Indoor Air Quality Assessment of the San Francisco Federal Building

An assessment of the indoor air quality (IAQ) of the San Francisco Federal Building (SFFB) was conducted on May 12 and 14, 2009 at the request of the General Services Administration (GSA). The purpose of the assessment was for a general screening of IAQ parameters typically indicative of well functioning building systems. One naturally ventilated space and one mechanically ventilated space were studied. In both zones, the levels of indoor air contaminants, including CO2, CO, particulate matter, volatile organic compounds, and aldehydes, were low, relative to reference exposure levels and air quality standards for comparable office buildings. We found slightly elevated levels of volatile organic compounds (VOCs) including two compounds often found in"green" cleaning products. In addition, we found two industrial solvents at levels higher than typically seen in office buildings, but the levels were not sufficient to be of a health concern. The ventilation rates in the two study spaces were high by any standard. Ventilation rates in the building should be further investigated and adjusted to be in line with the building design. Based on our measurements, we conclude that the IAQ is satisfactory in the zone we tested, but IAQ may need to be re-checked after the ventilation rates have been lowered.

We have observed fallout from the recent Fukushima Dai-ichi reactor accident in samples of rainwater collected in the San Francisco Bay area. Gamma ray spectra measured from these samples show clear evidence of fission products - 131,132I, 132Te, and 134,137Cs. The activity levels we have measured for these isotopes are very low and pose no health risk to the public.

Deployment of the National Transparent Optical Network around the San Francisco Bay Area

We report on the deployment and initial operation of the National Transparent Optical Network, an experimental WDM network testbed around the San Francisco Bay Area, during the Optical Fiber Conference (OFC`96) held in San Jose, CA. The deployment aspects of the physical plant, optical and SONET layers are examined along with a discussion of broadband applications which utilized the network during the OFC`96 demonstration. The network features dense WDM technology, transparent optical routing technology using acousto- optic tunable filter based switches, and network modules with add/drop, multicast, and wavelength translation capabilities. The physical layer consisted of over 300 km of Sprint and Pacific Bell conventional single mode fiber which was amplified with I I optical amplifiers deployed in pre-amp, post-amp, and line amp configurations. An out-of-band control network provided datacom channels from remote equipment sites to the SONET network manager deployed at the San Jose Convention Center for the conference. Data transport over five wavelengths was achieved in the 1550 nm window using a variety of signal formats including analog and digital signal transmission on different wavelengths on the same fiber. The network operated throughout the week of OFC`96 and is still in operation today.

Ecological risk assessment of offshore sediments at Hunters Point Shipyard, San Francisco, California

Hunters Point Shipyard (HPS) was used as a commercial dry dock from 1869 to 1939, when the property was purchased by the Navy. In 1989, HPS was placed on the National Priorities List, and the Navy implemented an RI/FS in accordance with CERCLA, as amended by SARA. In 1990, the US Department of Defense placed HPS on the base closure list, mandating that HPS be remediated and made available for nondefense use. From November 1995, to February 1996, sediment samples from 105 offshore stations were collected and analyzed for priority pollutants, AVS/SEM, grain size, sediment biochemical oxygen demand, total organic carbon, ammonia, and amphipod toxicity. Pore water was extracted and analyzed for priority pollutants, dissolved organic carbon, ammonia, sulfides, and toxicity testing using both Microtox{reg_sign} and echinoderm developmental tests. Total sediment chemistry was screened against NOAAs ER-Ls and ER-Ms and pore water chemistry was screened against NAWQC and San Francisco Bay water quality objectives. Hazard quotients and hazard indices were developed for each chemical with screening values. Multiple regression and correlation analysis were used to evaluate sediment and pore water toxicity with the collected chemical and physical parameters. Risk associated with offshore sediments were evaluated using the weight-of-evidence approach which resulted in a ranking of stations based on risk. Risks to aquatic avian receptors from feeding in the intertidal zone was calculated based on actual invertebrate tissue contaminant measurements and derivation of toxicity reference values.

