    The Forest and Agricultural Sector Opimization Model (FASOM) is a dynamic, nonlinear programming model of the forest and agricultural sectors in the United States. A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer-coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification. One set of 12 files contains these data at a spatial resolution of 3.75 km, whereas the other set of 12 files has a spatial resolution of 0.25 degree. The remaining two ASCII data files combine all of the data from the 24 ASCII data files into 2 single generic data files. The first file has a spatial resolution of 3.75 km, and the second has a resolution of 0.25 degree. Both files also provide a grid-cell identification number and the longitude and latitude of the center-point of each grid cell. The 3.75-km data in this numeric data package yield an actual total carbon estimate of 42.1 Pg (1 petagram = 10{sup 15} grams) and a potential carbon estimate of 73.6 Pg; whereas the 0.25-degree data produced an actual total carbon estimate of 41.8 Pg and a total potential carbon estimate of 73.9 Pg. Fortran and SAS{trademark} access codes are provided to read the ASCII data files, and ARC/INFO and ARCVIEW command syntax are provided to import the ARC/INFO exported integer grid files. The data files and this documentation are available without charge on a variety of media and via the Internet from the Carbon Dioxide Information Analysis Center (CDIAC).

    The DOE International Energy Storage Database has more than 400 documented energy storage projects from 34 countries around the world. The database provides free, up-to-date information on grid-connected energy storage projects and relevant state and federal policies. More than 50 energy storage technologies are represented worldwide, including multiple battery technologies, compressed air energy storage, flywheels, gravel energy storage, hydrogen energy storage, pumped hydroelectric, superconducting magnetic energy storage, and thermal energy storage.     In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state’s interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state’s energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals. In addition, as discussed above, Massachusetts DOER needed to make some modifications to its work plan and objectives during the term of this project due to changing public policy demands brought forth in the course of the public discours

The report of survey results was published in the January 2006 issue of Nature Biotechnology under the title “The Licensing of DNA Patents by US Academic Institutions: An Empirical Survey.” Lori Pressman was the lead author on this feature article. A PDF reprint of the article will be submitted to our Program Officer under separate cover. The project team has continued to update the DNA Patent Database on a weekly basis since the conclusion of the project. The database can be accessed at dnapatents.georgetown.edu. This database provides a valuable research tool for academic researchers, policymakers, and citizens. A report entitled Reaping the Benefits of Genomic and Proteomic Research: Intellectual Property Rights, Innovation, and Public Health was published in 2006 by the Committee on Intellectual Property Rights in Genomic and Protein Research and Innovation, Board on Science, Technology, and Economic Policy at the National Academies. The report was edited by Stephen A. Merrill and Anne-Marie Mazza. This report employed and then adapted the methodology developed by our research project and quoted our findings at several points.     In 1989 the forest products industry responded to a challenge of the National Wetlands Policy Forum to initiate a cooperative research program on forest wetlands management organized through the National Council of the Paper Industry for Air and Stream Improvement (NCASI). The objective is to determine how forest landowners can manage wetlands for timber production while protecting other wetland functions such as flood storage, water purification, and food chain/wildlife habitat support. Studies supported by the NCASI in 9 states are summarized. Technical support on wetland regulatory issues to member companies is part of the research program. Since guidelines for recognizing wetlands for regulatory proposed have changed frequently, the NCASI has recommend an explicit link between wetland delineation and a classification system that considers difference among wetland types in vegetation, soils, hydrology, appearance, landscape position, and other factors. 16 refs.

