San Francisco residential energy consumption. Final report

Heating and cooling energy requirements were determined by a computerized program for characteristic single-family, townhouse, low - rise, and high - rise residences in San Francisco, Calif., with 1951 selected as being a typical weather year for the area. Energy requirements were calculated using a two - step process. In the first step, hourly heating and cooling loads were calculated for each dwelling unit. In the second step, monthly and annual energy required to meet heating and cooling loads was calculated using specific heating, cooling, and ventilation systems. Examples of lifestyle parameters included in the analysis were thermostat set points, relative humidity set points, type and number of appliances, daily profile of appliance use, and use of ventilation fans. The computer program used to determine heating and cooling loads, or heat delivery / removal requirements, included subroutines for computing hourly load contributions throughout the year due to conduction, convection, air infiltration, radiation, and internal heat gain. The heating load was much greater than the cooling load for single - family and high - rise residences, due to large amounts of infiltration. Heating and cooling loads were similar in the townhouses. The low - rise residences had a cooling load larger than their heating load because of internal heat generation. After structural and comfort control system modifications were made to the residences, heating and cooling energy requirements were again determined. Reduced energy consumption as a result of the modifications were as follows: single - family residences consumed 50 percent, townhouses consumed 50 percent, low - rise residences consumed 57 percent, and high - rise residences consumed 64 percent of the primary energy required by the characteristic structure. However, shrinking government funding support and conflicting priorities across the various players makes it one of the most challenging as well. The Presidio is literally a city within a city, with buildings built before the Civil War located adjacent to modern laboratory facilities. Despite these challenges, the U.S. Department of Energy and the National Park Service are currently converting this former army base into a showcase of sustainable design. Our work to date has focused on both the technical and the financial aspects. On the technical side we have conducted energy audits, reviewed retrofit design strategies and renovation plans and recommended numerous strategies for energy-efficiency improvements, keeping within the constraints of historic preservation and often modest budgets. On the financial side we have successfully negotiated a ten-year pay-for-measured-performance contract with the local utility's DSM program. Towards this goal we have been working to set up an energy savings performance contract that will create partnerships with the private sector in project implementation. The importance of the Presidio project is that it not only will be a large scale model for other public and private sector activities, but it will also have high-visibility, with over eight million visitors per year.

Monitoring sediment quality and total mercury concentrations over the period 1993–2001 at 26 stations in San Francisco Estuary has shown the seasonal cycling of mercury sediment concentrations, as well as a significant (Po0:05) decrease in those concentrations at eight stations across the estuary. This decrease in sediment mercury concentrations is attributed to the transport of relatively cleaner sediment to the estuary from the Sacramento River and San Joaquin River watersheds. Despite the decreases observed in some parts of the estuary, no corresponding trend has been found in concurrent studies on sport fish and bivalves in the estuary.

GETTING THE PRICES RIGHT: AN EVALUATION OF PRICING PARKING BY DEMAND IN SAN FRANCISCO

Underpriced and overcrowded curb parking creates problems for everyone except a few lucky drivers who find a cheap space; all the other drivers who cruise to find an open space waste time and fuel, congest traffic, and pollute the air. Overpriced and underoccupied parking also creates problems; when curb spaces remain empty, nearby merchants lose potential customers, workers lose jobs, and cities lose tax revenue. To address these problems, San Francisco has established SFpark, a program that adjusts parking prices to achieve a target parking availability of one or two open spaces on each block. To measure how parking prices affected parking occupancy in San Francisco we calculated the price elasticity of demand for onstreet parking revealed by 5,294 individual price and occupancy changes during the program’s first year. Price elasticity varies greatly by time of day, location, and several other factors, with an average value of –0.4. The average meter price fell 1 percent during the first year, so SFpark adjusted prices up and down according to local demand without increasing prices overall. The city can improve the program by making drivers more aware of the variable prices, reducing the abuse of disabled parking placards, and introducing seasonal adjustments for parking prices.

