    The objective of this report is to recommend a waste form program plan that addresses waste form issues for mixed low-level waste (MLLW). The report compares the suitability of proposed waste forms for immobilizing MLLW in preparation for permanent near-surface disposal and relates them to their impact on the U.S. Department of Energy`s mixed waste mission. Waste forms are classified into four categories: high-temperature waste forms, hydraulic cements, encapsulants, and specialty waste forms. Waste forms are evaluated concerning their ability to immobilize MLLW under certain test conditions established by regulatory agencies and research institutions. The tests focused mainly on leach rate and compressive strength. Results indicate that all of the waste forms considered can be tailored to give satisfactory performance immobilizing large fractions of the Department`s MLLW inventory. Final waste form selection will ultimately be determined by the interaction of other, often nontechnical factors, such as economics and politics. As a result of this report, three top-level programmatic needs have been identified: (1) a basic set of requirements for waste package performance and disposal; (2) standardized tests for determining waste form performance and suitability for disposal; and (3) engineering experience operating production-scale treatment and disposal systems for MLLW.

    This paper proposes a gravitodynamic theory because there are similarities between gravitational theory and electrodynamics. Based on Einstein's principle of equivalence, two coordinate conditions are proposed into the four-dimensional line element and transformations. As a consequence,the equation of motion for gravitational force or inertial force has a form similar to the equation of Lorentz force on a charge in electrodynamics. The inertial forces in auniformly rotating system are calculated, which show that the Coriolis force is produced by a magnetic-type gravitational field.     We examine the relationships between three proposals for the six-dimensional (2,0) theory: the DLCQ of hep-th/9707079, hep-th/9712117, the deconstruction prescription of hep-th/0110146, and the five-dimensional maximally supersymmetric Yang-Mills proposal of 1012.2880, 1012.2882. We show that hep-th/0110146 gives a deconstruction of five-dimensional maximally supersymmetric Yang-Mills. The proposal of hep-th/9707079, hep-th/9712117 uses a subset of the degrees of freedom of five-dimensional Yang-Mills and we show that compactification of it on a circle of finite radius agrees with the DLCQ arising from the proposal of 1012.2880, 1012.2882 or from the deconstruction proposal of hep-th/0110146.

    Model-based approaches to pattern recognition and machine vision have been proposed to overcome the exorbitant training requirements of earlier computational paradigms. However, uncertainties in data were found to lead to a combinatorial explosion of the computational complexity. This issue is related here to the roles of a priori knowledge vs. adaptive learning. What is the a-priori knowledge representation that supports learning? I introduce Modeling Field Theory (MFT), a model-based neural network whose adaptive learning is based on a priori models. These models combine deterministic, fuzzy, and statistical aspects to account for a priori knowledge, its fuzzy nature, and data uncertainties. In the process of learning, a priori fuzzy concepts converge to crisp or probabilistic concepts. The MFT is a convergent dynamical system of only linear computational complexity. Fuzzy logic turns out to be essential for reducing the combinatorial complexity to linear one. I will discuss the relationship of the new computational paradigm to two theories due to Aristotle: theory of Forms and logic. While theory of Forms argued that the mind cannot be based on ready-made a priori concepts, Aristotelian logic operated with just such concepts. I discuss an interpretation of MFT suggesting that its fuzzy logic, combining a-priority and adaptivity, implements Aristotelian theory of Forms (theory of mind). Thus, 2300 years after Aristotle, a logic is developed suitable for his theory of mind.

