This document concerns the award of a contract for the supply of nine 13 kA, 190 V thyristor 2-quadrant power converters for the LHC. Following a market survey carried out among 99 firms in nineteen Member States, a call for tenders (IT-2942/SL/LHC) was sent on 25 October 2002 to seven firms in four Member States. By the closing date, CERN had received four tenders from four firms in three Member States. The Finance Committee is invited to agree to the negotiation of a contract with OCEM (IT), the lowest bidder, for the supply of nine 13 kA, 190 V thyristor power converters for a total amount of 2 006 931 Swiss francs, not subject to revision. The firm has indicated the following distribution by country of the contract value covered by this adjudication proposal: IT - 80%; FR - 5%; CH - 5%; Other - 10%.

Following a market survey carried out among 75 firms in seventeen Member States, a call for tenders (IT-2745/ST) was sent on 5 May 2000 to eight firms in four Member States. By the closing date, CERN had received tenders from six firms in four Member States. The Finance Committee is invited to agree to the negotiation of a blanket contract with TESAR (IT), the lowest bidder, for the supply of encapsulated-winding dry-type power transformers for a total amount of 6 150 000 000 Italian lira, not subject to revision until 31 December 2002. At the exchange rate stipulated in the tender, this amount is equivalent to approximately 5 000 000 Swiss francs. Based on our survey of WAPA`s power purchase procedures, we expanded our allegation based inquiry to include several management issues. Thus, the purpose of this inspection was to review the specific allegation as well as to evaluate WAPA`s power purchase contracting procedures relating to competition, the documentation of the solicitation, negotiation, and award processes, and the determination of the reasonableness of the rates negotiated by WAPA.

The Finnish Parliament ratified in May 2002 the application for a Decision-in- Principle (DIP) that was submitted by Teollisuuden Voima Oy (TVO) in November 2000 concerning the construction of a new nuclear power plant in Finland (FIN5). The bid inquiries for FIN5 were sent out by TVO in September 2002, requesting the bids by the end of March 2003. A contract with the plant supplier was signed in December 2003, implying the construction of a PWR of type EPR (European Pressurised Water Reactor) in Olkiluoto, called Olkiluoto 3 NPP. The preparation of Bid Inquiry Specifications (BIS) was initiated simultaneously with the filing of the application for DIP. The compilation of BIS was an evolutionary process, starting with the collection of relevant reference material, proceeding through the development of technical, administrative and commercial requirements, and ending with the consolidation of all documentation to a package containing the complete BIS. An intensive bid evaluation process started immediately after receiving the bids, accompanied by negotiations with the supplier candidates. The final Contract Specifications (CS) were constituted on the basis of the BIS supplemented with information contained in the bid and the outcome of the contract negotiations. (author)

Determinants of contract duration: further evidence from coal-fired power plants

Transactions cost theory predicts that the availability of alternatives is one of the determinants of contract duration. Over the last 20 years, the coal market has seen many regulatory changes that have generally increased the number of alternatives in the process of procuring coal. In this paper data from long-term coal contracts for electricity generation signed before 1999 are used to estimate the effect of increasing alternatives on contract duration. Empirical results tend to match transactions cost theory that increased alternatives reduces contract duration.

Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. Office of Inspector General report on audit of the Western Area Power Administration`s contract with Basin Electric Power Cooperative

At the request of the Western Area Power Administration (Western), an audit of 17 areas was conducted with respect to possible overcharges on a power contract between Western and Basin Electric Power Cooperative (Basin), Contract No. DE-MP65-82WP-19001. The contract for Western`s purchase of electric power from Basin was entered into on April 15, 1982, and was in effect from January 1, 1986, through October 31, 1990. During this 58-month period, Basin billed Western approximately $197.6 million. Overall, it was found that Basin overcharged Western approximately $23.8 million. These overcharges occurred because Basin: (1) did not recognize or amortize as gain its overestimate of completion and correction costs for Antelope Valley Station (AVS) Unit 2; (2) did not amortize the gain on the sale/leaseback of AVS Unit 2 as an offset to lease costs; (3) billed Western prematurely for lease and interest costs; (4) overcharged for the cost of coal by including administrative and general expenses and profit, as well as incorrectly calculating discounts, royalty payments, and imputed interest costs; (5) made faulty calculations of amortization rates for deferred costs; (6) used a shorter depreciation period for AVS common facilities than it had used for other power plants; (7) retained tax benefit transfers; and (8) charged Western for interest and depreciation that had been paid by others. In addition to the $23.8 million in overcharges, interest accrued on the overcharges through December 31, 1996 was estimated to be approximately $22.1 million, resulting in a total of $45.9 million due Western.

