The seats often have rigid seat shells and may include rigid bracing for rigidly securing the seat to the chassis of the vehicle. Typically embodiments include channels and particulate media such as sand disposed in the channels. A gas distribution system is generally employed to pump a gas through the channels and in some embodiments the gas is provided at a pressure sufficient to fluidize the particulate media when an occupant is sitting on the seat.

    A toilet seat lowering apparatus includes a housing defining an internal cavity for receiving water from the water supply line to the toilet holding tank. A descent delay assembly of the apparatus can include a stationary dam member and a rotating dam member for dividing the internal cavity into an inlet chamber and an outlet chamber and controlling the intake and evacuation of water in a delayed fashion. A descent initiator is activated when the internal cavity is filled with pressurized water and automatically begins the lowering of the toilet seat from its upright position, which lowering is also controlled by the descent delay assembly. In an alternative embodiment, the descent initiator and the descent delay assembly can be combined in a piston linked to the rotating dam member and provided with a water channel for creating a resisting pressure to the advancing piston and thereby slowing the associated descent of the toilet seat.     An integrated seating device comprises a seat frame having a front end and a rear end. The seat frame has a double wall defining an exterior wall and an interior wall. The rear end of the seat frame has a slot cut therethrough both the exterior wall and the interior wall. The front end of the seat frame has a slot cut through just the interior wall thereof. A back support comprising a generally L shape has a horizontal member, and a generally vertical member which is substantially perpendicular to the horizontal member. The horizontal member is sized to be threaded through the rear slot and is fitted into the front slot. Welded slat means secures the back support to the seat frame to result in an integrated seating device.

    A temperature climate control system comprises a variable temperature seat, at least one heat pump, at least one heat pump temperature sensor, and a controller. Each heat pump comprises a number of Peltier thermoelectric modules for temperature conditioning the air in a main heat exchanger and a main exchanger fan for passing the conditioned air from the main exchanger to the variable temperature seat. The Peltier modules and each main fan may be manually adjusted via a control switch or a control signal. Additionally, the temperature climate control system may comprise a number of additional temperature sensors to monitor the temperature of the ambient air surrounding the occupant as well as the temperature of the conditioned air directed to the occupant. The controller is configured to automatically regulate the operation of the Peltier modules and/or each main fan according to a temperature climate control logic designed both to maximize occupant comfort during normal operation, and minimize possible equipment damage, occupant discomfort, or occupant injury in the event of a heat pump malfunction.

    Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

    This patent describes a process for converting a gas oil range petroleum feedstock into lighter petroleum products. It comprises: charging the gas oil range petroleum feedstock and hydrogen to a first fixed bed hydrocracking zone containing a hydrocracking catalyst at hydrocracking conditions to produce a first hydrocracking zone product stream; separating the first fixed bed hydrocracking zone product stream in a fractionation zone into a petroleum products stream and a bottoms stream; charging the bottoms stream and hydrogen to a second fixed bed hydrocracking zone containing a hydrocracking catalyst at hydrocracking conditions to produce a second fixed bed hydrocracking zone product stream; cooling the second fixed bed hydrocracking zone product stream to a temperature below about 250{degrees}F; recycling a first portion of the cooled second fixed bed hydrocracking zone product stream to the fractionation zone; removing materials having a boiling range from about 500{degrees} to about 650{degrees}F and a heavy bottoms stream having a boiling point above about 1050{degrees}F from a second portion of the cooled second fixed bed hydrocracking zone product stream to product a treated second portion; and recycling the treated second portion to the first fixed bed hydrocracking zone.

