    The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future

Integrating renewable energy such as solar and wind into an historic renovation has been accomplished successfully by agencies; the design and placement of any renewable energy system must be closely integrated with the overall design plans.     Materials and methods of making densified waste forms for temperature sensitive waste material, such as nuclear waste, formed with low temperature processing using metallic powder that forms the matrix that encapsulates the temperature sensitive waste material. The densified waste form includes a temperature sensitive waste material in a physically densified matrix, the matrix is a compacted metallic powder. The method for forming the densified waste form includes mixing a metallic powder and a temperature sensitive waste material to form a waste form precursor. The method for forming the densified waste form includes mixing a metallic powder and a temperature sensitive waste material to form a waste form precursor. The waste form precursor is compacted with sufficient pressure to densify the waste precursor and encapsulate the temperature sensitive waste material in a physically densified matrix.

    Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

    Despite a global recession, the number of photovoltaic (PV) installations in the United States grew 30% from 2008 to 2009. A number of trends point toward continued growth of new PV installations. The efficiency of solar panels is increasing, while installation costs are going down. At the same time, federal, state, and local regulations are requiring that greater amounts of energy must come from renewable sources. Incentives for solar power technology implementation are being created and regulatory barriers removed. Corporations and governments are focusing on solar power to demonstrate leadership in environmental sustainability and resource conservation. Architects and builders are including PV arrays as a way to meet green building standards and property owners are seeking PV as a way to reduce their utility bills, as well as their carbon footprints. This publication focuses on the implementation of PV systems on historic properties. Many private property owners, as well as local, state, and national government entities, are seeking guidance on how best to integrate solar PV installations on historic buildings. Historic preservationists maintain that preserving, reusing, and maintaining historic structures is a key sustainable design strategy while also recognizing the importance of accommodating renewable energy technologies where they are appropriate. In some cases, however, conflicts have arisen over the installation of PV panels on historic properties. Addressing these conflicts and providing guidance regarding solutions and best practices is an important step toward resolving or eliminating barriers. Historic properties and districts in the United States provide tangible connections to the nation's past. Thousands of buildings, sites, districts, structures, and objects have been recognized for their historic and architectural significance. Local, state, and national designations of historic properties provide recognition, protection, and incentives that

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.

    This report examines the most current literature and information available on characterization and remediation technologies that could be used on the Nevada Test Site (NTS) historical hydronuclear test areas. Historical hydronuclear tests use high explosives and a small amount of plutonium. The explosion scatters plutonium within a contained subsurface environment. There is currently a need to characterize these test areas to determine the spatial extent of plutonium in the subsurface and whether geohydrologic processes are transporting the plutonium away from the event site. Three technologies were identified to assist in the characterization of the sites. These technologies are the Pipe Explorer{trademark}, cone penetrometer, and drilling. If the characterization results indicate that remediation is needed, three remediation technologies were identified that should be appropriate, namely: capping or sealing the surface, in situ grouting, and in situ vitrification. Capping the surface would prevent vertical infiltration of water into the soil column, but would not restrict lateral movement of vadose zone water. Both the in situ grouting and vitrification techniques would attempt to immobilize the radioactive contaminants to restrict or prevent leaching of the radioactive contaminants into the groundwater. In situ grouting uses penetrometers or boreholes to inject the soil below the contaminant zone with low permeability grout. In situ vitrification melts the soil containing contaminants into a solid block. This technique would provide a significantly longer contaminant immobilization, but some research and development would be required to re-engineer existing systems for use at deep soil depths. Currently, equipment can only handle shallow depth vitrification. After existing documentation on the historical hydronuclear tests have been reviewed and the sites have been visited, more specific recommendations will be made.

    Single source precursors or pre-copolymers of single source precursors are subjected to microwave radiation to form particles of a I-III-VI.sub.2 material. Such particles may be formed in a wurtzite phase and may be converted to a chalcopyrite phase by, for example, exposure to heat. The particles in the wurtzite phase may have a substantially hexagonal shape that enables stacking into ordered layers. The particles in the wurtzite phase may be mixed with particles in the chalcopyrite phase (i.e., chalcopyrite nanoparticles) that may fill voids within the ordered layers of the particles in the wurtzite phase thus produce films with good coverage. In some embodiments, the methods are used to form layers of semiconductor materials comprising a I-III-VI.sub.2 material. Devices such as, for example, thin-film solar cells may be fabricated using such methods.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    The Higgs boson was postulated in 1964, and phenomenological studies of its possible production and decays started in the early 1970s, followed by studies of its possible productionin e{sup +} e{sup -}, {anti p}p and pp collisions, in particular. Until recently, the most sensitive searches for the Higgs boson were at LEP between 1989 and 2000, which have been complemented bysearches at the Fermilab Tevatron. The LHC has recently entered the hunt, excluding a Higgs boson over a large range of masses and revealing a tantalizing hint in the range 119 to125 GeV, and there are good prospects that the existence or otherwise of the Higgs boson will soon be established. One of the most attractive possibilities is that the Higgs bosonis accompanied by supersymmetry, though composite options have yet to be excluded. This article reviews some of the key historical developments in Higgs physics over the past half-century.

