    If the forests in the Himalayan mountain kingdom of Nepal were evenly distributed and accessible, they could likely meet the country's needs for forest products including the significant use of wood fuels. However, accelerated forest degradation and deforestation is occurring in Nepal. This article reviews how the 1992 Nepal Forestry Act substantially reallocates the responsibility for management of Nepal's forests between the central government and the local communities, dividing the forests into five different types: community, leasehold, government-managed, protected, and religious. Some of the problems created by the law's community forestry provisions are described. Since no guidelines for management are in the legislation nor are there objectives and standards for administration, changes in these areas could improve implementation and achieve sustainable forest development. 6 refs., 1 fig.

    An expert ranking of forestry journals was compared with journal impact factors and h-indices computed from ISI and internet-based data. Citations reported by Google Scholar appear to offer the most efficient way to rank all journals objectively, in a manner consistent with other indicators. A ranking of 180 forestry journals is presented, on the basis of an h-index computed from data supplied by Google Scholar.

    If the Clean Development Mechanism proposed under the Kyoto Protocol is to serve as an effective means for combating global climate change, it will depend upon reliable estimates of greenhouse gas benefits. This paper sketches the theoretical basis for estimating the greenhouse gas benefits of forestry projects and suggests lessons learned based on a case study of Costa Rica's Protected Areas Project, which is a 500,000 hectare effort to reduce deforestation and enhance reforestation. The Protected Areas Project in many senses advances the state of the art for Clean Development Mechanism-type forestry projects, as does the third-party verification work of SGS International Certification Services on the project. Nonetheless, sensitivity analysis shows that carbon benefit estimates for the project vary widely based on the imputed deforestation rate in the baseline scenario, e.g. the deforestation rate expected if the project were not implemented. This, along with a newly available national dataset that confirms other research showing a slower rate of deforestation in Costa Rica, suggests that the use of the 1979--1992 forest cover data originally as the basis for estimating carbon savings should be reconsidered. When the newly available data is substituted, carbon savings amount to 8.9 Mt (million tones) of carbon, down from the original estimate of 15.7 Mt. The primary general conclusion is that project developers should give more attention to the forecasting land use and land cover change scenarios underlying estimates of greenhouse gas benefits.

    The Nepal Forestry Initiative is a project developed through discussions between the US Agency for International Development (AID) and His Majesty's Government of Nepal and managed for AID by Argonne National Laboratory. The project seeks to facilitate widespread acceptance of multipurpose tree species cultivated under various production systems. Production systems selected for research and demonstration include alley cropping, contour hedgerow, and short rotation. A site in the Dhading District of the Mid-Hills Region of Nepal is serving as the first project site. Site delineation, shed construction, and the first stage of terrace building have been completed. Planting stock for several native species and some exotic species has been collected, and attempts to propagate these species in the nursery have begun. A socioeconomic survey of the people who will be directly affected by the project was conducted. It was followed by a survey to identify the multipurpose tree species being used by the local population. Two advisory committees -- a technical advisory committee and a social/cultural advisory committee -- have reviewed the initial project document and the progress through September 1987. Their written evaluations are appended to this report.

    This paper summarizes studies of carbon mitigation potential (MP) and costs of forestry options in seven developing countries with a focus on the role of agroforestry. A common methodological approach known as comprehensive mitigation assessment process (COMAP) was used in each study to estimate the potential and costs between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios derived from the demand for forest products and forestland for other uses such as agriculture and pasture. By using data on estimated carbon sequestration, emission avoidance, costs and benefits, the model enables one to estimate cost effectiveness indicators based on monetary benefit per t C, as well as estimates of total mitigation costs and potential when the activities are implemented at equilibrium level. The results show that about half the MP of 6.9 Gt C (an average of 223 Mt C per year) between 2000 and 2030 in the seven countries could be achieved at a negative cost, and the other half at costs not exceeding $100 per t C. Negative cost indicates that non-carbon revenue is sufficient to offset direct costs of about half of the options. The agroforestry options analyzed bear a significant proportion of the potential at medium to low cost per t C when compared to other options. The role of agroforestry in these countries varied between 6% and 21% of the MP, though the options are much more cost effective than most due to the low wage or opportunity cost of rural labor. Agroforestry options are attractive due to the large number of people and potential area currently engaged in agriculture, but they pose unique challenges for carbon and cost accounting due to the dispersed nature of agricultural activities in the tropics, as well as specific difficulties arising from requirements for monitoring, verification, leakage assessment and the establishment of credible baselines.

