As solar power plants proliferate, the variability and uncertainty of the solar resource poses challenges for integrating PV with electric power systems at both the distribution and bulk system levels. In response to these challenges, the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) has issued a notice of intent (NOI) to release the SunShot Sustainable and Holistic IntegratioN of Energy storage and Solar (SHINES) funding opportunity. SHINES will enable the holistic design, development, and widespread sustainable deployment of low-cost, flexible, and reliable energy storage solutions, and will strive to successfully integrate these solutions into PV power plants. SHINES projects can also focus on demand response and load management to achieve target metrics.

Federally Funded Programs Related to Building Energy Use: Overlaps, Challenges, and Opportunities for Collaboration

As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energys (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation. In particular, the report investigates urban and statewide network of refueling stations and the feasibility of establishing a hydrogen rental-car fleet based in Orlando. Methanol Fuel Cell Vehicle Charging Station at Florida Atlantic University ? M. Fuchs, EnerFuel, Inc. The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds. Assessment of Public Understanding of the Hydrogen Economy Through Science Center Exhibits, J. Newman, Orlando Science Center The project objective was to design and build an interactive Science Center exhibit called: ?H2Now: the Great Hydrogen Xchange?. On-site Reformation of Diesel Fuel for Hydrogen Fueling Station Applications ? A. Raissi, Florida Solar Energy Center This project developed an on-demand forecourt hydrogen production technology by catalytically converting high-sulfur hydrocarbon fuels to an essentially sulfur-free gas. The removal of sulfur from reformate is critical since most catalysts used for the steam reformation have limited sulfur tolerance. Chemochromic Hydrogen Leak Detectors for Safety Monitoring ? N. Mohajeri and N. Muradov, Florida Solar Energy Center This project developed and demonstrated a cost-effective and highly selective chemochromic (visual) hydrogen leak detector for safety monitoring at any facility engaged in transport, handling and use of hydrogen. Development of High Efficiency Low Cost Electrocatalysts for Hydrogen Production and PEM Fuel Cell Applications ? M. Rodgers, Florida Solar Energy Center The objective of this project was to decrease platinum usage in fuel cells by conducting experiments to improve catalyst activity while lowering platinum loading through pulse electrodeposition. Optimum values of several variables during electrodeposition were selected to achieve the highest electrode performance, which was related to catalyst morphology. Understanding Mechanical and Chemical Durability of Fuel Cell Membrane Electrode Assemblies ? D. Slattery, Florida Solar Energy Center The objective of this project was to increase the knowledge base of the degradation mechanisms for membranes used in proton exchange membrane fuel cells. The results show the addition of ceria (cerium oxide) has given durability improvements by reducing fluoride emissions by an order of magnitude during an accelerated durability test. Production of Low-Cost Hydrogen from Biowaste (HyBrTec?) ? R. Parker, SRT Group, Inc., Miami, FL This project developed a hydrogen bromide (HyBrTec?) process which produces hydrogen bromide from wet-cellulosic waste and co-produces carbon dioxide. Eelectrolysis dissociates hydrogen bromide producing recyclable bromine and hydrogen. A demonstration reactor and electrolysis vessel was designed, built and operated. Development of a Low-Cost and High-Efficiency 500 W Portable PEMFC System ? J. Zheng, Florida State University, H. Chen, Bing Energy, Inc. Applying Best Practices to Florida Local Government Retrofit Programs, Central Florida (Fact Sheet)

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ?

Audit Report on "The Department of Energy's American Recovery and Reinvestment Act -- Florida State Energy Program"

The Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories, and the District of Columbia to support their energy priorities through the State Energy Program (SEP). The SEP provides Federal financial assistance to carry out energy efficiency and renewable energy projects that meet each state's unique energy needs while also addressing national goals such as energy security. Federal funding is based on a grant formula that takes into account population and energy consumption. The SEP emphasizes the state's role as the decision maker and administrator for the program. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP, authorizing $3.1 billion in grants. Based on existing grant formulas and after reviewing state-level plans, EERE made awards to states. The State of Florida's Energy Office (Florida) was allocated $126 million - a 90-fold increase over Florida's average annual SEP grant of $1.4 million. Per the Recovery Act, this funding must be obligated by September 30, 2010, and spent by April 30, 2012. As of March 10, 2010, Florida had expended $13.2 million of the SEP Recovery Act funds. Florida planned to use its grant funds to undertake activities that would preserve and create jobs; save energy; increase renewable energy sources; and, reduce greenhouse gas emissions. To accomplish Recovery Act objectives, states could either fund new or expand existing projects. As a condition of the awards, EERE required states to develop and implement sound internal controls over the use of Recovery Act funds. Based on the significant increase in funding from the Recovery Act, we initiated this review to determine whether Florida had internal controls in place to provide assurance that the goals of the SEP and Recovery Act will be met and accomplished efficiently and effectively. We identified weaknesses in the implementation of SEP Recovery Act projects that have adversely impacted Florida's ability to meet the goals of the SEP and the Recovery Act. Specifically: (1) Florida used about $8.3 million to pay for activities that did not meet the intent of the Recovery Act to create new or save existing jobs. With the approval of the Department, Florida used these funds to pay for rebates related to solar energy projects that had been completed prior to passage of the Recovery Act; (2) State officials did not meet Florida's program goals to obligate all Recovery Act funds by January 1, 2010, thus delaying projects and preventing them from achieving the desired stimulative economic impact. Obligations were delayed because Florida officials selected a number of projects that either required a lengthy review and approval process or were specifically prohibited. In June 2009, the Department notified Florida that a number of projects would not be approved; however, as of April 1, 2010, the State had not acted to name replacement projects or move funds to other projects; (3) Florida officials had not ensured that 7 of the 18 award requirements for Recovery Act funding promulgated by the Department had been passed down to sub-recipients of the award, as required; and, (4) Certain internal control weaknesses that could jeopardize the program and increase the risk of fraud, waste and abuse were identified in the Solar Energy System Incentives Program during our September 2009 visit to Florida. These included a lack of separation of duties related to the processing of rebates and deficiencies in the written procedures for grant managers to review and approve rebates. From a forward looking perspective, absent aggressive corrective action, these weaknesses threaten Florida's efforts to meet future Recovery Act goals. In response to our review, Florida took corrective action to incorporate the additional award requirements in sub-recipient documents. It also instituted additional controls to correct the internal control weaknesses we identified. More, however, needs to be done with respect to Department oversight. The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic Universitys South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMRECs experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

FLORIDA TOWER FOOTPRINT EXPERIMENTS  

SciTech Connect (OSTI)

The Florida Footprint experiments were a series of field programs in which perfluorocarbon tracers were released in different configurations centered on a flux tower to generate a data set that can be used to test transport and dispersion models. These models are used to determine the sources of the CO{sub 2} that cause the fluxes measured at eddy covariance towers. Experiments were conducted in a managed slash pine forest, 10 km northeast of Gainesville, Florida, in 2002, 2004, and 2006 and in atmospheric conditions that ranged from well mixed, to very stable, including the transition period between convective conditions at midday to stable conditions after sun set. There were a total of 15 experiments. The characteristics of the PFTs, details of sampling and analysis methods, quality control measures, and analytical statistics including confidence limits are presented. Details of the field programs including tracer release rates, tracer source configurations, and configuration of the samplers are discussed. The result of this experiment is a high quality, well documented tracer and meteorological data set that can be used to improve and validate canopy dispersion models.

Dehlsen Associates, LLC was awarded a grant by the United States Department of Energy (DOE) Golden Field Office for a project titled 'Siting Study Framework and Survey Methodology for Marine and Hydrokinetic Energy Project in Offshore Southeast Florida,' corresponding to DOE Grant Award Number DE-EE0002655 resulting from DOE funding Opportunity Announcement Number DE-FOA-0000069 for Topic Area 2, and it is referred to herein as 'the project.' The purpose of the project was to enhance the certainty of the survey requirements and regulatory review processes for the purpose of reducing the time, efforts, and costs associated with initial siting efforts of marine and hydrokinetic energy conversion facilities that may be proposed in the Atlantic Ocean offshore Southeast Florida. To secure early input from agencies, protocols were developed for collecting baseline geophysical information and benthic habitat data that can be used by project developers and regulators to make decisions early in the process of determining project location (i.e., the siting process) that avoid or minimize adverse impacts to sensitive marine benthic habitat. It is presumed that such an approach will help facilitate the licensing process for hydrokinetic and other ocean renewable energy projects within the study area and will assist in clarifying the baseline environmental data requirements described in the U.S. Department of the Interior Bureau of Ocean Energy Management, Regulation and Enforcement (formerly Minerals Management Service) final regulations on offshore renewable energy (30 Code of Federal Regulations 285, published April 29, 2009). Because projects generally seek to avoid or minimize impacts to sensitive marine habitats, it was not the intent of this project to investigate areas that did not appear suitable for the siting of ocean renewable energy projects. Rather, a two-tiered approach was designed with the first step consisting of gaining overall insight about seabed conditions offshore southeastern Florida by conducting a geophysical survey of pre-selected areas with subsequent post-processing and expert data interpretation by geophysicists and experienced marine biologists knowledgeable about the general project area. The second step sought to validate the benthic habitat types interpreted from the geophysical data by conducting benthic video and photographic field surveys of selected habitat types. The goal of this step was to determine the degree of correlation between the habitat types interpreted from the geophysical data and what actually exists on the seafloor based on the benthic video survey logs. This step included spot-checking selected habitat types rather than comprehensive evaluation of the entire area covered by the geophysical survey. This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

A survey of state clean energy fund support for biomass

This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

At its meeting in May 2003, TREF discussed the content of this information document and took note of supplementary information provided in a presentation by CERN's Equal Opportunities Officer, accompanied by the Chairman of the Equal Opportunities Advisory Panel. The Forum concluded that this supplementary information should be included in a revised version of the document, as indicated in section 3 and Annex 1 below. Finally, the Forum took note of a main issue raised by the Panel, namely the need for crche facilities available to CERN staff. This led to a study commissioned by the Management, recommending the setting up of crche facilities on the CERN site (Annex 2). However, given the current financial constraints, funding could only be found by setting priorities in the next 5-Yearly Review.