This site contains nationwide radiation monitoring data for air particulates, precipitation, drinking water, surface water and pasteurized milk. This site provides location-specific as well as national information on environmental radioactivity across several media. It provides high quality data for assessing public exposure and environmental impacts resulting from nuclear emergencies and provides baseline data during routine conditions.     With the inauguration of the CEBAF Element Database (CED) in Fall 2010, Jefferson Lab computer scientists have taken a step toward the eventual goal of a model-driven accelerator. Once fully populated, the database will be the primary repository of information used for everything from generating lattice decks to booting control computers to building controls screens. A requirement influencing the CED design is that it provide access to not only present, but also future and past configurations of the accelerator. To accomplish this, an introspective database schema was designed that allows new elements, types, and properties to be defined on-the-fly with no changes to table structure. Used in conjunction with Oracle Workspace Manager, it allows users to query data from any time in the database history with the same tools used to query the present configuration. Users can also check-out workspaces to use as staging areas for upcoming machine configurations. All Access to the CED is through a well-documented Application Programming Interface (API) that is translated automatically from original C++ source code into native libraries for scripting languages such as perl, php, and TCL making access to the CED easy and ubiquitous.

    The High Performance Buildings Database is a shared resource for the building industry, a unique central repository of in-depth information and data on high-performance, green building projects across the United States and abroad. The database includes information on the energy use, environmental performance, design process, finances, and other aspects of each project. Members of the design and construction teams are listed, as are sources for additional information. In total, up to twelve screens of detailed information are provided for each project profile. Projects range in size from small single-family homes or tenant fit-outs within buildings to large commercial and institutional buildings and even entire campuses. The database is a data repository as well. A series of Web-based data-entry templates allows anyone to enter information about a building project into the database. Once a project has been submitted, each of the partner organizations can review the entry and choose whether or not to publish that particular project on its own Web site.

Oracle SecureFiles is a new database filesystem feature in Oracle Database 11g that is specifically engineered to deliver high performance and scalability for storing unstructured or file data inside the Oracle database. SecureFiles presents the best of both the filesystem and the database worlds for unstructured content.     In this paper, sustainable forest management is discussed within the historical and theoretical framework of the sustainable development debate. The various criteria and indicators for sustainable forest management put forth by different institutions are critically explored. Specific types of climate change mitigation policies/projects in the forest sector are identified and examined in the light of the general criteria for sustainable forest management. Areas of compatibility and contradiction between the climate mitigation objectives and the minimum criteria for sustainable forest management are identified and discussed. Emphasis is put on the problems of monitoring and verifying carbon benefits associated with such projects given their impacts on pre-existing policy objectives on sustainable forest management. The implications of such policy interactions on assignment of carbon credits from forest projects under Joint Implementation/Activities Implemented Jointly initiatives are discussed. The paper concludes that a comprehensive monitoring and verification regime must include an impact assessment on the criteria covered under other agreements such as the Biodiversity and/or Desertification Conventions. The actual carbon credit assigned to a specific project should at least take into account the negative impacts on the criteria for sustainable forest management. The value of the impacts and/or the procedure to evaluate them need to be established by interested parties such as the Councils of the respective Conventions.

    Two long-term timber contracts in the Tongass National Forest require private companies to harvest prescribed amounts of timber within agreed upon time frames during the 50-year contract life. This report has reviewed the accuracy of Forest Service figures for the volume of timber actually harvested under the two contracts, timber deleted from the private companies' operating plans, and backlogged timber. The author was unable to verify the first two figures because the Forest Service had not complied with all of its internal controls and because documentation and records were incomplete. The author was able to verify the figure for backlogged timber. While the Forest Service has tried to better account for timber prepared for harvesting through improved internal controls, this report believes additional actions are needed to ensure that forest supervisors comply with the internal controls for documenting harvested timber volumes and the information needed to support and report changes in timber sale activities is accurately reported.

    The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. During the reporting period (October-December 2004) we completed the validation of a forest productivity classification model for mined land. A coefficient of determination (R{sup 2}) of 0.68 confirms the model's ability to predict SI based on a selection of mine soil properties. To determine carbon sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio (Figure 1), West Virginia (Figure 2), and Virginia (Figure 3). The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). For hybrid poplar, total plant biomass differences increased significantly with the intensity of silvicultural input. Root, stem, and foliage biomass also increased with the level of silvicultural intensity. Financial feasibility analyses of reforestation on mined lands previously reclaimed to grassland have been completed for conversion to white pine and mixed hardwood species. Examination of potential policy instruments for promoting financial feasibility also have been completed, including lump sum payments at time of conversion, annual payments through the life of the stand, and payments based on carbon sequestration that provide both minimal profitability and fully offset initial reforestation outlays. We have compiled a database containing mine permit information obtained from permitting agencies in Virginia, West Virginia, Pennsylvania, Ohio, and Kentucky. Due to differences and irregularities in permitting procedures between states, we found it necessary to utilize an alternative method to determine mined land acreages in the Appalachian region. We have initiated a proof of concept study, focused in the State of Ohio, to determine the feasibility of using images from the Landsat Thematic Mapper (TM) and/or Enhanced Thematic Mapper Plus (ETM+) to accurately identify mined lands.

