    As part of the internationally sponsored Advanced Containment Experiments (ACE) program, seven large-scale experiments on molten core concrete interactions (MCCIs) have been performed at Argonne National Laboratory. One of the objectives of these experiments is to collect and characterize all the aerosols released from the MCCIs. Aerosols released from experiments using four types of concrete (siliceous, limestone/common sand, serpentine, and limestone/limestone) and a range of metal oxidation for both BWR and PWR reactor core material have been collected and characterized. Release fractions were determined for UO{sup 2}, Zr, the fission-products: BaO, SrO, La{sub 2}O{sub 3}, CeO{sub 2}, MoO{sub 2}, Te, Ru, and control materials: Ag, In, and B{sub 4}C. Release fractions of UO{sub 2} and the fission products other than Te were small in all tests. However, release of control materials was significant.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

    An 805 MHz pillbox cavity tested at Fermilab's MTA facility showed significant degradation in gradient when operated in a several Tesla solenoidal magnetic field. We have used the advanced ACE3P simulation codes developed at SLAC to study the cavity dark current and multipacting characteristics to gain more insight into the gradient limitations. We also checked whether there is an optimal cavity length that minimizes the dark current impact energy. Finally, we have improved on the cavity design, significantly lowering the fields outside the beam area. These and other results are presented in this paper.

    The New York legislature passed the Green Jobs-Green New York (GJGNY) Act in 2009. Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    Many state policymakers and utility regulators have established aggressive energy efficiency (EE) savings targets which will necessitate investing billions of dollars . Given this challenge, some EE program administrators are exploring ways to increase their reliance on financing with the aim of amplifying the impact of limited program monies. While financing is potentially an attractive tool, administrators can face difficult choices between allocating funds to financing or to other approaches designed to overcome a broader set of barriers to consumer investment in EE. Robust assessments of financing's role in reducing energy use in buildings are necessary to help policymakers and program administrators make better choices about how to allocate limited resources to achieve cost effective energy savings at scale.

    The objective of the Advanced Collaborative Emissions Study (ACES) was to determine before widespread commercial deployment whether or not the new, energy-efficient, heavy duty diesel engines (2007 and 2010 EPA Emissions Standards Compliant) may generate anticipated toxic emissions that could adversely affect the environment and human health. ACES was planned to take place in three phases. In Phase 1, extensive emissions characterization of four production-intent prototype engine and control systems designed to meet 2007 standards for nitrogen oxides (NOx) and particulate matter (PM) was conducted at an existing emissions characterization facility: Southwest Research Institute (SwRI). One of the tested engines was selected (at random, after careful comparison of results) for health testing in Phase 3. In Phase 2, extensive emission characterization of three production-intent prototype engine and control systems meeting the 2010 standards (including more advanced NOx controls to meet the more stringent 2010 NOx standards) was conducted at the same test facility. In Phase 3, one engine/aftertreatment system selected from Phase 1 was further characterized during health effects studies (at an existing inhalation toxicology laboratory: Lovelace Respiratory Research Institute, [LRRI]) to form the basis of the ACES safety assessment. The Department of Energy (DOE) award provided funding for emissions characterization in Phases 1 and 2 as well as exposure characterization in Phase 3. The main health analyses in Phase 3 were funded separately and are not reported here.

