at the University of Cincinnati has been funded by the U.S. Department of Energy starting in 1984. Professors Peter Suranyi, Louis Witten, Fred Mansouri, L.C.R. Wijewardhana, Alexander Kagan and Philip Argyres have served as P.I.'s of the Cincinnati DOE theory task. Task B - Heavy Flavor Physics Research in experimental particle physics in the Department of Physics at the University of Cincinnati has been funded by the U.S. Department of Energy since 1999. Professor Kay Kinoshita has served as P.I. on Task B since its inception. Task C - Neutrinos Over the past three years, Task C has been measuring the properties of neutrinos with the MiniBooNE and Daya Bay detectors and building two new neutrino experiments: MicroBooNE and LArIAT. In addition, the PI (Randy Johnson) has joined the long leadtime experiment, LBNE, and has participated in the R&D report for CHiPs. Results and progress on each of these experiments will be summarized below.

    In this talk I shall start by describing how we set about and carried out the work which led to the publication of B2FH in 1957. I then shall try and relate this work and the circumstances that surrounded it to the larger problem of the origin and formation of the universe. Here it is necessary to look back at the way that ideas developed and how in many situations astronomers went astray. Of course this is a personal view, though I very strongly believe that if he were still here, it is the approach that Fred Hoyle would take. I start by describing the problems originally encountered by Gamow and his associates in trying to decide where the helium was made. This leads me to a modern discussion of the origin of 2D, 3He, 4He and 7Li, originally described by B2FH as due to the x-process. While it is generally argued, following Gamow, Alpher, and Herman, that these isotopes were synthesized in a big bang I shall show that it is equally likely that these isotopes were made in active galactic nuclei, as was the cosmic microwave background (CMB), in a cyclic universe model. The key piece of observational evidence is that the amount of energy carried by the CMB, namely about 4.5 x 10-13 erg cm-3

  16. Localization of positive charge in DNA induced by its interaction with environment

    Microscopic mechanisms of positive charge transfer in DNA remain unclear. A quantum state of electron hole in DNA is determined by the competition of the pi-stacking interaction $b$ sharing a charge between different base pairs and the interaction $\\lambda$ with the local environment which attempts to trap charge. To determine which interaction dominates we investigated charge quantum states in various $(GC)_{n}$ sequences choosing DNA parameters satisfying experimental data for the balance of charge transfer rates $G^{+} \\leftrightarrow G_{n}^{+}$, $n=2,3$ \\cite{FredMain}. We show that experimental data can be consistent with theory only assuming $b\\ll \\lambda$ meaning that charge is typically localized within the single $G$ site. Consequently any DNA sequence including the one consisting of identical base pairs behaves more like an insulating material then a molecular conductor. Our theory can be verified experimentally, for instance measuring balance of charge transfer reactions $G^{+} \\leftrightarrow G_{n}^{+}$, $n \\geq 4$ and comparing the experimental results with our predictions.

    We present derived I-E curves that match Zenier curves used to fit data experimentally with wavefunctionals congruent with the false vacuum hypothesis. The open question is whether the coefficients picked in both the wavefunctionals and the magnitude of the coefficients of the driven sine Gordon physical system should be picked by topological charge arguments that in principle appear to assign values that have a tie in with the false vacuum hypothesis first presented by Sidney Coleman. Our supposition is that indeed this is useful and that the topological arguments give evidence as to a first order phase transition which gives credence to the observed and calculated I-E curve as evidence of a quantum switching phenomena in density wave physics, one which we think with further development would have applications to quantum computing, via quantum coherent phase evolution, as outlined in this paper . This analysis is enhanced by a new phi to the fourth power field theory treatment of how to model field theory in real time evolution as given to the Author by Dr. Fred Cooper as part of a meeting in KITP, UCSB in early 2008

  18. Praxis I/O package

    The Praxis language specification, like Algol and Ada, does not specify any I/O statements. The intent was to provide a standard I/O package as a companion to the compiler. This would allow the user to substitute, or supplement, the I/O package, as needed, for specialized applications. Like Algol, however, Praxis provided only limited (text) I/O for several years. Ada, in contrast, provided a comprehensive standard I/O package from its inception. Digital Equipment Corporation's (DEC's) implementation of Ada, on their VAX family of computers, further supplemented this package with other packages which exploit the I/O facilities available under the VMS operating system. The Praxis I/O package described in this document has been modeled after DEC's implementation of Ada and provides a similar set of I/O facilities. Currently, the I/O package is supported only under VAX/VMS. The design of the package, however, is essentially independent of any operating system (with the exception of the module COMMAND IO). The VAX/VMS version of the I/O package fully exploits the vast I/O facilities which are provided under VAX/VMS and makes them directly available to the Praxis programmer. The design, prototype implementation, and draft documentation of the Praxis I/O Package was done by Tim Sherman as part of a University project in computer science. Subsequent work by both Tim and Fred Holloway lead to a more complete implementation, testing and development of example programs, and inclusion of the package into the Praxis compilers as their principal interface to RMS and VMS.

