    Franklin Lake playa is one of the principal discharge areas of the Furnace Creek Ranch-Alkali Flat ground-water-flow system in southern Nevada and adjacent California. Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system. Results from sensitivity analyses made using the parameter-estimation model indicated that simulated rates of evapotranspiration at Franklin Lake playa had the largest effect on the calculation of transmissivity values at Yucca Mountain of all the model-boundary conditions and, therefore, that evapotranspiration required careful definition. 72 refs., 59 figs., 26 tab.

  1. The geologic structure of part of the southern Franklin Mountains, El Paso County, Texas

    The Franklin Mountains are a west tilted fault block mountain range which extends northwards from the city of El Paso, Texas. Geologic mapping in the southern portion of the Franklin Mountains has revealed many previously unrecognized structural complexities. Three large high-angle faults define the boundaries of map. Twenty lithologic units are present in the field area, including the southernmost Precambrian meta-sedimentary rocks in the Franklin Mountains (Lanoria Quartzite and Thunderbird group conglomerates). The area is dominated by Precambrian igneous rocks and lower Paleozoic carbonates, but Cenozoic ( ) intrusions are also recognized. Thin sections and rock slabs were used to describe and identify many of the lithologic units. The Franklin Mountains are often referred to as a simple fault block mountain range related to the Rio Grande Rift. Three critical regions within the study area show that these mountains contain structural complexities. In critical area one, Precambrian granites and rhyolites are structurally juxtaposed, and several faults bisecting the area affect the Precambrian/Paleozoic fault contact. Critical area two contains multiple NNW-trending faults, three sills and a possible landslide. This area also shows depositional features related to an island of Precambrian rock exposed during deposition of the lower Paleozoic rocks. Critical area three contains numerous small faults which generally trend NNE. They appear to be splays off of one of the major faults bounding the area. Cenozoic kaolinite sills and mafic intrusion have filled many of the fault zones.

    Municipal sanitary landfills generate leachate that New York State regulations require to be collected and treated to avoid contaminating surface water and groundwater. One option for treating leachate is to haul it to municipal wastewater treatment facility. This option may be expensive, may require excessive energy for transportation, and may require pretreatment to protect the receiving facility`s processes. An alternative is on-site treatment and discharge. Personnel from the Town of Fenton, New York; Hawk Engineering, P.C.; Cornell University; and Ithaca College designed, built, and operated a pilot constructed wetland for treating leachate at the Town of Fenton`s municipal landfill. The system, consisting of two overland flow beds and two subsurface flow beds has been effective for 18 months in reducing levels of ammonia (averaging 85% removal by volatilization and denitrification) and total iron (averaging 95% removal by precipitation and sedimentation), two key constituents of the Fenton landfill`s leachate. The system effects these reductions with zero chemical and energy inputs and minimal maintenance. A third key constituent of the leachate, manganese, apparently passes through the beds with minimal removal. Details and wetland considerations are described.

    The project area for the proposed Central Sanitary Wastewater Treatment Facility on the Savannah River Site includes a six-acre tract along Fourmile Branch and 18 mi of trunk line corridors. Archaeological investigations of the six-acre parcel resulted in the discovery of one small prehistoric site designated 38AK465. This cultural resource does not have the potential to add significantly to archaeological knowledge of human occupation in the region. The Savannah River Archaeological Research Program (SRARP) therefore recommends that 38AK465 is not eligible for nomination to the National Register of Historic Places (NRHP) and further recommends a determination of no effect. Archaeological survey along the trunk line corridors implicated previously recorded sites 38AK92, 38AK145, 38AK415, 38AK417, 38AK419, and 38AK436. Past disturbance from construction had severely disturbed 38AK92 and no archaeological evidence of 38AK145, 38AK419, and 38AK436 was recovered during survey. Lacking further evidence for the existence of these sites, the SRARP recommends that 38AK92, 38AK145, 38AK419, and 38AK436 are not eligible for nomination to the NRHP and thus warrant a determination of no effect. Two of these sites, 38Ak415 and 38AK417, required further investigation to evaluate their archaeological significance. Both of the sites have the potential to yield significant data on the prehistoric period occupation of the Aiken Plateau and the SRARP recommends that they are eligible for nomination to the NRHP. The Savannah River Archaeological Research Program recommends that adverse effects to sites 38AK415 and 38AK417 from proposed construction can be mitigated through avoidance.

The Phase I portion of the closure for the subject landfill was completed on March 25, 1995. A closure certification report entitled Certification Report for Partial Closure of Y-12 Centralized Sanitary Landfill II was submitted to Lockheed Martin Energy Systems, Inc., (LMES) on March 28, 1995. The final closure represents the completion of the closure activities for the entire Y-12 Centralized Sanitary Landfill II Site. The contents of this report and accompanying certification are based on observations by Geotek engineers and geologists during closure activities and on review of reports, records, laboratory test results, and other information furnished to Geotek by LMES.

These wells are sampled quarterly to comply with the South Carolina Department of Health and Environmental Control Domestic Waste Permit DWP-087A and as part of the SRS Groundwater Monitoring Program. Dichloromethane, a common laboratory contaminant, and chloroethene (vinyl chloride) were the most widespread constituents exceeding standards during 1996. Benzene, trichloroethylene, 1,4-dichlorobenzene, 1,1-dichloroethylene, lead (total recoverable), gross alpha, mercury (total recoverable), tetrachloroethylene, fluoride, thallium, radium-226, radium-228, and tritium also exceeded standards in one or more wells. The groundwater flow direction in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill was to the southeast (universal transverse Mercator coordinates). The flow rate in this unit was approximately 141 ft/year during first quarter 1996 and 132 ft/year during fourth quarter 1996

    The 1607-F3 waste site is the former location of the sanitary sewer system that supported the 182-F Pump Station, the 183-F Water Treatment Plant, and the 151-F Substation. The sanitary sewer system included a septic tank, drain field, and associated pipeline, all in use between 1944 and 1965. In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling demonstrated that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also showed that residual contaminant concentrations are protective of groundwater and the Columbia River.

