    Solar Turbines Incorporated (Solar), in partnership with the Department of Energy, will develop a family of advanced gas turbine-based power systems (ATS) for widespread commercialization within the domestic and international industrial marketplace, and to the rapidly changing electric power generation industry. The objective of the jointly-funded Program is to introduce an ATS with high efficiency, and markedly reduced emissions levels, in high numbers as rapidly as possible following introduction. This Topical Report is submitted in response to the requirements outlined in Task 5 of the Department of Energy METC Contract on Advanced Combustion Systems, Contract No, DE AC21-93MC30246 (Contract), for a Market Study of the Gas Fired Advanced Turbine System. It presents a market study for the ATS proposed by Solar, and will examine both the economic and siting constraints of the ATS compared with competing systems in the various candidate markets. Also contained within this report is an examination and analysis of Solar`s ATS and its ability to compete in future utility and industrial markets, as well as factors affecting the marketability of the ATS.

    Forest types and plantations, and associated forest industries are described. Forests occupy 47% of the total land area, mostly open miombo woodland dominated by Julbernardia and Brachystegia, with small areas of tropical high forest, mangroves and plantations. About 97% of the total roundwood consumed is used as fuelwood or for charcoal. Early results from village forestry programmes (partially financed by SIDA), the less successful communal village plantations, and agroforestry practices are described briefly. Education, training and the importance of wildlife are discussed.

    During the past decade, the U.S. has experienced a surplus gas supply. Future prospects are brightening because of increased estimates of the potential size of undiscovered gas reserves. At the same time, U.S. oil reserves and production have steadily declined, while oil imports have steadily increased. Reducing volume growth of crude oil imports was a key objective of the Energy Policy Act of 1992. Natural gas could be an important alternative energy source to liquid products derived from crude oil to help meet market demand. The purpose of this study was to (1) analyze three energy markets to determine whether greater use could be made of natural gas or its derivatives and (2) determine whether those products could be provided on an economically competitive basis. The following three markets were targeted for possible increases in gas use: transportation fuels, power generation, and chemical feedstock. Gas-derived products that could potentially compete in these three markets were identified, and the economics of the processes for producing those products were evaluated. The processes considered covered the range from commercial to those in early stages of process development. The analysis also evaluated the use of both high-quality natural gas and lower-quality gases containing CO{sub 2} and N{sub 2} levels above normal pipeline quality standards.

    This Western Research Institute (WRI) project was part of a WRI Energy Resource Utilization Program to stimulate pilot-scale improved technologies projects to add value to coal resources in the Rocky Mountain region. The intent of this program is to assess the application potential of emerging technologies to western resources. The focus of this project is on a coal resource near the Wyoming/Colorado border, in Colorado. Energy Fuels Corporation/Kerr Coal Company operates a coal mine in Jackson County, Colorado. The coal produces 10,500 Btu/lb and has very low sulfur and ash contents. Kerr Coal Company is seeking advanced technology for alternate uses for this coal. This project was to have included a significant cost-share from the Kerr Coal Company ownership for a market survey of potential products and technical alternatives to be studied in the Rocky Mountain Region. The Energy Fuels Corporation/Kerr Coal Company and WRI originally proposed this work on a cost reimbursable basis. The total cost of the project was priced at $117,035. The Kerr Coal Company had scheduled at least $60,000.00 to be spent on market research for the project that never developed because of product market changes for the company. WRI and Kerr explored potential markets and new technologies for this resource. The first phase of this project as a preliminary study had studied fuel and nonfuel technical alternatives. Through related projects conducted at WRI, resource utilization was studied to find high-value materials that can be targeted for fuel and nonfuel use and eventually include other low-sulfur coals in the Rocky Mountain region. The six-month project work was spread over about a three-year period to observe, measure, and confirm over time-any trends in technology development that would lead to economic benefits in northern Colorado and southern Wyoming from coal gasification and power generation.

    Forestry development in China has gained great achievements and made great progress in realizing sustainable forest management and alleviating global climate change. The main measures to mitigate greenhouse effects through the means of forestry development include afforestation to increase the forested area, fuel wood forest development, management improvement, wise utilization, international cooperation, investment increase, forest related scientific research, strengthening the forest law enforcement system. Climate change as well as how to alleviate the greenhouse effects is a hot topic at present. This paper describes the achievements of China`s forestry development and its role to alleviate the greenhouse effects, and puts forward the measures to mitigate greenhouse effects through the means of forestry development.

