    Few events of the past decade have affected the global economic and political landscape as much as the sharp increase in the price of oil in 1973-74 and again in 1979-80. The massive transfer of real resources from mostly Western oil-consuming nations to oil-producing countries, especially to members of the Organization of Petroleum Exporting Countries, raised widespread fears that actions of OPEC nations could disrupt world financial markets, that oil markets and energy supplies would become unstable, and that a significant shift of political power would increase international tensions. In this study of how OPEC nations have used and learned to invest their wealth, Richard P. Mattione shows that the fears, have not in any significant way been realized. Mattione is the first to analyze in detail the size and distribution of the investments, their effects on the international financial system, and the motivations behind each OPEC member's investment strategy. Analyzing hard-to-find data from a variety of sources, he argues that investments in the United States and elsewhere have been motivated at least as much by conventional financial considerations - the need for liquidity, diversification, safety, and adequate rate of return - as by oil policy, development policy, or political considerations. He also traces the growth of these countries' abilities to absorb funds through internal development, their growing sophistication in financial planning and in moving Arab banks into international financial markets, and their mixed success in using aid to Third World countries to further their foreign policy goals. The book concludes with an analysis of the interplay of oil prices and policy, development needs, and financial strategies and their implication for the investments of each OPEC member in the 1980s. 33 tabs.

    Changing electricity prices to more closely reflect production costs has a significant impact on the consumption of electricity. It is known, for example, that most of the efficiency gains in the electric power sectors of the industrialized world since the first international oil price shock in 1973 are attributable to the rising trend of electricity prices. This was due to the rising average price of electricity. Because of the unique characteristics of producing electricity, its marginal cost is higher than its average cost during many hours of the day. This study shows that, for utilities not reflecting these cost differences in their rates, there is ample room to satisfy a portion of their resource needs by exploiting the load-shaping properties of time-of-use (TOU) rates. Satisfying a portion of resource requirements by implementing a TOU-pricing program, however, is not costless. Metering and administering TOU pricing requires a financial commitment by an electric utility. And the commitment has an opportunity cost. That is, the funds could be used to construct generating plants or run DSM programs (other than a TOU-pricing program) and satisfy the same resource needs that TOU pricing does. The question addressed in this study is whether a utility is better-served financially by (i) implementing TOU pricing or (ii) running technical DSM programs and building power plants. The answer is that TOU pricing compares favorably on a financial basis with other resources under a wide set of conditions that real-world utilities confront.

    We generalize to the time-dependent case the stationary Internal DFT / Kohn-Sham formalism presented in Ref. [14]. We prove that, in the time-dependent case, the internal properties of a self-bound system (as an atomic nuclei) are all defined by the internal one-body density and the initial state. We set-up a time-dependent Internal Kohn-Sham scheme as a practical way to compute the internal density. The main difference with the traditional DFT / Kohn-Sham formalism is the inclusion of the center-of-mass correlations in the functional.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the ‘greening’ of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing ‘the mainstream’ by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ? Mainstreaming is witnessing a revival over the last few years and a comeback amongst environmental appraisal communities. ? Mainstreaming efforts through environmental appraisal have failed to challenge the deeply rooted belief in economic growth. ? Recent mainstreaming efforts are incorporated in “green deals” following ecological modernisation discourses. ? Environmental appraisal is urged to embrace ecosystem service approaches prompting a rethink of its advocacy role and purpose.

  10. Characterizing Multi-Scale Self-Similar Behavior and Non-Statistical Properties of Financial Time Series

    We make use of wavelet transform to study the multi-scale, self similar behavior and deviations thereof, in the stock prices of large companies, belonging to different economic sectors. The stock market returns exhibit multi-fractal characteristics, with some of the companies showing deviations at small and large scales. The fact that, the wavelets belonging to the Daubechies' (Db) basis enables one to isolate local polynomial trends of different degrees, plays the key role in isolating fluctuations at different scales. We make use of Db4 and Db6 basis sets to respectively isolate local linear and quadratic trends at different scales in order to study the statistical characteristics of these financial time series. The fluctuations reveal fat tail non-Gaussian behavior, unstable periodic modulations, at finer scales, from which the characteristic $k^{-3}$ power law behavior emerges at sufficiently large scales. We further identify stable periodic behavior through the continuous Morlet wavelet.

