In preparation for oil and gas lease sales on the outer continental shelf offshore of North Carolina, the Minerals Management Service was requested to investigate the potential transport and impacts of oil spilled offshore. The Gulf Stream and associated eddies are an important aspect of the transport. Although the speed and location of the Gulf Stream are reasonably well known, knowledge of the meanders of the Gulf Stream is limited. How the circulatory structure and movement of associated frontal eddies and filaments affect the North Carolina coastal waters is not clear. This study investigates the interactions of these circulatory elements and follows the evolution of frontal eddies as they migrate along the North Carolina coast.

In preparation for oil and gas lease sales on the outer continental shelf offshore of North Carolina, the Minerals Management Service was requested to investigate the potential transport and impacts of oil spilled offshore. Of particular concern is estimating the movement of spilled oil, especially the probability of shoreward transport and/or beaching of the floatable fraction. Although the speed and location of the Gulf Stream are well known, knowledge of the meanders of the Gulf Stream is limited. How the circulatory structure and movement of associated frontal eddies and filaments affect the North Carolina coastal waters is not clear. This present study investigates the interactions of these circulatory elements and follows the evolution of frontal eddies as they migrate along the North Carolina coast.

    2015-01-01

A significant fraction of cosmological gamma-ray bursts (GRBs) are characterised by a fast rise and exponential decay (FRED) temporal structure. This is not a distinctive feature of this class, since it is observed in many Galactic transients and is likely descriptive of a sudden release of energy followed by a diffusion process. Possible evidence has recently been reported by Tello et al. (2012) for a Galactic contamination in the sample of FRED GRBs discovered with Swift. We searched for possible Galactic intruders disguised as FRED GRBs in the Swift catalogue up to September 2014. We selected 181 FRED GRBs (2/3 with unknown redshift) and considered different subsamples. We tested the degree of isotropy through the dipole and the quadrupole moment distributions, both with reference to the Galaxy and in a coordinate-system-independent way, as well as with the two-point angular autocovariance function. In addition, we searched for possible indicators of a Galactic origin among the spectral and temporal proper...

  19. Atlas of Atomic Spectral Lines of Neptunium Emitted by Inductively Coupled Plasma

    SciTech Connect (OSTI)

    DeKalb, E.L. and Edelson, M. C.

    1987-08-01

Optical emission spectra from high-purity Np-237 were generated with a glovebox-enclosed inductively coupled plasma (ICP) source. Spectra covering the 230-700 nm wavelength range are presented along with general commentary on the methodology used in collecting the data. The Ames Laboratory Nuclear Safeguards and Security Program has been charged with the task of developing optical spectroscopic methods to analyze the composition of spent nuclear fuels. Such materials are highly radioactive even after prolonged 'cooling' and are chemically complex. Neptunium (Np) is a highly toxic by-product of nuclear power generation and is found, in low abundance, in spent nuclear fuels. This atlas of the optical emission spectrum of Np, as produced by an inductively coupled plasma (ICP) spectroscopic source, is part of a general survey of the ICP emission spectra of the actinide elements. The ICP emission spectrum of the actinides originates almost exclusively from the electronic relaxation of excited, singly ionized species. Spectral data on the Np ion emission spectrum (i.e., the Np II spectrum) have been reported by Tomkins and Fred [1] and Haaland [2]. Tomkins and Fred excited the Np II spectrum with a Cu spark discharge and identified 114 Np lines in the 265.5 - 436.3 nm spectral range. Haaland, who corrected some spectral line misidentifications in the work of Tomkins and Fred, utilized an enclosed Au spark discharge to excite the Np II spectrum and reported 203 Np lines within the 265.4 - 461.0 nm wavelength range.

TeV gamma-rays from the BL Lac object 1ES1959+650 have been measured during the years 2000 and 2001 with a significance of 5.2 sigma at a value of 5.3% of the Crab flux and in May 2002 during strong outbursts with > 23 sigma at a flux level of up to 2.2 Crab, making 1ES1959+650 the TeV Blazar with the third best event statistics. The deep observation of 197.4 h has been performed with the HEGRA stereoscopic system of 5 imaging atmospheric Cherenkov telescopes (IACT system). 1ES1959+650 is located at a redshift of z = 0.047, providing an intermediate distance between the nearby Blazars Mkn 421 and Mkn 501, and the much more distant object H1426+428. This makes 1ES1959+650 an important candidate of the class of TeV Blazars in view of the absorption of TeV photons by the diffuse extragalactic background radiation (DEBRA). The differential energy spectrum of 1ES1959+650 during the flares can be well described by a power law with an exponential cut-off at (4.2 (+0.8 -0.6)_stat +- 0.9_sys) TeV and a spectral index ...