    The purpose of this data package is to provide information about simulated crystalline waste forms that can be used to select an appropriate composition for a Cold Crucible Induction Melter (CCIM) proof of principle demonstration. Melt processing, viscosity, electrical conductivity, and thermal analysis information was collected to assess the ability of two potential candidate ceramic compositions to be processed in the Idaho National Laboratory (INL) CCIM and to guide processing parameters for the CCIM operation. Given uncertainties in the CCIM capabilities to reach certain temperatures throughout the system, one waste form designated 'Fe-MP' was designed towards enabling processing and another, designated 'CAF-5%TM-MP' was designed towards optimized microstructure. Melt processing studies confirmed both compositions could be poured from a crucible at 1600{degrees}C although the CAF-5%TM-MP composition froze before pouring was complete due to rapid crystallization (upon cooling). X-ray diffraction measurements confirmed the crystalline nature and phase assemblages of the compositions. The kinetics of melting and crystallization appeared to vary significantly between the compositions. Impedance spectroscopy results indicated the electrical conductivity is acceptable with respect to processing in the CCIM. The success of processing either ceramic composition will depend on the thermal profiles throughout the CCIM. In particular, the working temperature of the pour spout relative to the bulk melter which can approach 1700{degrees}C. The Fe-MP composition is recommended to demonstrate proof of principle for crystalline simulated waste forms considering the current configuration of INL's CCIM. If proposed modifications to the CCIM can maintain a nominal temperature of 1600{degrees}C throughout the melter, drain, and pour spout, then the CAF-5%TM-MP composition should be considered for a proof of principle demonstration.

There are now more than 200 such objects known, and the recent detection of planets with masses approximately 5 times that of Earth demonstrates that extra-solar planets of low mass exist. In addition to providing a wealth of scientific information on the formation and structure of planetary systems, these discoveries capture the interest of both scientists and the wider public with the profound prospect of the search for life in the Universe. We propose an L-type mission, called Darwin, whose primary goal is the study of terrestrial extrasolar planets and the search for life on them. By its very nature, Darwin advances the first Grand Theme of ESA Cosmic Vision. Accomplishing the mission objectives will require collaborative science across disciplines ranging from planet formation and atmospheres to chemistry and biology, and these disciplines will reap profound rewards from their contributions to the Darwin mission.

    An alternative form of Fermats equation[1] is proposed. It represents a portion of the identity that includes three terms of Fermats original equation. This alternative form permits an elementary and compact proof of the first case of Fermats Theorem (FT) for a number of specific exponents. Proofs are given for exponents n equal to 3, 5, 7,11 and 13. All these cases have already been proven using the original Fermats equation, not to mention the fact that a complete proof of FT was given by A. Wiles [2]. In view of this, the results presented here carry a purely methodological interest. They illustrate the effectiveness and simplicity of the method,compared with the well-known classical approach. An alternative form of the equation permits use of the criterion of the incompatibility of its terms, avoiding the labor-intensive and sophisticated calculations associated with traditional approach.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