Interactions between Energy Efficiency Programs funded under the Recovery Act and Utility Customer-Funded Energy Efficiency Programs

Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. EA-1976: Emera CNG, LLC Compressed Natural Gas Project, Florida

This EA will evaluate the potential environmental impacts associated with a proposal by Emera CNG, LLC that would include Emera's CNG plant Emeras CNG plant would include facilities to receive, dehydrate, and compress gas to fill pressure vessels with an open International Organization for Standardization (ISO) container frame mounted on trailers. Emera plans to truck the trailers a distance of a quarter mile from its proposed CNG facility to a berth at the Port of Palm Beach, where the trailers will be loaded onto a roll-on/roll-off ocean going carrier. Emera plans to receive natural gas at its planned compression facility from the Riviera Lateral, a pipeline owned and operated by Peninsula Pipeline Company. Although this would be the principal source of natural gas to Emeras CNG facility for export, during periods of maintenance at Emeras facility, or at the Port of Palm Beach, Emera may obtain CNG from other sources and/or export CNG from other general-use Florida port facilities. The proposed Emera facility will initially be capable of loading 8 million cubic feet per day (MMcf/day) of CNG into ISO containers and, after full build-out, would be capable to load up to 25 MMcf/day. For the initial phase of the project, Emera intends to send these CNG ISO containers from Florida to Freeport, Grand Bahama Island, where the trailers will be unloaded, the CNG decompressed, and injected into a pipeline for transport to electric generation plants owned and operated by Grand Bahama Power Company (GBPC). DOE authorizing the exportation of CNG and is not providing funding or financial assistance for the Emera Project.

Potential producers and their attitudes toward adoption of biomass crops in central Florida

A recent study by the University of Florida, Center for Biomass Programs (1996) showed that biomass crops have potential as a new agricultural commodity in central Florida. Both herbaceous and woody biomass crops have high yields, and weather and soil conditions are favorable. In the Polk County area over 40,371 ha (100,000 A) of phosphate-mined land and about 161,486 ha (400,000 A) of pastureland may be available for biomass production at low opportunity cost. Phosphate land is owned by a few mining companies while pastureland is owned by or rented to cattlemen. Infrastructure for large-scale crop production, such as in the Midwest United States, does not presently exist in central Florida. Personal interviews were conducted with phosphate company managers and a mail survey was conducted with 940 landowners, with at least 16 ha (40 A) of agricultural land. Data were gathered related to decision making factors in growing biomass and other new crops. Results suggested that economic factors, particularly availability of an established market and an assured high return per acre were considered the most important factors. Lack of familiarity with new crops was an important barrier to their adoption. Potential net returns and production costs were considered the most important information needed to make decisions about growing biomass crops.

Economic development through biomass systems integration in central Florida

A biomass to energy system for central Florida was conceptualized with sugarcane as the main feedstock. Additional feedstocks include elephantgrass, leucaena (woody tropical legume), and Eucalyptus. Juice will be pressed from sugarcane and sugars fermented into ethanol with conventional technology. Enough sugarcane will be grown to supply a conventional ethanol plant with juice for a 330 day operating period each yr. Juice will be condensed to 24 degrees Brix for direct conversion during the approximately 100 day harvest season and to 70 degrees Brix for storage and use the remaining 230 days. Residues (mainly lignin), from converting lignocellulosic materials to ethanol, will fuel the plant including evaporators for sugarcane juice. Sugarcane presscake, elephantgrass, leucaena, and Eucalyptus will be feedstocks for the lignocellulose conversion processes. The lignocellulose plant will be sized to convert all sugarcane presscake as it is produced to reduce storage costs. Elephantgrass, leucaena and Eucalyptus will feed the plant outside sugarcane harvest season. The biomass/energy system will produce 123,230,000 L (32,830,000 gal) of ethanol per year with 90% conversion of sugars from juice, hemicellulose, and cellulose to ethanol. Estimated cost of producing ethanol form various feedstocks include: sugarcane $0.25/L ($0.94/gal), elephantgrass $0.30/L ($1.13/gal), 1 leucaena $0.28/L ($1.06/gal), and Eucalyptus $0.28/L (1.07/gal). Future opportunities exist for development of a chemical industry based on lignocellulose materials from biomass.