    Strickland, R.

    1995-12-31

The greatest of the 20th century Osage chiefs, Fred Lookout, feared what the rich oil bonanza under tribal lands would do to his people. He forsaw that oil wealth could turn into a curse as well as a blessing, and it was both. The story of Osage oil is a case history in the failure of law, the failure of Indian policy and the struggle for survival of the indomitable spirit of a great Native people force to deal with both the curse and the blessing of black gold. This article examines law and policy as seen in Osage oil regulation, outlining the legal controls of the land and mineral regulatory system and briefly exploring the breakdowns of the system.

    SciTech Connect (OSTI)

    Not Available

    1981-02-01

Six experts with backgrounds in government, business, and research describe how the energy problem should be handled. John F. O'Leary feels we need to give more attention to the interdependencies of the global energy equation and to the political and financial mechanism for developing conventional as well as unconventional resources. Hans H. Lansberg advocates and outlines a crash program for energy independence, while Steven C. Wilson recommends individual self-sufficiency and decentralization. Reducing oil imports by replacing price control with financial incentives to invest in heavy energy-saving programs are suggested by Robert C. Stobaugh. Fred L. Hartley would accomplish this by allowing the energy industry to operate in a free market. Amory Lovins suggests improving efficiency and emphasizing soft-energy technologies. (DCK)

    2015-01-01

To measure the properties of both components of the RS CVn binary sigma Geminorum (sigma Gem), we directly detect the faint companion, measure the orbit, obtain model-independent masses and evolutionary histories, detect ellipsoidal variations of the primary caused by the gravity of the companion, and measure gravity darkening. We detect the companion with interferometric observations obtained with the Michigan InfraRed Combiner (MIRC) at Georgia State University's Center for High Angular Resolution Astronomy (CHARA) Array with a primary-to-secondary H-band flux ratio of 270+/-70. A radial velocity curve of the companion was obtained with spectra from the Tillinghast Reflector Echelle Spectrograph (TRES) on the 1.5-m Tillinghast Reflector at Fred Lawrence Whipple Observatory (FLWO). We additionally use new observations from the Tennessee State University Automated Spectroscopic and Photometric Telescopes (AST and APT, respectively). From our orbit, we determine model-independent masses of the components (M_1 ...

More than half of the light curves begin before the time of maximum and the coverage typically contains ~13-18 epochs of observation, depending on the filter. We present extensive tests that verify the fidelity of the CfAIR2 data pipeline, including comparison to the excellent data of the Carnegie Supernova Project. CfAIR2 contributes to a firm local anchor for supernova cosmology studies in the NIR. ...

We present Swift-UVOT data on the optical afterglow of the X-ray flash of 2005 April 6 (XRF 050406) from 88s to \\sim 10^5s after the initial prompt gamma-ray emission. Our observations in the V, B and U bands are the earliest that have been taken of an XRF optical counterpart. Combining the early -time optical temporal and spectral properties with \\gamma- and simultaneous X-ray data taken with the BAT and XRT telescopes on-board Swift, we are able to constrain possible origins of the XRF. The prompt emission had a FRED profile (fast-rise, exponential decay) with a duration of T_90 = 5.7\\pm 0.2s, putting it at the short end of the long-burst duration distribution. The absence of photoelectric absorption red-ward of 4000 \\AA in the UV/optical spectrum provides a firm upper limit of z\\leq 3.1 on the redshift, thus excluding a high redshift as the sole reason for the soft spectrum. The optical light curve is consistent with a power-law decay with slope alpha = -0.75\\pm 0.26 (F_{\

The Cherenkov Telescope Array (CTA) is an international project for a next-generation ground-based gamma-ray observatory. CTA, conceived as an array of tens of imaging atmospheric Cherenkov telescopes, comprising small, medium and large-size telescopes, is aiming to improve on the sensitivity of current-generation experiments by an order of magnitude and provide energy coverage from 20 GeV to more than 300 TeV. The Schwarzschild-Couder (SC) medium-size candidate telescope model features a novel aplanatic two-mirror optical design capable of a wide field-of-view with significantly improved imaging resolution as compared to the traditional Davis-Cotton optics design. Achieving this imaging resolution imposes strict alignment requirements to be accomplished by a dedicated alignment system. In this contribution we present the status of the development of the SC optical alignment system, soon to be materialized in a full-scale prototype SC medium-size telescope at the Fred Lawrence Whipple Observatory in southern ...

