    The Lawrence Livermore National Laboratory (LLNL) Comprehensive Nuclear-Test-Ban Treaty Research and Development (CTBT R and D) program has made significant progress populating a comprehensive seismic research database (RDB) for seismic events and derived research products in the Middle East and North Africa (MENA). Our original ME/NA study region has enlarged and is now defined as an area including the Middle East, Africa, Europe, Southwest Asia, the Former Soviet Union and the Scandinavian/Arctic region. The LLNL RDB will facilitate calibration of all International Monitoring System (IMS) stations (primary and auxiliary) or their surrogates (if not yet installed) as well as a variety of gamma stations. The RDB provides not only a coherent framework in which to store and organize large volumes of collected seismic waveforms and associated event parameter information, but also provides an efficient data processing/research environment for deriving location and discrimination correction sur faces and capabilities. In order to accommodate large volumes of data from many sources with diverse formats the RDB is designed to be flexible and extensible in addition to maintaining detailed quality control information and associated metadata. Station parameters, instrument responses, phase pick information, and event bulletins were compiled and made available through the RDB. For seismic events in the MENA region occurring between 1976 and 1999, we have systematically assembled, quality checked and organized event waveforms; continuous seismic data from 1990 to present are archived for many stations. Currently, over 11,400 seismic events and 1.2 million waveforms are maintained in the RDB and made readily available to researchers. In addition to open sources of seismic data, we have established collaborative relationships with several ME/NA countries that have yielded additional ground truth and broadband waveform data essential for regional calibration and capability

    Elf Petroleum Norge had for 10 years been operating the North East Frigg field. This gas field was the first subsea field on the Norwegian Continental shelf. It was shut down on the 8th May 1993. Elf Petroleum Norge used the shut down as an ideal opportunity to review the performance of the subsea equipment.     The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    An exceptional number of Middle Eastern and North African nations have recently expressed interest in developing nuclear energy for peaceful purposes. Many of these countries have explored nuclear research in limited ways in the past, but the current focused interest and application of resources towards developing nuclear-generated electricity and nuclear-powered desalination plants is unprecedented. Consequently, questions arise in response to this emerging trend: What instigated this interest? To what end(s) will a nuclear program be applied? Does the country have adequate technical, political, legislative, nonproliferation, and safety infrastructure required for the capability desired? If so, what are the next steps for a country in preparation for a future nuclear program? And if not, what collaboration efforts are possible with the United States or others? This report provides information on the capabilities and interests of 13 countries in the region in nuclear energy programs in light of safety, nonproliferation and security concerns. It also provides information useful for determining potential for offering technical collaboration, financial aid, and/or political support.

    In another sense, however, the nuclear age and ballistic missiles long ago created a much smaller world in which the distinctions between global and regional security have been lessened. In an age of weapons of mass destruction, any point on the earth can find itself suddenly at the center of world attention. This makes it all the more important that we understand all of the arms control tools available, including global approaches. In discussing global arms control regimes, I will focus primarily on those that are open to universal membership such as the Nuclear Nonproliferation Treaty (NPT) or which have global reach, such as certain export control and supplier regimes. It is important to remember, however, that certain regional, bilateral, and even unilateral arms control measures can have a global impact as well. One need only witness the impact of the Treaty on Conventional Forces in Europe (CFE). Despite its mere {open_quotes}Atlantic to the Urals{close_quotes} focus, the CFE treaty helped change the political and strategic calculations of the entire world. Likewise, the Conference on Security and Cooperation in Europe (CSCE), with its headquarters in Vienna, is centered on Europe but spreads from Vancouver to Vladivostok (or perhaps we should say from Amchitka to Kamchatka), circumnavigating much of the northern hemisphere when measured the long way around via North America. The political significance of its successes and failures outdistance CSCE`s geographical spread.

