  4. Hybrid Electric Vehicle Fleet and Baseline Performance Testing

    The U.S. Department of Energy’s Advanced Vehicle Testing Activity (AVTA) conducts baseline performance and fleet testing of hybrid electric vehicles (HEV). To date, the AVTA has completed baseline performance testing on seven HEV models and accumulated 1.4 million fleet testing miles on 26 HEVs. The HEV models tested or in testing include: Toyota Gen I and Gen II Prius, and Highlander; Honda Insight, Civic and Accord; Chevrolet Silverado; Ford Escape; and Lexus RX 400h. The baseline performance testing includes dynamometer and closed track testing to document the HEV’s fuel economy (SAE J1634) and performance in a controlled environment. During fleet testing, two of each HEV model are driven to 160,000 miles per vehicle within 36 months, during which maintenance and repair events, and fuel use is recorded and used to compile life-cycle costs. At the conclusion of the 160,000 miles of fleet testing, the SAE J1634 tests are rerun and each HEV battery pack is tested. These AVTA testing activities are conducted by the Idaho National Laboratory, Electric Transportation Applications, and Exponent Failure Analysis Associates. This paper discusses the testing methods and results.

    Standard dynamometer test procedures are currently being developed to determine fuel and electrical energy consumption of plug-in hybrid vehicles (PHEV). To define a repeatable test procedure, assumptions were made about how PHEVs will be driven and charged. This study evaluates these assumptions by comparing results of PHEV dynamometer testing following proposed procedures to actual performance of PHEVs operating in the US Department of Energys (DOE) North American PHEV Demonstration fleet. Results show PHEVs in the fleet exhibit a wide range of energy consumption, which is not demonstrated in dynamometer testing. Sources of variation in performance are identified and examined.

    This report documents the characterization activities and findings of a former steam cleaning discharge area at the Nevada Test Site. The former steam cleaning site is located in Area 12 east of Fleet Operations Building 12-16. The characterization project was completed as a required condition of the ``Temporary Water Pollution Control Permit for the Discharge From Fleet Operations Steam Cleaning Facility`` issued by the Nevada Division of Environmental Protection. The project objective was to collect shallow soil samples in eight locations in the former surface discharge area. Based upon field observations, twelve locations were sampled on September 6, 1995 to better define the area of potential impact. Samples were collected from the surface to a depth of approximately 0.3 meters (one foot) below land surface. Discoloration of the surface soil was observed in the area of the discharge pipe and in localized areas in the natural drainage channel. The discoloration appeared to be consistent with the topographically low areas of the site. Hydrocarbon odors were noted in the areas of discoloration only. Samples collected were analyzed for bulk asbestos, Toxicity Characteristic Leaching Procedure (TCLP) metals, total petroleum hydrocarbons (TPHs), volatile organic compounds (VOCs), semi-volatile organic compounds (Semi-VOCs), and gamma scan.

    Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge.     Increased emphasis on energy efficiency and air quality has resulted in a number of state and federal initiatives examining the use of alternative fuels for motor vehicles. Texas' program for alternate fuels includes liquefied petroleum gas (LPG). Based on an analysis of 30-year life-cycle costs, development of a propane vehicle program for the Texas Department of Transportation (TxDOT) would cost about $24.3 million (in 1991 dollars). These costs include savings from lower-priced LPG and differentials between propane and gasoline/diesel in infrastructure costs for a fueling station, vehicle costs, and operating costs. The 30-year life-cycle costs translate into an average annual vehicle cost increase of $308, or about 2.5 cents more per vehicle mile of travel. Sensitivity analyses are performed on the discount rate, price of propane, maintenance savings, vehicle utilization, diesel vehicles, extended vehicle life, original equipment manufacturer (OEM) vehicles, and operating and infrastructure costs. The best results are obtained when not converting diesel vehicles, converting only large fleets, and extending the period the vehicle is kept in service. Combining these factors yields results that are most cost-effective for TxDOT. This is volume one of two volumes.

    This Corrective Action Decision Document (CADD) incorporates the methodology used for evaluating the remedial alternatives completed for a former steam cleaning discharge area at the Nevada Test Site (NTS). The former steam cleaning site is located in Area 12, east of the Fleet Operations Building 12-16. The discharge area has been impacted by Resource Conservation and Recovery Act (RCRA) F Listed volatile organic compounds (VOCs) and petroleum hydrocarbons waste. Based upon these findings, resulting from Phase 1 and Phase 2 site investigations, corrective action is required at the site. To determine the appropriate corrective action to be proposed, an evaluation of remedial alternatives was completed. The evaluation was completed using a Corrective Measures Study (CMS). Based on the results of the CMS, the favored closure alternative for the site is plugging the effluent discharge line, removing the sandbagged barrier, completing excavation of VOC impacted soils, and fencing the soil area impacted by total petroleum hydrocarbons (TPH), east of the discharge line and west of the soil berm. Management of the F Listed VOCs are dictated by RCRA. Due to the small volume of impacted soil, excavation and transportation to a Treatment Storage and Disposal Facility (TSDF) is the most practical method of management. It is anticipated that the TPH (as oil) impacted soils will remain in place based upon; the A through K Analysis, concentrations detected (maximum 8,600 milligrams per kilogram), expected natural degradation of the hydrocarbons over time, and the findings of the Phase 2 Investigation that vertical migration has been minimal.