This research presents a taxonomy of contractual and technical restrictions applicable to databases in life science. It builds upon research led by Science Commons demonstrating why open data and the freedom to integrate facilitate innovation and how this openness can be achieved. The taxonomy describes technical and legal restrictions applicable to life science databases, and its metadata have been used to assess terms of use of databases hosted by Life Science Resource Name (LSRN) Schema. While a few public domain policies are standardized, most terms of use are not harmonized, difficult to understand and impose controls that prevent others from effectively reusing data.     DOE’s Marine and Hydrokinetic Technology Database provides up-to-date information on marine and hydrokinetic renewable energy, both in the U.S. and around the world. The database includes wave, tidal, current, and ocean thermal energy, and contains information on the various energy conversion technologies, companies active in the field, and development of projects in the water. Depending on the needs of the user, the database can present a snapshot of projects in a given region, assess the progress of a certain technology type, or provide a comprehensive view of the entire marine and hydrokinetic energy industry. Results are displayed as a list of technologies, companies, or projects. Data can be filtered by a number of criteria, including country/region, technology type, generation capacity, and technology or project stage. The database was updated in 2009 to include ocean thermal energy technologies, companies, and projects.

    The Ronald Laboratory staff at the University of California-Davis has a primary research focus on the genes of the rice plant. They study the role that genetics plays in the way rice plants respond to their environment. They created the Rice GT Database in order to integrate functional genomic information for putative rice Glycosyltransferases (GTs). This database contains information on nearly 800 putative rice GTs (gene models) identified by sequence similarity searches based on the Carbohydrate Active enZymes (CAZy) database. The Rice GT Database provides a platform to display user-selected functional genomic data on a phylogenetic tree. This includes sequence information, mutant line information, expression data, etc. An interactive chromosomal map shows the position of all rice GTs, and links to rice annotation databases are included. The format is intended to "facilitate the comparison of closely related GTs within different families, as well as perform global comparisons between sets of related families." Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth).     The National Renewable Energy Laboratory (NREL) developed the Geothermal National Environmental Policy Act (NEPA) Database as a platform for government agencies and industry to access and maintain information related to geothermal NEPA documents. The data were collected to inform analyses of NEPA timelines, and the collected data were made publically available via this tool in case others might find the data useful. NREL staff and contractors collected documents from agency websites, during visits to the two busiest Bureau of Land Management (BLM) field offices for geothermal development, and through email and phone call requests from other BLM field offices. They then entered the information into the database, hosted by Open Energy Information (http://en.openei.org/wiki/RAPID/NEPA). The long-term success of the project will depend on the willingness of federal agencies, industry, and others to populate the database with NEPA and related documents, and to use the data for their own analyses. As the information and capabilities of the database expand, developers and agencies can save time on new NEPA reports by accessing a single location to research related activities, their potential impacts, and previously proposed and imposed mitigation measures. NREL used a wiki platform to allow industry and agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users.

Data compression offers the promise of significantly reducing storage requirements and improving I/O performance for decision support queries. However, compression can also slow down update and query performance due to the CPU costs of compression and decompression. In this paper, we study how data compression affects choice of appropriate physical database design, such as indexes, for a given workload. We observe that approaches that decouple the decision of whether or not to choose an index from whether or not to compress the index can result in poor solutions. Thus, we focus on the novel problem of integrating compression into physical database design in a scalable manner.     The United States Department of Agriculture, Forest Service, Southern Forest Experiment Station's Forest Inventory and Analysis (SO-FIA) research unit conducted a project to map the distribution of forest lands for the entire United States. Forest types and forest densities were mapped, and a new forest type group map for the country was produced (Powell and others, in press; Zhu and Evans 1992). The project supported the 1993 Forest and Rangeland Renewable Resources Planning Act (RPA) Assessment Update program, by which the Forest Service was required to provide statistics on current forest land and rangeland conditions.

