    The factors governing the formation of flyash surfaces during and following coal combustion are reviewed. The competing chemical and physical processes during the evolution of inorganic material in coal during combustion into flyash are described with respect to various surface segregation processes. Two mechanisms leading to surface enrichment are volatilization-condensation processes and diffusion processes within individual flyash particles. The experimental evidence for each of these processes is reviewed. It is shown that the volatilization-condensation process is the major factor leading to trace element enrichment in smaller flyash particles. Evidence also exists from surface analyses of flyash and representative mineral matter that diffusion processes may lead to surface enrichment of elements not volatilized or cause transport of surface-condensed elements into the flyash matrix. The semiquantitative determination of the relative importance of these two processes can be determined by comparison of concentration versus particle size profiles with surface-depth profiles obtained using surface analysis techniques. A brief description of organic transformations on flyash surfaces is also presented. The various surface analytical techniques are reviewed and the relatively new technique of Static-Secondary Ion Mass Spectroscopy is suggested as having significant advantages in studies of surfaces and diffusion processes in model systems. Several recommendations are made for research relevant to flyash formation and processes occurring on flyash surfaces.

    This report summarizes experimental and theoretical work performed at Sandia's Combustion Research Facility over the past eight years on the fate of inorganic material during coal combustion. This work has been done under four broad categories: coal characterization, fly ash formation, ash deposition, and deposit property development. The objective was to provide sufficient understanding of these four areas to be able to predict coal behavior in current and advanced conversion systems. This work has led to new characterization techniques for fuels that provide, for the first time, systematic and species specific information regarding the inorganic material. The transformations of inorganic material during combustion can be described in terms of the net effects of the transformations of these individual species. Deposit formation mechanisms provide a framework for predicting deposition rates for abroad range of particle sizes. Predictions based on these rates many times are quite accurate although there are important exceptions. A rigorous framework for evaluating deposit has been established. Substantial data have been obtained with which to exercise this framework, but this portion of the work is less mature than is any other. Accurate prediction of deposit properties as functions of fuel properties, boiler design, and boiler operating conditions represents the single most critical area where additional research is needed.

    Measurements have been made on the chemical and physical properties of two oil shales designated as reference oil shales by the Department of Energy. One oil shale is a Green River Formation, Parachute Creek Member, Mahogany Zone Colorado oil shale from the Exxon Colony mine and the other is a Clegg Creek Member, New Albany shale from Kentucky. Material balance Fischer assays, carbon aromaticities, thermal properties, and bulk mineralogic properties have been determined for the oil shales. Kerogen concentrates were prepared from both shales. The measured properties of the reference shales are comparable to results obtained from previous studies on similar shales. The western reference shale has a low carbon aromaticity, high Fischer assay conversion to oil, and a dominant carbonate mineralogy. The eastern reference shale has a high carbon aromaticity, low Fischer assay conversion to oil, and a dominant silicate mineralogy. Chemical and physical properties, including ASTM distillations, have been determined for shale oils produced from the reference shales. The distillation data were used in conjunction with API correlations to calculate a large number of shale oil properties that are required for computer models such as ASPEN. There was poor agreement between measured and calculated molecular weights for the total shale oil produced from each shale. However, measured and calculated molecular weights agreed reasonably well for true boiling point distillate fractions in the temperature range of 204 to 399/sup 0/C (400 to 750/sup 0/F). Similarly, measured and calculated viscosities of the total shale oils were in disagreement, whereas good agreement was obtained on distillate fractions for a boiling range up to 315/sup 0/C (600/sup 0/F). Thermal and dielectric properties were determined for the shales and shale oils.     Brookhaven National Laboratory has for many years conducted examinations related to the failures of nuclear materials and components. These examinations included the confirmation of root cause analyses, the determination of the causes of failure, identification of the species that accelerate corrosion, and comparison of the results of nondestructive examinations with those obtained by destructive examination. The results of those examinations, which had previously appeared in various formats (formal and informal reports, journal articles, etc.), have been collected together and summarized in the present report. The report is divided into sections according to the general subject matter (for example, corrosion, fatigue, etc.). Each section presents summaries of the information contained in specific reports and publications, all of which are fully identified as to title, authors, report number or journal reference, date of publication, and FIN number under which the work was performed.