Water alternating enriched gas injection to enhance oil production and recovery from San Francisco Field, Colombia

The main objectives of this study are to determine the most suitable type of gas for a water-alternating-gas (WAG) injection scheme, the WAG cycle time, and gas injection rate to increase oil production rate and recovery from the San Francisco field, Colombia. Experimental and simulation studies were conducted to achieve these objectives. The experimental study consisted of injecting reconstituted gas into a cell containing sand and "live" San Francisco oil. Experimental runs were made with injection of (i) the two field gases and their 50-50 mixture, (ii) the two field gases enriched with propane, and (iii) WAG with the two field gases enriched with propane. Produced oil volume, density, and viscosity; and produced gas volume and composition were measured and analyzed. A 1D 7-component compositional simulation model of the laboratory injection cell and its contents was developed. After a satisfactory history-match of the results of a WAG run, the prediction runs were made using the gas that gave the highest oil recovery in the experiments, (5:100 mass ratio of propane:Balcon gas). Oil production results from simulation were obtained for a range of WAG cycles and gas injection rate. The main results of the study may be summarized as follows. For all cases studied, the lowest oil recovery is obtained with injection of San Francisco gas, (60% of original oil-in-place OOIP), and the highest oil recovery (84% OOIP) is obtained with a WAG 7.5-7.5 (cycle of 7.5 minutes water injection followed by 7.5 minutes of gas injection at 872 ml/min). This approximately corresponds to WAG 20-20 in the field (20 days water injection followed by 20 days gas injection at 6.8 MMSCF/D). Results clearly indicate increase in oil recovery with volume of the gas injected. Lastly, of the three injection schemes studied, WAG injection with propane-enriched gas gives the highest oil recovery. This study is based on the one-dimensional displacement of oil. The three-dimensional aspects and other reservoir complexities that adversely affect oil recovery in reality have not been considered. A 3D reservoir simulation study is therefore recommended together with an economic evaluation of the cases before any decision can be made to implement any of the gas or WAG injection schemes.

Sustainable disaster recovery of historic buildings, the case of San Francisco after Loma Prieta earthquake

Recovery from disaster is a challenging period for any community. Long-term recovery is important, especially in relation to the built heritage, but it is among the least explored phases of disaster. Identifying past problems is needed to reduce future recovery complications. This study investigates the long-term recovery of public and Non-Government Organizations (NGO) owned historic buildings after an earthquake in the light of chosen sustainability variables. It examines San Francisco after the 1989 Loma Prieta earthquake as a case study and analyzes time needs, community participation, and maintenance of historic character, to identify whether historic buildings faced special issues and the variables involved. The study uses different methods. It statistically compares data for a sample of public and NGO owned buildings in San Francisco and then analyzes the dynamics of recovery for three buildings that faced delays. The study has found that historic buildings faced delays in recovery but such delays were sometimes the results of major rehabilitation projects, thus having long-term benefits. There are many variables in the recovery process that delay historic buildings and can be addressed to reduce future delays, which are mostly results of the context, process, and players. Time needs for the recovery of buildings are affected by their function, damage level, and status. Also, the sustainability of the process needs to be addressed, mainly in terms of the way historic buildings are valued, and the degree to which such valuation allows them to be part of the heritage of the community at large.

Guidelines for sustainable building design: Recommendations from the Presidio of San Francisco energy efficiency design charrette

In 1994, the Bay Chapter of the Association of Energy Engineers{reg_sign} organized a two-day design charrette for energy-efficient redevelopment of buildings by the National Park Services (NPS) at the Presidio of San Francisco. This event brought together engineers, researchers, architects, government officials, and students in a participatory environment to apply their experience to create guidelines for the sustainable redesign of Presidio buildings. The venue for the charrette was a representative barracks building located at the Main Post of the Presidio. Examination of this building allowed for the development of design recommendations, both for the building and for the remainder of the facilities. The charrette was organized into a committee structure consisting of: steering, measurement and monitoring, modeling, building envelope and historic preservation (architectural), HVAC and controls, lighting, and presentation. Prior to the charrette itself, the modeling and measurement/monitoring committees developed substantial baseline data for the other committees during the charrette. An integrated design approach was initiated through interaction between the committees during the charrette. Later, committee reports were cross-referenced to emphasize whole building design and systems integration.

Reducing methylmercury accumulation in the food webs of San Francisco Bay and its local watersheds

