The plan calls for 250 MW to be acquired through Power Purchase Agreements (PPA) and the other 250 MW to be purchased and owned by the utility.     The PG&E WaveConnect project was intended to demonstrate the technical and economic viability of wave power in the open ocean adjacent to PG&E's service territory. WaveConnect was conceived as a multi-stage development process leading to long-term megawatt-scale wave power production. The first-stage tasks consisted of site selection, permitting, pilot plant design, and assessment of technology and commercial readiness. The second stage would have included development of infrastructure, undersea cabling, and deployment of wave energy conversion devices (WECs). In the third stage, the most promising WEC devices would have been deployed in larger quantities and connected to the grid. This report documents the findings of Stage One. Site Selection: After studying the wave energy potential, grid interconnection and other project infrastructure along the California coast, PG&E selected two sites: one near Eureka, called the Humboldt WaveConnect (HWC) project, and another near Vandenberg Air Force Base, called the Central Coast WaveConnect project (CCWC). Permitting: FERC issued PG&E preliminary permits for HWC in 2008 and for CCWC in 2010. PG&E chose to use FERC's Pilot Project Licensing Process, which was intended to streamline licensing to allow relatively quick and easy installation, operation, and environmental testing for pilot projects. Permitting, however, proved to be complicated, time-consuming and expensive, mainly because of the uncertain impacts of WEC devices. PG&E learned that even under the PPLP the project would still require a full analysis under CEQA, including an EIR, as well as Monitoring and Adaptive Management Programs and other requirements that had significant cost and scheduling implications. A majority of efforts were expended on permitting activities. Pilot Plant Design: PG&E prepared a conceptual design for a 5-MW pilot test facility at the Humboldt site, which consisted of an off-shore deployment area where WECs of different designs and from

    The fact that we find pulsating and nonpulsating stars mixed together in the PG 1159 region of the log g - T{sub eff} diagram has been a long standing puzzle. The poor understanding of the driving mechanism in those stars has been the reason why it has taken so long to address properly this problem. Following the work of Saio (1996) and Gautschy (1997) based on the OPAL opacities, Quirion, Fontaine, & Brassard (2004) recently showed that we are now able to understand and reproduce the ranges of observed periods in the pulsating PG 1159 stars in terms of the original {kappa}-mechanism associated with the partial ionization of the K-shell electrons of C and O which, along with He, make up the composition of the envelope of those stars. Contrary to others, those three studies agree in that no composition gradients are needed between the atmospheric layers and the driving region. Furthermore, the cohabitation of pulsating and nonpulsating PG 1159 stars is naturally explained in terms of a dispersion in atmospheric parameters and in terms of a variation in surface composition from star to star. In particular, the most He-rich stars tend to be stable. We go beyond the findings discussed by Quirion et al. (2004) in this paper, and present the results of additional calculations aimed at describing better the role of the chemical composition (in particular the role of metallicity) as well as that of the stellar mass on the boundaries of the instability domain in the log g - T{sub eff} plane.

    The Kirkpatrick–Baez (KB) refocusing mirror system installed at the PG1 branch of the plane-grating monochromator beamline at the soft X-ray/XUV free-electron laser in Hamburg (FLASH) is designed to provide tight aberration-free focusing down to 4 µm × 6 µm full width at half-maximum (FWHM) on the sample. Such a focal spot size is mandatory to achieve ultimate resolution and to guarantee best performance of the vacuum-ultraviolet (VUV) off-axis parabolic double-monochromator Raman spectrometer permanently installed at the PG1 beamline as an experimental end-station. The vertical beam size on the sample of the Raman spectrometer, which operates without entrance slit, defines andmore » limits the energy resolution of the instrument which has an unprecedented design value of 2 meV for photon energies below 70 eV and about 15 meV for higher energies up to 200 eV.     This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    We present the study of the emission properties of the quasar PG1211+143, which belongs to the class of Narrow Line Seyfert 1 galaxies. On the basis of observational data analyzed by us and collected from the literature, we study the temporal and spectral variability of the source in the optical/UV/X-ray bands and we propose a model that explains the spectrum emitted in this broad energy range. In this model, the intrinsic emission originating in the warm skin of the accretion disk is responsible for the spectral component that is dominant in the softest X-ray range. The shape of reflected spectrum as well as Fe K line detected in hard X-rays require the reflecting medium to be mildly ionized ({zeta} {approx} 500). We identify this reflector with the warm skin of the disk and we show that the heating of the skin is consistent with the classical {alpha}P{sub tot} prescription, while {alpha}P{sub gas} option is at least two orders of magnitude too low to provide the required heating. We find that the mass of the central black hole is relatively small (M{sub BH} {approx} 10{sup 7} - 10{sup 8} M{sub {circle_dot}}), which is consistent with the Broad Line Region mapping results and characteristic for NLS1 class.

