    Enterprise level logistics and prognostics and health management (PHM) modeling efforts use reliability focused failure distributions to characterize the probability of failure over the lifetime of a component. This research characterized the Sandia National Laboratories developed combined lifecycle (CMBL) distribution and explored methods for updating this distribution as systems age and new failure data becomes available. The initial results obtained in applying a Bayesian sequential updating methodology to the CMBL distribution shows promise. This research also resulted in the development of a closed-form full life cycle (CFLC) distribution similar to the CMBL distribution but with slightly different, yet commonly recognized, input parameters. Further research is warranted to provide additional theoretical validation of the distributions, complete the updating methods for the CMBL distribution, evaluate a Bayesian updating methodology for the CFLC distribution, and determine which updating methods would be most appropriate for enterprise level logistics and PHM modeling.

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.

    The purpose of this Environmental Assessment (EA) is to update the ``Test Area North Pool Stabilization Project`` EA (DOE/EA-1050) and finding of no significant impact (FONSI) issued May 6, 1996. This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped form the Ea/FONSI issued May 6, 1996. The origin and nature of the TMI core debris and the proposed drying process are described and analyzed in detail in this EA. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

    To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for each data category. The first file contains the grid and is in the SHP file format (shape file.) Each populated grid cell represents a 10k area within which data is known to exist. The second file is a CSV (comma separated value) file that contains all of the individual layers that intersected with the grid. This CSV can be joined with the map to retrieve a list of datasets that are available at any given site. The attributes in the CSV include: 1. grid_id : The id of the grid cell that the data intersects with 2. title: This represents the name of the WFS service that intersected with this grid cell 3. abstract: This represents the description of the WFS service that intersected with this grid cell 4. gap_type: This represents the category of data availability that these data fall within. As the current processing is pulling data from NGDS, this category universally represents data that are available in the NGDS and are ready for acquisition for analytic purposes. 5. proprietary_type: Whether the data are considered proprietary 6. service_type: The type of service 7. base_url: The service URL

    We revisit the mechanism of neutrinoless double beta (NLDBD) decay mediated by the exchange with the heavy Majorana neutrino N of arbitrary mass mN, slightly mixed with the electron neutrino. By assuming the dominance of this mechanism we update the well known NLDBD-decay exclusion plot in the mass-mixing angle plane taking into account recent progress in calculation of nuclear matrix elements within quasiparticle random phase approximation and improved experimental bounds on the NLDBD-decay half-life of Ge-76 and Xe-136. We also consider the known formula approximating the mN dependence of the NLDBD-decay nuclear matrix element in a simple explicit form. We analyze its accuracy and specify the corresponding parameters allowing one to easily calculate the NLDBD-decay half-life for arbitrary mN for all the experimentally interesting isotopes without resorting to real nuclear structure calculations.

    The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

    We update cosmological bound on axion model. The contribution from the anharmonic effect and the newly introduced initial overshoot correction are considered. We present an explicit formula for the axion relic density in terms of the QCD scale {lambda}{sub QCD}, the current quark masses m{sub q}'s and the Peccei-Quinn scale F{sub a}, including firstly introduced 1.85 factor which is from the initial overshoot.

    During the processing of used nuclear fuel, volatile radionuclides will be discharged to the atmosphere if no recovery processes are in place to limit their release. The volatile radionuclides of concern are 3H, 14C, 85Kr, and 129I. Methods are being developed, via adsorption and absorption unit operations, to capture these radionuclides. It is necessary to model these unit operations to aid in the evaluation of technologies and in the future development of an advanced used nuclear fuel processing plant. A collaboration between Fuel Cycle Research and Development Offgas Sigma Team member INL and a NEUP grant including ORNL, Syracuse University, and Georgia Institute of Technology has been formed to develop off gas models and support off gas research. Georgia Institute of Technology is developing fundamental level model to describe the equilibrium and kinetics of the adsorption process, which are to be integrated with OSPREY. This report discusses the progress made on expanding OSPREY to be multiple component and the integration of macroscale and microscale level models. Also included in this report is a brief OSPREY user guide.

The metallic glass is devitrified to convert the glass to a crystalline steel material having a nanocrystalline scale grain size. In yet another aspect, the invention encompasses another method of forming a steel. A first metallic glass steel substrate is provided, and a molten alloy is formed over the first metallic glass steel substrate to heat and devitrify at least some of the underlying metallic glass of the substrate.

