Abramovo Counterterrorism Training Center

The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

Training activities at the EPRI NDE Center

The Electric Power Research Institute (EPRI), through its Nondestructive Examination (NDE) Center in Charlotte, North Carolina, has identified two specific categories of NDE training to best serve the industry's need for enhanced personnel qualification programs. These categories include in-service inspection (ISI) training and technical skills training. The ISI training provides operator training in new NDE technology areas that are ready for field application. The technical skills training is developed as part of a long-range plan to support all basic NDE methods typical to the electric power industry. The need for specific training and better documentation of NDE personnel qualifications is becoming more evident. ASME Section XI requirements for the qualification and certification of visual examiners and the recognition by the US Nuclear Regulatory Commission (NRC) of the importance of the ultrasonic (UT) operator in finding intergranular stress corrosion cracking (IGSCC) are two of the major issues being addressed by the training task of the EPRI NDE Center. The overall intent of the center's training is to meet the most critical utility needs with quality training that can be used by the trainee's employer as a part of their certification of that individual. To do this, the center has organized and activated a carefully maintained documentation and records systems built around the continuing education unit (CEU).

Vegetation survey of knapweed on the Yakima Training Center - 1992

This report summarizes and discusses the results of a vegetation survey conducted in 1992 on a portion of the Yakima Training Center (YTC). Pacific Northwest Laboratory (PNL) conducted this survey and a similar survey in 1991 for the U.S. Department of the Army. The objectives of the survey were to evaluate the impact of the herbicide picloram on forbs where aerial applications of picloram were made in 1988, 1989, and 1991 to control knapweed infestations. Forbs are of special interest because they are an important part of the spring and summer diet of the western sage grouse, which is a U.S. Fish and Wildlife Service candidate species for the threatened and endangered list. We also conducted a limited evaluation of the effectiveness of the spray program in controlling the spread of knapweed. Percent plant canopy cover and number of forbs were measured on 120 transacts on the herbicide-treated and untreated control areas. Herbicide treatment in 1991 resulted in a significant reduction in knapweed based on percent cover and density. The treatment areas also all had lower percent canopy cover of perennial forbs and fewer perennial forbs compared to control areas. Canopy cover of shrubs and annual, biennial, and perennial forbs measured on the YTC increased between the 1991 and 1992 survey, which may indicate a recovery of these vegetation types after disturbance. These increases also could reflect the mild 1992 winter and superior growing conditions in the spring of 1992. We recommend that these vegetation transacts continue to be monitored for an additional growing season to evaluate (1) whether knapweed increases to its previous abundance in the 1991 herbicide-treated area, (2) the efficacy of herbicide application on transacts along roadways, and (3) the increase in invasive annuals in herbicide-treated areas and the possible effects on community vegetation structure and sage grouse habitat.

For the next 30 years, the main activities at the US Department of Energy (DOE) Hanford Site will involve the management, handling, and cleanup of toxic substances. If the DOE is to meet its high standards of safety, the thousands of workers involved in these activities will need systematic training appropriate to their tasks and the risks associated with these tasks. Furthermore, emergency response for DOE shipments is the primary responsibility of state, tribal, and local governments. A collaborative training initiative with the DOE will strengthen emergency response at the Hanford Site and within the regional communities. Local and international labor has joined the Hazardous Materials Management and Emergency Response (HAMMER) partnership, and will share in the HAMMER Training Center core programs and facilities using their own specialized trainers and training programs. The HAMMER Training Center will provide a centralized regional site dedicated to the training of hazardous material, emergency response, and fire fighting personnel.

The Hazardous Materials Management and Emergency Response (HAMMER) Training Center will provide for classroom lectures and hands-on practical training in realistic situations for workers and emergency responders who are tasked with handling and cleanup of toxic substances. The primary objective of the HAMMER project is to provide hands-on training and classroom facilities for hazardous material workers and emergency responders. This project will also contribute towards complying with the planning and training provisions of recent legislation. In March 1989 Title 29 Code of Federal Regulations Occupational Safety and Health Administration 1910 Rules and National Fire Protection Association Standard 472 defined professional requirements for responders to hazardous materials incidents. Two general types of training are addressed for hazardous materials: training for hazardous waste site workers and managers, and training for emergency response organizations.