    The Aerosol Characterization Experiments (ACE) were designed to increase understanding of how atmospheric aerosol particles affect the Earth's climate system. These experiments integrated in-situ measurements, satellite observations, and models to reduce the uncertainty in calculations of the climate forcing due to aerosol particles and improve the ability of models to predict the influences of aerosols on the Earth's radiation balance. ACE-Asia was the fourth in a series of experiments organized by the International Global Atmospheric Chemistry (IGAC) Program (A Core Project of the International Geosphere Biosphere Program). The Intensive Field Phase for ACE-Asia took place during the spring of 2001 (mid-March through early May) off the coast of China, Japan and Korea. ACE-Asia pursued three specific objectives: 1) Determine the physical, chemical, and radiative properties of the major aerosol types in the Eastern Asia and Northwest Pacific region and investigate the relationships among these properties. 2) Quantify the physical and chemical processes controlling the evolution of the major aerosol types and in particular their physical, chemical, and radiative properties. 3) Develop procedures to extrapolate aerosol properties and processes from local to regional and global scales, and assess the regional direct and indirect radiative forcing by aerosols in the Eastern Asia and Northwest Pacific region [Edited and shortened version of summary at http://data.eol.ucar.edu/codiac/projs?ACE-ASIA].     Large-scale EE programs would modestly increase tariffs but reduce consumers' electricity bills significantly. However, the primary benefit of EE programs is a significant reduction in power shortages, which might make these programs politically acceptable even if tariffs increase. To increase political support, utilities could pursue programs that would result in minimal tariff increases. This can be achieved in four ways: (a) focus only on low-cost programs (such as replacing electric water heaters with gas water heaters); (b) sell power conserved through the EE program to the market at a price higher than the cost of peak power purchase; (c) focus on programs where a partial utility subsidy of incremental capital cost might work and (d) increase the number of participant consumers by offering a basket of EE programs to fit all consumer subcategories and tariff tiers. Large scale EE programs can result in consistently negative cash flows and significantly erode the utility's overall profitability. In case the utility is facing shortages, the cash flow is very sensitive to the marginal tariff of the unmet demand. This will have an important bearing on the choice of EE programs in Indian states where low-paying rural and agricultural consumers form the majority of the unmet demand. These findings clearly call for a flexible, sustainable solution to the cash-flow management issue. One option is to include a mechanism like FAC in the utility incentive mechanism. Another sustainable solution might be to have the net program cost and revenue loss built into utility's revenue requirement and thus into consumer tariffs up front. However, the latter approach requires institutionalization of EE as a resource. The utility incentive mechanisms would be able to address the utility disincentive of forgone long-run return but have a minor impact on consumer benefits. Fundamentally, providing incentives for EE programs to make them comparable to supply-side investments is a way of moving the electricity sector toward a model focused on providing energy services rather than providing electricity.

    In 1991 and early 1992, the U.S. Department of Energy (DOE), in cooperation with the U.S. Department of Housing and Urban Development (HUD), established a National Collaborative on Home Energy Rating Systems (HERS) and Energy Efficient Mortgages (EEMs). The Collaborative's purpose was to involve stakeholders at a national policy level to develop a plan leading the nation toward a voluntary system linking HERS with EEMs. The National Renewable Energy Laboratory (NREL) coordinated the National Collaborative's meetings for DOE.     This report represents the current knowledge and utilization of Innovative Financing techniques of Weatherization Assistance Program (WAP) subgrantees, a sample of Institutional Conservation Program (ICP) grantees, Public Service Commissions (PSC) and selected utilities broadly distributed in the country. The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    This guidebook contains information on alternative financing methods that could be used to develop solar thermal systems. The financing arrangements discussed include several lease alternatives, joint venture financing, R and D partnerships, industrial revenue bonds, and ordinary sales. In many situations, alternative financing arrangements can significantly enhance the economic attractiveness of solar thermal investments by providing a means to efficiently allocate elements of risk, return on investment, required capital investment, and tax benefits. A net present value approach is an appropriate method that can be used to investigate the economic attractiveness of alternative financing methods. Although other methods are applicable, the net present value approach has advantages of accounting for the time value of money, yielding a single valued solution to the financial analysis, focusing attention on the opportunity cost of capital, and being a commonly understood concept that is relatively simple to apply. A personal computer model for quickly assessing the present value of investments in solar thermal plants with alternative financing methods is presented in this guidebook. General types of financing arrangements that may be desirable for an individual can be chosen based on an assessment of his goals in investing in solar thermal systems and knowledge of the individual's tax situation. Once general financing arrangements have been selected, a screening analysis can quickly determine if the solar investment is worthy of detailed study.