A radiological assessment of nuclear power and propulsion operations near Space Station Freedom. Contract report, January 1988-January 1990

Scenarios were identified which involve the use of nuclear power systems in the vicinity of Space Station Freedom (SSF) and their radiological impact on the SSF crew was quantified. Several of the developed scenarios relate to the use of SSF as an evolutionary transportation node for lunar and Mars missions. In particular, radiation doses delivered to SSF crew were calculated for both the launch and subsequent return of a Nuclear Electric Propulsion (NEP) cargo vehicle and a Nuclear Thermal Rocket (NTR) personnel vehicle to low earth orbit. The use of nuclear power on co-orbiting platforms and the storage and handling issues associated with radioisotope power systems were also explored as they relate to SSF. A central philosophy in these analyses was the utilization of a radiation dose budget, defined as the difference between recommended dose limits from all radiation sources and estimated doses received by crew members from natural space radiations. Consequently, for each scenario examined, the dose budget concept was used to identify and quantify constraints on operational parameters such as launch separation distances, returned vehicle parking distances, and reactor shutdown times prior to vehicle approach. The results indicate that realistic scenarios do not exist which would preclude the use of nuclear power sources in the vicinity of SSF. The radiation dose to the SSF crew can be maintained at safe levels solely by implementing proper and reasonable operating procedures.

Following a market survey carried out among 41 firms in thirteen Member States, a call for tenders (IT-3120/ST/LHC) was sent on 26 February 2003 to three firms and two consortia each consisting of two firms, in six Member States. By the closing date, CERN had received five tenders from the three firms and two consortia in six Member States. The Finance Committee is invited to agree to the negotiation of a blanket contract with DRAKA (NL), the lowest bidder, for the supply and installation of optical fibre cabling systems for a total estimated amount not exceeding 12 150 000 Swiss francs, subject to revision for inflation from 1 January 2006. The firm has indicated the following distribution by country of the contract value covered by this adjudication proposal: NL - 38%; CH - 37%; DE - 12%; FR - 8%; GB - 5%.

Real Time Pricing and the Real Live Firm

Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). Reasons customers gave for why they weren't price-responsive include implicit value placed on reliability, pricing structures, lack of flexibility in adjusting production inputs, just-in-time practices, perceived barriers to onsite generation, and insufficient time. We draw these observations into a framework that could help refine economic theory of dynamic pricing by providing real-world descriptions of how firms behave and why.

The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities with 55 MW of electrical output, 4 cogeneration projects with 34.5 MW of generating capability, and 4 wastewater treatment facility digester gas-to-energy projects with 5 MW of electrical production have come on-line (or are in the final stages of construction) since the passage of PURPA. These numbers represent only a small portion of Washington's untapped and underutilized cogeneration and renewable resource generating potentials. [DJE-2005

The role of curvature in relation with Lie algebra contractions of the pseudo-ortogonal algebras so(p,q) is fully described by considering some associated symmetrical homogeneous spaces of constant curvature within a Cayley-Klein framework. We show that a given Lie algebra contraction can be interpreted geometrically as the zero-curvature limit of some underlying homogeneous space with constant curvature. In particular, we study in detail the contraction process for the three classical Riemannian spaces (spherical, Euclidean, hyperbolic), three non-relativistic (Newtonian) spacetimes and three relativistic ((anti-)de Sitter and Minkowskian) spacetimes. Next, from a different perspective, we make use of quantum deformations of Lie algebras in order to construct a family of spaces of non-constant curvature that can be interpreted as deformations of the above nine spaces. In this framework, the quantum deformation parameter is identified as the parameter that controls the curvature of such "quantum" spaces.

In this paper we consider some expressions (sums) in Clifford algebras which we call contractions or averaging. We study full contractions, contractions by adjoint sets of multi-indices, simple contractions. We present the relation between simple contractions and projection operations onto fixed subspaces of Clifford algebras. Contractions of Low-Dimensional Lie Algebras

Theoretical background of continuous contractions of finite-dimensional Lie algebras is rigorously formulated and developed. In particular, known necessary criteria of contractions are collected and new criteria are proposed. A number of requisite invariant and semi-invariant quantities are calculated for wide classes of Lie algebras including all low-dimensional Lie algebras. An algorithm that allows one to handle one-parametric contractions is presented and applied to low-dimensional Lie algebras. As a result, all one-parametric continuous contractions for the both complex and real Lie algebras of dimensions not greater than four are constructed with intensive usage of necessary criteria of contractions and with studying correspondence between real and complex cases. Levels and co-levels of low-dimensional Lie algebras are discussed in detail. Properties of multi-parametric and repeated contractions are also investigated.

Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.

This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority. The Department`s responsibilities include long-term, high-risk research and development of energy technology, the marketing of Federal power, and maintenance of a central energy data collection and analysis program. A key mission for the Department is to identify and reduce risks, as well as manage waste at more than 100 sites in 34 states and territories, where nuclear energy or weapons research and production resulted in radioactive, hazardous, and mixed waste contamination. Each fiscal year, the Department establishes contracting goals to increase contracts to small business concerns and meet our mission objectives.

