    The results of an experimental analysis (boundary layer wind tunnel test) of the aerodynamic forces resulting from winds acting on flat plate photovoltaic arrays are presented. Local pressure coefficient distributions and normal force coefficients on the arrays are shown and compared to theoretical results. Parameters that were varied when determining the aerodynamic forces included tilt angle, array separation, ground clearance, protective wind barriers, and the effect of the wind velocity profile. Recommended design wind forces and pressures are presented, which envelop the test results for winds perpendicular to the array's longitudinal axis. This wind direction produces the maximum wind loads on the arrays except at the array edge where oblique winds produce larger edge pressure loads.

    Cost goals were developed for the collector which led to the rejection of conventional approaches and to the exploration of thin-film technology. A thin-film sola absorber suited for high-speed continous-roll manufacture at low cost was designed. The absorber comprises two sheets of aluminum-foil/polymeric-material laminate bonded together at intervals to form channels with water as the heat transfer fluid. Several flat-plate panels were fabricated and tested. (MHR)

    The System Advisor Model (SAM) is a free software tool that performs detailed analysis of both system performance and system financing for a variety of renewable energy technologies. This report provides detailed validation of the SAM flat plate photovoltaic performance model by comparing SAM-modeled PV system generation data to actual measured production data for nine PV systems ranging from 75 kW to greater than 25 MW in size. The results show strong agreement between SAM predictions and field data, with annualized prediction error below 3% for all fixed tilt cases and below 8% for all one axis tracked cases. The analysis concludes that snow cover and system outages are the primary sources of disagreement, and other deviations resulting from seasonal biases in the irradiation models and one axis tracking issues are discussed in detail.

    Two separate one-dimensional analyses have been developed for the prediction of the thermal and electrical performance of both liquid and air flat-plate photovoltaic/thermal (PV/T) collectors. The analyses account for the temperature difference between the primary insolation absorber (the photovoltaic cells) and the secondary absorber (a thermal absorber flat plate). The results of the analyses are compared with test measurements, and therefrom, design recommendations are made to maximize the total energy extracted from the collectors.

  13. Fire characterization and object thermal response for a large flat plate adjacent to a large JP-4 fuel fire

    A series of three 18.9 m diameter JP-4 pool fire experiments with a large (2.1 m X 4.6 m), flat plate calorimeter adjacent to the fuel pool were recently performed. The objectives of these experiments were to: (1) gain a better understanding of fire phenomenology, (2) provide empirical input parameter estimates for simplified, deterministic Risk Assessment Compatible Fire Models (RACFMs), (3) assist in continuing fire field model code validation and development, and (4) enhance the data base of fire temperature and heat flux to object distributions. Due to different wind conditions during each experiment, data were obtained for conditions where the plate was not engulfed, fully-engulfed and partially engulfed by the continuous flame zone. Results include the heat flux distribution to the plate and flame thermocouple temperatures in the vicinity of the plate and at two cross sections within the lower region of the continuous flame zone. The results emphasize the importance of radiative coupling (i.e. the cooling of the flames by a thermally massive object) and convective coupling (including object-induced turbulence and object/wind/flame interactions) in determining the heat flux from a fire to an object. The formation of a secondary flame zone on an object adjacent to a fire via convective coupling (which increases the heat flux by a factor of two) is shown to be possible when the object is located within a distance equal to the object width from the fire.

    With the growing interest in conserving the environmental conditions, much attention is being paid to Solid Oxide Fuel Cell (SOFC), which has high energy-conversion efficiency. Many organizations have conducted studies on tubular and flat type SOFCs. Nippon Telegraph and Telephone Corporation (NTT) has studied a combined tubular flat-plate SOFC, and already presented the I-V characteristics of a single cell. Here, we report the construction of a stack of this SOFC cell and successful generation tests results.

    Monolithic plate-type fuels comprise of a high density, low enrichment, U10Mo fuel foil encapsulated in a cladding material. This concept generates several fabrication challenges such as flatness, centering or thickness variation. There are concerns, if these parameters have implications on overall performance. To investigate these inquiries, the effects of the foil flatness were studied. For this, a representative plate was simulated for an ideal case. The simulations were repeated for additional cases with various foil curvatures to evaluate the effects on the irradiation performance. The results revealed that the stresses and strains induced by fabrication process are not affected bymore » the flatness of the foil. Furthermore, fabrication stresses in the foil are relieved relatively fast in the reactor. The effects of the foil flatness on peak irradiation stressstrains are minimal. There is a slight increase in temperature for the case with maximum curvature. The major impact is on the displacement characteristics. Furthermore, while the case with a flat foil produces a symmetrical swelling, if the foil is curved, more swelling occurs on the thin-cladding side and the plate bows during irradiation.« less

  16. Internal (Annular) and Compressible External (Flat Plate) Turbulent Flow Heat Transfer Correlations.

    Here we provide a discussion regarding the applicability of a family of traditional heat transfer correlation based models for several (unit level) heat transfer problems associated with flight heat transfer estimates and internal flow heat transfer associated with an experimental simulation design (Dobranich 2014). Variability between semi-empirical free-flight models suggests relative differences for heat transfer coefficients on the order of 10%, while the internal annular flow behavior is larger with differences on the order of 20%. We emphasize that these expressions are strictly valid only for the geometries they have been derived for e.g. the fully developed annular flow or simple external flow problems. Though, the application of flat plate skin friction estimate to cylindrical bodies is a traditional procedure to estimate skin friction and heat transfer, an over-prediction bias is often observed using these approximations for missile type bodies. As a correction for this over-estimate trend, we discuss a simple scaling reduction factor for flat plate turbulent skin friction and heat transfer solutions (correlations) applied to blunt bodies of revolution at zero angle of attack. The method estimates the ratio between axisymmetric and 2-d stagnation point heat transfer skin friction and Stanton number solution expressions for sub-turbulent Reynolds numbers %3C1x10 4 .     The Flat-Plate Solar Array Project, managed by the Jet Propulsion Laboratory for the US Department of Energy, has focused on advancing technologies relevant to the design and construction of megawatt-level central-station systems. Photovoltaic modules and arrays for flat-plate central-station or other large-scale electric power production facilities require the establishment of a technical base that resolves design issues and results in practical and cost-effective configurations. The Central Station Research Forum addressed design, qualification and maintenance issues related to central-station arrays derived from the engineering and operating experiences of early applications and parallel laboratory research activities. Technical issues were examined from the viewpoint of the utility engineer, architect-engineer and laboratory researcher. The forum included presentations on optimum source-circuit designs, module insulation design for high system voltages, array safety, structural interface design, measurements and array operation and maintenance. The Research Forum focused on current capabilities as well as design difficulties requiring additional technological thrusts and/or continued research emphasis. Session topic summaries highlighting major points during group discussions, identifying promising technical approaches or areas of future research, are presented.

  20. Annual collectible energy of a two-axis tracking flat-plate solar collector

    A correlation for annual collectible energy of a two-axis tracking flat-plate solar collector has been developed using simulated results based on typical meteorological year (TMY) data for 26 US locations. A preliminary validation of this correlation has been carried out with data from four Australian locations. With the advent of increasing interest in photovoltaic systems, there are a number of advantages of using a two-axis flat-plate collector. Since the tracking system is generally much cheaper than the collector panel, such a mode permits the incident solar radiation to be collected more efficiently. Incidence angle effects are minimized and, moreover, contrary to concentrating collectors, such a mode enables both the diffuse and beam components of solar radiation to be collected. In tropical locations where the diffuse fraction is generally high, this may be a great advantage. The objective of this study was to develop a correlation for the annual collectible energy of a two-axis tracking flat-plate collector.

