    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Arizona Army National Guard property near Florence, Arizona. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. Florence Military Reservation is a 5,655-acre site located in the southern portion of Arizona, about 65 mi southeast of Phoenix, in the county of Pinal. Florence Military Reservation includes Unit Training Equipment Site (UTES) 1, an artillery firing range, and ammunition storage. The subject of this PA is the UTES. The environmentally significant operations associated with the UTES property are (1) vehicle maintenance and refueling, (2) supply/storage of materials, and (3) the vehicle washrack.

    Tetra- to octachlorinated dibenzo-p-dioxin (PCDD) and dibenzofuran (PCDF) emissions from the municipal incinerator near Florence were monitored during 1980-1985. Typical PCDD or PCDF series concentrations in vapors and smokes ranged from 10/sup 2/ to 10/sup 3/ ng/m/sup 3/. The more chlorinated congeners generally exhibited levels remarkably higher than the less chlorinated ones. Contrary to earlier findings, fly ash in 1985 contributed <10% of overall PCDD and PCDF emissions. Most topsoil sampling sites in the study area were within approximately 1 km of the incineration plant. Findings from 1979 to 1985 indicated the presence of widespread contamination: this was due to the more chlorinated PCDD and PCDF congeners, in particular. The maximum level found was in the order of 2 x 10/sup 4/ ng/m/sup 2/ of soil surface. In late 1985, five soil sampling sites were selected near the site that had previously shown the highest PCDD and PCDF levels. Each soil specimen was obtained by coring the 20 cm thick upper layer. Results were qualitatively and quantitatively consistent and confirmed the prevailing presence of the more chlorinated congeners. Maximum PCDD content was approximately 7 x 10/sup 4/ ng/m/sup 2/ of soil surface. 18 references, 5 figures, 4 tables.

  7. Groundwaters of Florence (Italy): Trace element distribution and vulnerability of the aquifers

    Geochemical and hydrogeological research has been carried out in Florence, to evaluate conductivity and main chemistry of groundwaters, the pattern of some possible pollutant chemical species (Fe, Mn, Cr, Cu, Pb, Zn, NO{sub 2}, NO{sub 3}), and the vulnerability of the aquifers. The plain is made up of Plio-Quaternary alluvial and lacustrine sediments for a maximum thickness of 600 m. Silts and clays, sometimes with lenses of sandy gravels, are dominant, while considerable deposits of sands, pebbles, and gravels occur along the course of the Arno river and its tributary streams, and represent the most important aquifer of the plain. Most waters show conductivity values around 1000-1200 {mu}S, and almost all of them have an alkaline-earth-bicarbonate chemical character. In western areas higher salt content of the groundwaters is evident. Heavy metal and NO{sub 2}, NO{sub 3} analyses point out that no important pollution phenomena affect the groundwaters; all mean values are below the maximum admissible concentration (MAC) for drinkable waters. Some anomalies of NO{sub 2}, NO{sub 3}, Fe, Mn, and Zn are present. The most plausible causes can be recognized in losses of the sewage system; use of nitrate compounds in agriculture; oxidation of well pipes. All the observations of Cr, Cu, and Pb are below the MAC; the median values of <3, 3.9, and 1.1 {mu}g/l, respectively, could be considered reference concentrations for groundwaters in calcareous lithotypes, under undisturbed natural conditions. Finally, a map of vulnerability shows that the areas near the Arno river are highly vulnerable, for the minimum thickness (or lacking) of sediments covering the aquifer. On the other hand, in the case of pollution, several factors not considered could significantly increase the self-purification capacity of the aquifer, such asdilution of groundwaters, bacteria oxidation of nitrogenous species, and sorption capacity of clay minerals and organic matter. 31 refs., 6 figs., 5 tabs.

    Plants have often been used for monitoring air pollution, such as Tradescantia for detecting mutagenic chemicals, or mosses which are bio-accumulators of heavy metals. Mosses have also been used as indicators of pollution from hexachlorobenzene and polycyclic aromatic hydrocarbons. PAH are present in most crops, and are deposited on the foliar surface of plants exposed to polluted air. Plants grown in heavily polluted environments have a higher concentration of PAH than those growing in clean environments, and plants grown in cabinets with filtered air have a very low concentration of PAH. Alimentary oils have high concentrations of PAH due to crop exposure to air pollutants and a high solubility of PAH in oils. PAH are important initiators of some human cancers and their monitoring is believed to be important for public health. Most Italian towns are heavily polluted by car exhaust and industrial sources, and a high concentration of PAH has been reported in the air particulate of urban areas. On the basis of these premises we thought it of interest to determine the concentration of some PAH in the olive fruits of trees growing in the valley of Florence (Italy), to establish if this approach could be useful for monitoring air pollution by PAH. 9 refs., 3 figs.

    In response to a 1980 Department of Energy solicitation, the General Refractories Company submitted a Proposal for a feasibility study of a low Btu gasification facility for its Florence, KY plant. The proposed facility would substitute low Btu gas from a fixed bed gasifier for natural gas now used in the manufacture of insulation board. The Proposal from General Refractories was prompted by a concern over the rising costs of natural gas, and the anticipation of a severe increase in fuel costs resulting from deregulation. The proposed feasibility study is defined. The intent is to provide General Refractories with the basis upon which to determine the feasibility of incorporating such a facility in Florence. To perform the work, a Grant for which was awarded by the DOE, General Refractories selected Dravo Engineers and Contractors based upon their qualifications in the field of coal conversion, and the fact that Dravo has acquired the rights to the Wellman-Galusha technology. The LBG prices for the five-gasifier case are encouraging. Given the various natural gas forecasts available, there seems to be a reasonable possibility that the five-gasifier LBG prices will break even with natural gas prices somewhere between 1984 and 1989. General Refractories recognizes that there are many uncertainties in developing these natural gas forecasts, and if the present natural gas decontrol plan is not fully implemented some financial risks occur in undertaking the proposed gasification facility. Because of this, General Refractories has decided to wait for more substantiating evidence that natural gas prices will rise as is now being predicted.