    The Majorana Demonstrator is an ultra-low background physics experiment searching for the neutrinoless double beta decay of $^{76}$Ge. The Majorana Parts Tracking Database is used to record the history of components used in the construction of the Demonstrator. The tracking implementation takes a novel approach based on the schema-free database technology CouchDB. Transportation, storage, and processes undergone by parts such as machining or cleaning are linked to part records. Tracking parts provides a great logistics benefit and an important quality assurance reference during construction. In addition, the location history of parts provides an estimate of their exposure to cosmic radiation. A web application for data entry and a radiation exposure calculator have been developed as tools for achieving the extreme radio-purity required for this rare decay search.

    Since its inception in 1997, GOLD has continuously monitored genome sequencing projects worldwide and has provided the community with a unique centralized resource that integrates diverse information related to Archaea, Bacteria, Eukaryotic and more recently Metagenomic sequencing projects. As of September 2007, GOLD recorded 639 completed genome projects. These projects have their complete sequence deposited into the public archival sequence databases such as GenBank EMBL,and DDBJ. From the total of 639 complete and published genome projects as of 9/2007, 527 were bacterial, 47 were archaeal and 65 were eukaryotic. In addition to the complete projects, there were 2158 ongoing sequencing projects. 1328 of those were bacterial, 59 archaeal and 771 eukaryotic projects. Two types of metadata are provided by GOLD: (i) project metadata and (ii) organism/environment metadata. GOLD CARD pages for every project are available from the link of every GOLD_STAMP ID. The information in every one of these pages is organized into three tables: (a) Organism information, (b) Genome project information and (c) External links.     The ever-expanding depth and quality of photometric and spectroscopic observations of stellar populations increase the need for theoretical models in regions of age-composition parameter space that are largely unexplored at present. Stellar evolution models that employ the most advanced physics and cover a wide range of compositions are needed to extract the most information from current observations of both resolved and unresolved stellar populations. The Dartmouth Stellar Evolution Database is a collection of stellar evolution tracks and isochrones that spans a range of [Fe/H] from -2.5 to +0.5, [alpha/Fe] from -0.2 to +0.8 (for [Fe/H] 0), and initial He mass fractions from Y=0.245 to 0.40. Stellar evolution tracks were computed for masses between 0.1 and 4 Msun, allowing isochrones to be generated for ages as young as 250 Myr. For the range in masses where the core He flash occurs, separate He-burning tracks were computed starting from the zero age horizontal branch. The tracks and isochrones have been transformed to the observational plane in a variety of photometric systems including standard UBV(RI)c, Stromgren uvby, SDSS ugriz, 2MASS JHKs, and HST ACS-WFC and WFPC2. The Dartmouth Stellar Evolution Database is accessible through a website at http://stellar.dartmouth.edu/~models/ where all tracks, isochrones, and additional files can be downloaded.

    Each year, damage to North American forests caused by insects, diseases, pollution, and fire results in multibillion dollar losses of revenue and resources. To respond to these losses effectively, forest managers need timely information on the location, extent, and spread of the damage. Traditional techniques for monitoring forest damage include high-resolution aerial photography, color infrared photography, and visual reconnaissance mapping. These techniques require visual interpretation of the data and often are somewhat subjective. In addition, because such analyses are time-consuming and costly, many areas of forest are never mapped, and in cases where maps exist, they often are obsolete or incomplete. An airborne imager has been developed to solve the problems of time-consuming visual analysis and interpretations. The Programmable Multispectral Imager measures small changes - invisible by conventional detection methods - in light reflected by the forest canopy. The PMI measures the color an intensity of reflected light and records this information digitally in computer tape aboard an aircraft. This information is then available for later entry into a computer for processing and enhancement. Although airborne imagers have been available for nearly three decades, they have not been used extensively for forest damage assessment or other forestry applications because of their poor sensitivity and their limited number of fixed spectral channels. The PMI is the first of a new generation of imagers that combine high sensitivity with the flexibility of continuous spectral coverage. This allows scientists to evaluate the potential causes and effects of stress on vegetation.