    CH2M Hill Plateau Remediation Company (CHRPC) is a prime contractor to the U.S. Department of Energy (DOE) focused on the largest ongoing environmental remediation project in the world at the DOE Hanford Site Central Plateau, i.e. the DOE Hanford Plateau Remediation Contract. The East Tennessee Materials and Energy Corporation (M and EC); a wholly owned subsidiary of Perma-Fix Environmental Services, Inc. (PESI), is a small business team member to CHPRC. Our scope includes project management; operation and maintenance of on-site storage, repackaging, treatment, and disposal facilities; and on-site waste management including waste receipt from generators and delivery to on-site and off-site treatment, storage, and disposal facilities. As part of this scope, M and EC staffs the centralized Waste Support Services organization responsible for all waste characterization and acceptance required to support CHPRC and waste generators across the Hanford Site. At the time of the CHPRC contract award (August 2008) slightly more than 9,000 cubic meters (m{sup 3}) of legacy waste was defined as 'no-path-forward waste'. A significant portion of this waste (7,650 m{sup 3}) comprised wastes with up to 50 grams of special nuclear materials (SNM) in oversized packages recovered during retrieval operations and large glove boxes removed from the Plutonium Finishing Plant (PFP). Through a collaborative effort between the DOE, CHPRC, and Perma-Fix Environmental Services, Inc. (PESI), pathways for these problematic wastes were developed that took advantage of commercial treatment capabilities at a nearby vendor facility, Perma-Fix Northwest (PFNW). In the spring of 2009, CHPRC initiated a pilot program under which they began shipping large package, low gram suspect TRU (<15 g SNM per container), and large package contact and remote handled MLLW to the off-site PFNW facility for treatment. PFNW is restricted by the SNM limits set for the total quantity of SNM allowed at the facility in accordance with the facility's radioactive materials license(s) (RML). While both CHPRC and PFNW maintain waste databases to track all waste movements, it became evident early in the process that a tool was needed that married the two systems to better track SNM inventories and sequence waste from the point of generation, through the PFNW facility, and back to the Hanford site for final disposition. This tool, known as the Treatment Integration and Planning Tool (TIPT), has become a robust planning tool that provides real-time data to support compliant and efficient waste generation, transportation, treatment, and disposition. TIPT is developing into the next generation tool that will change the way in which legacy wastes, retrieval wastes and decontamination and decommissioning operations are conducted on the Plateau Remediation Contract (PRC). The real value of the TIPT is its predictive capability. It allows the W and FMP to map out optimal windows for processing waste through the PFNW facility, or through any process that is in some way resource limited. It allows project managers to identify and focus on problem areas before shipments are affected. It has been modified for use in broader applications to predict turnaround times and identify windows of opportunity for processing higher gram wastes through PFNW and to allow waste generators, site-wide, to accurately predict scope, cost, and schedule for waste generation to optimize processing and eliminate storage, double handling, and related costs and unnecessary safety risks. The TIPT addresses the years old problem of how to effectively predict not only what needs to be done, but when. 'When' is the key planning parameter that has been ignored by the generator and processor for many years, but has proven to be the most important parameter for both parties. While further refinement is a natural part of any development process, the current improvements on the TIPT have shown that prediction is a powerful consideration.     We probe the effect of seating arrangement, group composition and group-based competition on students' performance in Physics using a teaching technique adopted from Mazur's peer instruction method. Ninety eight lectures, involving 2339 students, were conducted across nine learning institutions from February 2006 to June 2009. All the lectures were interspersed with student interaction opportunities (SIO), in which students work in groups to discuss and answer concept tests. Two individual assessments were administered before and after the SIO. The ratio of the post-assessment score to the pre-assessment score and the Hake factor were calculated to establish the improvement in student performance. Using actual assessment results and neural network (NN) modeling, an optimal seating arrangement for a class was determined based on student seating location. The NN model also provided a quantifiable method for sectioning students. Lastly, the study revealed that competition-driven interactions increase within-group cooperation and lead to higher improvement on the students' performance.

    A variable delivery, fixed displacement pump comprises a plurality of pistons reciprocated within corresponding cylinders in a cylinder block. The pistons are reciprocated by rotation of a fixed angle swash plate connected to the pistons. The pistons and cylinders cooperate to define a plurality of fluid compression chambers each have a delivery outlet. A vent port is provided from each fluid compression chamber to vent fluid therefrom during at least a portion of the reciprocal stroke of the piston. Each piston and cylinder combination cooperates to close the associated vent port during another portion of the reciprocal stroke so that fluid is then pumped through the associated delivery outlet. The delivery rate of the pump is varied by adjusting the axial position of the swash plate relative to the cylinder block, which varies the duration of the piston stroke during which the vent port is closed.