    The 1994 National Academy of Sciences study and the 1997 assessment by DOE`s Office of Nonproliferation and National Security have emphasized the importance of the overall objectives of the Plutonium Disposition Program of beginning disposition rapidly. President Clinton and other leaders of the G-7 plus one (`Political Eight`) group of states, at the Moscow Nuclear Safety And Security Summit in April 1996, agreed on the objectives of accomplishing disposition of excess fissile material as soon as practicable. To meet these objectives, DOE has laid out an aggressive schedule in which large-scale immobilization operations would begin in 2005. Lawrence Livermore National Laboratory (LLNL), the lead laboratory for the development of Pu immobilization technologies for the Department of Energy`s Office of Fissile Materials Disposition (MD), was requested by MD to recommend the preferred immobilization form and technology for the disposition of excess weapons-usable Pu. In a series of three separate evaluations, the technologies for the candidate glass and ceramic forms were compared against criteria and metrics that reflect programmatic and technical objectives: (1) Evaluation of the R&D and engineering data for the two forms against the decision criteria/metrics by a technical evaluation panel comprising experts from within the immobilization program. (2) Integrated assessment by LLNL immobilization management of the candidate technologies with respect to the weighted criteria and other programmatic objectives, leading to a recommendation to DOE/MD on the preferred technology based on technical factors. (3) Assessment of the decision process, evaluation, and recommendation by a peer review panel of independent experts. Criteria used to assess the relative merits of the immobilization technologies were a subset of the criteria previously used by MD to choose among disposition options leading to the Programmatic Environmental Impact Statement and Record of Decision for the Storage and Disposition of Weapons-Usable Fissile Materials, January 1997. Criteria were: (1) resistance to Pu theft, diversion, and recovery by a terrorist organization or rogue nation; (2) resistance to recovery and reuse by host nation; (3) technical viability, including technical maturity, development risk, and acceptability for repository disposal; (4) environmental, safety, and health factors; (5) cost effectiveness; and (6) timeliness. On the basis of the technical evaluation and assessments, in September, 1997, LLNL recommended to DOE/MD that ceramic technologies be developed for deployment in the planned Pu immobilization plant.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    The advent of light metal alloys and advanced materials (polymer, composites, etc.) have brought the possibility of achieving important energy reductions into the full life cycle of these materials, especially in transportation applications. 1 These materials have gained acceptance in the aerospace industry but use of light metal alloys needs to gain wider acceptance in other commercial transportation areas. Among the main reasons for the relatively low use of these materials are the lack of manufacturability, insufficient mechanical properties, and increased material costs due to processing inefficiencies. Considering the enormous potential energy savings associated with the use of light metal alloys and advanced materials in transportation, there is a need to identify R&D opportunities in the fields of materials fabrication and forming aimed at developing materials with high specific mechanical properties combined with energy efficient processes and good manufacturability. This report presents a literature review of the most recent developments in the areas of fabrication and metal forming focusing principally on aluminum alloys. In the first section of the document, the different sheet manufacturing technologies including direct chill (DC) casting and rolling, spray forming, spray rolling, thin slab, and strip casting are reviewed. The second section of the document presents recent research on advanced forming processes. The various forming processes reviewed are: superplastic forming, electromagnetic forming, age forming, warm forming, hydroforming, and incremental forming. Optimization of conventional forming processes is also discussed. Potentially interesting light metal alloys for high structural efficiency including aluminum-scandium, aluminum-lithium, magnesium, titanium, and amorphous metal alloys are also reviewed. This section concludes with a discussion on alloy development for manufacturability. The third section of the document reviews the latest developments in fiber-reinforced composite materials. Emerging curing processes are presented along with a discussion on the possible developments in biocomposite materials. The fourth section presents recent developments in the fabrication of bulk nanomaterials and nanoparticles reinforced materials. Advanced joining technologies are presented in the fifth section. Future research is proposed in the last section.

    Treatment of spent nuclear fuel at Argonne National Laboratory consists of a pyroprocessing scheme in which the development of suitable waste forms is being advanced. Of the two waste forms being proposed, metal and mineral, the production of the metal waste form utilizes induction melting to stabilize the waste product. Alloying of metallic nuclear materials by induction melting has long been an Argonne strength and thus, the transition to metallic waste processing seems compatible. A test program is being initiated to coalesce the production of the metal waste forms with current induction melting capabilities.

    A new chemical heat pump (CHP) system for ecofriendly effective utilization of thermal energy in drying is proposed from the viewpoints of energy saving and environmental impact. CHPs can store thermal energy in the form of chemical energy by an endothermic reaction and release it at various temperature levels for heat demands by exo/endothermic reactions. CHPs have potential for heat recovery and dehumidification in the drying process by heat storage and high/low temperature heat release. In this study, the authors estimate the potential of the CHP application to drying systems for industrial use. Some combined systems of CHPs and dryers are proposed as chemical heat pump dryers (CHPD). The potential for commercialization of CHPDs is discussed.

    The objective of the proposed effort is to use a new approach to develop solution models of complex waste glass systems and spent fuel that are predictive with regard to composition, phase separation, and volatility. The effort will also yield thermodynamic values for waste components that are fundamentally required for corrosion models used to predict the leaching/corrosion behavior for waste glass and spent fuel material. This basic information and understanding of chemical behavior can subsequently be used directly in computational models of leaching and transport in geologic media, in designing and engineering waste forms and barrier systems, and in prediction of chemical interactions.