    So far the masses of about 50 active galactic nuclei (AGNs) have been measured through the reverberation mapping technique (RM). Most measurements have been performed for objects of moderate luminosity and redshift, based on H?, which is also used to calibrate the scaling relation that allows single-epoch (SE) mass determination based on AGN luminosity and the width of different emission lines. Due to the complex structure and gas dynamics of the relevant emission region, the SE masses obtained from the C IV(1549 ) line show a large spread around the mean values. Direct RM measures of C IV exist for only six AGNs of low luminosity and redshift, and only one luminous quasar. Since 2003, we have collected photometric and spectroscopic observations of PG1247+267, the most luminous quasar ever analyzed for RM. We provide light curves for the continuum and for C IV(1549 ) and C III](1909 ), and measures of the reverberation time lags based on the SPEAR method. The sizes of the line emission regions assume a ratio of R {sub C} {sub III]}/R {sub C} {sub IV} ? 2, similar to the case of Seyfert galaxies, indicating for the first time a similar ionization stratification in a luminous quasar and low-luminosity nuclei. Due to the relatively small size of the broad line region and the relatively narrow line widths, we estimate a small mass and an anomalously high Eddington ratio. We discuss the possibility that either the shape of the emission region or an amplification of the luminosity caused by gravitational lensing may be partly responsible for the result.

    We report on four epochs of observations of the quasar PG 1211+143 using NuSTAR. The net exposure time is 300 ks. Prior work on this source found suggestive evidence of an ultra-fast outflow (UFO) in the Fe K band with a velocity of approximately 0.1c. The putative flow would carry away a high-mass flux and kinetic power, with broad implications for feedback and black hole--galaxy co-evolution. NuSTAR detects PG 1211+143 out to 30 keV, meaning that the continuum is well-defined both through and above the Fe K band. A characteristic relativistic disk reflection spectrum is clearly revealed via a broad Fe K emission line and Compton back-scattering curvature. The data offer only weak constraints on the spin of the black hole. A careful search for UFOs shows no significant absorption feature above 90% confidence. The limits are particularly tight when relativistic reflection is included. We discuss the statistics and the implications of these results in terms of connections between accretion onto quasars, Seyferts, and stellar-mass black holes, and feedback into their host environments.

  16. Instruction-level performance modeling and characterization of multimedia applications

    One of the challenges for characterizing and modeling realistic multimedia applications is the lack of access to source codes. On-chip performance counters effectively resolve this problem by monitoring run-time behaviors at the instruction-level. This paper presents a novel technique of characterizing and modeling workloads at the instruction level for realistic multimedia applications using hardware performance counters. A variety of instruction counts are collected from some multimedia applications, such as RealPlayer, GSM Vocoder, MPEG encoder/decoder, and speech synthesizer. These instruction counts can be used to form a set of abstract characteristic parameters directly related to a processor`s architectural features. Based on microprocessor architectural constraints and these calculated abstract parameters, the architectural performance bottleneck for a specific application can be estimated. Meanwhile, the bottleneck estimation can provide suggestions about viable architectural/functional improvement for certain workloads. The biggest advantage of this new characterization technique is a better understanding of processor utilization efficiency and architectural bottleneck for each application. This technique also provides predictive insight of future architectural enhancements and their affect on current codes. In this paper the authors also attempt to model architectural effect on processor utilization without memory influence. They derive formulas for calculating CPI{sub 0}, CPI without memory effect, and they quantify utilization of architectural parameters. These equations are architecturally diagnostic and predictive in nature. Results provide promise in code characterization, and empirical/analytical modeling.