The George Kuzmycz Training Center for Physical Protection, Control and Accounting (GKTC) was established in 1998 in a collaborative endeavor of the State Nuclear Regulatory Administration of Ukraine, the Ukrainian Academy of Sciences, and the U.S. Department of Energy. Located at the Institute for Nuclear Research in Kyiv, the GKTC provides theoretical and practical training in physical protection, control, and accounting techniques and systems that are employed to reduce the risk of unauthorized use, theft, or diversion of weapons-usable nuclear material. Participants in GKTC workshops and courses include nuclear facility specialists as well as officials of the State's regulatory authorities. Recently, the training scope has been broadened to include students from other nations in the region.

Some of the most difficult problems encountered at federal sites in reducing energy consumption in a cost-effective manner revolve around understanding where energy is being used and what technologies can be employed to decrease energy use. Many large federal sites have one or two meters to track electric energy use for several thousand buildings and numerous industrial processes. Even where meters are available on individual buildings or family housing units, the meters are not consistently read. When the federal energy manager has been able to identify high energy users, the energy manager may not have the background, training, or resources to determine the most cost-effective options for reducing this energy use. This limitation can lead to selection of suboptimal projects that prevent the site from achieving full life-cycle cost savings. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) has been tasked by the U.S. Army Forces Command (FORSCOM) to identify, evaluate, and acquire all cost-effective energy projects at selected federal facilities. Pacific Northwest Laboratory (PNL) is assisting FEMP in this effort. This is part of a model program that PNL has developed to provide a systematic approach to evaluating energy opportunities. The program (1) identifies the building groups and end uses using the most energy (not just having the greatest energy-use intensity), and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. In essence, this model program provides the federal energy manager with a road map to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites.

The Waste Isolation Pilot Plant (WIPP) site, which is managed and operated by the United States (U.S.) Department of Energy (USDOE) Carlsbad Field Office (CBFO) and located in the State of New Mexico, presently hosts an underground research laboratory (URL) and the world's first certified and operating deep geological repository for safe disposition of long-lived radioactive materials (LLRMs). Both the URL and the repository are situated approximately 650 meters (m) below the ground surface in a 250-million-year-old, 600-m-thick, undisturbed, bedded salt formation, and they have been in operation since 1982 and 1999, respectively. Founded on long-standing CBFO collaborations with international and national radioactive waste management organizations, since 2001, WIPP serves as the Center of Excellence in Rock Salt for the International Atomic Energy Agency's (IAEA's) International Network of Centers on ''Training in and Demonstration of Waste Disposal Technologies in Underground Research Facilities'' (the IAEA Network). The primary objective for the IAEA Network is to foster collaborative projects among IAEA Member States that: supplement national efforts and promote public confidence in waste disposal schemes; contribute to the resolution of key technical issues; and encourage the transfer and preservation of knowledge and technologies.

FINAL TECHNICAL REPORT FOR FORESTRY BIOFUEL STATEWIDE COLLABORATION CENTER (MICHIGAN)  

SciTech Connect (OSTI)

A team composed of scientists from Michigan State University (MSU) and Michigan Technological University (MTU) assembled to better understand, document, and improve systems for using forest-based biomass feedstocks in the production of energy products within Michigan. Work was funded by a grant (DE-EE-0000280) from the U.S. Department of Energy (DOE) and was administered by the Michigan Economic Development Corporation (MEDC). The goal of the project was to improve the forest feedstock supply infrastructure to sustainably provide woody biomass for biofuel production in Michigan over the long-term. Work was divided into four broad areas with associated objectives: TASK A: Develop a Forest-Based Biomass Assessment for Michigan Define forest-based feedstock inventory, availability, and the potential of forest-based feedstock to support state and federal renewable energy goals while maintaining current uses. TASK B: Improve Harvesting, Processing and Transportation Systems Identify and develop cost, energy, and carbon efficient harvesting, processing and transportation systems. TASK C: Improve Forest Feedstock Productivity and Sustainability Identify and develop sustainable feedstock production systems through the establishment and monitoring of a statewide network of field trials in forests and energy plantations. TASK D: Engage Stakeholders Increase understanding of forest biomass production systems for biofuels by a broad range of stakeholders. The goal and objectives of this research and development project were fulfilled with key model deliverables including: 1) The Forest Biomass Inventory System (Sub-task A1) of feedstock inventory and availability and, 2) The Supply Chain Model (Sub-task B2). Both models are vital to Michigans forest biomass industry and support forecasting delivered cost, as well as carbon and energy balance. All of these elements are important to facilitate investor, operational and policy decisions. All other sub-tasks supported the development of these two tools either directly or by building out supporting information in the forest biomass supply chain. Outreach efforts have, and are continuing to get these user friendly models and information to decision makers to support biomass feedstock supply chain decisions across the areas of biomass inventory and availability, procurement, harvest, forwarding, transportation and processing. An expert ranking of forestry journals was compared with journal impact factors and h-indices computed from ISI and internet-based data. Citations reported by Google Scholar appear to offer the most efficient way to rank all journals objectively, in a manner consistent with other indicators. A ranking of 180 forestry journals is presented, on the basis of an h-index computed from data supplied by Google Scholar.