    FORM, a symbolic manipulation system, has been widely used in a lot of calculations for High Energy Physics due to its high performance and fficient design. Mathematica, another computational software program, has also widely been used, but more for reasons of generality and user-friendliness than for speed. Especially calculations involving tensors and noncommutative operations like calculating Dirac traces can be rather slow in Mathematica, compared to FORM. In this article we describe FormLink and FeynCalcFormLink, two Mathematica packages to link Mathematica and FeynCalc with FORM. FormLink can be used without FeynCalc and FeynCalcFormLink, which is an extension loading FormLink and FeynCalc automatically. With these two packages the impressive speed and other special features of FORM get embedded into the generality of Mathematica and FeynCalc in a simple manner. FeynCalcFormLink provides a FORM-based turbo for FeynCalc, making it much more efficient. FormLink turns Mathematica into an editor and code organizer for FORM.

    This study provides an assesses seven waste forms and eight processes for immobilizing transuranic (TRU) wastes. The waste forms considered are cast cement, cold-pressed cement, FUETAP (formed under elevated temperature and pressure) cement, borosilicate glass, aluminosilicate glass, basalt glass-ceramic, and cold-pressed and sintered silicate ceramic. The waste-immobilization processes considered are in-can glass melting, joule-heated glass melting, glass marble forming, cement casting, cement cold-pressing, FUETAP cement processing, ceramic cold-pressing and sintering, basalt glass-ceramic processing. Properties considered included gas generation, chemical durability, mechanical strength, thermal stability, and radiation stability. The ceramic products demonstrated the best properties, except for plutonium release during leaching. The glass and ceramic products had similar properties. The cement products generally had poorer properties than the other forms, except for plutonium release during leaching. Calculations of the Pu release indicated that the waste forms met the proposed NRC release rate limit of 1 part in 10/sup 5/ per year in most test conditions. The cast-cement process had the lowest processing cost, followed closely by the cold-pressed and FUETAP cement processes. Joule-heated glass melting had the lower cost of the glass processes. In-can melting in a high-quality canister had the highest cost, and cold-pressed and sintered ceramic the second highest. Labor and canister costs for in-can melting were identified. The major contributor to costs of disposing of TRU wastes in a defense waste repository is waste processing costs. Repository costs could become the dominant cost for disposing of TRU wastes in a commercial repository. It is recommended that cast and FUETAP cement and borosilicate glass waste-form systems be considered. 13 figures, 16 tables.

The traditional approach based on merit evaluation by experts has been the preferred method, but there is an issue regarding to what extent such a method can also be an instrument of effective policy.     This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

    In this paper we construct the generalization of the Cheeger-Gromov L^2-rho-invariant in the case of families. It is in fact a differential form: given a family of Dirac-type operators along the fibres of a fibration M--> B and a second fibration of normal G-coverings of the fibres, the rho-form is defined as the difference between the eta-form of Bismut and Cheeger and an L^2-eta-form, whose meaning is here given. Some hypothesis on the spectrum of the family of operators on the covering fibres must be made, to construct the L^2-eta-form. The delicate point is in fact in the t--> \\infty-asymptotic of the heat operator for the Bismut superconnection on the covering. First we consider a strong hypothesis (unifom invertibility for the two families of operators): in this case the L^2-eta-form is well defined.     Methods of forming metal contacts with metal inks in the manufacture of photovoltaic devices are disclosed. The metal inks are selectively deposited on semiconductor coatings by inkjet and aerosol apparatus. The composite is heated to selective temperatures where the metal inks burn through the coating to form an electrical contact with the semiconductor. Metal layers are then deposited on the electrical contacts by light induced or light assisted plating.