    CleanFleet, formally known as the South Coast Alternative Fuels Demonstration, was a comprehensive demonstration of alternative fuel vehicles (AFVs) in daily commercial service. Between April 1992 and September 1994, five alternative fuels were tested in 84 panel vans: compressed natural gas (CNG), propane gas, methanol as M-85, California Phase 2 reformulated gasoline (RFG), and electricity. The AFVs were used in normal FedEx package delivery service in the Los Angeles basin alongside 27 {open_quotes}control{close_quotes} vans operating on regular gasoline. The liquid and gaseous fuel vans were model year 1992 vans from Ford, Chevrolet, and Dodge. The two electric vehicles (EVs) were on loan to FedEx from Southern California Edison. The AFVs represented a snapshot in time of 1992 technologies that (1) could be used reliably in daily FedEx operations and (2) were supported by the original equipment manufacturers (OEMs). A typical van is shown in Figure 2. The objective of the project was to demonstrate and document the operational, emissions, and economic status of alternative fuel, commercial fleet delivery vans in the early 1990s for meeting air quality regulations in the mid to late 1990s. During the two-year demonstration, CleanFleet`s 111 vehicles travelled more than three million miles and provided comprehensive data on three major topics: fleet operations, emissions, and fleet economics. Fleet operations were examined in detail to uncover and resolve problems with the use of the fuels and vehicles in daily delivery service. Exhaust and evaporative emissions were measured on a subset of vans as they accumulated mileage. The California Air Resources Board (ARB) measured emissions to document the environmental benefits of these AFVs. At the same time, CleanFleet experience was used to estimate the costs to a fleet operator using AFVs to achieve the environmental benefits of reduced emissions.

  7. Post-Closure Monitoring Report for Corrective Action Unit 339: Area 12 Fleet Operations Steam Cleaning Discharge Area Nevada Test Site, Nevada

    The Area 12 Fleet Operations Steam Cleaning site is located in the southeast portion of the Area 12 Camp at the Nevada Test Site (Figure 1). This site is identified in the Federal Facility Agreement and Consent Order (FFACO, 1996) as Corrective Action Site (CAS) 12-19-01 and is the only CAS assigned to Corrective Action Unit (CAU) 339. Post-closure sampling and inspection of the site were completed on March 23, 2001. Because of questionable representativeness and precision of the results, the site was resampled on June 12, 2001. Post-closure monitoring activities were scheduled biennially (every two years) in the Post-Closure Monitoring Plan provided in the December 1997 Closure Report for CAU 339: Area 12 Fleet Operations Steam Cleaning Discharge Area, Nevada Test Site (U.S. Department of Energy, Nevada Operations Office [DOE/NV], 1997). If after six years the rate of degradation appears to be so slow that the greatest concentration of total petroleum hydrocarbons (TPH) present at the site would not decay within 30 years of the site closure, the site will be reevaluated with consideration to enriching the impacted soil at the site to enhance the degradation process. A baseline for the site was established by sampling in 1997. Based on the recommendations from the 1999 post-closure monitoring report, samples were collected in 2000, earlier than originally proposed, because the 1999 sample results did not provide the expected decrease in TPH concentrations at the site. Sampling results from 2000 revealed favorable conditions for natural degradation at the CAU 339 site, but because of differing sample methods and heterogeneity of the soil, the data results from 2000 were not directly correlated with previous results. Post-closure monitoring activities for 2001 consisted of the following: Soil sample collection from three undisturbed plots (Plots A, B, and C, Figure 2); Sample analysis for TPH as oil and bio-characterization parameters (Comparative Enumeration Assay

    This document constitutes an addendum to the Closure Report for CAU 339: Area 12 Fleet Operations Steam Cleaning Discharge Area Nevada Test Site, December 1997 as described in the document Supplemental Investigation Report for FFACO Use Restrictions, Nevada Test Site, Nevada (SIR) dated November 2008. The SIR document was approved by NDEP on December 5, 2008. The approval of the SIR document constituted approval of each of the recommended UR removals. In conformance with the SIR document, this addendum consists of: • This page that refers the reader to the SIR document for additional information • The cover, title, and signature pages of the SIR document • The NDEP approval letter • The corresponding section of the SIR document This addendum provides the documentation justifying the cancellation of the UR for CAS 12-19-01, A12 Fleet Ops Steam Cleaning Efflu. This UR was established as part of a Federal Facility Agreement and Consent Order (FFACO) corrective action and is based on the presence of contaminants at concentrations greater than the action levels established at the time of the initial investigation (FFACO, 1996). Since this UR was established, practices and procedures relating to the implementation of risk-based corrective actions (RBCA) have changed. Therefore, this UR was reevaluated against the current RBCA criteria as defined in the Industrial Sites Project Establishment of Final Action Levels (NNSA/NSO, 2006). This re-evaluation consisted of comparing the original data (used to define the need for the UR) to risk-based final action levels (FALs) developed using the current Industrial Sites RBCA process. The re-evaluation resulted in a recommendation to remove the UR because contamination is not present at the site above the risk-based FALs. Requirements for inspecting and maintaining this UR will be canceled, and the postings and signage at this site will be removed.     The Federal Methanol Fleet Project concluded with the termination of data collection from the three fleet sites in February 1991. The Lawrence Berkeley Laboratory (LBL) completed five years of operation, Argonne National Laboratory (ANL) completed its fourth year in the project, and Oak Ridge National Laboratory (ORNL) completed its third. Twenty of the thirty-nine vehicles in the fleet were powered by fuel methanol (typically M85, 85 % methanol, 15 % unleaded gasoline, although the LBL fleet used M88), and the remaining control vehicles were comparable gasoline vehicles. Over 2.2 million km (1.4 million miles) were accumulated on the fleet vehicles in routine government service. Data collected over the years have included vehicle mileage and fuel economy, engine oil analysis, emissions, vehicle maintenance, and driver acceptance.     The Federal Methanol Fleet Project concluded with the termination of data collection from the three fleet sites in February 1991. The Lawrence Berkeley Laboratory (LBL) completed five years of operation, Argonne National Laboratory (ANL) completed its fourth year in the project, and Oak Ridge National Laboratory (ORNL) completed its third. Twenty of the thirty-nine vehicles in the fleet were powered by fuel methanol (typically M85, 85 % methanol, 15 % unleaded gasoline, although the LBL fleet used M88), and the remaining control vehicles were comparable gasoline vehicles. Over 2.2 million km (1.4 million miles) were accumulated on the fleet vehicles in routine government service. Data collected over the years have included vehicle mileage and fuel economy, engine oil analysis, emissions, vehicle maintenance, and driver acceptance.     The Nuclear Waste Policy Act of 1982 assigned to the Department of Energy's (DOE) Office of Civilian Waste Management the responsibility for disposing of high-level waste and spent fuel. A significant part of that responsibility involves transporting nuclear waste materials within the federal waste management system; that is, from the waste generator to the repository. The lead responsibility for transportation operations has been assigned to Oak Ridge Operations, with Oak Ridge National Laboratory (ORNL) providing technical support through the Transportation Operations Support Task Group. One of the ORNL support activities involves assessing what facilities, equipment and services are required to assure that an acceptable, cost-effective and safe transportation operations system can be designed, operated and maintained. This study reviews, surveys and assesses the experience of Nuclear Assurance Corporation (NAC) in operating a fleet of spent-fuel shipping casks to aid in developing the spent-fuel transportation system.

