This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

Analysis of International Policies In The Solar Electricity Sector: Lessons for India

Although solar costs are dropping rapidly, solar power is still more expensive than conventional and other renewable energy options. The solar sector still needs continuing government policy support. These policies are driven by objectives that go beyond the goal of achieving grid parity. The need to achieve multiple objectives and ensure sufficient political support for solar power makes it diffi cult for policy makers to design the optimal solar power policy. The dynamic and uncertain nature of the solar industry, combined with the constraints offered by broader economic, political and social conditions further complicates the task of policy making. This report presents an analysis of solar promotion policies in seven countries - Germany, Spain, the United States, Japan, China, Taiwan, and India - in terms of their outlook, objectives, policy mechanisms and outcomes. The report presents key insights, primarily in qualitative terms, and recommendations for two distinct audiences. The first audience consists of global policy makers who are exploring various mechanisms to increase the penetration of solar power in markets to mitigate climate change. The second audience consists of key Indian policy makers who are developing a long-term implementation plan under the Jawaharlal Nehru National Solar Mission and various state initiatives.

Because solar power is a rapidly growing component of the electricity system, robust representations of solar technologies should be included in capacity-expansion models. This is a challenge because modeling the electricity system--and, in particular, modeling solar integration within that system--is a complex endeavor. This report highlights the major challenges of incorporating solar technologies into capacity-expansion models and shows examples of how specific models address those challenges. Solar Installation Labor Market Analysis

The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

During 1973 to 1978, over twenty nations participated in the NATO/CCMS Solar Energy Pilot Study, whose objective was to promote and accelerate the use of solar heating and cooling of buildings. The activities in this information exchange included (1) the regular reporting of national solar heating and cooling programs, (2) the development of a format for reporting the performance of solar heating and cooling systems, (3) the exchange of system performance reports, (4) the establishment of two specialized working groups for solar-assisted low energy dwellings and passive solar applications. At the conclusion of the pilot study in 1978, the participants formulated recommendations for continued action at the international level, as well as for action at the national level. This report describes the progress made in implementing those recommendations. In addition to detailing the steps taken to continue collaboration in various efforts initiated within the Solar Energy Pilot Study, the report contains papers on the 1979 status of the solar heating and cooling programs in seventeen CCMS countries.

Solar Policy Environment: Salt Lake

The overall objective of the “Solar Salt Lake” (SSL) team is to develop a fully-scoped city and county-level implementation plan that will facilitate at least an additional ten megawatts of solar photovoltaic (PV) installations in the government, commercial, industrial, and residential sectors by 2015. To achieve this aggressive goal, the program strategy includes a combination of barrier identification, research, and policy analysis that utilizes the input of various stakeholders. Coupled with these activities will be the development and implementation of pilot installations in the government and residential sectors, and broad outreach to builders and potential practitioners of solar energy products in the process. In this way, while creating mechanisms to enable a demand for solar, SSL will also facilitate capacity building for suppliers, thereby helping to ensure long-term sustainability for the regional market.

2010 marked the emergence of the utility sector photovoltaic market. Utility sector photovoltaic installations quadrupled over 2009 installations. The share of utility sector installations of all U.S. grid-connected PV installations grew from virtually none in 2006 to 15 percent in 2009 and 32 percent in 2010. In addition, 2010 saw installation of a 75 MWAC concentrating solar power plant, the largest installed in the U.S. since 1991. In 2010, annual distributed grid-connected PV installations in the United States grew by 62 percent, to 606 MWDC. Photovoltaic arrays were installed at more than 50,000 sites in 2010, a 45 percent increase over the number of installations in 2009. Solar water heating installations increased by 6 percent in 2010, compared with 2009. Solar water heating has shown only two years of higher growth in the last 10 years. Solar pool heating installations increased by 13 percent in 2010, the largest growth in five years.