    The new particle formation (NPF)-explicit version of the WRF-chem model, which we developed recently, can calculate the growth and sink of nucleated clusters explicitly with 20 aerosol size bins from 1 nm to 10 μm. In this study, the model is used to understand spatial and temporal variations of the frequency of NPF events and the concentrations of aerosols (condensation nuclei, CN) and cloud condensation nuclei (CCN) within the boundary layer in East Asia in spring 2009. Model simulations show distinct north-south contrast in the frequency and mechanism of NPF in East Asia. NPF mostly occurred over limited periods and regions between 30° and 45°N, such as northeast China, Korea, and Japan, including regions around active volcanoes (Miyakejima and Sakurajima). At these latitudes, NPF was considerably suppressed by high concentrations of preexisting particles under stagnant air conditions associated with high-pressure systems, while nucleation occurred more extensively on most days during the simulation period. Conversely, neither nucleation nor NPF occurred frequently south of 30°N because of lower SO2 emissions and H2SO4 concentrations. The period-averaged NPF frequency was 3 times higher at latitudes of 30° - 45°N than at latitudes of 20° - 30°N. The north-south contrast of NPF frequency is validated by surface measurements in outflow regions in East Asia. The period- and domain-averaged contribution of secondary particles is estimated to be 44% for CN (> 10 nm) and 26% for CCN at a supersaturation of 1.0% in our simulation, though the contribution is highly sensitive to the magnitudes and size distributions of primary aerosol emissions and the coefficients in the nucleation parameterizations.

    A pad is disclosed for use in a weighing system for weighing a load. The pad includes a weighing platform, load cells, and foot members. Improvements to the pad reduce or substantially eliminate rotation of one or more of the corner foot members. A flexible foot strap disposed between the corner foot members reduces rotation of the respective foot members about vertical axes through the corner foot members and couples the corner foot members such that rotation of one corner foot member results in substantially the same amount of rotation of the other corner foot member. In a strapless variant one or more fasteners prevents substantially all rotation of a foot member. In a diagonal variant, a foot strap extends between a corner foot member and the weighing platform to reduce rotation of the foot member about a vertical axis through the corner foot member.

    Compacted coal ash fills exhibit capillary stress due to contact moisture and preconsolidation stress due to the compaction process. As such, the conventional methods of estimating settlement of footing on cohesionless soils based on penetration tests become inapplicable in the case of footings on coal ash fills, although coal ash is also a cohesionless material. Therefore, a method of estimating load-settlement behavior of footings resting on coal ash fills accounting for the effect of capillary and preconsolidation stresses is presented here. The proposed method has been validated by conducting plate load tests on laboratory prepared compacted ash beds and comparing the observed and predicted load-settlement behavior. Overestimation of settlement greater than 100% occurs when capillary and preconsolidation stresses are not accounted for, as is the case in conventional methods.

    LPG sales through 2010 in regions east of the Suez Canal (East of Suez) will grow at more than twice those in regions west of the canal. East-of-Suez sales will grow at more than 4.0%/year, compared to slightly less than 2.0%/year growth in sales West of Suez. East-of-Suez sales will reach 92 million tons/year (tpy) by 2010, accounting for 39% of the worldwide total. This share was 31% in1995 and only 27% in 1990. LPG sales worldwide will reach 192 million tons in 2000 and 243 million tpy by 2010. In 1995, they were 163 million tons. These are some of the major conclusions of a recent study by Frank R. Spadine, Christine Kozar, and Rudy Clark of New York City-based consultant Poten and Partners Inc. Details of the study are in the fall report ``World Trade in LPG 1990--2010``. This paper discusses demand segments, seaborne balance, Western sources, largest trading region, North American supplies, and other supplies.

    The Middle East countries that border on, or are near, the Persian Gulf hold over 65% of the world`s estimated proven crude oil reserves and 32% of the world`s estimated proven natural gas reserves. In fact, approximately 5% of the world`s total proven gas reserves are located in Qatar`s offshore North Field. This large natural gas/condensate field is currently under development to supply three LNG export projects, as well as a sub-sea pipeline proposal to export gas to Pakistan. The Middle East will continue to be a major source of crude oil and oil products to world petroleum markets, including fuel for existing and future base load, intermediate cycling and peaking electric generation plants. In addition, as the Persian Gulf countries turn their attention to exploiting their natural gas resources, the fast-growing need for electricity in the Asia-Pacific and east Africa areas offers a potential market for both pipeline and LNG export opportunities to fuel high efficiency, gas-fired combustion turbine power plants. Mr. Mitchell`s portion of this paper will discuss the background, status and timing of several Middle Eastern gas export projects that have been proposed. These large gas export projects are difficult and costly to develop and finance. Consequently, any IPP developers that are considering gas-fired projects which require Mid-East LNG as a fuel source, should understand the numerous sources and timing to securing project debt, loan terms and conditions, and, restrictions/credit rating issues associated with securing financing for these gas export projects. Mr. Newendorp`s section of the paper will cover the financing aspects of these projects, providing IPP developers with additional considerations in selecting the primary fuel supply for an Asian-Pacific or east African electric generation project.

