    Computers have come to play a major role in the processing of information vital to our national security. As we grow more dependent on computers, we also become more vulnerable to their misuse. Misuse may be accidental, or may occur deliberately for purposes of personal gain, espionage, terrorism, or revenge. While it is difficult to obtain exact statistics on computer misuse, clearly it is growing. It is also clear that insiders -- authorized system users -- are responsible for most of this increase. Unfortunately, their insider status gives them a greater potential for harm This paper takes an asset-based approach to the insider threat. We begin by characterizing the insider and the threat posed by variously motivated insiders. Next, we characterize the asset of concern: computerized information of strategic or economic value. We discuss four general ways in which computerized information is vulnerable to adversary action by the insider: disclosure, violation of integrity, denial of service, and unauthorized use of resources. We then look at three general remedies for these vulnerabilities. The first is formality of operations, such as training, personnel screening, and configuration management. The second is the institution of automated safeguards, such as single-use passwords, encryption, and biometric devices. The third is the development of automated systems that collect and analyze system and user data to look for signs of misuse.

The charter of this workshop was to establish a common taxonomy about resilience across all the levels in a computing system; discuss existing knowledge on resilience across the various hardware and software layers of an exascale system; and build on those results, examining potential solutions from both a hardware and software perspective and focusing on a combined approach. The workshop brought together participants with expertise in applications, system software, and hardware; they came from industry, government, and academia; and their interests ranged from theory to implementation. The combination allowed broad and comprehensive discussions and led to this document, which summarizes and builds on those discussions.

    We propose the use of non-equally spaced decoupling pulses for high-resolution selective addressing of nuclear spins by a quantum sensor. The analytical model of the basic operating principle is supplemented by detailed numerical studies that demonstrate the high degree of selectivity and the robustness against static and dynamic control field errors of this scheme. We exemplify our protocol with an NV center-based sensor to demonstrate that it enables the identification of individual nuclear spins that form part of a large spin ensemble.

    I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy.     A method of forming broad bandwidth acoustic or microwave beams which encompass array design, array excitation, source signal preprocessing, and received signal postprocessing. This technique uses several different methods to achieve improvement over conventional array systems. These methods are: 1) individually addressable array elements; 2) digital-to-analog converters for the source signals; 3) inverse filtering from source precompensation; and 4) spectral extrapolation to expand the bandwidth of the received signals. The components of the system will be used as follows: 1) The individually addressable array allows scanning around and over an object, such as a human breast, without any moving parts. The elements of the array are broad bandwidth elements and efficient radiators, as well as detectors. 2) Digital-to-analog converters as the source signal generators allow virtually any radiated field to be created in the half-space in front of the array. 3) Preprocessing allows for corrections in the system, most notably in the response of the individual elements and in the ability to increase contrast and resolution of signal propagating through the medium under investigation. 4) Postprocessing allows the received broad bandwidth signals to be expanded in a process similar to analytic continuation. Used together, the system allows for compensation to create beams of any desired shape, control the wave fields generated to correct for medium differences, and improve contract and resolution in and through the medium.

    Accurate estimates of the volumes of contaminated soils or sediments are critical to effective program planning and to successfully designing and implementing remedial actions. Unfortunately, data available to support the preremedial design are often sparse and insufficient for accurately estimating contaminated soil volumes, resulting in significant uncertainty associated with these volume estimates. The uncertainty in the soil volume estimates significantly contributes to the uncertainty in the overall project cost estimates, especially since excavation and off-site disposal are the primary cost items in soil remedial action projects. The Army Corps of Engineers Buffalo District's experience has been that historical contaminated soil volume estimates developed under the Formerly Utilized Sites Remedial Action Program (FUSRAP) often underestimated the actual volume of subsurface contaminated soils requiring excavation during the course of a remedial activity. In response, the Buffalo District has adopted a variety of programmatic methods for addressing contaminated volume uncertainties. These include developing final status survey protocols prior to remedial design, explicitly estimating the uncertainty associated with volume estimates, investing in predesign data collection to reduce volume uncertainties, and incorporating dynamic work strategies and real-time analytics in predesign characterization and remediation activities. This paper describes some of these experiences in greater detail, drawing from the knowledge gained at Ashland1, Ashland2, Linde, and Rattlesnake Creek. In the case of Rattlesnake Creek, these approaches provided the Buffalo District with an accurate predesign contaminated volume estimate and resulted in one of the first successful FUSRAP fixed-price remediation contracts for the Buffalo District.