    Since 1907 research and education have been the mission of the Harvard Forest is one of the oldest and most intensively studied forests in North America. Located in Petersham, Massachusetts, its 3000 acres of land have been a center of research and education since 1907. The Long Term Ecological Research (LTER) program, established in 1988 and funded by the National Science Foundation, provides a framework for much of this activity. An understanding of forest responses to natural and human disturbance and environmental change over broad spatial and temporal scales pulls together research topics including biodiversity studies, the effects of invasive organisms, large experiments and permanent plot studies, historical and retrospective studies, soil nutrient dynamics, and plant population and community ecological interactions.     During the project period we continued to conduct long-term (multi-year) measurements, analysis, and modeling of energy and mass exchange in and over a deciduous forest in the Midwestern United States, to enhance the understanding of soil-vegetation-atmosphere exchange of carbon. At the time when this report was prepared, results from nine years of measurements (1998 - 2006) of above canopy CO2 and energy fluxes at the AmeriFlux site in the Morgan-Monroe State Forest, Indiana, USA (see Table 1), were available on the Fluxnet database, and the hourly CO2 fluxes for 2007 are presented here (see Figure 1). The annual sequestration of atmospheric carbon by the forest is determined to be between 240 and 420 g C m-2 a-1 for the first ten years. These estimates are based on eddy covariance measurements above the forest, with a gap-filling scheme based on soil temperature and photosynthetically active radiation. Data gaps result from missing data or measurements that were rejected in qua)lity control (e.g., during calm nights). Complementary measurements of ecological variables (i.e. inventory method), provided an alternative method to quantify net carbon uptake by the forest, partition carbon allocation in each ecosystem components, and reduce uncertainty on annual net ecosystem productivity (NEP). Biometric datasets are available on the Fluxnext database since 1998 (with the exclusion of 2006). Analysis for year 2007 is under completion.

    This report discusses the Environmental Release Summary (ERS) database. The current needs of the Effluent and Environmental database is continually modified to fulfill monitoring (EEM) program (managed by Waste Management Federal Services of Hanford, Incorporated, Air and Water Services Organization). Changes are made to accurately calculate current releases, to affect how past releases are calculated. This document serves as a snap-shot of the database and software for the CY-1997 data and releases. This document contains all of the relevant data for calculating radioactive-airborne and liquid effluent. The ERS database is the official repository for the CY-1997 ERS release reports and the settings used to generate those reports. As part of the Tri-Party Agreement, FDH is committed to provide a hard copy of the ERS database for Washington State Department of Ecology, upon request. This document also serves as that hard copy for the last complete calendar year.

    The BABAR experiment at SLAC successfully collects physics data since 1999. One of the major parts of its on-line system is the configuration database which provides other parts of the system with the configuration data necessary for data taking. Originally the configuration database was implemented in the Objectivity/DB ODBMS. Recently BABAR performed a successful migration of its event store from Objectivity/DB to ROOT and this prompted a complete phase-out of the Objectivity/DB in all other BABAR databases. It required the complete redesign of the configuration database to hide any implementation details and to support multiple storage technologies. In this paper we describe the process of the migration of the configuration database, its new design, implementation strategy and details.

    This paper presents the results of an experiment defined to demonstrate the use of radar to retrieve forest biomass. The SAR data, after calibration, has been analyzed together with ground data collected on forest stands from young stage (8 yrs) to nature stage (46 yrs). The dynamic range of the radar backscatter intensity from forest was found maximum at P-band and decreases with increasing frequencies. Also, cross-polarized backscatter intensity yields the best sensitivities to variations of forest biomass. L-band data confirmed past results on good correlation with forest parameters. The most striking observation has been the strong correlation of P-band backscatter intensity to forest biomass. In order to develop algorithms to infer forest biomass from spaceborne SAR's, the experimental results will be compared with observations on other forest ecosystems and will be interpreted by theoretical modeling.

