    SciTech Connect (OSTI)

    Kahn, E.P.; Stoft, S.; Marnay, C.; Berman, D.

    1990-10-01

Competitive bidding for electric power is maturing. Increasing numbers of utilities are soliciting proposals from private suppliers. The amount of capacity being sought is increasing, and potential suppliers appear to be abundant. Analysis of these developments still remains limited. Evidence on the behavior of this market is scarce and sketchy. The underlying economic principles that are shaping the market have not clearly been articulated. In this report we examine the economics of competitive bidding both empirically and analytically. Previous study of this market has focused on the evaluation criteria specified in Requests for Proposals (RFPs), and highly aggregated summary statistics on participation and results. We continue the examination of RFPs, but also survey the details of long term contracts that have emerged from competitive bidding. Contracts provide a new level of specific detail that has not been previously available. 68 refs., 13 figs., 25 tabs.

  20. How a major purchaser negotiated interrelated power contracts

    SciTech Connect (OSTI)

Menning, J.L. [Northern Border Pipeline, Omaha, NE (United States)

    1998-10-01

This article illustrates how electric power purchase terms, appropriate for the evolving electric environment, were negotiated with different utilities to serve an industrial load at multiple sites. Retail competition between alternate power suppliers is either nonexistent or strictly constrained today in the states where these facilities are located. However, as these states eventually follow the lead of others, this will change in the next several years. The article is written for those with the task of acquiring power in the emerging environment, particularly those with little or no experience in acquiring power in an environment allowing competitive access to multiple energy suppliers. It includes what each of the sides in the negotiations held as important; a summary of the key contract features; and a recap of how these features balance the conflicting desires of the parties allowing each side to achieve those goals they value most highly. Appended to the article is a reference list of questions an industrial purchaser may find helpful in negotiating electric service in the evolving electrical environment.

  4. E-commerce between a large firm and a SME supplier: a screening model

    E-Print Network [OSTI]

    Veronica, Alderete Maria

    2009-01-01

This paper derives a model of screening contracts in the presence of positive network effects when building an electronic commerce network (e-commerce) between a large firm and a small and medium sized enterprise (SME) supplier based on Compte (2008). Compte (2008) main insight is that when several potential candidates compete for the task, the principal will in general improve the performance of his firm by inducing the member candidates to assess their competence before signing the contract (through an appropriate choice of contracts). The large firm (principal) must choose between different SME suppliers (agents) to build a business to business e-commerce network. In the presence of positive network externalities, we show that social surplus increases.

  10. Power Sales to Electric Utilities

    SciTech Connect (OSTI)

    1989-02-01

The Public Utilities Regulatory Policies Act (PURPA) of 1979 requires that electrical utilities interconnect with qualifying facilities and purchase electricity at a rate based upon their full avoided costs (i.e., costs of providing both capacity and energy). Qualifying facilities (QF) include solar or geothermal electric units, hydropower, municipal solid waste or biomass-fired power plants, and cogeneration projects that satisfy maximum size, fuel use, ownership, location, and/or efficiency criteria. In Washington State, neither standard power purchase prices based upon a proxy ''avoided plant'', standard contracts, or a standard offer process have been used. Instead, a variety of power purchase contracts have been negotiated by developers of qualifying facilities with investor-owned utilities, public utility districts, and municipally-owned and operated utilities. With a hydro-based system, benefits associated with resource acquisition are determined in large part by how compatible the resource is with a utility's existing generation mix. Power purchase rates are negotiated and vary according to firm energy production, guarantees, ability to schedule maintenance or downtime, rights of refusal, power plant purchase options, project start date and length of contract; front-loading or levelization provisions; and the ability of the project to provide ''demonstrated'' capacity. Legislation was also enacted which allows PURPA to work effectively. Initial laws established ownership rights and provided irrigation districts, PUDs, and municipalities with expanded enabling powers. Financial processes were streamlined and, in some cases, simplified. Finally, laws were passed which are designed to ensure that development proceeds in an environmentally acceptable manner. In retrospect, PURPA has worked well within Washington. In the state of Washington, 20 small-scale hydroelectric projects with a combined generating capacity of 77 MW, 3 solid waste-to-energy facilities with 55 MW of electrical output, 4 cogeneration projects with 34.5 MW of generating capability, and 4 wastewater treatment facility digester gas-to-energy projects with 5 MW of electrical production have come on-line (or are in the final stages of construction) since the passage of PURPA. These numbers represent only a small portion of Washington's untapped and underutilized cogeneration and renewable resource generating potentials. [DJE-2005