Reducing methylmercury accumulation in the food webs of San Francisco Bay and its local watersheds

San Francisco Bay (California, USA) and its local watersheds present an interesting case study in estuarine mercury (Hg) contamination. This review focuses on the most promising avenues for attempting to reduce methylmercury (MeHg) contamination in Bay Area aquatic food webs and identifying the scientific information that is most urgently needed to support these efforts. Concern for human exposure to MeHg in the region has led to advisories for consumption of sport fish. Striped bass from the Bay have the highest average Hg concentration measured for this species in USA estuaries, and this degree of contamination has been constant for the past 40 years. Similarly, largemouth bass in some Bay Area reservoirs have some of the highest Hg concentrations observed in the entire US. Bay Area wildlife, particularly birds, face potential impacts to reproduction based on Hg concentrations in the tissues of several Bay species. Source control of Hg is one of the primary possible approaches for reducing MeHg accumulation in Bay Area aquatic food webs. Recent findings (particularly Hg isotope measurements) indicate that the decades-long residence time of particle-associated Hg in the Bay is sufficient to allow significant conversion of even the insoluble forms of Hg into MeHg. Past inputs have been thoroughly mixed throughout this shallow and dynamic estuary. The large pool of Hg already present in the ecosystem dominates the fraction converted to MeHg and accumulating in the food web. Consequently, decreasing external Hg inputs can be expected to reduce MeHg in the food web, but it will likely take many decades to centuries before those reductions are achieved. Extensive efforts to reduce loads from the largest Hg mining source (the historic New Almaden mining district) are underway. Hg is spread widely across the urban landscape, but there are a number of key sources, source areas, and pathways that provide opportunities to capture larger quantities of Hg and reduce loads from urban runoff. Atmospheric deposition is a lower priority for source control in the Bay Area due to a combination of a lack of major local sources. Internal net production of MeHg is the dominant source of MeHg that enters the food web. Controlling internal net production is the second primary management approach, and has the potential to reduce food web MeHg in some habitats more effectively and within a much shorter time-frame. Controlling net MeHg production and accumulation in the food web of upstream reservoirs and ponds is very promising due to the many features of these ecosystems that can be manipulated. The most feasible control options in tidal marshes relate to the design of flow patterns and subhabitats in restoration projects. Options for controlling MeHg production in open Bay habitat are limited due primarily to the highly dispersed distribution of Hg throughout the ecosystem. Other changes in these habitats may also have a large influence on food web MeHg, including temperature changes due to global warming, sea level rise, food web alterations due to introduced species and other causes, and changes in sediment supply. Other options for reducing or mitigating exposure and risk include controlling bioaccumulation, cleanup of contaminated sites, and reducing other factors (e.g., habitat availability) that limit at-risk wildlife populations.

Under collaboration between DOE and the Gas Technology Institute (GTI), UTC Power partnered with Host Hotels and Resorts to install and operate a PureComfort 240M Cooling, Heating and Power (CHP) System at the Ritz-Carlton, San Francisco. This packaged CHP system integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely. The chiller, directly energized by the recycled hot exhaust from the microturbines, could be configured to provide either chilled or hot water. As installed, the system was capable of providing up to 227 kW of net electrical power and 142 RT of chilled water at a 59F ambient temperature.

Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

San Francisco Estuary Striped Bass Migration History Determined by Electron-microprobe Analysis of Otolith Sr/Ca Ratio

Habitat use has been shown to be an important factor in the bioaccumulation of contaminants in striped bass. This study examines migration in striped bass as part of a larger study investigating bioaccumulation and maternal transfer of xenobiotics to progeny in the San Francisco Estuary system. Habitat use, residence time and spawning migration over the life of females (n = 23) was studied. Female striped bass were collected between Knights Landing and Colusa on the Sacramento River during the spawning runs of 1999 and 2001. Otoliths were removed, processed and aged via otolith microstructure. Subsequently, otoliths were analyzed for strontium/calcium (Sr/Ca) ratio using an electron-microprobe to measure salinity exposure and to distinguish freshwater, estuary, and marine habitat use. Salinity exposure during the last year before capture was examined more closely for comparison of habitat use by the maternal parent to contaminant burden transferred to progeny. Results were selectively confirmed by ion microprobe analyses for habitat use. The Sr/Ca data demonstrate a wide range of migratory patterns. Age of initial ocean entry differs among individuals before returning to freshwater, presumably to spawn. Some fish reside in freshwater year-round, while others return to more saline habitats and make periodic migrations to freshwater. Frequency of habitat shifts and residence times differs among fish, as well as over the lifetime of individual fish. While at least one fish spent its final year in freshwater, the majority of spawning fish spent their final year in elevated salinity. However, not all fish migrated to freshwater to spawn in the previous year. Results from this investigation concerning migration history in striped bass can be combined with contaminant and histological developmental analyses to better understand the bioaccumulation of contaminants and the subsequent effects they and habitat use have on fish populations in the San Francisco Estuary system.