The uncertainty in the soil volume estimates significantly contributes to the uncertainty in the overall project cost estimates, especially since excavation and off-site disposal are the primary cost items in soil remedial action projects. The U.S. Army Corps of Engineers Buffalo District's experience has been that historical contaminated soil volume estimates developed under the Formerly Utilized Sites Remedial Action Program (FUSRAP) often underestimated the actual volume of subsurface contaminated soils requiring excavation during the course of a remedial activity. In response, the Buffalo District has adopted a variety of programmatic methods for addressing contaminated volume uncertainties. These include developing final status survey protocols prior to remedial design, explicitly estimating the uncertainty associated with volume estimates, investing in pre-design data collection to reduce volume uncertainties, and incorporating dynamic work strategies and real-time analytics in pre-design characterization and remediation activities. This paper describes some of these experiences in greater detail, drawing from the knowledge gained at Ashland 1, Ashland 2, Linde, and Rattlesnake Creek. In the case of Rattlesnake Creek, these approaches provided the Buffalo District with an accurate pre-design contaminated volume estimate and resulted in one of the first successful FUSRAP fixed-price remediation contracts for the Buffalo District.     This report describes the work performed to develop and test a new switching system and communications network that is useful for economically switching lighting circuits in existing commercial buildings. The first section of the report provides the general background of the IBECS (Integrated Building Environmental Communications System) research and development work as well as the context for the development of the new switching system. The research and development effort that went into producing the first proof-of-concept (the IBECS Addressable Power Switch or APS) and the physical prototype of that concept is detailed in the second section. In the third section of the report, we detail the refined Powerline Carrier Based IBECS Title 24 Wall Switch system that evolved from the APS prototype. The refined system provided a path for installing IBECS switching technology in existing buildings that may not be already wired for light level switching control. The final section of the report describes the performance of the IBECS Title 24 Switch system as applied to a small demonstration in two offices at LBNL's Building 90. We learned that the new Powerline Carrier control systems (A-10 technology) that have evolved from the early X-10 systems have solved most of the noise problems that dogged the successful application of X-10 technologies in commercial buildings. We found that the new A-10 powerline carrier control technology can be reliable and effective for switching lighting circuits even in electrically noisy office environments like LBNL. Thus we successfully completed the task objectives by designing, building and demonstrating a new switching system that can provide multiple levels of light which can be triggered either from specially designed wall switches or from a digital communications network. By applying commercially available powerline carrier based technologies that communicate over the in-place lighting wiring system, this type of control can be economi cally installed even in existing buildings that were not wired for dual-level lighting.

