We present the CIFF proof procedure for abductive logic programming with constraints, and we prove its correctness. CIFF is an extension of the IFF proof procedure for abductive logic programming, relaxing the original restrictions over variable quantification (allowedness conditions) and incorporating a constraint solver to deal with numerical constraints as in constraint logic programming. Finally, we describe the CIFF system, comparing it with state of the art abductive systems and answer set solvers and showing how to use it to program some applications. Assessing Foundation Insulation Strategies for the 2012 International Energy Conservation Code in Cold Climate New Home Construction

While the International Energy Conservation Code 2012 (IECC 2012) has been adopted at a national level, only two cold climate states have adopted it as their new home energy code. Understanding the resistance to adoption is important in assisting more states accept the code and engage deep energy strategies nationwide. This three-part assessment by the NorthernSTAR Building America Partnership was focused on foundation insulation R-values for cold climates and the design, construction, and performance implications. In Part 1 a literature review and attendance at stakeholder meetings held in Minnesota were used to assess general stakeholder interest and concerns regarding proposed code changes. Part 2 includes drawings of robust foundation insulation systems that were presented at one Minnesota stakeholder meeting to address critical issues and concerns for adopting best practice strategies. In Part 3 a sampling of builders participated in a telephone interview to gain baseline knowledge on insulation systems used to meet the current energy code and how the same builders propose to meet the new proposed code.

In this paper, we introduce the foundation of a fractal topological space constructed via a family of nested topological spaces endowed with subspace topologies, where the number of topological spaces involved in this family is related to the appearance of new structures on it. Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

Procedure for determining the optimum foundation insulation levels for new, low-rise residential buildings

This paper documents a procedure which can be used to determine the optimum foundation insulation levels for new, low-rise residential buildings. This procedure has been used to develop the recommended foundation insulation levels for ASHRAE Standard 90.2P, entitled Energy Efficient Design of New, Low-Rise Residential Buildings. Basements, crawlspaces and slab-on-grade construction are addressed, as well as floors above unheated spaces. The assumptions on which this study is based, such as the economic parameters and the energy load calculation model are discussed, and optimum foundation insulation levels are included for all locations in the US. One of the major findings of this analysis is that at least some insulation is cost effective for all the foundation types in most climates. This is not consistent with predominate building construction practices. Foundation insulation recommendations included in previous ASHRAE standards for new residential construction were not based on the same criteria as the recommendations for the above grade envelope components. The systematic procedure described in this paper can be used to determine foundation insulation levels that are consistent with above grade conservation measures on an economic basis.

A Workshop on climatic change at high elevation sites was held September 11-15, 1995 in Wengen, Switzerland. The meeting was sponsored by both U.S. (Department of Energy, National Science Foundation and National Oceanic & Atmospheric Administration) and European (Swiss National Science Foundation, European Science Foundation, Swiss Federal Institute of Technology) agencies. The goals of the workshop were to (1) focus the attention of the world climate community on the existence of unique high elevation geophysical records around the world, (2) highlight the value of these observing sites for climate change detection efforts and to help insure the continued support of governments and of relevant institutions in the maintenance of these high elevation data gathering efforts, (3) discuss and evaluate climatic trends that may be present in these records, and to compare the information with available paleoenvironmental records of glaciers, tree-rings and varved sediments from the alpine zones, and (4) discuss and evaluate information about elevational differences in current and projected greenhouse-gas induced climatic changes in coupled General Circulation Models.

Seismic isolation of two dimensional periodic foundations

Phononic crystal is now used to control acoustic waves. When the crystal goes to a larger scale, it is called periodic structure. The band gaps of the periodic structure can be reduced to range from 0.5?Hz to 50?Hz. Therefore, the periodic structure has potential applications in seismic wave reflection. In civil engineering, the periodic structure can be served as the foundation of upper structure. This type of foundation consisting of periodic structure is called periodic foundation. When the frequency of seismic waves falls into the band gaps of the periodic foundation, the seismic wave can be blocked. Field experiments of a scaled two dimensional (2D) periodic foundation with an upper structure were conducted to verify the band gap effects. Test results showed the 2D periodic foundation can effectively reduce the response of the upper structure for excitations with frequencies within the frequency band gaps. When the experimental and the finite element analysis results are compared, they agree well with each other, indicating that 2D periodic foundation is a feasible way of reducing seismic vibrations.