    While modern optics is largely a physics of harmonic oscillators and two-by-two matrices, it is possible to learn about some hidden properties of the two-by-two matrix from optical systems. Since two-by-two matrices can be divided into three conjugate classes depending on their traces, optical systems force us to establish continuity from one class to another. It is noted that those three classes are equivalent to three different branches of Wigner's little groups dictating the internal space-time symmetries massive, massless, and imaginary-mass particles. It is shown that the periodic systems in optics can also be described by have the same class-based matrix algebra. The optical system allow us to make continuous, but not analytic, transitions from massiv to massless, and massless to imaginary-mass cases.

    The mesoscopic organization of complex systems, from financial markets to the brain, is an intermediate between the microscopic dynamics of individual units (stocks or neurons, in the mentioned cases), and the macroscopic dynamics of the system as a whole. The organization is determined by "communities" of units whose dynamics, represented by time series of activity, is more strongly correlated internally than with the rest of the system. Recent studies have shown that the binary projections of various financial and neural time series exhibit nontrivial dynamical features that resemble those of the original data. This implies that a significant piece of information is encoded into the binary projection (i.e. the sign) of such increments.     We describe the time-dependent radiation transfer in blazar jets, within the internal shock model. We assume that the central engine, which consists of a black hole and an accretion disk, spews out relativistic shells of plasma with different velocity, mass, and energy. We consider a single inelastic collision between a faster (inner) and a slower (outer) moving shell. We study the dynamics of the collision and evaluate the subsequent emission of radiation via the synchrotron and synchrotron self Compton (SSC) processes after the interaction between the two shells has begun. The collision results in the formation of a forward shock (FS) and a reverse shock (RS) that convert the ordered bulk kinetic energy of the shells into magnetic field energy and accelerate the particles, which then radiate. We assume a cylindrical geometry for the emission region of the jet. We treat the self-consistent radiative transfer by taking into account the inhomogeneity in the photon density throughout the region. In this paper, we focus on understanding the effects of varying relevant input parameters on the simulated spectral energy distribution (SED) and spectral variability patterns.

To date, the contributions of physical and chemical processes controlling the long-term glass dissolution rate in geologic disposal remain uncertain; leading to a lack of international consensus on a glass corrosion rate law. Existing rate laws have overcome the uncertainty through conservatism, but a thorough mechanistic understanding of waste form durability in geologic environments would improve public and regulator confidence, as well as lead to cost savings if it is possible to take credit for the true durability of the waste form itself in system evaluations. To this end, six nations have joined together to formulate a joint plan for collaborative research into the mechanisms controlling the long-term corrosion of glass. This report highlights the technical program plan behind the US portion of this effort, with an emphasis on the current understanding (and limitations) of several mechanistic theories for glass corrosion. Some recent results are presented to provide an example of the ongoing research.