    SciTech Connect (OSTI)

    Aldridge, D.R. Jr.

    1995-11-01

This paper discusses the use of a Shared Energy Savings (SES) contract as the procurement vehicle to provide, install, and maintain closed-loop ground-coupled heat pumps (CLGCHP`s) for 4,003 family-housing units at Fort Polk, Louisiana. In addition to the requirement relative to heat pumps, the contract allows the energy service company (ESCO) to propose additional projects needed to take full advantage of energy cost-saving opportunities that may exist at Fort Polk. The paper traces the development of the SES contract from feasibility study through development of the request for proposal (RFP) to contract award and implementation. In tracing this development, technical aspects of the project are set forth and various benefits inherent in SES contracting are indicated. The paper concludes that, due to the positive motivation inherent in the shared-savings, as well as partnering aspects of SES contracts, SES contracting is well suited to use as a procurement vehicle.

    1997-09-01

The past three years, Mitchell Energy and Development Corp. has undergone a massive restructuring that has changed the face of one of the nation`s largest and best-known natural gas/natural gas liquids companies. Facing a rapidly changing industry that frequently has been stung by volatile swings in energy markets, management of the independent company, founded by George Mitchell in 1946, sold off $300 million in non-core assets; reduced its long-term debt by $400 million; instituted a hiring freeze and reduced its workforce by a third, from 2,900 to 1,950, over the last three years. Mitchell negotiated a buyout of its hugely profitable North Texas gas sales contract with Natural Gas Pipeline Company of America as a means of easing its transition to a market-sensitive price environment and reducing its debt. Mitchell also took operational control. Finally, Mitchell has left the real estate business, culminating July 31 with the sale of its real estate subsidiary, The Woodlands Corporation, for $543 million ($460 million net after-tax), further reducing its workforce to 1,100. On Aug. 18, the company said it will use the proceeds to repurchase common stock, retire another $200 million of public debt, make asset niche energy acquisitions and increase capital spending for existing programs. The result is a renewed focus on its exploration and production and gas gathering, processing and marketing businesses.

    SciTech Connect (OSTI)

    Schaffer, P.

    1980-04-14

US oil companies are complying with Saudi Arabia's and Indonesia's request by not revealing the companies' shares of oil reserves, adding to supply uncertainties and increasing the power of the producing countries. The information blackout reduces the reserve estimates filed by Exxon, Mobil, Standard Oil of California, and Texaco with the Securities and Exchange Commission, which plans to deal with the reporting problem on a case-by-case basis. Unless the companies decide the information can be disclosed to DOE's Financial Reporting System, a legal battle will ensue. A summary of reserve reports indicates a trend in declining production relative to new discoveries as well. (DCK)

Representations of $SO(5)_{q}$ are constructed explicitly on the Chevalley basis for all $q$, generic and root of unity. Matrix elements of the generators are obtained for all representations depending on three variable indices, the maximal number being 4. A prescription for contraction is given such that a complete Hopf algebra is immediately obtained for the non-semisimple contracted case. For $q$ a root of unity the periodic representations for $SO(5)_{q}$ and the contracted algebra are obtained directly in the "fractional part" formalism which unifies the treatments for the generic and root of unity cases. The $q$-deformed quadratic Casimir operator is explicitly evaluated for the representations presented.

