    This project will evaluate hypotheses concerning the resistance and resilience of aquatic ecosystems exposed to toxic chemicals. Our goals are to develop diagnostic criteria for ecosystem classification and to improve existing methods of ecological risk estimation. The development of models that predict ecosystem level effects requires quantifying the relationships between the underlying control structure of ecosystems (patterns of energy and material flux) and the contributions of thos structures to ecosystem resistance and resilience. We address these problems through an integration of manipulative experiments, multidimensional state space analysis, and ecosystem modeling. These studies will quantify the underlying rate structure in pond and stream systems (including, production, herbivory, nutrient uptake and recycling) and will measure changes in their structures in response to perturbations by toxicants.

    A Hamiltonian formalism is a procedure that allows to associate a dynamical system to a function and that includes classical Hamiltonian mechanics as a particular case. The present, expository paper gives a survey of the Hamiltonian formalism defined by an isotropic subbundle of TM+T*M, in particular, by a Dirac structure. We discuss reduction and geometric quantization of the Hamiltonian dynamical systems provided by this formalism.

    Formal methods have come into wide use because of their effectiveness in verifying %22safety and security%22 requirements of digital systems; a set of requirements for which testing is mostly ineffective. Formal methods are routinely used in the design and verification of high-consequence digital systems in industry. This report outlines our work in assessing the capabilities of commercial and open source formal tools and the ways in which they can be leveraged in digital design workflows.

    The operational formalism to quantum mechanics seeks to base the theory on a firm foundation of physically well-motivated axioms [1]. It has succeeded in deriving the Feynman rules [2] for general quantum systems. Additional elaborations have applied the same logic to the question of identical particles, confirming the so-called Symmetrization Postulate [3]: that the only two options available are fermions and bosons [4, 5]. However, this seems to run counter to results in two-dimensional systems, which allow for anyons, particles with statistics which interpolate between Fermi-Dirac and Bose-Einstein (see [6] for a review). In this talk we will show that the results in two dimensions can be made compatible with the operational results. That is, we will show that anyonic behavior is a result of the topology of the space in two dimensions [7], and does not depend on the particles being identical; but that nevertheless, if the particles are identical, the resulting system is still anyonic.

    The influence of the concept of weakly rigid almost-thermodynamic material schemes on the classical deformations is analyzed. The methods of the PPN approximation are considered. In this formalism, the equations that characterize the weak rigidity are expressed. As a consequence of that, an increase of two orders of magnitude in the strain rate tensor is obtained.

    Large-scale datasets in computational chemistry typically require distributed-memory parallel methods to perform a special operation known as tensor contraction. Tensors are multidimensional arrays, and a tensor contraction is akin to matrix multiplication with special types of permutations. Creating an efficient algorithm and optimized im- plementation in this domain is complex, tedious, and error-prone. To address this, we develop a notation to express data distributions so that we can apply use automated methods to find optimized implementations for tensor contractions. We consider the spin-adapted coupled cluster singles and doubles method from computational chemistry and use our methodology to produce an efficient implementation. Experiments per- formed on the IBM Blue Gene/Q and Cray XC30 demonstrate impact both improved performance and reduced memory consumption.

    The Department of Energy supports research in the geosciences in order to provide a sound foundation of fundamental knowledge in those areas of the geosciences that are germane to the DOE`s many missions. The Geosciences Research Program is supported by the Office of Energy Research. The participants in this program include DOE laboratories, academic institutions, and other governmental agencies. These activities are formalized by a contract or grant between the DOE and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geophysics, geochemistry, resource evaluation, solar-terrestrial interactions, and their subdivisions including earth dynamics, properties of earth materials, rock mechanics, underground imaging, rock-fluid interactions, continental scientific drilling, geochemical transport, solar-atmospheric physics, and modeling, with emphasis on the interdisciplinary areas.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    The US Department of Energy Office of Nuclear and Facility Safety provides nuclear safety policy, independent technical evaluation, and technical support. A summary of these activities is provided in this report. These include: (1) changing the mission of the former production facilities to storage and waste management; (2) stabilizing nuclear materials not recycled due to production cessation or interruptions; (3) reformulating the authorization basis for existing facilities to convert to a standards based approach for operations consistent with modern expectations; and (4) implementing a modern regulatory framework for nuclear facilities. Enforcement of the Price-Anderson Amendments Act is also reported.