    We describe the finite volume effects of CP-odd quantities, such as the neutron electric dipole moment and the anapole moment in the $\\theta$-vacuum, under different topological sectors. We evaluate the three-point Green's functions for the electromagnetic current in a fixed non-trivial topological sector in order to extract these CP-odd observables. We discuss the role of zero modes in the CP-odd Green's function and show that, in the quenched approximation, there is a power divergence in the quark mass for CP-odd quantities at finite volume.

    We transform an inverse scattering problem to be an interior transmission problem. We find an inverse uniqueness on the scatterer with a knowledge of a fixed interior transmission eigenvalue. By examining the solution in a series of spherical harmonics at far fields, we can decide the perturbation uniquely for the radially symmetric perturbations.

In all reactions reviewed in this paper, protons with an energy of 800 GeV were extracted from the Tevatron accelerator at Fermilab and directed to a Liquid Hydrogen target. The states reviewed include ????, K?s K?s, K?s K±??, ?? and D. Partial Wave Analysis results will be presented on the light states but only the cross-section will be reviewed in the diffractive production of D.

    When an optimal measurement of (S{sub x},S{sub y},S{sub z}) is made on a qubit and what we call a mutually unbiased mixture of the resulting ensembles is taken, then the post-measurement density matrix is shown to be related to the premeasurement density matrix through a simple linear relation. It is also shown that the form of this relation is the same for all quantum systems. It is shown that for a general quantum system such a relation holds only when the measurements are made in mutually unbiased bases. The post-measurement density matrix is shown to be a normalized incoherent superposition of the identity map and the pin map of Gorini and Sudarshan. A pin map is one which maps all density matrices to a fixed density matrix which in our case turns out to be the unit matrix. The result is shown to be true irrespective of whether the initial state is pure or mixed. For spin-1/2 systems it is also shown explicitly that nonorthogonal measurements fail to give such a linear relation no matter how the ensembles are mixed.

    An apparatus for fixed-bed coal gasification is described in which coal such as caking coal is continuously pyrolyzed with clump formation inhibited, by combining the coal with a combustible gas and an oxidant, and then continually feeding the pyrolyzed coal under pressure and elevated temperature into the gasification region of a pressure vessel. The materials in the pressure vessel are allowed to react with the gasifying agents in order to allow the carbon contents of the pyrolyzed coal to be completely oxidized. The combustion of gas produced from the combination of coal pyrolysis and gasification involves combining a combustible gas coal and an oxidant in a pyrolysis chamber and heating the components to a temperature of at least 1600.degree. F. The products of coal pyrolysis are dispersed from the pyrolyzer directly into the high temperature gasification region of a pressure vessel. Steam and air needed for gasification are introduced in the pressure vessel and the materials exiting the pyrolyzer flow down through the pressure vessel by gravity with sufficient residence time to allow any carbon to form carbon monoxide. Gas produced from these reactions are then released from the pressure vessel and ash is disposed of.

    Lattice QCD simulations tend to get stuck in a single topological sector at fine lattice spacing, or when using chirally symmetric quarks. In such cases computed observables differ from their full QCD counterparts by finite volume corrections, which need to be understood on a quantitative level. We extend a known relation from the literature between hadron masses at fixed and at unfixed topology by incorporating in addition to topological finite volume effects, also ordinary finite volume effects. We present numerical results for SU(2) Yang-Mills theory.

    We study thermodynamics of SU(3) gauge theory at fixed scales on the lattice, where we vary temperature by changing the temporal lattice size N_t=(Ta_t)^{-1}. In the fixed scale approach, finite temperature simulations are performed on common lattice spacings and spatial volumes. Consequently, we can isolate thermal effects in observables from other uncertainties, such as lattice artifact, renormalization factor, and spatial volume effect. Furthermore, in the EOS calculations, the fixed scale approach is able to reduce computational costs for zero temperature subtraction and parameter search to find lines of constant physics, which are demanding in full QCD simulations. As a test of the approach, we study the thermodynamics of the SU(3) gauge theory on isotropic and anisotropic lattices. In addition to the equation of state, we calculate the critical temperature and the static quark free energy at a fixed scale.