  1. Preliminary Measurements From A New Flat Plate Facility For Aerodynamic Research

    This paper details the design and preliminary measurements used in the characterisation of a new flat plate research facility. The facility is designed specifically to aid in the understanding of entropy generation throughout the boundary layer with special attention given to non-equilibrium flows. Hot-wire measurements were obtained downstream of two turbulence generating grids. The turbulence intensity, integral and dissipation length scale ranges measured are 1.6%-7%, 5mm-17mm and 0.7mm-7mm, respectively. These values compared well to existing correlations. The flow downstream of both grids was found to be homogenous and isotropic. Flow visualisation is employed to determine aerodynamic parameters such as flow 2-dimensionality and the effect of the flap angle on preventing separation at the leading edge. The flow was found to be 2-dimensional over all measurement planes. The non-dimensional pressure distribution of a modern turbine blade suction surface is simulated on the flat plate through the use of a variable upper wall. The Reynolds number range based on wetted plate length and inlet velocity is 70,000-4,000,000.

  2. Thin-film flat-plate solar collectors for low-cost manufacture and installation

    A flat-plate solar energy collector design using thin-film plastics in both the absorber and glazing is described. The design approach proceeded in two steps. First, cost constraints on solar collectors were determined using reasonable economic projections. Second, engineering was applied only to those ideas which had hope of falling within those cost boundaries. The use of thin-film plastics appeared most attractive according to these criteria. The nature of the marketing and distribution network can be expected to have a strong impact on the final installed cost of the collector; the proposed design has characteristics which could make possible a reduced price markup.

  3. Flat-plate solar collectors utilizing polymeric film for high performance and very low cost

    Polymeric films are used in the construction of the absorber and window portions of a flat plate solar collector. The absorber heat exchanger consists of a channeled liquid envelope constructed using a polymeric film and metal foil laminate. In addition, the composite films and light frame monocoque construction contribute to very light weight and low cost. The use of high-performance polymers permits low-loss designs with high thermal performance. The construction concepts are consistent with high speed mass production and installation with manufacturing cost projections of $15/m/sup 2/. Tests performed at Brookhaven National Laboratory (BNL) and elsewhere indicate performance potential consistent with applications incorporating solar absorption air conditioning.

  5. Convective heat transfer with buoyancy effects from thermal sources on a flat plate

    An experimental study is carried out on the thermal interaction between two finite-size heat sources, located on a flat plate that is well insulated on the back. Both the horizontal and the vertical orientations of the surface are studied by measuring the flow velocities, the temperature field, and the local heat flux. The investigation is directed at the pure natural convection circumstance (no forced flow velocity) and the buoyancy-dominated mixed-convection circumstance (presence of a relatively small forced flow velocity). Large temperature gradients occur in the vicinity of the heat sources, resulting in a substantial diffusion of heat along the plate length. However, the effect of conduction is found to be highly localized. The orientation of the surface has a very strong effect on the interaction of the wakes from the heat sources for the circumstances considered. An upstream source is found to have a very strong influence on the temperature of a downstream source in the vertical surface orientation but has a much weaker influence in the horizontal orientation. In the latter circumstance the presence of a small forced flow velocity may actually increase the temperature of a downstream source by tilting the wake from the upstream source toward the downstream source. 25 refs.

  6. Evaluation of Single-Doppler Radar Wind Retrievals in Flat and Complex Terrain

    The accuracy of winds derived from NEXRAD level II data is assessed by comparison with independent observations from 915 MHz radar wind profilers. The evaluation is carried out at two locations with very different terrain characteristics. One site is located in an area of complex terrain within the State Line Wind Energy Center in northeast Oregon. The other site is located in an area of flat terrain on the east-central Florida coast. The National Severe Storm Laboratorys 2DVar algorithm is used to retrieve wind fields from the KPDT (Pendleton OR) and KMLB (Melbourne FL) NEXRAD radars. Comparisons between the 2DVar retrievals and the radar profilers were conducted over a period of about 6 months and at multiple height levels at each of the profiler sites. Wind speed correlations at most observation height levels fell in the range from 0.7 to 0.8, indicating that the retrieved winds followed temporal fluctuations in the profiler-observed winds reasonably well. The retrieved winds, however, consistently exhibited slow biases in the range of1 to 2 ms-1. Wind speed difference distributions were broad with standard deviations in the range from 3 to 4 ms-1. Results from the Florida site showed little change in the wind speed correlations and difference standard deviations with altitude between about 300 and 1400 m AGL. Over this same height range, results from the Oregon site showed a monotonic increase in the wind speed correlation and a monotonic decrease in the wind speed difference standard deviation with increasing altitude. The poorest overall agreement occurred at the lowest observable level (~300 m AGL) at the Oregon site, where the effects of the complex terrain were greatest.

  7. Tracking and stationary flat plate solar collectors: Yearly collectible energy correlations for photovoltaic applications

    For tracking and stationary flat plate (nonconcentrating) solar collectors, the authors develop easy-to-use, closed form, analytical formulae for yearly collectible energy as a function of radiation threshold. Primary applications include central-station photovoltaic systems. These correlations include the explicit dependence on: yearly average clearness index, latitude, and ground cover ratio (shading effects), and are in excellent agreement with data-based results for 26 US SOLMET stations. They also incorporate appropriate functional forms that ensure accurate results for photovoltaic system design and, in particular, for systems with buy-back thresholds. Both beam and diffuse shading are treated properly and diffuse shading is found to represent a 2%-6% loss that has systematically been ignored in past studies. Sample sensitivity studies illustrate evaluation of the energetic advantage of tracking vs. stationary deployment and its significant dependence on ground cover ratio. The impact of isotropic versus anisotropic modeling of diffuse radiation is quantified and shown to give rise to non-negligible differences (up to 10%) in yearly collectible energy. They also determine an optimal tracking strategy for two-axis trackers which, however, is found to yield a 0%-2% energetic advantage relative to conventional normal-incidence tracking.

  9. Efficiency of plasma actuator ionization in shock wave modification in a rarefied supersonic flow over a flat plate

    This paper describes experimental and numerical investigations focused on the shock wave modification, induced by a dc glow discharge, of a Mach 2 flow under rarefied regime. The model under investigation is a flat plate equipped with a plasma actuator composed of two electrodes. The glow discharge is generated by applying a negative potential to the upstream electrode, enabling the creation of a weakly ionized plasma. The natural flow (i.e. without the plasma) exhibits a thick laminar boundary layer and a shock wave with a hyperbolic shape. Images of the flow obtained with an ICCD camera revealed that the plasma discharge induces an increase in the shock wave angle. Thermal effects (volumetric, and at the surface) and plasma effects (ionization, and thermal non-equilibrium) are the most relevant processes explaining the observed modifications. The effect induced by the heating of the flat plate surface is studied experimentally by replacing the upstream electrode by a heating element, and numerically by modifying the thermal boundary condition of the model surface. The results show that for a similar temperature distribution over the plate surface, modifications induced by the heating element are lower than those produced by the plasma. This difference shows that other effects than purely thermal effects are involved with the plasma actuator. Measurements of the electron density with a Langmuir probe highlight the fact that the ionization degree plays an important role into the modification of the flow. The gas properties, especially the isentropic exponent, are indeed modified by the plasma above the actuator and upstream the flat plate. This leads to a local modification of the flow conditions, inducing an increase in the shock wave angle.

  10. Testing results of tubeless flat-plate phase-change solar collectors

    This paper reports on a tubeless solar collector charged with Refrigerant-113 (R-113) that was installed and tested. Steady-state performance of this system showed high efficiency values; this was due to phase-change heat transfer characteristics of a boiling process that is accompanied by low plate temperature as well as low thermal resistance to heat flow from the absorber plate to the working fluid. The only resistance to heat flow toward the working fluid is the conduction resistance through the upper plate, which is negligible.

  11. Experimental analysis of thermal performance of flat plate and evacuated tube solar collectors in stationary standard and daily conditions

    New comparative tests on two different types of solar collectors are presented in this paper. A standard glazed flat plate collector and an evacuated tube collector are installed in parallel and tested at the same working conditions; the evacuated collector is a direct flow through type with external compound parabolic concentrator (CPC) reflectors. Efficiency in steady-state and quasi-dynamic conditions is measured following the standard and it is compared with the input/output curves measured for the whole day. The first purpose of the present work is the comparison of results in steady-state and quasi-dynamic test methods both for flat plate and evacuated tube collectors. Besides this, the objective is to characterize and to compare the daily energy performance of these two types of collectors. An effective mean for describing and analyzing the daily performance is the so called input/output diagram, in which the collected solar energy is plotted against the daily incident solar radiation. Test runs have been performed in several conditions to reproduce different conventional uses (hot water, space heating, solar cooling).     A design for a photovoltaic central power station using fixed flat-panel arrays has been developed. The 100 MW plant is assumed to be located adjacent to the Saguaro Power Station of Arizona Public Service. The design assumes high-efficiency photovoltaic modules using dendritic web cells. The modules are arranged in 5 MW subfields, each with its own power conditioning unit. The photovoltaic output is connected to the existing 115 kV utility switchyard. The site specific design allows detailed cost estimates for engineering, site preparation, and installation. Collector and power conditioning costs have been treated parametrically.