    To help meet our nation’s energy needs, reprocessing of spent nuclear fuel is being considered more and more as a necessary step in a future nuclear fuel cycle, but incorporating this step into the fuel cycle will require considerable investment. This report presents an evaluation of financing scenarios for reprocessing facilities integrated into the nuclear fuel cycle. A range of options, from fully government owned to fully private owned, was evaluated using a DPL (Dynamic Programming Language) 6.0 model, which can systematically optimize outcomes based on user-defined criteria (e.g., lowest life-cycle cost, lowest unit cost). Though all business decisions follow similar logic with regard to financing, reprocessing facilities are an exception due to the range of financing options available. The evaluation concludes that lowest unit costs and lifetime costs follow a fully government-owned financing strategy, due to government forgiveness of debt as sunk costs. Other financing arrangements, however, including regulated utility ownership and a hybrid ownership scheme, led to acceptable costs, below the Nuclear Energy Agency published estimates. Overwhelmingly, uncertainty in annual capacity led to the greatest fluctuations in unit costs necessary for recovery of operating and capital expenditures; the ability to determine annual capacity will be a driving factor in setting unit costs. For private ventures, the costs of capital, especially equity interest rates, dominate the balance sheet; the annual operating costs dominate the government case. It is concluded that to finance the construction and operation of such a facility without government ownership could be feasible with measures taken to mitigate risk, and that factors besides unit costs should be considered (e.g., legal issues, social effects, proliferation concerns) before making a decision on financing strategy.

    The energy effectiveness and the economic viability of the ACES concept are examined. ACES is studied in a variety of different applications and compared to a number of conventional systems. The different applications are studied in two groups: the class of building into which the ACES is incorporated and the climatic region in which the ACES is located. Buildings investigated include single-family and multi-family residences and a commercial office building. The application of ACES to each of these building types is studied in Minneapolis, Atlanta, and Philadelphia.     The on-site inspection provisions in many current and proposed arms control agreements require extensive preparation and training on the part of both the Inspection Teams (inspectors) and Inspected Parties (host). Current training techniques include table-top inspections and practice inspections. The Augmented Computer Exercise for Inspection Training (ACE-IT), an interactive computer training tool, increases the utility of table-top inspections. ACE-IT has been designed to provide training for challenge inspections under the Chemical Weapons Convention (CWC); however, this training tool can be modified for other inspection regimes. Although ACE-IT provides training from notification of an inspection through post-inspection activities, the primary emphasis of ACE-IT is in the inspection itself--particularly with the concept of managed access. ACE-IT also demonstrates how inspection provisions impact compliance determination and the protection of sensitive information. This Technical Manual describes many of the technical aspects of the ACE-IT training software.

    A decision was made early in the Tri-Lab Usage Model process, that the collection of the user requirements be separated from the document describing capabilities of the user environment. The purpose in developing the requirements as a separate document was to allow the requirements to take on a higher-level view of user requirements for ASC platforms in general. In other words, a separate ASC user requirement document could capture requirements in a way that was not focused on ''how'' the requirements would be fulfilled. The intent of doing this was to create a set of user requirements that were not linked to any particular computational platform. The idea was that user requirements would endure from one ASC platform user environment to another. The hope was that capturing the requirements in this way would assist in creating stable user environments even though the particular platforms would be evolving and changing. In order to clearly make the separation, the Tri-lab S&CS program decided to create a new title for the requirements. The user requirements became known as the ASC Computational Environment (ACE) Requirements.

    This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

  13. Financing investments in renewable energy: The role of policy design and restructuring

    The costs of electric power projects utilizing renewable energy technologies are highly sensitive to financing terms. Consequently, as the electricity industry is restructured and new renewables policies are created, it is important for policymakers to consider the impacts of renewables policy design on project financing. This report describes the power plant financing process and provides insights to policymakers on the important nexus between renewables policy design and finance. A cash-flow model is used to estimate the impact of various financing variables on renewable energy costs. Past and current renewable energy policies are then evaluated to demonstrate the influence of policy design on the financing process and on financing costs. The possible impacts of electricity restructuring on power plant financing are discussed and key design issues are identified for three specific renewable energy programs being considered in the restructuring process: (1) surcharge-funded policies; (2) renewables portfolio standards; and (3) green marketing programs. Finally, several policies that are intended to directly reduce financing costs and barriers are analyzed. The authors find that one of the key reasons that renewables policies are not more effective is that project development and financing processes are frequently ignored or misunderstood when designing and implementing renewable energy incentives. A policy that is carefully designed can reduce renewable energy costs dramatically by providing revenue certainty that will, in turn, reduce financing risk premiums.