Many considerations are taken into account in selecting equipment for power projects. The project often becomes a proving ground, benefiting equipment suppliers and developers. In designing and building power generation projects, developers and engineering and construction firms must go through the process of choosing the right equipment for the job. In doing so, a number of considerations regarding the benefits of selection and ease of installation must be taken into account. Understanding the selection process demonstrates how the independent power generation industry becomes a proving ground for different applications of power equipment. In turn, this adds more innovation and versatility to the entire power generation industry. It also provides lenders with examples of proven equipment that will more readily lead to successful financing in the future. Several developers and equipment vendors recently talked about how and why the choices were made for equipment like gas turbines, fluidized bed boilers, water treatment, power cooling equipment, and instruments and controls. 3 figs.

Firestone Fibers and Textile Co. programmed a $2000 desktop Apple II computer and special electronic panels designed by the engineering staff to perform process control and other energy-management functions. The system should reduce natural gas consumption 40% and save the company up to $75,000 a year by reducing the amount of hot air exhausted from fabric-treating ovens. The system can be expanded to control lights and space-conditioning equipment. The company is willing to negotiate with other firms to market the panels. The Apple II was chosen because it has a high capacity for data acquisition and testing and because of the available software. (DCK)

We consider a simple cosmological model that includes a long ekpyrotic contraction stage and smooth bounce after it. Ekpyrotic behavior is due to a scalar field with a negative exponential potential, whereas the Galileon field produces bounce. We give an analytical picture of how the bounce occurs within the weak gravity regime, and then perform numerical analysis to extend our results to a non-perturbative regime.

This paper describes new results linking constrained optimization theory and nonlinear contraction analysis. Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. The paper formalizes the intuition that, just as convexity rather than linearity is the key property in optimization, contraction rather than linearity is the key dynamical property in this context.

Tensor contractions represent the most compute-intensive core kernels in ab initio computational quantum chemistry and nuclear physics. Symmetries in these tensor contractions makes them difficult to load balance and scale to large distributed systems. In this paper, we develop an efficient and scalable algorithm to contract symmetric tensors. We introduce a novel approach that avoids data redistribution in contracting symmetric tensors while also avoiding redundant storage and maintaining load balance. We present experimental results on two parallel supercomputers for several symmetric contractions that appear in the CCSD quantum chemistry method. We also present a novel approach to tensor redistribution that can take advantage of parallel hyperplanes when the initial distribution has replicated dimensions, and use collective broadcast when the final distribution has replicated dimensions, making the algorithm very efficient.

A power broker to handle QF sales - this is the unique approach taken by the Vermont Public Service Board to implement the Federal PURPA rules. In 1983, the Vermont Public Service Board used its rule making power to create a central purchasing agent which would buy power from QFs and redistribute it to the state's retail electric companies. This function is performed by Vermont Power Exchange, Inc., which is a private company which operates the system under contract with the Board. The result of this approach is the pooling of power from QFs for distribution to the state's retail electric utilities.

Welcome to the US Department of Energy`s Forecast of Contracting and Subcontracting Opportunities. This forecast, which is published pursuant to Public Low 100--656, ``Business Opportunity Development Reform Act of 1988,`` is intended to inform small business concerns, including those owned and controlled by socially and economically disadvantaged individuals, and women-owned small business concerns, of the anticipated fiscal year 1995 contracting and subcontracting opportunities with the Department of Energy and its management and operating contractors and environmental restoration and waste management contractors. This document will provide the small business contractor with advance notice of the Department`s procurement plans as they pertain to small, small disadvantaged and women-owned small business concerns.Opportunities contained in the forecast support the mission of the Department, to serve as advocate for the notion`s energy production, regulation, demonstration, conservation, reserve maintenance, nuclear weapons and defense research, development and testing, when it is a national priority. The Department`s responsibilities include long-term, high-risk research and development of energy technology, the marketing of Federal power, and maintenance of a central energy data collection and analysis program. A key mission for the Department is to identify and reduce risks, as well as manage waste at more than 100 sites in 34 states and territories, where nuclear energy or weapons research and production resulted in radioactive, hazardous, and mixed waste contamination. Each fiscal year, the Department establishes contracting goals to increase contracts to small business concerns and meet our mission objectives.