    Foot-and-mouth disease is a highly infectious vesicular disease of cloven-hoofed animals caused by foot-and-mouth disease virus. It spreads by direct contact between animals, by animal products (milk, meat and semen), by mechanical transfer on people or fomites and by the airborne route - with the relative importance of each mechanism depending on the particular outbreak characteristics. Over the years a number of workers have developed or adapted atmospheric dispersion models to assess the risk of foot-and-mouth disease virus spread through the air. Six of these models were compared at a workshop hosted by the Institute for Animal Health/Met Office during 2008. A number of key issues emerged from the workshop and subsequent modelling work: (1) in general all of the models predicted similar directions for 'at risk' livestock with much of the remaining differences strongly related to differences in the meteorological data used; (2) determination of an accurate sequence of events is highly important, especially if the meteorological conditions vary substantially during the virus emission period; and (3) differences in assumptions made about virus release, environmental fate, and subsequent infection can substantially modify the size and location of the downwind risk area. Close relationships have now been established between participants, which in the event of an outbreak of disease could be readily activated to supply advice or modelling support.

    The Pacific and Atlantic-Gulf of Mexico continental margins converge towards southern Mexico, delimiting the Southern Cone of North American. The margins are controlled by late Precambrian to early Paleozoic rift systems. The Neoproterozoic rifts along the Pacific margin truncate the 1.3--1.0 Ga Grenville-Llano front and still older structural boundaries within the craton, such as the Snowbird line. The Atlantic margin originated by separation from another continent within the Grenville orogen near the time of the Precambrian-Cambrian boundary. The Gulf of Mexico margin was initiated with rifting at that time, but appears to truncate the Ordovician Taconian orogen in Georgia. The continental margins of the Southern Cone may prove critical in understanding the origin of North America as a discrete continent. A possible continuation of the Grenville-Llano front has now been identified along the Pacific margin of the East Antarctic craton; the opposite side of the Grenville orogen may be present in South America and East Antarctic; a southern continuation of the Taconic Appalachians may have been identified in southern South American and Antarctica (L. Dalla Salda et al., Geology, 1992 a;b: I. Dalziel, Geology, 1991, and GSA Today, 1992; P. Hoffman, Science, 1991; E. Moores, Geology, 1991). Thus the geology of the Southern Cone of North America provides opportunities for critical testing of these globally important hypotheses, notably through geochronometry, isotope geochemistry, stratigraphy, and paleobiogeography. Conversely, East Antarctica, southern Africa, and the proto-Andean margin of South America may offer exciting opportunities to further understanding of pre-Pangea geology across southern North America.

    The purpose of this action is to mitigate any threat to public health and the environment from hazards on the North Slope and meet the expedited response action (ERA) objective of cleanup to a degree requiring no further action. The ERA may be the final remediation of the 100-I-3 Operable Unit. A No Action record of decision (ROD) may be issued after remediation completion. The US Department of Energy (DOE) currently owns or administers approximately 140 mi{sup 2} (about 90,000 acres) of land north and east of the Columbia River (referred to as the North Slope) that is part of the Hanford Site. The North Slope, also commonly known as the Wahluke Slope, was not used for plutonium production or support facilities; it was used for military air defense of the Hanford Site and vicinity. The North Slope contained seven antiaircraft gun emplacements and three Nike-Ajax missile positions. These military positions were vacated in 1960--1961 as the defense requirements at Hanford changed. They were demolished in 1974. Prior to government control in 1943, the North Slope was homesteaded. Since the initiation of this ERA in the summer of 1992, DOE signed the modified Hanford Federal Agreement and Consent Order (Tri-Party Agreement) with the Washington Department of Ecology (Ecology) and the US Environmental Protection Agency (EPA), in which a milestone was set to complete remediation activities and a draft closeout report by October 1994. Remediation activities will make the North Slope area available for future non-DOE uses. Thirty-nine sites have undergone limited characterization to determine if significant environmental hazards exist. This plan documents the results of that characterization and evaluates the potential remediation alternatives.