    A code named SIGACE has been developed as a tool for MCNP users within the scope of a research contract awarded by the Nuclear Data Section of the International Atomic Energy Agency (IAEA) (Ref: 302-F4-IND-11566 B5-IND-29641). A new recipe has been evolved for generating high-temperature ACE files for use with the MCNP code. Under this scheme the low-temperature ACE file is first converted to an ENDF formatted file using the ACELST code and then Doppler broadened, essentially limited to the data in the resolved resonance region, to any desired higher temperature using SIGMA1. The SIGACE code then generates a high-temperature ACE file for use with the MCNP code. A thinning routine has also been introduced in the SIGACE code for reducing the size of the ACE files. The SIGACE code and the recipe for generating ACE files at higher temperatures has been applied to the SEFOR fast reactor benchmark problem (sodium-cooled fast reactor benchmark described in ENDF-202/BNL-19302, 1974 document). The calculated Doppler coefficient is in good agreement with the experimental value. A similar calculation using ACE files generated directly with the NJOY system also agrees with our SIGACE computed results. The SIGACE code and the recipe is further applied to study the numerical benchmark configuration of selected idealized PWR pin cell configurations with five different fuel enrichments as reported by Mosteller and Eisenhart. The SIGACE code that has been tested with several FENDL/MC files will be available, free of cost, upon request, from the Nuclear Data Section of the IAEA.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

The report discusses the Improvement Act of 1911, the Mello-Roos Act of 1982, the different philosophies cities have adopted in implementing PACE financing, and various PACE program structures. It also discusses the first implementation of PACE by cities that used their charter authority to create programs under the Mello-Roos Act of 1982 before the enactment of AB 811 and SB 555.1. This report focuses on PACE as a mechanism to increase the amount of rooftop solar systems installed, but also recognizes that these programs provide an effective means to finance energy and water efficiency projects. The updated report provides new information on California’s Residential PACE Loss Reserve Program, the Federal Housing Finance Agency, program requirements, and program performance.

    The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Initial focus is on the Russian Federation, Ukraine, india, China, and Pakistan. Separate self-contained sections have been developed for each of the countries to enable the user to readily access market-specific information and to support country-specific Departmental initiatives. For each country, the directory is organized to follow the project life cycle--from prefeasibility, feasibility, project finance, cofinancing, and trade finance, through to technical assistance and training. Programs on investment and export insurance are excluded.

  18. IPP leveraged financing: Unfair advantage

    IPPs normally employ project financing - in which the loans for a project are secured primarily by the assets of the project (and not by the assets of the parent or owner of the project). To support project financing, the IPP developer puts together a package that includes a site, a signed electric contract, a steam contract (if the plant is to be a qualifying facility (QF) under PURPA), a construction contract, and all the necessary environmental permits. The developer then usually attempts to borrow as much of the project's capital costs as possible - ergo the term highly leveraged financing. This is because debt is cheaper than equity (equity is a riskier investment and requires a return significantly higher than debt), and cheaper still when is preferential tax treatment is considered. For this reason, equity is typically used by IPPs only to take risks that lenders are unwilling to assume, and to assure lenders that the developer will not walk away if a project becomes, less profitable. In contrast, a utility finances construction - and all its other capital requirements - by issuing debt or selling equity from the parent company. Its capital needs are typically financed by issuing equity and debt, secured by the assets on the balance sheet, in roughly a 50:50 ratio. The cost of debt depends on the utility's bond rating - with the more risky utilities rated lower and, therefore, paying more for debt. If borrowing new capital would cause the utility to exceed its allowed debt-to-equity ratio, the utility will have to sell equity to raise part of its capital requirements. In the case of utility financing, the debt is secured by all the utility's assets - not just those of the particular construction project needing the investment.

    This report examines the tradeoffs among financing methods for businesses installing onsite photovoltaics (PV). We present case studies of PV financing strategies used by two large commercial retailers that have deployed substantial U.S. PV capacity: IKEA, which owns its PV, and Staples, which purchases power generated from onsite PV systems through power purchase agreements (PPAs). We also analyze the financial considerations that influence any company's choice of PV financing strategy. Our goal in this report is to clarify the financial and institutional costs and benefits of financing strategies and to inform other companies that are considering launching or expanding similar PV programs.

