  15. Florida Hydrogen Initiative

    SciTech Connect (OSTI)

    Block, David L

    2013-06-30

The Florida Hydrogen Initiative (FHI) was a research, development and demonstration hydrogen and fuel cell program. The FHI program objectives were to develop Florida?s hydrogen and fuel cell infrastructure and to assist DOE in its hydrogen and fuel cell activities The FHI program funded 12 RD&D projects as follows: Hydrogen Refueling Infrastructure and Rental Car Strategies -- L. Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation. In particular, the report investigates urban and statewide network of refueling stations and the feasibility of establishing a hydrogen rental-car fleet based in Orlando. Methanol Fuel Cell Vehicle Charging Station at Florida Atlantic University ? M. Fuchs, EnerFuel, Inc. The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds. Assessment of Public Understanding of the Hydrogen Economy Through Science Center Exhibits, J. Newman, Orlando Science Center The project objective was to design and build an interactive Science Center exhibit called: ?H2Now: the Great Hydrogen Xchange?. On-site Reformation of Diesel Fuel for Hydrogen Fueling Station Applications ? A. Raissi, Florida Solar Energy Center This project developed an on-demand forecourt hydrogen production technology by catalytically converting high-sulfur hydrocarbon fuels to an essentially sulfur-free gas. The removal of sulfur from reformate is critical since most catalysts used for the steam reformation have limited sulfur tolerance. Chemochromic Hydrogen Leak Detectors for Safety Monitoring ? N. Mohajeri and N. Muradov, Florida Solar Energy Center This project developed and demonstrated a cost-effective and highly selective chemochromic (visual) hydrogen leak detector for safety monitoring at any facility engaged in transport, handling and use of hydrogen. Development of High Efficiency Low Cost Electrocatalysts for Hydrogen Production and PEM Fuel Cell Applications ? M. Rodgers, Florida Solar Energy Center The objective of this project was to decrease platinum usage in fuel cells by conducting experiments to improve catalyst activity while lowering platinum loading through pulse electrodeposition. Optimum values of several variables during electrodeposition were selected to achieve the highest electrode performance, which was related to catalyst morphology. Understanding Mechanical and Chemical Durability of Fuel Cell Membrane Electrode Assemblies ? D. Slattery, Florida Solar Energy Center The objective of this project was to increase the knowledge base of the degradation mechanisms for membranes used in proton exchange membrane fuel cells. The results show the addition of ceria (cerium oxide) has given durability improvements by reducing fluoride emissions by an order of magnitude during an accelerated durability test. Production of Low-Cost Hydrogen from Biowaste (HyBrTec?) ? R. Parker, SRT Group, Inc., Miami, FL This project developed a hydrogen bromide (HyBrTec?) process which produces hydrogen bromide from wet-cellulosic waste and co-produces carbon dioxide. Eelectrolysis dissociates hydrogen bromide producing recyclable bromine and hydrogen. A demonstration reactor and electrolysis vessel was designed, built and operated. Development of a Low-Cost and High-Efficiency 500 W Portable PEMFC System ? J. Zheng, Florida State University, H. Chen, Bing Energy, Inc. The objectives of this project were to develop a new catalyst structures comprised of highly conductive buckypaper and Pt catalyst nanoparticles coated on its surface and to demonstrate fuel cell efficiency improvement and durability and cell cost reductions in the buckypaper based electrodes. Development of an Interdisciplinary Hydrogen and Fuel Cell Technology Academic Program ? J. Politano, Florida Institute of Technology, Melbourne, FL This project developed a hydrogen and fuel cell technology academic program at Florida Institute of Technology in Melbourne, Florida. Design and Development of an Advanced Hydrogen Storage System using Novel Materials ? E. Stefanakos, University of South Florida The goal of this project was to design and develop novel conducting polymeric nanomaterials for on-board hydrogen storage. The project approach was to examine synthesis of polyaniline solid state hydrogen storage materials. Advanced HiFoil ? Bipolar Plates ? J. Braun, M. Fuchs, EnerFuel, Inc. The goal of this project was to provide a durable, low cost bipolar plate for high temperature proton exchange membrane fuel cells. The project results produced a durable, low cost bipolar plate with very high in-plane thermal conductivity.

