    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    The Electric Power Research Institute (EPRI), through its Nondestructive Examination (NDE) Center in Charlotte, North Carolina, has identified two specific categories of NDE training to best serve the industry's need for enhanced personnel qualification programs. These categories include in-service inspection (ISI) training and technical skills training. The ISI training provides operator training in new NDE technology areas that are ready for field application. The technical skills training is developed as part of a long-range plan to support all basic NDE methods typical to the electric power industry. The need for specific training and better documentation of NDE personnel qualifications is becoming more evident. ASME Section XI requirements for the qualification and certification of visual examiners and the recognition by the US Nuclear Regulatory Commission (NRC) of the importance of the ultrasonic (UT) operator in finding intergranular stress corrosion cracking (IGSCC) are two of the major issues being addressed by the training task of the EPRI NDE Center. The overall intent of the center's training is to meet the most critical utility needs with quality training that can be used by the trainee's employer as a part of their certification of that individual. To do this, the center has organized and activated a carefully maintained documentation and records systems built around the continuing education unit (CEU).

    Integrated Gasification Combined Cycle (IGCC) is emerging as the technology of choice for providing clean, low-cost electricity for the next generation of coal-fired power plants and will play a central role in the development of high-efficiency, zero-emissions power plants such as FutureGen. Several major utilities and developers recently announced plans to build IGCC plants and other major utilities are evaluating IGCCís suitability for base-load capacity additions. This recent surge of attention to IGCC power generation is creating a growing demand for experience with the analysis, operation, and control of commercial-scale IGCC plants.     The US Department of Energy`s (DOE`s) Pacific Northwest National Laboratory (PNNL) was tasked in FY97-98 to conduct a multisensor feature extraction project for the Terrain Modeling Project Office (TMPO) of the National Imagery and Mapping Agency (NIMA). The goal of this research is the development of near-autonomous methods to remotely classify and characterize regions of military interest, in support of the TMPO of NIMA. These methods exploit remotely sensed datasets including hyperspectral (HYDICE) imagery, near-infrared and thermal infrared (Daedalus 3600), radar, and terrain datasets. The study site for this project is the US Army`s Yakima Training Center (YTC), a 326,741-acre training area located near Yakima, Washington. Two study areas at the YTC were selected to conduct and demonstrate multisensor feature extraction, the 2-km x 2-km Cantonment Area and the 3-km x 3-km Choke Point area. Classification of the Cantonment area afforded a comparison of classification results at different scales.

This project is an important part of the Hanford Site mission and will enable the US Department of Energy (DOE) to meet high standards for safety. The Hazardous Materials Management and Emergency Response Training Center (HAMMER) project will construct a centralized regional training center dedicated to training hazardous materials workers and emergency responders in classrooms and with hands-on, realistic training aids representing actual field conditions. The HAMMER Training Center will provide a cost-effective, high-quality way to meet the Hanford Site training needs.     Within the United States, there are few hands-on training centers capable of providing integrated technical training within a practical application environment. Currently, there are no training facilities that offer both radioactive and chemical hazardous response training. There are no hands-on training centers that provide training for both hazardous material operations and emergency response that also operate as a partnership between organized labor, state agencies, tribes, and local emergency responders within the US Department of Energy (DOE) complex. Available facilities appear grossly inadequate for training the thousands of people at Hanford, and throughout the Pacific Northwest, who are required to qualify under nationally-mandated requirements. It is estimated that 4,000 workers at the Hanford Site alone need hands-on training. Throughout the Pacific Northwest, the potential target audience would be over 30,000 public sector emergency response personnel, as well as another 10,000 clean-up workers represented by organized labor. The HAMMER Training Center will be an interagency-sponsored training center. It will be designed, built, and operated to ensure that clean-up workers, fire fighters, and public sector management and emergency response personnel are trained to handle accidental spills of hazardous materials. Training will cover wastes at clean-up sites, and in jurisdictions along the transportation corridors, to effectively protect human life, property, and the environment.

    For the next 30 years, the main activities at the US Department of Energy (DOE) Hanford Site will involve the management, handling, and cleanup of toxic substances. If the DOE is to meet its high standards of safety, the thousands of workers involved in these activities will need systematic training appropriate to their tasks and the risks associated with these tasks. Furthermore, emergency response for DOE shipments is the primary responsibility of state, tribal, and local governments. A collaborative training initiative with the DOE will strengthen emergency response at the Hanford Site and within the regional communities. Local and international labor has joined the Hazardous Materials Management and Emergency Response (HAMMER) partnership, and will share in the HAMMER Training Center core programs and facilities using their own specialized trainers and training programs. The HAMMER Training Center will provide a centralized regional site dedicated to the training of hazardous material, emergency response, and fire fighting personnel.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Michigan Army National Guard property near Augusta, Michigan. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Fort Custer Training Center, phase I of the Department of Defense Installation Restoration Program. The environmentally significant operations associated with the property are (1) storage of hazardous materials and hazardous waste, (2) storage and dispensing of fuel, (3) washing of vehicles and equipment, and (4) weapons training ranges that may have accumulated lead.