  9. Karst subsidence in East Tennessee

    Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

  10. Tropospheric ozone in east Asia

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    The apparent east-west extension of the southern Rotliegende basin, stretching from southern England via the Netherlands and north Germany to Poland, developed from several subbasins running in a northwest-southeast direction. The orientation of the subbasins and the graben systems have largely been caused by a regional stress field, which existed in the Late Paleozic of northern central Europe. The maximum extension was in an east-west direction. The graben systems of northern Germany and the southern part of the North Sea are running roughly north-south and are connected via a parallel set of wrench faults. The subbasin with the largest Rotliegende thickness lies in the German part of the North Sea. It subsided in the region where the rift axis of the north-south-running north German graben system experienced left lateral displacments by northwest-southeast-running wrench faults. The active graben zone extended into the Horn-Bamle-Oslo graben. The initial Dutch subbasin was connected with the early central graben and merged with the north German subbasin in the course of the progressive sedimentation of the basin. In contrast to the north German subbasin, where the initial sedimentation was mainly determined by the north-south-directed graben tectonics, intensive northwest-southeast-directed step faults developed in the Dutch subbasin. The initial subbasins were arranged in an en echelon pattern and merged during the main subsidence of the basin. The origin of the subbasins is linked to the Stephanian basins. Their development continued while several climate changes occurred up to the early Mesozoic. The development of the intracontinental sedimentation from the small initial subbasin to the widespread southern Rotliegende basin can therefore be divided into three main stages: initial stage-tectonics more effective than climate cycles, main stage-equal effect of tectonics and climate cycles, and late stage-climate cycles more effective than tectonics.

    This paper reports that despite new internal rankings, the North Sea has maintained its position as the world's fourth largest oil producing province behind the Middle East, the Soviet Union, and the U.S. Average production remains 3.7-4 million b/d. During 1991, however, sources of production within the total have shifted significantly. Britain no longer tops the North Sea production table. Early this year, major offshore shutdowns required for installation of mandatory safety equipment slashed production. At the same time, Norwegian output remained just below 1.95 million b/d, exceeding flow from neighboring U.K. waters for the first time since the mid- 1970s.

    A coupled meteorology and aerosol/chemistry model WRF-Chem (Weather Research and Forecast model coupled with Chemistry) was used to conduct a pair of simulations with present-day (PD) and preindustrial (PI) emissions over East Asia to examine the aerosol indirect effect on clouds. As a result of an increase in aerosols in January, the cloud droplet number increased by 650 cm{sup -3} over the ocean and East China, 400 cm{sup -3} over Central and Southwest China, and less than 200 cm{sup -3} over North China. The cloud liquid water path (LWP) increased by 40-60 g m{sup -2} over the ocean and Southeast China and 30 g m{sup -2} over Central China; the LWP increased less than 5 g m{sup -2} or decreased by 5 g m{sup -2} over North China. The effective radius (Re) decreased by more than 4 {mu}m over Southwest, Central, and Southeast China and 2 {mu}m over North China. In July, variations in cloud properties were more uniform; the cloud droplet number increased by approximately 250-400 cm{sup -3}, the LWP increased by approximately 30-50 g m{sup -2}, and Re decreased by approximately 3 {mu}m over most regions of China. In response to cloud property changes from PI to PD, shortwave (SW) cloud radiative forcing strengthened by 30 W m{sup -2} over the ocean and 10 W m{sup -2} over Southeast China, and it weakened slightly by approximately 2-10 W m{sup -2} over Central and Southwest China in January. In July, SW cloud radiative forcing strengthened by 15 W m{sup -2} over Southeast and North China and weakened by 10 W m{sup -2} over Central China. The different responses of SW cloud radiative forcing in different regions was related to cloud feedbacks and natural variability.