    The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.

    The Staff of the Waste Management Document Library (WMDL), in cooperation with Allen Croff have been requested to provide information support for a historical search concerning waste categorization/classification. This bibliography has been compiled under the sponsorship of Oak Ridge National Laboratory`s Chemical Technology Division to help in Allen`s ongoing committee work with the NRC/NRCP. After examining the search, Allen Croff saw the value of the search being published. Permission was sought from the database providers to allow limited publication (i.e. 20--50 copies) of the search for internal distribution at the Oak Ridge National Laboratory and for Allen Croff`s associated committee. Citations from the database providers who did not grant legal permission for their material to be published have been omitted from the literature review. Some of the longer citations have been included in an abbreviated form in the search to allow the format of the published document to be shortened from approximately 1,400 pages. The bibliography contains 372 citations.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

    The Manhattan Project laboratory constructed at Los Alamos, New Mexico, beginning in 1943, was intended from the start to be temporary and to go up with amazing speed. Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    The Historical Monthly Energy Review (HMER) presents monthly and annual data from 1973 through 1992 on production, consumption, stocks, imports, exports, and prices of the principal energy commodities in the United States. Also included are data on international production of crude oil, consumption of petroleum products, petroleum stocks, and production of electricity from nuclear-powered facilities. This edition of the HMER extends the original HMER in several ways: (1) Four additional years of monthly data, 1989--1992, have been added. (2) This report fully replaces the earlier one; each data cell that has been revised since the original HMER is marked with an ``R`` so that changes can be quickly noted. (3) Section 1 has been expanded to include Tables 1.7--1.13, which were not available in the first HMER. (4) Tables 3.9 on propane and Table 4.3 on natural gas trade, which have been added to the MER since the release of the first HMER, are included in this edition. In addition, Table 10.4 on nuclear electricity gross generation has been reorganized to align more closely with the current presentation in the MER.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    The Department of Energy has operated nuclear facilities at the Idaho National Engineering Laboratory (INEL) to support national interests for several decades. Since 1953, it has supported the development of technologies for the storage and reprocessing of spent nuclear fuels (SNF) and the resultant wastes. However, the 1992 decision to discontinue reprocessing of SNF has left nearly 768 MT of SNF in storage at the INEL with unspecified plans for future dispositioning. Past reprocessing of these fuels for uranium and other resource recovery has resulted in the production of 3800 M{sup 3} calcine and a total inventory of 7600 M{sup 3} of radioactive liquids (1900 M{sup 3} destined for immediate calcination and the remaining sodium-bearing waste requiring further treatment before calcination). These issues, along with increased environmental compliance within DOE and its contractors, mandate operation of current and future facilities in an environmentally responsible manner. This will require satisfactory resolution of spent fuel and waste disposal issues resulting from the past activities. A national policy which identifies requirements for the disposal of SNF and high level wastes (HLW) has been established by the Nuclear Waste Policy Act (NWPA) Sec.8,(b) para(3)) [1982]. The materials have to be conditioned or treated, then packaged for disposal while meeting US Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) regulations. The spent fuel and HLW located at the INEL will have to be put into a form and package that meets these regulatory criteria. The emphasis of Idaho Chemical Processing Plant (ICPP) future operations has shifted toward investigating, testing, and selecting technologies to prepare current and future spent fuels and waste for final disposal. This preparation for disposal may include mechanical, physical and/or chemical processes, and may differ for each of the various fuels and wastes.

    The Manhattan Project was initiated to develop nuclear weapons for use in World War II. The Hanford Engineer Works (HEW) was established in eastern Washington State as a production complex for the Manhattan Project. A major product of the HEW was plutonium. The buildings and process equipment used in the early phases of nuclear weapons development are historically significant because of the new and unique work that was performed. When environmental cleanup became Hanford's central mission in 1991, the Department of Energy (DOE) prepared for the deactivation and decommissioning of many of the old process facilities. In many cases, the process facilities were so contaminated, they faced demolition. The National Historic Preservation Act (NHPA) requires federal agencies to evaluate the historic significance of properties under their jurisdiction for eligibility for inclusion in the National Register of Historic Places before altering or demolishing them so that mitigation through documentation of the properties can occur. Specifically, federal agencies are required to evaluate their proposed actions against the effect the actions may have on districts, sites, buildings or structures that ere included or eligible for inclusion in the National Register. In an agreement between the DOE'S Richland Operations Office (RL), the Washington State Historic Preservation Office (SHPO) and the Advisory Council on Historic Preservation (ACHP), the agencies concurred that the Hanford Site Historic District is eligible for listing on the National Register of Historic Places and that a Sitewide Treatment Plan would streamline compliance with the NHPA while allowing RL to manage the cleanup of the Hanford Site. Currently, many of the old processing buildings at the Plutonium Finishing Plant (PFP) are undergoing deactivation and decommissioning. RL and Fluor Hanford project managers at the PFP are committed to preserving historical artifacts of the plutonium production process. They

