    Flexible Alternating Current Transmission Systems (FACTS) devices are installed on electric power transmission lines to stabilize and regulate power flow. Power lines protected by FACTS devices can increase power flow and better respond to contingencies. The University of Missouri Rolla (UMR) is currently working on a multi-year project to examine the potential use of multiple FACTS devices distributed over a large power system region in a cooperative arrangement in which the FACTS devices work together to optimize and stabilize the regional power system. The report describes operational and security challenges that need to be addressed to employ FACTS devices in this way and recommends references, processes, technologies, and policies to address these challenges.

    Flexibility of operation--the ability of a power system to respond to change in demand and supply--is a characteristic of all power systems.     A screw-on horseshoe formed from a plastic material is disclosed. A flex joint is provided that allows the horseshoe to expand and contract as pressure is applied to the horse's hoof, thereby reducing friction between the hoof and the shoe. The horseshoe also provides a lip portion projecting upwardly from a horseshoe base portion to protect the horse hoof wall from obstacles encountered during the movement of the horse. A novel screw having a double helix thread pattern including a high thread pattern and a low thread pattern is used to fasten the horseshoe to the horse's hoof without piercing the hoof wall. The screw includes a keyed recessed self-holding head that is complementary to, and therefore readily driven by, a power drill. A lightweight, yet wear-resistant, horseshoe that is readily attached to a horse's hoof with a minimum amount of labor and a minimum amount of damage to the hoof that can be constructed in many styles and sizes to match a large variety of horse uses is thus described.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    A flexible composite scintillator was prepared by mixing fast, bright, dense rare-earth doped powdered oxyorthosilicate (such as LSO:Ce, LSO:Sm, and GSO:Ce) scintillator with a polymer binder. The binder is transparent to the scintillator emission. The composite is seamless and can be made large and in a wide variety of shapes. Importantly, the composite can be tailored to emit light in a spectral region that matches the optimum response of photomultipliers (about 400 nanometers) or photodiodes (about 600 nanometers), which maximizes the overall detector efficiency.

    In an ocean thermal energy conversion facility, a cold water riser pipe is releasably supported at its upper end by the hull of the floating facility. The pipe is substantially vertical and has its lower end far below the hull above the ocean floor. The pipe is defined essentially entirely of a material which has a modulus of elasticity substantially less than that of steel, e.g., high density polyethylene, so that the pipe is flexible and compliant to rather than resistant to applied bending moments. The position of the lower end of the pipe relative to the hull is stabilized by a weight suspended below the lower end of the pipe on a flexible line. The pipe, apart from the weight, is positively buoyant. If support of the upper end of the pipe is released, the pipe sinks to the ocean floor, but is not damaged as the length of the line between the pipe and the weight is sufficient to allow the buoyant pipe to come to a stop within the line length after the weight contacts the ocean floor, and thereafter to float submerged above the ocean floor while moored to the ocean floor by the weight. The upper end of the pipe, while supported by the hull, communicates to a sump in the hull in which the water level is maintained below the ambient water level. The sump volume is sufficient to keep the pipe full during heaving of the hull, thereby preventing collapse of the pipe.

The modules are connected by flexible knuckle joints that allow each module of the apparatus to change its relative orientation with respect to a neighboring module, while the shaft protects electrical wiring from kinking or buckling while the apparatus moves around a tight corner. The apparatus is moved through a pipe by any suitable means, including a tether or drawstring attached to the nose or tail, differential hydraulic pressure, or a pipe pig. The rotational speed of the ultrasonic transducer and the forward velocity of the apparatus are coordinated so that the beam sweeps out the entire interior surface of the pipe, enabling the operator to accurately assess the condition of the pipe wall and determine whether or not leak-prone corrosion damage is present.