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    This study aims to provide a first comprehensive evaluation of WRF-Chem for modeling aerosols and anthropogenic aerosol radiative forcing (RF) over East Asia. Several numerical experiments were conducted from November 2007 to December 2008. Comparison between model results and observations shows that the model can generally reproduce the observed spatial distributions of aerosol concentration, aerosol optical depth (AOD) and single scattering albedo (SSA) from measurements at different sites, including the relatively higher aerosol concentration and AOD over East China and the relatively lower AOD over Southeast Asia, Korean, and Japan. The model also depicts the seasonal variation and transport of pollutions over East Asia. Particulate matter of 10 um or less in the aerodynamic diameter (PM10), black carbon (BC), sulfate (SO42-), nitrate (NO3-) and ammonium (NH4+) concentrations are higher in spring than other seasons in Japan due to the pollutant transport from polluted area of East Asia. AOD is high over Southwest and Central China in winter, spring and autumn and over North China in summer while is low over South China in summer due to monsoon precipitation. SSA is lowest in winter and highest in summer. The model also captures the dust events at the Zhangye site in the semi-arid region of China. Anthropogenic aerosol RF is estimated to range from -5 to -20 W m-2 over land and -20 to -40 W m-2 over ocean at the top of atmosphere (TOA), 5 to 30 W m-2 in the atmosphere (ATM) and -15 to -40 W m-2 at the bottom (BOT). The warming effect of anthropogenic aerosol in ATM results from BC aerosol while the negative aerosol RF at TOA is caused by scattering aerosols such as SO4 2-, NO3 - and NH4+. Positive BC RF at TOA compensates 40~50% of the TOA cooling associated with anthropogenic aerosol.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

    The High-Foot platform manipulates the laser pulse-shape coming from the National Ignition Facility laser to create an indirect drive 3-shock implosion that is significantly more robust against instability growth involving the ablator and also modestly reduces implosion convergence ratio. This strategy gives up on theoretical high-gain in an inertial confinement fusion implosion in order to obtain better control of the implosion and bring experimental performance in-line with calculated performance, yet keeps the absolute capsule performance relatively high. In this paper, we will cover the various experimental and theoretical motivations for the high-foot drive as well as cover the experimental results that have come out of the high-foot experimental campaign. At the time of this writing, the high-foot implosion has demonstrated record total deuterium-tritium yields (9.310{sup 15}) with low levels of inferred mix, excellent agreement with implosion simulations, fuel energy gains exceeding unity, and evidence for the bootstrapping associated with alpha-particle self-heating.

    The large and small-scale geothermal features of the North American continent and surrounding ocean areas illustrated on the new 1:5,000,000 DNAG Geothermal Map of North America are summarized. Sources for the data included on the map are given. The types of data included are heat flow sites coded by value, contours of heat flow with a color fill, areas of major groundwater effects on regional heat flow, the top-of-geopressure in the Gulf Coast region, temperature on the Dakota aquifer in the midcontinent, location of major hot springs and geothermal systems, and major center of Quaternary and Holocene volcanism. The large scale heat flow pattern that is well known for the conterminous United States and Canada of normal heat flow east of the Cordillera and generally high heat flow west of the front of the Cordillera dominates the continental portion of the map. However, details of the heat flow variations are also seen and are discussed briefly in this and the accompanying papers.

    Detailed interpretations of gravity anomalies over geothermal systems may be extremely useful for mapping the fracture or fault systems that control the circulation of the thermal waters. This approach seems to be particularly applicable in areas like the Salton Trough where reactions between the thermal waters and the porous sediments produce authigenic-hydrothermal minerals in sufficient quantity to cause distinct gravity anomalies at the surface. A 3-D inversion of the residual Bouguer gravity anomaly over the East Mesa geothermal field was made to examine the densified volume of rock. We show that the data not only resolve a north-south and an intersecting northwest structure, but that it may be possible to distinguish between the active present-day hydrothermal system and an older and cooler part of the system. The densified region is compared spatially to self-potential, thermal and seismic results and we find a good concordance between the different geophysical data sets. Our results agree with previous studies that have indicated that the main feeder fault recharging the East Mesa reservoir dips steeply to the west.

