    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at the Porter Street City Park, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines

    The Richardson Flat Tailings, an Update 7 site proposed for the National Priorities List, is located 3.5 miles northeast of Park City, Summit County, Utah. From 1975 to 1981, the 160-acre site was used for disposing mine tailing wastes from the Keetly Ontario Mine and other mines owned by United Park City Mines. Currently no tailings are dumped at the site; however, soil from the site is being excavated and used to cover the tailings piles. Several metal contaminants, including arsenic, cadmium, chromium, lead, and zinc, have been detected in on-site and off-site areas. Contaminants may migrate from the site to off-site areas through surface water, groundwater, and airborne-associated pathways. Human exposure to site contaminants may occur through the ingestion of contaminated groundwater, food-chain entities, and soil; through dermal contact with contaminants; and through the inhalation of airborne dusts. The site is considered to be of potential public health concern because of the high levels of on-site contaminants.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Peru Mill Industrial Park site in the City of Deming, New Mexico, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    Dealing with complex environmental issues frequently inhibits redevelopment of industrial sites in urban settings. In 1993, the City of Chicago (City) Department of Planning and Development, Department of Buildings, and Mayor`s Office joined the Department of Environment to investigate reuse of former industrial/commercial properties (brownfields) suspected of environmental or industrial contamination. The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    The four phases of ongoing work at SERI that examines many unresolved questions regarding the purpose, solar applicability, economics, and energy modeling of industral parks are presented. The first phase involved site visits to approximately 300 parks in 12 major metropolitan areas of 9 states. Phase 2 entails an analysis of four parks selected from those parks surveyed. Phase 3 narrows the focus to two parks to be examined for detailed technical and engineering analysis. Phase 4 incorporates all of the work of the earlier phases with economic criteria to produce an energy allocation model describing energy delivery and consumption within the park.

    Kazunari Domen, Chemical System Engineering Professor at the University of Tokyo, was the second speaker in the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

The islands comprise 249,353 acres (100,910 hectares) of land and ocean that teems with terrestrial and marine life. The National Park Service (NPS) protects the pristine resources at Channel Islands National Park by conserving, recycling, using alternative fuel vehicles, applying renewable energy, and using resources wisely. It also seeks to replace conventional fuels with renewable energy wherever possible. This applies especially to diesel fuel and petroleum, which must be shipped in from the mainland to generate electricity.

    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    A parking and routing information system (PARIS) is being designed and deployed at a test site on the Mountain Home Veterans Administration campus in Johnson City, Tennessee using three sensor technologies. The purpose of the PARIS project is to demonstrate innovative integration of vehicle sensing technologies with parking management strategies to improve mobility and relieve congestion associated with a growing medical/technology complex. This technical memorandum presents the four individual evaluation test plans, System Performance Individual Evaluation Test Plan, User Acceptance Individual Evaluation Test Plan, Institutional and Business Issues Individual Evaluation Test Plan, and Transportation Systems Individual Evaluation Test Plan, which were developed to support ORNL`s responsibilities and functions during the four studies. The plans define the level of effort required to satisfy the data collection, processing, and analysis requirements for the assessment of the system performance, user acceptance, institutional and business issues, and transportation systems components of the PARIS phase 1 evaluation. Each plan is divided into three subsections: executive summary, detailed study design, and study management.

    Lake Powell is part of Utah's Glen Canyon National Recreation Area. The Dangling Rope Marina operates by using diesel generators to supply power. They use 65,000 gallons of diesel fuel per year that has to be barged in over Lake Powell. The potential for environmental damage to the marina in the event of a fuel spill is significant, and the cost to the National Park Service (NPS) for transporting each fuel delivery is considerable. Consequently, the installation of a photovoltaic (PV) system presented many advantages.

    Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

    Obstacles currently facing the solid waste recycling industry are often related to lack of public and investor confidence, issues of profitability and liability, and insufficient consumer identification with products made from recycled materials. Resolution of these issues may not be possible without major changes in the way the solid waste recycling business is structured. One potential solution takes the form of the secondary resource utilization park. The premise is simple: Provide a strategically located facility where a broad range of secondary resources are separated, refined or converted, and made into new products on the site. The secondary material resources would come from municipal solid waste, demolition waste, landscape trimmings, used tires, scrap metal, agricultural waste, food processing waste, and other non-hazardous forms. The park would consist of separation and conversion facilities, research and product standards laboratories, and industries that convert the materials into products and fuels. Energy conversion systems using some waste streams as fuel could be located at the park to supplement energy demands of the industrial operations. The strategic co-location of the resource providers and user industries would also minimize transportation costs and could provide a test case for an industrial ecology'' approach to sustainable economic development.