The fits presented here include further kinematic constraints and estimates of additional correlations between the different form factor shape parameters. We use these form factors along with Standard Model determinations of Wilson coefficients to give Standard Model predictions for several observables [arXiv:1310.3887]. The modest improvements to the form factor fits lead to improved determinations of $F_L$, the fraction of longitudinally polarized vector mesons, but have little effect on most other observables.

    We explore the phenomenological implications on non-minimal flavor violating (NMFV) processes from squark flavor mixing within the Minimal Supersymmetric Standard Model. We work under the model-independent hypothesis of general flavor mixing in the squark sector, being parametrized by a complete set of dimensionless delta^AB_ij (A,B = L, R; i,j = u, c, t or d, s, b) parameters. The present upper bounds on the most relevant NMFV processes, together with the requirement of compatibility in the choice of the MSSM parameters with the recent LHC and g-2 data, lead to updated constraints on all squark flavor mixing parameters.

    The International Reactor Dosimetry File (IRDF)-2002 released in 2004 by the IAEA (see http://www-nds.iaea.org/irdf2002/) contains cross-section data and corresponding uncertainties for 66 dosimetry reactions. New cross-section evaluations have become available recently that re-define some of these dosimetry reactions including: (1) high-fidelity evaluation work undertaken by one of the authors (KIZ); (2) evaluations from the US ENDF/B-VII.0 and candidate evaluations from the US ENDF/B-VII.1 libraries that cover reactions within the International Evaluation of Neutron Cross-Section Standards; (3) European JEFF3.1 library; and (4) Japanese JENDL-4.0 library. Additional high-threshold reactions not included in IRDF-2002 (e.g., {sup 59C}o(n,3n) and {sup 209}Bi(n,3n)) have been also evaluated to characterize higher-energy neutron fields. Overall, 37 new evaluations of dosimetry reactions have been assessed and intercomparisons made with integral measurements in reference neutron fields to determine whether they should be adopted to update and improve IRDF-2002. Benchmark calculations performed for newly evaluated reactions using the ENDF/B-VII.0 {sup 235}U thermal fission and {sup 252}Cf spontaneous fission neutron spectra show that calculated integral cross sections exhibit improved agreement with evaluated experimental data when compared with the equivalent data from the IRDF-2002 library. Data inconsistencies or deficiencies of new evaluations have been identified for {sup 63}Cu(n,2n), {sup 60}Ni(n,p) {sup 60m+g}Co, {sup 55}Mn(n,{gamma}), and {sup 232}Th(n,f) reactions. Compared with IRDF-2002, the upper neutron energy boundary was formally increased from the actual maximum energy of typically 20 MeV up to 60 MeV by using the TENDL-2010 cross sections and covariance matrices. This extension would allow the updated IRDF library to be also used in fusion dosimetry applications. Uncertainties in the cross sections for all new evaluations are given in the form of relative covariance matrices. Newly evaluated excitation functions should be considered as suitable candidates in the preparation of an improved version of the IRDF that was planned to be released for testing in December 2011.     Quarterly highlights are: (1) The integration of Denovo and AMP was demonstrated in an AMP simulation of the thermo-mechanics of a complete fuel assembly; (2) Bison was enhanced with a mechanistic fuel cracking model; (3) Mechanistic algorithms were incorporated into various lower-length-scale models to represent fission gases and dislocations in UO2 fuels; (4) Marmot was improved to allow faster testing of mesoscale models using larger problem domains; (5) Component models of reactor piping were developed for use in Relap-7; (6) The mesh generator of Proteus was updated to accept a mesh specification from Moose and equations were formulated for the intermediate-fidelity Proteus-2D1D module; (7) A new pressure solver was implemented in Nek5000 and demonstrated to work 2.5 times faster than the previous solver; (8) Work continued on volume-holdup models for two fuel reprocessing operations: voloxidation and dissolution; (9) Progress was made on a pyroprocessing model and the characterization of pyroprocessing emission signatures; (10) A new 1D groundwater waste transport code was delivered to the used fuel disposition (UFD) campaign; (11) Efforts on waste form modeling included empirical simulation of sodium-borosilicate glass compositions; (12) The Waste team developed three prototypes for modeling hydride reorientation in fuel cladding during very long-term fuel storage; (13) A benchmark demonstration problem (fission gas bubble growth) was modeled to evaluate the capabilities of different meso-scale numerical methods; (14) Work continued on a hierarchical up-scaling framework to model structural materials by directly coupling dislocation dynamics and crystal plasticity; (15) New 'importance sampling' methods were developed and demonstrated to reduce the computational cost of rare-event inference; (16) The survey and evaluation of existing data and knowledge bases was updated for NE-KAMS; (17) The NEAMS Early User Program was launched; (18) The Nuclear Regulatory Commission (NRC) Office of Regulatory Research was introduced to the NEAMS program; (19) The NEAMS overall software quality assurance plan (SQAP) was revised to version 1.5; and (20) Work continued on NiCE and its plug-ins and other utilities, such as Cubit and VisIt.