    The costs that face a fleet operator in implementing alternative motor fuels into fleet operations are examined. Five alternatives studied in the CleanFleet project are considered for choice of fuel: compressed natural gas, propane gas, California Phase 2 reformulated gasoline, M-85, and electricity. The cost assessment is built upon a list of thirteen cost factors grouped into the three categories: infrastructure costs, vehicle owning costs, and operating costs. Applicable taxes are included. A commonly used spreadsheet was adapted as a cost assessment tool. This tool was used in a case study to estimate potential costs to a typical fleet operator in package delivery service in the 1996 time frame. In addition, because electric cargo vans are unlikely to be available for the 1996 model year from original equipment manufacturers, the case study was extended to the 1998 time frame for the electric vans. Results of the case study are presented in cents per mile of vehicle travel for the fleet. Several options available to the fleet for implementing the fuels are examined.

    Research is needed to understand the role of particulates in the migration of radionuclides away from the sites of nuclear tests at the Nevada Test Site. The process of testing itself may produce a reservoir of particles to serve as vectors for the transport of long-lived radionuclides in groundwater. Exploratory experiments indicate the presence of numerous particulates in the vicinity of the Cambric test but a much lower loading in a nearby well that has been pumped continuously for 15 years. Recent groundwater colloid research is briefly reviewed to identify sampling and characterization methods that may be applicable at the Nevada Test Site.

    The objective of this program was to quantify the emissions from heavy-duty vehicles operating on alternative fuels or advanced fuel blends, often with novel engine technology or aftertreatment. In the first year of the program West Virginia University (WVU) researchers determined that a transportable chassis dynamometer emissions measurement approach was required so that fleets of trucks and buses did not need to be ferried across the nation to a fixed facility. A Transportable Heavy-Duty Vehicle Emissions Testing Laboratory (Translab) was designed, constructed and verified. This laboratory consisted of a chassis dynamometer semi-trailer and an analytic trailer housing a full scale exhaust dilution tunnel and sampling system which mimicked closely the system described in the Code of Federal Regulations for engine certification. The Translab was first used to quantify emissions from natural gas and methanol fueled transit buses, and a second Translab unit was constructed to satisfy research demand. Subsequent emissions measurement was performed on trucks and buses using ethanol, Fischer-Tropsch fuel, and biodiesel. A medium-duty chassis dynamometer was also designed and constructed to facilitate research on delivery vehicles in the 10,000 to 20,000lb range. The Translab participated in major programs to evaluate low-sulfur diesel in conjunction with passively regenerating exhaust particulate filtration technology, and substantial reductions in particulate matter were recorded. The researchers also participated in programs to evaluate emissions from advanced natural gas engines with closed loop feedback control. These natural gas engines showed substantially reduced levels of oxides of nitrogen. For all of the trucks and buses characterized, the levels of carbon monoxide, oxides of nitrogen, hydrocarbons, carbon dioxide and particulate matter were quantified, and in many cases non-regulated species such as aldehydes were also sampled.     The purpose of this project was to build upon the research, development and testing experience of the Northwest National Marine Renewable Energy Center (NNMREC) to establish a non-grid connected open-ocean testing facility for wave energy converters (WECs) off the coast of Newport, Oregon. The test facility would serve as the first facility of its kind in the continental US with a fully energetic wave resource where WEC technologies could be proven for west coast US markets. The test facility would provide the opportunity for self-contained WEC testing or WEC testing connected via an umbilical cable to a mobile ocean test berth (MOTB). The MOTB would act as a “grid surrogate” measuring energy produced by the WEC and the environmental conditions under which the energy was produced. In order to realize this vision, the ocean site would need to be identified through outreach to community stakeholders, and then regulatory and permitting processes would be undertaken. Part of those processes would require environmental baseline studies and site analysis, including benthic, acoustic and wave resource characterization. The MOTB and its myriad systems would need to be designed and constructed.The first WEC test at the facility with the MOTB was completed within this project with the WET-NZ device in summer 2012. In summer 2013, the MOTB was deployed with load cells on its mooring lines to characterize forces on mooring systems in a variety of sea states. Throughout both testing seasons, studies were done to analyze environmental effects during testing operations. Test protocols and best management practices for open ocean operations were developed. As a result of this project, the non-grid connected fully energetic WEC test facility is operational, and the MOTB system developed provides a portable concept for WEC testing. The permitting process used provides a model for other wave energy projects, especially those in the Pacific Northwest that have similar