    The effects of the foil flatness on stress-strain behavior of monolithic fuel mini-plates during fabrication and irradiation were studied. Monolithic plate-type fuels are a new fuel form being developed for research and test reactors to achieve higher uranium densities. This concept facilitates the use of low-enriched uranium fuel in the reactor. These fuel elements are comprised of a high density, low enrichment, U–Mo alloy based fuel foil encapsulated in a cladding material made of Aluminum. To evaluate the effects of the foil flatness on the stress-strain behavior of the plates during fabrication, irradiation and shutdown stages, a representative plate from RERTR-12 experiments (Plate L1P756) was considered. Both fabrication and irradiation processes of the plate were simulated by using actual irradiation parameters. The simulations were repeated for various foil curvatures to observe the effects of the foil flatness on the peak stress and strain magnitudes of the fuel elements. Results of fabrication simulations revealed that the flatness of the foil does not have a considerable impact on the post fabrication stress-strain fields. Furthermore, the irradiation simulations indicated that any post-fabrication stresses in the foil would be relieved relatively fast in the reactor. While, the perfectly flat foil provided the slightly better mechanical performance, overall difference between the flat-foil case and curved-foil case was not significant. Even though the peak stresses are less affected, the foil curvature has several implications on the strain magnitudes in the cladding. It was observed that with an increasing foil curvature, there is a slight increase in the cladding strains.

    This study investigated materials and processes for fundamental improvements in flat-plate solar collector cost and performance. The goal was to develop a process for direct conversion of inexpensive raw materials into a completed solar collector unit, without labor intensive assembly operations. It was thought that materials carefully matched to the process and end-use environment would substantially reduce collector costs, as compared to conventional industry practice. The project studied the feasibility of a cost-effective, glazed solar collector, with low labor input, utilizing a coaxial extrusion of compatible polymeric materials. This study evaluated all considered materials for the desired application. In addition, there was a trial extrusion of the leading candidate glazing and absorber materials, which resulted in successfully performing a coaxial extrusion of one cell. At the time the study was conducted, there were no materials available that met the necessary requirements for the specified utilization. It was recommended that, if potentially compatible materials become available, further investigation into the suitability of those materials be researched. Then, if a suitable material was found, proceeding into Phase II would be recommended.

    Miniature laser-driven flat plates (<1-mm diam {times} 0.5--10{mu}m thick, typical) of aluminum, cooper, tungsten, and other materials are accelerated to {le}5 km/s. These miniature plates are used to generate one-dimensional shock waves in solids, liquids, and crystals. Dynamic measurements of spall strength at strain rates {le}10{sup 7} s{sup {minus}1}, elastic-plastic shock wave profiles in 10-{mu}m-thick targets, shocked free-surface acceleration of 10{sup 12} m/s{sup 2}, and laser-driven plate launch accelerations of 10{sup 10} m/s{sup 2} are routinely obtained. The small size of the sample of and projectile mass permits recovery of targets without additional unintended damage or energy deposited into the test specimen. These miniature plates can be launched with conventional 1-J laboratory lasers. 10 refs., 5 figs.

    The goal of our FY15 project was to explore the use of statistical models and high-resolution atmospheric input data to develop more accurate prediction models for turbine power generation. We modeled power for two operational wind farms in two regions of the country. The first site is a 235 MW wind farm in Northern Oklahoma with 140 GE 1.68 turbines. Our second site is a 38 MW wind farm in the Altamont Pass Region of Northern California with 38 Mitsubishi 1 MW turbines. The farms are very different in topography, climatology, and turbine technology; however, both occupy high wind resource areas in the U.S. and are representative of typical wind farms found in their respective areas.

Each end of the airfoil transitions into a shroud at a respective junction. Each of the shrouds has a plurality of cooling passages, and the airfoil has a plurality of cooling passages extending between the first and second shrouds. A substantially flat inner plate and an outer plate are coupled to each of the first and second shrouds so as to form inner and outer plenums. Each inner plenum is defined between at least the junction and the substantially flat inner plate; each outer plenum is defined between at least the substantially flat inner plate and the outer plate. Each inner plenum is in fluid communication with a respective outer plenum through at least one of the cooling passages in the respective shroud.

    Transient convection has been investigated experimentally for the purpose of providing Computational Fluid Dynamics (CFD) validation benchmark data. A specialized facility for validation benchmark experiments called the Rotatable Buoyancy Tunnel was used to acquire thermal and velocity measurements of flow over a smooth, vertical heated plate. The initial condition was forced convection downward with subsequent transition to mixed convection, ending with natural convection upward after a flow reversal. Data acquisition through the transient was repeated for ensemble-averaged results. With simple flow geometry, validation data were acquired at the benchmark level. All boundary conditions (BCs) were measured and their uncertainties quantified.more » Temperature profiles on all four walls and the inlet were measured, as well as as-built test section geometry. Inlet velocity profiles and turbulence levels were quantified using Particle Image Velocimetry. System Response Quantities (SRQs) were measured for comparison with CFD outputs and include velocity profiles, wall heat flux, and wall shear stress. Extra effort was invested in documenting and preserving the validation data. Details about the experimental facility, instrumentation, experimental procedure, materials, BCs, and SRQs are made available through this paper.     With support from the U.S. Agency for International Development (USAID), the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) produced maps and data of the wind and solar resources in Bhutan. The solar resource data show that Bhutan has an adequate resource for flat-plate collectors, with annual average values of global horizontal solar radiation ranging from 4.0 to 5.5 kWh/m2-day (4.0 to 5.5 peak sun hours per day). The information provided in this report may be of use to energy planners in Bhutan involved in developing energy policy or planning wind and solar projects, and to energy analysts around the world interested in gaining an understanding of Bhutan's wind and solar energy potential.

    A fuel cell separator includes a rectangular flat plate having two unitary upper sealing flanges respectively comprising opposite marginal edges of the plate folded upwardly and back on themselves and two lower sealing flanges respectively comprising the other two marginal edges of the plate folded downwardly and back on themselves. Each of the sealing flanges includes a flat wall spaced from the plate and substantially parallel thereto and two accordion-pleated side walls, one of which interconnects the flat wall with the plate and the other of which stops just short of the plate, these side walls affording resilient compressibility to the sealing flange in a directiongenerally normal to the plane of the plate. Four corner members close the ends of the sealing flanges. An additional resiliently compressible reinforcing member may be inserted in the passages formed by each of the sealing flanges with the plate.

    In this paper, we report on the experimental determination of the effective capacity of wind and photovoltaic (PV) power generation with respect to the utility load requirements of the Island of La Martinique. La Martinique is a French Overseas Department in the Caribbean Sea. The case study spans two years, 1990 and 1991. We consider wind generation at three locations in different wind regimes, and PV generation for fixed and tracking flat plate systems. The results presented include: (1) An overview of typical solar and wind power output at each considered site, presented in contrast to the Island`s electric load requirements; and (2) Effective capacities quantified for each resource as a function of penetration in the utility generation mix. 7 refs., 6 figs.

    The article deals with the experimental investigation of flat-coil eddy current transducers with spiral windings. It is shown that it is possible to use them for detecting discontinuities on electrically conducting products with different configuration of the surface. The instrument is described. The use of crossed flat coils makes it possible effectively to detect flaws in electrically conducting products of any shape. A transducer containing crossed flat coils helps, in addition to detecting flaws, in evaluating anisotropy (magnetic and mechanical) from which conclusions as to the physicomechanical properties of the product can be drawn.