    Anthropogenic sulfur dioxide emissions from energy-producing and metal production activities have become an important factor in better understanding the relationship between humans and the environment. Concerns about (1) acid rain effects on the environment and (2) anthropogenic aerosols affecting possible global change have prompted interest in the transformation and fate of sulfur in the environment. One step in assessing the importance of sulfur emissions is the development of a reliable regional emission inventory of sulfur as a function of time. The objective of this research effort was to create a homogeneous database for historical sulfur emission estimates for the world. The time from 1850--1990 was selected to include the period of industrialization form the time the main production of fuels and minerals began until the most recent year for which complete production data exist. This research effort attempts to correct some of the deficiencies associated with previous global sulfur emission estimates by (1) identifying those production activities that resulted in sulfur emissions by country and (2) calculating historical emission trends by country across years. An important component of this study was the comparison of the sulfur emission results with those of previous studies.

    Analysis of metal objects is a necessary step for establishing an appropriate conservation treatment of an object or to follow up the application's result of the suggested treatments. The main considerations on selecting a method that can be used in investigation and analysis of metal objects are based on the diagnostic power, representative sampling, reproducibility, destructive nature/invasiveness of analysis and accessibility to the appropriate instrument. This study aims at evaluating the usefulness of the use of Laser Induced Breakdown Spectroscopy (LIBS) Technique for analysis of historical metal objects. In this study various historical metal objects collected from different museums and excavations in Egypt were investigated using (LIBS) technique. For evaluating usefulness of the suggested analytical protocol of this technique, the same investigated metal objects were investigated by other methods such as Scanning Electron Microscope with energy-dispersive x-ray analyzer (SEM-EDX) and X-ray Diffraction (XRD). This study confirms that Laser Induced Breakdown Spectroscopy (LIBS) Technique is considered very useful technique that can be used safely for investigating historical metal objects. LIBS analysis can quickly provide information on the qualitative and semi-quantitative elemental content of different metal objects and their characterization and classification. It is practically non-destructive technique with the critical advantage of being applicable in situ, thereby avoiding sampling and sample preparations. It is can be dependable, satisfactory and effective method for low cost study of archaeological and historical metals. But we have to take into consideration that the corrosion of metal leads to material alteration and possible loss of certain metals in the form of soluble salts.     Methods of forming metal contacts with metal inks in the manufacture of photovoltaic devices are disclosed. The metal inks are selectively deposited on semiconductor coatings by inkjet and aerosol apparatus. The composite is heated to selective temperatures where the metal inks burn through the coating to form an electrical contact with the semiconductor. Metal layers are then deposited on the electrical contacts by light induced or light assisted plating.

    action for the In Situ Decommissioning (ISD) of the 105-C Disassembly Basin. ISD consisted of stabilization/isolation of remaining contaminated water, sediment, activated reactor equipment, and scrap metal by filling the DB with underwater non-structural grout to the appropriate (-4.877 meter) grade-level, thence with dry area non-structural grout to the final -10 centimeter level. The roof over the DB was preserved due to its potential historical significance and to prevent the infiltration of precipitation. Forced evaporation was the form of treatment implemented to remove the approximately 9.1 M liters of contaminated basin water. Using specially formulated grouts, irradiated materials and sediment were treated by solidification/isolation thus reducing their mobility, reducing radiation exposure and creating an engineered barrier thereby preventing access to the contaminants. Grouting provided a low permeability barrier to minimize any potential transport of contaminants to the aquifer. Efforts were made to preserve the historical significance of the Reactor in accordance with the National Historic Preservation Act. ISD provides a cost effective means to isolate and contain residual radioactivity from past nuclear operations allowing natural radioactive decay to reduce hazards to manageable levels. This method limits release of radiological contamination to the environment, minimizes radiation exposure to workers, prevents human/animal access to the hazardous substances, and allows for ongoing monitoring of the decommissioned facility. Field construction was initiated in August 2011; evaporator operations commenced January 2012 and ended July 2012 with over 9 M liters of water treated/removed. Over 8,525 cubic meters of grout were placed, completing in August 2012. The project completed with an excellent safety record, on schedule and under budget. (authors)

The method comprises contacting a metal article with a monomeric boron-nitrogen compound and converting the monomeric boron-nitrogen compound to a boron nitride. The boron nitride is formed on the same or a different metal article. The monomeric boron-nitrogen compound is borazine, cycloborazane, trimethylcycloborazane, polyborazylene, B-vinylborazine, poly(B-vinylborazine), or combinations thereof. The monomeric boron-nitrogen compound is polymerized to form the boron nitride by exposure to a temperature greater than approximately 100.degree. C. The boron nitride is amorphous boron nitride, hexagonal boron nitride, rhombohedral boron nitride, turbostratic boron nitride, wurzite boron nitride, combinations thereof, or boron nitride and carbon. A method of conditioning a ballistic weapon and a metal article coated with the monomeric boron-nitrogen compound are also disclosed.