    Greenhouse gas emissions from the forestry sector are estimated to be 8.4 GtCO2-eq./year or about 17percent of the global emissions. We estimate that the cost forreducing deforestation is low in Africa and several times higher in Latin America and Southeast Asia. These cost estimates are sensitive to the uncertainties of how muchunsustainable high-revenue logging occurs, little understood transaction and program implementation costs, and barriers to implementation including governance issues. Due to lack of capacity in the affected countries, achieving reduction or avoidance of carbon emissions will require extensive REDD-plus programs. Preliminary REDD-plus Readiness cost estimates and program descriptions for Indonesia, Democratic Republic of the Congo, Ghana, Guyana and Mexico show that roughly one-third of potential REDD-plus mitigation benefits might come from avoided deforestation and the rest from avoided forest degradation and other REDD-plus activities.

    There is a need to assess climate change mitigationopportunities in forest sector in India in the context of methodologicalissues such as additionality, permanence, leakage, measurement andbaseline development in formulating forestry mitigation projects. A casestudy of forestry mitigation project in semi-arid community grazing landsand farmlands in Kolar district of Karnataka, was undertaken with regardto baseline and project scenariodevelopment, estimation of carbon stockchange in the project, leakage estimation and assessment ofcost-effectiveness of mitigation projects. Further, the transaction coststo develop project, and environmental and socio-economic impact ofmitigation project was assessed.The study shows the feasibility ofestablishing baselines and project C-stock changes. Since the area haslow or insignificant biomass, leakage is not an issue. The overallmitigation potential in Kolar for a total area of 14,000 ha under variousmitigation options is 278,380 tC at a rate of 20 tC/ha for the period2005-2035, which is approximately 0.67 tC/ha/yr inclusive of harvestregimes under short rotation and long rotation mitigation options. Thetransaction cost for baseline establishment is less than a rupee/tC andfor project scenario development is about Rs. 1.5-3.75/tC. The projectenhances biodiversity and the socio-economic impact is alsosignificant.

    Southern tree farms illustrate how giant timber companies using technology to increase their productivity can alter the ecosystem and reduce the natural and economic wealth of an area. People with concerns about jobs, absentee ownership, environmental damage, and genetic depletion along with a tradition of unions and coalitions are organizing to challenge corporate forestry. Their goal is the regulation of an industry which dominates the economic and physical environment. Efforts to reverse the trend toward conglomerate ownership hope to unionize the workforce, rescind tax benefits, and outlaw such practices as clar cutting. The union movement hopes to establish local cooperative arrangements with small landowners and woodcutters to compete with outside owners. (DCK)

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    Cost-share assistance programs have been an effective policy mechanism for increasing productivity on nonindustrial private forest (NIPF) lands. In light of reduced harvests from Federal lands, timber productivity on these lands has become increasingly important to ensure sufficient timber supplies in the future. Productivity of other forest resources has also been enhanced through these programs. Four Federal programs, the Forestry Incentives Program, the Agricultural Conservation Program, the Stewardship Incentives program, and the Conservation Reserve Program, provided cost-share assistance for tree planting on 467,000 acres in 1993. During the course of this study, the provisions of the individual State programs, funding levels, accomplishments, and outlook for continuation or expansion, were examined. Federal programs were reviewed as well, with respect to their interaction with State-level programs. The results of the study are presented in this paper.

    The Environmental Implementation Plan (EIP) is a dynamic long-range environmental-protection plan for SRS. The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment.     Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.