    The so-called CCS{sup 4}FK is an ultra-flat photovoltaic system of high concentration and high efficiency, with potential to convert, ideally, the equivalent of a 45% of direct solar radiation into electricity by optimizing the usage of sun spectrum and by collecting part of the diffuse radiation, as a flat plate does. LPI has recently finished a design based on this concept and is now developing a prototype based on this technology, thanks to the support of FUNDACION REPSOL-Fondo de Emprendedores, which promotes entrepreneur projects in different areas linked to energy. This works shows some details of the actual design and preliminary potential performance expected, according to accurate spectral simulations.

    Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

    The invention uses the phase shifting diffraction interferometer (PSDI) to provide a true point-by-point measurement of absolute flatness over the surface of optical flats. Beams exiting the fiber optics in a PSDI have perfect spherical wavefronts. The measurement beam is reflected from the optical flat and passed through an auxiliary optic to then be combined with the reference beam on a CCD. The combined beams include phase errors due to both the optic under test and the auxiliary optic. Standard phase extraction algorithms are used to calculate this combined phase error. The optical flat is then removed from the system and the measurement fiber is moved to recombine the two beams. The newly combined beams include only the phase errors due to the auxiliary optic. When the second phase measurement is subtracted from the first phase measurement, the absolute phase error of the optical flat is obtained.

    A microgap flat panel display which includes a thin gas-filled display tube that utilizes switched X-Y "pixel" strips to trigger electron avalanches and activate a phosphor at a given location on a display screen. The panel utilizes the principal of electron multiplication in a gas subjected to a high electric field to provide sufficient electron current to activate standard luminescent phosphors located on an anode. Stack-tape cable is twisted while being wound, instead of being twisted in a straight configuration and then wound.     Space geodetic and oceanic magnetic anomaly constraints on tectonic plate motions are employed to determine a new global map of present-day rates of change of plate velocities. This map shows that Earth's largest plate, the Pacific, is presently decelerating along with several other plates in the Pacific and Indo-Atlantic hemispheres. These plate decelerations contribute to an overall, globally averaged slowdown in tectonic plate speeds. The map of plate decelerations provides new and unique constraints on the dynamics of time-dependent convection in Earth's mantle. We employ a recently developed convection model constrained by seismic, geodynamic and mineral physics data to show that time-dependent changes in mantle buoyancy forces can explain the deceleration of the major plates in the Pacific and Indo-Atlantic hemispheres.

    We present a combined experimental-theoretical study of graphene folding on flat substrates. The structure and deformation of the folded graphene sheet are experimentally characterized by atomic force microscopy. The local graphene folding behaviors are interpreted based on nonlinear continuum mechanics modeling and molecular dynamics simulations. Our study on self-folding of a trilayer graphene sheet reports a bending stiffness of about 6.57?eV, which is about four times the reported values for monolayer graphene. Our results reveal that an intriguing free sliding phenomenon occurs at the interlayer van der Waals interfaces during the graphene folding process. This work demonstrates that it is a plausible venue to quantify the bending stiffness of graphene based on its self-folding conformation on flat substrates. The findings reported in this work are useful to a better understanding of the mechanical properties of graphene and in the pursuit of its applications.

Residues are a category of these materials and were categorized as {open_quotes}materials in-process{close_quotes} to be recovered due to their inherent plutonium concentrations. In 1989 all RFETS plutonium production and manufacturing operations were curtailed. This report describes the management of plutonium bearing liquid and solid wastes.

    We point out that aspects of quantum mechanics can be derived from the holographic principle, using only a perturbative limit of classical general relativity. In flat space, the covariant entropy bound reduces to the Bekenstein bound. The latter does not contain Newton's constant and cannot operate via gravitational backreaction. Instead, it is protected by--and in this sense, predicts--the Heisenberg uncertainty principle.

    Safely accelerating the closure of Rocky Flats to 2006 is a goal shared by many: the State of Colorado, the communities surrounding the site, the U.S. Congress, the Department of Energy, Kaiser-Hill and its team of subcontractors, the site's employees, and taxpayers across the country. On June 30, 2000, Kaiser-Hill (KH) submitted to the Department of Energy (DOE), KH's plan to achieve closure of Rocky Flats by December 15, 2006, for a remaining cost of $3.96 billion (February 1, 2000, to December 15, 2006). The Closure Project Baseline (CPB) is the detailed project plan for accomplishing this ambitious closure goal. This paper will provide a status report on the progress being made toward the closure goal. This paper will: provide a summary of the closure contract completion criteria; give the current cost and schedule variance of the project and the status of key activities; detail important accomplishments of the past year; and discuss the challenges ahead.

    The Rocky Flats Beryllium Health Surveillance Program (BHSP), initiated in June 1991, was designed to provide medical surveillance for current and former employees exposed to beryllium. The BHSP identifies individuals who have developed beryllium sensitivity using the beryllium lymphocyte proliferation test (BeLPT). A detailed medical evaluation to determine the prevalence of chronic beryllium disease (CBD) is offered to individuals identified as beryllium sensitized or to those who have chest X-ray changes suggestive of CBD. The BHSP has identified 27 cases of CBD and another 74 cases of beryllium sensitization out of 4268 individuals tested. The distribution of BeLPT values for normal, sensitized, and CBD-identified individuals is described. Based on the information collected during the first 3 1/3 years of the BHSP, the BeLPT is the most effective means for the early identification of beryllium-sensitized individuals and to identify individuals who may have CBD. The need for BeLPT retesting is demonstrated through the identification of beryllium sensitization in individuals who previously tested normal. Posterior/anterior chest X-rays were not effective in the identification of CBD. 12 refs., 8 tabs.

    The objective of this project was to reduce the cost of racking for PV solar on flat commercial rooftops. Cost reductions would come from both labor savings and material savings related to the installation process. The rack would need to accommodate the majority of modules available on the market. Cascade Engineering has a long history of converting traditional metal type applications over to plastic. Injection molding of plastics have numerous advantages including selection of resin for the application, placing the material exactly where it is needed, designing in features that will speed up the installation process, and weight reduction of the array. A plastic rack would need to meet the requirements of UL2703, Mounting systems, mounting devices, clamping/retention devices, and ground lugs for use with flat-plate photovoltaic modules and panels. Comparing original data to the end of project racking design, racking material costs were reduced 50% and labor costs reduced 64%. The racking product accommodates all 60 and 72 cell panels on the market, meets UL2703 requirements, contributes only 1.3 pounds per square foot of weight to the array, requires little ballast to secure the array, automatically grounds the module when the module is secured, stacks/nests well for shipping/fewer lifts to the roof, provides integrated wire routing, allows water to drain on the roof, and accommodates various seismic roof connections. Project goals were achieved as noted in the original funding application.

    This report discloses the design and development of an innovative wind tower system having an axisymmetric wind deflecting structure with a plurality of symmetrically mounted rooftop size wind turbines near the axisymmetric structure. The purpose of the wind deflecting structure is to increase the ambient wind speed that in turn results in an overall increase in the power capacity of the wind turbines. Two working prototypes were constructed and installed in the summer of 2009 and 2012 respectively. The system installed in the Summer of 2009 has a cylindrical wind deflecting structure, while the tower installed in 2012 has a spiral-shape wind deflecting structure. Each tower has 4 turbines, each rated at 1.65 KW Name-Plate-Rating. Before fabricating the full-size prototypes, computational fluid dynamic (CFD) analyses and scaled-down table-top models were used to predict the performance of the full-scale models. The performance results obtained from the full-size prototypes validated the results obtained from the computational models and those of the scaled-down models. The second prototype (spiral configuration) showed at a wind speed of 11 miles per hour (4.9 m/s) the power output of the system could reach 1,288 watt, when a typical turbine installation, with no wind deflecting structure, could produce only 200 watt by the same turbines at the same wind speed. At a wind speed of 18 miles per hour (8 m/sec), the spiral prototype produces 6,143 watt, while the power generated by the same turbines would be 1,412 watt in the absence of a wind deflecting structure under the same wind speed. Four US patents were allowed, and are in print, as the results of this project (US 7,540,706, US 7,679,209, US 7,845,904, and US 8,002,516).