    Intermolecular forces are known to precipitate adhesion events between solid bodies. Inspired by a macro-scale experiment showing the hysteretic adhesion of a piece of flexible tape over a plastic substrate, we develop here a model of far-field dry adhesion between two flexible sheets interacting via a power-law potential. We show that phase transitions from unadhered to adhered states occur as dictated by a dimensionless bending parameter representing the ratio of interaction strength to bending stiffness. The order of the adhesion transitions, as well as their hysteretic nature, is shown to depend on the form of the interaction potential between the flexible sheets. When three or more sheets interact, additional geometrical considerations determine the hierarchical or sequential nature of the adhesion transitions.

    The dynamics of a flexible filament sedimenting in a viscous fluid are explored analytically and numerically. Compared to the well-studied case of sedimenting rigid rods, the introduction of filament compliance is shown to cause a significant alteration in the long-time sedimentation orientation and filament geometry. A model is developed by balancing viscous, elastic, and gravitational forces in a slender-body theory for zero-Reynolds-number flows, and the filament dynamics are characterized by a dimensionless elasto-gravitation number. Filaments of both non-uniform and uniform cross-sectional thickness are considered. In the weakly flexible regime, a multiple-scale asymptotic expansion is used to obtain expressions for filament translations, rotations, and shapes. These are shown to match excellently with full numerical simulations. Furthermore, we show that trajectories of sedimenting flexible filaments, unlike their rigid counterparts, are restricted to a cloud whose envelope is determined by the elasto-gravitation number. In the highly flexible regime we show that a filament sedimenting along its long axis is susceptible to a buckling instability. A linear stability analysis provides a dispersion relation, illustrating clearly the competing effects of the compressive stress and the restoring elastic force in the buckling process. The instability travels as a wave along the filament opposite the direction of gravity as it grows and the predicted growth rates are shown to compare favorably with numerical simulations. The linear eigenmodes of the governing equation are also studied, which agree well with the finite-amplitude buckled shapes arising in simulations.

    In this work we present the general phase behavior of short tubelike flexible polymers. The geometric thickness constraint is implemented through the concept of the global radius of curvature. We use sophisticated Monte Carlo sampling methods to simulate small bead-stick polymer models with Lennard-Jones interaction among non-bonded monomers. We analyze energetic fluctuations and structural quantities to classify conformational pseudophases. We find that the tube thickness influences the thermodynamic behavior of simple tubelike polymers significantly, i.e., for given temperature, the formation of secondary structures strongly depends on the tube thickness.

The interconnects are flexible and provide mechanically robust fuel cell stacks with higher stack performance at lower cost. The flexible interconnects replace the prior rigid rib interconnects with flexible "fingers" or contact pads which will accommodate the imperfect flatness of the ceramic fuel cells. Also, the mechanical stress of stacked fuel cells will be smaller due to the flexibility of the fingers. The interconnects can be one-sided or double-sided.

    As a source of clean, remote energy, photovoltaic (PV) systems are an important area of research. The majority of solar cells are rigid materials with negligible flexibility. Flexible PV systems possess many advantages, such as being transportable and incorporable on diverse structures. Amorphous silicon and organic PV systems are flexible; however, they lack the efficiency and lifetime of rigid cells. There is also a need for PV systems that are light weight, especially in space and flight applications. We propose a solution to this problem by arranging rigid cells onto a flexible substrate creating efficient, light weight, and flexible devices. To date, we have created a working prototype of our design using the 1.1cm x 1cm Emcore cells. We have achieved a better power to weight ratio than commercially available PowerFilm{reg_sign}, which uses thin film silicon yielding .034W/gram. We have also tested our concept with other types of cells and verified that our methods are able to be adapted to any rigid solar cell technology. This allows us to use the highest efficiency devices despite their physical characteristics. Depending on the cell size we use, we can rival the curvature of most available flexible PV devices. We have shown how the benefits of rigid solar cells can be integrated into flexible applications, allowing performance that surpasses alternative technologies.