    Collect and evaluate data on federal fleet operations as part of the Advanced Vehicle Testing Activity’s Federal Fleet Vehicle Data Logging and Characterization Study. The Advanced Vehicle Testing Activity study seeks to collect and evaluate data to validate the utilization of advanced plug-in electric vehicle (PEV) transportation. This report summarizes the fleets studied to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.

    The US DOE was and is instrumental to NFRC's beginning and its continued success. The 2005 to 2009 funding enables NFRC to continue expanding and create new, improved ratings procedures. Research funded by the US DOE enables increased fenestration energy rating accuracy. International harmonization efforts supported by the US DOE allow the US to be the global leader in fenestration energy ratings. Many other governments are working with the NFRC to share its experience and knowledge toward development of their own national fenestration rating process similar to the NFRC's. The broad and diverse membership composition of NFRC allows anyone with a fenestration interest to come forward with an idea or improvement to the entire fenestration community for consideration. The NFRC looks forward to the next several years of growth while remaining the nation's resource for fair, accurate, and credible fenestration product energy ratings. NFRC continues to improve its rating system by considering new research, methodologies, and expanding to include new fenestration products. Currently, NFRC is working towards attachment energy ratings. Attachments are blinds, shades, awnings, and overhangs. Attachments may enable a building to achieve significant energy savings. An NFRC rating will enable fair competition, a basis for code references, and a new ENERGY STAR product category. NFRC also is developing rating methods to consider non specular glazing such as fritted glass. Commercial applications frequently use fritted glazing, but no rating method exists. NFRC is testing new software that may enable this new rating and contribute further to energy conservation. Around the world, many nations are seeking new energy conservation methods and NFRC is poised to harmonize its rating system assisting these nations to better manage and conserve energy in buildings by using NFRC rated and labeled fenestration products. As this report has shown, much more work needs to be done to

    This report describes a fleet study conducted over a 12-month period to evaluate the operation of dedicated compress natural gas (CNG) Ford Crown Victoria sedans in a taxicab fleet. In the study, we assess the performance and reliability of the vehicles and the cost of operating the CNG vehicles compared to gasoline vehicles. The study results reveal that the CNG vehicles operated by this fleet offer both economic and environmental advantages. The total operating costs of the CNG vehicles were about 25% lower than those of the gasoline vehicles. The CNG vehicles performed as well as the gasoline vehicles, and were just as reliable. Barwood representatives and drivers have come to consider the CNG vehicles an asset to their business and to the air quality of the local community.

    The purpose of DE-EE0001552 was to develop and deploy a combination of trailer aerodynamic devices and low rolling resistance tires that reduce fuel consumption of a class 8 heavy duty tractor-trailer combination vehicle by 15%. There were 3 phases of the project: Phase 1 – Perform SAE Typed 2 track tests with multiple device combinations. Phase 2 – Conduct a fleet evaluation with selected device combination. Phase 3 – Develop the devices required to manufacture the aerodynamic trailer. All 3 phases have been completed. There is an abundance of available trailer devices on the market, and fleets and owner operators have awareness of them and are purchasing them. The products developed in conjunction with this project are at least in their second round of refinement. The fleet test undertaken showed an improvement of 5.5 – 7.8% fuel economy with the devices (This does not include tire contribution).

    The CleanFleet alternative fuels demonstration project evaluated five alternative motorfuels in commercial fleet service over a two-year period. The five fuels were compressed natural gas, propane gas, California Phase 2 reformulated gasoline (RFG), M-85 (85 percent methanol and 15 percent RFG), and electric vans. Eight-four vans were operated on the alternative fuels and 27 vans were operated on gasoline as baseline controls. Throughout the demonstration information was collected on fleet operations, vehicle emissions, and fleet economics. In this volume of the CleanFleet findings, the design and implementation of the project are summarized.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe results of testing done on a plug-in hybrid electric Ford Escape Advanced Research Vehicle, an experimental model not currently for sale. The baseline performance testing provides a point of comparison for the other test results. Taken together, these reports give an overall view of how this vehicle functions under extensive testing. This research was conducted by Idaho National Laboratory.

    Measurements of exhaust and evaporative emissions from Clean Fleet vans running on M-85, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), propane gas, and a control gasoline (RF-A) are presented. Three vans from each combination of vehicle manufacturer and fuel were tested at the California Air Resources Board (ARB) as they accumulated mileage in the demonstration. Data are presented on regulated emissions, ozone precursors, air toxics, and greenhouse gases. The emissions tests provide information on in-use emissions. That is, the vans were taken directly from daily commercial service and tested at the ARB. The differences in alternative fuel technology provide the basis for a range of technology options. The emissions data reflect these differences, with classes of vehicle/fuels producing either more or less emissions for various compounds relative to the control gasoline.