This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Tennessee Army National Guard (TNARNG) property near Smyrna, Tennessee. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Grubbs/Kyle Training Center property, the requirement of the Department of Defense Installation Restoration Program.

Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: Development and Pilot of a New Advanced Welding Curriculum, Program Enhancement of Non-Destructive Examination (NDE) Technology, Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: Increased capacity to serve and train students in emerging energy industry careers; Developed new courses and curricula to support emerging energy industry careers; Established new training/laboratory resources; Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

Estimating the greenhouse gas benefits of forestry projects: A Costa Rican Case Study

If the Clean Development Mechanism proposed under the Kyoto Protocol is to serve as an effective means for combating global climate change, it will depend upon reliable estimates of greenhouse gas benefits. This paper sketches the theoretical basis for estimating the greenhouse gas benefits of forestry projects and suggests lessons learned based on a case study of Costa Rica's Protected Areas Project, which is a 500,000 hectare effort to reduce deforestation and enhance reforestation. The Protected Areas Project in many senses advances the state of the art for Clean Development Mechanism-type forestry projects, as does the third-party verification work of SGS International Certification Services on the project. Nonetheless, sensitivity analysis shows that carbon benefit estimates for the project vary widely based on the imputed deforestation rate in the baseline scenario, e.g. the deforestation rate expected if the project were not implemented. This, along with a newly available national dataset that confirms other research showing a slower rate of deforestation in Costa Rica, suggests that the use of the 1979--1992 forest cover data originally as the basis for estimating carbon savings should be reconsidered. When the newly available data is substituted, carbon savings amount to 8.9 Mt (million tones) of carbon, down from the original estimate of 15.7 Mt. The primary general conclusion is that project developers should give more attention to the forecasting land use and land cover change scenarios underlying estimates of greenhouse gas benefits.

There is a need to assess climate change mitigationopportunities in forest sector in India in the context of methodologicalissues such as additionality, permanence, leakage, measurement andbaseline development in formulating forestry mitigation projects. A casestudy of forestry mitigation project in semi-arid community grazing landsand farmlands in Kolar district of Karnataka, was undertaken with regardto baseline and project scenariodevelopment, estimation of carbon stockchange in the project, leakage estimation and assessment ofcost-effectiveness of mitigation projects. Further, the transaction coststo develop project, and environmental and socio-economic impact ofmitigation project was assessed.The study shows the feasibility ofestablishing baselines and project C-stock changes. Since the area haslow or insignificant biomass, leakage is not an issue. The overallmitigation potential in Kolar for a total area of 14,000 ha under variousmitigation options is 278,380 tC at a rate of 20 tC/ha for the period2005-2035, which is approximately 0.67 tC/ha/yr inclusive of harvestregimes under short rotation and long rotation mitigation options. Thetransaction cost for baseline establishment is less than a rupee/tC andfor project scenario development is about Rs. 1.5-3.75/tC. The projectenhances biodiversity and the socio-economic impact is alsosignificant.

In Sept 2008, the US Congress considered a new rail safety law that sets a deadline of 2015 for implementation of positive train control (PTC) technology across most of the U.S. rail network. Conduct of operations training - An innovative approach to team building

The conduct of nuclear power plant operations is a key parameter for station management and regulators alike. Indeed, the basic methods and demeanor in which operating crews approach overall plant operations is perhaps the principal factor leading to safe and efficient operations. Hence, Commonwealth Edison's Zion Station has initiated an innovative and positive training program designed to increase operator awareness of conducting station operations in an attentive, diligent, and conscientious manner. This Conduct of Operations Training Program is a collaborative joint effort between Commonwealth Edison and the Westinghouse Nuclear Training Center. In particular, the key managers of Zion's operating department brainstormed various philosophies and strategies with senior training staff members of the Westinghouse Nuclear Training Center. The outcome of these sessions has formed the skeleton of an intensified, one-day Conduct of Operations course. Several unique aspects of this innovative course are described.