    We review the present status of three-flavour neutrino oscillations, taking into account the latest available neutrino oscillation data presented at the Neutrino 2008 Conference. This includes the data released this summer by the MINOS collaboration, the data of the neutral current counter phase of the SNO solar neutrino experiment, as well as the latest KamLAND and Borexino data. We give the updated determinations of the leading 'solar' and 'atmospheric' oscillation parameters. We find from global data that the mixing angle $\\theta_{13}$ is consistent with zero within $0.9\\sigma$ and we derive an upper bound of $\\sin^2\\theta_{13} < 0.035 (0.056)$ at 90% CL (3$\\sigma$).

    The Sellafield site in North West England has over 240 active facilities covering the full nuclear cycle from fuel manufacture through generation, reprocessing and waste treatment. The Sellafield decommissioning programme was formally initiated in the mid 1980s though several plants had been decommissioned prior to this primarily to create space for other plants. Since the initiation of the programme 7 plants have been completely decommissioned, significant progress has been made in a further 16 and a total of 56 major project phases have been completed. This programme update will explain the decommissioning arrangements and strategies and illustrate the progress made on a number of the plants including the Windscale Pile Chimneys, the first reprocessing plan and plutonium plants. These present a range of different challenges and requiring approaches from fully hands on to fully remote. Some of the key lessons learned will be highlighted.

    ABsorption SIMulation, ABSIM, was developed for the simulation of absorption systems by The Oak Ridge National Laboratory during 1980s and 1990s. ABSIM provides a platform for users to investigate various cycle configurations and working fluids, to calculate their operating parameters, to predict their performance, and to compare them with each other on a uniform basis. ABSIM is indeed a very useful and accurate tool for researchers to investigate various absorption systems. However, it has not been well maintained: it is incompatible with recent operating systems; the interface needs improved user-friendliness, and the system needs better parameter setting and debugging tools to help achieve convergence. Therefore, it is highly needed to update and improve ABSIM. The paper presents recent efforts to improve ABSIM s compatibility with current operating systems, user interface, and analysis capabilities. The paper details the features and functions of the newly updated ABSIM software. The new ABSIM still uses the previously validated calculation engine of the old ABSIM. The new graphic user interfaces (GUI) were developed in Qt, which is an open source license GUI software based on C++. XML was used as the database for data storage in the new ABSIM. The new ABSIM has been designed to be easily learned and used. It has enhanced editing and construction functions, plus enhanced analysis features including parametric tables, plotting, property plots, and master panels for debugging. A single effect water/LiBr absorption system is used as a case study in this paper to illustrate the features, capabilities, and functions of the new ABSIM. This case study was actually an example system available in the old ABSIM. The new version of ABSIM will be continuously developed to include additional subroutines for the components in liquid desiccant systems. The new ABSIM will be available to public for free. The ultimate goal of the new ABSIM is to allow it to become a simulation platform for both absorption heat pump and liquid desiccant systems.

    We update our estimate of the cross section for Higgs production in gluon fusion at next-to-next-to-next-to-leading order (N$^3$LO) in $\\alpha_s$ in view of the recent full computation of the result in the soft limit for infinite top mass, which determines a previously unknown constant. We briefly discuss the phenomenological implications. Results are available through the updated version of the ggHiggs code.