    We explain the motivation and main ideas underlying our proposal for a Lagrangian for Matrix Theory based on sixteen supercharges. Starting with the pedagogical example of a bosonic matrix theory we describe the appearance of a continuum spacetime geometry from a discrete, and noncommutative, spacetime with both Lorentz and Yang-Mills invariances. We explain the appearance of large N ground states with Dbranes and elucidate the principle of matrix Dbrane democracy at finite N. Based on the underlying symmetry algebras that hold at both finite and infinite N, we show why the supersymmetric matrix Lagrangian we propose does not belong to the class of supermatrix models which includes the BFSS and IKKT Matrix Models. We end with a preliminary discussion of a path integral prescription for the Hartle-Hawking wavefunction of the Universe derived from Matrix Theory.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    Using our previous construction of Eisenstein-like automorphic forms we derive formulae for the perturbative and non-perturbative parts for any group and representation. The result is written in terms of the weights of the representation and the derivation is largely group theoretical. Specialising to the E_{n+1} groups relevant to type II string theory and the representation associated with node n+1 of the E_{n+1} Dynkin diagram we explicitly find the perturbative part in terms of String Theory variables, such as the string coupling g_d and volume V_n. For dimensions seven and higher we find that the perturbation theory involves only two terms. In six dimensions we construct the SO(5,5) automorphic form using the vector representation. Although these automorphic forms are generally compatible with String Theory, the one relevant to R^4 involves terms with g_d^{-6} and so is problematic. We then study a constrained SO(5,5) automorphic form, obtained by summing over null vectors, and compute its perturbative part. We find that it is consistent with String Theory and makes precise predictions for the perturbative results. We also study the unconstrained automorphic forms for E_6 in the 27 representation and E_7 in the 133 representation, giving their perturbative part and commenting on their role in String Theory.

    In forming a heliostat having a main support structure and pivoting and tilting motors and gears and a mirror module for reflecting solar energy onto a collector, the improvement characterized by a method of forming the mirror module in which the mirror is laid upon a solid rigid supporting bed in one or more sections, with or without focusing; a mirror backing sheet is applied by first applying respective thin layers of silicone grease and, thereafter, progressively rolling application to eliminate air bubbles; followed by affixing of a substrate assembly to the mirror backing sheet to form a mirror module that does not curve because of thermally induced stresses and differential thermal expansion or contraction effects. The silicone grease also serves to dampen fluttering of the mirror and protect the mirror backside against adverse effects of the weather.     Energy Signatures is a proposed new technique for aiding a designer in selecting and sizing passive solar elements on a building. Hourly heat flux profiles for each candidate design element are determined. These profiles are then matched to the hourly energy requirement of the space accounting for weather conditions, internal heat profiles of the space, and the mass characteristics of the building. Simulation analysis techniques are used to determine the Energy Signatures, the load profiles, and check the final result. Least-squares techniques are used to determine the optimum mix of strategies. Examples are given to illustrate development of the method up to the present. Future directions and possibilities are outlined.

    We propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interace. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from the Bevalac, AGS and SPS to RHIC and LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems and all measured observables. Such a database would have tremendous scientific payoff as it makes systematic studies easier and allows simpler benchmarking of theoretical models to a broad range of old and new experiments. Furthermore, there is a growing need for compilations of high-energy nuclear data for applications including stockpile stewardship, technology development for intertial confinement fusion and target and source development for upcoming facilities such as the Next Linear Collider. To enhance the utility of this database, we propose periodically performing evaluations of the data and summarizing the results in topical reviews.

    Of the many radionuclides and contaminants in the tank wastes stored at the Hanford site, technetium-99 (99Tc) is one of the most challenging to effectively immobilize in a waste form for ultimate disposal. Within the Hanford Tank Waste Treatment and Immobilization Plant (WTP), the Tc will partition between both the high-level waste (HLW) and low-activity waste (LAW) fractions of the tank waste. The HLW fraction will be converted to a glass waste form in the HLW vitrification facility and the LAW fraction will be converted to another glass waste form in the LAW vitrification facility. In both vitrification facilities, the Tc is incorporated into the glass waste form but a significant fraction of the Tc volatilizes at the high glass-melting temperatures and is captured in the off-gas treatment systems at both facilities. The aqueous off-gas condensate solution containing the volatilized Tc is recycled and is added to the LAW glass melter feed. This recycle process is effective in increasing the loading of Tc in the LAW glass but it also disproportionally increases the sulfur and halides in the LAW melter feed which increases both the amount of LAW glass and either the duration of the LAW vitrification mission or the required supplemental LAW treatment capacity.