    Langmuir probes are standard instruments for plasma density measurements on many sounding rockets. These probes can be operated in swept-bias as well as in fixed-bias modes. In swept-bias Langmuir probes, contamination effects are frequently visible as a hysteresis between consecutive up and down voltage ramps. This hysteresis, if not corrected, leads to poorly determined plasma densities and temperatures. With a properly chosen sweep function, the contamination parameters can be determined from the measurements and correct plasma parameters can then be determined. In this paper, we study the contamination effects on fixed-bias Langmuir probes, where no hysteresis type effect is seen in the data. Even though the contamination is not evident from the measurements, it does affect the plasma density fluctuation spectrum as measured by the fixed-bias Langmuir probe. We model the contamination as a simple resistor-capacitor circuit between the probe surface and the plasma. We find that measurements of small scale plasma fluctuations (meter to sub-meter scale) along a rocket trajectory are not affected, but the measured amplitude of large scale plasma density variation (tens of meters or larger) is attenuated. From the model calculations, we determine amplitude and cross-over frequency of the contamination effect on fixed-bias probes for different contamination parameters. The model results also show that a fixed bias probe operating in the ion-saturation region is affected less by contamination as compared to a fixed bias probe operating in the electron saturation region.

    The paper is devoted to VNIIOFI's measurements of thermodynamic temperature of the high temperature fixed points Co-C, Pt-C and Re-C within the scope of the international project coordinated by the Consultative Committee for Thermometry working group 5 'Radiation Thermometry'. The melting temperatures of the fixed points were measured by a radiance mode radiation thermometer calibrated against a filter radiometer with known irradiance spectral responsivity via a high temperature black body. This paper describes the facility used for the measurements, the results and estimated uncertainties.

    We propose a method to obtain physical quantities in the theta vacuum from those at fixed topology, which are different by finite size effects. Extending the work by Brower et al., we derive the formula to estimate these finite size corrections for arbitrary correlators in terms of the topological susceptibility and the theta dependence. Applying this formula, we show that topological susceptibility can be measured through two-point functions of pseudoscalar operator.

    We describe in detail how to eliminate nonphysical degrees of freedom in the Lagrangian and Hamiltonian formulations of a constrained system. Two important and distinct steps in our method are the fixing of ambiguities in the dynamics and the determination of inequivalent initial data. The Lagrangian discussion is novel, and a proof is given that the final number of degrees of freedom in the two formulations agrees. We give applications to reparameterization invariant theories, where we prove that one of the constraints must be explicitly time dependent. We illustrate our procedure with the examples of trajectories in spacetime and with spatially homogeneous cosmological models. Finally, we comment briefly on Dirac's extended Hamiltonian technique.

    The properties of the thermal abelian monopoles are studied in the deconfinement phase of the SU(2) gluodynamics. To remove effects of Gribov copies the simulated annealing algorithm is applied to fix the maximally abelian gauge. Computing the density of the thermal abelian monopoles in the temperature range between 1.5T_c and 6.9T_c we show, by comparison with earlier results, that the Gribov copies effects might be as high as 20% making proper gauge fixing mandatory. We find that in the infinite temperature limit the monopole density converges to its value in 3-dimensional theory. To study the interaction between monopoles we calculate the monopole-monopole and monopole-antimonopole correlators at different temperatures in the region (1.5T_c, 6.9T_c). Using the result of this study we determine the screening mass, monopole-monopole coupling constant, monopole size and monopole mass. In addition we check the continuum limit of our results.

    The 130-kW photovoltaic system located on the roof of the Omniplex in Oklahoma City, OK was designed with mirrors to increase the amount of solar radiation that strikes the modules during the intervals between spring and autumn equinox and so increases the power generated by the array. The design intent was to produce 130 kW at noon on summer solstice; however at no time has the array produced more than 100 kW. Sandia National Laboratories, Albuquerque, designed a multiphase experiment to determine the reason that the array failed to meet the design intent. This report describes the experiment, the results obtained, and the lessons learned.