  17. Potential producers and their attitudes toward adoption of biomass crops in central Florida

    SciTech Connect (OSTI)

    Rahmani, M.; Hodges, A.W.; Stricker, J.A.

    1996-12-31

A recent study by the University of Florida, Center for Biomass Programs (1996) showed that biomass crops have potential as a new agricultural commodity in central Florida. Both herbaceous and woody biomass crops have high yields, and weather and soil conditions are favorable. In the Polk County area over 40,371 ha (100,000 A) of phosphate-mined land and about 161,486 ha (400,000 A) of pastureland may be available for biomass production at low opportunity cost. Phosphate land is owned by a few mining companies while pastureland is owned by or rented to cattlemen. Infrastructure for large-scale crop production, such as in the Midwest United States, does not presently exist in central Florida. Personal interviews were conducted with phosphate company managers and a mail survey was conducted with 940 landowners, with at least 16 ha (40 A) of agricultural land. Data were gathered related to decision making factors in growing biomass and other new crops. Results suggested that economic factors, particularly availability of an established market and an assured high return per acre were considered the most important factors. Lack of familiarity with new crops was an important barrier to their adoption. Potential net returns and production costs were considered the most important information needed to make decisions about growing biomass crops.

    SciTech Connect (OSTI)

    Vernetson, W.G.

    1996-11-01

Grant support has been well used by the University of Florida as host institution to support various educational institutions in the use of the reactor and associated facilities as indicated in the proposal. These various educational institutions are located primarily within Florida. However, when the 600-mile distance from Pensacola to Miami is considered, it is obvious that this Grant provides access to reactor utilization for a broad geographical region and a diverse set of user institutions serving over twelve million inhabitants throughout the State of Florida and still others throughout the nation. All users and uses were carefully screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research activities were not funded by grants for contract funding from outside sources. In some cases external grant funding is limited or is used up, in which case the Reactor Sharing Grant and frequent cost sharing by the UFTR facility and the University of Florida provide the necessary support to complete a project or to provide more results to make a complete project even better. In some cases this latter usage has aided renewal of external funding. The role of the Reactor Sharing Program, though relatively small in dollars, has been the single most important occurrence in assuring the rebirth and continued high utilization of the UFTR in a time when many better equipped and better placed facilities have ceased operations. Through dedicated and effective advertising efforts, the UFTR has seen nearly every four-year college and university in Florida make substantive use of the facility under the Reactor Sharing Program with many now regular users. Some have even been able to support usage from outside grants where the Reactor Sharing Grant has served as seed money; still others have been assisted when external grants were depleted.

  1. Florida products pipeline set to double capacity

    SciTech Connect (OSTI)

    True, W.R.

    1995-11-13

Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

  2. Florida's electric industry and solar electric technologies

    SciTech Connect (OSTI)

    Camejo, N.

    1983-12-01

The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

We document the first record of Polypedilum nubifer in Pan-America. This eurytopic species often reaches severe nuisance population sizes in Australia, Asia, and Hawaii in warm, shallow, eutrophic waters subject to drying. A large population was discovered in newly-constructed infiltration basins and neighboring marshes along the eastern boundary of Everglades National Park. Presently, this population appears minimally invasive to Park marshes and is far removed from urban areas. However, we anticipate this species could disperse and attain nuisance population sizes in suitable urban and agricultural habitats in south Florida. (author)