  12. LNG fleet increases in size and capabilities

    The LNG fleet as of early 1997 consisted of 99 vessels with total cargo capacity of 10.7 million cu m, equivalent to approximately 4.5 million tons. One of the newest additions to the fleet, the 137,000-cu m tanker Al Zubarah, is five times the size of the original commercial vessel Methane Princess. Al Zubarah`s first loading of more than 60,000 tons occurred in December 1996 for deliver to Japanese buyers from the newly commissioned Qatargas LNG plant at Ras Laffan. That size cargo contains enough clean-burning energy to heat 60,000 homes in Japan for 1 month. Measuring nearly 1,000 ft long, the tanker is among the largest in the industry fleet and joined 70 other vessels of more than 100,000 cu m. Most LNG tankers built since 1975 have been larger-capacity vessels. The paper discusses LNG shipping requirements, containment systems, vessel design, propulsion, construction, operations and maintenance, and the future for larger vessels.

The Advanced Vehicle Testing Activity’s study seeks to collect and evaluate data to validate use of advanced plug-in electric vehicle (PEV) transportation. This report focuses on US Department of Navy's fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of PEVs into the agency’s fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively referred to as PEVs) can fulfill the mission requirements.

    There have been extensive studies of the current and potential environmental impact of Russian Northern fleet activities. However, despite the fact that the total number of ships in both fleets are comparable, there have been very few studies published in the open literature of the impact of the Pacific fleet. This study of the Pacific fleet's impact on neighboring countries was undertaken to partially remedy this lack of analysis. This study is focused on an evaluation of the inventory of major sources of radioactive material associated with the decommissioning of nuclear submarines, and an evaluation of releases to the atmosphere and their long-range (>100km) transboundary transport.

    Automotive and energy researchers have made considerable efforts to predict the impact of plug-in hybrid vehicle (PHEV) charging on the electrical grid. This work has been done primarily through computer modeling and simulation. The US Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA), in partnership with the University of California at Davis’s Institute for Transportation Stuides, have been collecting data from a diverse fleet of PHEVs. The AVTA is conducted by the Idaho National Laboratory for DOE’s Vehicle Technologies Program. This work provides the opportunity to quantify the petroleum displacement potential of early PHEV models, and also observe, rather than simulate, the charging behavior of vehicle users. This paper presents actual charging behavior and the resulting electricity demand from these PHEVs operating in undirected, real-world conditions. Charging patterns are examined for both commercial-use and personal-use vehicles. Underlying reasons for charging behavior in both groups are also presented.

    Research and development efforts are required to address aging and reliability concerns of the existing fleet of nuclear power plants. As most plants continue to operate beyond the license life (i.e., towards 60 or 80 years), plant components are more likely to incur age-related degradation mechanisms. To assess and manage the health of aging plant assets across the nuclear industry, the Electric Power Research Institute has developed a web-based Fleet-Wide Prognostic and Health Management (FW-PHM) Suite for diagnosis and prognosis. FW-PHM is a set of web-based diagnostic and prognostic tools and databases, comprised of the Diagnostic Advisor, the Asset Fault Signature Database, the Remaining Useful Life Advisor, and the Remaining Useful Life Database, that serves as an integrated health monitoring architecture. The main focus of this paper is the implementation of prognostic models for generator step-up transformers in the FW-PHM Suite. One prognostic model discussed is based on the functional relationship between degree of polymerization, (the most commonly used metrics to assess the health of the winding insulation in a transformer) and furfural concentration in the insulating oil. The other model is based on thermal-induced degradation of the transformer insulation. By utilizing transformer loading information, established thermal models are used to estimate the hot spot temperature inside the transformer winding.     In an effort to reduce national dependence on imported oil and to improve urban air quality, the US Department of Energy (DOE) is promoting the development and deployment of alternative fuels and alternative fuel vehicles (AFVs). To support this activity, DOE has directed the National Renewable Energy Laboratory (NREL) to develop and conduct projects to evaluate the performance and acceptability of light-duty AFVs compared to similar gasoline vehicles. As part of this effort, NREL has undertaken a number of evaluation projects, including conducting telephone surveys with fleet managers and drivers of AFVs in the federal fleet. This report summarizes the results of the survey of state and city government fleet managers.

    The South Coast Alternative Fuels Demonstration, called CleanFleet, was conducted in the Los Angeles area from April 1992 through September 1994. The demonstration consisted of 111 package delivery vans operating on five alternative fuels and the control fuel, unleaded gasoline. The alternative fuels were propane gas, compressed natural gas, California Phase 2 reformulated gasoline (RFG), methanol with 15 percent RFG (called M-85), and electricity. This volume of the eight volume CleanFleet final report is a summary of the project design and results of the analysis of data collected during the demonstration on vehicle maintenance and durability, fuel economy, employee attitudes, safety and occupational hygiene, emissions, and fleet economics.

    A thorough review is provided on nuclear fuels for steady-state thermal research and test reactors. The review was conducted to provide a documented data base in support of recent advances in research and test reactor fuel development, manufacture, and demonstration in response to current US policy on availability of enriched uranium. The review covers current fabrication practice, fabrication development efforts, irradiation performance, and properties affecting fuel utilization, including thermal conductivity, specific heat, density, thermal expansion, corrosion, phase stability, mechanical properties, and fission-product release. The emphasis is on US activities, but major work in Europe and elsewhere is included. The standard fuel types discussed are the U-Al alloy, UZrH/sub x/, and UO/sub 2/ rod fuels. Among new fuels, those given major emphasis include H/sub 3/Si-Al dispersion and UO/sub 2/ caramel plate fuels.