The valve includes a flexible port plate having a first side and a second side, wherein the first side faces the rotor and engages the rotor such that the flexible port plate can be rotated coaxially by the rotor and can move axially with respect to the rotor, wherein the flexible port plate has a plurality of ports between the first and second sides, which ports are aligned with the openings in the rotor face. The valve also includes a stator having a stator face disposed coaxially with the rotor and the flexible port plate, wherein the second side of the flexible port plate is in sealable, slidable rotary contact with the stator face, wherein the stator face has a plurality of openings, some of which are disposed at the selected radial distance from the axis, and wherein the plurality of openings extend as passages through the stator. The valve may be used in pressure or temperature swing adsorption systems.

A transition member that is configured to hold a rock bit is mounted to one end of the flexible shaft. When torque and thrust are applied to the flexible shaft by a driver, the inner spring expands outwardly and the outer spring contracts inwardly to form a relatively rigid shaft.

In laying on the former, a number of tape-shaped superconducting wires are laid on a core member in a side-by-side manner, to form a first layer. A prescribed number of tape-shaped superconducting wires are laid on top of the first layer in a side-by-side manner, to form a second layer. The former may be made of a metal, plastic, reinforced plastic, polymer, or a composite and provides flexibility to the superconducting wires and the cable formed therewith.

    Renewable fuels standard (RFS) policies are becoming a popular public policy mechanism for developing the market for renewable fuels in the transportation sector. During the past decade, U.S. states and several countries began implementing these more market-based (less command and control) policies to support increased biofuels production and use. This paper presents an overview of current and proposed U.S. state-level policies, as well as selected electric sector policies and international fuel standard policies. Current U.S. state-level renewable fuel policies list drivers including an improved economy and environment, as well as fuel self-sufficiency. Best practices and experience from an evaluation of renewable portfolio standards (RPS) in the United States and international RFS policies can inform U.S. state-level policy by illustrating the importance of policy flexibility, binding targets, effective cost caps, and tradable permits. Understanding and building on the experiences from these previous policies can improve the policy mechanism and further develop a market for renewable fuels to meet the goals of improved economy, environment, and fuel self-sufficiency.

    Although technological advances provide new capabilities to increase the robustness of security systems, they also potentially introduce new vulnerabilities. New capability sometimes requires new performance requirements. This paper outlines an approach to establishing a key performance requirement for an emerging intrusion detection sensor: the sensored net. Throughout the security industry, the commonly adopted standard for maximum opening size through barriers is a requirement based on square inches-typically 96 square inches. Unlike standard rigid opening, the dimensions of a flexible aperture are not fixed, but variable and conformable. It is demonstrably simple for a human intruder to move through a 96-square-inch opening that is conformable to the human body. The longstanding 96-square-inch requirement itself, though firmly embedded in policy and best practice, lacks a documented empirical basis. This analysis concluded that the traditional 96-square-inch standard for openings is insufficient for flexible openings that are conformable to the human body. Instead, a circumference standard is recommended for these newer types of sensored barriers. The recommended maximum circumference for a flexible opening should be no more than 26 inches, as measured on the inside of the netting material.

    We analyze the freezing and collapse transition of a simple model for flexible polymer chains on simple cubic and face-centered cubic lattices by means of sophisticated chain-growth methods. In contrast to bond-fluctuation polymer models in certain parameter ranges, where these two conformational transitions were found to merge in the thermodynamic limit, we conclude from our results that the two transitions remain well-separated in the limit of infinite chain lengths. The reason for this qualitatively distinct behavior is presumably due to the ultrashort attractive interaction range in the lattice models considered here.

    Dynamics of flexible non-Brownian fibers in shear flow at low-Reynolds-number are analyzed numerically for a wide range of the ratios A of the fiber bending force to the viscous drag force. Initially, the fibers are aligned with the flow, and later they move in the plane perpendicular to the flow vorticity. A surprisingly rich spectrum of different modes is observed when the value of A is systematically changed, with sharp transitions between coiled and straightening out modes, period-doubling bifurcations from periodic to migrating solutions, irregular dynamics and chaos.