A novel method to develop an otolith microchemistry model to determine striped bass habitat use in the San Francisco Estuary

Otolith Sr/Ca has become a popular tool for hind casting habitat utilization and migration histories of euryhaline fish. It can readily identify habitat shifts of diadromous fish in most systems. Inferring movements of fish within estuarine habitat, however, requires a model of that accounts of the local water chemistry and the response of individual species to that water chemistry, which is poorly understood. Modeling is further complicated by the fact that high marine Sr and Ca concentrations results in a rapid, nonlinear increase in water Sr/Ca and {sup 87}Sr/{sup 86}Sr between fresh and marine waters. Here we demonstrate a novel method for developing a salinity-otolith Sr/Ca model for the purpose of reconstructing striped bass (Morone saxatilis) habitat use in the San Francisco Bay estuary. We used correlated Sr/Ca and {sup 87}Sr/{sup 86}Sr ratios measurements from adult otoliths from striped bass that experienced a range of salinities to infer striped bass otolith Sr/Ca response to changes in salinity and water Sr/Ca ratio. Otolith {sup 87}Sr/{sup 86}Sr can be assumed to accurately record water {sup 87}Sr/{sup 86}Sr because there is no biological fractionation of Sr isotopes. Water {sup 87}Sr/{sup 86}Sr can in turn be used to estimate water salinity based on the mixing of fresh and marine water with known {sup 87}Sr/{sup 86}Sr ratios. The relationship between adjacent analyses on otoliths of Sr/Ca and {sup 87}Sr/{sup 86}Sr by LA-ICP-MS and MC-ICP-MS (r{sup 2} = 0.65, n = 66) is used to predict water salinity from a measured Sr/Ca ratio. The nature of this non-linear model lends itself well to identifying residence in the Delta and to a lesser extent Suisun Bay, but does not do well locating residence within the more saline bays west of Carquinez Strait. An increase in the number of analyses would improve model confidence, but ultimately the precision of the model is limited by the variability in the response of individual fish to water Sr/Ca.

Biomass Energy R&D in the San Francisco Bay Area

Biomass is plant matter such as trees, grasses, agricultural crops or other biological material. It can be used as a solid fuel, or converted into liquid or gaseous forms, for the production of electric power, heat, chemicals, or fuels. There are a number of ways of getting energy from biomass, and a number of factors influence the efficiency of the conversion process. All biomass can be easily combusted. The heat of combustion can be used as heat, or can be used to run gas/steam turbines to produce electricity. However, most biomass combustion processes are inefficient and environmentally non-benign. The main pollutants from direct biomass combustion are tars, particulates, and VOCs. Biodiesels can be made from oils obtained from plants/crops such as soybean, peanuts and cotton. The oils from these sources are mainly triglycerides of fatty acids and not directly suitable as diesel substitutes. Transesterification processes convert the triglycerides into simple esters of the corresponding fatty acids (for example, Fatty Acid Methyl Ester or FAME), which can be directly substitutes for diesel fuels. Starches, sugars and cellulose can be fermented to produce ethanol, which can be added to gasoline, or used directly as an engine fuel. Fermentation of starches and sugars is established technology, practiced for thousands of years. Fermentation of cellulose to make ethanol is relatively harder, requiring additional intermediate steps to hydrolyze the cellulose first by adding acids or by raising temperature. Forestry wastes predominantly comprise cellulose and lignin. Lignin cannot be fermented using the current bio-organisms, and, as mentioned above, even cellulose is difficult to ferment directly. In such cases, a suite of alternative technologies can be employed to convert the biomass into liquid fuels. For example, the biomass can be gasified with the use of air/oxygen and steam, the resultant syngas (mixture of hydrogen and carbon monoxide) can be cleaned to remove tars and particulates, the gas can be shifted to obtain the proper balance between hydrogen and carbon monoxide, and the balanced gas can be converted into either methanol or other hydrocarbons with the use of Fischer-Tropsch catalysts. The liquid fuels thus produced can be transported to the point of use. In addition, they can be reformed to produce hydrogen to drive fuel cells. In addition to agriculture and forestry, a third, and significant, source for biomass is municipal waste. The biomass component of municipal wastes consists mainly of cellulose (paper products and yard wastes) and lignin (yard wastes). This waste can be combusted or gasified, as described above. All the technologies mentioned above are relatively mature, and are being practiced in some form or another. However, there are other technologies that may be promising, yet present significant challenges and may require more work. An example of this is the use of bacteria to use light to decompose water to yield hydrogen.