  5. A Fixed Gap APPLE II Undulator for SLS

    To vary the polarization vector of an APPLE II undulator continuously from 0 - 180 deg., all four magnet arrays need to be movable. Following the adjustable-phase undulator approach by R. Carr, a 3.4 m long fixed gap undulator for SLS with a gap of 11.6 mm has been constructed. It will be installed in fall 2006. The gap drive is replaced by a pair-wise shift of the magnet arrays to change the energy, while the polarization is changed by shifts of diagonal arrays. The high injection efficiency and standard operation top-up mode at the SLS allows this simplified undulator design. The design as well as the operational aspects will be discussed.

    A grate assembly for a coal gasifier of a moving-bed or fixed-bed type is provided for crushing agglomerates of solid material such as clinkers, tailoring the radial distribution of reactant gases entering the gasification reaction zone, and control of the radial distribution of downwardly moving solid velocities in the gasification and combustion zone. The clinker crushing is provided by pinching clinkers between vertically oriented stationary bars and angled bars supported on the upper surface of a rotating conical grate. The distribution of the reactant gases is provided by the selective positioning of horizontally oriented passageways extending through the grate. The radial distribution of the solids is provided by mounting a vertically and generally radially extending scoop mechanism on the upper surface of the grate near the apex thereof.

    We discuss various issues associated with the calculation of the reduced functional determinant of a special second order differential operator $\\boldmath${F}$ =-d^2/d\\tau^2+\\ddot g/g$, $\\ddot g\\equiv d^2g/d\\tau^2$, with a generic function $g(\\tau)$, subject to periodic and Dirichlet boundary conditions. These issues include the gauge-fixed path integral representation of this determinant, the monodromy method of its calculation and the combination of the heat kernel and zeta-function technique for the derivation of its period dependence. Motivations for this particular problem, coming from applications in quantum cosmology, are also briefly discussed. They include the problem of microcanonical initial conditions in cosmology driven by a conformal field theory, cosmological constant and cosmic microwave background problems.

The meeting was planned to bring together government agencies and industry customers and, suppliers to discuss and conclude where the CFCC Program is today, where it is going, and how they plan to get there. It was also planned to join component developers with end users who can describe systems needs and projected schedules for introducing CFCC components in industrial applications.

  8. Flame quality monitor system for fixed firing rate oil burners

    A method and apparatus for determining and indicating the flame quality, or efficiency of the air-fuel ratio, in a fixed firing rate heating unit, such as an oil burning furnace, is provided. When the flame brightness falls outside a preset range, the flame quality, or excess air, has changed to the point that the unit should be serviced. The flame quality indicator output is in the form of lights mounted on the front of the unit. A green light indicates that the flame is about in the same condition as when the burner was last serviced. A red light indicates a flame which is either too rich or too lean, and that servicing of the burner is required. At the end of each firing cycle, the flame quality indicator goes into a hold mode which is in effect during the period that the burner remains off. A yellow or amber light indicates that the burner is in the hold mode. In this mode, the flame quality lights indicate the flame condition immediately before the burner turned off. Thus the unit can be viewed when it is off, and the flame condition at the end of the previous firing cycle can be observed.

    To comply with future air quality standards for gaseous fluoride emissions at the PGDP, studies are being made to evaluate the most feasible and efficient method of trapping fluorides from the effluents of the different processes. Although this work is in direct support of environmental projects, its results are applicable in other areas. Throughout the diffusion plants there are several areas where fluorides, either single or multiple species, are controlled and/or processed. The solid sorbent studies represent new, promising technology which could have significant impact on the gaseous diffusion plants. Scoping studies of solid sorbents and reaction conditions have been conducted. In a series of statistically designed experiments, the effects of total gas flow, temperature, and fluoride gas flow were studied for eight dry chemicals in a 1-in. diameter fixed bed designed to remove three separate fluoride gas species (hydrogen fluoride (HF), fluorine (F/sub 2/), and chlorine trifluoride (ClF/sub 3/)) from an air stream. The trapping materials selected for the test include two brands of four different material types: soda lime, oolitic calcium carbonate (CaCO/sub 3/), calcium oxide (CaO), and activated alumina (Al/sub 2/O/sub 3/). Additionally, loading factors and material utilization were determined to allow an economic comparison to be made between bed materials.