    The Department of Energy's Geothermal Program serves two broad purposes: (1) to assist industry in overcoming near-term barriers by conducting cost-shared research and field verification that allows geothermal energy to compete in today's aggressive energy markets; and (2) to undertake fundamental research with potentially large economic payoffs. The four categories of work used to distinguish the research activities of the Geothermal Program during FY 2000 reflect the main components of real-world geothermal projects. These categories form the main sections of the project descriptions in this Research Update. Exploration Technology research focuses on developing instruments and techniques to discover hidden hydrothermal systems and to explore the deep portions of known systems. Research in geophysical and geochemical methods is expected to yield increased knowledge of hidden geothermal systems. Reservoir Technology research combines laboratory and analytical investigations with equipment development and field testing to establish practical tools for resource development and management for both hydrothermal reservoirs and enhanced geothermal systems. Research in various reservoir analysis techniques is generating a wide range of information that facilitates development of improved reservoir management tools. Drilling Technology focuses on developing improved, economic drilling and completion technology for geothermal wells. Ongoing research to avert lost circulation episodes in geothermal drilling is yielding positive results. Conversion Technology research focuses on reducing costs and improving binary conversion cycle efficiency, to permit greater use of the more abundant moderate-temperature geothermal resource, and on the development of materials that will improve the operating characteristics of many types of geothermal energy equipment. Increased output and improved performance of binary cycles will result from investigations in heat cycle research.

    This paper documents the approach used to update the U.S. geothermal supply curve. The analysis undertaken in this study estimates the supply of electricity generation potential from geothermal resources in the United States and the levelized cost of electricity (LCOE), capital costs, and operating and maintenance costs associated with developing these geothermal resources. Supply curves were developed for four categories of geothermal resources: identified hydrothermal (6.4 GWe), undiscovered hydrothermal (30.0 GWe), near-hydrothermal field enhanced geothermal systems (EGS) (7.0 GWe) and deep EGS (15,900 GWe). Two cases were considered: a base case and a target case. Supply curves were generated for each of the four geothermal resource categories for both cases. For both cases, hydrothermal resources dominate the lower cost range of the combined geothermal supply curve. The supply curves indicate that the reservoir performance improvements assumed in the target case could significantly lower EGS costs and greatly increase EGS deployment over the base case.

This report updates previous estimates of the costs of oil dependence to the U.S. economy and introduces several methodological enhancements. Estimates of the costs to the U.S. economy of the oil market upheavals of the last 30 years are in the vicinity of $7 trillion, present value 1998 dollars, about as large as the sum total of payments on the national debt over the same period. Simply adding up historical costs in 1998 dollars without converting to present value results in a Base Case cost estimate of $3.4 trillion. Sensitivity analysis indicates that cost estimates are sensitive to key parameters. A lower bound estimate of $1.7 trillion and an upper bound of $7.1 trillion (not present value) indicate that the costs of oil dependence have been large under almost any plausible set of assumptions. These cost estimates do not include military, strategic or political costs associated with U.S. and world dependence on oil imports.

    Solar photovoltaics (PV) is the dominant type of distributed generation (DG) technology interconnected to electric distribution systems in the United States, and deployment of PV systems continues to increase rapidly. Considering the rapid growth and widespread deployment of PV systems in United States electric distribution grids, it is important that interconnection procedures be as streamlined as possible to avoid unnecessary interconnection studies, costs, and delays. Because many PV interconnection applications involve high penetration scenarios, the process needs to allow for a sufficiently rigorous technical evaluation to identify and address possible system impacts. Existing interconnection procedures are designed to balance the need for efficiency and technical rigor for all DG. However, there is an implicit expectation that those procedures will be updated over time in order to remain relevant with respect to evolving standards, technology, and practical experience. Modifications to interconnection screens and procedures must focus on maintaining or improving safety and reliability, as well as accurately allocating costs and improving expediency of the interconnection process. This paper evaluates the origins and usefulness of the capacity penetration screen, offers potential short-term solutions which could effectively allow fast-track interconnection to many PV system applications, and considers longer-term solutions for increasing PV deployment levels in a safe and reliable manner while reducing or eliminating the emphasis on the penetration screen.