    An alignment plate that is attached to a core barrel of a pressurized water reactor and fits within slots within a top plate of a lower core shroud and upper core plate to maintain lateral alignment of the reactor internals. The alignment plate is connected to the core barrel through two vertically-spaced dowel pins that extend from the outside surface of the core barrel through a reinforcement pad and into corresponding holes in the alignment plate. Additionally, threaded fasteners are inserted around the perimeter of the reinforcement pad and into the alignment plate to further secure the alignment plate to the core barrel. A fillet weld also is deposited around the perimeter of the reinforcement pad. To accomodate thermal growth between the alignment plate and the core barrel, a gap is left above, below and at both sides of one of the dowel pins in the alignment plate holes through with the dowel pins pass.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    The Department of Energy (DOE) established the Office of Technology Development (EM-50) (OTD) as an element of Environmental Restoration and Waste Management (EM) in November 1989. The primary objective of the Office of Technology Development, Rocky Flats Compliance Program (RFCP), is to develop altemative treatment technologies for mixed low-level waste (wastes containing both hazardous and radioactive components) to use in bringing the Rocky Flats Plant (RFP) into compliance with Federal and state regulations and agreements. Approximately 48,000 cubic feet of untreated low-level mixed waste, for which treatment has not been specified, are stored at the RFP. The cleanup of the Rocky Flats site is driven by agreements between DOE, the Environmental Protection Agency (EPA), and the Colorado Department of Health (CDH). Under these agreements, a Comprehensive Treatment and Management Plan (CTMP) was drafted to outline the mechanisms by which RFP will achieve compliance with the regulations and agreements. This document describes DOE`s strategy to treat low-level mixed waste to meet Land Disposal Restrictions and sets specific milestones related to the regulatory aspects of technology development. These milestones detail schedules for the development of technologies to treat all of the mixed wastes at the RFP. Under the Federal Facilities Compliance Act (FFCA), the CTMP has been incorporated into Rocky Flats Plant Conceptual Site Treatment Plan (CSTP). The CSTP will become the Rocky Flats Plant site Treatment Plan in 1995 and will supersede the CTMP.

    In this Technical Note, the effects of different flat-field techniques are examined for a cesium iodide flat panel detector, which exhibited a slightly nonlinear exposure response. The results indicate that the variable flat-field correction method with the appropriate polynomial fit provides excellent correction throughout the entire exposure range. The averaged normalized variation factor, used to assess the nonuniformity of the flat-field correction, decreased from 30.76 for the fixed correction method to 4.13 for the variable flat-field correction method with a fourth-order polynomial fit for the 60 kVp spectrum, and from 16.42 to 3.97 for the 95 kVp spectrum.

    The Rocky Flats (RFP) recycling programs for solid waste materials have been in place for over ten years. Within the last three years, the programs were centralized under the direction of the Rocky Flats Waste Minimization department, with the assistance of various plant organizations (e.g., Trucking, Building Services, Regulated Waste Operations, property Utilization and Disposal and Security). Waste Minimization designs collection and transportation systems for recyclable materials and evaluates recycling markets for opportunities to add new commodities to the existing programs. The Waste Minimization department also promotes employee participation in the Rocky Flats Recycling Programs, and collects all recycling data for publication. A description of the program status as of January 1994 is given.

  10. Validation of Multiple Tools for Flat Plate Photovoltaic Modeling Against Measured Data

    This report expands upon a previous work by the same authors, published in the 40th IEEE Photovoltaic Specialists conference. In this validation study, comprehensive analysis is performed on nine photovoltaic systems for which NREL could obtain detailed performance data and specifications, including three utility-scale systems and six commercial scale systems. Multiple photovoltaic performance modeling tools were used to model these nine systems, and the error of each tool was analyzed compared to quality-controlled measured performance data. This study shows that, excluding identified outliers, all tools achieve annual errors within +/-8% and hourly root mean squared errors less than 7% for all systems. It is further shown using SAM that module model and irradiance input choices can change the annual error with respect to measured data by as much as 6.6% for these nine systems, although all combinations examined still fall within an annual error range of +/-8.5%. Additionally, a seasonal variation in monthly error is shown for all tools. Finally, the effects of irradiance data uncertainty and the use of default loss assumptions on annual error are explored, and two approaches to reduce the error inherent in photovoltaic modeling are proposed.

The issues evaluation process was initiated February 27, 1990 with a Charter and Process Overview for short-term implementation. The purpose of the process was to determine the projects required for completion before the Phased Resumption of Plutonium Operations. To determine which projects were required, the issues evaluation process and emphasized risk mitigation, based on a ranking system. The purpose of this report is to document the early design of the issues evaluation process to record the methodologies used that continue as the basis for the ongoing Issues Management Program at Rocky Flats Plant.

    EG&G Rocky Flats, Inc., has developed a chemical tracking system to support compliance with the Emergency Planning and community Right-to-Know Act (EPCRA) at the Rocky Flats Plant. This system, referred to as the EPCRA Chemical Control system (ECCS), uses bar code technology to uniquely identify and track the receipt, distribution, and use of chemicals. Chemical inventories are conducted using hand-held electronic scanners to update a site wide chemical database on a VAX 6000 computer. Information from the ECCS supports preparation of the EPCRA Tier II and Form R reports on chemical storage and use.

  15. Evaluation of Hand Lay-Up and Resin Transfer Molding in Composite Wind Turbine Blade Manufacturing

    The majority of the wind turbine blade industry currently uses low cost hand lay-up manufacturing techniques to process composite blades. While there are benefits to the hand lay-up process, drawbacks inherent to this process along with advantages of other techniques suggest that better manufacturing alternatives may be available. Resin Transfer Molding (RTM) was identified as a processing alternative and shows promise in addressing the shortcomings of hand lay-up. This report details a comparison of the RTM process to hand lay-up of composite wind turbine blade structures. Several lay-up schedules and critical turbine blade structures were chosen for comparison of their properties resulting from RTM and hand lay-up processing. The geometries investigated were flat plate, thin and thick flanged T-stiffener, I-beam, and root connection joint. It was found that the manufacturing process played an important role in laminate thickness, fiber volume, and weight for the geometries investigated. RTM was found to reduce thickness and weight and increase fiber volumes for all substructures. RTM resulted in tighter material transition radii and eliminated the need for most secondary bonding operations. These results would significantly reduce the weight of wind turbine blades. Hand lay-up was consistently slower in fabrication times for the structures investigated. A comparison of mechanical properties showed no significant differences after employing fiber volume normalization techniques to account for geometry differences resulting from varying fiber volumes. The current root specimen design does not show significant mechanical property differences according to process and exceeds all static and fatigue requirements.

    A program is underway to design, fabricate and test a horizontal axis Wind Turbine Generator (WTG) capable of producing 40 kW electrical output power in a 20 mph wind. Results are presented of the program effort covering fabrication and testing of the Wing Turbine Generator designed earlier. A minimum of difficulties were experienced during fabrication and, after successful completion of Contractor tests through 20 mph winds, the WTG was shipped to Rocky Flats, assembled and operated there. The 40 kW WTG is presently undergoing extended tests at Rockwell's Rocky Flats test facility.

