    Accumulation of petroleum in the Forest City basin is strongly influenced by the tectonic framework established during the Precambrian. A series of Late Proterozoic orogenies created a fracture pattern in the northern Mid-Continent, which was emphasized by the late Keweenawan, Mid-Continent Rift System (MRS). Reactivated basement structures have created both a structural and depositional imprint on younger rocks. The Southeast Nebraska arch is defined by Middle Ordovician (Simpson) overlap of Arbuckle equivalents. Continuing differential movement along segments of the MRS within the North Kansas basin influenced the regional facies distribution of both the Late Ordovician (Viola) and the Late Devonian (Hunton). Middle Pennsylvanian compression from the Ouachita orogeny produced the Nemaha uplift and reactivated transform faulting on the MRS. Extensions of these southeast-trending fractures created offsets on the Nemaha uplift/Humboldt fault system and enhanced structures that host oil production. Fields that lie upon these wrench-fault trends within the Forest City basin have produced from the Simpson (St. Peter), Viola, and Hunton formations. The Precambrian structures and rock types produce strong geophysical signatures in contrast to the subdued anomalies of the Paleozoic sediments. Analyses of magnetic and gravity data provide an interpretation of the basement rocks and, by extrapolation, an additional exploration tool for locating Paleozoic trends related to reactivation of Precambrian tectonics.

    Shales in the Middle Ordovician Simpson Group are probably the source rocks for a geochemically distinct group of lower pristane and low phytane oils produced along the axis of the Forest City basin, a shallow cratonic Paleozoic basin. These oils, termed Ordovician-type oils, occur in some fields in the southern portion of the adjacent Salina basin. Maturation modeling by time-temperature index (TTI) calculations indicate that maturation of both basins was minimal during the early Paleozoic. The rate of maturation significantly increased during the Pennsylvanian because of rapid regional subsidence in response to the downwarping of the nearby Anadarko basin. When estimated thicknesses of eroded Pennsylvanian, Permian, and Cretaceous strata are considered, both basins remain relatively shallow, with maximum basement burial probably not exceeding 2 km. According to maturation modeling and regional structure mapping, the axes of both basins should contain Simpson rocks in the early stages of oil generation. The probability of finding commercial accumulations of Ordovician-type oil along the northwest-southeast trending axis of the Salina basin will decrease in a northwestward direction because of (1) westward thinning of the Simpson Group, and (2) lesser maturation due to lower geothermal gradients and shallower paleoburial depths. The optimum localities for finding fields of Ordovician-type oil in the southern Salina basin will be in down-plunge closures on anticlines that have drainage areas near the basin axis.

According to the research related to Macka and other Turkish state forests, the state forests have been decreasing day by day. That study concluded that the Macka and other Turkish forests will be exhausted after 64 and 67 years, respectively. This study also examined both establishing and exploiting energy forests near the forest villages and producing fuel briquettes manufactured using the residues of agriculture, forestry, and stock breeding to diminish the demand for illegal fuel wood cutting from the state forests.

    The City of Chicago has partnered with a private firm, Spire Corporation, to redevelop an industrial site within the City, providing jobs and tax revenue, and to purchase and install solar energy equipment within the City, providing clean, reliable energy. Spire Corporation will build and own a solar photovoltaic manufacturing plant at a Brownfield site within the City. The manufacturing plant will be capable of producing 3 MWs of solar equipment each year. At full capacity, the plant will employ about 50 people. The City has promised to purchase 250 kW of output from the plant. This solar generating capacity will be installed at various City facilities. The installation of the solar panels will provide the City with clean energy. By generating energy with the solar panels, approximately 434 tons of CO{sub 2}, 2 tons of SO{sub 2}, and 2.5 tons of NO{sub x} will be curtailed each year. The installation of the solar panels will also increase electric reliability within the City. The City is currently a load pocket, not having enough transmission capacity to serve the load in the City. By generating power within the City's boundaries, they can take pressure off the existing transmission and distribution grid.

    Traditional discrete-event simulations employ an inherently sequential algorithm and are run on a single computer. However, the demands of many real-world problems exceed the capabilities of sequential simulation systems. Often the capacity of a computer`s primary memory limits the size of the models that can be handled, and in some cases parallel execution on multiple processors could significantly reduce the simulation time. This paper describes the development of an Infrastructure for Distributed Enterprise Simulation (IDES) - a large-scale portable parallel simulation framework developed to support Sandia National Laboratories` mission in stockpile stewardship. IDES is based on the Breathing-Time-Buckets synchronization protocol, and maps a message-based model of distributed computing onto an object-oriented programming model. IDES is portable across heterogeneous computing architectures, including single-processor systems, networks of workstations and multi-processor computers with shared or distributed memory. The system provides a simple and sufficient application programming interface that can be used by scientists to quickly model large-scale, complex enterprise systems. In the background and without involving the user, IDES is capable of making dynamic use of idle processing power available throughout the enterprise network. 16 refs., 14 figs.