    We report the results of Monte Carlo simulations investigating the effect of a spherical confinement within a simple model for a flexible homopolymer. We use the parallel tempering method combined with multi-histogram reweighting analysis and multicanonical simulations to investigate thermodynamical observables over a broad range of temperatures, which enables us to describe the behavior of the polymer and to locate the freezing and collapse transitions. We find a strong effect of the spherical confinement on the location of the collapse transition, whereas the freezing transition is hardly effected.

    Conceptual designs of lead-cooled and liquid salt-cooled fast flexible conversion ratio reactors were developed. Both concepts have cores reated at 2400 MWt placed in a large-pool-type vessel with dual-free level, which also contains four intermediate heat exchanges coupling a primary coolant to a compact and efficient supercritical CO2 Brayton cycle power conversion system. Decay heat is removed passively using an enhanced Reactor Vessel Auxiliary Cooling System and a Passive Secondary Auxiliary Cooling System. The most important findings were that (1) it is feasible to design the lead-cooled and salt-cooled reactor with the flexible conversion ratio (CR) in the range of CR=0 and CR=1 n a manner that achieves inherent reactor shutdown in unprotected accidents, (2) the salt-cooled reactor requires Lithium thermal Expansion Modules to overcme the inherent salt coolant's large positive coolant temperature reactivity coefficient, (3) the preferable salt for fast spectrum high power density cores is NaCl-Kcl-MgCl2 as opposed to fluoride salts due to its better themal-hydraulic and neutronic characteristics, and (4) both reactor, but attain power density 3 times smaller than that of the sodium-cooled reactor.

    Software-based digital systems in nuclear applications offer many potential benefits in the fields of safety, functionality, flexibility, and control, but they also present substantial challenges in demonstrating software reliability. In at least one nuclear system, serious concerns over the protection-system software have been raised. Achieving the required high level of software dependability through techniques such as testing, inspections, or mathematical verification is difficult because of the quantity and complexity of the software. The goal of the research described here is to facilitate dependability analysis by using a novel kernel software architecture. The kernel encapsulates into a relatively small piece of software the implementation of a set of critical safety policies so that policy enforcement is isolated from the rest of the system. Provided the kernel operates correctly, safety policy compliance is assured irrespective of the actions of the majority of the software.

    The international workshop on Policy Modeling for Industrial Energy Use was jointly organized by EETA (Professional Network for Engineering Economic Technology Analysis) and INEDIS (International Network for Energy Demand Analysis in the Industrial Sector). The workshop has helped to layout the needs and challenges to include policy more explicitly in energy-efficiency modeling. The current state-of-the-art models have a proven track record in forecasting future trends under conditions similar to those faced in the recent past. However, the future of energy policy in a climate-restrained world is likely to demand different and additional services to be provided by energy modelers. In this workshop some of the international models used to make energy consumption forecasts have been discussed as well as innovations to enable the modeling of policy scenarios. This was followed by the discussion of future challenges, new insights in the data needed to determine the inputs into energy model s, and methods to incorporate decision making and policy in the models. Based on the discussion the workshop participants came to the following conclusions and recommendations: Current energy models are already complex, and it is already difficult to collect the model inputs. Hence, new approaches should be transparent and not lead to extremely complex models that try to ''do everything''. The model structure will be determined by the questions that need to be answered. A good understanding of the decision making framework of policy makers and clear communication on the needs are essential to make any future energy modeling effort successful. There is a need to better understand the effects of policy on future energy use, emissions and the economy. To allow the inclusion of policy instruments in models, evaluation of programs and instruments is essential, and need to be included in the policy instrument design. Increased efforts are needed to better understand the effects of innovative (no n-monetary) policy instruments through evaluation and to develop approaches to model both conventional and innovative policies. The explicit modeling of barriers and decision making in the models seems a promising way to enable modeling of conventional and innovative policies. A modular modeling approach is essential to not only provide transparency, but also to use the available resources most effectively and efficiently. Many large models have been developed in the past, but have been abandoned after only brief periods of use. A development path based on modular building blocks needs the establishment of a flexible but uniform modeling framework. The leadership of international agencies and organizations is essential in the establishment of such a framework. A preference is given for ''softlinks'' between different modules and models, to increase transparency and reduce complexity. There is a strong need to improve the efficiency of data collection and interpretation efforts to produce reliable model inputs. The workshop participants support the need for the establishment of an (in-)formal exchanges of information, as well as modeling approaches. The development of an informal network of research institutes and universities to help build a common dataset and exchange ideas on specific areas is proposed. Starting with an exchange of students would be a relative low-cost way to start such collaboration. It would be essential to focus on specific topics. It is also essential to maintain means of regular exchange of ideas between researchers in the different focus points.