To foster direct communication and exchange of ideas among the specialist in this area, the Reduced Enrichment Research and Test Reactor (RERTR) Program, at the Argonne National Laboratory, sponsored this meeting as the ninth of a series which began in 1978. All previous meetings of this series are listed on the facing page. The focus of this meeting was on the LEU fuel demonstration which was in progress at the Oak Ridge Research (ORR) reactor, not far from where the meeting was held. The visit to the ORR, where a silicide LEU fuel with 4.8 g A/cm/sup 3/ was by then in routine use, illustrated how far work has progressed.

CPEN is an interactive FORTRAN program whose purpose is to produce estimates of fleet-market-penetration rates of alternative passenger cars that can be described in terms of specific physical and economic attributes. The data were derived from questionnaires distributed to fleet operators affiliated with National Association of Fleet Administrators (NAFA). Besides the NAFA data, CPEN uses 48 variables that are interactively inserted. Complete data-input descriptions are included in the manual along with algorithm and application flowcharts. Examples of complete successful simulator runs are included for alternative program paths. A listing of the computer program and a glossary for CPEN are included.

    Federal fleets are a frequent subject of legislative and executive efforts to lead a national transition to alternative fuels and advanced vehicle technologies. Section 701 of the Energy Policy Act of 2005 requires that all dual-fueled alternative fuel vehicles in the federal fleet be operated on alternative fuel 100% of the time when they have access to it. However, in Fiscal Year (FY) 2012, drivers of federal flex fuel vehicles (FFV) leased through the General Services Administration refueled with E85 24% of the time when it was available--falling well short of the mandate. The U.S. Department of Energy's National Renewable Energy Laboratory completed a 2-year Laboratory Directed Research and Development project to identify the factors that influence the refueling behavior of federal FFV drivers. The project began with two primary hypotheses. First, information scarcity increases the tendency to miss opportunities to purchase E85. Second, even with perfect information, there are limits to how far drivers will go out of their way to purchase E85. This paper discusses the results of the project, which included a June 2012 survey of federal fleet drivers and an empirical analysis of actual refueling behavior from FY 2009 to 2012. This research will aid in the design and implementation of intervention programs aimed at increasing alternative fuel use and reducing petroleum consumption.

    The goal of the U.S. Department of Energy's (DOE) Loaner Program is to increase the awareness, deployment, and use of electric vehicles (EVs) in Federal fleets. The Loaner Program accomplishes this by providing free EVs to Federal fleets on a loaner basis, generally for 1 or 2 months. The Program partners DOE with six electric utilities, with DOE providing financial support and some leads on Federal fleets interested in obtaining EVs. The utilities obtain the vehicles, identify candidate loaner fleets, loan the vehicles, provide temporary charging infrastructure, provide overall support to participating Federal fleets, and support fleets with their leasing decisions. While the utilities have not had the success initially envisioned by themselves, DOE, the Edison Electric Institute, and the Electric Vehicle Association of the Americas, the utilities can not be faulted for their efforts, as they are not the entity that makes the ultimate lease or no-lease decision. Some external groups have suggested to DOE that they direct other federal agencies to change their processes to make loaning vehicles easier; this is simply not within the power of DOE. By law, a certain percentage of all new vehicle acquisitions are supposed to be alternative fuel vehicles (AFV); however, with no enforcement, the federal agencies are not compelled to lease AFVs such as electric vehicles.

    The activity in the cooling systems research involves research on high performance dehumidifiers and chillers that can operate efficiently with the variable thermal outputs and delivery temperatures associated with solar collectors. It also includes work on advanced passive cooling techniques. This report describes the work conducted to improve the durability of solid desiccant dehumidifiers by investigating the causes of degradation of desiccant materials from airborne contaminants and thermal cycling. The performance of a dehumidifier strongly depends on the physical properties and durability of the desiccant material. To make durable and reliable dehumidifiers, an understanding is needed of how and to what degree the performance of a dehumidifier is affected by desiccant degradation. This report, an account of work under Cooling Systems Research, documents the efforts to design and fabricate a test facility to investigate desiccant contamination based on industry and academia recommendations. It also discusses the experimental techniques needed for obtaining high-quality data and presents plans for next year. Researchers of the Mechanical and Industrial Technology Division performed this work at the Solar Energy Research Institute in FY 1988 for DOE's Office of Solar Heat Technologies. 7 refs., 19 figs., 1 tab.

    CleanFleet is a demonstration of panel vans operating on five alternative motorfuels in commercial package delivery operations in the South Coast Air Basin of California. The five alternative fuels are propane gas, compressed natural gas (CNG), California Phase 2 reformulated gasoline (RFG), methanol (M-85 with 15 percent RFG), and electricity. Data were gathered on in-use emissions, operations, and fleet economics. This volume of the final report summarizes the maintenance required on these vans from the time they were introduced into the demonstration (April through early November 1992) until the end of the demonstration in September 1994. The vans were used successfully in FedEx operations; but, to varying degrees, the alternative fuel vehicles required more maintenance than the unleaded gasoline control vehicles. The maintenance required was generally associated with the development state of the fuel-related systems. During the demonstration, no non-preventive maintenance was required on the highly developed fuel-related systems in any of the unleaded gasoline production vehicles used either as controls or as RFG test vehicles. The maintenance problems encountered with the less developed systems used in this demonstration may persist in the short term with vehicles featuring the same or similar systems. This means that fleet operators planning near-term acquisitions of vehicles incorporating such systems should consider the potential for similar problems when (1) selecting vendors and warranty provisions and (2) planning maintenance programs.

