    The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively. We identified weaknesses in the implementation of SEP Recovery Act projects that have adversely impacted Florida's ability to meet the goals of the SEP and the Recovery Act. Specifically: (1) Florida used about $8.3 million to pay for activities that did not meet the intent of the Recovery Act to create new or save existing jobs. With the approval of the Department, Florida used these funds to pay for rebates related to solar energy projects that had been completed prior to passage of the Recovery Act; (2) State officials did not meet Florida's program goals to obligate all Recovery Act funds by January 1, 2010, thus delaying projects and preventing them from achieving the desired stimulative economic impact. Obligations were delayed because Florida officials selected a number of projects that either required a lengthy review and approval process or were specifically prohibited. In June 2009, the Department notified Florida that a number of projects would not be approved; however, as of April 1, 2010, the State had not acted to name replacement projects or move funds to other projects; (3) Florida officials had not ensured that 7 of the 18 award requirements for Recovery Act funding promulgated by the Department had been passed down to sub-recipients of the award, as required; and, (4) Certain internal control weaknesses that could jeopardize the program and increase the risk of fraud, waste and abuse were identified in the Solar Energy System Incentives Program during our September 2009 visit to Florida. These included a lack of separation of duties related to the processing of rebates and deficiencies in the written procedures for grant managers to review and approve rebates. From a forward looking perspective, absent aggressive corrective action, these weaknesses threaten Florida's efforts to meet future Recovery Act goals. In response to our review, Florida took corrective action to incorporate the additional award requirements in sub-recipient documents. It also instituted additional controls to correct the internal control weaknesses we identified. More, however, needs to be done with respect to Department oversight.     The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    Initiated in 2008, the Solar Energy Grid Integration Systems (SEGIS) program is a partnership involving the U.S. DOE, Sandia National Laboratories, private sector companies, electric utilities, and universities. Projects supported under the program have focused on the complete-system development of solar technologies, with the dual goal of expanding utility-scale penetration and addressing new challenges of connecting large-scale solar installations in higher penetrations to the electric grid. The Florida Solar Energy Center (FSEC), its partners, and Sandia National Laboratories have successfully collaborated to complete the work under the third and final stage of the SEGIS initiative. The SEGIS program was a three-year, three-stage project that include conceptual design and market analysis in Stage 1, prototype development and testing in Stage 2, and moving toward commercialization in Stage 3. Under this program, the FSEC SEGIS team developed a comprehensive vision that has guided technology development that sets one methodology for merging photovoltaic (PV) and smart-grid technologies. The FSEC team's objective in the SEGIS project is to remove barriers to large-scale general integration of PV and to enhance the value proposition of photovoltaic energy by enabling PV to act as much as possible as if it were at the very least equivalent to a conventional utility power plant. It was immediately apparent that the advanced power electronics of these advanced inverters will go far beyond conventional power plants, making high penetrations of PV not just acceptable, but desirable. This report summarizes a three-year effort to develop, validate and commercialize Grid-Smart Inverters for wider photovoltaic utilization, particularly in the utility sector.

    This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction. Housing design strives to ensure that these technically advanced homes are marketable and will meet the needs of the people who will live in them.

    In order for Florida to ''accomplish effective coastal land management, it must have a comprehensive statewide approach closely relating land and water management development decisions in Florida must be made with understanding of the proposed development effects on the state's water resources''. This approach is very sensible in view of the issues raised in the introduction. Whether a power plant is sited inland or on the coast has tremendous implications for water use. Offshore siting of power plants is an alternative which should be carefully evaluated using CZEM. Of particular importance is the existence of renewable energy sources, such as OTEC, Wind and Ocean current, in the offshore areas of Florida. Many Solar Electric options could be sited in the coastal and offshore areas. The main technological problem associated with offshore power plants is the transmission of the electricity to shore. The solution to this problem may be using Hydrogen as an intermediary energy carrier. The use of Solar Electric Systems would be consistent with the policy to diversify the generation mix. If Florida is called upon to develop its offshore energy resources in the national interest, the use of CZEM would allow decision makers to make more environmentally sensitive decisions. This would allow the balancing of energy production and environmental quality.

    One of the objectives of CaPE is to better understand the convective process in central and south Florida during the warm season. The energy and moisture exchanges between the surface and the atmosphere are closely related to this process. Some recent studies have shown that the surface energy balance plays an important role in the climatic fields (Shukla and Mintz; Sud and Smith; Sato et. al). Surface energy fluxes and related surface processes such as evapotranspiration and sensible heat transfer directly effect the temperature, humidity, cloud formation and precipitation. For example, mesoscale circulation around a discontinuity in vegetation type were shown to be stronger with wet soil than with dry soil using an evapotranspiration model (Pinty et. al). In order to better describe the processes in the atmosphere at various scales and improve the ability of modeling and predicting weather related events, it is crucial to understand the mechanism of surface energy transfer in relation to atmospheric events. Surface energy flux measurements are required to fully understand the interactions between the atmosphere and the surface.