    In a second development order, spin-forming equipment was again evaluated using the test shape, a hemispherical shell. In this second development order, pure vanadium and alloy titanium (Ti-6Al-4V) were spin-formed, as well as additional copper and 21-6-9 stainless. In the first development order the following materials had been spin-formed: copper (alloy C11000 ETP), 6061 aluminum, 304L stainless steel, 21-6-9 stainless steel, and tantalum-2.5% tungsten. Significant challenges included properly adjusting the rotations-per-minute (RPM), cracking at un-beveled edges and laser marks, redressing of notches, surface cracking, non-uniform temperature evolution in the titanium, and cracking of the tailstock. Lessons learned were that 300 RPM worked better than 600 RPM for most materials (at the feed rate of 800 mm/min); beveling the edges to lower the stress reduces edge cracking; notches, laser marks, or edge defects in the preform doom the process to cracking and failure; coolant is required for vanadium spin-forming; increasing the number of passes to nine or more eliminates surface cracking for vanadium; titanium develops a hot zone in front of the rollers; and the tailstock should be redesigned to eliminate the cylindrical stress concentrator in the center.

    The use of computer clusters for computational sciences including computational physics is vital as it provides computing power to crunch big numbers at a faster rate. In compute intensive applications that requires high resolution such as Monte Carlo simulation, the use of computer clusters in a grid form that supplies computational power to any nodes within the grid that needs computing power, has now become a necessity.     The conceptual design of a magnetic system for an experiment to measure the transverse spin effects in semi-inclusive Deep Inelastic Scattering (SIDIS) at 11 GeV with a transversely polarized target using the CLAS12 detector at Jefferson Lab is presented. A proposal has been submitted to study spin azimuthal asymmetries in SIDIS using an 11-GeV polarized electron beam from the upgraded CEBAF facility and the CLAS12 detector equipped with a transversely polarized target. The main focus of the experiment will be the measurement of transverse target single and double spin asymmetries in the reaction ep{up_arrow} -> ehX, where e is an electron, p{up_arrow} is transversely polarized proton, h is a meson (e.g., a pion or a kaon) and X is the undetected final state. The details of the conceptual design of the shielding magnetic system and transverse dipole are reported.

    It is argued that jet modelers have given insufficient study to the natural magneto-static configurations of field wound up in the presence of a confining general pressure. Such fields form towers whose height grows with each twist at a velocity comparable to the circular velocity of the accretion disk that turns them. A discussion of the generation of such towers is preceded by a brief history of the idea that quasars, active galaxies, and galactic nuclei contain giant black holes with accretion disks.

    This paper describes Message Passing Interface 1 (MPI1), a proposed library interface standard for supporting point-to-point message passing. The intended standard will be provided with Fortran 77 and C interfaces, and will form the basis of a standard high level communication environment featuring collective communication and data distribution transformations. The standard proposed here provides blocking, nonblocking, and synchronized message passing between pairs of processes, with message selectivity by source process and message type. Provision is made for noncontiguous messages. Context control provides a convenient means of avoiding message selectivity conflicts between different phases of an application. The ability to form and manipulate process groups permits task parallelism to be exploited, and is a useful abstraction in controlling certain types of collective communication.

The guidance that mandates this direction is under the provisions of 10 CFR Part 63 and the US Department of Energy's ''Revised Interim Guidance Pending Issuance of New US Nuclear Regulatory Commission (NRC) Regulations (Revision 01, July 22, 1999), for Yucca Mountain, Nevada'' (Dyer 1999 and herein referred to as DOE's Interim Guidance). This assurance must be demonstrated in the form of a performance assessment that: (1) identifies the features, events, and processes (FEPs) that might affect the performance of the potential geologic repository; (2) examines the effects of such FEPs on the performance of the potential geologic repository; (3) estimates the expected annual dose to a specified receptor group; and (4) provides the technical basis for inclusion or exclusion of specific FEPs.