    The end plates (16) of a fuel cell stack (12) are formed of a thin membrane. Pressure plates (20) exert compressive load through insulation layers (22, 26) to the membrane. Electrical contact between the end plates (16) and electrodes (50, 58) is maintained without deleterious making and breaking of electrical contacts during thermal transients. The thin end plate (16) under compressive load will not distort with a temperature difference across its thickness. Pressure plate (20) experiences a low thermal transient because it is insulated from the cell. The impact on the end plate of any slight deflection created in the pressure plate by temperature difference is minimized by the resilient pressure pad, in the form of insulation, therebetween.

    for ground water flow through pre-Tertiary rocks beneath the Yucca Flat and northern Frenchman Flat areas, and has consequences for ground water modeling and model validation. Our data indicate that the Mississippian Chainman Shale is not laterally extensive confining unit in the western part of the basin because it is folded back onto itself by the convergent structures of the Belted Range and CP thrust systems. Early and Middle Paleozoic limestone and dolomite are present beneath most of both basins and, regardless of structural complications, are interpreted to form a laterally continuous and extensive carbonate aquifer. Structural culmination that marks the French Peak accommodation zone along the topographic divide between the two basins provides a lateral pathway through highly fractured rock between the volcanic aquifers of Yucca Flat and the regional carbonate aquifer. This pathway may accelerate the migration of ground-water contaminants introduced by underground nuclear testing toward discharge areas beyond the Nevada Test Site boundaries. Predictive three-dimensional models of hydrostratigraphic units and ground-water flow in the pre-Tertiary rocks of subsurface Yucca Flat are likely to be unrealistic due to the extreme structural complexities. The interpretation of hydrologic and geochemical data obtained from monitoring wells will be difficult to extrapolate through the flow system until more is known about the continuity of hydrostratigraphic units. 1 plate

    A laser driven flyer plate utilizing an optical fiber connected to a laser. The end of the optical fiber has a layer of carbon and a metal layer deposited onto it. The carbon layer provides the laser induced plasma which is superior to the plasma produced from most metals. The carbon layer plasma is capable of providing a flatter flyer plate, converting more of the laser energy to driving plasma, promoting a higher flyer plate acceleration, and providing a more uniform pulse behind the plate. In another embodiment, the laser is in optical communication with a substrate onto which a layer of carbon and a layer of metal have been deposited.

    As Rocky Flats and other DOE facilities begin the transition process towards decommissioning, the nature of the scenarios to be studied in safety analysis will change. Whereas the previous emphasis in safety accidents related to production, now the emphasis is shifting to accidents related tc decommissioning and waste management. Accident scenarios of concern at Rocky Flats now include situations of a different nature and different scale than are represented by most of the existing experimental accident data. This presentation will discuss approaches@to use for applying the existing body of release fraction data to this new emphasis. Mention will also be made of ongoing efforts to produce new data and improve the understanding of physical mechanisms involved.

    The scenario of an emergent universe provides a promising resolution to the big bang singularity in universes with positive or negative spatial curvature. It however remains unclear whether the scenario can be successfully implemented in a spatially flat universe which seems to be favored by present cosmological observations. In this paper, we study the stability of Einstein static state solutions in a spatially flat Shtanov-Sahni braneworld scenario. With a negative dark radiation term included and assuming a scalar field as the only matter energy component, we find that the universe can stay at an Einstein static state past eternally and then evolve to an inflation phase naturally as the scalar field climbs up its potential slowly. In addition, we also propose a concrete potential of the scalar field that realizes this scenario.

  4. Immobilization of Rocky Flats graphite fines residues

    The Savannah River Technology Center (SRTC) is developing an immobilization process for graphite fines residues generated during nuclear materials production activities at the Rocky Flats Environmental Technology Site (Rocky Flats). The continued storage of this material has been identified as an item of concern. The residue was generated during the cleaning of graphite casting molds and potentially contains reactive plutonium metal. The average residue composition is 73 wt% graphite, 15 wt% calcium fluoride (CaF{sub 2}), and 12 wt% plutonium oxide (PuO{sub 2}). Approximately 950 kg of this material are currently stored at Rocky Flats. The strategy of the immobilization process is to microencapsulate the residue by mixing with a sodium borosilicate (NBS) glass frit and heating at nominally 700 C. The resulting waste form would be sent to the Waste Isolation Pilot Plant (WIPP) for disposal. Since the PuO{sub 2} concentration in the residue averages 12 wt%, the immobilization process was required to meet the intent of safeguards termination criteria by limiting plutonium recoverability based on a test developed by Rocky Flats. The test required a plutonium recovery of less than 4 g/kg of waste form when a sample was leached using a nitric acid/CaF{sub 2} dissolution flowsheet. Immobilization experiments were performed using simulated graphite fines with cerium oxide (CeO{sub 2}) as a surrogate for PuO{sub 2} and with actual graphite fines residues. Small-scale surrogate experiments demonstrated that a 4:1 frit to residue ratio was adequate to prevent recovery of greater than 4 g/kg of cerium from simulated waste forms. Additional experiments investigated the impact of varying concentrations of CaF{sub 2} and the temperature/heating time cycle on the cerium recovery. Optimal processing conditions developed during these experiments were subsequently demonstrated at full-scale with surrogate materials and on a smaller scale using actual graphite fines.

    The Generic TRUEX Model was used to develop a TRUEX process flowsheet for recovering the transuranics (Pu, Am) from a nitrate waste stream at Rocky Flats Plant. Related issues are considered, including solvent losses, feed analysis requirements, safety, and interaction with an evaporator system for nitric acid recycle.

    The purpose of this design method is to define wind loads on flat heliostat and parabolic dish collectors in a simplified form. Wind loads are defined for both mean and peak loads accounting for the protective influence of upwind collectors, wind protective fences, or other wind-blockage elements. The method used to define wind loads was to generalize wind load data obtained during tests on model collectors, heliostats or parabolic dishes, placed in a modeled atmospheric wind in a boundary-layer wind-tunnel at Colorado State University. For both heliostats and parabolic dishes, loads are reported for solitary collectors and for collectors as elements of a field. All collectors were solid with negligible porosity; thus the effects of porosity in the collectors is not addressed.

    The Danish company Nordtank is one of the pioneers within the wind turbine industry. Since 1981 Nordtank has installed worldwide more than 2300 wind turbine generators with a total name plate capacity that is exceeding 350 MW. This paper will describe two major wind turbine technology developments that Nordtank has accomplished during the last year: Site Optimization of Nordtank wind turbines: Nordtank has developed a flexible design concept for its WTGs in the 500/600 kW range, in order to offer the optimal WTG solution for any given site and wind regime. Nordtank`s 1.5 MW wind turbine: In September 1995, Nordtank was the first company to install a commercial 1.5 NM WTG. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school.     Repackaging legacy Transuranic (TRU), Transuranic Mixed (TRM), Low Level Waste (LLW), and Low Level Mixed (LLM) waste requires good characterization skills and the ability to adapt to less than ideal conditions. Repackaging legacy waste in a facility that is not undergoing Decontamination and Decommission (D and D) is optimum. However, repackaging any waste in a D and D facility, under cold and dark conditions, can be difficult. Cold and dark conditions are when the heating and air conditioning are no longer in service and the lighting consists of strands of lights hung throughout each of the rooms. Working under these conditions adds an additional level of stress and danger that must be addressed. The use of glovebags was very useful at Rocky Flats during the D and D of many buildings. Glovebags can be adapted for many different types of wastes and unusual conditions. Repackaging of legacy TRU waste, in a D and D facility, can be accomplished safely and cost effectively with the use of glovebags. In conclusion: the use of glovebags to repackage legacy TRU, TRM, LLW, or LLM waste was done safely and cost effectively at Rocky Flats. The cost of using glovebags was minimal. Glovebags are easily adaptable to whatever the waste configuration is. The use of glovebags, for repackaging of Legacy waste, allows D and D efforts to stay on schedule and on task. Without the use of glovebags, additional gloveboxes would have been required at Rocky Flats. Larger items, such as the HEPA filters, would have required the construction of a new large item repackaging glovebox. Repackaging in glovebags allows the freedom to either locate the glovebag by the waste or locate the glovebag in a place that least impacts D and D efforts. The use of glovebags allowed numerous configurations of waste to be repackaged without the use of gloveboxes. During the D and D of the Rocky Flats facility, which was in a cold and dark stage, D and D work was not impacted by the repackaging activity

    A transverse geometrical wake generated by a beam passing through a smooth flat collimator with a gradually varying gap between the upper and lower walls is considered. Based on generalization of the approach recently developed for a smooth circular taper we reduce the electromagnetic problem of the impedance calculation to the solution of two much simpler static problems - a magnetostatic and an electrostatic ones. The solution shows that in the limit of not very large frequencies, the impedance increases with the ratio h/d where h is the width and d is the distance between the collimating jaws. Numerical results are presented for the NLC Post Linac collimator.