Such legislation should require the Federal Housing Finance Agency (FHFA) to allow Fannie Mae and Freddie Mac to purchase residential mortgages with PACE assessments while at the same time providing responsible underwriting standards and a set of benchmarks for residential PACE assessments in order to minimize financial risks to mortgage holders.     Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

    Using the one dimensional free particle symmetries, the quantum finance symmetries are obtained. Namely, it is shown that Black-Scholes equation is invariant under Schr\\"odinger group. In order to do this, the one dimensional free non-relativistic particle and its symmetries are revisited. To get the Black-Scholes equation symmetries, the particle mass is identified as the inverse of square of the volatility.     Small business lending is big business and growing. Loans under $1 million totaled $460 billion in June 2001, up $23 billion from 2000. The number of loans under $100,000 continued to grow at a rapid rate, growing by 10.1%. The dollar value of loans under $100,000 increased 4.4%; those of $100,000-$250,000 by 4.1%; and those between $250,000 and $1 million by 6.4%. But getting a loan can be difficult if a business owner does not know how to find small business-friendly lenders, how to best approach them, and the specific criteria they use to evaluate a loan application. This is where the Geothermal Money Book comes in. Once a business and financing plan and financial proposal are written, the Geothermal Money Book takes the next step, helping small geothermal businesses locate and obtain financing. The Geothermal Money Book will: Explain the specific criteria potential financing sources use to evaluate a proposal for debt financing; Describe the Small Business Administration's (SBA) programs to promote lending to small businesses; List specific small-business friendly lenders for small geothermal businesses, including those which participate in SBA programs; Identify federal and state incentives which are relevant to direct use and small-scale (< 1 megawatt) power generation geothermal projects; and Provide an extensive state directory of financing sources and state financial incentives for the 19 states involved in the GeoPowering the West (GPW). GPW is a U.S. Department of Energy-sponsored activity to dramatically increase the use of geothermal energy in the western United States by promoting environmentally compatible heat and power, along with industrial growth and economic development. The Geothermal Money Book will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

    Using in situ ion spectrometry data from ACE/SWICS, we determine the solar wind Ne/O elemental abundance ratio and examine its dependence on wind speed and evolution with the solar cycle. We find that Ne/O is inversely correlated with wind speed, is nearly constant in the fast wind, and correlates strongly with solar activity in the slow wind. In fast wind streams with speeds above 600 km s{sup –1}, we find Ne/O = 0.10 ± 0.02, in good agreement with the extensive polar observations by Ulysses/SWICS. In slow wind streams with speeds below 400 km s{sup –1}, Ne/O ranges from a low of 0.12 ± 0.02 at solar maximum to a high of 0.17 ± 0.03 at solar minimum. These measurements place new and significant empirical constraints on the fractionation mechanisms governing solar wind composition and have implications for the coronal and photospheric abundances of neon and oxygen. The results are made possible by a new data analysis method that robustly identifies rare elements in the measured ion spectra. The method is also applied to Ulysses/SWICS data, which confirms the ACE observations and extends our view of solar wind neon into the three-dimensional heliosphere.

    The purpose of this report is to document progress in state-level programs in energy efficiency financing programs that are linked with home energy rating systems. Case studies are presented of programs in five states using a federal pilot program to amortize the costs of home energy improvements. The case studies present background information, describe the states` program, list preliminary evaluation data and findings, and discuss problems and solution encountered in the programs. A comparison of experiences in pilot states will be used to provide guidelines for program implementers, federal agencies, and Congress. 5 refs.