  10. Ash level meter for a fixed-bed coal gasifier

    An ash level meter for a fixed-bed coal gasifier is provided which utilizes the known ash level temperature profile to monitor the ash bed level. A bed stirrer which travels up and down through the extent of the bed ash level is modified by installing thermocouples to measure the bed temperature as the stirrer travels through the stirring cycle. The temperature measurement signals are transmitted to an electronic signal process system by an FM/FM telemetry system. The processing system uses the temperature signals together with an analog stirrer position signal, taken from a position transducer disposed to measure the stirrer position to compute the vertical location of the ash zone upper boundary. The circuit determines the fraction of each total stirrer cycle time the stirrer-derived bed temperature is below a selected set point, multiplies this fraction by the average stirrer signal level, multiplies this result by an appropriate constant and adds another constant such that a 1 to 5 volt signal from the processor corresponds to a 0 to 30 inch span of the ash upper boundary level. Three individual counters in the processor store clock counts that are representative of: (1) the time the stirrer temperature is below the set point (500.degree. F.), (2) the time duration of the corresponding stirrer travel cycle, and (3) the corresponding average stirrer vertical position. The inputs to all three counters are disconnected during any period that the stirrer is stopped, eliminating corruption of the measurement by stirrer stoppage.

  11. Isolated thermocouple amplifier system for stirred fixed-bed gasifier

    A sensing system is provided for determining the bed temperature profile of the bed of a stirred, fixed-bed gasifier including a plurality of temperature sensors for sensing the bed temperature at different levels, a transmitter for transmitting data based on the outputs of the sensors to a remote operator's station, and a battery-based power supply. The system includes an isolation amplifier system comprising a plurality of isolation amplifier circuits for amplifying the outputs of the individual sensors. The isolation amplifier circuits each comprise an isolation operational amplifier connected to a sensor; a first "flying capacitor" circuit for, in operation, controlling the application of power from the power supply to the isolation amplifier; an output sample and hold circuit connected to the transmitter; a second "flying capacitor" circuit for, in operation, controlling the transfer of the output of the isolation amplifier to the sample and hold circuit; and a timing and control circuit for activating the first and second capacitor circuits in a predetermined timed sequence.

  12. Simulating full QCD with the fixed point action

    Because of its complex structure the parametrized fixed point action can not be simulated with the available local updating algorithms. We constructed, coded, and tested an updating procedure with 2+1 light flavors, where the targeted s quark mass is at its physical value while the u and d quarks should produce pions lighter than 300 MeV. In the algorithm a partially global gauge update is followed by several accept/reject steps, where parts of the determinant are switched on gradually in the order of their costs. The trial configuration that is offered in the last, most expensive, stochastic accept/reject step differs from the original configuration by a Metropolis + over-relaxation gauge update over a subvolume of {approx}(1.3 fm){sup 4}. The acceptance rate in this accept/reject step is {approx}0.4. The code is optimized on different architectures and is running on lattices with L{sub s}{approx_equal}1.2 fm and 1.8 fm at a resolution of a{approx_equal}0.15 fm.