  6. Proposals in for Czech firms; cooperation likely with eastern Germany

    SciTech Connect (OSTI)

    Alperowicz, N.

    1993-02-10

Two Western groups - Shell and a consortium made up of Agip, Conoco, and Total - have offered to buy the refining operations of Chemopetrol Litvinov and Kaucuk Kralupy, both in the Czech republic. Meanwhile, Amoco, Neste, and PCD are looking at the possibility of acquiring some of the plastics plants at Litvinov. Amoco is interested in the polypropylene operations, Neste in polyethylene, and PCD in both. The two Czech firms are included in the second wave of privatization, which will begin in midyear. So far, there have been no offers for the 80,000-m.t./year polystyrene and 60,000-m.t./year styrene butadiene rubber operations belonging to Kralupy, although Atochem representatives recently visited the plants. Litvinov is carrying out revamping operations at its core unit, a 12-year-old, 450,000-m.t./year ethylene plant. The plant, currently running at 400,000 m.t./year, supplies downstream plants, Neratovice, and sells on the export markets. An existing ethylene pipeline between Litvinov and Bohlen in eastern Germany, which used to supply an average 100,000 m.t./year of ethylene to Bohen in exchange for naphtha, is virtually unused. One proposal involves reactivating this exchange to secure ethylene feedstock for plants in eastern Germany. According to some sources, a preliminary decision has been made to shut down the 100,000-m.t./year ethylene plant at Leuna and possibly to expand the Bohlen cracker by 100,000 m.t./year, to 400,000 m.t./year by the late 1990s.

In June 1993, Secretary of Energy Hazel O`Leary formed a Contract Reform Team, chaired by Deputy Secretary Bill White, to evaluate the contracting practices of the Department of Energy and to formulate specific proposals for improving those practices. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

This report presents the results of the independent certified public accountants` audit of the Southwestern Federal Power System`s (SWFPS) combined power system statement of assets, Federal investment and liabilities, and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows. The 1996 financial statement audit was made under the provisions of the Inspector General Act (5 U.S.C. App.), as amended, the Government Management Reform Act (31 U.S.C. 3515), and Office of Management and Budget implementing guidance. The auditors` work was conducted in accordance with generally accepted government auditing standards. To fulfill audit responsibilities, the Office of Inspector General contracted with the independent public accounting firm of KPMG Peak Marwick LLP (KPMG) to conduct the audit for them, subject to their review. The auditors` report on SWFP`s internal control structure disclosed a reportable condition directed to the Southwestern Power Administration concerning a delay in properly classifying the value of plant assets. The report also included two reportable conditions directed to the Army Corps of Engineers regarding the inconsistent calculation of depreciation expense and the misallocation of multipurpose costs. None of these reportable conditions were considered to be material weaknesses. The auditors` report on SWFP`s compliance with laws and regulations disclosed no new instances of noncompliance by Southwestern.