    Development of forestry mitigation strategy under Russian transition economy conditions has many difficulties and specific features. The most important factors are: shortage in funds; absence of well defined legislation, rules and standards; absence of adequate control systems; weak transport infrastructure and export problems. Assessment of economic possibilities, potential, short- and middle-term measures show that strategies have to be focused on improvement and promotion of current carbon sequestration activity. Five baseline forestry scenario (No. 1) and four other scenarios (No. 2 - No. 5) for 2000-2040 were developed. Each scenario covers all forested area but provides separate analysis of 30 `forestry ecoregions`. Three types of forestry management were included in scenarios: clear-cut logging and reforestation (by scenarios No. 2 and No. 3); selective logging and thinning (No. 4); measures to prevent and manage fires (No. 5). The baseline scenario results in a constant net-sink of about 150 MtC/yr. An increase in clear-cut logging on the basis of current forestry practice will cause a rapid drop of net-sink. Implementation of a modest increase in clear-cut logging with active forest fire and selective logging measures could provide with a slight increase of net-sink. Consideration of scenarios helps identify regional forestry priorities for Russian Climate Change Action Plan. The priorities by region include: European-Ural: (1) creation of economy mechanism to increase forestry effectiveness on the same cutting areas, (2) assistance to natural reforestation. Central and North-East Siberia: promotion of forest fire protection system. South Siberia and Primorie and Priamurie: limit of clear-cut logging and creation market situation for better forestry efficiency. The proposed Joint Implementation Vologda reforestation project which is being considered now by special bodies of the USA and the Russian Federation is in good agreement with these priorities.

    This technical paper provides a broad analysis of forestry policy in Zimbabwe. Some two dozen contributors look at forestry as a provider of livelihood, homes and workplaces, and industrial commodities. The first section of the paper concentrates on the social and macroeconomic goals of forestry in Zimbabwe and on its place in rural agriculture. Contributors examine the issues of land tenure and the culture of common property, the practice of woodland management, and control of and participation in management and policy development. The second section focuses on the status of the forest industry in Zimbabwe and on its capacity to manage and expand existing commercial plantations. The paper explores the main issues the sector faces, including growing concentration of ownership versus the government`s objective of wider participation in the industry. They discuss the effects of trade liberalization on its competitive position, both among other agricultural sectors within Zimbabwe and with competitors outside the country. Included is a color map of Zimbabwe`s woodlands. Many forestry programs worldwide face the issues discussed in this work. It will be of interest to planners, policymakers, teachers, and students of rural development and forestry.

    Forestry programs are frequently invoked as having potential for mitigation of greenhouse gas emissions. Most studies have attempted to quantify the potential impact of forest programs on carbon uptake and the potential costs of such programs. In this paper, we will attempt instead to focus on the institutional issues of the implementation of forestry programs for carbon sequestration. In particular, we explore the challenges for implementing forest programs that are: of increasing technological complexity; and in settings that depart significantly from the idealized conditions of economic models. We start in Section 1 by examining a suite of instruments that are commonly employed to implement a given policy. Section 2 examines a relatively simple case -- a tree-planting program in the US -- and demonstrates that there are significant difficulties involved in implementing a carbon sequestration program, even in a well-developed market economy. Section 3 focuses on other technologies in the US and why the choice of policy instruments and program design is more difficult than for the simple tree-planting case. Section 4 considers implementation of forestry policies in other countries where the economies may bear less resemblance to the ideal market economy than the US. In those settings, the choice of policy instruments may be very sensitive to non-market considerations that are often missed in conventional policy and cost analysis.

    As co-products, agricultural and forestry residues represent a potential low cost, low carbon, source for bioenergy. A method is developed method for estimating the maximum sustainable amount of energy potentially available from agricultural and forestry residues by converting crop production statistics into associated residue, while allocating some of this resource to remain on the field to mitigate erosion and maintain soil nutrients. Currently, we estimate that the world produces residue biomass that could be sustainably harvested and converted into over 50 EJ yr-1 of energy. The top three countries where this resource is estimated to be most abundant are currently net energy importers: China, the United States (US), and India. The global potential from residue biomass is estimated to increase to approximately 80-95 EJ yr-1 by mid- to late- century, depending on physical assumptions such as of future crop yields and the amount of residue sustainably harvestable. The future market for biomass residues was simulated using the Object-Oriented Energy, Climate, and Technology Systems Mini Climate Assessment Model (ObjECTS MiniCAM). Utilization of residue biomass as an energy source is projected for the next century under different climate policy scenarios. Total global use of residue biomass is estimated to increase to 70-100 EJ yr-1 by mid- to late- century in a central case, depending on the presence of a climate policy and the economics of harvesting, aggregating, and transporting residue. Much of this potential is in developing regions of the world, including China, Latin America, Southeast Asia, and India.