    Recent analysis of offshore wind turbine foundations using both applicable API and IEC standards show that the total load demand from wind and waves is greatest in wave driven storms. Further, analysis of overturning moment loads (OTM) reveal that impact forces exerted by breaking waves are the largest contributor to OTM in big storms at wind speeds above the operating range of 25 m/s. Currently, no codes or standards for offshore wind power generators have been adopted by the Bureau of Ocean Energy Management Regulation and Enforcement (BOEMRE) for use on the Outer Continental Shelf (OCS). Current design methods based on allowable stress design (ASD) incorporate the uncertainty in the variation of loads transferred to the foundation and geotechnical capacity of the soil and rock to support the loads is incorporated into a factor of safety. Sources of uncertainty include spatial and temporal variation of engineering properties, reliability of property measurements applicability and sufficiency of sampling and testing methods, modeling errors, and variability of estimated load predictions. In ASD these sources of variability are generally given qualitative rather than quantitative consideration. The IEC 61400‐3 design standard for offshore wind turbines is based on ASD methods. Load and resistance factor design (LRFD) methods are being increasingly used in the design of structures. Uncertainties such as those listed above can be included quantitatively into the LRFD process. In LRFD load factors and resistance factors are statistically based. This type of analysis recognizes that there is always some probability of failure and enables the probability of failure to be quantified. This paper presents an integrated approach consisting of field observations and numerical simulation to establish the distribution of loads from breaking waves to support the LRFD of fixed offshore foundations.

In these framework we give explicit formulas for phase recovering from appropriate phaseless scattering data.     In May 1998 the Hanford Site started developing a program for characterization of transuranic (TRU) waste for shipment to the Waste Isolation Pilot Plant (WIPP) in New Mexico. After less than two years, Hanford will have a program certified by the Carlsbad Area Office (CAO). By picking a simple waste stream, taking advantage of lessons learned at the other sites, as well as communicating effectively with the CAO, Hanford was able to achieve certification in record time. This effort was further simplified by having a centralized program centered on the Waste Receiving and Processing (WRAP) Facility that contains most of the equipment required to characterize TRU waste. The use of fixed facilities for the characterization of TRU waste at sites with a long-term clean-up mission can be cost effective for several reasons. These include the ability to control the environment in which sensitive instrumentation is required to operate and ensuring that calibrations and maintenance activities are scheduled and performed as an operating routine. Other factors contributing to cost effectiveness include providing approved procedures and facilities for handling hazardous materials and anticipated contingencies and performing essential evolutions, and regulating and smoothing the work load and environmental conditions to provide maximal efficiency and productivity. Another advantage is the ability to efficiently provide characterization services to other sites in the Department of Energy (DOE) Complex that do not have the same capabilities. The Waste Receiving and Processing (WRAP) Facility is a state-of-the-art facility designed to consolidate the operations necessary to inspect, process and ship waste to facilitate verification of contents for certification to established waste acceptance criteria. The WRAP facility inspects, characterizes, treats, and certifies transuranic (TRU), low-level and mixed waste at the Hanford Site in Washington state. Fluor Hanford operates the $89 million facility under the Project Hanford Management Contract. This paper describes the operating experiences and results obtained during the first year of full operations at WRAP. Interested audiences include personnel involved in TRU waste characterization activities, TRU waste treatment and disposal facilities and TRU waste certification. The conclusions of this paper are that WRAP has proven itself to be a valuable asset for low-level and TRU waste management.

    On the occasion of the 1995 AIME conference the new PROven (Pressure Regulated Oven) process to control the pressure in coke ovens individually was introduced. This process was made feasible with a new collecting main valve, termed FixCup, with the aid of this valve a variable flow resistance to the raw gas discharge can be realized using a water immersion system. However, just the application of the FixCup system alone--without any pressure regulation--is very advantageous and cost saving. Thyssen has equipped 30 ovens with the new valve.     We argue that the concept of a multi-purpose fixed-target experiment with the proton or lead-ion LHC beams extracted by a bent crystal would offer a number of ground-breaking precision-physics opportunities. The multi-TeV LHC beams will allow for the most energetic fixed-target experiments ever performed. The fixed-target mode has the advantage of allowing for high luminosities, spin measurements with a polarised target, and access over the full backward rapidity domain --uncharted until now-- up to x_F ~ -1.