This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy. It is suggested that clustering of their operations into “reuse parks” would enhance both their profile and their products. Reuse parks would also improve consumer confidence in and subsequently sales of the products. Further, it is advocated that industrial networking opportunities for the exchange of by-products resulting from the organisations’ activities should be investigated. The findings make two significant contributions to the current literature. One, they provide a detailed insight into the reuse operations of socio-economic enterprises. Previously unavailable data has been presented and analysed. Secondly, new evidence about the by-products/materials resulting from socio-economic enterprises’ reuse activities has been obtained. These contributions add substantially to our understanding of the important role of reuse organisations.

    Two long-term timber contracts in the Tongass National Forest require private companies to harvest prescribed amounts of timber within agreed upon time frames during the 50-year contract life. This report has reviewed the accuracy of Forest Service figures for the volume of timber actually harvested under the two contracts, timber deleted from the private companies' operating plans, and backlogged timber. The author was unable to verify the first two figures because the Forest Service had not complied with all of its internal controls and because documentation and records were incomplete. The author was able to verify the figure for backlogged timber. While the Forest Service has tried to better account for timber prepared for harvesting through improved internal controls, this report believes additional actions are needed to ensure that forest supervisors comply with the internal controls for documenting harvested timber volumes and the information needed to support and report changes in timber sale activities is accurately reported.

    Houston Lighting and Power (HL and P) and many other large utilities have investigated substantial resources in developing integrated enterprise wide area networks (WANs). The WAN provides unprecedented opportunities for integrating information throughout the corporation, resulting in improved efficiency and reduced costs of operation. In contrast, present dedicated point-to-point SCADA data circuits from the energy management system (EMS) to remote terminal units (RTUs) are not currently integrated with the network, nor replicated in any offsite backup system. An integrated approach might integrate communications from selected RTUs over the WAN to a backup system or the EMS. Such an approach would potentially provide improved disaster recovery, more efficient use of communications, reduced maintenance costs, and improved availability of operational data. RTU data, however, is fundamentally different from most other WAN traffic in that it is critical to the moment-to-moment operation of the utility and consists of a large number of messages repeated frequently and continuously. There are valid concerns as to whether the stability, availability, and inherent latency of the WAN would be adequate to support operations of a backup or primary SCADA system. There are also concerns about the adverse effects that SCADA traffic might have on the WAN. These concerns led to the project featured in this article, which tested the operational suitability and effectiveness of routing SCADA data between selected RTUs and a central site on the WAN.

    In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state’s interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state’s energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals. In addition, as discussed above, Massachusetts DOER needed to make some modifications to its work plan and objectives during the term of this project due to changing public policy demands brought forth in the course of the public discours

    The effort to consolidate the ``islands of information`` within an enterprise -- to manage information at the enterprise level rather than the department or sub-system level -- is known by many names, such as ``Information Resource Management`` and ``Corporate Data Administration``. Here we will call it ``Enterprise Information Management`` (EIM). This effort is becoming increasingly vital as the need for shared information grows, yet it is plagued by costly, time-consuming efforts that produce reams of hard-to-maintain documentation. The results are difficult to integrate, measure, or apply. Management needs a tool that can integrate models from diverse modeling efforts into a global knowledge base, produce metrics to clarify the value of the integration process, and provide a short, traceable route between information models and their physical implementations. The natural-language emphasis of NIAM makes it an ideal candidate for this tool. When integrated with enterprise-wide data administration, the collection of metrics, CASE tools that produce application code, and automated support tools, NIAM can effectively manage multiple Universes of Discourse (UOD). Prototypes of automated support tools, ``Fact Manager`` and ``Fact Designer``, will be discussed.