If it is possible to take credit for the true durability of the waste form in repository system evaluations, then it is possible to design the repository with less conservatism with concomitant cost savings. To gain a fundamental understanding of the dissolution rate law, six nations have joined together to formulate a joint plan for collaborative research into the mechanisms controlling the long-term corrosion of glass. This report highlights the technical program plan behind the US portion of this effort, with an emphasis on the current understanding (and limitations) of several mechanistic theories for glass corrosion. Some recent results are presented to provide an example of the ongoing research. Atom probe tomography has been used to provide a high-resolution analysis of elemental concentration gradients present at the hydrated glass / pristine glass interface in SON68 after 25.75 years of corrosion in a simulated granitic groundwater at 90 deg. C. The most valuable result of these initial studies is the success of the technique. Characterization by APT had never been previously demonstrated for glass corrosion layers. The resolution of APT is a powerful addition to the tools with which we can investigate the mechanisms dominating glass corrosion. Some other key results of this study include the observation that the elemental interfacial width between the hydrated glass and pristine glass appears to be much sharper (?2 nm for B, Na and Al) than had been previously measured using nanoSIMS (?240 nm). It is not clear whether the APT analysis and nanoSIMS characterizations were possibly performed on topographically unique regions, or whether nanoSIMS overestimated the elemental width. However, the APT data seems very convincing that the elemental width can be much sharper than was previously thought. This result calls into question some of the assumptions made for the diffusion-control models of glass dissolution, since such a sharp profile would not match the diffusion coefficients used to date. Other results, such as the observation of apparently layered concentration profiles, show that gel evolution is not as simple as is currently assumed in nearly every model. This task is a good example of the collaborative nature of the I-TEAM effort. Based on experimental needs and differences in expertise, scientists from DOE and CEA worked together to change the level of understanding in the field. These types of interactions are nearly ubiquitous among the tasks in the technical program plan. With the excellence of the team in place and the willingness of the participants to work together for a common understanding, the stated goal of consensus on the mechanistic basis for radionuclide release from glass is well within reach.     The objective of the program was to provide a functional demonstration of the Hansen Rotary Valving System with Variable Valve timing (HRVS/VVT), capable of throttleless inlet charge control, as an alternative to conventional poppet-valves for use in spark ignited internal combustion engines. The goal of this new technology is to secure benefits in fuel economy, broadened torque band, vibration reduction, and overhaul accessibility. Additionally, use of the variable valve timing capability to vary the effective compression ratio is expected to improve multi-fuel tolerance and efficiency. Efforts directed at the design of HRVS components proved to be far more extensive than had been anticipated, ultimately requiring that proof-trial design/development work be performed. Although both time and funds were exhausted before optical or ion-probe types of in-cylinder investigation could be undertaken, a great deal of laboratory data was acquired during the course of the design/development work. This laboratory data is the basis for the information presented in this Final Report.

    The prediction of wind speed is very important when dealing with the production of energy through wind turbines. In this paper, we show a new nonparametric model, based on semi-Markov chains, to predict wind speed. Particularly we use an indexed semi-Markov model that has been shown to be able to reproduce accurately the statistical behavior of wind speed. The model is used to forecast, one step ahead, wind speed. In order to check the validity of the model we show, as indicator of goodness, the root mean square error and mean absolute error between real data and predicted ones. We also compare our forecasting results with those of a persistence model. At last, we show an application of the model to predict financial indicators like the Internal Rate of Return, Duration and Convexity.

    In radiation therapy, excessive radiation occurs because the actual delivered dose to the tumor is unknown. To overcome this problem, we need a system in which the delivered dose is measured inside the body, and the dose data are transmitted from the inside to the outside of the body. In this study, a wireless communication system, using magnetic fields was studied, and an internal circuit for obtaining radiation dose data from an x-ray detector was examined. As a result, a communication distance of 200 mm was obtained. An internal circuit was developed, and a signal transmission experiment was performed using the wireless communication system. As a result, the radiation dose data from an x-ray detector was transmitted over a communication distance of 200 mm, and the delivered dose was determined from the received signal.

    This report presents the results of the independent certified public accountants` audit of the Department of Energy`s Uranium Enrichment Decontamination and Decommissioning Fund (D&D Fund) financial statements as of September 30, 1997. The auditors have expressed an unqualified opinion on the 1997 statement of financial position and the related statements of operations and changes in net position and cash flows. The 1997 financial statement audit was made under provisions of the Inspector General Act (5 U.S.C. App.) as amended, the Government Management Reform Act (31 U.S.C. 3515), and Office of Management and Budget implementing guidance. The auditor`s work was conducted in accordance with generally accepted government auditing standards. To fulfill our audit responsibilities, we contracted with the independent public accounting firm of KPMG Peat Marwick LLP (KPMG) to conduct the audit for us, subject to our review. The auditors` report on the D&D Fund`s internal control structure disclosed no reportable conditions. The auditors` report on compliance with laws and regulations disclosed one instance of noncompliance. This instance of noncompliance relates to the shortfall in Government appropriations. Since this instance was addressed in a previous audit, no further recommendation is made at this time. During the course of the audit, KPMG also identified other matters that, although not material to the financial statements, nevertheless, warrant management`s attention. These items are fully discussed in a separate letter to management.