  9. NGV fleet fueling station business plan: A public, private and utility partnership to identify economical business options for implementation of CNG fueling infrastructure

    The City of Long Beach recently incorporated an additional 61 natural gas vehicles (NGV) within its own fleet, bringing the City`s current NGV fleet to 171 NGVs. During January 1992, the City opened its first public access compressed natural gas (CNG) fueling station (86 CFM). This action served as the City`s first step toward developing the required CNG infrastructure to accommodate its growing NGV fleet, as well as those of participating commercial and private fleet owners. The City of Long Beach is committed to promoting NGVs within its own fleet, as well as encouraging NGV use by commercial and private fleet owners and resolving market development barriers. The NGV Business Plan provides recommendations for priority locations, station size and design, capital investment, partnership and pricing options. The NGV Business Plan also includes an econometric model to calculate CNG infrastructure cost recovery options, based on CNG market research within the City of Long Beach and Southern California area. Furthermore, the NGV Business Plan provides the City with a guide regarding CNG infrastructure investment, partnerships and private fueling programs. Although the NGV Business Plan was developed to address the prevailing CNG-related issues affecting the City of Long Beach, the methodology used within the NGV Business Plan and, more significantly, the accompanying econometric model will assist local governments, nation-wide, in the successful implementation of similar CNG infrastructures required for effective market penetration of NGVs.

    The U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA) tests plug-in hybrid electric vehicles (PHEV) in closed track, dynamometer and onroad testing environments. The onroad testing includes the use of dedicated drivers on repeated urban and highway driving cycles that range from 10 to 200 miles, with recharging between each loop. Fleet demonstrations with onboard data collectors are also ongoing with PHEVs operating in several dozen states and Canadian Provinces, during which trips- and miles-per-charge, charging demand and energy profiles, and miles-per-gallon and miles-per-kilowatt-hour fuel use results are all documented, allowing an understanding of fuel use when vehicles are operated in charge depleting, charge sustaining, and mixed charge modes. The intent of the PHEV testing includes documenting the petroleum reduction potential of the PHEV concept, the infrastructure requirements, and operator recharging influences and profiles. As of May 2008, the AVTA has conducted track and dynamometer testing on six PHEV conversion models and fleet testing on 70 PHEVs representing nine PHEV conversion models. A total of 150 PHEVs will be in fleet testing by the end of 2008, all with onboard data loggers. The onroad testing to date has demonstrated 100+ miles per gallon results in mostly urban applications for approximately the first 40 miles of PHEV operations. The primary goal of the AVTA is to provide advanced technology vehicle performance benchmark data for technology modelers, research and development programs, and technology goal setters. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (ITSNA) to collect data on federal fleet operations as part of the Advanced Vehicle Testing Activity's Federal Fleet Vehicle Data Logging and Characterization study. The Advanced Vehicle Testing Activity study seeks to collect data to validate the utilization of advanced electric drive vehicle transportation. This report focuses on the Golden Gate National Recreation Area (GGNRA) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies' fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. GGNRA identified 182 vehicles in its fleet, which are under the management of the U.S. General Services Administration. Fleet vehicle mission categories are defined in Section 4, and while the GGNRA vehicles conduct many different missions, only two (i.e., support and law enforcement missions) were selected by agency management to be part of this fleet evaluation. The selected vehicles included sedans, trucks, and sport-utility vehicles. This report will show that battery electric vehicles and/or PHEVs are capable of performing the required missions and providing an alternative vehicle for support vehicles and PHEVs provide the same for law enforcement, because each has a sufficient range for individual trips and time is available each day for charging to accommodate multiple trips per day.     The report summarizes what transpired during brake linings-related workshop held at the Fall 2003 meeting of the Technology and Maintenance Council (TMC) in Charlotte, NC. The title of the workshop was ''Developing a Useful Friction Material Rating System''. It was organized by a team consisting of Peter Blau (Oak Ridge National Laboratory), Jim Britell (National Highway Traffic Safety Administration), and Jim Lawrence (Motor and Equipment Manufacturers Association). The workshop was held under the auspices of TMC Task Force S6 (Chassis), chaired by Joseph Stianche (Sanderson Farms, Inc.). Six invited speakers during the morning session provided varied perspectives on testing and rating aftermarket automotive and truck brake linings. They were: James R. Clark, Chief Engineer, Foundation Brakes and Wheel Equipment, Dana Corporation, Spicer Heavy Axle and Brake Division; Charles W. Greening, Jr, President, Greening Test Labs; Tim Duncan, General Manager, Link Testing Services;Dennis J. McNichol, President, Dennis NationaLease; Jim Fajerski, Business Manager, OE Sales and Applications Engineering, Federal Mogul Corporation; and Peter J. Blau, Senior Materials Development Engineer, Oak Ridge National Laboratory. The afternoon break-out sessions addressed nine questions concerning such issues as: ''Should the federal government regulate aftermarket lining quality?''; ''How many operators use RP 628, and if so, what's good or bad about it?''; and ''Would there be any value to you of a vocation-specific rating system?'' The opinions of each discussion group, consisting of 7-9 participants, were reported and consolidated in summary findings on each question. Some questions produced a greater degree of agreement than others. In general, the industry seems eager for more information that would allow those who are responsible for maintaining truck brakes to make better, more informed choices on aftermarket linings.     Fuel economy estimates are provided for the CleanFleet vans operated for two years by FedEx in Southern California. Between one and three vehicle manufacturers (Chevrolet, Dodge, and Ford) supplied vans powered by compressed natural gas (CNG), propane gas, California Phase 2 reformulated gasoline (RFG), methanol (M-85), and unleaded gasoline as a control. Two electric G-Vans, manufactured by Conceptor Corporation, were supplied by Southern California Edison. Vehicle and engine technologies are representative of those available in early 1992. A total of 111 vans were assigned to FedEx delivery routes at five demonstration sites. The driver and route assignments were periodically rotated within each site to ensure that each vehicle would experience a range of driving conditions. Regression analysis was used to estimate the relationships between vehicle fuel economy and factors such as the number of miles driven and the number of delivery stops made each day. The energy adjusted fuel economy (distance per energy consumed) of the alternative fuel vans operating on a typical FedEx duty cycle was between 13 percent lower and 4 percent higher than that of control vans from the same manufacturer. The driving range of vans operating on liquid and gaseous alternative fuels was 1 percent to 59 percent lower than for vans operating on unleaded gasoline. The driving range of the electric G-Vans was less than 50 miles. These comparisons are affected to varying degrees by differences in engine technology used in the alterative fuel and control vehicles. Relative fuel economy results from dynamometer emissions tests were generally consistent with those obtained from FedEx operations.