    We use the accretion disk/corona+jet model to fit the multi-band spectral energy distributions (SEDs) of two unusual radio-intermediate/quiet quasars. It is found that the optical/UV emission of III Zw 2 is probably dominated by the emission from the accretion disk. The X-ray emission should be dominated by the radiation from the jet, while the contribution of the disk corona is negligible. The optical/UV component in the SED of PG 1407+265 can be well modeled as the emission from the accretion disk, while the IR component is attributed to the thermal radiation from the dust torus with an opening angle of {approx}50 Degree-Sign . If the X-ray continuum emission is dominated by the synchrotron emission of the jet, the source should be a 'high peak frequency blazar', which obviously deviates from the normal blazar sequence. The observed SED can also be fitted quite well by the accretion disk/corona model with the viscosity parameter {alpha} = 0.5. The spectrum of the accretion disk/corona in PG 1407+265 satisfies the weak-line quasar criterion suggested in Laor and Davis.

A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    In one aspect, the invention encompasses a method of forming a steel. A metallic glass is formed and at least a portion of the glass is converted to a crystalline steel material having a nanocrystalline scale grain size. In another aspect, the invention encompasses another method of forming a steel. A molten alloy is formed and cooled the alloy at a rate which forms a metallic glass. The metallic glass is devitrified to convert the glass to a crystalline steel material having a nanocrystalline scale grain size. In yet another aspect, the invention encompasses another method of forming a steel. A first metallic glass steel substrate is provided, and a molten alloy is formed over the first metallic glass steel substrate to heat and devitrify at least some of the underlying metallic glass of the substrate.

    A system and method of processing an encrypted instruction stream in hardware is disclosed. Main memory stores the encrypted instruction stream and unencrypted data. A central processing unit (CPU) is operatively coupled to the main memory. A decryptor is operatively coupled to the main memory and located within the CPU. The decryptor decrypts the encrypted instruction stream upon receipt of an instruction fetch signal from a CPU core. Unencrypted data is passed through to the CPU core without decryption upon receipt of a data fetch signal.

    NEDIT and NPRED are computer programs developed for the Strategic Petroleum Reserve (SPR) Program to assist the SPR system designers and operators in scheduling the leaching and oil-filling of the SPR salt caverns. NEDIT is an interactive program which assists the user in creating or editing a data set; NPRED in turn uses this data set to perform the engineering calculations. Various activities are necessary to achieve a man-made cavern filled with a maximum quantity of oil in minimum time. NPRED predicts the time required for each such activity, thus providing a site oil-capacity schedule. Instructions for using the codes are presented and examples are shown. 1 figure, 5 tables.

    Single source precursors or pre-copolymers of single source precursors are subjected to microwave radiation to form particles of a I-III-VI.sub.2 material. Such particles may be formed in a wurtzite phase and may be converted to a chalcopyrite phase by, for example, exposure to heat. The particles in the wurtzite phase may have a substantially hexagonal shape that enables stacking into ordered layers. The particles in the wurtzite phase may be mixed with particles in the chalcopyrite phase (i.e., chalcopyrite nanoparticles) that may fill voids within the ordered layers of the particles in the wurtzite phase thus produce films with good coverage. In some embodiments, the methods are used to form layers of semiconductor materials comprising a I-III-VI.sub.2 material. Devices such as, for example, thin-film solar cells may be fabricated using such methods.

    The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.