    A process of forming high-density compacts of a powdered ceramic material is described by agglomerating the powdered ceramic material with a heat- decompossble binder, adding a heat-decompossble lubricant to the agglomerated material, placing a quantity of the material into a die cavity, pressing the material to form a compact, pretreating the compacts in a nonoxidizing atmosphere to remove the binder and lubricant, and sintering the compacts. When this process is used for making nuclear reactor fuel elements, the ceramic material is an oxide powder of a fissionsble material and after forming, the compacts are placed in a cladding tube which is closed at its ends by vapor tight end caps, so that the sintered compacts are held in close contact with each other and with the interior wall of the cladding tube.

    In forming a heliostat having a main support structure and pivoting and tilting motors and gears and a mirror module for reflecting solar energy onto a collector, the improvement characterized by a method of forming the mirror module in which the mirror is laid upon a solid rigid supporting bed in one or more sections, with or without focusing; a mirror backing sheet is applied by first applying respective thin layers of silicone grease and, thereafter, progressively rolling application to eliminate air bubbles; followed by affixing of a substrate assembly to the mirror backing sheet to form a mirror module that does not curve because of thermally induced stresses and differential thermal expansion or contraction effects. The silicone grease also serves to dampen fluttering of the mirror and protect the mirror backside against adverse effects of the weather.   17. Spin-forming Project Report

    In a second development order, spin-forming equipment was again evaluated using the test shape, a hemispherical shell. In this second development order, pure vanadium and alloy titanium (Ti-6Al-4V) were spin-formed, as well as additional copper and 21-6-9 stainless. In the first development order the following materials had been spin-formed: copper (alloy C11000 ETP), 6061 aluminum, 304L stainless steel, 21-6-9 stainless steel, and tantalum-2.5% tungsten. Significant challenges included properly adjusting the rotations-per-minute (RPM), cracking at un-beveled edges and laser marks, redressing of notches, surface cracking, non-uniform temperature evolution in the titanium, and cracking of the tailstock. Lessons learned were that 300 RPM worked better than 600 RPM for most materials (at the feed rate of 800 mm/min); beveling the edges to lower the stress reduces edge cracking; notches, laser marks, or edge defects in the preform doom the process to cracking and failure; coolant is required for vanadium spin-forming; increasing the number of passes to nine or more eliminates surface cracking for vanadium; titanium develops a hot zone in front of the rollers; and the tailstock should be redesigned to eliminate the cylindrical stress concentrator in the center.

    Of the many radionuclides and contaminants in the tank wastes stored at the Hanford site, technetium-99 (99Tc) is one of the most challenging to effectively immobilize in a waste form for ultimate disposal. Within the Hanford Tank Waste Treatment and Immobilization Plant (WTP), the Tc will partition between both the high-level waste (HLW) and low-activity waste (LAW) fractions of the tank waste. The HLW fraction will be converted to a glass waste form in the HLW vitrification facility and the LAW fraction will be converted to another glass waste form in the LAW vitrification facility. In both vitrification facilities, the Tc is incorporated into the glass waste form but a significant fraction of the Tc volatilizes at the high glass-melting temperatures and is captured in the off-gas treatment systems at both facilities. The aqueous off-gas condensate solution containing the volatilized Tc is recycled and is added to the LAW glass melter feed. This recycle process is effective in increasing the loading of Tc in the LAW glass but it also disproportionally increases the sulfur and halides in the LAW melter feed which increases both the amount of LAW glass and either the duration of the LAW vitrification mission or the required supplemental LAW treatment capacity.

    A bipolar pulse forming transmission line module and system for linear induction accelerators having first, second, third, and fourth planar conductors which form a sequentially arranged interleaved stack having opposing first and second ends, with dielectric layers between the conductors. The first and second planar conductors are connected to each other at the first end, and the first and fourth planar conductors are connected to each other at the second end via a shorting plate. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short at the first end a high voltage from the third planar conductor to the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

The joint material is free of cations of Si, Ge, Sn, Pb, P and Te and has a melting point below the sintering temperatures of both sintered bodies. The joint material is heated to a temperature above the melting point of the metal oxide(s) and below the sintering temperatures of the sintered bodies to form the joint. Structures containing such joints are also disclosed.

    Three cylindrical rollers are rotatably mounted equidistant from the center of a hollow tool head on radii spaced 120.degree. apart. Each roller has a thin flange; the three flanges lie in a single plane to form an internal circumferential rib in a rotating tubular workpiece. The tool head has two complementary parts with two rollers in one part of the head and one roller in the other part; the two parts are joined by a hinge. A second hinge, located so the rollers are between the two hinges, connects one of the parts to a tool bar mounted in a lathe tool holder. The axes of rotation of both hinges and all three rollers are parallel. A hole exposing equal portions of the three roller flanges is located in the center of the tool head. The two hinges permit the tool head to be opened and rotated slightly downward, taking the roller flanges out of the path of the workpiece which is supported on both ends and rotated by the lathe. The parts of the tool head are then closed on the workpiece so that the flanges are applied to the workpiece and form the rib. The tool is then relocated for forming of the next rib.