    Vehicle Projects LLC

    2003-01-28

Develop a fuelcell mine locomotive with metal-hydride hydrogen storage. Test the locomotive for fundamental limitations preventing successful commercialization of hydride fuelcells in underground mining. During Phase 1 of the DOE-EERE sponsored project, FPI and its partner SNL, completed work on the development of a 14.4 kW fuelcell power plant and metal-hydride energy storage. An existing battery-electric locomotive with similar power requirements, minus the battery module, was used as the base vehicle. In March 2001, Atlas Copco Wagner of Portland, OR, installed the fuelcell power plant into the base vehicle and initiated integration of the system into the vehicle. The entire vehicle returned to Sandia in May 2001 for further development and integration. Initial system power-up took place in December 2001. A revision to the original contract, Phase 2, at the request of DOE Golden Field Office, established Vehicle Projects LLC as the new prime contractor,. Phase 2 allowed industry partners to conduct surface tests, incorporate enhancements to the original design by SNL, perform an extensive risk and safety analysis, and test the fuelcell locomotive underground under representative production mine conditions. During the surface tests one of the fuelcell stacks exhibited reduced power output resulting in having to replace both fuelcell stacks. The new stacks were manufactured with new and improved technology resulting in an increase of the gross power output from 14.4 kW to 17 kW. Further work by CANMET and Hatch Associates, an engineering consulting firm specializing in safety analysis for the mining industry, both under subcontract to Vehicle Projects LLC, established minimum requirements for underground testing. CANMET upgraded the Programmable Logic Control (PLC) software used to monitor and control the fuelcell power plant, taking into account locomotive operator's needs. Battery Electric, a South Africa manufacturer, designed and manufactured (at no cost to the project) a new motor controller capable of operating the higher rpm motor and different power characteristics of the fuelcells. In early August 2002, CANMET, with the technical assistance of Nuvera Fuel Cells and Battery Electric, installed the new PLC software, installed the new motor controller, and installed the new fuelcell stacks. After minor adjustments, the fuelcell locomotive pulled its first fully loaded ore cars on a surface track. The fuelcell-powered locomotive easily matched the battery powered equivalent in its ability to pull tonnage and equaled the battery-powered locomotive in acceleration. The final task of Phase 2, testing the locomotive underground in a production environment, occurred in early October 2002 in a gold mine. All regulatory requirements to allow the locomotive underground were completed and signed off by Hatch Associates prior to going underground. During the production tests, the locomotive performed flawlessly with no failures or downtime. The actual tests occurred during a 2-week period and involved moving both gold ore and waste rock over a 1,000 meter track. Refueling, or recharging, of the metal-hydride storage took place on the surface. After each shift, the metal-hydride storage module was removed from the locomotive, transported to surface, and filled with hydrogen from high-pressure tanks. The beginning of each shift started with taking the fully recharged metal-hydride storage module down into the mine and re-installing it onto the locomotive. Each 8 hour shift consumed approximately one half to two thirds of the onboard hydrogen. This indicates that the fuelcell-powered locomotive can work longer than a similar battery-powered locomotive, which operates about 6 hours, before needing a recharge.

  18. Observed Cosmological Redshifts Support Contracting Accelerating Universe

    E-Print Network [OSTI]

    Branislav Vlahovic

    2012-07-02

The main argument that Universe is currently expanding is observed redshift increase by distance. However, this conclusion may not be correct, because cosmological redshift depends only on the scaling factors, the change in the size of the universe during the time of light propagation and is not related to the speed of observer or speed of the object emitting the light. An observer in expanding universe will measure the same redshift as observer in contracting universe with the same scaling. This was not taken into account in analysing the SN Ia data related to the universe acceleration. Possibility that universe may contract, but that the observed light is cosmologically redshifted allows for completely different set of cosmological parameters $\\Omega_M, \\Omega_{\\Lambda}$, including the solution $\\Omega_M=1, \\Omega_{\\Lambda}=0$. The contracting and in the same time accelerating universe explains observed deceleration and acceleration in SN Ia data, but also gives significantly larger value for the age of the universe, $t_0 = 24$ Gyr. This allows to reconsider classical cosmological models with $\\Lambda =0$. The contracting stage also may explain the observed association of high redshifted quasars to low redshifted galaxies.

    SciTech Connect (OSTI)

    Harris, B.; Ennis, P.

    1999-08-01

Though electric power is a major operating cost of oil production, few producers have systematically evaluated their power consumption for ways to be more efficient. There is significant money to be saved by doing so, and now is a good time to make an evaluation because new power options are at hand. They range from small turbo generators that can run on casing head gas and power one or two lift pumps, to rebuilt major turbines and ram-jet powered generators that can be set in a multi-well field and deliver power at bargain prices. Power industry deregulation is also underway. Opportunities for more advantageous power contracts from competitive sources are not far off. This two-part series covers power efficiency and power options. This article reviews steps you can take to evaluate the efficiency of your power use and go about improving it. Part 2 will discuss opportunities for use of distributed power and changes you can expect from decentralized power.