    This report reviews toxicity data, identifies sources for them, and presents resulting exposure limits for refrigerants for consideration by qualified parties in developing safety guides, standards, codes, and regulations. It outlines a method to calculate an acute toxicity exposure limit (ATEL) and from it a recommended refrigerant concentration limit (RCL) for emergency exposures. The report focuses on acute toxicity with particular attention to lethality, cardiac sensitization, anesthetic and central nervous system effects, and other escape-impairing effects. It addresses R-11, R-12, R-22, R-23, R-113, R-114, R-116, R-123, R-124, R-125, R-134, R-134a, R-E134, R-141b, R-142b, R-143a, R-152a, R-218, R-227ea, R-236fa, R-245ca, R-245fa, R-290, R-500, R-502, R-600a, R-717, and R-744. It summarizes additional data for R-14, R-115, R-170 (ethane), R-C318, R-600 (n-butane), and R-1270 (propylene) to enable calculation of limits for blends incorporating them. The report summarizes the data a nd related safety information, including classifications and flammability data. It also presents a series of tables with proposed ATEL and RCL concentrations-in dimensionless form and the latter also in both metric (SI) and inch-pound (IP) units of measure-for both the cited refrigerants and 66 zerotropic and azeotropic blends. They include common refrigerants, such as R-404A, R-407C, R-410A, and R-507A, as well as others in commercial or developmental status. Appendices provide profiles for the cited single-compound refrigerants and for R-500 and R-502 as well as narrative toxicity summaries for common refrigerants. The report includes an extensive set of references.

    The Department of Energy supports research in the geosciences in order to provide a sound foundation of fundamental knowledge in those areas of the geosciences that are germane to the Department of Energy's many missions. The Division of Engineering and Geosciences, part of the Office of Basic Energy Sciences of the Office of Energy Research, supports the Geosciences Research Program. The participants in this program include Department of Energy laboratories, academic institutions, and other governmental agencies. These activities are formalized by a contract or grant between the Department of Energy and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geophysics, geochemistry, resource evaluation, solar-terrestrial interactions and their subdivisions including Earth dynamics, properties of Earth materials, rock mechanics, underground imaging, rock-fluid interactions, continental scientific drilling, geochemical transport, solar/atmospheric physics, and modeling, with emphasis on the interdisciplinary areas. All such research is related either directly or indirectly to the Department of Energy's long-range technological needs.

    This topical report contains technical information used to determine the accident consequences of releases of toxic chemical and gases for the Tank Farm Final Safety Analysis report (FSAR).It does not provide results for specific accident scenarios but does provide information for use in those calculations including chemicals to be considered, chemical concentrations, chemical limits and a method of summing the fractional contributions of each chemical. Tank farm composites evaluated were liquids and solids for double shell tanks, single shell tanks, all solids,all liquids, headspace gases, and 241-C-106 solids. Emergency response planning guidelines (ERPGs) were used as the limits.Where ERPGs were not available for the chemicals of interest, surrogate ERPGs were developed. Revision 2 includes updated sample data, an executive summary, and some editorial revisions.

    When threatened by automated attacks, critical systems that require human-controlled responses have difficulty making optimal responses and adapting protections in real- time and may therefore be overwhelmed. Consequently, experts have called for the development of automatic real-time reaction capabilities. However, a technical gap exists in the modeling and analysis of cyber conflicts to automatically understand the repercussions of responses. There is a need for modeling cyber assets that accounts for concurrent behavior, incomplete information, and payoff functions. Furthermore, we address this need by extending the Petri net formalism to allow real-time cyber conflicts to be modeled in a way that is expressive and concise. This formalism includes transitions controlled by players as well as firing rates attached to transitions. This allows us to model both player actions and factors that are beyond the control of players in real-time. We show that our formalism is able to represent situational aware- ness, concurrent actions, incomplete information and objective functions. These factors make it well-suited to modeling cyber conflicts in a way that allows for useful analysis. MITRE has compiled the Common Attack Pattern Enumera- tion and Classification (CAPEC), an extensive list of cyber attacks at various levels of abstraction. CAPEC includes factors such as attack prerequisites, possible countermeasures, and attack goals. These elements are vital to understanding cyber attacks and to generating the corresponding real-time responses. We demonstrate that the formalism can be used to extract precise models of cyber attacks from CAPEC. Several case studies show that our Petri net formalism is more expressive than other models, such as attack graphs, for modeling cyber conflicts and that it is amenable to exploring cyber strategies.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469).     Brookhaven National Laboratory has for many years conducted examinations related to the failures of nuclear materials and components. These examinations included the confirmation of root cause analyses, the determination of the causes of failure, identification of the species that accelerate corrosion, and comparison of the results of nondestructive examinations with those obtained by destructive examination. The results of those examinations, which had previously appeared in various formats (formal and informal reports, journal articles, etc.), have been collected together and summarized in the present report. The report is divided into sections according to the general subject matter (for example, corrosion, fatigue, etc.). However, few laboratory studies of coal ash toxicity are available; most studies reported in the literature are based solely on field investigations. In this paper, we describe a broad range of toxicity studies conducted for the Tennessee Valley Authority (TVA) Kingston ash spill, results of which help provide additional perspective on the toxicity of coal ash.

    Reproductive toxicants are a very important class of compounds. They present unique hazards to those of child bearing ages, perform their 'dirty work' using a wide variety of mechanisms on a number of different organs, and are regulatorily important. Because of all of this, properly identifying reproductive toxicants is important, but fraught with difficulty. In this paper we will describe types or reproductive toxicants, their importance, and both mistakes and good practices that people who are not experts in reproductive toxicology may use in their attempts to identify them. Additionally, this paper will focus on chemical reproductive toxicants and will not address biological agents that could affect reproductive toxicity although many principles outlined here could be applied to that endeavor.