    We analyse a multiplex of networks between OECD countries during the decade 2002-2010, which consists of five financial layers, given by foreign direct investment, equity securities, short-term, long-term and total debt securities, and five environmental layers, given by emissions of N O x, P M 10 SO 2, CO 2 equivalent and the water footprint associated with international trade. We present a new measure of cross-layer correlations between flows in different layers based on reciprocity. For the assessment of results, we implement a null model for this measure based on the exponential random graph theory. We find that short-term financial flows are more correlated with environmental flows than long-term investments. Moreover, the correlations between reverse financial and environmental flows (i.e. flows of different layers going in opposite directions) are generally stronger than correlations between synergic flows (flows going in the same direction).     In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

    This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes. We presented the results to the policy community through a public briefing in December on Capitol Hill. The full report is publicly available at www.ametsoc.org/cin. Summary of Key Findings The United States invests roughly $1.5 trillion U.S. dollars (USD) in capital assets each year across the public and private sectors (Orszag 2008; United States Census Bureau 2013). Extreme weather events create and exacerbate risks to these financial investments by contributing to: • Direct physical impacts on the investments themselves • Degradation of critical supporting infrastructure • Changes in the availability of key natural resources • Changes to workforce availability or capacity • Changes in the customer base • Supply chain disruptions • Legal liability • Shifts in the regulatory environment • Reductions in credit ratings Even small changes in weather can impact operations in critical economic sectors. As a result, maximizing returns on financial investments depends on accurately understanding and effectively accounting for these risks. Climate variability and change can either exacerbate existing risks or cause new sources of risk to emerge. Managing these risks most effectively will depend on scientific advances and increases in the capacity of financial decision makers to use the scientific knowledge that results. Barriers to using climate information must also be overcome. This study proposes three predefined levels of certainty for communicating about weather and climate risks: 1) possible (i.e., unknown likelihood or less than 50% chance of occurrence), 2) probable (greater than 50% chance of occurrence), and 3) effectively certain (at least 95% chance of occurrence). For example, it is effectively certain that a change in climate will alter weather patterns. It is probable that climate warming will cause increases in the intensity of some extreme events. It is possible that climate change will cause major and widespread disruptions to key planetary life-support services. Key recommendations of this study: 1) Identify climate-related risks and opportunities for financial decision making. 2) Create a framework to translate scientific information in clear and actionable terms for financial decision makers. 3) Analyze existing climate assessments and translate projected impacts into possible, probable,

    Method and apparatus are provided for generating an output pulse following a trigger pulse at a time delay interval preset with a resolution which is high relative to a low resolution available from supplied clock pulses. A first lumped constant delay provides a first output signal at predetermined interpolation intervals corresponding to the desired high resolution time interval. Latching circuits latch the high resolution data to form a first synchronizing data set. A selected time interval has been preset to internal counters and corrected for circuit propagation delay times having the same order of magnitude as the desired high resolution. Internal system clock pulses count down the counters to generate an internal pulse delayed by an internal which is functionally related to the preset time interval. A second LCD corrects the internal signal with the high resolution time delay. A second internal pulse is then applied to a third LCD to generate a second set of synchronizing data which is complementary with the first set of synchronizing data for presentation to logic circuits. The logic circuits further delay the internal output signal with the internal pulses. The final delayed output signal thereafter enables the output pulse generator to produce the desired output pulse at the preset time delay interval following input of the trigger pulse.

    Global warming causes extremely bad weather in the near term. They have already caught the attention of the insurance industry, as they suffered massive losses in the last decade. Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored. Insurance and modern financial derivatives are key to the efficient functioning of the modern economy, without which the global economy can still function but will take a giant step backward. Any risk as global warming that causes economic surprises will hamper the efficient working of the financial market and the modern economy.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

    To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

    This report presents the results of the independent certified public accountant`s audit of the Department of Energy`s (Department) Naval Petroleum and Oil Shale Reserves (NPOSR) financial statements as of September 30, 1994. The auditors have expressed an unqualified opinion on the 1994 statements. Their reports on the NPOSR internal control structure and on compliance with laws and regulations, and management letter on addressing needed improvements are also provided. NPOSR consists of petroleum reserves in California and Wyoming, and oil shale reserves in Colorado and Utah. The Government`s interests in NPOSR are managed by the Department through its headquarters office in Washington, D.C. In addition, the Department has site offices in both California and Wyoming that are responsible for contractor oversight functions. Daily operations are conducted under contract by two management and operating contractors. By law, NPOSR was authorized to produce crude oil at the maximum efficient rate for six years. The law allowed production to be extended for three year periods, provided that the President of the United States certified that continued maximum production was in the best interest of the nation. The current three year period ends on April 5, 1997. Additional information about NPOSR is provided in the overview and notes to the financial statements.