    1996-07-18

A small research group at the Florida Solar Energy Center has been working for several years to perform research and other work in support of U.S. Department of Energy and State of Florida energy efficiency objectives in the area of windows, skylights, clerestories, and other glazed apertures in buildings, generically called fenestrations. This work includes not only thermal energy transfer through fenestration systems but also the controlled introduction of daylight illumination for the displacement of electric lighting energy. Work in the last few years has focused almost entirely on providing technical support to the National Fenestration Rating Council`s program to introduce energy performance rating and labelling of windows into the United States. This work has included a variety of activities. (1) Annual energy performance simulations aimed at determining the relative performances of a variety of residential window and glazing options for different climates. (2) Evaluation of Lawrence Berkeley Laboratory reports and software products in the area of fenestrations. (3) Development of better computational tools for predicting the solar spectral irradiance incident on fenestration systems and contributing to solar radiant heat gain, and the effects of exterior shading. (4) Service on various committees and task groups of the NFRC as well as participation in and technical support for ASHRAE`s technical committee 4.5 on fenestrations. (5) Evaluation of the daylighting potential of commercial buildings in hot humid climates.

  18. Water quality in the shingle creek basin, Florida, before and after wastewater diversion

    SciTech Connect (OSTI)

    O`Dell, K.M.

    1994-05-01

Shingle Creek is a major inflow to Lake Tohopekaliga, Florida. Water quality and the trophic status of Lake Tohopekaliga are affected strongly by the water quality of Shingle Creek. This report documents 10 yr of water quality data in Shingle Creek at the lake outfall; for a pre- (October 1981-December 1986) and a post-wastewater discharge (January 1987-September 1991) removal period. Nutrient budgets for the subbasins were calculated from an intense research program (January 1983-December 1985) to document instream impacts attributable to wastewater, determine the role of the cypress swamp in the middle subbasin, and document relationships between water quality and land uses. Rapid urbanization converted forested uplands and agricultural lands to housing and commercial land use during the study. Stormwater runoff in Florida has been identified as a major pollution source. Treatment of stormwater pollution, through Best Management Practices (BMPs), has been regulated by the State of Florida in this area since 1982. By 1988, 84% of the urban landuse in the upper basin was subject to stormwater treatment prior to being discharged to the creek. Potential increases in urban derived nutrient inputs were offset by stormwater management, and alum treatment and diversion of municipal wastewater. Nitrogen loading and P loads and variance decreased significantly during the 10-yr period, despite rapid urbanization in the northern and central subbasins. Nutrient export from the subbasins was influenced by the dominant land use. The middle subbasin contains a swamp that contributed the greatest P and Cl{sup -} loads because of the increase in discharge to the swamp from sources other than the canal. The northern urban subbasin received the wastewater discharges and served as a net sink for N and P exported from the subbasin. 24 refs., 9 figs., 1 tab.

    1997-05-01

Mercury concentrations in the sediments of south Florida wetlands have increased three fold in the last century. Because south Florida is home to many endemic and endangered species, it is important to understand the potential impacts of mercury in this ecosystem`s food web. Recent research by Malley et al. has shown mollusks to be sensitive indicators of methyl mercury which can reflect small differences in background methyl mercury concentrations. In this study, we attempted to determine if the apple snail (Pomacea paludosa) or its eggs are good indicators of bioavailable mercury. Then, using the apple snail as an indicator, we attempted to determine geographic differences in the concentrations of mercury in south Florida. 12 refs., 1 fig., 1 tab.

    1982-01-01

Available data, including previous publications, modern soil surveys, and detailed coring in the Northern Everglades for this project have been used to update information on Florida's peat resources. It is now estimated that Florida could, if no other constraints existed, produce 606 million tons of moisture-free fuel-grade peat, which may yield approximately 10.0 x 10/sup 15/ Btu of energy. These estimates are much lower than previously published projections for the state. The principal effort of this survey was in the largest peat region of the state, the Northern Everglades of Palm Beach and adjacent counties, where more than 800 core holes were drilled. Based on analyses of these cores, the Northern Everglades is now estimated to contain 191 million tons of moisture-free peat, with a potential energy yield of 2.98 x 10/sup 15/ Btu. These values are considerably less than previously published estimates, probably due to bacterial oxidation and other forms of drainage-induced subsidence in the Everglades agricultural areas. The present fuel-peat resources of the Northern Everglades occur in 19 separate deposits. Of these, the deposits in the Port Mayaca, Bryant, Six Mile Bend, and Loxahatchee Quadrangles comprise the highest concentration of the resource. These lands are generally privately owned and used for sugar cane and other crops, and the conversion of these lands to peat removal seems unlikely. It seems even less likely that the extensive peat deposits within the Loxahatchee National Wildlife Refuge will be available for fuel use, barring a dire national emergency. The utilization of peat as a fuel must be approached with caution and careful study; large scale use may require state or federal action. 34 references.