    We identify the coronal sources of the solar winds sampled by the ACE spacecraft during 1999-2008, and examine the in situ solar wind properties as a function of wind sources. The standard two-step mapping technique is adopted to establish the photospheric footpoints of the magnetic flux tubes along which the ACE winds flow. The footpoints are then placed in the context of EIT 284~\\AA\\ images and photospheric magnetograms, allowing us to categorize the sources into four groups: coronal holes (CHs), active regions (ARs), the quiet Sun (QS), and "Undefined". This practice also enables us to establish the response to solar activity of the fractions occupied by each kind of solar winds, and of their speeds and O$^{7+}$/O$^{6+}$ ratios measured in situ. We find that during the maximum phase, the majority of ACE winds originate from ARs. During the declining phase, CHs and ARs are equally important contributors to the ACE solar winds.     The commercialization of concentrating solar power technology took a major step forward in the mid 1980s and early 1990s with the development of the SEGS plants in California. Over the years they have proven that parabolic trough power technologies are the most cost-effective approach for commercial scale solar power generation in the sunbelt countries of the world. However, the question must be asked why no additional solar power plants have been build following the bankruptcy of the developer of the SEGS projects, LUZ International Limited. Although many believe the SEGS projects were a success as a result of parabolic trough technology they employ, in truth, the SEGS projects were developed simply because they represented an attractive opportunity for investors. Simply stated, no additional projects have been developed because no one has been able to put together a similarly attractive financial package to potential investors. More than $1.2 billion in private capital was raised i n debt and equity financing for the nine SEGS plants. Investors and bankers who make these investments are the real clients for solar power technologies. They are not interested in annual solar to electric efficiencies, but in risk, return on investments, and coverage ratios. This paper will take a look at solar power projects from the financier's perspective. The challenge in moving forward is to attract private investors, commercial lenders, and international development agencies and to find innovative solutions to the difficult issues that investment in the global power market poses for solar power technologies.

    The majority of renewable energy technology projects now being developed use long term project financing to raise capital. The financial community scrutinizes renewables more closely than some conventionally fueled electric generation facilities because it perceives renewables as risky and expensive. Renewables pay for this perceived risk through higher interest charges and other more restrictive loan covenants. Risks that are not eliminated in the power sales agreement or through some other means generally result in higher project costs during financing. In part, this situation is a product of the private placement market and project finance process in which renewable energy facilities must function. The project finance process attracts banks and institutional lenders as well as equity investors (often pension funds) who do not want to place their capital at great risk. Energy project finance exists on the basis of a secure revenue stream and a thorough understanding of electric generation technology. Renewables, like all energy projects, operating in uncertain regulatory environments are often difficult to finance. In the uncertain regulatory environment in which renewables now operate, investors and lenders are nervous about challenges to existing contracts between independent power producers and utilities. Challenges to existing contracts could foretell challenges to contracts in the future. Investors and lenders now look to state regulatory environments as an indicator of project risk. Renewable energy technology evolves quickly. Yet, often the information about technological evolution is not available to those who invest in the energy projects. Or, those who have invested in new renewable energy technology in the past have lost money and are nervous about doing so in the future - even though technology may have improved. Inadequate or unfavorable information is a barrier to the development of renewables.

    There is growing national interest in renewable energy development based on the economic, environmental, and security benefits that these resources provide. Historically, greater development of our domestic renewable energy resources has faced a number of hurdles, primarily related to cost, regulation, and financing. With the recent sustained increase in the costs and associated volatility of fossil fuels, the economics of renewable energy technologies have become increasingly attractive to investors, both large and small. As a result, new entrants are investing in renewable energy and new business models are emerging. This study surveys some of the current issues related to wind and solar photovoltaic (PV) energy project financing in the electric power industry, and identifies both barriers to and opportunities for increased investment.

    The landfill gas utilization industry has gone through profound change in the last ten years and is in for further changes in the coming years. The first change is the probable expiration of Section 29 tax credits for newly developed projects and the second is the upcoming NSPS mandate to capture fugitive LFG emission from our nations larger landfills. In order to provide for the capital needs of LFG utilization project developers, lenders and investors must adapt to the changing nature of the industry as well. Lyon Credit Corporation has provided senior and subordinated financing as well as lease financing for the LFG utilization industry for the last three years. During this time, LCC has had to adapt its product offerings to meet the continuing needs of the borrowers in this industry. This presentation will focus on the changing nature of the industry and its effect on the economics, capital and financing requirements of newly developed LFG utilization projects. The two fundamental changes which have drastically altered the way projects are structured and financed include the changing nature of the LFG project product end-user and various regulatory and legislative measures which have significantly impacted the responsibilities of the project owner/developer and the future profitability of all LFG utilization projects. The successful LFG utilization project developers will be those who recognize that these changes are permanent departures from past practices, and those who will seek to exploit opportunities created by these changes. The lenders and investors to this industry will likewise have to adapt with these changes in order to continue to provide needed capital to this growing industry.