Intensive plantation forestry can ultimately reduce harvesting pressure and disturbance on natural stands and and stands intended to be set aside for esthetics, recreation, or watershed protection. Reported here is the status of forest plantations in the Midsouth States. It is important to know if plantations are meeting their fullest potential and what shortcomings, if any, need to be addressed. Information gathered includes plantation area, forest type, ownership, volume, site class, and stockings. Additionally, comparisons were made to see if there was a difference between plantation and natural-stand volumes.

    Social impact mitigation strategies are implemented by the proponents of policies and projects with the intent of reducing the negative, and increasing the positive social impacts of their activities, and facilitating the achievement of policy/project goals. Evaluation of mitigation strategies is critical to improving their future success and cost-effectiveness. This paper evaluates two Forest Industry Structural Adjustment Packages (FISAP) implemented in Australia in the 1990s to 2000s as part of broader policy changes that reduced access to timber from publicly owned native forests. It assesses the effectiveness of the structure, design, implementation and monitoring of the FISAPs, and highlights the interactions between these four elements and their influence on social impacts. The two FISAPs were found to be effective in terms of reducing negative impacts, encouraging positive impacts and contributing towards policy goals, although they did not mitigate negative impacts in all cases, and sometimes interacted with external factors and additional policy changes to contribute to significant short and long term negative impacts. -- Highlights: ?     Western Research Institute established, and ACRC continues to maintain, the National Spill Technology database to provide support to the Liquified Gaseous Fuels Spill Test Facility (now called the National HAZMAT Spill Center) as directed by Congress in Section 118(n) of the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Albany County Research Corporation (ACRC) was established to make publicly funded data developed from research projects available to benefit public safety. The founders since 1987 have been investigating the behavior of toxic chemicals that are deliberately or accidentally spilled, educating emergency response organizations, and maintaining funding to conduct the research at the DOEÆs HAZMAT Spill Center (HSC) located on the Nevada Test Site. ACRC also supports DOE in collaborative research and development efforts mandated by Congress in the Clean Air Act Amendments.     We propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interace. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from the Bevalac, AGS and SPS to RHIC and LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems and all measured observables. Such a database would have tremendous scientific payoff as it makes systematic studies easier and allows simpler benchmarking of theoretical models to a broad range of old and new experiments. Furthermore, there is a growing need for compilations of high-energy nuclear data for applications including stockpile stewardship, technology development for intertial confinement fusion and target and source development for upcoming facilities such as the Next Linear Collider. To enhance the utility of this database, we propose periodically performing evaluations of the data and summarizing the results in topical reviews.

  18. DIP: The Database of Interacting Proteins

    The DIP Database catalogs experimentally determined interactions between proteins. It combines information from a variety of sources to create a single, consistent set of protein-protein interactions. By interaction, the DIP Database creators mean that two amino acid chains were experimentally identified to bind to each other. The database lists such pairs to aid those studying a particular protein-protein interaction but also those investigating entire regulatory and signaling pathways as well as those studying the organisation and complexity of the protein interaction network at the cellular level. The data stored within the DIP database were curated, both, manually by expert curators and also automatically using computational approaches that utilize the knowledge about the protein-protein interaction networks extracted from the most reliable, core subset of the DIP data. It is a relational database that can be searched by protein, sequence, motif, article information, and pathBLAST. The website also serves as an access point to a number of projects related to DIP, such as LiveDIP, The Database of Ligand-Receptor Partners (DLRP) and JDIP.     The Downhole Dynamometer Database is a compilation of test data collected with a set of five downhole tools built by Albert Engineering under contract to Sandia National Laboratories. The downhole dynamometer tools are memory tools deployed in the sucker rod string with sensors to measure pressure, temperature, load, and acceleration. The acceleration data is processed to yield position, so that a load vs. position dynagraph can be generated using data collected downhole. With five tools in the hole at one time, all measured data and computed dynagraphs from five different positions in the rod string are available. The purpose of the Database is to provide industry with a complete and high quality measurement of downhole sucker rod pumping dynamics. To facilitate use of the database, Sandia has developed a Microsoft Windows-based interface that functions as a visualizer and browser to the more than 40 MBytes of data. The interface also includes a data export feature to allow users to extract data from the database for use in their own programs. This paper includes a description of the downhole dynamometer tools, data collection program, database content, and a few illustrations of the data contained in the downhole dynamometer database.