  19. Relationship between the gamma-ray burst pulse width and energy due to the Doppler effect of fireballs

    We study in details how the pulse width of gamma-ray bursts is related with energy under the assumption that the sources concerned are in the stage of fireballs. Due to the Doppler effect of fireballs, there exists a power law relationship between the two quantities within a limited range of frequency. The power law range and the power law index depend strongly on the observed peak energy $E_p$ as well as the rest frame radiation form, and the upper and lower limits of the power law range can be determined by $E_p$. It is found that, within the same power law range, the ratio of the $FWHM$ of the rising portion to that of the decaying phase of the pulses is also related with energy in the form of power laws. A platform-power-law-platform feature could be observed in the two relationships. In the case of an obvious softening of the rest frame spectrum, the two power law relationships also exist, but the feature would evolve to a peaked one. Predictions on the relationships in the energy range covering both the BATSE and Swift bands for a typical hard burst and a typical soft one are made. A sample of FRED (fast rise and exponential decay) pulse bursts shows that 27 out of the 28 sources belong to either the platform-power-law-platform feature class or the peaked feature group, suggesting that the effect concerned is indeed important for most of the sources of the sample. Among these bursts, many might undergo an obvious softening evolution of the rest frame spectrum.

  20. Water resources development in Santa Clara Valley, California: insights into the human-hydrologic relationship

    Groundwater irrigation is critical to food production and, in turn, to humankind's relationship with its environment. The development of groundwater in Santa Clara Valley, California during the early twentieth century is instructive because (1) responses to unsustainable resource use were largely successful; (2) the proposals for the physical management of the water, although not entirely novel, incorporated new approaches which reveal an evolving relationship between humans and the hydrologic cycle; and (3) the valley serves as a natural laboratory where natural (groundwater basin, surface watershed) and human (county, water district) boundaries generally coincide. Here, I investigate how water resources development and management in Santa Clara Valley was influenced by, and reflective of, a broad understanding of water as a natural resource, including scientific and technological innovations, new management approaches, and changing perceptions of the hydrologic cycle. Market demands and technological advances engendered reliance on groundwater. This, coupled with a series of dry years and laissez faire government policies, led to overdraft. Faith in centralized management and objective engineering offered a solution to concerns over resource depletion, and a group dominated by orchardists soon organized, fought for a water conservation district, and funded an investigation to halt the decline of well levels. Engineer Fred Tibbetts authored an elaborate water salvage and recharge plan that optimized the local water resources by integrating multiple components of the hydrologic cycle. Informed by government investigations, groundwater development in Southern California, and local water law cases, it recognized the limited surface storage possibilities, the spatial and temporal variability, the relatively closed local hydrology, the interconnection of surface and subsurface waters, and the value of the groundwater basin for its storage, transportation, and treatment abilities. The proposal was typically described as complementing an already generous nature, not simply subduing it. Its implementation was limited by political tensions, and fifteen years later, a scaled-down version was constructed. Well levels recovered, but within a decade were declining due to increasing withdrawals. I assert that the approach in Santa Clara Valley was a forerunner to more recent innovations in natural resource management in California and beyond.

  1. LIBS Spectral Data for a Mixed Actinide Fuel Pellet Containing Uranium, Plutonium, Neptunium and Americium

    Laser-induced breakdown spectroscopy (LIBS) was used to analyze a mixed actinide fuel pellet containing 75% UO{sub 2}/20% PuO{sub 2}/3% AmO{sub 2}/2% NpO{sub 2}. The preliminary data shown here is the first report of LIBS analysis of a mixed actinide fuel pellet, to the authors knowledge. The LIBS spectral data was acquired in a plutonium facility at Los Alamos National Laboratory where the sample was contained within a glove box. The initial installation of the glove box was not intended for complete ultraviolet (UV), visible (VIS) and near infrared (NIR) transmission, therefore the LIBS spectrum is truncated in the UV and NIR regions due to the optical transmission of the window port and filters that were installed. The optical collection of the emission from the LIBS plasma will be optimized in the future. However, the preliminary LIBS data acquired is worth reporting due to the uniqueness of the sample and spectral data. The analysis of several actinides in the presence of each other is an important feature of this analysis since traditional methods must chemically separate uranium, plutonium, neptunium, and americium prior to analysis. Due to the historic nature of the sample fuel pellet analyzed, the provided sample composition of 75% UO{sub 2}/20% PuO{sub 2}/3% AmO{sub 2}/2% NpO{sub 2} cannot be confirm without further analytical processing. Uranium, plutonium, and americium emission lines were abundant and easily assigned while neptunium was more difficult to identify. There may be several reasons for this observation, other than knowing the exact sample composition of the fuel pellet. First, the atomic emission wavelength resources for neptunium are limited and such techniques as hollow cathode discharge lamp have different dynamics than the plasma used in LIBS which results in different emission spectra. Secondly, due to the complex sample of four actinide elements, which all have very dense electronic energy levels, there may be reactions and interactions occurring within the plasma, such as collisional energy transfer, that might be a factor in the reduction in neptunium emission lines. Neptunium has to be analyzed alone using LIBS to further understand the dynamics that may be occurring in the plasma of the mixed actinide fuel pellet sample. The LIBS data suggests that the emission spectrum for the mixed actinide fuel pellet is not simply the sum of the emission spectra of the pure samples but is dependent on the species present in the plasma and the interactions and reactions that occur within the plasma. Finally, many of the neptunium lines are in the near infrared region which is drastically reduced in intensity by the current optical setup and possibly the sensitivity of the emission detector in the spectral region. Once the optics are replaced and the optical collection system is modified and optimized, the probability of observing emission lines for neptunium might be increased significantly. The mixed actinide fuel pellet was analyzed under the experimental conditions listed in Table 1. The LIBS spectra of the fuel pellet are shown in Figures 1-49. The spectra are labeled with the observed wavelength and atomic species (both neutral (I) and ionic (II)). Table 2 is a complete list of the observed and literature based emission wavelengths. The literature wavelengths have references including NIST Atomic Spectra Database (NIST), B.A. Palmer et al.