Sustainable fuel for the transportation sector

A hybrid hydrogen-carbon (H{sub 2}CAR) process for the production of liquid hydrocarbon fuels is proposed wherein biomass is the carbon source and hydrogen is supplied from carbon-free energy. To implement this concept, a process has been designed to co-feed a biomass gasifier with H{sub 2} and CO{sub 2} recycled from the H{sub 2}-CO to liquid conversion reactor. Modeling of this biomass to liquids process has identified several major advantages of the H{sub 2}CAR process. The land area needed to grow the biomass is <40% of that needed by other routes that solely use biomass to support the entire transportation sector. Whereras the literature estimates known processes to be able to produce {approx}30% of the United States transportation fuel from the annual biomass of 1.366 billion tons, the H{sub 2}CAR process shows the potential to supply the entire United States transportation sector from that quantity of biomass. The synthesized liquid provides H{sub 2} storage in an open loop system. Reduction to practice of the H{sub 2}CAR route has the potential to provide the transportation sector for the foreseeable future, using the existing infrastructure. The rationale of using H{sub 2} in the H{sub 2}CAR process is explained by the significantly higher annualized average solar energy conversion efficiency for hydrogen generation versus that for biomass growth. For coal to liquids, the advantage of H{sub 2}CAR is that there is no additional CO{sub 2} release to the atmosphere due to the replacement of petroleum with coal, thus eliminating the need to sequester CO{sub 2}.

Residential solar home resale analysis

One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

The legal and institutional issues involved in the use of decentralized solar energy systems are examined for the purpose of advising government planners and policymakers, the solar industry, solar researchers, and prospective solar users of present and potential impediments and incentives to solar commercialization. This information was gathered primarily through a comprehensive literature review, with supplementary data provided through interviews with representatives of organizations active in the solar field. Five major issue areas were identified in the course of this study: (1) prohibitions on the use of solar equipment, (2) regulation of the production and placement of solar systems, (3) access to sunlight, (4) financial incentives and impediments to the use of solar technologies, and (5) the public utility-solar user interface. Important private sector participants include solar manufacturers and installers, labor unions, lending institutions, utility companies, solar users themselves, and other community property owners. In the public sector, local, state, and federal governments are all capable of acting in ways that can influence the solar commercialization effort. Implementation options are available for all levels of government seeking to take an active role in addressing the previously mentioned legal and institutional issues. The appropriate actions will vary from federal to state to local governments, but each level can be important in removing existing barriers and creating new incentives for solar use.

A simple Lagrangian with squared covariant divergence of a vector field as a kinetic term turned out an adequate tool for macroscopic description of the dark sector. The zero-mass field acts as the dark energy. Its energy-momentum tensor is a simple additive to the cosmological constant. Massive fields {\\phi}_{I} with {\\phi}^{K}{\\phi}_{K}0 describe two different forms of dark matter. The space-like ({\\phi}^{K}{\\phi}_{K}0) massive field displays repulsive elasticity. In balance with dark energy and ordinary matter it provides a four parametric diversity of regular solutions of the Einstein equations describing different possible cosmological and oscillating non-singular scenarios of evolution of the universe. In particular, the singular big bang turns into a regular inflation-like transition from contraction to expansion with the accelerate expansion at late times. The fine-tuned Friedman-Robertson-Walker singular solution is a particular limiting case at the boundary of existence of regular oscillating solutions in the absence of vector fields. The simplicity of the general covariant expression for the energy-momentum tensor allows to display the main properties of the dark sector analytically and avoid unnecessary model assumptions.

The solar energy industry experienced unprecedented growth in the eight years from 2000 to 2007, with explosive growth occurring in the latter half of this period. From 2004 to 2007, global private sector investment in solar energy increased by almost twenty-fold, marking a dramatic increase in the short span of four years. Decoupling limits in multi-sector supergravities

Conventional approaches to cosmology in supergravity assume the existence of multiple sectors that only communicate gravitationally. In principle these sectors decouple in the limit M{sub pl}??. In practice such a limit is delicate: for generic supergravities, where sectors are combined by adding their Kähler functions, the separate superpotentials must contain non-vanishing vacuum expectation values supplementing the naïve global superpotential. We show that this requires non-canonical scaling in the naïve supergravity superpotential couplings to recover independent sectors of globally supersymmetric field theory in the decoupling limit M{sub pl} ? ?.