The foundational ideas of quantum mechanics continue to give rise to counterintuitive theories and physical effects that are in conflict with a classical description of Nature. Experiments with light at the single photon level have historically been at the forefront of tests of fundamental quantum theory and new developments in photonics engineering continue to enable new experiments. Here we review recent photonic experiments to test two foundational themes in quantum mechanics: wave-particle duality, central to recent complementarity and delayed-choice experiments; and Bell nonlocality where recent theoretical and technological advances have allowed all controversial loopholes to be separately addressed in different photonics experiments.

Building science research supports installing exterior (soil side) foundation insulation as the optimal method to enhance the hygrothermal performance of new homes. With exterior foundation insulation, water management strategies are maximized while insulating the basement space and ensuring a more even temperature at the foundation wall. However, such an approach can be very costly and disruptive when applied to an existing home, requiring deep excavation around the entire house. The NorthernSTAR Building America Partnership team implemented an innovative, minimally invasive foundation insulation upgrade technique on an existing home. The approach consisted of using hydrovac excavation technology combined with a liquid insulating foam. The team was able to excavate a continuous 4" wide by 4' to 5' deep trench around the entire house, 128 linear feet, except for one small part under the stoop that was obstructed with concrete debris. The combination pressure washer and vacuum extraction technology also enabled the elimination of large trenches and soil stockpiles normally produced by backhoe excavation. The resulting trench was filled with liquid insulating foam, which also served as a water-control layer of the assembly. The insulation was brought above grade using a liquid foam/rigid foam hybrid system and terminated at the top of the rim joist. Cost savings over the traditional excavation process ranged from 23% to 50%. The excavationless process could result in even greater savings since replacement of building structures, exterior features, utility meters, and landscaping would be minimal or non-existent in an excavationless process.

The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The climate change and energy security nexus

The study of the impacts of climate change on national and interna-tional security has grown as a research field, particularly in the last five years. Within this broad field, academic scholarship has concentrated primarily on whether climate change is, or may become, a driver of violent conflict. This relationship remains highly contested. However, national security policy and many non-governmental organizations have identified climate change as a threat multiplier in conflict situations. The U.S. Department of Defense and the United Kingdom's Ministry of Defense have incorporated these findings into strategic planning documents such as the Quadrennial Defense Review and the Strategic Defence and Security Review. In contrast to the climate-conflict nexus, our analysis found that academic scholarship on the climate change and energy security nexus is small and more disciplinarily focused. In fact, a search of social science litera-ture found few sources, with a significant percentage of these works attribut-able to a single journal. Assuming that policymakers are more likely to rely on broader social science literature than technical or scientific journals, this leaves a limited foundation. This then begged the question: what are these sources? We identified a body of grey literature on the nexus of climate change and energy security of a greater size than the body of peer-reviewed social science literature. We reviewed fifty-eight recent reports, issue briefs, and transcripts to better understand the nexus of climate change and energy security, as well as to gain insight about the questions policymakers need answered by those undertaking the research. In this article, we describe the nature of the sources reviewed, highlight possible climate change and energy security linkages found within those sources, identify emerging risks, and offer conclusions that can guide further research.

U.S. Department of Energy Building America research team IBACOS worked with National Housing Quality Award winner Wathen-Castanos Hybrid Homes, Inc., to assess the performance of this feature in a single-family detached ranch house with three bedrooms and two full bathrooms constructed on a slab-on-grade foundation in Fresno, California. One challenge during installation of the system was the attachment of the butyl flashing to the open framing. To solve this constructability issue, the team added a nailer to the base of the wall to properly attach and lap the flashing. In this strategy, R-7.5, 1.5-in.-thick extruded polystyrene was installed on the exterior of the slab for a modeled savings of 4,500 Btu/h on the heating load.