    Developed under the auspices of UNESCO, SESAME (Synchrotron-light for Experimental Science and Applications in the Middle East) will be a major international research centre in the Middle East and Mediterranean region. On 6th of January 2003, the official foundation of SESAME took place. The facility is located in Allan, Jordan, 30 km North-West of Amman. As of August 2003 the Founding Members are Bahrain, Egypt, Iran, Israel, Jordan, Pakistan, Palestine, Turkey and United Arabic Emirates, representing a population of over 300 million. SESAME will be a 2.5 GeV 3rd Generation light source (emittance 24.6 nm.rad, circumference {approx}125m). About 40% of the circumference is available for insertion devices (average length 2.75m) in 13 straight sections. Beam lines are up to 36m. The site and a building are provided by Jordan. Construction started in August 2003.     The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    The Gulf Coast-East Coast magnetic anomaly extends for at least 4000 km from south-central Texas to offshore Newfoundland as one of the longest continuous tectonic features in North America and a major crustal element of the entire North Atlantic-Gulf Coast region. Analysis of 28 profiles spaced at 100km intervals and four computed models demonstrate that the anomaly may be explained by a thick zone of mafic and ultramafic rocks averaging 13-15 km in depth. The trend of the anomaly closely follows the trend of main Appalachian features: in the Gulf Coast of Louisiana, the anomaly is as far south of the Ouachita front as it is east of the western limit of deformation through the central Appalachians. Because the anomaly continues across well-known continental crust in northern Florida and onshore Texas, it cannot plausibly be ascribed to an edge effect at the boundary of oceanic with continental crustal compositions. The northwest-verging, deep-crustal events discovered in COCORP data from the Ouachitas and Appalachians suggest an analogy with the main suture of the Himalayan orogen in the Tibetan Plateau. In this paper the anomaly is identified with the late Paleozoic Alleghenian megasuture, in which the northwest-verging crustal-detachment surfaces ultimately root.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

    Decisions soon will be made which will set in motion the development of Qatar's huge North Dome gas field. The government and state company, Qatar General Petroleum Corp. (QGPC) is studying the results of 2 feasibility studies on the economics of LNG export, although initially North Dome exploitation will be aimed at the domestic market. Decisions on the nature and timing of the North Dome development are the most important that have had to be faced in the short 10-yr history of the small Gulf state. The country's oil production is currently running at approximately 500,000 bpd, with 270,000 bpd originating from 3 offshore fields. Output is expected to decline through 1990, and it generally is accepted that there is little likelihood of further major crude discoveries. Therefore, Qatar has to begin an adjustment from an economy based on oil to one based on gas, while adhering to the underlying tenets of long-term conservation and industrial diversification.

    The objective of this project is to calibrate regional travel-times and propagation characteristics of seismic waves in Turkey and surrounding areas in the Middle East in order to enhance detection and location capabilities in the region. Important data for the project will be obtained by large calibration shots in central and eastern Turkey. The first, a two-ton shot, was fired in boreholes near Keskin in central Anatolia on 23 November 2002. The explosives were placed in 14 holes, each 80 m deep, arranged in concentric circular arrays. Ninety temporary seismic stations were deployed within a 300 km radius around the shot. The permanent stations of the Turkish National Seismic Network provided a good azimuthal coverage as well as three radial traverses. Most stations within a radius of 200 km recorded the shot. Travel-time data have been analyzed to obtain a detailed crustal model under the shot and along the profiles. The model gives a 35 km thick crust, characterized by two layers with velocities of 5.0 and 6.4 km/s. The P{sub n} velocity was found to be 7.8 km/s. The crustal thickness decreases to the north where the profile crosses the North Anatolian fault. There is a slight increase in crustal velocities, but no change in crustal thickness to the west. Data analysis effort is continuing to refine the regional velocity models and to obtain station corrections.