    Numerous pre-existing and newly emerging state- and locally-managed revolving loan funds (RLFs) are being used in conjunction with energy savings performance contracts (ESPCs) as an option for financing of energy efficiency projects. This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

  1. Financing Strategies For A Nuclear Fuel Cycle Facility

    To help meet the nation’s energy needs, recycling of partially used nuclear fuel is required to close the nuclear fuel cycle, but implementing this step will require considerable investment. This report evaluates financing scenarios for integrating recycling facilities into the nuclear fuel cycle. A range of options from fully government owned to fully private owned were evaluated using DPL (Decision Programming Language 6.0), which can systematically optimize outcomes based on user-defined criteria (e.g., lowest lifecycle cost, lowest unit cost). This evaluation concludes that the lowest unit costs and lifetime costs are found for a fully government-owned financing strategy, due to government forgiveness of debt as sunk costs. However, this does not mean that the facilities should necessarily be constructed and operated by the government. The costs for hybrid combinations of public and private (commercial) financed options can compete under some circumstances with the costs of the government option. This analysis shows that commercial operations have potential to be economical, but there is presently no incentive for private industry involvement. The Nuclear Waste Policy Act (NWPA) currently establishes government ownership of partially used commercial nuclear fuel. In addition, the recently announced Global Nuclear Energy Partnership (GNEP) suggests fuels from several countries will be recycled in the United States as part of an international governmental agreement; this also assumes government ownership. Overwhelmingly, uncertainty in annual facility capacity led to the greatest variations in unit costs necessary for recovery of operating and capital expenditures; the ability to determine annual capacity will be a driving factor in setting unit costs. For private ventures, the costs of capital, especially equity interest rates, dominate the balance sheet; and the annual operating costs, forgiveness of debt, and overnight costs dominate the costs computed for the government case. The uncertainty in operations, leading to lower than optimal processing rates (or annual plant throughput), is the most detrimental issue to achieving low unit costs. Conversely, lowering debt interest rates and the required return on investments can reduce costs for private industry.

    This report aims to demonstrate, hypothetically and at a high level, what volumes of solar deployment could be supported given solar industry access to the capital markets in the form of security issuance. Securitization is not anticipated to replace tax equity in the near- to mid-term, but it could provide an additional source of funds that would be comparatively inexpensive and could reduce the weighted average cost of capital for a given solar project or portfolio. Thus, the potential to securitize solar assets and seek financing in the capital markets could help to sustain the solar industry when the investment tax credit (ITC) -- one of the federal incentives that has leveraged billions of dollars of private capital in the solar industry -- drops from 30% to 10% at the close of 2016. The report offers analysis on the size of the U.S. third-party financed solar market, as well as on the volumes (in MW) of solar asset origination possible through a $100 million securitization fund (assuming no overcollateralization). It also provides data on the size of the relevant securities markets and how the solar asset class may fit into these markets.

    Under Title V, facilities are required to determine the compliance status of each air emission source with all applicable requirements. In addition, facilities are required to determine the methods that will be used to demonstrate on-going compliance with these requirements. Under Title V, it is no longer the responsibility of the regulator to determine whether a facility is in compliance; it is the facility`s responsibility to continuously prove they are in compliance. The CAM rule, as drafted, will implement the Enhanced Monitoring (EM) and periodic monitoring requirements of the 1990 Clean Air Act Amendments (CAAA). CAM will require facilities subject to Title V to develop CAM plans for specific emission units at the facility. CAM plans will include the methods that will be used to provide reasonable assurance of continuous compliance with applicable requirements. In addition, the EPA is also proposing to finalize portions of the 1993 EM rule that would allow the use of ACE to determine compliance with emission limits. Reference test methods are the only means currently available to determine compliance with emission limits. The EPA has indicated that, under the ACE rule, even data obtained via CAM will be considered credible evidence in determining the compliance status of a facility. CAM and Title V will require sources to submit large amounts of data to the regulatory agency. The data, upon submittal, are public record and can be used to indicate non-compliance under the ACE rule. Therefore, the burden shift associated with CAM and Title V, in conjunction with the use of ACE, will significantly increase the potential liability of industry. This paper discusses the implications Title V, CAM, and the ACE rule will have on industry as well as the possible effects the regulations will have on enforcement in the future. The paper will provide the perspectives of both plant managers and legal counsel.