    The purpose of this data package is to provide information about simulated crystalline waste forms that can be used to select an appropriate composition for a Cold Crucible Induction Melter (CCIM) proof of principle demonstration. Melt processing, viscosity, electrical conductivity, and thermal analysis information was collected to assess the ability of two potential candidate ceramic compositions to be processed in the Idaho National Laboratory (INL) CCIM and to guide processing parameters for the CCIM operation. Given uncertainties in the CCIM capabilities to reach certain temperatures throughout the system, one waste form designated 'Fe-MP' was designed towards enabling processing and another, designated 'CAF-5%TM-MP' was designed towards optimized microstructure. Melt processing studies confirmed both compositions could be poured from a crucible at 1600{degrees}C although the CAF-5%TM-MP composition froze before pouring was complete due to rapid crystallization (upon cooling). X-ray diffraction measurements confirmed the crystalline nature and phase assemblages of the compositions. The kinetics of melting and crystallization appeared to vary significantly between the compositions. Impedance spectroscopy results indicated the electrical conductivity is acceptable with respect to processing in the CCIM. The success of processing either ceramic composition will depend on the thermal profiles throughout the CCIM. In particular, the working temperature of the pour spout relative to the bulk melter which can approach 1700{degrees}C. The Fe-MP composition is recommended to demonstrate proof of principle for crystalline simulated waste forms considering the current configuration of INL's CCIM. If proposed modifications to the CCIM can maintain a nominal temperature of 1600{degrees}C throughout the melter, drain, and pour spout, then the CAF-5%TM-MP composition should be considered for a proof of principle demonstration.

    Methods are described of inhibiting the corrosion of ferrous metal by contact with heavy liquid metals such as bismuth and gallium at temperatures above 500 icient laborato C generally by bringing nltrogen and either the metal zirconium, hafnium, or titanium into reactlve contact with the ferrous metal to form a thin adherent layer of the nitride of the metal and thereafter maintaining a fractional percentage of the metal absorbed in the heavy liquid metal in contact with the ferrous metal container. The general purpose for uslng such high boiling liquid metals in ferrous contalners would be as heat transfer agents in liquid-metal-fueled nuclear reactors.

  12. Management and Retrieval of Historical Nuclear Waste Previously Prepared and Concreted for Sea Disposal

    This paper describes the approach of dealing with an historic legacy of pharmaceutical manufacturing operations, which arose as a result of the temporary cessation of sea disposal in 1983. The result of that cessation was an accumulation of 1,000 reinforced concrete lined steel drums containing intermediate level nuclear waste of mixed chemical and physical form. Included are the steps taken which established a policy, the resulting strategy and the unique and innovative means by which the plan was implemented. The objective was to reduce the financial liability of the waste contained within the drums by removing those portions that had already decayed, segregating the waste in terms of non disposable and disposable isotopes, size reduction and long-term storage of the residues in a retrievable waste form. As part of this process the Company established a UK strategy which would ensure that the Company was self sufficient in radioactive waste handling storage facilities until the provision of a national facility, currently predicted to be approximately 2040.

  13. SI Engine Trends: A Historical Analysis with Future Projections

    It is well known that spark ignited engine performance and efficiency is closely coupled to fuel octane number. The present work combines historical and recent trends in spark ignition engines to build a database of engine design, performance, and fuel octane requirements over the past 80 years. The database consists of engine compression ratio, required fuel octane number, peak mean effective pressure, specific output, and combined unadjusted fuel economy for passenger vehicles and light trucks. Recent trends in engine performance, efficiency, and fuel octane number requirement were used to develop correlations of fuel octane number utilization, performance, specific output. The results show that historically, engine compression ratio and specific output have been strongly coupled to fuel octane number. However, over the last 15 years the sales weighted averages of compression ratios, specific output, and fuel economy have increased, while the fuel octane number requirement has remained largely unchanged. Using the developed correlations, 10-year-out projections of engine performance, design, and fuel economy are estimated for various fuel octane numbers, both with and without turbocharging. The 10-year-out projection shows that only by keeping power neutral while using 105 RON fuel will allow the vehicle fleet to meet CAFE targets if only the engine is relied upon to decrease fuel consumption. If 98 RON fuel is used, a power neutral fleet will have to reduce vehicle weight by 5%.

  14. Seismic moment summation for historical earthquakes in Italy - tectonic implications

    Tectonic deformation rates in and around the Apennine mountains of Italy are studied using seismic moments estimated from macroseismic effects of historical earthquakes. Northeastward extension in the northern Apennines (north of about 42.5 deg N) accompanies shortening along their northeast flank. Since the seventeenth century, the sparce seismicity in these two zones has included no earthquake with magnitude greater than 6.5 or seismic moment above about 6x10 exp 18 N m. Their spatially averaged deformation rates are only about 0.3 mm/yr, but are equal, such that the extention and shortening balance with no relative motion between their external surroundings. In contrast, the numerous historical earthquakes in the central and southern Apennines with magnitude about 7 and seismic moment about 20x10 exp 18 N m require northeastward relative velocity across the deforming zone up to about 5 mm/yr, matching the expected relative motion of their surroundings. The northern Apennines thus show different senses and rates of deformation from localities farther south, and are thus tectonically distinct at present, in contrast with previous interpretations. 82 refs.