Internal absorber solar collector

Thin solar collecting panels are described made from arrays of small rod collectors consisting of a refracting dielectric rod lens with an absorber imbedded within it and a reflecting mirror coated on the back side of the dielectric rod. Non-tracking collector panels on vertical walls or roof tops receive approximately 90% of solar radiation within an acceptance zone 60.degree. in elevation angle by 120.degree. or more in the azimuth sectors with a collector concentration ratio of approximately 3.0. Miniaturized construction of the circular dielectric rods with internal absorbers reduces the weight per area of glass, plastic and metal used in the collector panels. No external parts or insulation are needed as heat losses are low due to partial vacuum or low conductivity gas surrounding heated portions of the collector. The miniature internal absorbers are generally made of solid copper with black selective surface and the collected solar heat is extracted at the collector ends by thermal conductivity along the absorber rods. Heat is removed from end fittings by use of liquid circulants. Several alternate constructions are provided for simplifying collector panel fabrication and for preventing the thermal expansion and contraction of the heated absorber or circulant tubes from damaging vacuum seals. In a modified version of the internal absorber collector, oil with temperature dependent viscosity is pumped through a segmented absorber which is now composed of closely spaced insulated metal tubes. In this way the circulant is automatically diverted through heated portions of the absorber giving higher collector concentration ratios than theoretically possible for an unsegmented absorber.

The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

Solar energy is a vast and largely untapped resource. Australia has the highest average solar radiation per square metre of any continent in the world. Solar energy is used mainly in small direct-use applications such as water heating. It accounts for only 0.1 per cent of total primary energy consumption, in Australia as well as globally. Solar energy use in Australia is projected to increase by 5.9 per cent per year to 24 PJ in 2029–30. The outlook for electricity generation from solar energy depends critically on the commercialisation of large-scale solar energy technologies that will reduce investment costs and risks. Government policy settings will continue to be an important factor in the solar energy market outlook. Research, development and demonstration by both the public and private sectors will be crucial in accelerating the development and commercialisation of solar energy in Australia, especially large-scale solar power stations. 10.1.1 World solar energy resources and market The world’s overall solar energy resource potential

Solar Neutrinos

Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

Solar neutrinos and the solar composition problem

Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

The industrial sector accounts for 40% of global energy use. In 1995, developing countries used an estimated 48 EJ for industrial production, over one-third of world total industrial primary energy use (Price et al., 1998). Industrial output and energy use in developing countries is dominated by China, India, and Brazil. China alone accounts for about 30 EJ (National Bureau of Statistics, 1999), or about 23% of world industrial energy use. China's industrial sector is extremely energy-intensive and accounted for almost 75% of the country's total energy use in 1997. Industrial energy use in China grew an average of 6.6% per year, from 14 EJ in 1985 to 30 EJ in 1997 (Sinton et al., 1996; National Bureau of Statistics, 1999). This growth is more than three times faster than the average growth that took place in the world during the past two decades. The industrial sector can be divided into light and heavy industry, reflecting the relative energy-intensity of the manufacturing processes. In China, about 80% of the energy used in the industrial sector is consumed by heavy industry. Of this, the largest energy-consuming industries are chemicals, ferrous metals, and building materials (Sinton et al., 1996). This paper presents the results of international comparisons of production levels and energy use in six energy-intensive subsectors: iron and steel, aluminum, cement, petroleum refining, ammonia, and ethylene. The sectoral analysis results indicate that energy requirements to produce a unit of raw material in China are often higher than industrialized countries for most of the products analyzed in this paper, reflecting a significant potential to continue to improve energy efficiency in heavy industry.

The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

Chirac`s modernized Gaullist formula for independent French action to meet the exigencies of the post-Cold War world may be irreconcilable with the constraints and demands of the European unification process. The goal of independence may not mesh with the retention of influence. An immediate, concrete example is the apparent contradiction between France`s European and world ambitions and its resumption of nuclear testing. Four foreign policy themes have dominated the initial months of Chirac`s presidency: the war in Bosnia, nuclear testing, European relations, and the conflict in Algeria and its repercussions in France. These themes are examined in more detail.