How linear threads pack and coil is well known only for the ideal case of rigid containers, however. Here, we force long elastic rods into flexible spatial confinement borne by an elastic shell to examine under which conditions recently acquired knowledge on wire packing in rigid spheres breaks down. We find that unlike in rigid cavities, friction plays a key role by giving rise to the emergence of two distinct packing patterns. At low friction, the wire densely coils into an ordered toroidal bundle with semi-ellipsoidal cross section, while at high friction, it packs into a highly disordered, self-similar structure. These two morphologies are shown to be separated by a continuous phase transition.

    A protective diffusion barrier for metalized mirror structures is provided by a layer or coating of silicon nitride which is a very dense, transparent, dielectric material that is impervious to water, alkali, and other impurities and corrosive substances that typically attack the metal layers of mirrors and cause degradation of the mirrors' reflectivity. The silicon nitride layer can be deposited on the substrate before metal deposition thereon to stabilize the metal/substrate interface, and it can be deposited over the metal to encapsulate it and protect the metal from corrosion or other degradation. Mirrors coated with silicon nitride according to this invention can also be used as front surface mirrors. Also, the silver or other reflective metal layer on mirrors comprising thin, lightweight, flexible substrates of metal or polymer sheets coated with glassy layers can be protected with silicon nitride according to this invention.

    This paper describes a flexible and lightweight fabric supercapacitor electrode as a possible energy source in smart garments. We examined the electrochemical behavior of porous carbon materials impregnated into woven cotton and polyester fabrics using a traditional printmaking technique (screen printing). The porous structure of such fabrics makes them attractive for supercapacitor applications that need porous films for ion transfer between electrodes. We used cyclic voltammetry, galvanostatic cycling and electrochemical impedance spectroscopy to study the capacitive behaviour of carbon materials using nontoxic aqueous electrolytes including sodium sulfate and lithium sulfate. Electrodes coated with activated carbon (YP17) and tested at 0.25 A$g1 achieved a high gravimetric and areal capacitance, an average of 85 F$g1 on cotton lawn and polyester microfiber, both corresponding to 0.43 F$cm2.

The program is defined in three phases: Phase 1-Implementation Plan, Phase 2-Validation Testing and Phase 3-Field Testing. The Phase 1 program has been completed. Phase II was initiated in October 2004. In IGCC power plants, the gas turbine must be capable of operating on syngas as a primary fuel and an available back-up fuel such as natural gas. In this program the Rich Catalytic Lean (RCL{trademark}) technology is being developed as an ultra low NOx combustor. In this concept, ultra low NOx is achieved by stabilizing a lean premix combustion process by using a catalytic reactor to react part of the fuel, increasing the fuel/air mixture temperature. In Phase 1, the feasibility of the catalytic concept for syngas application has been evaluated and the key technology issues identified. In Phase II the catalytic concept will be demonstrated through subscale testing. Phase III will consist of full-scale combustor basket testing on natural gas and syngas.