    The 1607-F1 Sanitary Sewer System (124-F-1), consisted of a septic tank, drain field, and associated pipelines that received sanitary waste water from the 1701-F Gatehouse, 1709-F Fire Station, and the 1720-F Administrative Office via the 100-F-26:8 pipelines. The septic tank required remedial action based on confirmatory sampling. In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

    Lawrence Livermore National Laboratory (LLNL) is operated by the University of California under contract with the U.S. Department of Energy (DOE). The Livermore site, approximately 50 miles southeast of San Francisco, occupies 819 acres. So far, there have been three phases in an assessment and rehabilitation of the LLNL sanitary sewer system. A 1989 study that used data collected from December 1, 1988, to January 6, 1989, to determine the adequacy of the LLNL sewer system to accommodate present and future peak flows. A Sanitary Sewer Rehabilitation (SSR) project, from October of 1991 to March of 1996, in which the system was assessed and rehabilitated. The third study is the post-rehabilitation assessment study that is reported in this document. In this report, the sanitary sewer system is described, and the goals and results of the 1989 study and the SSR project are summarized. The goals of the post-rehabilitation study are given and the analytical procedures and simulation model are described. Results, conclusions, and recommendations for further work or study are given. Field operations are summarized in Appendix A. References are provided in Appendix B.

  19. Evaluation of exposure pathways to man from disposal of radioactive materials into sanitary sewer systems

    In accordance with 10 CFR 20, the US Nuclear Regulatory Commission (NRC) regulates licensees` discharges of small quantities of radioactive materials into sanitary sewer systems. This generic study was initiated to examine the potential radiological hazard to the public resulting from exposure to radionuclides in sewage sludge during its treatment and disposal. Eleven scenarios were developed to characterize potential exposures to radioactive materials during sewer system operations and sewage sludge treatment and disposal activities and during the extended time frame following sewage sludge disposal. Two sets of deterministic dose calculations were performed; one to evaluate potential doses based on the radionuclides and quantities associated with documented case histories of sewer system contamination and a second, somewhat more conservative set, based on theoretical discharges at the maximum allowable levels for a more comprehensive list of 63 radionuclides. The results of the stochastic uncertainty and sensitivity analysis were also used to develop a collective dose estimate. The collective doses for the various radionuclides and scenarios range from 0.4 person-rem for {sup 137}Cs in Scenario No. 5 (sludge incinerator effluent) to 420 person-rem for {sup 137}Cs in Scenario No. 3 (sewage treatment plant liquid effluent). None of the 22 scenario/radionuclide combinations considered have collective doses greater than 1000 person-rem/yr. However, the total collective dose from these 22 combinations was found to be about 2100 person-rem.

    The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project.     On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    Staff of the King County Wastewater Treatment Division (WTD) have concern about the aftermath of a radiological dispersion event (RDE) leading to the introduction of significant quantities of radioactive material into the combined sanitary and storm sewer system in King County, Washington. Radioactive material could come from the use of a radiological dispersion device (RDD). RDDs include "dirty bombs" that are not nuclear detonations but are explosives designed to spread radioactive material (National Council on Radiation Protection and Measurements (NCRP) 2001). Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. This document develops plausible and/or likely scenarios, including the identification of likely radioactive materials and quantities of those radioactive materials to be involved. These include 60Co, 90Sr, 137Cs, 192Ir, 226Ra, plutonium, and 241Am. Two broad categories of scenarios are considered. The first category includes events that may be suspected from the outset, such as an explosion of a "dirty bomb" in downtown Seattle. The explosion would most likely be heard, but the type of explosion (e.g., sewer methane gas or RDD) may not be immediately known. Emergency first responders must be able to quickly detect the radioisotopes previously listed, assess the situation, and deploy a response to contain and mitigate (if possible) detrimental effects resulting from the incident. In such scenarios, advance notice of about an hour or two might be available before any contaminated wastewater reaches a treatment plant. The second category includes events that could go initially undetected by emergency personnel. Examples of such a scenario would be the inadvertent or surreptitious introduction of radioactive material into the sewer system. It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking.     This study was requested by Salt Lake County in an effort to obtain a cursory overview of solar electric and solar thermal application possibilities on the rooftops of existing county buildings. The subject buildings represent various County Divisions: Aging Services, Community Services, County Health, County Library, Parks & Recreation, Public Works, County Sheriff and Youth Services. There are fifty two buildings included in the study.

    The Pima County Area Development evaluated the county-wide market potential for utilizing geothermal energy. The study identified four potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F), and in addition, one area is identified as having a temperature of 147{sup 0}F (297{sup 0}F). Geothermal resources are found to occur in Tucson where average population growth rates of two to three percent per year are expected over the next 40 years. Rapid growth in the manufacturing sector and the existence of major copper mines provide opportunities for the direct utilization of geothermal energy. However, available water supplies are identified as a major constraint to projected growth. The study also includes a regional energy analysis, future predictions for energy consumption and energy prices. A major section of the report is aimed at identifying potential geothermal users in Pima County and providing projections of maximum economic geothermal utilization. The study identifies 115 firms in 32 industrial classes that have some potential for geothermal use. In addition, 26 agribusiness firms were found in the county.

    A review has been performed of existing information that describes geology, hydrogeology, and geochemistry at the South District Wastewater Treatment Plant, which is operated by the Miami-Dade Water and Sewer Department, in Dade County, Florida. Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features. Recommendations for collection and interpretation of additional site characterization data are provided.