    Forestry practices have been implicated by many states as a contributor to nonpoint source (NPS) pollution of streams, rivers, lakes, and other waterbodies. Many states, recognizing the forestry contribution to water pollution, have developed programs to address forestry NPS. The recent development of the Management Measures Guidance, as required by section 6217 of the Coastal Zone Reauthorization Amendments (CZARA), provided the motivation to develop a summary of the current state forestry NPS programs. The document provides a synopsis of the BMPs currently used by states to address the nonpoint source (NPS) impacts on water quality caused by forestry activities. Summaries of over 41 existing state BMP manuals or regulations that include BMPs are presented. The information presented in the document is intended to provide an increased understanding of the types of forestry activities commonly addressed in existing state NPS programs and to serve as a reference for the type and nature of BMPs included in current state BMP manuals.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    In this paper the author addresses questions on how the forestry sector can make a contribution to the general problem of greenhouse gases in the environment. Primarily this is in the form of carbon conservation and sequestering. There is a potential land area for conservation and sequestration estimated to be 700 Mha. The total carbon that could be sequestered and conserved globally by 2050 on this land is 60 - 87 GtC. Slowing deforestation, assisting regeneration, forestation and agroforestry are the primary mitigation measures for carbon conservation and sequestration. For long term success, enforcement to halt deforestation has to be accompained by economic and/or other benefits to the deforesters that equal or exceed their current remuneration. Making plantations a significant fuel for utility electricity generation will require higher biomass yields and thermal efficiency matching that of conventional plants. Significant reduction of global carbon emissions requires national governments to institute measures that provide local, national, economic and other benefits while conserving and sequestering carbon.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

    It is widely agreed that the concentration of greenhouse gases in the earth`s atmosphere is increasing, that this increase is a consequence of man`s activities, and that there is significant risk that this will lead to changes in the earth`s climate. The question is now being discussed what, if anything, we should be doing to minimize and/or adapt to changes in climate. Virtually every statement on this matter; from the US Office of Technology Assessment, to the National Academy of Science, to the Nairobi Declaration on Climatic Change, includes some recommendation for planting and protecting forests. In fact, forestry is intimately involved in the climate change debate for several reasons: changing climate patterns will affect existing forests, tropical deforestation is one of the major sources of greenhouse gases to the atmosphere, reforestation projects could remove additional carbon dioxide from the atmosphere and there is renewed interest in wood-based or other renewable fuels to replace fossil fuels. Part of the enthusiasm for forestry-related strategies in a greenhouse context is the perception that forests not only provide greenhouse benefits but also serve other desirable social objectives. This discussion will explore the current range of thinking in this area and try to stimulate additional thinking on the rationality of the forestry-based approaches and the challenges posed for US forestry.