This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

A variety of environmental media were analyzed for fallout radionuclides resulting from the Fukushima nuclear accident by the Low Background Facility (LBF) at the Lawrence Berkeley National Laboratory (LBNL) in Berkeley, CA. Monitoring activities in air and rainwater began soon after the onset of the March 11, 2011 tsunami and are reported here through the end of 2012. Observed fallout isotopes include $^{131}$I, $^{132}$I,$^{132}$Te,$^{134}$Cs, $^{136}$Cs, and $^{137}$Cs. Isotopes were measured on environmental air filters, automobile filters, and in rainwater. An additional analysis of rainwater in search of $^{90}$Sr is also presented. Last, a series of food measurements conducted in September of 2013 are included due to extended media concerns of $^{134, 137}$Cs in fish. Similar measurements of fallout from the Chernobyl disaster at LBNL, previously unpublished publicly, are also presented here as a comparison with the Fukushima incident. All measurements presented also include natural radionuclides found in the environment to provide a basis for comparison.

This position paper discusses issues of usability of the large parallel file systems in the Livermore Computing Center. The primary uses of these file systems are for storage and access of data that is created during the course of a simulation running on an LC system. The Livermore Computing Center has multiple, globally mounted parallel file systems in each of its computing environments. The single biggest issue of file system usability that we have encountered through the years is to maintain continuous file system responsiveness. Given the back end storage hardware that our file systems are provisioned with, it is easily possible for a particularly I/O intensive application or one with particularly inefficiently coded I/O operations to bring the file system to an apparent halt. The practice that we will be addressing is one of having an ability to indentify, diagnose, analyze and optimize the I/O quickly and effectively.

Purpose: The aim of this study was to evaluate the feasibility and safety of salvage high-dose-rate (HDR) brachytherapy for locally recurrent prostate cancer after external beam radiotherapy (EBRT). Methods and Materials: We retrospectively analyzed 21 consecutively accrued patients undergoing salvage HDR brachytherapy for locally recurrent prostate cancer after EBRT between November 1998 and December 2005. After pathologic confirmation of locally recurrent disease, all patients were treated with 36 Gy in six fractions using two transrectal ultrasound-guided HDR prostate implants, separated by 1 week. Eleven patients received neoadjuvant hormonal therapy immediately presalvage, whereas none received adjuvant hormonal therapy postsalvage. Median follow-up time from recurrence was 18.7 months (range, 6-84 months). Determination of subsequent biochemical failure after brachytherapy was based on the definition by the American Society for Therapeutic Radiology and Oncology. Results: Based on the Common Terminology Criteria for Adverse Events (CTCAE version 3), 18 patients reported Grade 1 to 2 genitourinary symptoms by 3 months postsalvage. Three patients developed Grade 3 genitourinary toxicity. Maximum observed gastrointestinal toxicity was Grade 2; all cases spontaneously resolved. The 2-year Kaplan-Meier estimate of biochemical control after recurrence was 89%. Thirteen patients have achieved a PSA nadir {<=}0.1 ng/ml, but at the time of writing this endpoint has not yet been reached for all patients. All patients are alive; however 2 have experienced biochemical failure, both with PSA nadirs {>=}1, and have subsequently been found to have distant metastases. Conclusions: Salvage HDR prostate brachytherapy appears to be feasible and effective.