    Raabe, E.A.; Stumpf, R.P.

    1997-06-01

Fluctuations in sea level and impending development on the west coast of Florida have aroused concern for the relatively pristine tidal marshes of the Big Bend. Landsat Thematic Mapper (TM) images for 1986 and 1995 are processed and evaluated for signs of change. The images cover 250 km of Florida`s Big Bend Gulf Coast, encompassing 160,000 acres of tidal marshes. Change is detected using the normalized difference vegetation index (NDVI) and land cover classification. The imagery shows negligible net loss or gain in the marsh over the 9-year period. However, regional changes in biomass are apparent and are due to natural disturbances such as low winter temperatures, fire, storm surge, and the conversion of forest to marsh. Within the marsh, the most prominent changes in NDVI and in land cover result from the recovery of mangroves from freezes, a decline of transitional upland vegetation, and susceptibility of the marsh edge and interior to variations in tidal flooding.

  2. Naturally occurring radionuclides in agricultural products: An overview

    SciTech Connect (OSTI)

    Hanlon, E.A.

    1994-07-01

Low levels of naturally occurring radionuclides exist in phosphatic clays, a by-product of phosphatic mining and beneficiation processes. Concerns about these radionuclides entering the human food chain were an immediate research priority before the phosphate clays could be reclaimed for intensive agricultural purposes. Efforts included the assembly of a large body of data from both sons and plants, part of which were produced by the Polk County (Florida) Mined Lands Agricultural Research/Demonstration Project MLAR/DP. Additional detailed studies involving dairy and beef cattle (Bos taurus) were conducted by researchers working with the MLAR/DP. A national symposium was conducted in which data concerning the MLAR/DP work and other research projects also dealing with naturally occurring radionuclides in agriculture could be discussed. The symposium included invited review papers dealing with the identification of radionuclide geological origins, the geochemistry and movement of radionuclides within the environment, mechanisms of plant uptake, entry points into the food chain, and evaluation of dose and risk assessment to the consumer of low levels of radionuclides. The risk to human health of an individual obtaining 0.1 of his or her dietary intake from crops produced on phosphatic clays increased by 1 in 5 x 10{sup 6}/yr above a control individual consuming no food grown on phosphatic clays. Leaf tissues were found to be generally higher than fruit, grain, or root tissues. The natural range in radionuclide content among various food types was greater than the difference in radionuclides content between the same food produced on phosphatic clays vs. natural soils. 19 refs.

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ?

  9. Ridge station eases Florida's waste-disposal problems

    SciTech Connect (OSTI)

    Swanekamp, R.

    1994-10-01

Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    Odum, W.E.; McIvor, C.C.; Smith, T.J. III

    1982-01-01

A detailed description is given of the community structure and ecosystem processes of the mangrove forests of south Florida. This description is based upon a compilation of data and hypotheses from published and unpublished sources. Information covered ranges from details of mangrove distribution, primary production, and diseases to asepcts of reproduction, biomass partitioning, and adaptations to stress. Mangrove ecosystems are considered in terms of zonation, succession, litter fall and decomposition, carbon export, and energy flow. Most of the components of mangrove communities are cataloged and discussed; these include mircoorganisms, plants other than mangroves, invertebrates, fishes, reptiles, amphibians, birds, and mammals. Finally, two sections summarize the value of mangrove ecosystems to man and present ways to manage this type of habitat. It is concluded that mangrove forests, which cover between 430,000 and 500,000 acres (174,000 to 202,000 ha) in Florida, are a resource of great value and should be protected and preserved wherever possible.