    This patent describes improvement in a 2-cycle, diesel cycle internal combustion engine comprising a single in-line engine block, internal wall surfaces defining at least one cylinder within the engine block, the central longitudinal axis of each cylinder being within a common plane extending longitudinally of the engine block, the axially extending internal wall surface of each cylinder being closed at one end and having at least one air intake port therethrough, a piston axially and reciprocally movable within each cylinder over a permitted stroke distance, so as to alternately cover and expose each air intake port for a finite time period; an exhaust port at the closed end of the cylinder above the piston, and a mechanically operated valve for opening and closing such exhaust port located immediately adjacent such port, a substantially rigid connecting rod pivotably connected at one end of each piston, and a crankshaft, rotatably connected to the second end of each connecting rod, such that the crankshaft is caused to rotate connecting means between the piston and the connecting rod. The improvement comprises the diameter of the cylinder is greater than the permitted stroke distance of the piston within the cylinder, and the axis of the crankshaft is parallel to and laterally offset from the common plane by a distance sufficient to form an angle alpha between the connecting rod and the axis of the cylinder, when the piston is at top-dead center, of at least about 12 degrees, such that the time during which each air intake port is exposed is increased when the direction of crankshaft rotation is opposite to the direction of the crankshaft offset from the common plane.

    In preparation for fulfilling our responsibilities under the Government Management Reform Act of 1994, we planned to conduct an audit of the Department of Energy`s FY 1995 Consolidated Statement of Financial Position. As discussed in the accompanying reports, the Office of Inspector General (OIG) could not express an opinion on the reasonableness of the value of assets and liabilities of the Department because of matters outside the control of the auditors that restricted the scope of their work. Although the OIG could not express an opinion, the audit disclosed reportable conditions in the Department`s internal control structure that adversely affected its ability to manage and account for its assets and liabilities. Corrective management actions on these reportable conditions should help the Department in preparing its Fiscal Year (FY) 1996 Statement of Financial Position.

    The Department prepared the Fiscal Year 1998 Accountability Report to combine critical financial and program performance information in a single report. The Department`s consolidated financial statements and the related audit reports are included as major components of the Accountability Report. The Office of Inspector General audited the Department`s consolidated financial statements as of and for the years ended September 30, 1998 and 1997. In the opinion of the Office of Inspector General, except for the environmental liabilities lines items in Fiscal year 1998, these financial statements present fairly, in all material respects, the financial position of the Department as of September 30, 1998 and 1997, and its consolidated net cost, changes in net position, budgetary resources, financing activities, and custodial activities for the years then ended in conformity with Federal accounting standards. In accordance with Government Auditing Standards, the Office of Inspector General issued a separate report on the Department internal controls. This report discusses needed improvements to the environmental liabilities estimating process and the reporting of performance measure information.

    The Nuclear Waste Policy Act of 1982 (Public Law 97-425), as amended by Public Law 100-203, December 22, 1987, established the Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE), and directed the Office to investigate a site at Yucca Mountain, Nevada, to determine if this site is suitable for the construction of a repository for the disposal of high level nuclear waste. Work on site characterization has been under way for several years. Thus far, about $1.47 billion have been spent on Yucca Mountain programs. This work has been funded by Congressional appropriations from a Nuclear Waste Fund to which contributions have been made by electric utility ratepayers through electric utilities generating power from nuclear power stations. The Secretary of Energy and the Governor of the State of Nevada have appointed one person each to a panel to oversee an objective, independent financial and management evaluation of the Yucca Mountain Project. The Requirements for the work will include an analysis of (1) the Yucca Mountain financial and, contract management techniques and controls; (2) Project schedules and credibility of the proposed milestones; (3) Project organizational effectiveness and internal planning processes, and (4) adequacy of funding levels and funding priorities, including the cost of infrastructure and scientific studies. The recipient will provide monthly progress report and the following reports/documents will be presented as deliverables under the contract: (1) Financial and Contract Management Preliminary Report; (2) Project Scheduling Preliminary Report; (3)Project Organizational Effectiveness Preliminary Report; (4) Project Funding Levels and Funding Priorities Preliminary Report; and (5) Final Report.

