    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.

    An orientation study was conducted in Hillsborough and Polk Counties, west-central Florida, in preparation for a hydrogeochemical and stream sediment reconnaissance. The study was conducted by the Savannah River Laboratory as part of the National Uranium Resource Evaluation (NURE). A total of 60 surface sites and 294 ground water sites were sampled. The study includes field data and neutron activation analyses for uranium and supplemental elements, as well as determination of helium by mass spectroscopy. This report is issued in draft form, without detailed technical and copy editing. This was done to make the report available to the public before the end of the NURE program.

    Dade County, Florida has been in the forefront of resources recovery from municipal solid waste since the early 1980`s. The County completed its 3,000 tons per day (six days per week) refuse derived fuel waste-to-energy facility in 1982. The Resources Recovery facility is operated under a long-term agreement with Montenay-Dade, Ltd. The trash processing capability of this facility was upgraded in 1997 to process 860 tons per day (six days per week) of trash into a biomass fuel which is used off-site to produce electrical energy. Under current Florida law, facilities like trash-to-fuel that produce alternative clean-burning fuels for the production of energy may receive credit for up to one-half of the state`s 30 percent waste reduction goal.

    A garbage-fueled power plant will begin operating this spring in Pinellas County, Florida. Although the plant will use a mass-burning technique already proven in Europe, it will be the first to generate electricity. Two new technologies are expected to reverse the poor performance of earlier garbage and refuse-derived fuel efforts: new boilers using 100% refuse-derived fuel and the European mass-burning technique, which uses untreated garbage. The institutional arrangements between the builder and operator, UOP, Inc., and Pinellas County reflect the priamry goal of garbage disposal, and will be treated as an expense. (DCK)

    The 11-acre Coleman-Evans Wood Preserving site is a former wood treatment facility, which was operated from 1954 to the late 1980s, in the community of Whitehouse, Duval County, Florida. Prior to 1970, wastewater from the facility was precipated and discharged to the onsite drainage ditch. The precipitated sludge was deposited into two unlined pits until 1970, when the sludge was stored in tanks. The wastewater treatment process was also enhanced in 1970 with lime precipitation and chlorination. In 1980, onsite ground water contamination was detected and activated charcoal filters were added to the treatment process to remove organics. The primary contaminant in onsite soil and ground water has been identified as pentachlorophenol (PCP). The highest areas of PCP concentration were in the vicinity of onsite chemical tanks and the unlined pit areas. In 1985, EPA conducted an emergency response, which included excavating and disposing of pit material offsite and filling excavated areas with clean fill. The Record of Decision (ROD) amends a 1986 ROD, which documented the selection of incineration for an estimated 9,000 cubic yards of contaminated soil. Since that time, additional studies during the remedial design phase indicated that there are approximately 27,000 cubic yards of contaminated soil. Based on the excessive volume of soil and the high cost of incineration, treatability studies were conducted and an alternative source control treatment was selected. The primary contaminants of concern affecting the soil, sediment, and ground water are organics including PCP and metals.

    The Whitehouse Waste Oil Pits National Priorities List (NPL) site is located about 0.5 mile northwest of the community of Whitehouse in western Duval County, Florida. After waste oil spilled into the northeast tributary of McGirts Creek in 1968 and 1976, the Environmental Protection Agency stabilized and covered the remaining waste oil from the abandoned oil recycling business. Soils and ground water at the site are contaminated with heavy metals, primarily lead. The residents are particularly concerned about children who play on the site being exposed to toxic chemicals and about contamination of their private potable wells. Dermal contact with the exposed waste oil is a likely exposure pathway for children and other trespassers on the site. Dermal contact with the waste oil by remediation workers and ingestion of contaminated ground water by nearby residents are potential exposure pathways. The data and information have been evaluated for appropriate health follow-up activities by the Agency for Toxic Substances and Disease Registry (ATSDR).

    A review has been performed of existing information that describes geology, hydrogeology, and geochemistry at the South District Wastewater Treatment Plant, which is operated by the Miami-Dade Water and Sewer Department, in Dade County, Florida. Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features. Recommendations for collection and interpretation of additional site characterization data are provided.

    Geological environments present in southwestern New Mexico include thick sequences of sedimentary rock including limestone, conglomerates, sandstone, and shale: igneous intrusions with associated metal deposits; caldera centers, margins, and outflow facies; and basins with marginal faults and thick late Cenozoic sedimentary fillings. Predominant rock types are Paleozoic carbonates, Mesozoic terrigeneous rocks and carbonates, and Cenozoic volcanic rocks and basin-filling terrigeneous rocks. Consideration of information available in Preliminary Reconnaissance Reports and in Hydrogeochemical and Stream Reconnaissance Reports together with 347 new whole rock chemical analyses points to three areas of anomalous uranium abundance in Hidalgo County, New Mexico. The area has experienced three major periods of igneous activity in Phanerozoic time: one associated with the Laramide cycle of the Late Cretaceous and early Tertiary, mid-Tertiary cycle of silicic volcanism with abundant calderas, and a late Tertiary cycle of mafic volcanism. Silicic volcanic rocks are the most common exposed rock type in the area, and the most enriched in uranium (range, 0.4 to 19 ppM). The most likely source for any uranium ore-forming solutions lies with this cycle of volcanism. Solutions might have been introduced during volcanism or formed later by groundwater leaching of cooled volcanic rocks. Results indicate that groundwater leaching of cooled volcanic rocks was not an effective means of mobilizing uranium in the area. Study of several rhyolite lava flows indicates that they were emplaced in supercooled condition and may have crystallized completely at temperatures well below their liquids, or they may have warmed as crystallization released latent heat. Statistical comparison of the uranium concentration revealed no differences between vitrophyres and associated felsites.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d).     The object of the project was to demonstrate the effectiveness of a coordinated effort of enforcement, training, technical assistance and outreach to improve compliance of small water systems. The project was conducted in Hillsborough County and Polk County in Florida. The effectiveness of the coordinated effort was measured by the number of violations resolved over a one year period, October 1989 to September 1990, and the costs of achieving those results were tracked by each organization participating in the project.