This short note is intended to review the foundations of mechanics, trying to present them with the greatest mathematical and conceptual clarity. It was attempted to remove most of inessential, even parasitic issues, which can hide the true nature of basic principles. The pursuit of that goal results in an improved understanding of some topics such as constrained systems, the nature of time or the relativistic forces. The Sr\\"odinger and Klein-Gordon equations appear as conditions fulfilled by certain types of classical solutions of the field equations although the meaning of quantum equations is not, even remotely, exhausted by these cases. A Foundation Theory of Quantum Mechanics

The nRules are empirical regularities that were discovered in macroscopic situations where the outcome is known. When they are projected theoretically into the microscopic domain they predict a novel ontology including the frequent collapse of an atomic wave function, thereby defining an nRule based foundation theory. Future experiments can potentially discriminate between this and other foundation theories of (non-relativistic) quantum mechanics. Important features of the nRules are: (1) they introduce probability through probability current rather than the Born rule, (2) they are valid independent of size (micro or macroscopic), (3) they apply to individual trials, not just to ensembles of trials. (4) they allow all observers to be continuously included in the system without ambiguity, (5) they account for the collapse of the wave function without introducing new or using old physical constants, and (6) in dense environments they provide a high frequency of stochastic localizations of quantum mechanical objects. Climate Change: The Physical Basis and Latest Results

The 2007 Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) concludes: "Warming in the climate system is unequivocal." Without the contribution of Physics to climate science over many decades, such a statement would not have been possible. Experimental physics enables us to read climate archives such as polar ice cores and so provides the context for the current changes. For example, today the concentration of CO2 in the atmosphere, the second most important greenhouse gas, is 28% higher than any time during the last 800,000 years. Classical fluid mechanics and numerical mathematics are the basis of climate models from which estimates of future climate change are obtained. But major instabilities and surprises in the Earth System are still unknown. These are also to be considered when the climatic consequences of proposals for geo-engineering are estimated. Only Physics will permit us to further improve our understanding in order to provide the foundation for policy decisions facing the global climate change challenge.

Improving Access to Foundational Energy Performance Data

Access to foundational energy performance data is key to improving the efficiency of the built environment. However, stakeholders often lack access to what they perceive as credible energy performance data. Therefore, even if a stakeholder determines that a product would increase efficiency, they often have difficulty convincing their management to move forward. Even when credible data do exist, such data are not always sufficient to support detailed energy performance analyses, or the development of robust business cases. One reason for this is that the data parameters that are provided are generally based on the respective industry norms. Thus, for mature industries with extensive testing standards, the data made available are often quite detailed. But for emerging technologies, or for industries with less well-developed testing standards, available data are generally insufficient to support robust analysis. However, even for mature technologies, there is no guarantee that the data being supplied are the same data needed to accurately evaluate a product?s energy performance. To address these challenges, the U.S. Department of Energy funded development of a free, publically accessible Web-based portal, the Technology Performance Exchange(TM), to facilitate the transparent identification, storage, and sharing of foundational energy performance data. The Technology Performance Exchange identifies the intrinsic, technology-specific parameters necessary for a user to perform a credible energy analysis and includes a robust database to store these data. End users can leverage stored data to evaluate the site-specific performance of various technologies, support financial analyses with greater confidence, and make better informed procurement decisions.