  10. An updated dose assessment for Rongelap Island

    We have updated the radiological dose assessment for Rongelap Island at Rongelap Atoll using data generated from field trips to the atoll during 1986 through 1993. The data base used for this dose assessment is ten fold greater than that available for the 1982 assessment. Details of each data base are presented along with details about the methods used to calculate the dose from each exposure pathway. The doses are calculated for a resettlement date of January 1, 1995. The maximum annual effective dose is 0.26 mSv y{sup {minus}1} (26 mrem y{sup {minus}1}). The estimated 30-, 50-, and 70-y integral effective doses are 0.0059 Sv (0.59 rem), 0.0082 Sv (0.82 rem), and 0.0097 Sv (0.97 rem), respectively. More than 95% of these estimated doses are due to 137-Cesium ({sup 137}Cs). About 1.5% of the estimated dose is contributed by 90-Strontium ({sup 90}Sr), and about the same amount each by 239+240-Plutonium ({sup 239+240}PU), and 241-Americium ({sup 241}Am).

  11. 2006 Update of Business Downtime Costs

    The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

    The 1994 National Academy of Sciences study and the 1997 assessment by DOE`s Office of Nonproliferation and National Security have emphasized the importance of the overall objectives of the Plutonium Disposition Program of beginning disposition rapidly. President Clinton and other leaders of the G-7 plus one (`Political Eight`) group of states, at the Moscow Nuclear Safety And Security Summit in April 1996, agreed on the objectives of accomplishing disposition of excess fissile material as soon as practicable. To meet these objectives, DOE has laid out an aggressive schedule in which large-scale immobilization operations would begin in 2005. Lawrence Livermore National Laboratory (LLNL), the lead laboratory for the development of Pu immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), was requested by MD to recommend the preferred immobilization form and technology for the disposition of excess weapons-usable Pu. In a series of three separate evaluations, the technologies for the candidate glass and ceramic forms were compared against criteria and metrics that reflect programmatic and technical objectives: (1) Evaluation of the R&D and engineering data for the two forms against the decision criteria/metrics by a technical evaluation panel comprising experts from within the immobilization program. (2) Integrated assessment by LLNL immobilization management of the candidate technologies with respect to the weighted criteria and other programmatic objectives, leading to a recommendation to DOE/MD on the preferred technology based on technical factors. (3) Assessment of the decision process, evaluation, and recommendation by a peer review panel of independent experts. Criteria used to assess the relative merits of the immobilization technologies were a subset of the criteria previously used by MD to choose among disposition options leading to the Programmatic Environmental Impact Statement and Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials, January 1997. Criteria were: (1) resistance to Pu theft, diversion, and recovery by a terrorist organization or rogue nation; (2) resistance to recovery and reuse by host nation; (3) technical viability, including technical maturity, development risk, and acceptability for repository disposal; (4) environmental, safety, and health factors; (5) cost effectiveness; and (6) timeliness. On the basis of the technical evaluation and assessments, in September, 1997, LLNL recommended to DOE/MD that ceramic technologies be developed for deployment in the planned Pu immobilization plant.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    New data for the calculation of ionization and recombination rates have been published in the past few years, most of which are included in the CHIANTI database. We used these data to calculate collisional ionization and recombination rates for the non-Maxwellian {kappa}-distributions with an enhanced number of particles in the high-energy tail, which have been detected in the solar transition region and the solar wind. Ionization equilibria for elements H to Zn are derived. The {kappa}-distributions significantly influence both the ionization and recombination rates and widen the ion abundance peaks. In comparison with the Maxwellian distribution, the ion abundance peaks can also be shifted to lower or higher temperatures. The updated ionization equilibrium calculations result in large changes for several ions, notably Fe VIII-Fe XIV. The results are supplied in electronic form compatible with the CHIANTI database.

    The mystery of why sulfur compounds could never be balanced from analyses of the product streams of NGL fractionation towers was solved by analyzing the data collected during testing completed by GPA Technical Section A in November and December of 1993 at Texaco`s Eunice, New Mexico fractionation plant. Decomposition of dimethyl disulfide (DMDS) to form methyl mercaptan within the towers is the cause of the sulfur balance discrepancies explained in the paper. The results of testing were reported to the 1994 convention, but at the time, a few weeks after completion of testing, the chemistry was not understood, i.e., what is the source of the hydrogen required to complete the formation of methyl mercaptan. This paper is an update of the previous paper and it includes the DMDS decomposition chemistry. It is essentially the body of a report completed in early 1995, excluding the Appendix of data. The 66-page Appendix may be obtained from the GPA, Tulsa.
