Walters February 18, 2008 This project successfully completed its goal of surveying and reporting on the DNA patenting and licensing policies at 30 major U.S. academic institutions. The report of survey results was published in the January 2006 issue of Nature Biotechnology under the title “The Licensing of DNA Patents by US Academic Institutions: An Empirical Survey.” Lori Pressman was the lead author on this feature article. A PDF reprint of the article will be submitted to our Program Officer under separate cover. The project team has continued to update the DNA Patent Database on a weekly basis since the conclusion of the project. The database can be accessed at dnapatents.georgetown.edu. This database provides a valuable research tool for academic researchers, policymakers, and citizens. A report entitled Reaping the Benefits of Genomic and Proteomic Research: Intellectual Property Rights, Innovation, and Public Health was published in 2006 by the Committee on Intellectual Property Rights in Genomic and Protein Research and Innovation, Board on Science, Technology, and Economic Policy at the National Academies. The report was edited by Stephen A. Merrill and Anne-Marie Mazza. This report employed and then adapted the methodology developed by our research project and quoted our findings at several points. My colleagues and I are grateful for the research support of the ELSI program at the U.S. Department of Energy.

    The purpose of this paper is to present a new global patent map that represents all technological categories, and a method to locate patent data of individual organizations and technological fields on the global map. This second patent overlay map technique is shown to be of potential interest to support competitive intelligence and policy decision-making. The global patent map is based on similarities in citing-to-cited relationships between categories of the International Patent Classification (IPC) of European Patent Office (EPO) patents from 2000 to 2006. This patent dataset, extracted from PatStat database, represents more than 760,000 patent records in more than 400 IPC categories.     The paper describes a technique to use patent information available online (at the US Patent and Trademark Office) for the generation of Google Maps that indicate both the quantity and quality of patents granted at the city level. The resulting maps are relevant for technological innovation policies and R&D management because the US market can be considered as the leading market for patenting and patent competition. Quantitative data is made available by the mapping routines for more detailed statistical analysis, and the non-parametric statistics for significance testing are specified. The new mapping approach is explored for the cases of the emerging technologies of "RNA interference" and "nanotechnology" as specific examples. Perspectives for further developments of this technique (other databases and network analysis of co-inventions) are specified.

A useful notion for policy makers in particular, Balzat & Hanusch (2004) argued that there is a need for NIS studies to develop complementary and also quantitative methods in order to generate new insights that are comparable across national borders.     The network of patents connected by citations is an evolving graph, which provides a representation of the innovation process. A patent citing another implies that the cited patent reflects a piece of previously existing knowledge that the citing patent builds upon. A methodology presented here (i) identifies actual clusters of patents: i.e. technological branches, and (ii) gives predictions about the temporal changes of the structure of the clusters. A predictor, called the {citation vector}, is defined for characterizing technological development to show how a patent cited by other patents belongs to various industrial fields. The clustering technique adopted is able to detect the new emerging recombinations, and predicts emerging new technology clusters.     Many firms these days are opting to specialize rather than generalize as a way of maintaining their competitiveness. Consequently, they cannot rely solely on themselves, but must cooperate by combining their advantages. To obtain the actual condition for this cooperation, a multi-layered network based on two different types of data was investigated. The first type was transaction data from Japanese firms. The network created from the data included 961,363 firms and 7,808,760 links. The second type of data were from joint-patent applications in Japan. The joint-patent application network included 54,197 nodes and 154,205 links. These two networks were merged into one network. The first anaysis was based on input-output tables and three different tables were compared. The correlation coefficients between tables revealed that transactions were more strongly tied to joint-patent applications than the total amount of money.     As endovascular therapies increase in frequency, the incidence of lost or embolized foreign bodies is increasing. The presence of an intravascular foreign body (IFB) is well recognized to have the potential to cause serious complications. IFB can embolize and impact critical sites such as the heart, with subsequent significant morbidity or mortality. Intravascular foreign bodies most commonly result from embolized central line fragments, but they can originate from many sources, both iatrogenic and noniatrogenic. The percutaneous approach in removing an IFB is widely perceived as the best way to retrieve endovascular foreign bodies. This minimally invasive approach has a high success rate with a low associated morbidity, and it avoids the complications related to open surgical approaches. We examined the characteristics, causes, and incidence of endovascular embolizations and reviewed the various described techniques that have been used to facilitate subsequent explantation of such materials.

    This document summarizes development trends in sodium/sulfur battery technology based on data from US patents. Purpose of the study was to use the activity, timing and ownership of 285 US patents to identify and describe broad patterns of change in sodium/sulfur battery technology. The analysis was conducted using newly developed statistical and computer graphic techniques for describing technology development trends from patent data. This analysis suggests that for some technologies trends in patent data provide useful information for public and private R and D planning.

    This report provides background information to the report Energy Company Competitiveness: Little to Do With Subsidies (DOE 1994). The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.