  3. Forestry mitigation potential and costs in developing countries - Preface

    The forest sector in Tanzania offers ample opportunities to reduce greenhouse gas emissions (GHG) and sequestered carbon (C) in terrestrial ecosystems. More than 90% of the country's demand for primary energy is obtained from biomass mostly procured unsustainably from natural forests. This study examines the potential to sequester C through expansion of forest plantations aimed at reducing the dependence on natural forest for wood fuel production, as well as increase the country's output of industrial wood from plantations. These were compared ton conservation options in the tropical and miombo ecosystems. Three sequestration options were analyzed, involving the establishment of short rotation and long rotation plantations on about 1.7 x 106 hectares. The short rotation community forest option has a potential to sequester an equilibrium amount of 197.4 x 106 Mg C by 2024 at a net benefit of $79.5 x 106, while yielding a NPV of $0.46 Mg-1 C. The long rotation options for softwood and hardwood plantations will reach an equilibrium sequestration of 5.6 and 11.8 x 106 Mg C at a negative NPV of $0.60 Mg-1 C and $0.32 Mg-1 C. The three options provide cost competitive opportunities for sequestering about 7.5 x 106 Mg C yr -1 while providing desired forest products and easing the pressure on the natural forests in Tanzania. The endowment costs of the sequestration options were all found to be cheaper than the emission avoidance cost for conservation options which had an average cost of $1.27 Mg-1 C, rising to $7.5 Mg-1 C under some assumptions on vulnerability to encroachment. The estimates shown here may represent the upper bound, because the actual potential will be influenced by market prices for inputs and forest products, land use policy constraints and the structure of global C transactions.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    This report reviews mild gasification processes with respect to processing conditions and configurations. Special emphasis was placed on processes which could be commercialized within five years. Detailed market information was provided by J.E. Sinor concerning markets and economic considerations of the various processing steps. Processing areas studied include coal cleaning; mild gasification; and upgrading of the char, condensables, and hydrocarbon gases. Pros and cons in the different processing areas as well as ''gaps'' in pertinent data were identified and integrated into a detailed process development program. The report begins with a summary of the market assessment and an evaluation of the co-product. The impacts of feed materials and operating parameters--including coal rank, heating rate, pressure, agglomeration, temperature, and feed gas composition--on the co- products and processes were evaluated through a literature survey. Recommendations were made as to the preferred product specifications and operating parameters for a commercial plant. A literature review of mild gasification processes was conducted and evaluated with regard to product specification and operating parameters. Two candidate processes were chosen and discussed in detail with respect to scale-up feasibility. Recommendations were then made to process development needs to further consideration of the two processes. 129 refs., 33 figs., 16 tabs.

  17. Estimating the greenhouse gas benefits of forestry projects: A Costa Rican Case Study

    If the Clean Development Mechanism proposed under the Kyoto Protocol is to serve as an effective means for combating global climate change, it will depend upon reliable estimates of greenhouse gas benefits. This paper sketches the theoretical basis for estimating the greenhouse gas benefits of forestry projects and suggests lessons learned based on a case study of Costa Rica's Protected Areas Project, which is a 500,000 hectare effort to reduce deforestation and enhance reforestation. The Protected Areas Project in many senses advances the state of the art for Clean Development Mechanism-type forestry projects, as does the third-party verification work of SGS International Certification Services on the project. Nonetheless, sensitivity analysis shows that carbon benefit estimates for the project vary widely based on the imputed deforestation rate in the baseline scenario, e.g. the deforestation rate expected if the project were not implemented. This, along with a newly available national dataset that confirms other research showing a slower rate of deforestation in Costa Rica, suggests that the use of the 1979--1992 forest cover data originally as the basis for estimating carbon savings should be reconsidered. When the newly available data is substituted, carbon savings amount to 8.9 Mt (million tones) of carbon, down from the original estimate of 15.7 Mt. The primary general conclusion is that project developers should give more attention to the forecasting land use and land cover change scenarios underlying estimates of greenhouse gas benefits.

  18. Greenhouse gas mitigation options in the forestry sector of The Gambia: Analysis based on COMAP model

    Results of the 1993 Greenhouse Gas Emissions Inventory of The Gambia showed net CO{sub 2} emissions of over (1.66 x 10{sup 6} tons) and 1% was due to uptake by plantations (0.01 x 10{sup 6} tons). This is a clear indication that there is need to identify changes in the land-use policy, law and tenure that discourages forest clearing at the same time significantly influencing the sustainable distribution of land among forestry, rangeland and livestock, and agriculture. About 11% of the total area of The Gambia is either fallow or barren flats that once supported vegetation and hence is still capable of supporting vegetation. The US Country Study Programme has provided the Government of The Gambia through the National Climate Committee funds to conduct Assessment of Mitigation Options to Reduce Greenhouse Gas Emissions. The Forestry Sector is one area for which assessment is being conducted. The assessment is expected to end in September 1996. The Comprehensive Mitigation Analysis Process (COMAP) is one of the Models supplied to the National Climate Committee by the Lawrence Berkeley Laboratory, on behalf of the US Country Study Programme, and is being used to conduct the analysis in The Gambia.