    A wide array of general background information is presented on the Central Florida area in which the eucalyptus energy plantation and methanol refinery will be located. Five counties in Central Florida may be affected by the project, DeSoto, Hardee, Hillsborough, Manatee, and Polk. The human resources of the area are reviewed. Included are overviews of population demographic and economic trends. Land use patterns and the transportation are system described, and the region's archeological and recreational resources are evaluated. The region's air quality is emphasized. The overall climate is described along with noise and air shed properties. An analysis of the region's water resources is included. Ground water is discussed first followed by an analysis of surface water. Then the overall quality and water supply/demand balance for the area is evaluated. An overview of the region's biota is presented. Included here are discussions of the general ecosystems in Central Florida, and an analysis of areas with important biological significance. Finally, land resources are examined.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds. Raissi, Florida Solar Energy Center This project developed an on-demand forecourt hydrogen production technology by catalytically converting high-sulfur hydrocarbon fuels to an essentially sulfur-free gas.     Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    The Whitehouse Waste Oil Pits National Priorities List site is located in Whitehouse, Duval County, Florida. The site is located in a low density residential area. There are volatile organic compounds and several heavy metals present in the groundwater, surface water, soil, and leachate. The Record of Decision (ROD) signed May 1985 mandated several remedial actions which included the construction of a slurry wall around the entire site, the recovery and treatment of contaminated groundwater within the walled area, the removal of contaminated sediments, and surface capping of the entire area. The project is currently in the design phase. The Environmental Protection Agency is considering altering the ROD to conform with the requirements in the Superfund Amendments and Reauthorization Act of 1986 for permanent remedial actions.

    Epizootic ulcerative syndrome (EUS) caused by the oomycete Aphanomyces invadans is an invasive, opportunistic disease of both freshwater and estuarine fishes. Originally documented as the cause of mycotic granulomatosis of ornamental fishes in Japan and as the cause of EUS of fishes in southeast Asia and Australia, this pathogen is also present in estuaries and freshwater bodies of the Atlantic and gulf coasts of the USA. We describe a mass mortality event of 343 captive juvenile bullseye snakehead Channa marulius collected from freshwater canals in Miami-Dade County, Florida. Clinical signs appeared within the first 2 d of captivity and included petechiae, ulceration, erratic swimming, and inappetence. Histological examination revealed hyphae invading from the skin lesions deep into the musculature and internal organs. Species identification was confirmed using a species-specific PCR assay.     Available data, including previous publications, modern soil surveys, and detailed coring in the Northern Everglades for this project have been used to update information on Florida's peat resources. It is now estimated that Florida could, if no other constraints existed, produce 606 million tons of moisture-free fuel-grade peat, which may yield approximately 10.0 x 10/sup 15/ Btu of energy. These estimates are much lower than previously published projections for the state. The principal effort of this survey was in the largest peat region of the state, the Northern Everglades of Palm Beach and adjacent counties, where more than 800 core holes were drilled. Based on analyses of these cores, the Northern Everglades is now estimated to contain 191 million tons of moisture-free peat, with a potential energy yield of 2.98 x 10/sup 15/ Btu. These values are considerably less than previously published estimates, probably due to bacterial oxidation and other forms of drainage-induced subsidence in the Everglades agricultural areas. The present fuel-peat resources of the Northern Everglades occur in 19 separate deposits. Of these, the deposits in the Port Mayaca, Bryant, Six Mile Bend, and Loxahatchee Quadrangles comprise the highest concentration of the resource. These lands are generally privately owned and used for sugar cane and other crops, and the conversion of these lands to peat removal seems unlikely. It seems even less likely that the extensive peat deposits within the Loxahatchee National Wildlife Refuge will be available for fuel use, barring a dire national emergency. The utilization of peat as a fuel must be approached with caution and careful study; large scale use may require state or federal action. 34 references.

    A small research group at the Florida Solar Energy Center has been working for several years to perform research and other work in support of U.S. Department of Energy and State of Florida energy efficiency objectives in the area of windows, skylights, clerestories, and other glazed apertures in buildings, generically called fenestrations. This work includes not only thermal energy transfer through fenestration systems but also the controlled introduction of daylight illumination for the displacement of electric lighting energy. Work in the last few years has focused almost entirely on providing technical support to the National Fenestration Rating Council`s program to introduce energy performance rating and labelling of windows into the United States. This work has included a variety of activities. (1) Annual energy performance simulations aimed at determining the relative performances of a variety of residential window and glazing options for different climates. (2) Evaluation of Lawrence Berkeley Laboratory reports and software products in the area of fenestrations. (3) Development of better computational tools for predicting the solar spectral irradiance incident on fenestration systems and contributing to solar radiant heat gain, and the effects of exterior shading. (4) Service on various committees and task groups of the NFRC as well as participation in and technical support for ASHRAE`s technical committee 4.5 on fenestrations. (5) Evaluation of the daylighting potential of commercial buildings in hot humid climates.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power

The report contains a profile of low-level radioactive waste generators in Florida. The profile is the result of a survey of NRC licensees in Florida. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Florida.

    This article describes the development of a solar water heating system appropriate for low-income Florida residents and the appliances developed in conjunction with it that may appeal to a wider market. Among the topics discussed are size and design of the system including passive preheaters and affordable active systems. Electric water heaters with 40 and 50 gallon capacity were found to be the most cost effective. The feed-back from customers is also discussed. 3 figs.