    This report documents the baseline environmental conditions of the U. S. Department of Energy's (DOE's) K-1251 Barge Facility, which is located at the East Tennessee Technology Park (ETTP). DOE is proposing to lease the facility to the Community Reuse Organization of East Tennessee (CROET). This report provides supporting information for the use, by a potential lessee, of government-owned facilities at ETTP. This report is based upon the requirements of Sect. 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The lease footprint is slightly over 1 acre. The majority of the lease footprint is defined by a perimeter fence that surrounds a gravel-covered area with a small concrete pad within it. Also included is a gravel drive with locked gates at each end that extends on the east side to South First Avenue, providing access to the facility. The facility is located along the Clinch River and an inlet of the river that forms its southern boundary. To the east, west, and north, the lease footprint is surrounded by DOE property. Preparation of this report included the review of government records, title documents, historic aerial photos, visual and physical inspections of the property and adjacent properties, and interviews with current and former employees involved in the operations on the real property to identify any areas on the property where hazardous substances and petroleum products or their derivatives and acutely hazardous wastes were known to have been released or disposed. Radiological surveys were conducted and chemical samples were collected to assess the facility's condition.

  20. Three-Dimensional Rotational Angiography of the Foot in Critical Limb Ischemia: A New Dimension in Revascularization Strategy

    Purpose. To evaluate the additional value of three-dimensional rotational angiography (3DRA) of the foot compared with digital subtraction angiography (DSA) in patients with critical limb ischemia (CLI). Technique. For 3DRA, the C-arm was placed in the propeller position with the foot in an isocentric position. The patient's unaffected foot was positioned in a footrest outside the field of view. For correct timing of 3DRA, the delay from contrast injection in the popliteal artery at the level of knee joint to complete pedal arterial enhancement was assessed using DSA. With this delay, 3DRA was started after injection of 15 ml contrast. Imaging of the 3DRA could directly be reconstructed and visualized.Materials and MethodsPatients undergoing 3DRA of the foot were prospectively registered. DSA and 3DRA images were scored separately for arterial patency and presence of collaterals. Treatment strategies were proposed based on DSA with and without the availability of 3DRA. Results. Eleven patients underwent 3DRA of the foot. One 3DRA was not included because the acquisition was focused on the heel instead of the entire foot. Diagnostic quality of 3DRA was good in all ten patients. 3DRA compared with DSA showed additional patent arteries in six patients, patent plantar arch in three patients, and collaterals between the pedal arteries in five patients. Additional information from 3DRA resulted in a change of treatment strategy in six patients. Conclusion, 3DRA of the foot contains valuable additional real-time information to better guide peripheral vascular interventions in patients with CLI and nonhealing tissue lesions.

    Ethanol is often used in sclerotherapy to treat vascular malformations. Nerve injury is a known complication of this procedure. However, the management of this complication is not well described in literature. This case describes a 10-year-old boy with a slow flow vascular malformation in the right calf who underwent transarterial ethanol embolization following prior unsuccessful direct percutaneous sclerotherapy. The development of a dense foot drop that subsequently recovered is described, and the management of this uncommon but distressful complication is discussed.

    During most of the December 1990-February 1991 season sharp transcontinental temperature anomaly contrasts were evident in North America, Eurasia, and Australia. Large-scale atmospheric precipitations are more difficult to characterize. In the equatorial tropics there was some evidence of conditions similar to ENSO near the date line, but an almost complete failure of other ENSO components to appear in the east Pacific and in the tropical atmospheric circulation. 12 refs., 21 figs., 1 tab.

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

  17. Major deepwater pipelay vessel starts work in North Sea

    Industry`s deepwater pipelaying capability has received a boost this year with the entry into the world`s fleet of Solitaire, a dynamically positioned pipelay vessel of about 350 m including stinger. The converted bulk carrier, formerly the Trentwood, will arrive on station in the North Sea and begin laying pipe this month on Statoil`s Europipe II project, a 600-km, 42-in. OD gas pipeline from Norway to Germany. Next year, the vessel will install pipe for the Exxon U.S.A.`s Gulf of Mexico South Diana development (East Breaks Block 945) in a water depth of 1,643 m and for Mobil Oil Canada as part of the Sable Island Offshore and Energy Project offshore Nova Scotia. Using the S-lay mode, Solitaire is particularly well-suited for laying large lines economically, including the deepwater projects anticipated for the US Gulf of Mexico. Table 1 presents Solitaire`s technical specifications. The design, construction, pipelaying, and justification for building vessels such as the Solitaire are discussed.