Geoengineering the Earth's Climate

Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

RELIABILITY BASED DESIGN OF FIXED FOUNDATION WIND TURBINES

Recent analysis of offshore wind turbine foundations using both applicable API and IEC standards show that the total load demand from wind and waves is greatest in wave driven storms. Further, analysis of overturning moment loads (OTM) reveal that impact forces exerted by breaking waves are the largest contributor to OTM in big storms at wind speeds above the operating range of 25 m/s. Currently, no codes or standards for offshore wind power generators have been adopted by the Bureau of Ocean Energy Management Regulation and Enforcement (BOEMRE) for use on the Outer Continental Shelf (OCS). Current design methods based on allowable stress design (ASD) incorporate the uncertainty in the variation of loads transferred to the foundation and geotechnical capacity of the soil and rock to support the loads is incorporated into a factor of safety. Sources of uncertainty include spatial and temporal variation of engineering properties, reliability of property measurements applicability and sufficiency of sampling and testing methods, modeling errors, and variability of estimated load predictions. In ASD these sources of variability are generally given qualitative rather than quantitative consideration. The IEC 61400‐3 design standard for offshore wind turbines is based on ASD methods. Load and resistance factor design (LRFD) methods are being increasingly used in the design of structures. Uncertainties such as those listed above can be included quantitatively into the LRFD process. In LRFD load factors and resistance factors are statistically based. This type of analysis recognizes that there is always some probability of failure and enables the probability of failure to be quantified. This paper presents an integrated approach consisting of field observations and numerical simulation to establish the distribution of loads from breaking waves to support the LRFD of fixed offshore foundations.

A Novel Radiation to Test Foundations of Quantum Mechanics

We point out that a new mechanism for radiation should exist if the Bohm theory of quantum mechanics is taken seriously. By traversing a quantum potential, an electron will necessarily be accelerated and radiate. For an illustration, we show that in the double-slit experiment this radiation yields a characteristic spectrum and a distinct pattern on the screen that is complementary to the pattern of the electrons. Experimentally, either the existence or the nonexistence of such a radiation would have important implications for the foundations of quantum mechanics.

The 140-page published proceedings of the workshop include individual articles and PowerPoint slides for all workshop presentations. The proceedings also contain pertinent background information on the China-US Joint Research Center, partnering organizations, and workshop goals and objectives. Overall, the workshop increased the understanding of the impacts of climate change on energy use and renewable energy production as well as the complex relationships among land use, energy production, and ecological restoration. The workshop served as an international platform for scientists and students of different research backgrounds to develop a unified perspective on energy and climate relationships. Such understanding will benefit future cooperation between China and the US in mitigating global climate change. The workshops agenda, which is highly interdisciplinary, explored many potential opportunities for international collaboration in ecosystem management, climate modeling, greenhouse gas emissions, and bioenergy sustainability. International research groups have been suggested in the areas of genomes and biotechnology of energy plants, sustainable management of soil and water resources, carbon sequestration, and microbial processes for ecological cycles. The project has attracted considerable attention from institutes beyond the China-US Joint Research Center partners, and several of them (such as Institute of Qing-Tibet Plateau Research, Institute of Soil and Water Conservation, Institute of Applied Ecology, CAS) have expressed interest in joining the partnership. In addition, the workshop played a significant role in facilitating establishment of private-public partnerships between government and private bioenergy companies (such as L.R. Shugarts and Associates, Inc.), including seed providers (Blade Energy Crops, Thousand Oaks, CA), pilot demonstration projects at coal-producing cities (e.g., Huaibei, Anhui province, China), and the development of methodology for assessment of the sustainable production of biofuels (such as life-cycle analysis, sustainability metrics, and land-use policy). Establishment of two US-China scientific research networks in the area of bioenergy and environmental science is a significant result of the workshop.

Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}. The Program Summary describes projects funded by the Carbon Dioxide Research Program during FY 1990 and gives a brief overview of objectives, organization, and accomplishments.

This paper addresses foundational issues related to quantum computing. The need for a universally valid theory such as quantum mechanics to describe to some extent its own validation is noted. This includes quantum mechanical descriptions of systems that do theoretical calculations (i.e. quantum computers) and systems that perform experiments. Quantum robots interacting with an environment are a small first step in this direction. Quantum robots are described here as mobile quantum systems with on-board quantum computers that interact with environments. Included are discussions on the carrying out of tasks and the division of tasks into computation and action phases. Specific models based on quantum Turing machines are described. Differences and similarities between quantum robots plus environments and quantum computers are discussed.

We will analyze three representative operations: the FORTRAN 90 intrinsic SPREAD, the FORTRAN 90 intrinsic SUM and the parallel prefix operator SCAN. By formulating the operations as linear transformations, we hope to be able to apply linear algebraic techniques to reorder and to factor both these transformations and higher level user functions that call these primitives. Several applications of this technique will be discussed. Perhaps the most surprising was simple code that sped up the SPREAD intrinsic on the CM-200 by a factor of up to 6 and the SUM intrinsic by a factor of up to 20. This speedup had immediate and dramatic impact on many parallel programs. The SUM intrinsic was also sped up on the CM-5.