San Francisco Bay (California, USA) and its local watersheds present an interesting case study in estuarine mercury (Hg) contamination. This review focuses on the most promising avenues for attempting to reduce methylmercury (MeHg) contamination in Bay Area aquatic food webs and identifying the scientific information that is most urgently needed to support these efforts. Concern for human exposure to MeHg in the region has led to advisories for consumption of sport fish. Striped bass from the Bay have the highest average Hg concentration measured for this species in USA estuaries, and this degree of contamination has been constant for the past 40 years. Similarly, largemouth bass in some Bay Area reservoirs have some of the highest Hg concentrations observed in the entire US. Bay Area wildlife, particularly birds, face potential impacts to reproduction based on Hg concentrations in the tissues of several Bay species. Source control of Hg is one of the primary possible approaches for reducing MeHg accumulation in Bay Area aquatic food webs. Recent findings (particularly Hg isotope measurements) indicate that the decades-long residence time of particle-associated Hg in the Bay is sufficient to allow significant conversion of even the insoluble forms of Hg into MeHg. Past inputs have been thoroughly mixed throughout this shallow and dynamic estuary. The large pool of Hg already present in the ecosystem dominates the fraction converted to MeHg and accumulating in the food web. Consequently, decreasing external Hg inputs can be expected to reduce MeHg in the food web, but it will likely take many decades to centuries before those reductions are achieved. Extensive efforts to reduce loads from the largest Hg mining source (the historic New Almaden mining district) are underway. Hg is spread widely across the urban landscape, but there are a number of key sources, source areas, and pathways that provide opportunities to capture larger quantities of Hg and reduce loads from urban runoff. Atmospheric deposition is a lower priority for source control in the Bay Area due to a combination of a lack of major local sources. Internal net production of MeHg is the dominant source of MeHg that enters the food web. Controlling internal net production is the second primary management approach, and has the potential to reduce food web MeHg in some habitats more effectively and within a much shorter time-frame. Controlling net MeHg production and accumulation in the food web of upstream reservoirs and ponds is very promising due to the many features of these ecosystems that can be manipulated. The most feasible control options in tidal marshes relate to the design of flow patterns and subhabitats in restoration projects. Options for controlling MeHg production in open Bay habitat are limited due primarily to the highly dispersed distribution of Hg throughout the ecosystem. Other changes in these habitats may also have a large influence on food web MeHg, including temperature changes due to global warming, sea level rise, food web alterations due to introduced species and other causes, and changes in sediment supply. Other options for reducing or mitigating exposure and risk include controlling bioaccumulation, cleanup of contaminated sites, and reducing other factors (e.g., habitat availability) that limit at-risk wildlife populations.

This packaged CHP system integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely. The chiller, directly energized by the recycled hot exhaust from the microturbines, could be configured to provide either chilled or hot water. As installed, the system was capable of providing up to 227 kW of net electrical power and 142 RT of chilled water at a 59F ambient temperature.

Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

Regression Model Predicting Appraised Unit Value of Land in San Francisco County from Number of and Distance to Public Transit Stops using GIS

The objective of this study is to develop a quantifying model that predicts the appraised unit value of parcels in San Francisco County based on number of LEED-NC Public Transportation Access (PTA) qualified bus, light rail and commuter rail stops, distance to closest bus, light rail and commuter rail stops, zoning class and parcel size. As a population of interest, San Francisco County was chosen since it is known as a region having well-organized transportation systems including bus, light rail and commuter rail systems. According to the correlation results, for mixed zone, an appraised unit value increases as the number of LEED qualified transit stops increases (bus, light rail, and commuter rail). In addition, the appraised unit value increases as the distance to LEED qualified bus stops light rail stops decreases. For residential zone, the appraised unit value increases as the number of LEED qualified bus and light rail stations increases. Furthermore, the appraised unit value increases as the distance to LEED qualified bus stops decreases. When it comes to the predictive regression model for mixed zone, the adjusted R-square of the transformed model was 0.713, which indicates that 71.3 percent variability in transformed unit value of parcels could be explained by these variables. In addition, for the predictive model of residential zone, the adjusted R-square for the model was 0.622 thus the independent variables together accounted for 62.2 percent variability in the transformed unit value of parcels. The predicting models for mixed and residential zones were significant that suggests that the components of LEED-NC PTA criteria, number and distance from parcels, this could affect land development strategies. In addition, an appraised unit value of parcels in San Francisco County can be estimated by using the predictive models developed in this study. Therefore, the findings of this study could encourage real-estate developers to site their projects according to the LEED-NC PTA criteria.