    The past three decades saw the rapid development of renewable energy technologies and the concurrent evolution of state and federal financial and regulatory incentives, programs and policies to augment that development. Within the past two years, utility companies have created new incentives and programs that promote the use of renewable energy.     The Downhole Dynamometer Database is a compilation of test data collected with a set of five downhole tools built by Albert Engineering under contract to Sandia National Laboratories. The downhole dynamometer tools are memory tools deployed in the sucker rod string with sensors to measure pressure, temperature, load, and acceleration. The acceleration data is processed to yield position, so that a load vs. position dynagraph can be generated using data collected downhole. With five tools in the hole at one time, all measured data and computed dynagraphs from five different positions in the rod string are available. The purpose of the Database is to provide industry with a complete and high quality measurement of downhole sucker rod pumping dynamics. To facilitate use of the database, Sandia has developed a Microsoft Windows-based interface that functions as a visualizer and browser to the more than 40 MBytes of data. The interface also includes a data export feature to allow users to extract data from the database for use in their own programs. Following a brief description of the downhole dynamometer tools, data collection program, and database content, this paper will illustrate a few of the interesting and unique insights gained from the downhole data.

    Historically, the absence of interconnection standards has been one of the primary barriers to the deployment of distributed generation (DG) in the United States. Although significant progress in the development of interconnection standards was achieved at both the federal and state levels in 2005, interconnection policy and net-metering policy continue to confound regulators, lawmakers, DG businesses, clean-energy advocates and consumers. For this reason it is critical to keep track of developments related to these issues. The North Carolina Solar Center (NCSC) is home to two Interstate Renewable Energy Council (IREC) projects -- the National Interconnection Project and the Database of State Incentives for Renewable Energy (DSIRE). This paper will present the major federal and state level policy developments in interconnection and net metering in 2005 and early 2006. It will also present conclusions based an analysis of data collected by these two projects.

    Information gathered from 3078 permanent forest survey sample plots showed that nearly 0.9 million acres, or 10 percent of the nonindustrial private forest (NIPF) timberland in South Carolina is in forested tracts 10 acres or less. Forested tracts ranging from 11 to 100 acres accounted for the largest proportion of NIPF timberland. Forested tract size varied significantly by NIPF-ownership group. By NIPF-ownership group, the other corporate group recorded the highest average forested tract size of 3,802 acres. Volume of softwood growing stock as significantly higher in the larger tract size categories. Hardwood growing-stock volume per acre was significantly higher in the largest and smallest forested tract-size classes. Softwood growing-stock removals exceeded growth across all forested-parcel categories, whereas hardwood growing-stock growth surpassed hardwood removals in two tract-size classes.

    This paper describes the content of an L-mode database that has been compiled with data from Alcator C-Mod, ASDEX, DIII, DIII-D, FTU, JET, JFT-2M, JT-60, PBX-M, PDX, T-10, TEXTOR, TFTR, and Tore-Supra. The database consists of a total of 2938 entries, 1881 of which are in the L-phase while 922 are ohmically heated (OH) only. Each entry contains up to 95 descriptive parameters, including global and kinetic information, machine conditioning, and configuration. The paper presents a description of the database and the variables contained therein, and it also presents global and thermal scalings along with predictions for ITER. The L-mode thermal confinement time scaling was determined from a subset of 1312 entries for which the thermal confinement time scaling was provided.