We study in details how the pulse width of gamma-ray bursts is related with energy under the assumption that the sources concerned are in the stage of fireballs. Due to the Doppler effect of fireballs, there exists a power law relationship between the two quantities within a limited range of frequency. The power law range and the power law index depend strongly on the observed peak energy $E_p$ as well as the rest frame radiation form, and the upper and lower limits of the power law range can be determined by $E_p$. It is found that, within the same power law range, the ratio of the $FWHM$ of the rising portion to that of the decaying phase of the pulses is also related with energy in the form of power laws. A platform-power-law-platform feature could be observed in the two relationships. In the case of an obvious softening of the rest frame spectrum, the two power law relationships also exist, but the feature would evolve to a peaked one. Predictions on the relationships in the energy range covering both the BATSE and Swift bands for a typical hard burst and a typical soft one are made. A sample of FRED (fast rise and exponential decay) pulse bursts shows that 27 out of the 28 sources belong to either the platform-power-law-platform feature class or the peaked feature group, suggesting that the effect concerned is indeed important for most of the sources of the sample. Among these bursts, many might undergo an obvious softening evolution of the rest frame spectrum.

We present a densely sampled, homogeneous set of light curves of 64 low-redshift (z ? 0.05) stripped-envelope supernovae (SNe of Type IIb, Ib, Ic, and Ic-BL). These data were obtained between 2001 and 2009 at the Fred L. Whipple Observatory (FLWO) on Mount Hopkins in Arizona, with the optical FLWO 1.2 m and the near-infrared (NIR) Peters Automated Infrared 1.3 m telescopes. Our data set consists of 4543 optical photometric measurements on 61 SNe, including a combination of U BV RI, U BV r{sup ?}i{sup ?}, and u{sup ?} BV r{sup ?}i{sup ?}, and 1919 JHK{sub s} NIR measurements on 25 SNe. This sample constitutes the most extensive multi-color data set of stripped-envelope SNe to date. Our photometry is based on template-subtracted images to eliminate any potential host-galaxy light contamination. This work presents these photometric data, compares them with data in the literature, and estimates basic statistical quantities: date of maximum, color, and photometric properties. We identify promising color trends that may permit the identification of stripped-envelope SN subtypes from their photometry alone. Many of these SNe were observed spectroscopically by the Harvard-Smithsonian Center for Astrophysics (CfA) SN group, and the spectra are presented in a companion paper. A thorough exploration that combines the CfA photometry and spectroscopy of stripped-envelope core-collapse SNe will be presented in a follow-up paper.

This past year we have made substantial progress in modeling the contribution of homeostatic regulation to low-dose radiation effects and carcinogenesis. We have worked to refine and apply our multistage carcinogenesis models to explicitly incorporate cell cycle states, simple and complex damage, checkpoint delay, slow and fast repair, differentiation, and apoptosis to study the effects of low-dose ionizing radiation in mouse intestinal crypts, as well as in other tissues. We have one paper accepted for publication in ''Advances in Space Research'', and another manuscript in preparation describing this work. I also wrote a chapter describing our combined cell-cycle and multistage carcinogenesis model that will be published in a book on stochastic carcinogenesis models edited by Wei-Yuan Tan. In addition, we organized and held a workshop on ''Biologically Based Modeling of Human Health Effects of Low dose Ionizing Radiation'', July 28-29, 2005 at Fred Hutchinson Cancer Research Center in Seattle, Washington. We had over 20 participants, including Mary Helen Barcellos-Hoff as keynote speaker, talks by most of the low-dose modelers in the DOE low-dose program, experimentalists including Les Redpath (and Mary Helen), Noelle Metting from DOE, and Tony Brooks. It appears that homeostatic regulation may be central to understanding low-dose radiation phenomena. The primary effects of ionizing radiation (IR) are cell killing, delayed cell cycling, and induction of mutations. However, homeostatic regulation causes cells that are killed or damaged by IR to eventually be replaced. Cells with an initiating mutation may have a replacement advantage, leading to clonal expansion of these initiated cells. Thus we have focused particularly on modeling effects that disturb homeostatic regulation as early steps in the carcinogenic process. There are two primary considerations that support our focus on homeostatic regulation. First, a number of epidemiologic studies using multistage carcinogenesis models that incorporate the ''initiation, promotion, and malignant conversion'' paradigm of carcinogenesis are indicating that promotion of initiated cells is the most important cellular mechanism driving the shape of the age specific hazard for many types of cancer. Second, we have realized that many of the genes that are modified in early stages of the carcinogenic process contribute to one or more of four general cellular pathways that confer a promotional advantage to cells when these pathways are disrupted.