    The Office of Energy Efficiency and Renewable Energy (EERE) has had a longstanding goal of introducing uncertainty into the analysis it routinely conducts in compliance with the Government Performance and Results Act (GPRA) and for strategic management purposes. The need to introduce some treatment of uncertainty arises both because it would be good general management practice, and because intuitively many of the technologies under development by EERE have a considerable advantage in an uncertain world. For example, an expected kWh output from a wind generator in a future year, which is not exposed to volatile and unpredictable fuel prices, should be truly worth more than an equivalent kWh from an alternative fossil fuel fired technology. Indeed, analysts have attempted to measure this value by comparing the prices observed in fixed-price natural gas contracts compared to ones in which buyers are exposed to market prices (see Bolinger, Wiser, and Golove and (2004)). In addition to the routine reasons for exploring uncertainty given above, the history of energy markets appears to have exhibited infrequent, but troubling, regime shifts, i.e., historic turning points at which the center of gravity or fundamental nature of the system appears to have abruptly shifted. Figure 1 below shows an estimate of how the history of natural gas fired generating costs has evolved over the last three decades. The costs shown incorporate both the well-head gas price and an estimate of how improving generation technology has gradually tended to lower costs. The purpose of this paper is to explore scenario analysis as a method for introducing uncertainty into EERE's forecasting in a manner consistent with the preceding observation. The two questions are how could it be done, and what is its academic basis, if any. Despite the interest in uncertainty methods, applying them poses some major hurdles because of the heavy reliance of EERE on forecasting tools that are deterministic in nature, such as the Energy Information Administration's (EIA's) National Energy Modeling System (NEMS). NEMS is the source of the influential Annual Energy Outlook whose business-as-usual (BAU) case, the Reference Case, forms the baseline for most of the U.S. energy policy discussion. NEMS is an optimizing model because: 1. it iterates to an equilibrium among modules representing the supply, demand, and energy conversion subsectors; and 2. several subsectoral models are individually solved using linear programs (LP). Consequently, it is deeply rooted in the recent past and any effort to simulate the consequences of a major regime shift as depicted in Figure 1 must come by applying an exogenously specified scenario. And, more generally, simulating futures that lie outside of our recent historic experience, even if they do not include regime switches suggest some form of scenario approach. At the same time, the statistical validity of scenarios that deviate significantly outside the ranges of historic inputs should be questioned.

    Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

It is shown here, though, that current-technology biofuels cannot address global warming and may slightly increase death and illness due to ozone-related air pollution. Future biofuels may theoretically slow global warming, but only temporarily and with the cost of increased air pollution mortality. In both cases, the land required renders biofuels an impractical solution. Recent measurements and statistical analyses of U.S. and world wind power carried out at Stanford University suggest that wind combined with other options can substantially address global warming, air pollution mortality, and energy needs simultaneously.

    In June 1995, the New York Public Service Commission (NYPSC) released a Staff investigation of Orange and Rockland Utilities, Inc. (O&R). The primary focus of the Staffs investigation was the Corporate Policy and External Affairs Department, a restricted disbursements account, the Internal Auditing Department, and O&R officer malfeasance. The Staffs` investigation uncovered widespread, alleged instances of lax internal controls, unethical and illegal actions, and lavish officer behavior. In addition, the Staff investigated O&R`s internal control and purchasing functions. The Staff proposed a series of recommendations to improve the Company`s internal control, purchasing, ethical, climate and addressed the issue of a New York ratepayer reimbursement. The Staffs findings and recommendations were presented in the form of a report, entitled Staff Investigation of Orange and Rockland Utilities, Inc. This article summarizes the Report.

    The Western Research Institute plan for addressing oil shale plant siting methodology calls for identifying the available resources such as oil shale, water, topography and transportation, and human resources. Restrictions on development are addressed: land ownership, land use, water rights, environment, socioeconomics, culture, health and safety, and other institutional restrictions. Descriptions of the technologies for development of oil shale resources are included. The impacts of oil shale development on the environment, socioeconomic structure, water availability, and other conditions are discussed. Finally, the Western Research Institute plan proposes to integrate these topics to develop a flow chart for oil shale plant siting.     Integrated services and incentive contracts helped deliver an onshore horizontal gas well ahead of schedule. Elf Petroland BV's Harlingen 8 well in Holland was drilled and completed in 26 days, instead of the 33 days planned. Incentive bonuses were awarded, and the gas well began production early. Elf Petroland used one supplier to coordinate service operations and make rig site operations more efficient. The streamlined organization on site improved communication and simplified administration and logistics. Rig site problems were addressed quickly, and solutions implemented effectively because of the integrated-services structure. The paper discusses the organizational plan and how it was carried out.