Mining vertical coal seams in France

French coal miners in the Lorraine Basin coalfields of Charbonnages de France, work under extremely difficult mining conditions. The coal seams are located in two parallel anticlines dipping to the southwest. On the northwest flanks the coal dips at angles up to 40/sup 0/; on the southeast flanks the coal dips as steep as 90/sup 0/. In addition to the problems associated with steeply dipping coal seams, the coal is often more than 3 meters (10 feet) thick, thus contributing the additional problems that are associated with thick seams. A cut-and-fill mining method is used and production of up to 400 tons per day for a three-shift working face has been achieved. The cut-and-fill mining method employed at Puit Reumaux, rising horizontal rooms with hydraulic stowing, is used in areas of the mine where seam dips exceed 45/sup 0/ and where seam thickness is from 2 to 5 meters (6.5 to 16.5 feet). Hydraulic stowing has many advantages for the Merlebach mine: The coalis located under urbanized areas and is also covered by water-bearing strata with hydraulic sand stowing there is little subsidence, so disturbances to the surface and the aquiferous zones are minimized. Hydraulic sand stowing also helps prevent eating and combustion.

Laser experiments explore the hidden sector

Recently, the laser experiments BMV and GammeV, searching for light shining through walls, have published data and calculated new limits on the allowed masses and couplings for axion-like particles. In this note we point out that these experiments can serve to constrain a much wider variety of hidden-sector particles such as, e.g., minicharged particles and hidden-sector photons. The new experiments improve the existing bounds from the older BFRT experiment by a factor of two. Moreover, we use the new PVLAS constraints on a possible rotation and ellipticity of light after it has passed through a strong magnetic field to constrain pure minicharged particle models. For masses <~0.05 eV, the charge is now restricted to be less than (3-4)x10^(-7) times the electron electric charge. This is the best laboratory bound and comparable to bounds inferred from the energy spectrum of the cosmic microwave background.

Constraining Dark Sectors with Monojets and Dijets

We consider dark sector particles (DSPs) that obtain sizeable interactions with Standard Model fermions from a new mediator. While these particles can avoid observation in direct detection experiments, they are strongly constrained by LHC measurements. We demonstrate that there is an important complementarity between searches for DSP production and searches for the mediator itself, in particular bounds on (broad) dijet resonances. This observation is crucial not only in the case where the DSP is all of the dark matter but whenever - precisely due to its sizeable interactions with the visible sector - the DSP annihilates away so efficiently that it only forms a dark matter subcomponent. To highlight the different roles of DSP direct detection and LHC monojet and dijet searches, as well as perturbativity constraints, we first analyse the exemplary case of an axial-vector mediator and then generalise our results. The Lepton Sector of a Fourth Generation

In extensions of the standard model with a heavy fourth generation one important question is what makes the fourth-generation lepton sector, particularly the neutrinos, so different from the lighter three generations. We study this question in the context of models of electroweak symmetry breaking in warped extra dimensions, where the flavor hierarchy is generated by the localization of the zero-mode fermions in the extra dimension. In this setup the Higgs sector is localized near the infrared brane, whereas the Majorana mass term is localized at the ultraviolet brane. As a result, light neutrinos are almost entirely Majorana particles, whereas the fourth generation neutrino is mostly a Dirac fermion. We show that it is possible to obtain heavy fourth-generation leptons in regions of parameter space where the light neutrino masses and mixings are compatible with observation. We study the impact of these bounds, as well as the ones from lepton flavor violation, on the phenomenology of these models.

The connection between gravity and thermodynamics is explored. Examining a perfect fluid in gravitational equilibrium we find that the entropy is extremal only if Einstein's equations are satisfied. Conversely, one can derive part of Einstein's equations from ordinary thermodynamical considerations. This allows the theory of this system to be recast in such a way that a sector of general relativity is purely thermodynamical and should not be quantized.

We focus here on the description of astrophysical environments that allow for comparable densities and spatial distributions of visible matter and decoupled dark matter. This paper presents the Concentrating Solar Deployment System Model (CSDS). CSDS is a multiregional, multitime-period, Geographic Information System (GIS), and linear programming model of capacity expansion in the electric sector of the United States. CSDS is designed to address the principal market and policy issues related to the penetration of concentrating solar power (CSP) electric-sector technologies. This paper discusses the current structure, capabilities, and assumptions of the model. Additionally, results are presented for the impact of continued research and development (R&D) spending, an extension to the investment tax credit (ITC), and use of a production tax credit (PTC). CSDS is an extension of the Wind Deployment System (WinDS) model created at the National Renewable Energy Laboratory (NREL). While WinDS examines issues related to wind, CSDS is an extension to analyze similar issues for CSP applications. Specifically, a detailed representation of parabolic trough systems with thermal storage has been developed within the existing structure.