The impact of the 2008 2009 global financial crisis (GFC) on emissions has been short-lived owing to strong emissions growth in emerging economies, a return to emissions growth in developed economies, and an increase in the fossil-fuel intensity of the world economy.

    The 1996 edition of The Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 5 years (1992 through 1996) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decision making purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Five years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. 2 figs., 32 tabs.

    With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller and faster finance and operations model call the Oak Ridge Financial Model (ORFIN) to help analyze the ramifications of the issues identified above. It combines detailed pricing and financial analysis with an economic dispatch model over a multi-year period. Several types of ratemaking are modeled, as well as the wholesale market and retail wheeling. Multiple plants and purchased power contracts are modeled for economic dispatch, and separate financial accounts are kept for each. Transmission, distribution, and other functions are also broken out. Regulatory assets such as deferred tax credits and demand-side management (DSM) programs are also included in the income statement and balance sheet. This report describes some of the key features of the model. Examples of the financial reports are shown, with a description of their formulation. Some of the ways these results can be used in analyzing various issues are provided.

The SCM includes a processor for performing secure processing operations, a host interface for coupling the processor to the host device, and a memory connected to the processor wherein the processor logically isolates at least some of the memory from access by the host device. The SCM also includes a proximate-field wireless communicator connected to the processor to communicate with another SCM associated with another host device. The SCM generates a secure digital signature for a financial transaction package and communicates the package and the signature to the other SCM using the proximate-field wireless communicator. Financial transactions are performed from person to person using the secure digital signature of each person's SCM and possibly message encryption. The digital signatures and transaction details are communicated to appropriate financial organizations to authenticate the transaction parties and complete the transaction.

    The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

    This report presents the results of the independent certified public accountants` audit of the Department of Energy`s Western Area Power Administration`s (Western) combined financial statements as of September 30, 1996. The auditors have expressed an unqualified opinion on the 1996 statements. The auditors` report on Western`s internal control structure disclosed two new reportable conditions and discussed the status of an unresolved condition from prior years. The new conditions involved the write-off of aging accounts receivable and the understatement of interest expense for inactive construction work orders. These reportable conditions are not considered to be material weaknesses. Western concurred with the audit recommendations and is responsible for necessary corrective actions. The auditors also considered the overview and performance measure data for completeness and material consistency with the basic financial statements as noted in the internal control report. The report also disclosed an additional reportable condition directed to the Bureau of Reclamation (Reclamation) which is not considered to be a material weakness. Reclamation concurred with the audit recommendation and is responsible for necessary corrective action. The auditors` report on Western`s compliance with laws and regulations disclosed two new instances of noncompliance involving interest charges on all construction costs funded with Federal appropriations and other capitalized costs. The report also discussed the status of one instance of noncompliance from prior years. Western provided concurrence and corrective action plans for all of these instances of noncompliance.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

    At the request of the Pacific Northwest National Laboratory, an in-depth analysis of the rapidly evolving state of real estate investments, high-performance building technology, and interest in efficiency was conducted by HaydenTanner, LLC, for the U.S. Department of Energy (DOE) Building Technologies Program. The analysis objectives were • to evaluate the link between high-performance buildings and their market value • to identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to appropriately value and deploy high-performance strategies and technologies across new and existing buildings • to summarize financial mechanisms that facilitate increased investment in these buildings. To meet these objectives, work consisted of a literature review of relevant writings, examination of existing and emergent financial and policy mechanisms, interviews with industry stakeholders, and an evaluation of the value implications through financial modeling.     This paper presents yet another personal reflection on one the most important concepts in both science and the humanities: time. This elusive notion has been not only bothering philosophers since Plato and Aristotle. It goes throughout human history embracing all analytical and creative (anthropocentric) disciplines. Time has been a central theme in physical and life sciences, philosophy, psychology, music, art and many more. This theme is known with a vast body of knowledge across different theories and categories. What has been explored concerns its nature (rational, irrational, arational), appearances/qualia, degrees, dimensions and scales of conceptualization (internal, external, fractal, discrete, continuous, mechanical, quantum, local, global, etc.). Of particular interest have been parameters of time such as duration ranges, resolutions, modes (present, now, past, future), varieties of tenses (e.g. present perfect, present progressive, etc.) and some intuitive, but also fancy phenomenological characteristics such as arrow, stream, texture, width, depth, density, even scent. Perhaps the most distinct characteristic of this fundamental concept is the absolute time constituting the flow of consciousness according to Husserl, the reflection of pure (human) nature without having the distinction between exo and endo. This essay is a personal reflection upon the meaning of time in modern physics and phenomenological philosophy.