    A nucleic acid-based multiplexed assay was developed that combines detection of foot-and-mouth disease virus (FMDV) with rule-out assays for two other foreign animal diseases and four domestic animal diseases that cause vesicular or ulcerative lesions indistinguishable from FMDV infection in cattle, sheep and swine. The FMDV 'look-alike' diagnostic assay panel contains five PCR and twelve reverse transcriptase PCR (RT-PCR) signatures for a total of seventeen simultaneous PCR amplifications for seven diseases plus incorporating four internal assay controls. It was developed and optimized to amplify both DNA and RNA viruses simultaneously in a single tube and employs Luminex{trademark} liquid array technology. Assay development including selection of appropriate controls, a comparison of signature performance in single and multiplex testing against target nucleic acids, as well of limits of detection for each of the individual signatures is presented. While this assay is a prototype and by no means a comprehensive test for FMDV 'look-alike' viruses, an assay of this type is envisioned to have benefit to a laboratory network in routine surveillance and possibly for post-outbreak proof of freedom from foot-and-mouth disease.

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting.     In north Germany, the majority of Rotliegende gas fields is confined to an approximately 50 km-wide east-west-orientated belt, which is situated on the gently north-dipping flank of the southern Permian basin. Approximately 400 billion m[sup 3] of natural gas has been found in Rotliegende reservoir sandstones with average porosities of depths ranging from 3500 to 5000 m. Rotliegende deposition was controlled by the Autunian paleo-relief, and arid climate and cyclic transgressions of the desert lake. In general, wadis and large dunefields occur in the hinterland, sebkhas with small isolate dunes and shorelines define the coastal area, and a desert lake occurs to the north. The sandstones deposited in large dunefields contain only minor amounts of illite, anhydrite, and calcite and form good reservoirs. In contrast, the small dunes formed in the sebkha areas were affected by fluctuations of the desert lake groundwaters, causing the infiltration of detrital clay and precipitation of gypsum and calcite. These cements were transformed to illite, anhydrite, and calcite-II during later diagenesis, leading to a significant reduction of the reservoir quality. The best reservoirs occur in the shoreline sandstones because porosity and permeability were preserved by early magnesium-chlorite diagenesis. Since facies controls diagenesis and consequently reservoir quality, mapping of facies also indicates the distribution of reservoir and nonreservoir rocks. This information is used to identify play area and to interpret and calibrate three-dimensional seismic data.

Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada. Naturally, is also suffers air quality and health problems. The country is trying to cut down on consumption and clean up on generation. Actually, water quality is the number one priority, which unlike air is in very short supply.

    A new type of toroidal long Radiation Stripline Antenna (RSA) is presented, which can effectively improve antenna radiation, leading in reduction of max voltage on transmission line and decrease of the sensitivity to ELM's of the ICRF system at some frequencies. Based on the new concept, a 4-straps RSA is proposed for EAST device. Using 3-D computing simulator code (HFSS), RF current distribution, S-parameters and electromagnetic field distribution on and near the RSA ICRF antenna are analyzed and compared with present ICRF antenna on EAST.

    Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria.     Industrial emissions of anthropogenic aerosols over East Asia have greatly increased in recent decades, and so the interactions between atmospheric aerosols and the East Asian summer monsoon (EASM) have attracted enormous attention. In order to further understand the aerosol-EASM interaction, we investigate the impacts of anthropogenic aerosols on the EASM during the multidecadal strong (1950–1977) and weak (1978–2000) EASM stages using the Community Atmospheric Model 5.1. Numerical experiments are conducted for the whole period, including the two different EASM stages, with present day (PD, year 2000) and preindustrial (PI, year 1850) aerosol emissions, as well as the observed time-varying aerosolmore » emissions. A comparison of the results from PD and PI shows that, with the increase in anthropogenic aerosols, the large-scale EASM intensity is weakened to a greater degree (-9.8%) during the weak EASM stage compared with the strong EASM stage (-4.4%). The increased anthropogenic aerosols also result in a significant reduction in precipitation over North China during the weak EASM stage, as opposed to a statistically insignificant change during the strong EASM stage. Because of greater aerosol loading and the larger sensitivity of the climate system during weak EASM stages, the aerosol effects are more significant during these EASM stages. Moreover, these results suggest that anthropogenic aerosols from the same aerosol emissions have distinct effects on the EASM and the associated precipitation between the multidecadal weak and strong EASM stages.« less