Foundation of Hydrodynamics for Systems with Strong Interactions

For a dense and strongly interacting system, such as a nucleus or a strongly-coupled quark-gluon plasma, the foundation of hydrodynamics can be better found in the quantum description of constituents moving in the strong mean fields generated by all other particles. Using the result that the Schroedinger equation and the Klein-Gordon equation can be written in hydrodynamical forms, we find that the probability currents of the many-body system in the mean-field description obey a hydrodynamical equation with stress tensors arising from many contributions: quantum effects, mean-field interactions, and thermal fluctuations. The influence of various contributions to the hydrodynamical motion is expected to vary with the temperature, as the quantum and mean-field stress tensors playing more important roles at low and moderate temperatures.

A Potential Foundation for Emergent Space-Time

We present a novel derivation of both the Minkowski metric and Lorentz transformations from the consistent quantification of a causally ordered set of events with respect to an embedded observer. Unlike past derivations, which have relied on assumptions such as the existence of a 4-dimensional manifold, symmetries of space-time, or the constant speed of light, we demonstrate that these now familiar mathematics can be derived as the unique means to consistently quantify a network of events. This suggests that space-time need not be physical, but instead the mathematics of space and time emerges as the unique way in which an observer can consistently quantify events and their relationships to one another. The result is a potential foundation for emergent space-time.

Conservation of information and the foundations of quantum mechanics

We review a recent approach to the foundations of quantum mechanics inspired by quantum information theory. The approach is based on a general framework, which allows one to address a large class of physical theories which share basic information-theoretic features. We first illustrate two very primitive features, expressed by the axioms of causality and purity-preservation, which are satisfied by both classical and quantum theory. We then discuss the axiom of purification, which expresses a strong version of the Conservation of Information and captures the core of a vast number of protocols in quantum information. Purification is a highly non-classical feature and leads directly to the emergence of entanglement at the purely conceptual level, without any reference to the superposition principle. Supplemented by a few additional requirements, satisfied by classical and quantum theory, it provides a complete axiomatic characterization of quantum theory for finite dimensional systems.

Extending dualities to trialities deepens the foundations of dynamics

Dualities are often supposed to be foundational, but they may come into conflict with background independence, because a hidden fixed structures is needed to define the duality transformation. This conflict can be eliminated by extending a duality to a triality. This renders that fixed structure dynamical, while unifying it with the dual variables. To illustrate this, we study matrix models with a cubic action, and show how breaking its natural triality symmetry by imposing different compactifications yields particle mechanics, string theory and Chern-Simons theory. These result from compactifying, respectively, one, two and three dimensions. This may explain the origin of Born's duality between position and momenta operators in quantum theory, as well as some of the the dualities of string theory.

Climate Change and National Security

Climate change is increasingly recognized as having national security implications, which has prompted dialogue between the climate change and national security communities with resultant advantages and differences. Climate change research has proven useful to the national security community sponsors in several ways. It has opened security discussions to consider climate as well as political factors in studies of the future. It has encouraged factoring in the stresses placed on societies by climate changes (of any kind) to help assess the potential for state stability. And it has shown that, changes such as increased heat, more intense storms, longer periods without rain, and earlier spring onset call for building climate resilience as part of building stability. For the climate change research community, studies from a national security point of view have revealed research lacunae, for example, such as the lack of usable migration studies. This has also pushed the research community to consider second- and third-order impacts of climate change, such as migration and state stability, which broadens discussion of future impacts beyond temperature increases, severe storms, and sea level rise; and affirms the importance of governance in responding to these changes. The increasing emphasis in climate change science toward research in vulnerability, resilience, and adaptation also frames what the intelligence and defense communities need to know, including where there are dependencies and weaknesses that may allow climate change impacts to result in security threats and where social and economic interventions can prevent climate change impacts and other stressors from resulting in social and political instability or collapse.