    Forest Park Beach, a coastal-development project on the shore of Lake Michigan at Lake Forest, Illinois, consists of a series of segmented, rubble-mound breakwaters that form four beach cells and a small-boat launch basin. The project was designed to have minimal impact on local littoral-transport processes. The 9-hectare footprint extends no more than 107 m lakeward of the preconstruction shoreline; the arcuate plan for the project was designed to facilitate littoral sediment bypass. In order to evaluate the project's impact on littoral processes, the City of Lake Forest is required to conduct a monitoring program to identify any adverse effects such as updrift accretion and downdrift erosion. Annual and semi-annual monitoring has been underway since project completion in 1987. In 1991, the Illinois State Geological Survey (ISGS) began independent data collection and review of the annual monitoring data. As of the 1992 ISGS monitoring, the project is allowing for the development of natural bypass by the littoral-sediment stream. A bar occurs in 0.9 to 1.2 m of water on the north side of the project and continues as an accretionary wedge along the lakeward side of the breakwaters for approximately two-thirds of the project length. One adverse impact is that the beach cells are acting as traps for fine sand, with the greatest entrapment in the three northern (updrift) cells. Comparison of 1987 and 1992 profiles from the beach cells indicates nearshore accretion of as much as two meters. To date no detrimental effects to shoreline properties have been documented downdrift of the project.

    In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

    Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million.     The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. In this quarterly report, we present a preliminary comparison of the carbon sequestration potential of forests growing on 14 mined sites in a seven-state region in the Midwestern and Eastern Coalfields. Carbon contents of these forests were compared to adjacent forests on non-mined land. The study was installed as a 3 x 3 factorial in a random complete block design with three replications at each location. The treatments include three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. The plots at all three locations have been installed and the plot corners marked with PVC stakes. GPS coordinates of each plot have been collected. Soil samples were collected from each plot to characterize the sites prior to treatment. Analysis of soil samples was completed and these data are being used to prepare fertilizer prescriptions. Fertilizer prescripts will be developed for each site. Fertilizer will be applied during the second quarter 2004. Data are included as appendices in this report. As part of our economic analysis of mined land reforestation, we focused on the implications of a shift in reforestation burden from the landowner to the mine operator. Results suggest that the reforestation of mined lands as part of the mining operation creates a viable and profitable forest enterprise for landowners with greater potential for carbon sequestration.

    Each year, damage to North American forests caused by insects, diseases, pollution, and fire results in multibillion dollar losses of revenue and resources. To respond to these losses effectively, forest managers need timely information on the location, extent, and spread of the damage. Traditional techniques for monitoring forest damage include high-resolution aerial photography, color infrared photography, and visual reconnaissance mapping. These techniques require visual interpretation of the data and often are somewhat subjective. In addition, because such analyses are time-consuming and costly, many areas of forest are never mapped, and in cases where maps exist, they often are obsolete or incomplete. An airborne imager has been developed to solve the problems of time-consuming visual analysis and interpretations. The Programmable Multispectral Imager measures small changes - invisible by conventional detection methods - in light reflected by the forest canopy. The PMI measures the color an intensity of reflected light and records this information digitally in computer tape aboard an aircraft. This information is then available for later entry into a computer for processing and enhancement. Although airborne imagers have been available for nearly three decades, they have not been used extensively for forest damage assessment or other forestry applications because of their poor sensitivity and their limited number of fixed spectral channels. The PMI is the first of a new generation of imagers that combine high sensitivity with the flexibility of continuous spectral coverage. This allows scientists to evaluate the potential causes and effects of stress on vegetation.

    This paper presents the results of an experiment defined to demonstrate the use of radar to retrieve forest biomass. The SAR data, after calibration, has been analyzed together with ground data collected on forest stands from young stage (8 yrs) to nature stage (46 yrs). The dynamic range of the radar backscatter intensity from forest was found maximum at P-band and decreases with increasing frequencies. Also, cross-polarized backscatter intensity yields the best sensitivities to variations of forest biomass. L-band data confirmed past results on good correlation with forest parameters. The most striking observation has been the strong correlation of P-band backscatter intensity to forest biomass. In order to develop algorithms to infer forest biomass from spaceborne SAR's, the experimental results will be compared with observations on other forest ecosystems and will be interpreted by theoretical modeling.

    Plantation forestry is one means of controlling the temporal and spatial aspects of stand regeneration after harvest. Intensive plantation forestry can ultimately reduce harvesting pressure and disturbance on natural stands and and stands intended to be set aside for esthetics, recreation, or watershed protection. Reported here is the status of forest plantations in the Midsouth States. It is important to know if plantations are meeting their fullest potential and what shortcomings, if any, need to be addressed. Information gathered includes plantation area, forest type, ownership, volume, site class, and stockings. Additionally, comparisons were made to see if there was a difference between plantation and natural-stand volumes.

    The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    Many small countries are in need of additional territory. They build landfills and expensive artificial islands. The ocean covers 71 per cent of the Earth surface. Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans. These cheap platforms protected by air-film (bottom and sides) and a conventional insulating cover (top) and having a cooling system can exist for an unlimited time.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.