    Safety Analysis Reports for Packaging (SARP) document why the transportation of radioactive material is safe in Type A(F) and Type B shipping containers. The content evaluation of certain actinide materials require that the gas generation characteristics be addressed. Most packages used to transport actinides impose extremely restrictive limits on moisture content and oxide stabilization to control or prevent flammable gas generation. These requirements prevent some users from using a shipping container even though the material to be shipped is fully compliant with the remaining content envelope including isotopic distribution. To avoid these restrictions, gas generation issues have to be addressed on a case by case basis rather than a one size fits all approach. In addition, SARP applicants and review groups may not have the knowledge and experience with actinide chemistry and other factors affecting gas generation, which facility experts in actinide material processing have obtained in the last sixty years. This paper will address a proposal to create a Gas Generation Evaluation Committee to evaluate gas generation issues associated with Safety Analysis Reports for Packaging material contents. The committee charter could include reviews of both SARP approved contents and new contents not previously evaluated in a SARP.

Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

    The goal of the Western Wind Strategy project was to help remove critical barriers to wind development in the Western Interconnection. The four stated objectives of this project were to: (1) identify the barriers, particularly barriers to the operational integration of renewables and barriers identified by load-serving entities (LSEs) that will be buying wind generation, (2) communicate the barriers to state officials, (3) create a collaborative process to address those barriers with the Western states, utilities and the renewable industry, and (4) provide a role model for other regions. The project has been on the forefront of identifying and informing state policy makers and utility regulators of critical issues related to wind energy and the integration of variable generation.     Restoration projects have an uncertain outcome because of a lack of information about current site conditions, historical disturbance levels, effects of landscape alterations on site development, unpredictable trajectories or patterns of ecosystem structural development, and many other factors. A poor understanding of the factors that control the development and dynamics of a system, such as hydrology, salinity, wave energies, can also lead to an unintended outcome. Finally, lack of experience in restoring certain types of systems (e.g., rare or very fragile habitats) or systems in highly modified situations (e.g., highly urbanized estuaries) makes project outcomes uncertain. Because of these uncertainties, project costs can rise dramatically in an attempt to come closer to project goals. All of the potential sources of error can be addressed to a certain degree through adaptive management. The first step is admitting that these uncertainties can exist, and addressing as many of the uncertainties with planning and directed research prior to implementing the project. The second step is to evaluate uncertainties through hypothesis-driven experiments during project implementation. The third step is to use the monitoring program to evaluate and adjust the project as needed to improve the probability of the project to reach is goal. The fourth and final step is to use the information gained in the project to improve future projects. A framework that includes a clear goal statement, a conceptual model, and an evaluation framework can help in this adaptive restoration process. Projects and programs vary in their application of adaptive management in restoration, and it is very difficult to be highly prescriptive in applying adaptive management to projects that necessarily vary widely in scope, goal, ecosystem characteristics, and uncertainties. Very large ecosystem restoration programs in the Mississippi River delta (Coastal Wetlands Planning, Protection, and Restoration Act; CWPPRA) have incorporated very specific and detailed elements in a more active adaptive management effort. In Puget Sound, the Puget Sound Action Team uses site-specific case studies, monitoring, and public involvement to direct actions to reduce microbial contamination of harvestable shellfish. Small-scale projects can also be improved through application of adaptive management. For example, directed research and site assessments resulted in successful restoration of seagrasses near a ferry terminal in Puget Sound. It is recommended that all restoration programs be conducted in an adaptive management framework, and where appropriate, a more active adaptive management approach be applied. The net effect should be less uncertainty, improved project success, advancement of the science of restoration, and cost savings.

    There is an increasingly hot debate on whether the replacement of conventional vehicles (CVs) by electric vehicles (EVs) should be delayed or accelerated since EVs require higher cost and cause more pollution than CVs in the manufacturing process. Here we reveal two hidden benefits of EVs for addressing climate change to support the imperative acceleration of replacing CVs with EVs. As EVs emit much less heat than CVs within the same mileage, the replacement can mitigate urban heat island effect (UHIE) to reduce the energy consumption of air conditioners, benefitting local and global climates. To demonstrate these effects brought bymore »the replacement of CVs by EVs, we take Beijing, China, as an example. EVs emit only 19.8% of the total heat emitted by CVs per mile. The replacement of CVs by EVs in 2012 could have mitigated the summer heat island intensity (HII) by about 0.946C, reduced the amount of electricity consumed daily by air conditioners in buildings by 14.44 million kilowatt-hours (kWh), and reduced daily CO2 emissions by 10,686 tonnes.« less