This report presents an analysis of LMFBR licensing in the United States. It approaches this question broadly, examining first the system in the United States with the various sectors of the nuclear power economy, and the experience of that system in LWR licensing. It then examines the nature of LMFBR safety licensing questions - to the degree that they differ from those of LWR's - and surveys the experience of the United States and other countries in LMFBR safety licensing. Special attention is devoted to the case of France because of the technical leadership which the French program has provided, and because of the apparent efficiency with which French licensing is performed. The French licensing system and LWR licensing experience are examined, and conclusions drawn regarding the reasons for their effectiveness. Finally, a general comparison of the United States and foreign licensing systems is performed, proposals offered during the recent past for changes in the United States system are examined, and possibilities for future changes are suggested.

Solar Survey of PV System Owners: San Diego

The purpose of the survey was to understand the motivation, challenges and benefits perceived by individuals who decided to install solar systems in the City of San Diego. Approximately 2000 surveys were sent, and 641 surveys were completed. The primary response was from the residential sector. Individuals had the option to reply electronically, using Survey Monkey, or to complete a paper survey. All responses were combined and checked to ensure that there were no duplicates.

We study the relationship of the 27-day variation of the galactic cosmic ray intensity with similar changes of the solar wind velocity and the interplanetary magnetic field based on the experimental data for the Bartels rotation period 2379 of 23 November 2007-19 December 2007. We develop a three dimensional (3-D) model of the 27-day variation of galactic cosmic ray intensity based on the heliolongitudinally dependent solar wind velocity. A consistent, divergence-free interplanetary magnetic field is derived by solving Maxwells equations with a heliolongitudinally dependent 27-day variation of the solar wind velocity reproducing in situ observations. We consider two types of 3-D models of the 27-day variation of galactic cosmic ray intensity - (1) with a plane heliospheric neutral sheet, and (2)- with the sector structure of the interplanetary magnetic field. The Department of Energy`s Solar Industrial Program: 1995 review

During 1995, the Department of Energy`s Solar Industrial (SI) Program worked to bring the benefits of solar energy to America`s industrial sector. Scientists and engineers within the program continued the basic research, applied engineering, and economic analyses that have been at the heart of the Program`s success since its inception in 1989. In 1995, all three of the SI Program`s primary areas of research and development--solar detoxification, advanced solar processes, and solar process heat--succeeded in increasing the contribution made by renewable and energy-efficient technologies to American industry`s sustainable energy future. The Solar Detoxification Program develops solar-based pollution control technologies for destroying hazardous environmental contaminants. The Advanced Solar Processes Program investigates industrial uses of highly concentrated solar energy. The Solar Process Heat Program conducts the investigations and analyses that help energy planners determine when solar heating technologies--like those that produce industrial-scale quantities of hot water, hot air, and steam--can be applied cost effectively. The remainder of this report highlights the research and development conducted within in each of these subprograms during 1995.

Interacting vacuum energy in the dark sector

We analyse three cosmological scenarios with interaction in the dark sector, which are particular cases of a general expression for the energy flux from vacuum to matter. In the first case the interaction leads to a transition from an unstable de Sitter phase to a radiation dominated universe, avoiding in this way the initial singularity. In the second case the interaction gives rise to a slow-roll power-law inflation. Finally, the third scenario is a concordance model for the late-time universe, with the vacuum term decaying into cold dark matter. We identify the physics behind these forms of interaction and show that they can be described as particular types of the modified Chaplygin gas.

Utility Sector Impacts of Reduced Electricity Demand

This report presents a new approach to estimating the marginal utility sector impacts associated with electricity demand reductions. The method uses publicly available data and provides results in the form of time series of impact factors. The input data are taken from the Energy Information Agency's Annual Energy Outlook (AEO) projections of how the electric system might evolve in the reference case, and in a number of side cases that incorporate different effciency and other policy assumptions. The data published with the AEO are used to define quantitative relationships between demand-side electricity reductions by end use and supply-side changes to capacity by plant type, generation by fuel type and emissions of CO2, Hg, NOx and SO2. The impact factors define the change in each of these quantities per unit reduction in site electricity demand. We find that the relative variation in these impacts by end use is small, but the time variation can be significant.