A Working Group Meeting on Heavy Vehicle Aerodynamic Drag was held at NASA Ames Research Center on September 23, 2002. The purpose of the meeting was to present and discuss technical details on the experimental and computational work in progress and future project plans. Representatives from the Department of Energy (DOE)/Office of Energy Efficiency and Renewable Energy/Office of FreedomCAR & Vehicle Technologies, Lawrence Livermore National Laboratory (LLNL), Sandia National Laboratories (SNL), NASA Ames Research Center (NASA), University of Southern California (USC), California Institute of Technology (Caltech), Georgia Tech Research Institute (GTRI), Argonne National Laboratory (ANL), Freightliner, and Portland State University participated in the meeting. This report contains the technical presentations (viewgraphs) delivered at the Meeting, briefly summarizes the comments and conclusions, and outlines the future action items. The meeting began with an introduction by the Project Lead Rose McCallen of LLNL, where she emphasized that the world energy consumption is predicted to relatively soon exceed the available resources (i.e., fossil, hydro, non-breeder fission). This short fall is predicted to begin around the year 2050. Minimizing vehicle aerodynamic drag will significantly reduce our Nation's dependence on foreign oil resources and help with our world-wide fuel shortage. Rose also mentioned that educating the populace and researchers as to our world energy issues is important and that our upcoming United Engineering Foundation (UEF) Conference on ''The Aerodynamics of Heavy Vehicles: Trucks, Busses, and Trains'' was one way our DOE Consortium was doing this. Mentioned were the efforts of Fred Browand from USC in organizing and attracting internationally recognized speakers to the Conference. Rose followed with an overview of the DOE project goals, deliverables, and FY03 activities. The viewgraphs are attached at the end of this report. Sid Diamond of DOE discussed the reorganization of the Office of Energy Efficiency and Renewable Energy and that the Office of Heavy Vehicle Technology is now part of the Office of FreedomCAR & Vehicle Technologies. Sid reviewed the FY03 budget and provided information on some plans for FY04. The soon to be posted DOE request for proposals from industry for projects related to parasitic energy losses was discussed. A minimum of 50% cost share by industry will be required and the proposal must be submitted by industry. Collaborative efforts in aerodynamic drag with members of the DOE consortium are encouraged. Sid also mentioned interest in aerodynamic drag contribution due to wheel wells and underbody flow. Sid also mentioned his continued interest in the application of our computational and experimental expertise to the area of locomotive and railcar aerodynamics for the reduction of drag effects and thus, the reduction of fuel consumption by trains. In summary, the technical presentations at the meeting included a review of experimental results and plans by GTRI, USC, and NASA Ames, the computational results from LLNL and SNL for the integrated tractor-trailer benchmark geometry called the Ground Transportation System (GTS) model, and by LLNL for the tractor-trailer gap and trailer wake flow, and turbulence model development and benchmark simulations being investigated by Caltech. USC is also investigating an acoustic drag reduction device that has been named ''Mozart'', GTRI continues their investigation of a blowing device, and LLNL presented their ideas for 2 new base drag reduction devices. ANL presented their plans for a DOE supported Cooperative Research and Development Agreement (CRADA) with Paccar Truck Company utilizing commercial software tools to simulate the flow and drag for an actual tractor and showed the results of some preliminary griding attempts. The attendees also had the opportunity to tour the 12-ft pressure wind tunnel the machine shop were the Generic Conventional Model (GCM, a.k.a. SLRT) was being readied for the scheduled November experiments. Much of