Nowadays many people recognize the need for sustainable development more than ever because of improper urban sprawl, rapid exhaustion of natural resources, and serious environmental problems. Emission of carbon dioxide from transportation sources causes severe air contamination, and this will increase due to the continued use of private vehicles. Thus, local governments are trying to keep public transit on a satisfactory level due to rising commuting time for cities. The U.S. Census shows that the majority of people would prefer to use their private automobile rather than utilize existing mass transit systems. Therefore, it is up to local governments to consider setting up more efficient alternative mass transit systems to deal with the increasing pollution caused by automobiles. Organizations adopt certain environmental standards for many different reasons, such as commitment to environmental issues affecting their industry. Other organizations could also benefit, both economically and environmentally, by utilizing such standards. The LEED (Leadership in Energy and Environmental Design) rating system is one of the more commonly-used environmental standards which presents guidelines for making decisions regarding land development while preserving the environment. However, only a few studies have attempted to evaluate this voluntary rating system which makes it difficult to justify the motivation of organizations that have adopted such voluntary standards. In this respect, this research primarily aims to explore the economic influence on the market value of undeveloped land through an analysis of public transportation in San Francisco, CA. Population density and area of each parcel are the factors considered to make the predictive model more powerful. Findings in this study show that LEED PTA (Public Transportation Accessibility) criteria, and population density significantly affect the appraised land unit value in specific purposed zones. Particularly, the economic impact of public transportation accessibility tended to be positive. With these findings, the statistical model for predicting land value was created. The result of this research can assist developers to make better site selections to accelerate the growth of sustainable construction.

Resource intensification in pre-contact central California: a bioarchaeological perspective on diet and health patterns among hunter-gatherers from the lower Sacramento Valley and San Francisco Bay

In this study, I use bioarchaeological data derived from human burials to evaluate subsistence change in mid-to-late Holocene central California (circa 4950-200 B.P.). Previous investigations in the region have proposed two competing models to account for changes in subsistence patterns. The seasonal stress hypothesis argues that the increased reliance on acorns and small seeds during the late Holocene led to improved health status, since these resources could be stored and used as a Â?bufferÂ? against seasonal food shortages. In contrast, resource intensification models predict temporal declines in health during the late Holocene, as measured by a decline in dietary quality and health status, increased population crowding, and greater levels of sedentism. I test the hypothesis that health status, as measured by childhood stress and disease indicators, declined during the late Holocene in central California. I analyzed 511 human skeletons from ten archaeological sites in the Sacramento Valley and San Francisco Bay area to investigate temporal and spatial variability in diet and health. I analyzed a subset (n = 111) of this sample to evaluate prehistoric dietary patterns using carbon and nitrogen stable isotope ratios. Indicators of health status show significant temporal and regional variation. In the Valley, tibial periosteal reactions, porotic hyperostosis, and enamel hypoplasias significantly increased through time, implying a decline in health status. In the Bay, health indicators show little temporal variability. However, inter-regional comparisons indicate a higher prevalence of stress and disease indicators among Bay Area skeletons than in the Valley skeletal series. The stable isotope data from human bone collagen and apatite also indicate significant interregional differences in prehistoric diets between the Bay and the Valley. In the Bay, diets shifted from high trophic level marine foods to a more terrestrially focused diet over time. In the Valley, there are no significant dietary trends observed in the data. Dental caries and antemortem tooth loss are significantly more prevalent in the Valley than in the Bay, and closely match the isotopic findings. The paleopathological findings provide support for late Holocene resource intensification models posited for the Valley, but not for the Bay Area.

Lessons learned in implementing a demand side management contract at the Presidio of San Francisco

The National Park Service (NSP) recently completed the implementation phase of its Power Saving Partners (PSP) Demand Side Management (DSM) contract with the local utility, Pacific Gas and Electric (PG&E). Through the DSM contract, NPS will receive approximately $4.1 million over eight years in payment for saving 61 kW of electrical demand, 179,000 km of electricity per year, and 1.1 million therms of natural gas per year. These payments are for two projects: the installation of high-efficiency lighting systems at the Thoreau Center for Sustainability and the replacement of an old central boiler plant with new, distributed boilers. Although these savings and payments are substantial, the electrical savings and contract payments fall well short of the projected 1,700 kW of electrical demand, 8 million kwh of annual electricity savings, and $11 million in payments, anticipated at the project's onset. Natural gas savings exceeded the initial forecast of 800,000 therms per year. The DSM contract payments did not meet expectations for a variety of reasons which fall into two broad categories: first, many anticipated projects were not constructed, and second, some of the projects that were constructed were not included in the program because the cost of implementing the DSM program's measurement and verification (M&V) requirements outweighed anticipated payments. This paper discusses the projects implemented, and examines the decisions made to withdraw some of them from the DSM contract. It also presents the savings that were realized and documented through M&V efforts. Finally, it makes suggestions relative to M&V protocols to encourage all efficiency measures, not just those that are easy to measure.