  15. Strengthening Our Partnerships with Historically Black Colleges and Universities

    Secretary Chu meets with Annie Whatley, Acting Chief of Staff in the Office of Economic Impact and Diversity, and Dr. William Harvey. Last February, President Obama renewed the White House Initiative on Historically Black Colleges and Universities to encourage collaboration between government agencies, educational associations, philanthropic organizations, the private sector and others to increase the capacity of HBCUs to provide high-quality education to a greater number of students.  The Department of Energy is committed to supporting education at HBCUs and has partnered with HBCUs on a variety of projects. As part of that commitment, today I met with Dr. William Harvey, Chairman of the President’s Board of Advisors on Historically Black Colleges and Universities and President of Hampton University, as well as Langston University President JoAnn Haysbert and Morgan State University President David Wilson. The presidents and I discussed how the Department can better engage HBCUs in our science and laboratory projects, and what lessons we can learn from the many ongoing and successful partnerships we have in place.

    An austenitic stainless steel alloy, consists essentially of, in weight percent 2.5 to 4 Al; 25 to 35 Ni; 12 to 19 Cr; at least 1, up to 4 total of at least one element selected from the group consisting of Nb and Ta; 0.5 to 3 Ti; less than 0.5 V; 0.1 to 1 of at least on element selected from the group consisting of Zr and Hf; 0.03 to 0.2 C; 0.005 to 0.1 B; and base Fe. The weight percent Fe is greater than the weight percent Ni. The alloy forms an external continuous scale including alumina, and contains coherent precipitates of .gamma.'-Ni.sub.3Al, and a stable essentially single phase FCC austenitic matrix microstructure. The austenitic matrix is essentially delta-ferrite-free and essentially BCC-phase-free.

The guidance that mandates this direction is under the provisions of 10 CFR Part 63 and the US Department of Energy's ''Revised Interim Guidance Pending Issuance of New US Nuclear Regulatory Commission (NRC) Regulations (Revision 01, July 22, 1999), for Yucca Mountain, Nevada'' (Dyer 1999 and herein referred to as DOE's Interim Guidance). This assurance must be demonstrated in the form of a performance assessment that: (1) identifies the features, events, and processes (FEPs) that might affect the performance of the potential geologic repository; (2) examines the effects of such FEPs on the performance of the potential geologic repository; (3) estimates the expected annual dose to a specified receptor group; and (4) provides the technical basis for inclusion or exclusion of specific FEPs.

    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from November 1985 through December 1996. The six-station network provided 5-minute averaged measurements of global and diffuse horizontal solar irradiance. The data were processed at the National Renewable Energy Laboratory (NREL) to improve the assessment of the solar radiation resources in the southeastern United States. Three of the stations also measured the direct-normal solar irradiance with a pyrheliometer mounted in an automatic sun tracker. All data are archived in the Standard Broadband Format (SBF) with quality-assessment indicators. Monthly data summaries and plots are also available for each month. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network.

    Results and interpretations of numerical simulations of some dominant processes influencing gun barrel propellant combustion and flow-induced erosion are presented. Results include modeled influences of erosion reduction techniques such as solid additives, vapor phase chemical modifications, and alteration of surface solid composition through use of thin coatings. Precedents and historical perspective are provided with predictions from traditional interior ballistics compared to computer simulations. Accelerating reactive combustion flow, multiphase and multicomponent transport, flow-to-surface thermal/momentum/phase change/gas-surface chemical exchanges, surface and micro-depth subsurface heating/stress/composition evolution and their roles in inducing surface cracking, spall, ablation, melting, and vaporization are considered. Recognition is given to cyclic effects of previous firing history on material preconditioning. Current perspective and outlook for future are based on results of a US Army-LLNL erosion research program covering 7 y in late 1970s. This is supplemented by more recent research on hypervelocity electromagnetic projectile launchers.

    This document provides historical evaluations of the radioactive and mixed waste stored in the Hanford site underground double-shell tanks. A Historical Tank Content Estimate has been developed by reviewing the process histories, waste transfer data, and available physical and chemical characterization data from various Department of Energy and Department of Defense contractors. The historical data will supplement information that is currently being gathered from core sampling. Historical waste transfer and level data, tank physical information, temperature data, and sampling data have been compiled for this report and supporting documents.

    We investigate metric independent, gauge invariant, and closed forms in the generalized Yang-Mills (YM) theory. These forms are polynomial on the corresponding fields strength tensors curvature forms and are analogous to the Pontryagin-Chern densities in the YM gauge theory. The corresponding secondary characteristic classes have been expressed in integral form in analogy with the Chern-Simons form. Because they are not unique, the secondary forms can be dramatically simplified by the addition of properly chosen differentials of one-step-lower-order forms. Their gauge variation can also be found yielding the potential anomalies in the gauge field theory.