    Two embodiments of a high uranium fuel plate are disclosed which contain a meat comprising structured uranium compound confined between a pair of diffusion bonded ductile metal cladding plates uniformly covering the meat, the meat having a uniform high fuel loading comprising a content of uranium compound greater than about 45 Vol. % at a porosity not greater than about 10 Vol. %. In a first embodiment, the meat is a plurality of parallel wires of uranium compound. In a second embodiment, the meat is a dispersion compact containing uranium compound. The fuel plates are fabricated by a hot isostatic pressing process.

One alternative under consideration is to package the residues as transuranic wastes for ultimate shipment to the Waste Isolation Pilot Plant. Current waste acceptance criteria and transportation regulations require that approximately 1000 cubic yards of residues be repackaged to produce over 20,000 cubic yards of WIPP certified waste. The major regulatory drivers leading to this increase in waste volume are the fissile gram equivalent, surface radiation dose rate, and thermal power limits. In the interest of waste minimization, analyses have been conducted to determine, for each residue type, the controlling criterion leading to the volume increase, the impact of relaxing that criterion on subsequent waste volume, and the means by which rules changes may be implemented. The results of this study have identified the most appropriate changes to be proposed in regulatory requirements in order to minimize the costs of disposing of Rocky Flats residues as transuranic wastes.

    Public responses to nuclear technologies are often strongly negative. Events, such as accidents or evidence of unsafe conditions at nuclear facilities, receive extensive and dramatic coverage by the news media. These news stories affect public perceptions of nuclear risks and the geographic areas near nuclear facilities. One result of these perceptions, avoidance behavior, is a form of technological stigma that leads to losses in property values near nuclear facilities. The social amplification of risk is a conceptual framework that attempts to explain how stigma is created through media transmission of information about hazardous places and public perceptions and decisions. This paper examines stigma associated with the US Department of energy`s Rocky Flats facility, a major production plant in the nation`s nuclear weapons complex, located near Denver, Colorado. This study, based upon newspaper analyses and a survey of Denver area residents, finds that the social amplification theory provides a reasonable framework for understanding the events and public responses that took place in regard to Rocky Flats during a 6-year period, beginning with an FBI raid of the facility in 1989.

    The Savannah River Technology Center (SRTC) is developing an immobilization process for graphite fines residues generated during nuclear materials production activities at the Rocky Flats Environmental Technology Site (Rocky Flats). The continued storage of this material has been identified as an item of concern. The residue was generated during the cleaning of graphite casting molds and potentially contains reactive plutonium metal. The average residue composition is 73 wt percent graphite, 15 wt percent calcium fluoride (CaF2), and 12 wt percent plutonium oxide (PuO2). Approximately 950 kilograms of this material are currently stored at Rocky Flats. The strategy of the immobilization process is to microencapsulate the residue by mixing with a sodium borosilicate (NBS) glass frit and heating at nominally 700 degrees C. The resulting waste form would be sent to the Waste Isolation Pilot Plant (WIPP) for disposal. Since the PuO2 concentration in the residue averages 12 wt percent, the immobilization process was required to meet the intent of safeguards termination criteria by limiting plutonium recoverability based on a test developed by Rocky Flats. The test required a plutonium recovery of less than 4 g/kg of waste form when a sample was leached using a nitric acid/CaF2 dissolution flowsheet. Immobilization experiments were performed using simulated graphite fines with cerium oxide (CeO2) as a surrogate for PuO2 and with actual graphite fines residues. Small-scale surrogate experiments demonstrated that a 4:1 frit to residue ratio was adequate to prevent recovery of greater than 4 g/kg of cerium from simulated waste forms. Additional experiments investigated the impact of varying concentrations of CaF2 and the temperature/heating time cycle on the cerium recovery. Optimal processing conditions developed during these experiments were subsequently demonstrated at full-scale with surrogate materials and on a smaller scale using actual graphite fines.In general, the

    A laser driven flyer plate is described utilizing an optical fiber connected to a laser. The end of the optical fiber has a layer of carbon and a metal layer deposited onto it. The carbon layer provides the laser induced plasma which is superior to the plasma produced from most metals. The carbon layer plasma is capable of providing a flatter flyer plate, converting more of the laser energy to driving plasma, promoting a higher flyer plate acceleration, and providing a more uniform pulse behind the plate.     In this paper, we consider the problem of quantization of classical Stckel systems and the problem of separability of related quantum Hamiltonians. First, using the concept of Stckel transform, natural Hamiltonian systems from a given Riemann space are expressed by some flat coordinates of related Euclidean configuration space. Then, the so-called flat minimal quantization procedure is applied in order to construct an appropriate Hermitian operator in the respective Hilbert space. Finally, we distinguish a class of Stckel systems which remains separable after any of admissible flat minimal quantizations. - Highlights: Using Stckel transform, separable Hamiltonians are expressed by flat coordinates.     The Rocky Flats Closure Project has completed the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, remediating environmental media and closing the Rocky Flats Site (Site). The project cost approximately $4.1 B and included the decommissioning of over 700 structures including 5 major plutonium facilities and 5 major uranium facilities, shipping over 14,600 cubic meters of transuranic and 565,000 cubic meters of low level radioactive waste, and remediating a 385-acre industrial area and the surrounding land. Actual costs were collected for a large variety of closure activities. These costs can be correlated with metrics associated with the facilities and environmental media to capture cost factors from the project that could be applicable to a variety of other closure projects both within and outside of the Department of Energy's weapons complex. The paper covers four general topics: the process to correlate the actual costs and metrics, an example of the correlated data for one large sub-project, a discussion of the results, and the additional activities that are planned to correlate and make this data available to the public. The process to collect and arrange the project control data of the Closure Project relied on the actual Closure Project cost information. It was used to correlate these actual costs with the metrics for the physical work, such as building area or waste generated, to support the development of parametric cost factors. The example provides cost factors for the Industrial Sites Project. The discussion addresses the strengths and weaknesses of the data, followed by a section identifying future activities to improve and extend the analyses and integrate it within the Department's Environmental Cost Analysis System.   18. ELECTROLUMINESCENT MATERIAL FOR FLAT PANEL DISPLAY

    The purpose of this Cooperative Research and Development Agreement (CRADA) was to develop a new-generation electroluminescent (EL) material for flat panel displays and related applications by using unique and complementary research capabilities at Oak Ridge National Laboratory and OSRAM Sylvania, Inc. The goal was to produce an EL material with a luminance 10 times greater than conventional EL phosphors. An EL material with this increased luminance would have immediate applications for flat panel display devices (e.g., backlighting for liquid-crystal diodes) and for EL lamp technology. OSRAM Sylvania proposed that increased EL phosphor luminance could be obtained by creating composite EL materials capable of alignment under an applied electric field and capable of concentrating the applied electric field. Oak Ridge National Laboratory used pulsed laser deposition as a method for making these composite EL materials. The materials were evaluated for electroluminescence at laboratory facilities at OSRAM Sylvania, Inc. Many composite structures were thus made and evaluated, and it was observed that a composite structure based on alternating layers of a ferroelectric and a phosphor yielded electroluminescence. An enabling step that was not initially proposed but was conceived during the cooperative effort was found to be crucial to the success of the composite structure. The CRADA period expired before we were able to make quantitative measurements of the luminance and efficiency of the composite EL material. Future cooperative work, outside the scope of the CRADA, will focus on making these measurements and will result in the production of a prototype composite EL device.

    A process for effectively bonding arbitrary size or shape substrates. The process incorporates vacuum pull down techniques to ensure uniform surface contact during the bonding process. The essence of the process for bonding substrates, such as glass, plastic, or alloys, etc., which have a moderate melting point with a gradual softening point curve, involves the application of an active vacuum source to evacuate interstices between the substrates while at the same time providing a positive force to hold the parts to be bonded in contact. This enables increasing the temperature of the bonding process to ensure that the softening point has been reached and small void areas are filled and come in contact with the opposing substrate. The process is most effective where at least one of the two plates or substrates contain channels or grooves that can be used to apply vacuum between the plates or substrates during the thermal bonding cycle. Also, it is beneficial to provide a vacuum groove or channel near the perimeter of the plates or substrates to ensure bonding of the perimeter of the plates or substrates and reduce the unbonded regions inside the interior region of the plates or substrates.