    Many high performance applications run well below the peak arithmetic performance of the underlying machine, with inefficiencies often attributed to poor memory system behavior. In the context of scientific computing we examine three emerging processors designed to address the well-known gap between processor and memory performance through the exploitation of data parallelism. The VIRAM architecture uses novel PIM technology to combine embedded DRAM with a vector co-processor for exploiting its large bandwidth potential. The DIVA architecture incorporates a collection of PIM chips as smart-memory coprocessors to a conventional microprocessor, and relies on superword-level parallelism to make effective use of the available memory bandwidth. The Imagine architecture provides a stream-aware memory hierarchy to support the tremendous processing potential of SIMD controlled VLIW clusters. First we develop a scalable synthetic probe that allows us to parametize key performance attributes of VIRAM, DIVA and Imagine while capturing the performance crossover points of these architectures. Next we present results for scientific kernels with different sets of computational characteristics and memory access patterns.     Abstract Information system security risk, defined as the product of the monetary losses associated with security incidents and the probability that they occur, is a suitable decision criterion when considering different information system architectures. Risk assessment is the widely accepted process used to understand, quantify, and document the effects of undesirable events on organizational objectives so that risk management, continuity of operations planning, and contingency planning can be performed. One technique, the Cyberspace Security Econometrics System (CSES), is a methodology for estimating security costs to stakeholders as a function of possible risk postures. In earlier works, we presented a computational infrastructure that allows an analyst to estimate the security of a system in terms of the loss that each stakeholder stands to sustain, as a result of security breakdowns. Additional work has applied CSES to specific business cases. The current state-of-the-art of CSES addresses independent events. In typical usage, analysts create matrices that capture their expert opinion, and then use those matrices to quantify costs to stakeholders. This expansion generalizes CSES to the common real-world case where events may be dependent.

Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs.     A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis.     The 1994 National Academy of Sciences study and the 1997 assessment by DOE`s Office of Nonproliferation and National Security have emphasized the importance of the overall objectives of the Plutonium Disposition Program of beginning disposition rapidly. President Clinton and other leaders of the G-7 plus one (`Political Eight`) group of states, at the Moscow Nuclear Safety And Security Summit in April 1996, agreed on the objectives of accomplishing disposition of excess fissile material as soon as practicable. To meet these objectives, DOE has laid out an aggressive schedule in which large-scale immobilization operations would begin in 2005. Lawrence Livermore National Laboratory (LLNL), the lead laboratory for the development of Pu immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), was requested by MD to recommend the preferred immobilization form and technology for the disposition of excess weapons-usable Pu. In a series of three separate evaluations, the technologies for the candidate glass and ceramic forms were compared against criteria and metrics that reflect programmatic and technical objectives: (1) Evaluation of the R&D and engineering data for the two forms against the decision criteria/metrics by a technical evaluation panel comprising experts from within the immobilization program. (2) Integrated assessment by LLNL immobilization management of the candidate technologies with respect to the weighted criteria and other programmatic objectives, leading to a recommendation to DOE/MD on the preferred technology based on technical factors. (3) Assessment of the decision process, evaluation, and recommendation by a peer review panel of independent experts. Criteria used to assess the relative merits of the immobilization technologies were a subset of the criteria previously used by MD to choose among disposition options leading to the Programmatic Environmental Impact Statement and Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials, January 1997. Criteria were: (1) resistance to Pu theft, diversion, and recovery by a terrorist organization or rogue nation; (2) resistance to recovery and reuse by host nation; (3) technical viability, including technical maturity, development risk, and acceptability for repository disposal; (4) environmental, safety, and health factors; (5) cost effectiveness; and (6) timeliness. On the basis of the technical evaluation and assessments, in September, 1997, LLNL recommended to DOE/MD that ceramic technologies be developed for deployment in the planned Pu immobilization plant.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