It briefly outlines a bottom-up methodological framework for comprehensively assessing mitigation options in land use sectors.     Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    This paper summarizes studies of carbon mitigation potential (MP) and costs of forestry options in seven developing countries with a focus on the role of agroforestry. A common methodological approach known as comprehensive mitigation assessment process (COMAP) was used in each study to estimate the potential and costs between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios derived from the demand for forest products and forestland for other uses such as agriculture and pasture. By using data on estimated carbon sequestration, emission avoidance, costs and benefits, the model enables one to estimate cost effectiveness indicators based on monetary benefit per t C, as well as estimates of total mitigation costs and potential when the activities are implemented at equilibrium level. The results show that about half the MP of 6.9 Gt C (an average of 223 Mt C per year) between 2000 and 2030 in the seven countries could be achieved at a negative cost, and the other half at costs not exceeding $100 per t C. Negative cost indicates that non-carbon revenue is sufficient to offset direct costs of about half of the options. The agroforestry options analyzed bear a significant proportion of the potential at medium to low cost per t C when compared to other options. The role of agroforestry in these countries varied between 6% and 21% of the MP, though the options are much more cost effective than most due to the low wage or opportunity cost of rural labor. Agroforestry options are attractive due to the large number of people and potential area currently engaged in agriculture, but they pose unique challenges for carbon and cost accounting due to the dispersed nature of agricultural activities in the tropics, as well as specific difficulties arising from requirements for monitoring, verification, leakage assessment and the establishment of credible baselines.

Due to the high resiliency of floral communities, plant species richness and diversity rebound rapidly after single herbicide treatments, with short- and long-term compositional shifts according to the selectivity and efficacy of the herbicide used. Recently, however, a shift to the Southeast in North American timber supplies has resulted in increased forest management intensity. Current site-preparation techniques rely on herbicide combinations, often coupled with mechanical treatments and >1 years of post-planting applications to enhance the spectrum and duration of vegetation control. This near-total control of associated vegetation at establishment and more rapid pine canopy closure, coupled with shortened and repeated rotations, likely will affect plant diversity and wildlife habitat quality. Development of mitigation methods at the stand and landscape levels will be required to minimize vegetative and wildlife impacts while allowing continued improvement in pine productivity. More uncertain are long-term impacts of increasing invasive plant occupation and the projected increase in herbicide use that will be needed to reverse this worsening situation. In addition, the potential of herbicides to meet wildlife management objectives in areas where traditional techniques have high social costs (e.g., prescribed fire) should be fully explored.

    The Non-Fossil Fuel Obligation (NFFO) is the means by which the UK Government creates an initial market for renewable sources of electricity. For the first time the third round of the competition for NFFO contracts included a band for {open_quote}energy crops and agricultural and forestry wastes{close_quote}. The NFFO Order which obliges the Regional Electricity Companies (RECs) in England and Wales to contract for a specified electricity generating capacity from renewable resources was made in December 1994. It required 19.06 MW of wood gasification capacity and 103.81 MW from other energy crops and agricultural and forestry wastes. The purpose of these Orders is to create an initial market so that in the not too distant future the most promising renewables can compete without financial support. This paper describes how these projects are expected to contribute to this policy. It also considers how the policy objective of convergence under successive Orders between the price paid under the NFFO and the market price for electricity might be accomplished.

    Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

    This article is the October 1995 uranium market summary. In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    The role of forestry projects in carbon conservation andsequestration is receiving much attention because of their role in themitigation of climate change. The main objective of the study is toanalyze the potential of the Upper Magat Watershed for a carbonsequestration project. The three main development components of theproject are forest conservation, tree plantations, and agroforestry farmdevelopment. At Year 30, the watershed can attain a net carbon benefit of19.5 M tC at a cost of US$ 34.5 M. The potential leakage of the projectis estimated using historical experience in technology adoption inwatershed areas in the Philippines and a high adoption rate. Two leakagescenarios were used: baseline and project leakage scenarios. Most of theleakage occurs in the first 10 years of the project as displacement oflivelihood occurs during this time. The carbon lost via leakage isestimated to be 3.7 M tC in the historical adoption scenario, and 8.1 MtC under the enhanced adoption scenario.