The fixed point action is a classical perfect lattice action, which is expected to show strongly reduced cutoff effects in numerical simulations.     An apparatus for crimp sealing and severing tubes flush or below a fixed surface. Tube crimping below a fixed surface requires an asymmetric die and anvil configuration. The anvil must be flat so that, after crimping, it may be removed without deforming the crimped tubes. This asymmetric die and anvil is used when a ductile metal tube and valve assembly are attached to a pressure vessel which has a fixed surface around the base of the tube at the pressure vessel. A flat anvil is placed against the tube. Die guides are placed against the tube on a side opposite the anvil. A pinch-off die is inserted into the die guides against the tube. Adequate clearance for inserting the die and anvil around the tube is needed below the fixed surface. The anvil must be flat so that, after crimping, it may be removed without deforming the crimped tubes. 8 figs.

    We elucidate the origin of large differences (two-fold or more) in the fixed-node errors between the first- vs second-row systems for single-configuration trial wave functions in quantum Monte Carlo calculations. This significant difference in the valence fixed-node biases is studied across a set of atoms, molecules, and also Si, C solid crystals. We show that the key features which affect the fixed-node errors are the differences in electron density and the degree of node nonlinearity. The findings reveal how the accuracy of the quantum Monte Carlo varies across a variety of systems, provide new perspectives on the origins of the fixed-node biases in calculations of molecular and condensed systems, and carry implications for pseudopotential constructions for heavy elements.

    We study an optimum measurement for quantum state discrimination, which maximizes the probability of correct results when the probability of inconclusive results is fixed at a given value. The measurement describes minimum-error discrimination if this value is zero, while under certain conditions it corresponds to optimized maximum-confidence discrimination, or to optimum unambiguous discrimination, respectively, when the fixed value reaches a definite minimum. Using operator conditions that determine the optimum measurement, we derive analytical solutions for the discrimination of two mixed qubit states, including the case of two pure states occurring with arbitrary prior probabilities, and for the discrimination of N symmetric states, both pure and mixed. We also consider a case where the given density operators resolve the identity operator, and we specify the optimality conditions for the case of partially symmetric states. Moreover, we show that from the complete solution for arbitrary values of the fixed rate of inconclusive results one can always obtain the optimum measurement in another strategy where the error rate is fixed, and vice versa.

    This work studies the direct and inverse fixed energy scattering problem for two-dimensional Schroedinger equation with rather general nonlinear index of refraction. In particular, using the Born approximation we prove that all singularities of the unknown compactly supported potential from $L^2$-space can be obtained uniquely by the scattering data with fixed positive energy. The proof is based on the new estimates for the Faddeev-Green's function in $L^\\infty$-space.

We use this operator in combination with the fixed point action to measure the topological susceptibility for a wide range of correlation lengths.     The Building America (BA) Research Planning Meeting was held October 28-30, 2013, in Washington, DC. This meeting provides one opportunity each year for the research teams, national laboratories and Department of Energy (DOE) managers to meet in person to share the most pertinent information and collaboration updates. This report documents the presentations, highlights key program updates, and outlines next steps for the program.

  15. Dark energy as a fixed point of the Einstein Yang-Mills Higgs Equations

    We study the Einstein Yang-Mills Higgs equations in the $SO(3)$ representation on a isotropic and homogeneous flat Universe, in the presence of radiation and matter fluids. We map the equations of motion into a closed dynamical system of first-order differential equations and we find the equilibrium points. We show that there is only one stable fixed point that corresponds to an accelerated expanding Universe in the future. In the past, instead, there is an unstable fixed point that implies a stiff-matter domination. In between, we find three other unstable fixed points, corresponding, in chronological order, to radiation domination, to matter domination, and, finally, to a transition from decelerated expansion to accelerated expansion. We solve the system numerically and we confirm that there are smooth trajectories that correctly describe the evolution of the Universe, from a remote past dominated by radiation to a remote future dominated by dark energy, passing through a matter-dominated phase.

    Lattice QCD simulations tend to get stuck in a single topological sector at fine lattice spacing, or when using chirally symmetric quarks. In such cases computed observables differ from their full QCD counterparts by finite size effects, which need to be understood on a quantitative level. We discuss extensions of existing relations from the literature between correlation functions at fixed topology and hadron masses at unfixed topology. Particular focus is put on disentangling positive and negative parity states, which mix, when the topological charge is fixed. We also present numerical results for SU(2) Yang-Mills Theory.