    The mission of the US Department of Energy's Office of Transportation Technologies is to promote the development and deployment of transportation technologies that reduce US dependence on foreign oil, while helping to improve the nation's air quality and promoting US competitiveness. In support of this mission, DOE has directed the National Renewable Energy Laboratory to conduct projects to evaluate the performance and acceptability of alternative fuel vehicles. NREL has undertaken several fleet study projects, which seek to provide objective real-world fleet experiences with AFVs. For this type of study we collect, analyze, and report on operational, cost, emissions, and performance data from AFVs being driven in a fleet application. The primary purpose of such studies is to make real-world information on AFVs available to fleet managers and other potential AFV purchasers. For this project, data was collected from 13 passenger vans operating in the Boulder/Denver, Colorado area. The study vehicles were all 1999 Ford E-350 passenger vans based at SuperShuttle's Boulder location. Five of the vans were dedicated CNG, five were bi-fuel CNG/gasoline, and three were standard gasoline vans that were used for comparison.

    The high-performance networking requirements for next generation large-scale applications belong to two broad classes: (a) high bandwidths, typically multiples of 10Gbps, to support bulk data transfers, and (b) stable bandwidths, typically at much lower bandwidths, to support computational steering, remote visualization, and remote control of instrumentation. Current Internet technologies, however, are severely limited in meeting these demands because such bulk bandwidths are available only in the backbone, and stable control channels are hard to realize over shared connections. The UltraScience Net (USN) facilitates the development of such technologies by providing dynamic, cross-country dedicated 10Gbps channels for large data transfers, and 150 Mbps channels for interactive and control operations. Contributions of the USN project are two-fold: (a) Infrastructure Technologies for Network Experimental Facility: USN developed and/or demonstrated a number of infrastructure technologies needed for a national-scale network experimental facility. Compared to Internet, USN's data-plane is different in that it can be partitioned into isolated layer-1 or layer-2 connections, and its control-plane is different in the ability of users and applications to setup and tear down channels as needed. Its design required several new components including a Virtual Private Network infrastructure, a bandwidth and channel scheduler, and a dynamic signaling daemon. The control-plane employs a centralized scheduler to compute the channel allocations and a signaling daemon to generate configuration signals to switches. In a nutshell, USN demonstrated the ability to build and operate a stable national-scale switched network. (b) Structured Network Research Experiments: A number of network research experiments have been conducted on USN that cannot be easily supported over existing network facilities, including test-beds and production networks.     A facility for testing different components for HCPV application has been developed in the framework of 'Fotovoltaico ad Alta Efficienza' (FAE) project funded by the Sicilian Regional Authority (PO FESR Sicilia 2007/2013 4.1.1.1). The testing facility is equipped with an heliostat providing a wide solar beam inside the lab, an optical bench for mounting and aligning the HCPV components, electronic equipments to characterize the I-V curves of multijunction cells operated up to 2000 suns, a system to circulate a fluid in the heat sink at controlled temperature and flow-rate, a data logging system with sensors to measure temperatures in several locations and fluid pressures at the inlet and outlet of the heat sink, and a climatic chamber with large test volume to test assembled HCPV modules.

    Safety Sensor Testing Laboratory The Safety Sensor Testing Laboratory at NREL's Energy Systems Integration Facility aims to ensure that hydrogen sensor technology is available to meet end-user needs and to foster the proper use of sensors.     The experiences of couriers, operations managers, vehicle handlers (refuelers), and mechanics who drove and/or worked with alternative fuel vehicles, and the attitudes and perceptions of people with these experiences, are examined. Five alternative fuels studied in the CleanFleet project are considers& compressed natural gas, propane gas, California Phase 2 reformulated gasoline, M-85, and electricity. The three major areas of interest include comparative analysis of issues such as health, safety and vehicle performance, business issues encompassing several facets of station operations, and personal commentary and opinions about the CleanFleet project and the alterative fuels. Results of the employee attitude assessment are presented as both statistical and qualitative analysis.

    General Motors, LLC and energy partner Shell Hydrogen, LLC, deployed a system of hydrogen fuel cell electric vehicles integrated with a hydrogen fueling station infrastructure to operate under real world conditions as part of the U.S. Department of Energy's Controlled Hydrogen Fleet and Infrastructure Validation and Demonstration Project. This technical report documents the performance and describes the learnings from progressive generations of vehicle fuel cell system technology and multiple approaches to hydrogen generation and delivery for vehicle fueling.