    The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    The Petroleum Marketing Annual (PMA) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysis, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

    Acceptance of energy-related technologies by end residential consumers, manufacturers of energy-related products, and other influential intermediate markets such as builders will influence the potential for market penetration of innovative energy-related technologies developed by the Department of Energy, Office of Building and Community Systems (OBCS). In this report, Pacific Northwest Laboratory reviewed the available information on technology adoption, diffusion, and decision-making processes to provide OBCS with a background and understanding of the type of research that has previously been conducted on this topic.     The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

    This report documents the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. This marketing campaign builds on the research that was previously conducted, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP) being performed under a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) grant. Outcome analysis was performed to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of the marketing campaign.

This work is a part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing. Added to this are low educational achievement levels in New Mexico, where the marketing campaign will be deployed.

    This report documents the preparation of materials for the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. The materials and the marketing campaign build on the research that was previously completed, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP). Previous research included outcome analysis to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of a marketing campaign divided into DISCO (Discovering Intelligence and Security Career Opportunities) for the middle school age group and DISCO…..Your Way! for high school age groups. Both campaigns have an intertwined message that focuses on the education of students in the various national security career opportunities at NNSA using the STEM concepts and the notion that almost any career they can think of has a fit within NNSA. Further, a special emphasis has been placed on the importance of obtaining a national security clearance when working at NNSA and the steps that will need to be taken during middle school, high school, and college to be allowed this opportunity.

    For many years, the concept of the product life cycle has helped managers maximize their return on product sales. But according to the authors of this article, using a technology solely in product sales is no longer enough. Today, companies face high R and D costs, competitive pressures from low-cost producers, capacity limitations, antitrust laws, financial difficulties, and foreign trade barriers. This means that they must improve the rate of return on their technology investments by marketing their technology as completely as possible during all phases of its life cycle. The technology life cycle - derived from the product life cycle - pinpoints the changing decisions companies face in selling their know-how. The authors also discuss both the competitive dangers of transferring technology to low-cost foreign producers and the growing role of intermediaries in technology sales. They stress the importance of having a highly specialized staff to plan a company's technology marketing, a responsibility that should be assigned neither to the part-time attention of top management nor simply to marketers or strategic planners.

    This is a review of the US (and international) fuel cell development for the stationary power generation market. Besides DOE, GRI, and EPRI sponsorship, the US fuel cell program has over 40% cost-sharing from the private sector. Support is provided by user groups with over 75 utility and other end-user members. Objectives are to develop and demonstrate cost-effective fuel cell power generation which can initially be commercialized into various market applications using natural gas fuel by the year 2000. Types of fuel cells being developed include PAFC (phosphoric acid), MCFC (molten carbonate), and SOFC (solid oxide); status of each is reported. Potential international applications are reviewed also. Fuel cells are viewed as a force in dispersed power generation, distributed power, cogeneration, and deregulated industry. Specific fuel cell attributes are discussed: Fuel cells promise to be one of the most reliable power sources; they are now being used in critical uninterruptible power systems. They need hydrogen which can be generated internally from natural gas, coal gas, methanol landfill gas, or other fuels containing hydrocarbons. Finally, fuel cell development and market applications in Japan are reviewed briefly.

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    The move to deregulation is pushing power generators at all levels to deal with the contract reformation and stranded investment issues. Both FERC and state commissions recognize that the identification and recovery of the costs stranded by the changes in regulatory policies favoring the unbundling of services must be resolved in this new era. Whether the concept of stranded costs and their recovery is compatible with a competitive market for electricity still awaits final resolution. A new day has come in which the old rules and methods may have little value or offer only slight guidance. Ultimately, utilities and NUGs are the parties who must seek a creative and reasonable solution which is compatible with that elusive standard known as the public interest. They are the stakeholders confronting most of the financial risk caused by the realization of stranded investment or the threat of such a financial loss. What is needed now is a willingness to adopt a whole new philosophy to deal with economic risks that are natural in transitioning to a fully competitive market.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

Current markets were designed based on a set of assumptions that are not always valid in scenarios of high penetrations of renewables. In a future where renewables might have a larger impact on market mechanisms as well as financial outcomes, there is a need for modeling tools and power system modeling software that can provide policy makers and industry actors with more realistic representations of wholesale markets. One option includes using agent-based modeling frameworks. This paper discusses how key elements of current and future wholesale power markets can be modeled using an agent-based approach and how this approach may become a useful paradigm that researchers can employ when studying and planning for power systems of the future.

    The Petroleum Marketing Monthly (PMM) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the f.o.b. and landed cost of imported crude oil, petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane.