    The threat from biological weapons is assessed through both a comparative historical analysis of the patterns of biological weapons use and an assessment of the technological hurdles to proliferation and use that must be overcome. The history of biological weapons is studied to learn how agents have been acquired and what types of states and substate actors have used agents. Substate actors have generally been more willing than states to use pathogens and toxins and they have focused on those agents that are more readily available. There has been an increasing trend of bioterrorism incidents over the past century, but states and substate actors have struggled with one or more of the necessary technological steps. These steps include acquisition of a suitable agent, production of an appropriate quantity and form, and effective deployment. The technological hurdles associated with the steps present a real barrier to producing a high consequence event. However, the ever increasing technological sophistication of society continually lowers the barriers, resulting in a low but increasing probability of a high consequence bioterrorism event.

    As part of the Enhance Surveillance mission, it is the goal to provide suitable lifetime assessment of stockpile materials. This report is an accumulation of historical publication on the DC745U material and their findings. It is the intention that the B61 LEP program uses this collection of data to further develop their understanding and potential areas of study. DC745U is a commercially available silicone elastomer consisting of dimethyl, methyl-phenyl, and methyl-vinyl siloxane repeat units. Originally, this material was manufactured by Dow Corning as Silastic{reg_sign} DC745U at their manufacturing facility in Kendallville, IN. Recently, Dow Corning shifted this material to the Xiameter{reg_sign} brand product line. Currently, DC745U is available through Xiameter{reg_sign} or Dow Corning's distributor R. D. Abbott Company. DC745U is cured using 0.5 wt% vinyl-specific peroxide curing agent known as Luperox 101 or Varox DBPH-50. This silicone elastomer is used in numerous parts, including two major components (outer pressure pads and aft cap support) in the W80 and as pressure pads on the B61. DC745U is a proprietary formulation, thus Dow Corning provides limited information on its composition and properties. Based on past experience with Dow Corning, DC745U is at risk of formulation changes without notification to the costumer. A formulation change for DC745U may have a significant impact because the network structure is a key variable in determining material properties. The purpose of this report is to provide an overview of historical DC745U studies and identify gaps that need to be addressed in future work. Some of the previous studies include the following: 1. Spectroscopic characterization of raw gum stock. 2. Spectroscopic, thermal, and mechanical studies on cured DC745U. 3.     The Automotive Deployment Option Projection Tool (ADOPT) is a light-duty vehicle consumer choice and stock model supported by the U.S. Department of Energy’s Vehicle Technologies Office. It estimates technology improvement impacts on U.S. light-duty vehicles sales, petroleum use, and greenhouse gas emissions. ADOPT uses techniques from the multinomial logit method and the mixed logit method estimate sales. Specifically, it estimates sales based on the weighted value of key attributes including vehicle price, fuel cost, acceleration, range and usable volume. The average importance of several attributes changes nonlinearly across its range and changes with income. For several attributes, a distribution of importance around the average value is used to represent consumer heterogeneity. The majority of existing vehicle makes, models, and trims are included to fully represent the market. The Corporate Average Fuel Economy regulations are enforced. The sales feed into the ADOPT stock model. It captures key aspects for summing petroleum use and greenhouse gas emissions This includes capturing the change in vehicle miles traveled by vehicle age, the creation of new model options based on the success of existing vehicles, new vehicle option introduction rate limits, and survival rates by vehicle age. ADOPT has been extensively validated with historical sales data. It matches in key dimensions including sales by fuel economy, acceleration, price, vehicle size class, and powertrain across multiple years. A graphical user interface provides easy and efficient use. It manages the inputs, simulation, and results.

  8. A Community Emissions Data System (CEDS) for Historical Emissions

    Historical emission estimates for anthropogenic aerosol and precursor compounds are key data needed for Earth system models, climate models, and atmospheric chemistry and transport models; both for general analysis and assessment and also for model validation through comparisons with observations. Current global emission data sets have a number of shortcomings, including timeliness and transparency. Satellite and other earth-system data are increasingly available in near real-time, but global emission estimates lag by 5-10 years. The CEDS project will construct a data-driven, open source framework to produce annually updated emission estimates. The basic methodologies to be used for this system have been used for SO2 (Smith et al. 2011, Klimont, Smith and Cofala 2013), and are designed to complement existing inventory efforts. The goal of this system is to consistently extend current emission estimates both forward in time to recent years and also back over the entire industrial era. The project will produce improved datasets for global and (potentially) regional model, allow analysis of trends across time, countries, and sectors of emissions and emission factors, and facilitate improved scientific analysis in general. Consistent estimation of uncertainty will be an integral part of this system. This effort will facilitate community evaluation of emissions and further emission-related research more generally.