    We describe a Bayesian approach to estimating luminosity functions. We derive the likelihood function and posterior probability distribution for the luminosity function, given the observed data, and we compare the Bayesian approach with maximum-likelihood by simulating sources from a Schechter function. For our simulations confidence intervals derived from bootstrapping the maximum-likelihood estimate can be too narrow, while confidence intervals derived from the Bayesian approach are valid. We develop our statistical approach for a flexible model where the luminosity function is modeled as a mixture of Gaussian functions. Statistical inference is performed using Markov chain Monte Carlo (MCMC) methods, and we describe a Metropolis-Hastings algorithm to perform the MCMC. The MCMC simulates random draws from the probability distribution of the luminosity function parameters, given the data, and we use a simulated data set to show how these random draws may be used to estimate the probability distribution for the luminosity function. In addition, we show how the MCMC output may be used to estimate the probability distribution of any quantities derived from the luminosity function, such as the peak in the space density of quasars. The Bayesian method we develop has the advantage that it is able to place accurate constraints on the luminosity function even beyond the survey detection limits, and that it provides a natural way of estimating the probability distribution of any quantities derived from the luminosity function, including those that rely on information beyond the survey detection limits.

    Provenance is dened as information about the origin of objects, a concept that applies to both physical and digital objects and often overlaps both. The use of provenance in systems designed for research is an important but forgotten feature. Provenance allows for proper and exact tracking of information, its use, its lineage, its derivations and other metadata that are important for correctly adhering to the scien- tic method. In our project's prescribed use of provenance, researchers can determine detailed information about the use of sensor data in their experiments on ORNL's Flexible Research Platforms (FRPs). Our project's provenance system, Provenance Data Management System (ProvDMS), tracks information starting with the creation of information by an FRP sensor. The system determines station information, sensor information, and sensor channel information. The system allows researchers to derive generations of experiments from the sensor data and tracks their hierarchical flow. Key points can be seen in the history of the information as part of the information's workflow. The concept of provenance and its usage in science is relatively new and while used in other cases around the world, our project's provenance diers in a key area. To keep track of provenance, most systems must be designed or redesigned around the new provenance system. Our system is designed as a cohesive but sepa- rate entity and allows for researchers to continue using their own methods of analysis without being constrained in their ways in order to track the provenance. We have designed ProvDMS using a lightweight provenance library, Core Provenance Library (CPL) v.6 In addition to keeping track of sensor data experiments and its provenance, ProvDMS also provides a web-enabled visualization of the inheritance.

    In this fuel flexible turbine system (FFTS) program, the Parker gasification system was further optimized, fuel composition of biomass gasification process was characterized and the feasibility of running Capstone MicroTurbine(TM) systems with gasification syngas fuels was evaluated. With high hydrogen content, the gaseous fuel from a gasification process of various feed stocks such as switchgrass and corn stover has high reactivity and high flashback propensity when running in the current lean premixed injectors. The research concluded that the existing C65 microturbine combustion system, which is designed for natural gas, is not able to burn the high hydrogen content syngas due to insufficient resistance to flashback (undesired flame propagation to upstream within the fuel injector). A comprehensive literature review was conducted on high-hydrogen fuel combustion and its main issues. For Capstone?s lean premixed injector, the main mechanisms of flashback were identified to be boundary layer flashback and bulk flow flashback. Since the existing microturbine combustion system is not able to operate on high-hydrogen syngas fuels, new hardware needed to be developed. The new hardware developed and tested included (1) a series of injectors with a reduced propensity for boundary layer flashback and (2) two new combustion liner designs (Combustion Liner Design A and B) that lead to desired primary zone air flow split to meet the overall bulk velocity requirement to mitigate the risk of core flashback inside the injectors. The new injector designs were evaluated in both test apparatus and C65/C200 engines. While some of the new injector designs did not provide satisfactory performance in burning target syngas fuels, particularly in improving resistance to flashback. The combustion system configuration of FFTS-4 injector and Combustion Liner Design A was found promising to enable the C65 microturbine system to run on high hydrogen biomass syngas. The FFTS-4 injector was tested in a C65 engine operating on 100% hydrogen and with the redesigned combustion liner - Combustion Liner Design A - installed. The results were promising for the FFTS program as the system was able to burn 100% hydrogen fuel without flashback while maintaining good combustion performance. While initial results have been demonstrated the feasibility of this program, further research is needed to determine whether these results will be repeated with FFTS-4 injectors installed in all injector ports and over a wide range of operating conditions and fuel variations.