Biomass Energy R&D in the San Francisco Bay Area

Biomass is plant matter such as trees, grasses, agricultural crops or other biological material. It can be used as a solid fuel, or converted into liquid or gaseous forms, for the production of electric power, heat, chemicals, or fuels. There are a number of ways of getting energy from biomass, and a number of factors influence the efficiency of the conversion process. All biomass can be easily combusted. The heat of combustion can be used as heat, or can be used to run gas/steam turbines to produce electricity. However, most biomass combustion processes are inefficient and environmentally non-benign. The main pollutants from direct biomass combustion are tars, particulates, and VOCs. Biodiesels can be made from oils obtained from plants/crops such as soybean, peanuts and cotton. The oils from these sources are mainly triglycerides of fatty acids and not directly suitable as diesel substitutes. Transesterification processes convert the triglycerides into simple esters of the corresponding fatty acids (for example, Fatty Acid Methyl Ester or FAME), which can be directly substitutes for diesel fuels. Starches, sugars and cellulose can be fermented to produce ethanol, which can be added to gasoline, or used directly as an engine fuel. Fermentation of starches and sugars is established technology, practiced for thousands of years. Fermentation of cellulose to make ethanol is relatively harder, requiring additional intermediate steps to hydrolyze the cellulose first by adding acids or by raising temperature. Forestry wastes predominantly comprise cellulose and lignin. Lignin cannot be fermented using the current bio-organisms, and, as mentioned above, even cellulose is difficult to ferment directly. In such cases, a suite of alternative technologies can be employed to convert the biomass into liquid fuels. For example, the biomass can be gasified with the use of air/oxygen and steam, the resultant syngas (mixture of hydrogen and carbon monoxide) can be cleaned to remove tars and particulates, the gas can be shifted to obtain the proper balance between hydrogen and carbon monoxide, and the balanced gas can be converted into either methanol or other hydrocarbons with the use of Fischer-Tropsch catalysts. The liquid fuels thus produced can be transported to the point of use. In addition, they can be reformed to produce hydrogen to drive fuel cells. In addition to agriculture and forestry, a third, and significant, source for biomass is municipal waste. The biomass component of municipal wastes consists mainly of cellulose (paper products and yard wastes) and lignin (yard wastes). This waste can be combusted or gasified, as described above. All the technologies mentioned above are relatively mature, and are being practiced in some form or another. However, there are other technologies that may be promising, yet present significant challenges and may require more work. An example of this is the use of bacteria to use light to decompose water to yield hydrogen.

This paper takes on a narrative and quantitative approach to examine the dynamic effects of oil-price shocks to the U.S. economy. Based on market information collected from various oil-industry trade journals, we separate different kinds of oilprice shocks, and construct measures of exogenous oil shocks that are free of endogeneity and anticipatory problems. Estimation results indicate that oil shocks have had substantial and statistically significant impacts on the U.S. economy during the past two and a half decades. By contrast, traditional VAR identification strategies lead to a much weaker and insignificant real effect for the same period. Further investigation suggests that this discrepancy is possibly due to a lack of identification on the VAR approach, originating from mixing the exogenous oil-supply shocks with endogenous oil-price movements driven by changes in oil demand.

The moderator of the workshop, Mr. Austin Heller of ERDA, reviewed briefly the National Energy Research and Development Plan and mentioned that it contains five goals to guide the introduction of new technology; one, he added, deals with jobs. Dr. Kenneth Picha, ERDA, examined three points--jobs and the various factors involved in the creation of jobs; jobs and energy resources availability; and jobs that will be created as the nation tries to solve its energy problems. Eugene Coyle, economic consultant from Berkeley, posed the question of why a shortage of jobs. He states that the energy shortage is not creating unemployment--job shortages have existed for a long time. He says ''there is a deliberate Federal policy to provide unemployment.'' He further observed that ''we have to recognize that the world cannot go on with us here in the U.S. consuming at the level at which those of use who are employed are consuming.'' Then, Robert F. Burt, California Manufacturers' Association, said he believed that the energy relation to jobs is going to be favorable for the next few years. John Berger, Friends of the Earth, agreed with Mr. Coyle that there is no absolute energy constraint that is preventing full employment--the problems are primarily organizational and political. Mike Lynn, International Brotherhood of Teamsters, says his union cooperates with the people that are providing or creating jobs. David Katz, Farallones Institute, posed the question of long-term solutions to the problems dealing with energy and jobs. This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