    We investigate metric independent, gauge invariant, and closed forms in the generalized Yang-Mills (YM) theory. These forms are polynomial on the corresponding fields strength tensors – curvature forms and are analogous to the Pontryagin-Chern densities in the YM gauge theory. The corresponding secondary characteristic classes have been expressed in integral form in analogy with the Chern-Simons form. Because they are not unique, the secondary forms can be dramatically simplified by the addition of properly chosen differentials of one-step-lower-order forms. Their gauge variation can also be found yielding the potential anomalies in the gauge field theory.

    This paper considers several alternative forms of an energy imbalance market (EIM) proposed in the nonmarket areas of the Western Interconnection. The proposed EIM includes two changes in operating practices that independently reduce variability and increase access to responsive resources: balancing authority cooperation and sub-hourly dispatch. As the penetration of variable generation increases on the power system, additional interest in coordination would likely occur. Several alternative approaches could be used, but consideration of any form of coordinated unit commitment is beyond the scope of this analysis. This report examines the benefits of several possible EIM implementations--both separately and in concert.

    Research performed on the program “New Fission Product Waste Forms: Development and Characterization,” in the last three years has fulfilled the objectives of the proposal which were to 1) establish ceramic waste forms for disposing of Cs, Sr and minor actinides, 2) fully characterize the phase relationships, structures and thermodynamic and kinetic stabilities of promising waste forms, 3) establish a sound technical basis for understanding key waste form properties, such as melting temperatures and aqueous durability, based on an in-depth understanding of waste form structures and thermochemistry, and 4) establish synthesis, testing, scaleup and commercialization routes for wasteform implementation through out in-kind collaborations. In addition, since Cs and Sr form new elements by radioactive decay, the behavior and thermodynamics of waste forms containing different proportions of Cs, Sr and their decay products were discovered using non-radioactive analogues. Collaborations among researchers from three institutions, UC Davis, Sandia National Laboratories, and Shott Inc., were formed to perform the primary work on the program. The unique expertise of each of the members in the areas of waste form development, structure/property relationships, hydrothermal and high temperature synthesis, crystal/glass production, and thermochemistry was critical to program success. In addition, collaborations with the Brigham Young Univeristy, Ben Gurion University, and Los Alamos National Laboratory, were established for standard entropies of ceramic waste forms, sol-gel synthesis, and high temperature synthesis. This work has had a significant impact in a number of areas. First, the studies of the thermodynamic stability of the mineral analogues provided an important technical foundation for assessment the viability of multicomponent oxide phases for Cs and Sr removal. Moreover, the thermodynamic data discovered in this program established information on the reaction pathways for the potential reaction products. The phase equilibria and thermodynamics involving the intermediates in the decay process in this program will assist in selection of the best process for Cs or Sr immobilization. In addition, data from the study can be used to develop engineering solutions for potential process upsets. Second, the glass – crystal stability of multicomponent oxide phases that were representative silicates on this program is highly distinguishable for mother compounds and decay products, thus providing a fundamental understanding on the separate effects from chemistry and from radiation. Finally, we have developed a foundation for understanding chemistry-structure-energetics relationships in titanosilicates that can be used to develop more effective materials.

    Corrective action is required under the authority of the Resource Conservation and Recovery Act (RCRA) Sections 3004(u) and(v) which were added by the Hazardous and Solid Waste Amendments of 1984 (HSWA). In response to HSWA, the US Environmental Protection Agency(EPA) proposed a comprehensive corrective action program under 40 CFR 264 Subpart S [55 FR 30798, July 27, 1990]. Although Subpart S is still only proposed, it is being implemented by the EPA Regions until the rule is finalized. Proposed Subpart S corrective action applies to releases to any media from any solid waste management unit (SWMU) at a treatment, storage, or disposal facility (TSDF). Corrective action requirements under proposed Subpart S are imposed through permit conditions or, for interim status facilities, through a RCRA Section 3008(h) order. In general, upon initial regulation of a TSDF, the owner or operator submits a Part A permit application, notifying the regulatory agency of waste management activities. The Part A consists of a form containing general information about the facility, the unit(s) affected, and the wastes managed in the units. Part B of the permit application provides detailed information on the facility, the units affected, and the waste managed. The Part B permit application may consist of several volumes of information. Proposed Subpart S requirements, would be contained in the Part B permit application. The Part B permit application proposes requirements and conditions intended to respond to the various RCRA requirements for permitted units. This submittal initiates the negotiation process for regulated SWMUS, whereby the requirements and conditions for unit operation are established. The term of the permit is typically 5 or 10 years, after which a permit renewal or issuance of a new permit is required. This Information Brief provides information on the permit requirements and process under proposed Subpart S.