  14. Chromium accumulation in three species of central Florida centrarchids

    SciTech Connect (OSTI)

    1995-02-01

Stormwater ponds are required in Central Florida when land is developed to treat the resulting stormwater. The St. Johns River Water Management District, the agency that regulates stormwater discharges in Central Florida, frequently approves plans that create habitat for fish and wildlife by planting desirable wetland and aquatic vegetation in the littoral zones of stormwater ponds to compensate for the loss of wetlands. The various species of fish that inhabit stormwater ponds serve as a food source to wildlife, especially wading birds. The objective of this study was to determine if fish that live in stormwater treatment ponds in Orlando, Florida contained significant concentrations of chromium. In order to determine if there were differences in chromium concentrations in fish with different foraging strategies, three species of sunfish (Centrarchidae) with substantially different foraging strategies were selected for this study: largemouth bass (Micropterus salmoides), a predator; redear sunfish (Lepomis microlophus), a bottom feeder; and bluegill sunfish (Lepomis macrochirus), an omnivore. Many researchers have shown that large quantities of chromium are found in urban runoff. Chromium sources are largely associates with the operation of motor vehicles. Several investigators have determined that chromium from urban runoff concentrates in the sediment of stormwater ponds. Sediments represent the most concentrated physical pool of metals in aquatic environments, and they are ingested by many types of aquatic organisms. Most fish are capable of accumulating heavy metals from their diet and from water through their gills. 17 refs., 1 fig., 3 tabs.

    Broader source: Energy.gov [DOE]

The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

Tampa Bay is Florida's largest open-water estuary and one of the most highly urbanized. This report summarizes and synthesizes many years of scientific investigation into Tampa Bay's geology, hydrology and hydrography, water chemistry, and biotic components. The estuary is a phytoplankton-based system, with mangroves being the second most important primary producer. Benthic organisms are abundant and diverse, although in parts of the bay the benthos consists of a relatively few opportunistic and pollution indicator species. The estuary provides habitat for the juveniles and adults of a number of commercial and recreational fishery species. Significant changes occurring as a result of urbanization and industrialization include significant declines in intertidal wetlands and seagrass meadows, changes in circulation and flushing, and degradation of water quality. Important management issues include dredge and fill operations, restoration of fisheries, increasing freshwater flow to the bay, and eutrophication. 257 refs., 85 figs., 27 tabs.

The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 C by the end of the 21st century.

This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

The purpose of this report is to present the preliminary findings made during the Environmental Survey, conducted May 11 through 22, 1987, at the United States Department of Energy (DOE) Pinellas Plant in Largo, Florida. As a Preliminary Report, the contents are subject to revisions, which will be made in a forthcoming Interim Report, based on Albuquerque Operations Office review and comments on technical accuracy, the results of the sampling and analyses, and other information that may come to the Survey team's attention prior to issuance of the Interim Report. The Pinellas Plant is currently operated for DOE by the General Electric Company-Neutron Devices Department (GENDD). The Pinellas Survey is part of the larger DOE-wide Environmental Survey effort announced by Secretary John S. Herrington on September 18, 1985. The purpose of this effort is to identify, via no fault'' baseline Surveys, existing environmental problems are areas of environmental risk at DOE facilities and to rank them on a DOE-wide basis. This ranking will enable DOE to more effectively establish priorities for addressing environmental problems and allocate the resources necessary to correct these problems. Because the Survey is no fault'' and is not an audit,'' it is not designed to identify specific isolated incidents of noncompliance or to analyze environmental management practices. Such incidents and/or management practices will, however, be used in the Survey as a means of identifying existing and potential environmental problems. 55 refs., 37 figs., 37 tabs.

Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.