    This paper investigates the effects of plate thickness on the accuracy of limit load solutions obtained using an elastic-perfectly plastic [EPP] equivalent solid [EQS] procedure for flat perforated plates with a triangular array of penetrations. The EQS approach for limit loads is based on an EQS collapse surface that is valid for generalized plane strain. This assumption is applicable for very thick plates but is known to be less reasonable for very thin plates where plane stress may be a better assumption. The limits of applicability of the generalized plane strain assumption are investigated by obtaining limit load solutions for perforated plates of various thicknesses that are subjected to in-plane and bending loads. Plastic limit load solutions obtained using three-dimensional EPP finite element analysis [FEA] of models which include each penetration explicitly are compared with solutions obtained using the EQS approximation. The penetration pattern chosen for this study has a ligament efficiency (ligament width-to-pitch ratio, h/P) of 0.32. For plates thicker than the pitch, the limit load calculated using the EQS method for both in-plane and bending loads is shown to be very accurate (within 4%) of the limit load calculated for the explicit model. On the other hand, for thin plates (t/P< 2), the EQS limit load is 5% greater than the explicit limit load for bending and 8% greater than the explicit limit load for in-plane loads. For thinner plates, the collapse surface is tied to the local geometry deformation and, hence, an equivalent solid plate representation of plastic collapse is a function of deformation mode and thickness.

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    Measurements of turbulent boundary-layer air flow in natural and mixed convection adjacent to an isothermal vertical flat plate are reported. Laser-Doppler velocimeter and cold wire anemometer were used, respectively, to measure simultaneously the mean turbulent velocity and temperature distributions were measured for a temperature difference, {Delta}T, of 30 C between the heated wall and the free stream air at a fixed location x = 3 m (with a corresponding Grashof number Gr{sub x} = 8.55 x 10{sup 10}), and for a range of free stream velocities 0 m/s {le} U{sub {infinity} } {le} 0.41 m/s. The effect of small free stream velocity on the turbulent natural convection is examined. These results reveal that the introduction of small free stream velocity on turbulent natural convection flow suppresses turbulence and decreases the heat transfer rate from the heated wall.

  8. Seismic hazard analysis at Rocky Flats Plant

    A probabilistic seismic hazard analysis is being conducted for the DOE Rocky Flats Plant, Jefferson County, Colorado. This is part of the overall review of the seismic exposure to facilities being conducted by DOE. The study has four major elements. (1) The historical seismicity in Colorado is being reviewed and synthesized to estimate historical rates of earthquake activity in the region of the site. (2) The geologic and tectonic evidence in Colorado and along the Front Range is being reviewed to determine appropriate seismic zones, potentially active faults, and constraints on fault slip rates. (3) Earthquake ground motion equations are being derived based on seismological knowledge of the earth`s crust. Site specific soil amplification factors are also being developed using on-site shear wave velocity measurements. (4) The probability of exceedence of various seismic ground motion levels is being calculated based on the inputs developed on tectonic sources, faults, ground motion, and soil amplification. Deterministic ground motion estimates are also being made. This study is a state-of-the-art analysis of seismic hazard. It incorporates uncertainties in the major aspects governing seismic hazard, and has a documented basis founded on solid data interpretations for the ranges of inputs used. The results will be a valid basis on which to evaluate plant structures, equipment, and components for seismic effects.

  9. The Critical Mass Laboratory at Rocky Flats

    The Critical Mass Laboratory (CML) at Rocky Flats northwest of Denver, Colorado, was built in 1964 and commissioned to conduct nuclear experiments on January 28, 1965. It was built to attain more accurate and precise experimental data to ensure nuclear criticality safety at the plant than were previously possible. Prior to its construction, safety data were obtained from long extrapolations of subcritical data (called in situ experiments), calculated parameters from reactor engineering 'models', and a few other imprecise methods. About 1700 critical and critical-approach experiments involving several chemical forms of enriched uranium and plutonium were performed between then and 1988. These experiments included single units and arrays of fissile materials, reflected and 'bare' systems, and configurations with various degrees of moderation, as well as some containing strong neutron absorbers. In 1989, a raid by the Federal Bureau of Investigation (FBI) caused the plant as a whole to focus on 'resumption' instead of further criticality safety experiments. Though either not recognized or not admitted for a few years, that FBI raid did sound the death knell for the CML. The plant's optimistic goal of resumption evolved to one of deactivation, decommissioning, and plantwide demolition during the 1990s. The once-proud CML facility was finally demolished in April of 2002.

    The wind energy conversion system includes a wind machine having a propeller connected to a generator of electric power, the propeller rotating the generator in response to force of an incident wind. The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load. Wind speed is sensed electro-optically to provide data of wind speed upwind of the propeller, to thereby permit tip speed ratio circuitry to operate the power control circuitry and thereby optimize the tip speed ratio by varying the loading of the propeller. Accordingly, the efficiency of the wind energy conversion system is maximized.

    This project addresses both fundamental and applied research problems that will help with problems defined by the DOE “20% Wind by 2030 Report”. In particular, this work focuses on increasing the capacity of small or community wind generation capabilities that would be operated in a distributed generation approach. A consortium (KWEC – Kansas Wind Energy Consortium) of researchers from Kansas State University and Wichita State University aims to dramatically increase the penetration of wind energy via distributed wind power generation. We believe distributed generation through wind power will play a critical role in the ability to reach and extend the renewable energy production targets set by the Department of Energy. KWEC aims to find technical and economic solutions to enable widespread implementation of distributed renewable energy resources that would apply to wind.

    The interaction of the solar wind with active comets is investigated based on observations of cometary plasma processes and studies of comets using telescopes and photographic plates. Data were also collected when a spacecraft flew through the tail of Comet Giacobini-Zinner in 1985 and five spacecraft encountered Comet Halley in 1986. The solar wind is considered to be supersonic (thermal Mach number 2-10) and to carry a magnetic field twisted into an Archimedean spiral by the rotation of the sun. Since the wind can change its properties during the time a spacecraft is inside the ionosphere or magnetosphere of the body being studied, it is difficult to separate spatial from temporal effects. Photoionization results in addition of plasma to the solar wind. Between the outer and inner edges of the cometosheath, the increasing rate of ion pickup causes the flow to slow down until it stagnates, while the plasma density and the magnetic field strength increase.

    The Rocky Flats Environmental Technology Site (RFETS) was a U.S. Department of Energy (DOE) environmental cleanup site for a previous manufacturing plant that made components for the U.S. nuclear weapons arsenal. The facility was shut down in 1989 to address environmental and safety concerns, and left behind a legacy of contaminated facilities, soils, surface and ground water. In 1995, the Site contractor established the Actinide Migration Evaluation (AME) advisory group to provide advice and technical expertise on issues of actinide behavior and mobility in the air, surface water, groundwater, and soil. Through a combination of expert judgment supported by state-of-the-art scientific measurements, it was shown that under environmental conditions at Rocky Flats, plutonium and americium form insoluble oxides that adhere to small soil, organic, and mineral particles and colloids, or are colloidal materials themselves. A series of models ranging from conceptual, geostatistical, and large-scale wind and surface water erosion models were used to guide stakeholder interactions. The nature of these models, and their use in public communication is described.

    A process is given for anodically treating the surface of uranium articles, prior to metal plating. The metal is electrolyzed in an aqueous solution of about 10% polycarboxylic acid, preferably oxalic acid, from 1 to 5% by weight of glycerine and from 1 to 5% by weight of hydrochloric acid at from 20 to 75 deg C for from 30 seconds to 15 minutes. A current density of from 60 to 100 amperes per square foot is used.

    The use of an insulating shield for improving the current distribution in an electrochemical plating bath is disclosed. Numerical analysis is used to evaluate the influence of shield shape and position on plating uniformity. Simulation results are compared to experimental data for nickel deposition from a nickel--sulfamate bath. The shield is shown to improve the average current density at a plating surface.