    This report describes the fabrication of two reference alloy waste forms, RAW-1(Re) and RAW-(Tc) using an optimized loading and heating method. The composition of the alloy materials was based on a generalized formulation to process various proposed feed streams resulting from the processing of used fuel. Waste elements are introduced into molten steel during alloy fabrication and, upon solidification, become incorporated into durable iron-based intermetallic phases of the alloy waste form. The first alloy ingot contained surrogate (non-radioactive), transition-metal fission products with rhenium acting as a surrogate for technetium. The second alloy ingot contained the same components as the first ingot, but included radioactive Tc-99 instead of rhenium. Understanding technetium behavior in the waste form is of particular importance due the longevity of Tc-99 and its mobility in the biosphere in the oxide form. RAW-1(Re) and RAW-1(Tc) are currently being used as test specimens in the comprehensive testing program investigating the corrosion and radionuclide release mechanisms of the representative alloy waste form. Also described in this report is the experimental plan to study the effects of reducing atmospheres and reducing additives to the alloy material during fabrication in an attempt to maximize the oxide content of waste streams that can be accommodated in the alloy waste form. Activities described in the experimental plan will be performed in FY12. The first aspect of the experimental plan is to study oxide formation on the alloy by introducing O2 impurities in the melt cover gas or from added oxide impurities in the feed materials. Reducing atmospheres will then be introduced to the melt cover gas in an attempt to minimize oxide formation during alloy fabrication. The second phase of the experimental plan is to investigate melting parameters associated with alloy fabrication to allow the separation of slag and alloy components of the melt.

    The assurance of nuclear fuel supply has the potential to contribute to balancing peaceful use of nuclear power and nuclear nonproliferation. 5 proposals which provide the backup supply of the enrichment service in case of supply disruption, are investigated in this study. We investigated the 20 NPT countries which are non-nuclear-weapon states and possess operable commercial LWRs in October 2012 as potential participants for each proposal. As a result of literature researching, we have extracted factors that can be considered as important for a country to participate or not participate in the assurance of nuclear fuel supply. Then we have computed incentive and disincentive parameters for each country. The results show that the participation expectancy decreases in the order of IAEA Fuel Bank proposal, Russian LEU Reserve proposal, AFS proposal, WNA proposal and 6-Country proposal. The 'IAEA fuel bank proposal' would be triggered in case of the supply disruption which cannot be solved by the market mechanism and bilateral agreements.

    Bipartite on-shell diagrams are the latest tool in constructing scattering amplitudes. In this letter we prove that an on-shell diagram process a rational top-form if and only if the algebraic ideal comprised of the geometrical constraints can be shifted linearly during successive Britto-Cachazo-Feng-Witten integrations. With a proper geometric interpretation of the constraints in the Grassmannian manifold, the rational top-form integration contours can thus be obtained, and understood, in a straightforward way. All top-form integrands of arbitrary higher loops can therefore be derived recursively, completing the top-form picture of $\\mathcal{N}=4$ SYM scattering amplitudes proposed by us earlier. Scattering amplitudes in maximally supersymmetric ($\\mathcal{N}=4$) Super Yang-Mills (SYM) theory can thus be greatly simplified due to the existence of top-forms comprised of rational functions of the minors of the constraint matrices.