  9. Deterrence and decision: an historical critique of modern deterrence theory

    Nuclear deterrence theory, as developed in the United States, has been largely speculative rather than historical, prescriptive rather than explanatory. This is both understandable and unfortunate. It is understandable because the destructive power of nuclear weapons is unprecendented. It is unfortunate, however, because the study of strategic success and failure in the pre-nuclear era can still illuminate many current dilemmas. This thesis steps across the nuclear divide to examine what earlier strategists and statesmen thought about the problem of deterrence. Two chapters trace the evolution of competing traditions in strategic thought from Jomini and Clausewitz in the ninteenth century to nuclear strategists in the 1980's. The first is the science of war tradition which emphasizes the importance of materials factors in determining the outbreaks and the outcomes of war; the second is the art of war tradition which focuses on the moral elements of conflict, the political and psychological factors influencing strategy. The thesis argues that, while neither the material nor the moral elements of strategy should be ignored, the art of war tradition is still superior in the nuclear age.

    This report presents available historic data on most commercial and research reactor spent fuel shipments in the United States from 1964 through 1989. Data include sources of the spent fuel shipped, types of shipping casks used, number of fuel assemblies shipped, and number of shipments made. This report also addresses the shipment of spent research reactor fuel. These shipments have not been documented as well as commercial power reactor spent fuel shipment activity. Available data indicate that the greatest number of research reactor fuel shipments occurred in 1986. The largest campaigns in 1986 were from the Brookhaven National Laboratory, Brooklyn, New York, to the Idaho Chemical Processing Plant (ICPP) and from the Oak Ridge National Laboratory's High Flux Isotope Reactor (HFIR) in Tennessee and the Rockwell International Reactor in California to the Savannah River Plant near Aiken, South Carolina. For all years addressed in this report, DOE facilities in Idaho Falls and Savannah River were the major recipients of research reactor spent fuel. In 1989, 10 shipments were received at the Idaho facilities. These originated from universities in California, Michigan, and Missouri. 9 refs., 12 figs., 7 tabs.

    The Mayak Production Association was the first Russian site for the production and separation of plutonium. The extensive increase in plutonium production during 1948--1955, as well as the absence of reliable waste-management technology, resulted in significant releases of liquid radioactive effluent into the rather small Techa River. This resulted in chronic external and internal exposure of about 30,000 residents of riverside communities; these residents from the cohort of an epidemiologic investigation. Analysis of the available historical monitoring data indicates that the following reliable data sets can be used for reconstruction of doses received during the early periods of operation of the Mayak Production Association: temporal pattern of specific beta activity of river water for several sites in the upper Techa region since July 1951; average annual values of specific beta activity of river water and bottom sediments as a function of downstream distance for the whole river since 1951; external gamma-exposure rates near the shoreline as a function of downstream distance for the whole Techa River since 1952; and external gamma-exposure rate as a function of distance from the shoreline for several sites in the upper and middle Techa since 1951.

    Recent terrorist threats and actions have lead to a renewed interest in the technical field of large scale, urban environment decontamination. One of the driving forces for this interest is the prospect for the cleanup and removal of radioactive dispersal device (RDD or 'dirty bomb') residues. In response, the United States Government has spent many millions of dollars investigating RDD contamination and novel decontamination methodologies. The efficiency of RDD cleanup response will be improved with these new developments and a better understanding of the 'old reliable' methodologies. While an RDD is primarily an economic and psychological weapon, the need to cleanup and return valuable or culturally significant resources to the public is nonetheless valid. Several private companies, universities and National Laboratories are currently developing novel RDD cleanup technologies. Because of its longstanding association with radioactive facilities, the U. S. Department of Energy National Laboratories are at the forefront in developing and testing new RDD decontamination methods. However, such cleanup technologies are likely to be fairly task specific; while many different contamination mechanisms, substrate and environmental conditions will make actual application more complicated. Some major efforts have also been made to model potential contamination, to evaluate both old and new decontamination techniques and to assess their readiness for use. There are a number of significant lessons that can be gained from a look at previous large scale cleanup projects. Too often we are quick to apply a costly 'package and dispose' method when sound technological cleaning approaches are available. Understanding historical perspectives, advanced planning and constant technology improvement are essential to successful decontamination. (authors)

    Cold Crucible Induction Melters (CCIMs) will favorably change how High-Level radioactive Waste (from nuclear fuel recovery) is treated in the 21st century. Unlike the existing Joule-Heated Melters (JHMs) currently in operation for the glass-based immobilization of High-Level Waste (HLW), CCIMs offer unique material features that will increase melt temperatures, increase throughput, increase mixing, increase loading in the waste form, lower melter foot prints, eliminate melter corrosion and lower costs. These features not only enhance the technology for producing HLW forms, but also provide advantageous attributes to the waste form by allowing more durable alternatives to glass. This paper discusses advantageous features of the CCIM, with emphasis on features that overcome the historical issues with the JHMs presently utilized, as well as the benefits of glass ceramic waste forms over borosilicate glass waste forms. These advantages are then validated based on recent INL testing to demonstrate a first-of-a-kind formulation of a non-radioactive ceramic-based waste form utilizing a CCIM.