    Dehlsen Associates, LLC was awarded a grant by the United States Department of Energy (DOE) Golden Field Office for a project titled 'Siting Study Framework and Survey Methodology for Marine and Hydrokinetic Energy Project in Offshore Southeast Florida,' corresponding to DOE Grant Award Number DE-EE0002655 resulting from DOE funding Opportunity Announcement Number DE-FOA-0000069 for Topic Area 2, and it is referred to herein as 'the project.' The purpose of the project was to enhance the certainty of the survey requirements and regulatory review processes for the purpose of reducing the time, efforts, and costs associated with initial siting efforts of marine and hydrokinetic energy conversion facilities that may be proposed in the Atlantic Ocean offshore Southeast Florida. To secure early input from agencies, protocols were developed for collecting baseline geophysical information and benthic habitat data that can be used by project developers and regulators to make decisions early in the process of determining project location (i.e., the siting process) that avoid or minimize adverse impacts to sensitive marine benthic habitat. It is presumed that such an approach will help facilitate the licensing process for hydrokinetic and other ocean renewable energy projects within the study area and will assist in clarifying the baseline environmental data requirements described in the U.S. Department of the Interior Bureau of Ocean Energy Management, Regulation and Enforcement (formerly Minerals Management Service) final regulations on offshore renewable energy (30 Code of Federal Regulations 285, published April 29, 2009). Because projects generally seek to avoid or minimize impacts to sensitive marine habitats, it was not the intent of this project to investigate areas that did not appear suitable for the siting of ocean renewable energy projects. Rather, a two-tiered approach was designed with the first step consisting of gaining overall insight about seabed conditions offshore southeastern Florida by conducting a geophysical survey of pre-selected areas with subsequent post-processing and expert data interpretation by geophysicists and experienced marine biologists knowledgeable about the general project area. The second step sought to validate the benthic habitat types interpreted from the geophysical data by conducting benthic video and photographic field surveys of selected habitat types. The goal of this step was to determine the degree of correlation between the habitat types interpreted from the geophysical data and what actually exists on the seafloor based on the benthic video survey logs. This step included spot-checking selected habitat types rather than comprehensive evaluation of the entire area covered by the geophysical survey. It is important to note that non-invasive survey methods were used as part of this study and no devices of any kind were either temporarily or permanently attached to the seabed as part of the work conducted under this project.

Five counties in Central Florida may be affected by the project, DeSoto, Hardee, Hillsborough, Manatee, and Polk. The human resources of the area are reviewed. Land use patterns and the transportation are system described, and the region's archeological and recreational resources are evaluated. The region's air quality is emphasized. The FHI program objectives were to develop Florida?s hydrogen and fuel cell infrastructure and to assist DOE in its hydrogen and fuel cell activities The FHI program funded 12 RD&D projects as follows: Hydrogen Refueling Infrastructure and Rental Car Strategies -- L. Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation. In particular, the report investigates urban and statewide network of refueling stations and the feasibility of establishing a hydrogen rental-car fleet based in Orlando. Methanol Fuel Cell Vehicle Charging Station at Florida Atlantic University ? M. Fuchs, EnerFuel, Inc. The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds. Half way through the project, Habitat for Humanity heard about the DOE Challenge Home program and signed on, committing to build the next home, a three-bedroom, two-bath, 1,143 ft2 duplex, to Challenge Home criteria. The home is the first DOE Challenge Home in Manatee County, and was awarded a 2013 Housing Innovation Award in the affordable builder category.

It requires a tailored, easy to understand marketing campaign and sometimes a little flair. This case study highlights LifeStyle Homes successful marketing approach for their SunSmart home package, which has helped to boost sales for the company. SunSmart marketing includes a modified logo, weekly blog, social media, traditional advertising, website, and sales staff training. Marketing focuses on quality, durability, healthy indoor air, and energy efficiency with an emphasis on the surety of third-party verification and the scientific approach to developing the SunSmart package. With the introduction of SunSmart, LifeStyle began an early recovery, nearly doubling sales in 2010; SunSmart sales now exceed 300 homes, including more than 20 zero energy homes. Completed homes in 2014 far outpaced the national (19%) and southern census region (27%) recovery rates for the same period. As technology improves and evolves, this builder will continue to collaborate with Building America.

    In 1991, the U.S. Department of Energy, in cooperation with the Department of Housing and Urban Development (HUD), initiated a collaborative process to define a residential energy efficiency rating program linked with energy-efficient mortgage (EEM) financing. During this process, the collaborative, consisting of a broad-based group representing stakeholder organizations, identified the need for quality control procedures to evaluate and verify the energy prediction methods used by Home Energy Rating System (HERS) providers. Such procedures were needed so a variety of locally developed rating systems would have equal opportunity to qualify under the umbrella of a national HERS/EEM system by meeting minimum technical requirements (National Renewable Energy Laboratory).

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.