    Fine particulate has become one of the biggest concerns in Italian cities pollution; the study of its composition is a powerful tool to evaluate the effects on health and identify pollution sources. PIXE is an established technique for particulate analysis (being multi-elemental, sensitive, fast, non-destructive and requiring no sample preparations) and has been extensively used, in combination with other IBA techniques, for particulate characterization in Italian urban environments. Here we report the preliminary results on the analysis of the aerosol collected, by two-stage continuous streaker samplers, in two Italian cities, Florence and Milan, during July 2001. Elemental concentrations have been extracted in the fine and coarse fractions, with hourly resolution, by PIXE-PIGE analysis, performed at the 3 MeV external proton beam INFN facility at the University of Florence.

    Major valve and compressor contracts have been let for projects in the Western Hemisphere. Petrobras has awarded Nuovo Pignone, Florence, a $10.5 million contract to supply 400 valves for the 1,975-mile natural-gas pipeline being constructed from Bolivia into Brazil. Additionally, Brazilian company Maritima Petroleo and TransCanada PipeLines Ltd., Calgary, have awarded Nuovo Pignone separate contracts to supply turbocompressor packages. The Brazilian contract is for offshore Campos Basin; the Canadian, for a major expansion of TCPL`s system delivering natural gas out of Alberta. Since 1974, in Brussels, this event has been held in Lyon, France (1977), Groeningen, The Netherlands (1981); Asilomar, California (1983); Novosibirsk, Russia (1986); Pisa, Italy (1989); Tokyo, Japan (1992); Balatonfuered, Hungary (1995); Southampton, United Kingdom (1999); Lyon, France (2001); Evanston, Illinois (2001) and Florence, Italy (2005). The aim of this international conference in Berkeley is to bring together practitioners in the three fields of catalysis, heterogeneous, homogeneous and enzyme, which utilize mostly nanosize particles. Recent advances in instrumentation, synthesis and reaction studies permit the nanoscale characterization of the catalyst systems, often for the same reaction, under similar experimental conditions. It is hoped that this circumstance will permit the development of correlations of these three different fields of catalysis on the molecular level. To further this goal we aim to uncover and focus on common concepts that emerge from nanoscale studies of structures and dynamics of the three types of catalysts. Another area of focus that will be addressed is the impact on and correlation of nanosciences with catalysis. There is information on the electronic and atomic structures of nanoparticles and their dynamics that should have importance in catalyst design and catalytic activity and selectivity.

  8. Can standard sequential extraction determinations effectively define heavy metal species in superfund site soils?

    Speciation and distribution of heavy metals in soils controls the degree to which metals and their compounds are mobile, extractable, and plant-available. Consequently, speciation impacts the success of remediation efforts both by defining the relationship of the contaminants with their environment and by guiding development and evaluation of workable remediation strategies. The U.S. Department of Energy, Albany Research Center (Albany, OR), under a two-year interagency project with the U.S. Environmental Protection Agency (EPA), examined the suitability of sequential extraction as a definitive means to determine species of heavy metals in soil samples. Representative soil samples, contaminated with lead, arsenic, and/or chromium, were collected by EPA personnel from two Superfund sites, the National Lead Company site in Pedricktown, NJ, and the Roebling Steel, Inc., site in Florence, NJ. Data derived from Tessier=s standard three-stage sequential-extraction procedure were compared to data from a comprehensive characterization study that combined optical- and scanning-electron microscopy (with energy-dispersive x-ray and wavelength-dispersive x-ray analyses), x-ray diffraction, and chemical analyses. The results show that standard sequential-extraction procedures that were developed for characterizing species of contaminants in river sediments may be unsuitable for sole evaluation of contaminant species in industrial-site materials (particularly those that contain larger particles of the contaminants, encapsulated contaminants, and/or man-made materials such as slags, metals, and plastics). However, each sequential extraction or comprehensive characterization procedure has it=s own strengths and weaknesses. Findings of this study indicate that the use of both approaches, during the early stages of site studies, would be a best practice.   9. Commercial low-Btu coal-gasification plant

    In response to a 1980 Department of Energy solicitation, the General Refractories Company submitted a Proposal for a feasibility study of a low Btu gasification facility for its Florence, KY plant. The proposed facility would substitute low Btu gas from a fixed bed gasifier for natural gas now used in the manufacture of insulation board. The Proposal was prompted by a concern over the rising costs of natural gas, and the anticipation of a severe increase in fuel costs resulting from deregulation. The feasibility study consisted of the following tasks: perform preliminary engineering of a gasification facility; provide a definitive full gas cost estimate based upon the preliminary engineering fuel design; determine the preferred source of coal; determine the potential for the disposition of, and income from, by-products; develop a health and safety program; perform an analysis of the risks involved in constructing and operating such a facility; and prepare a Financial Analysis of General Refractories selected Dravo Engineers and Constructors based upon the qualifications of Dravo in the field of coal conversion, and the fact that Dravo has acquired the rights to the Wellman-Galusha technology. Given the various natural gas forecasts available, there seems to be a reasonable possibility that the five-gasifier LBG prices will break even with natural gas prices somewhere between 1984 and 1989. General Refractories recognizes that there are many uncertainties in developing these natural gas forecasts and, if the present natural gas decontrol plan is not fully implemented, some budgetary risks would occur in undertaking the proposed gasification facility. Because of this, General Refractories has decided to wait for more substantiating evidence that natural gas prices will rise as is now being predicted.