    To assist in its these responsibilities in the area of electric power, EIA has prepared this report, Financial Impacts of Nonutility Power Purchases on Investor-Owned Electric Utilities. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions. The EIA`s responsibility is to provide timely, high quality information and to perform objective, credible analyses in support of the deliberations by both public and private decision-makers.     Normally we quantize along the space dimensions but treat time classically. But from relativity we expect a high level of symmetry between time and space. What happens if we quantize time using the same rules we use to quantize space? To do this, we generalize the paths in the Feynman path integral to include paths that vary in time as well as in space. We use Morlet wavelet decomposition to ensure convergence and normalization of the path integrals. We derive the Schr\\"odinger equation in four dimensions from the short time limit of the path integral expression. We verify that we recover standard quantum theory in the non-relativistic, semi-classical, and long time limits. Quantum time is an experiment factory: most foundational experiments in quantum mechanics can be modified in a way that makes them tests of quantum time. We look at single and double slits in time, scattering by time-varying electric and magnetic fields, and the Aharonov-Bohm effect in time.

    Today in every organization financial analysis provides the basis for understanding and evaluating the results of business operations and delivering how well a business is doing. This means that the organizations can control the operational activities primarily related to corporate finance. One way that doing this is by analysis of bankruptcy prediction. This paper develops an ontological model from financial information of an organization by analyzing the Semantics of the financial statement of a business. One of the best bankruptcy prediction models is Altman Z-score model. Altman Z-score method uses financial rations to predict bankruptcy. From the financial ontological model the relation between financial data is discovered by using data mining algorithm. By combining financial domain ontological model with association rule mining algorithm and Zscore model a new business intelligence model is developed to predict the bankruptcy.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings.     The problem of pricing contingent claims has been extensively studied for non-Gaussian models, and in particular, Black- Scholes formula has been derived for the NIG asset pricing model. This approach was first developed in insurance pricing{sup 9} where the original distortion function was defined in terms of the normal distribution. This approach was later studied6 where they compared the standard Black-Scholes contingent pricing and distortion based contingent pricing. So, in this paper, we aim at using distortion operators by Cauchy distribution under a simple transformation to price contingent claim. We also show that we can recuperate the Black-Sholes formula using the distribution. Similarly, in a financial market in which the asset price represented by a stochastic differential equation with respect to Brownian Motion, the price mechanism based on characteristic Esscher measure can generate approximate arbitrage free financial derivative prices. The price representation derived involves probability Esscher measure and Esscher Martingale measure and under a new complex valued measure ? (u) evaluated at the characteristic exponents ?{sub x}(u) of X{sub t} we recuperate the Black-Scholes formula for financial derivative prices.

    In a general time-dependent (3+1)-dimensional spherically symmetric spacetime, the so-called Kodama vector is a naturally defined geometric quantity that is timelike outside the evolving horizon and so defines a preferred class of fiducial observers. However the Kodama vector does not by itself define any preferred notion of time. We demonstrate that a preferred time coordinate - which we shall call Kodama time - can be introduced by taking the additional step of applying the Clebsch decomposition theorem to the Kodama vector. We thus construct a geometrically preferred coordinate system for any time-dependent spherically symmetric spacetime, and explore its properties. In particular we use this formalism to construct a general class of conservation laws, generalizing Kodama's energy flux. We study the geometrically preferred fiducial observers, and demonstrate that it is possible to define and calculate a generalized notion of surface gravity that is valid throughout the entire evolving spacetime.     The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.

A review of past activities leading up to this event, as well as a brief review of the conference program, is the subject of this discussion.