The voltage output of the platinum layer, which serves as a redox electrode, and that of the reference electrode are coupled by a capacitor or a set of capacitors and the coupled output transmitted to a standard laboratory potentiostat.     A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    The Technical Measurements Center has prepared uranium mill tailings reference materials for use by remedial action contractors and cognizant federal and state agencies. Four materials were prepared with varying concentrations of radionuclides, using three tailings materials and a river-bottom soil diluent. All materials were ground, dried, and blended thoroughly to ensure homogeneity. The analyses on which the recommended values for nuclides in the reference materials are based were performed, using independent methods, by the UNC Geotech (UNC) Chemistry Laboratory, Grand Junction, Colorado, and by C.W. Sill (Sill), Idaho National Engineering Laboratory, Idaho Falls, Idaho. Several statistical tests were performed on the analytical data to characterize the reference materials. Results of these tests reveal that the four reference materials are homogeneous and that no large systematic bias exists between the analytical methods used by Sill and those used by TMC. The average values for radionuclides of the two data sets, representing an unbiased estimate, were used as the recommended values for concentrations of nuclides in the reference materials. The recommended concentrations of radionuclides in the four reference materials are provided. Use of these reference materials will aid in providing uniform standardization among measurements made by remedial action contractors. 11 refs., 9 tabs.

    The US Department of Energy Office of Nuclear and Facility Safety provides nuclear safety policy, independent technical evaluation, and technical support. A summary of these activities is provided in this report. These include: (1) changing the mission of the former production facilities to storage and waste management; (2) stabilizing nuclear materials not recycled due to production cessation or interruptions; (3) reformulating the authorization basis for existing facilities to convert to a standards based approach for operations consistent with modern expectations; and (4) implementing a modern regulatory framework for nuclear facilities. Enforcement of the Price-Anderson Amendments Act is also reported.

    Radium-226 reference materials having a matrix similar to soil or tailings samples are not available in sufficient quantity for use by remedial-action contractors to calibrate their laboratory gamma-ray spectrometers. Such reference materials are needed to provide uniform standardization among measurements made by remedial-action contractors. A task, therefore, was undertaken to prepare about 200 pounds each of three different concentrations of radium-226 reference materials by diluting tailings with high-purity silica. Target values for radium-226 content were 50, 15, and 5 pCi/g. The radium-226 content of the reference materials was measured by C.W. Sill of EG and G Idaho, Inc., Idaho Falls, using a high- resolution alpha spectrometry technique standardized with National Bureau of Standards (NBS) standard 4961. A summary of this technique is provided in Appendix A of this report. An independent measurement of the radium-226 content was conducted by Bendix Field Engineering Corporation (Bendix), Grand Junction, Colorado, using a high-resolution Ge(Li) detector, which was calibrated using the New Brunswick Laboratory (NBL) 100-A Series standards. The Ge(Li) detector has also been used to determine the radium-226 content in the calibration models at the Grand Junction facility; these models are used by remedial-action contractors for calibration of borehole logging gamma-ray probes. 8 references, 12 tables.

    The Department of Energy's Multiwell Experiment is a field laboratory in the Piceance Basin of Colorado which has two overall objectives: to characterize the low permeability gas reservoirs in the Mesaverde Formation and to develop technology for their production. Different depositional environments have created distinctly different reservoirs in the Mesaverde, and MWX has addressed each of these in turn. This report presents a comprehensive summary of results from the lowermost interval: the marine interval which lies between 7450 and 8250 ft at the MWX site. Separate sections of this report are background and summary; site description and operations; geology; log analysis; core analysis; in situ stress; well testing, analysis and reservoir evaluation; and a bibliography. Additional detailed data, results, and data file references are given on microfiche in several appendices.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    An alignment reference device provides a collimated laser beam that minimizes angular deviations therein. A laser beam source outputs the beam into a single mode optical fiber. The output end of the optical fiber acts as a source of radiant energy and is positioned at the focal point of a lens system where the focal point is positioned within the lens. The output beam reflects off a mirror back to the lens that produces a collimated beam.