    As one of the several institutions of higher education, North Carolina Agricultural and Technical State University at Greensboro has received support from the office of Minority Education Institution Assistance Program (MEIAP) of the US Department of Energy primarily to provide infrastructure support to promote and enhance interdisciplinary energy-related research. In this effort, the university was authorized to prepare a plan to create a Center for Energy Research and Training (CERT), which was initiated on September 30, 1987. The goals and objectives for CERT are as specified below: (1) To encourage research by the faculty in many academic disciplines and to enhance their success in finding and obtaining funds for interdisciplinary and multi-school research. (2) To enhance students` energy education with increased opportunities for: theoretical and practical contact with energy issues and technologies; new courses and improved course content; internships and graduate funding; and ability and desire to pursue careers in energy field.     The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. Participants in GKTC workshops and courses include nuclear facility specialists as well as officials of the State's regulatory authorities. Recently, the training scope has been broadened to include students from other nations in the region.

    Some of the most difficult problems encountered at federal sites in reducing energy consumption in a cost-effective manner revolve around understanding where energy is being used and what technologies can be employed to decrease energy use. Many large federal sites have one or two meters to track electric energy use for several thousand buildings and numerous industrial processes. Even where meters are available on individual buildings or family housing units, the meters are not consistently read. When the federal energy manager has been able to identify high energy users, the energy manager may not have the background, training, or resources to determine the most cost-effective options for reducing this energy use. This limitation can lead to selection of suboptimal projects that prevent the site from achieving full life-cycle cost savings. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) has been tasked by the U.S. Army Forces Command (FORSCOM) to identify, evaluate, and acquire all cost-effective energy projects at selected federal facilities. Pacific Northwest Laboratory (PNL) is assisting FEMP in this effort. This is part of a model program that PNL has developed to provide a systematic approach to evaluating energy opportunities. The program (1) identifies the building groups and end uses using the most energy (not just having the greatest energy-use intensity), and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. In essence, this model program provides the federal energy manager with a road map to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites.

    The Waste Isolation Pilot Plant (WIPP) site, which is managed and operated by the United States (U.S.) Department of Energy (USDOE) Carlsbad Field Office (CBFO) and located in the State of New Mexico, presently hosts an underground research laboratory (URL) and the world's first certified and operating deep geological repository for safe disposition of long-lived radioactive materials (LLRMs). Both the URL and the repository are situated approximately 650 meters (m) below the ground surface in a 250-million-year-old, 600-m-thick, undisturbed, bedded salt formation, and they have been in operation since 1982 and 1999, respectively. Founded on long-standing CBFO collaborations with international and national radioactive waste management organizations, since 2001, WIPP serves as the Center of Excellence in Rock Salt for the International Atomic Energy Agency's (IAEA's) International Network of Centers on ''Training in and Demonstration of Waste Disposal Technologies in Underground Research Facilities'' (the IAEA Network). The primary objective for the IAEA Network is to foster collaborative projects among IAEA Member States that: supplement national efforts and promote public confidence in waste disposal schemes; contribute to the resolution of key technical issues; and encourage the transfer and preservation of knowledge and technologies.

    A team composed of scientists from Michigan State University (MSU) and Michigan Technological University (MTU) assembled to better understand, document, and improve systems for using forest-based biomass feedstocks in the production of energy products within Michigan. Work was funded by a grant (DE-EE-0000280) from the U.S. Department of Energy (DOE) and was administered by the Michigan Economic Development Corporation (MEDC). The goal of the project was to improve the forest feedstock supply infrastructure to sustainably provide woody biomass for biofuel production in Michigan over the long-term. Work was divided into four broad areas with associated objectives: ē TASK A: Develop a Forest-Based Biomass Assessment for Michigan Ė Define forest-based feedstock inventory, availability, and the potential of forest-based feedstock to support state and federal renewable energy goals while maintaining current uses. ē TASK B: Improve Harvesting, Processing and Transportation Systems Ė Identify and develop cost, energy, and carbon efficient harvesting, processing and transportation systems. ē TASK C: Improve Forest Feedstock Productivity and Sustainability Ė Identify and develop sustainable feedstock production systems through the establishment and monitoring of a statewide network of field trials in forests and energy plantations. ē TASK D: Engage Stakeholders Ė Increase understanding of forest biomass production systems for biofuels by a broad range of stakeholders. The goal and objectives of this research and development project were fulfilled with key model deliverables including: 1) The Forest Biomass Inventory System (Sub-task A1) of feedstock inventory and availability and, 2) The Supply Chain Model (Sub-task B2). Both models are vital to Michiganís forest biomass industry and support forecasting delivered cost, as well as carbon and energy balance. All of these elements are important to facilitate investor, operational and policy decisions. All other sub-tasks supported the development of these two tools either directly or by building out supporting information in the forest biomass supply chain. Outreach efforts have, and are continuing to get these user friendly models and information to decision makers to support biomass feedstock supply chain decisions across the areas of biomass inventory and availability, procurement, harvest, forwarding, transportation and processing.     This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Tennessee Army National Guard (TNARNG) property near Smyrna, Tennessee. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Grubbs/Kyle Training Center property, the requirement of the Department of Defense Installation Restoration Program.

    Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

This article reviews how the 1992 Nepal Forestry Act substantially reallocates the responsibility for management of Nepal's forests between the central government and the local communities, dividing the forests into five different types: community, leasehold, government-managed, protected, and religious. Some of the problems created by the law's community forestry provisions are described. Since no guidelines for management are in the legislation nor are there objectives and standards for administration, changes in these areas could improve implementation and achieve sustainable forest development. 6 refs., 1 fig.

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: ē Development and Pilot of a New Advanced Welding Curriculum, ē Program Enhancement of Non-Destructive Examination (NDE) Technology, ē Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, ē Project Management and Reporting.     The Nepal Forestry Initiative is a project developed through discussions between the US Agency for International Development (AID) and His Majesty's Government of Nepal and managed for AID by Argonne National Laboratory. The project seeks to facilitate widespread acceptance of multipurpose tree species cultivated under various production systems. Production systems selected for research and demonstration include alley cropping, contour hedgerow, and short rotation. A site in the Dhading District of the Mid-Hills Region of Nepal is serving as the first project site. Site delineation, shed construction, and the first stage of terrace building have been completed. Planting stock for several native species and some exotic species has been collected, and attempts to propagate these species in the nursery have begun. A socioeconomic survey of the people who will be directly affected by the project was conducted. It was followed by a survey to identify the multipurpose tree species being used by the local population. Two advisory committees -- a technical advisory committee and a social/cultural advisory committee -- have reviewed the initial project document and the progress through September 1987. Their written evaluations are appended to this report.

    This book is a collection of 26 papers from a 1990 conference concerning the interface between greenhouse warming and agriculture and forestry. Areas of particular emphasis include methane's importance as a greenhouse gas and agricultural production of methane; agriculture's importance as a response to climatic change; forestry as a potentially powerful abatement method, because forests sequester carbon as part of their natural growth. The book is divided into three parts. First, the implications of examining the full set of greenhouse gases versus just looking at carbon dioxide are discussed. Second, the role of agriculture and forestry in producing greenhouse gases is covered. Third, a series of articles tackles the difficult task of measuring the damages to agriculture that would result if climates do change.

    There is a need to assess climate change mitigationopportunities in forest sector in India in the context of methodologicalissues such as additionality, permanence, leakage, measurement andbaseline development in formulating forestry mitigation projects. A casestudy of forestry mitigation project in semi-arid community grazing landsand farmlands in Kolar district of Karnataka, was undertaken with regardto baseline and project scenariodevelopment, estimation of carbon stockchange in the project, leakage estimation and assessment ofcost-effectiveness of mitigation projects. Further, the transaction coststo develop project, and environmental and socio-economic impact ofmitigation project was assessed.The study shows the feasibility ofestablishing baselines and project C-stock changes. Since the area haslow or insignificant biomass, leakage is not an issue. The overallmitigation potential in Kolar for a total area of 14,000 ha under variousmitigation options is 278,380 tC at a rate of 20 tC/ha for the period2005-2035, which is approximately 0.67 tC/ha/yr inclusive of harvestregimes under short rotation and long rotation mitigation options. Thetransaction cost for baseline establishment is less than a rupee/tC andfor project scenario development is about Rs. 1.5-3.75/tC. The projectenhances biodiversity and the socio-economic impact is alsosignificant.

    If the Clean Development Mechanism proposed under the Kyoto Protocol is to serve as an effective means for combating global climate change, it will depend upon reliable estimates of greenhouse gas benefits. This paper sketches the theoretical basis for estimating the greenhouse gas benefits of forestry projects and suggests lessons learned based on a case study of Costa Rica's Protected Areas Project, which is a 500,000 hectare effort to reduce deforestation and enhance reforestation. The Protected Areas Project in many senses advances the state of the art for Clean Development Mechanism-type forestry projects, as does the third-party verification work of SGS International Certification Services on the project. Nonetheless, sensitivity analysis shows that carbon benefit estimates for the project vary widely based on the imputed deforestation rate in the baseline scenario, e.g. the deforestation rate expected if the project were not implemented. This, along with a newly available national dataset that confirms other research showing a slower rate of deforestation in Costa Rica, suggests that the use of the 1979--1992 forest cover data originally as the basis for estimating carbon savings should be reconsidered. When the newly available data is substituted, carbon savings amount to 8.9 Mt (million tones) of carbon, down from the original estimate of 15.7 Mt. The primary general conclusion is that project developers should give more attention to the forecasting land use and land cover change scenarios underlying estimates of greenhouse gas benefits.