This report documents the results of LBL`s Self-Assessment required by Appendix F to Contract DE ACOO3765F00098. This self assessment covers the performance measures set forth in Appendix F except those requiring an external audit. The performance measures for LBL are in the areas of ES&H Finance, Human Services and Procurement and Property. LBL is a multi-program laboratory operated by the University of California (UC) for DOE. The mission of LBL includes performing research in energy, general, and life sciences. LBL facilities include the main site on 130 acres located in the cities of Berkeley and Oakland; laboratories and offices located in buildings on the UC Berkeley Campus; and three leased buildings in the cities of Berkeley and Emeryville. 1. Involvement of Line Management in the assessment process to provide awareness and ownership. 2. Using existing assessments, audits and appraisals in lieu of a new assessment wherever possible. 3. Conduct of the assessments by individuals with functional responsibility and knowledge of the areas being assessed. 4. Interaction with individuals performing assessments at other Laboratories to enhance our learning process. As anticipated, a number of findings will require corrective action. General corrective actions are identified for key findings in this report. In early May 1993, this Laboratory will begin the development of detailed formal corrective action plans which will be entered into a laboratory automated corrective action tracking system.

In June 1993, Secretary of Energy Hazel O`Leary formed a Contract Reform Team, chaired by Deputy Secretary Bill White, to evaluate the contracting practices of the Department of Energy and to formulate specific proposals for improving those practices. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

Natural gas contracts in efficient portfolios

This report addresses the {open_quotes}contracts portfolio{close_quotes} issue of natural gas contracts in support of the Domestic Natural Gas and Oil Initiative (DGOI) published by the U.S. Department of Energy in 1994. The analysis is a result of a collaborative effort with the Public Service Commission of the State of Maryland to consider {open_quotes}reforms that enhance the industry`s competitiveness{close_quotes}. The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

For the reasons explained in this document, the Finance Committee is invited to approve an amendment to the existing contract for the supply and installation of interconnecting pipework for cryogenics and cooling of the LHC with the firm DEMONT (IT) for an amount exceeding the previously approved amount of 3 818 877 euros (5 881 000 Swiss francs) by up to 2 157 800 euros (3 323 000 Swiss francs), subject to revision for inflation, bringing the total contract amount to a maximum amount of 5 976 677 euros (9 204 000 Swiss francs), subject to revision for inflation. The rate of exchange used is that stipulated in the initial tender (CERN/FC/4322). The firm has declared the following origin of the equipment covered by this adjudication proposal: IT - 85%, CZ - 5%, SK - 4%, FR - 3%, PL - 3%.

This report presents the results of the independent certified public accountant`s audit of the Department of Energy`s Alaska Power Administration`s (Alaska) financial statements as of September 30, 1995. The auditors have expressed an unqualified opinion on the 1995 statements. Their reports on Alaska`s internal control structure and on compliance with laws and regulations are also provided. The Alaska Power Administration operates and maintains two hydroelectric projects that include five generator units, three power tunnels and penstocks, and over 88 miles of transmission line. Additional information about Alaska Power Administration is provided in the notes to the financial statements. The 1995 financial statement audit was made under the provisions of the Inspector General Act (5 U.S.C. App.), as amended, the Chief Financial Officers (CFO) Act (31 U.S.C. 1500), and Office of Management and Budget implementing guidance to the CFO Act. The auditor`s work was conducted in accordance with generally accepted government auditing standards. To fulfill the audit responsibilities, the authors contracted with the independent public accounting firm of KPMG Peat Marwick (KPMG) to conduct the audit for us, subject to review. The auditor`s report on Alaska`s internal control structure disclosed no reportable conditions that could have a material effect on the financial statements. The auditor also considered the overview and performance measure data for completeness and material consistency with the basic financial statements, as noted in the internal control report. The auditor`s report on compliance with laws and regulations disclosed no instances of noncompliance by Alaska.

Cross-linked actomyosin bundles retract when severed in vivo by laser ablation, or when isolated from the cell and micromanipulated in vitro in the presence of ATP. We identify the time scale for contraction as a viscoelastic time tau, where the viscosity is due to (internal) protein friction. We obtain an estimate of the order of magnitude of the contraction time tau ~ 10-100 s, consistent with available experimental data for circumferential microfilament bundles and stress fibers. Our results are supported by an exactly solvable, hydrodynamic model of a retracting bundle as a cylinder of isotropic, active matter, from which the order of magnitude of the active stress is estimated.

Water related planning and design at energy firms are examined. By identifying production alternatives and specifying the cost of these alternatives under a variety of conditions, one gains insight into the future pattern of water use in the energy industry and the response of industry to water-related regulation. In Part II, the three principal decisions of industry that affect water allocation are reviewed: where to build plants, where to get water, and how much water to use. The cost of water use alternatives is reviewed. Part III presents empirical data to substantiate the inferences derived from engineering/economic analysis. The source of water, type of cooling system, and pattern of discharge for electric plants constructed during the 1970s or projected to come on line in this decade are reported. In the 1970s in the US, there was a trend away from once-through cooling toward use of evaporative cooling. Freshwater, as a source of supply, and discharge of effluent were standard practice. In the 1980s, almost all new capacity in the states and basins surveyed will use evaporative cooling. It is pointed out that a thorough understanding of industrial water use economics and water markets is a precursor to successful regulation.