Electroweak Baryogenesis with a Supersymmetric Sector

We study a model with an exotic new sector strongly coupled to the Higgs boson, in which supersymmetry is introduced to protect the quartic coupling from a large running and avoid potential vacuum stability problem. The fermionic components present vector like mass terms, through which the Higgs diphoton decay branching ratio can be tuned. The bosonic components trigger a strongly first order electroweak phase transition. We find a large parameter region of effective Yukawa coupling $y\\gtrsim2$ and mass parameters $m_f\\sim m_s$ of a few hundred GeV, that can simultaneously accommodate the diphoton excess and electroweak baryogenesis, without vacuum stability and electroweak precision measurement problems.

An export-oriented 1-million m.t./year methyl tert-butyl ether (MTBE) plant is planned as one of Iran`s private sector investment projects. State-owned National Petrochemical Co (NPC; Tehran) and the Dubai-based Iranian businessman Abdul Wahab Galadari have signed a letter of intent allowing Galadari to develop the venture. Colt Engineering (Calgary, AL) is assisting Galadari with costs, planning and technology selection for the estimated $300-million plus venture. An important meeting with NPC is scheduled end of this month, says Galadari, and a financial package should be put together by end of March or April. The facility will most likely be wholly-owned by the Galadari family, roughly 50% by members resident in Iran and the remainder by the Dubai-based concern A.W. Galadari Sons. NPC says it may take a token shareholding in the venture.

A photovoltaic solar concentrator is disclosed with one or more transverse-junction solar cells (also termed point contact solar cells) and a lens located above each solar cell to concentrate sunlight onto the solar cell to generate electricity. Piezoelectric actuators tilt or translate each lens to track the sun using a feedback-control circuit which senses the electricity generated by one or more of the solar cells. The piezoelectric actuators can be coupled through a displacement-multiplier linkage to provide an increased range of movement of each lens. Each lens in the solar concentrator can be supported on a frame (also termed a tilt plate) having three legs, with the movement of the legs being controlled by the piezoelectric actuators.

Initiated in 2008, the Solar Energy Grid Integration Systems (SEGIS) program is a partnership involving the U.S. DOE, Sandia National Laboratories, private sector companies, electric utilities, and universities. Projects supported under the program have focused on the complete-system development of solar technologies, with the dual goal of expanding utility-scale penetration and addressing new challenges of connecting large-scale solar installations in higher penetrations to the electric grid. The Florida Solar Energy Center (FSEC), its partners, and Sandia National Laboratories have successfully collaborated to complete the work under the third and final stage of the SEGIS initiative. The SEGIS program was a three-year, three-stage project that include conceptual design and market analysis in Stage 1, prototype development and testing in Stage 2, and moving toward commercialization in Stage 3. Under this program, the FSEC SEGIS team developed a comprehensive vision that has guided technology development that sets one methodology for merging photovoltaic (PV) and smart-grid technologies. The FSEC team's objective in the SEGIS project is to remove barriers to large-scale general integration of PV and to enhance the value proposition of photovoltaic energy by enabling PV to act as much as possible as if it were at the very least equivalent to a conventional utility power plant. It was immediately apparent that the advanced power electronics of these advanced inverters will go far beyond conventional power plants, making high penetrations of PV not just acceptable, but desirable. This report summarizes a three-year effort to develop, validate and commercialize Grid-Smart Inverters for wider photovoltaic utilization, particularly in the utility sector.

Impact of Financial Structure on the Cost of Solar Energy

To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

Helioseismology has allowed us to study the structure of the Sun in unprecedented detail. One of the triumphs of the theory of stellar evolution was that helioseismic studies had shown that the structure of solar models is very similar to that of the Sun. However, this agreement has been spoiled by recent revisions of the solar heavy-element abundances. Heavy element abundances determine the opacity of the stellar material and hence, are an important input to stellar model calculations. The models with the new, low abundances do not satisfy helioseismic constraints. We review here how heavy-element abundances affect solar models, how these models are tested with helioseismology, and the impact of the new abundances on standard solar models. We also discuss the attempts made to improve the agreement of the low-abundance models with the Sun and discuss how helioseismology is being used to determine the solar heavy-element abundance. A review of current literature shows that attempts to improve agreement between solar models with low heavy-element abundances and seismic inference have been unsuccessful so far. The low-metallicity models that have the least disagreement with seismic data require changing all input physics to stellar models beyond their acceptable ranges. Seismic determinations of the solar heavy-element abundance yield results that are consistent with the older, higher values of the solar abundance, and hence, no major changes to the inputs to solar models are required to make higher-metallicity solar models consistent with helioseismic data.