    FORM, a symbolic manipulation system, has been widely used in a lot of calculations for High Energy Physics due to its high performance and fficient design. Mathematica, another computational software program, has also widely been used, but more for reasons of generality and user-friendliness than for speed. Especially calculations involving tensors and noncommutative operations like calculating Dirac traces can be rather slow in Mathematica, compared to FORM. In this article we describe FormLink and FeynCalcFormLink, two Mathematica packages to link Mathematica and FeynCalc with FORM. FormLink can be used without FeynCalc and FeynCalcFormLink, which is an extension loading FormLink and FeynCalc automatically. With these two packages the impressive speed and other special features of FORM get embedded into the generality of Mathematica and FeynCalc in a simple manner. FeynCalcFormLink provides a FORM-based turbo for FeynCalc, making it much more efficient. FormLink turns Mathematica into an editor and code organizer for FORM.

    Ancillary services are those functions performed by the equipment and people that generate, control, and transmit electricity in support of the basic services of generating capacity, energy supply, and power delivery. The Federal Energy Regulatory Commission (FERC) defined such services as those `necessary to support the transmission of electric power from seller to purchaser given the obligations of control areas and transmitting utilities within those control areas to maintain reliable operations of the interconnected transmission system.` The nationwide cost of ancillary services is about $12 billion a year, roughly 10% of the cost of the energy commodity. More important than the cost, however, is the necessity of these services for bulk-power reliability and for the support of commercial transactions. FERC`s landmark Order 888 included a pro forma tariff with provision for six key ancillary services. The Interconnected Operations Services Working Group identified another six services that it felt were essential to the operation of bulk-power systems. Several groups throughput the United States have created or are forming independent system operators, which will be responsible for reliability and commerce. To date, the electricity industry (including traditional vertically integrated utilities, distribution utilities, power markets and brokers, customers, and state and federal regulators) has paid insufficient attention to these services. Although the industry had made substantial progress in identifying and defining the key services, much remains to be doe to specify methods to measure the production, delivery, and consumption of these services; to identify the costs and cost-allocation factors for these services; and to develop market and operating rules for their provision and pricing. Developing metrics, determining costs, and setting pricing rules are important because most of these ancillary services are produced by the same pieces of equipment that produce the basic electricity commodity. Thus, the production of energy and ancillary services is highly interactive, sometimes complementary and sometimes competing. In contrast to today`s typical time-invariant, embedded-cost prices, competitive prices for ancillary services would vary with system loads and spot prices for energy.

    The purpose of this model report is to describe the development and validation of models that can be used to calculate the release of radionuclides from commercial spent nuclear fuel (CSNF) following a hypothetical breach of the waste package and fuel cladding in the repository. The purpose also includes describing the uncertainties associated with modeling the radionuclide release for the range of CSNF types, exposure conditions, and durations for which the radionuclide release models are to be applied. This document was developed in accordance with Technical Work Plan for: Regulatory Integration Modeling and Analysis of the Waste Form and Waste Package (BSC 2004 [DIRS 169944]). This document considers radionuclides to be released from CSNF when they are available for mobilization by gas-phase mass transport, or by dissolution or colloid formation in water that may contact the fuel. Because other reports address limitations on the dissolved and colloidal radionuclide concentrations (BSC 2004 [DIRS 169944], Table 2-1), this report does not address processes that control the extent to which the radionuclides released from CSNF are mobilized and transported away from the fuel either in the gas phase or in the aqueous phase as dissolved and colloidal species. The scope is limited to consideration of degradation of the CSNF rods following an initial breach of the cladding. It considers features of CSNF that limit the availability of individual radionuclides for release into the gaseous or aqueous phases that may contact the fuel and the processes and events expected to degrade these CSNF features. In short, the purpose is to describe the characteristics of breached fuel rods and the degradation processes expected to influence radionuclide release.