John Fraser, Association of California Water Agencies, spoke on the effect of energy technology on California's water resources. He pointed out that by the year 2000, a water deficiency of about 2,250,000 acre-feet will exist in California; therefore, many agencies will not indefinitely commit supplies of fresh water for power plant cooling. Legislation for siting power plants along the coastline is summarized. Dr. James Liverman, ERDA, noted a remark by Mr. Fraser that, in its national plan, ERDA ''does not appear to pay much attention to the water issue''; he agrees, but says ERDA is committed to working with the Water Resources Council, with establishments in each state. Professor Robert Hagan, Univ. of California, reports on a program to investigate the energy required to develop water, or, in short, to move water to where it is to be used; water which may be associated with the use and conservation of water; the energy associated with waste-water treatment; and waste-water reuse. Speaker Zock Willey, Environmental Defense Fund, briefly evaluated the environmental impact of an energy technology by saying that the public has a right to know and say what the risks are in terms of the trade-offs. Russ Freeman, EIA, says he doesn't believe it possible to have an energy program in the traditional concept of a government program. EPA has learned that energy is an input to every societal process and pollution is an output from virtually everything that society does. The final speaker, Fayne L. Tucker, Lake County Air Pollution Control District, reviewed the potential of geothermal resources, saying that it is believed the Lake County government can, with the state and Federal government, plan geothermal development. It is also believed the Geysers should be considered as a payoff area. An extensive question and answer session completed the workshop. (MCW)

Measurements of Fission Products from the Fukushima Daiichi Incident in San Francisco Bay Area Air Filters, Automobile Filters, Rainwater, and Food

A variety of environmental media were analyzed for fallout radionuclides resulting from the Fukushima nuclear accident by the Low Background Facility (LBF) at the Lawrence Berkeley National Laboratory (LBNL) in Berkeley, CA. Monitoring activities in air and rainwater began soon after the onset of the March 11, 2011 tsunami and are reported here through the end of 2012. Observed fallout isotopes include $^{131}$I, $^{132}$I,$^{132}$Te,$^{134}$Cs, $^{136}$Cs, and $^{137}$Cs. Isotopes were measured on environmental air filters, automobile filters, and in rainwater. An additional analysis of rainwater in search of $^{90}$Sr is also presented. Last, a series of food measurements conducted in September of 2013 are included due to extended media concerns of $^{134, 137}$Cs in fish. Similar measurements of fallout from the Chernobyl disaster at LBNL, previously unpublished publicly, are also presented here as a comparison with the Fukushima incident. All measurements presented also include natural radionuclides found in the environment to provide a basis for comparison.

Levee Failures in the Sacramento - San Joaquin River Delta: Characteristics and Perspectives

Between 1850 and 1922, agriculturalists built 1,700 kilometers of levees to convert 250,000 hectares of tidal marsh to farmland where the San Joaquin and Sacramento Rivers enter the San Francisco Bay (the Delta). Drained, farmed and isolated from the water channels, the organic soils behind the levees subsided to elevations as low as 8 meters below sea level, turning "levees" into "dams" that hold back water constantly. Engineers built water transfer projects in the mid-20th century, transferring water from the south Delta to 25 million Californians who now rely on the "dams" accidentally converted into supply channels. In 1972, however, a levee failure caused a salt-water intrusion into the Delta, raising the prominence of the polemic Peripheral Canal which, if built would replace the levees in the trans-Delta water transport role. Levee failures in 2004 (the Delta) and 2005 (New Orleans) have re-ignited the debate, fueled by comments made by public officials who warned that the Delta levees posed more risk of failure than did the pre-Katina Louisiana levees. This background motivates two research questions: What are the social perspectives regarding levee failures of the experts managing the Delta; and what is the history of levee failures that might support their perspectives? The research employed Q-Method to identify and describe four social perspectives: Delta Sustainers, Abandon the Levees, Levee Pragmatists, and Multi-Purpose Levee Advocates. A critical element underlying differences among the perspectives revolved around the perceived history of failures of Delta levees. This dissertation employed semi-structured interviews, archival record searches, and historic map and aerial photograph comparisons to compile a history of 265 levee failures since 1868, many of which are referenced to location, segment, and levee type. In addition, the dissertation compiled a list of emergency repairs and successful flood-fights. The history of failures indicates that important levees of the Delta have performed significantly better than previously identified. Sharing these social perspectives and research results among the key actors addressing Delta issues may lead to improved consensus decisions.