Hidden photons, gauge bosons of a U(1) symmetry of a hidden sector, can constitute the dark matter of the universe and a smoking gun for large volume compactifications of string theory. In the sub-eV mass range, a possible discovery experiment consists on searching the copious flux of these particles emitted from the Sun in a helioscope setup \\`a la Sikivie. In this paper, we compute the flux of transversely polarised HPs from the Sun, a necessary ingredient for interpreting such experiments. We provide a detailed exposition of photon-HP oscillations in inhomogenous media, with special focus on resonance oscillations, which play a leading role in many cases. The region of the Sun emitting HPs resonantly is a thin spherical shell for which we justify an averaged-emission formula and which implies a distinctive morphology of the angular distribution of HPs on Earth in many cases. Low mass HPs with energies in the visible and IR have resonances very close to the photosphere where the solar plasma is not fully ionised and requires building a detailed model of solar refraction and absorption. We present results for a broad range of HP masses (from 0-1 keV) and energies (from the IR to the X-ray range), the most complete atlas of solar HP emission to date.

Solar opacities constrained by solar neutrinos and solar oscillations

This review discusses the current situation for opacities at the solar center, the solar surface, and for the few million kelvin temperatures that occur below the convection zone. The solar center conditions are important because they are crucial for the neutrino production, which continues to be predicted about 4 times that observed. The main extinction effects there are free-free photon absorption in the electric fields of the hydrogen, helium and the CNO atoms, free electron scattering of photons, and the bound-free and bound-bound absorption of photons by iron atoms with two electrons in the 1s bound level. An assumption that the iron is condensed-out below the convection zone, and the opacity in the central regions is thereby reduced, results in about a 25 percent reduction in the central opacity but only a 5 percent reduction at the base of the convection zone. Furthermore, the p-mode solar oscillations are changed with this assumption, and do not fit the observed ones as well as for standard models. A discussion of the large effective opacity reduction by weakly interacting massive particles also results in poor agreement with observed p-mode oscillation frequencies. The much larger opacities for the solar surface layers from the Los Alamos Astrophysical Opacity Library instead of the widely used Cox and Tabor values show small improvements in oscillation frequency predictions, but the largest effect is in the discussion of p-mode stability. Solar oscillation frequencies can serve as an opacity experiment for the temperatures and densities, respectively, of a few million kelvin and between 0.1 and 10 g/cm/sup 3/. Current oscillation frequency calculations indicate that possibly the Opacity Library values need an increase of typically 15 percent just at the bottom of the convection zone at 3 /times/ 10/sup 6/K. 41 refs., 15 figs., 1 tab.

The solar Ar abundance is evaluated from solar wind measurements, nucleosynthetic arguments, observations of B stars, HII regions, planetary nebulae, and noble gas abundances measured in Jupiter's atmosphere. These data lead to a recommended argon abundance of N(Ar) = 91,200(+/-)23,700 (on a scale where Si = 10^6 atoms). The recommended abundance for the solar photosphere (on a scale where log N(H) = 12) is A(Ar)photo = 6.50(+/-)0.10, and taking element settling into account, the solar system (protosolar) abundance is A(Ar)solsys = 6.57(+/-)0.10.

Several investigations of FGK stars in the solar neighborhood have suggested that thin-disk stars with an iron abundance similar to the Sun appear to show higher abundances of other elements, such as silicon, titanium, or nickel. Offsets could arise if the samples contain stars with ages, mean galactocentric distances, or kinematics, that differ on average from the solar values. They could also arise due to systematic errors in the abundance determinations, if the samples contain stars that are different from the Sun regarding their atmospheric parameters. We re-examine this issue by studying a sample of 80 nearby stars with solar-like colors and luminosities. Among these solar "analogs", the objects with solar iron abundances exhibit solar abundances of carbon, silicon, calcium, titanium and nickel.
