Presenter: Michel Robe, American University Discussant: James Smith, Southern Methodist University Paper Abstract We construct a uniquely detailed, comprehensive dataset of trader positions in U.S. energy futures markets. We find considerable changes in the make-up of the open interest between 2000 and 2010 and show that these changes impact asset pricing.

    In an attempt to reproduce and study the dynamics of financial markets, a random agent-based financial price model is developed and investigated by the finite-range multitype contact dynamic system, in which the interaction and dispersal of different types of investment attitudes in a stock market are imitated by viruses spreading. With different parameters of birth rates and finite-range, the normalized return series are simulated by Monte Carlo simulation method and numerical studied by power-law distribution analysis and autocorrelation analysis. To better understand the nonlinear dynamics of the return series, a q-order autocorrelation function and a multi-autocorrelation function are also defined in this work. The comparisons of statistical behaviors of return series from the agent-based model and the daily historical market returns of Shanghai Composite Index and Shenzhen Component Index indicate that the proposed model is a reasonable qualitative explanation for the price formation process of stock market systems.

    The failure of the standard Growth Approach to economic development to solve the problems of underdevelopment in LDCs has caused an alternative approach, Basic Needs Approach (BNA), to attain prominence in development thought. BNA emphasizes poverty-minimizing growth. Its strategy of direct attack on poverty has better potential for LDCs' development and fulfillment of their populations' basic needs than the trickle-down mechanism of the Growth Approach. BNA requires, among other things, (a) suitable rural financial markets (RFMs) as parts of the overall financial system, and (b) indigenous technological capabilities. The financial system, if it functions as a central element in an institutionalized technology policy, can link technology-related institutions that generate, evaluate, and promote appropriate technologies (ATs) with RFMs that can support adoption and diffusion of ATs in the agro-rural sector. The above argument uses Bangladesh as a case for illustration. In the light of an institutional framework presented, examined, and extended in this dissertation, it is found that Bangladesh currently does not have an institutionalized technology policy. The current organizational framework and policies related to technological development are not conducive to BNA.

  13. Effects of the Financial Crisis on Photovoltaics: An Analysis of Changes in Market Forecasts from 2008 to 2009

    To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    Changes in power contract terms for customers of Western`s Salt Lake City Area Office affect electricity rates for consumers of electric power in Arizona, Colorado, Nevada, New Mexico, Utah, and Wyoming. The impacts of electricity rate changes on consumers are studied by measuring impacts on the rates charged by individual utility systems, determining the average rates in regional areas, and conducting a detailed rate analysis of representative utility systems. The primary focus is an evaluation of the way retail electricity rates for Western`s preference customers vary with alternative pricing and power quantity commitment terms under Western`s long-term contracts to sell power (marketing programs). Retail rate impacts are emphasized because changes in the price of electricity are the most direct economic effect on businesses and residences arising from different Western contractual and operational policies. Retail rates are the mechanism by which changes in cost associated with Western`s contract terms are imposed on ultimate consumers, and rate changes determine the dollar level of payments for electric power incurred by the affected consumers. 41 figs., 9 tabs.

As with the first edition, the goal of the revised edition is to provide a concise, easy-to-read introduction to human linkage analysis. The revised edition includes chapters on basic genetics and cytogenetics, genes and genetic polymorphisms, aspects of statistical inference, methods of linkage analysis, the informativeness of family data, multipoint linkage analysis, penetrance, numerical and computerized methods, the variability of the recombination fraction, inconsistencies, and linkage analysis with disease loci. The results is not an encyclopedia providing everything one could ever want to know about linkage analysis but, rather, a guide to the important methods, topics, and problems of linkage analysis today. Overall, the book achieves an excellent compromise between presenting important conclusions and working out the details.

    An end effector deploying and inverting linkage. The linkage comprises an air cylinder mounted in a frame or tube, a sliding bracket next to the air cylinder, a stopping bracket depending from the frame and three, pivotally-attached links that are attached to the end effector and to each other in such a way as to be capable of inverting the end effector and translating it laterally. The first of the three links is a straight element that is moved up and down by the shaft of the air cylinder. The second link is attached at one end to the stopping bracket and to the side of the end effector at the other end. The first link is attached near the middle of the second, sharply angled link so that, as the shaft of the air cylinder moves up and down, the second link rotates about an axis perpendicular to the frame and inverts and translates the end effector. The rotation of the second link is stopped at both ends when the link engages stops on the stopping bracket. The third link, slightly angled, is attached to the sliding bracket at one end and to the end of the end effector at the other. The third helps to control the end effector in its motion.

    The first step in financing a street lighting retrofit is a detailed financial analysis. Because street lighting systems are designed to last ten or twenty years, or even longer, all aspects of first costs, ongoing expenses, and long-term savings are important. While a preliminary or first-level analysis can be used to determine such things as simple payback, rate of return, and cost of light, the results may neglect a number of important economic considerations, such as the time value of money, additional savings and expenses and their relative timing, and future energy price escalations. Hence a first-level analysis does not typically provide the end user with sufficient details to make a fully informed decision. For this reason, the Illuminating Engineering Society (IES) recommends a full life cycle cost/benefit analysis (LCCBA).

    The goal of the Phase I work of the ``Linkage of PRA Models`` project was to postulate methods of providing guidance for US Nuclear Regulator Commission (NRC) personnel on the selection and usage of probabilistic risk assessment (PRA) models that are best suited to the analysis they are performing. In particular, methods and associated features are provided for (a) the selection of an appropriate PRA model for a particular analysis, (b) complementary evaluation tools for the analysis, and (c) a PRA model cross-referencing method. As part of this work, three areas adjoining ``linking`` analyses to PRA models were investigated: (a) the PRA models that are currently available, (b) the various types of analyses that are performed within the NRC, and (c) the difficulty in trying to provide a ``generic`` classification scheme to groups plants based upon a particular plant attribute.

    This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

    This paper explores whether partnerships between utilities and independent marketers are an effective strategy for marketing green power. We present case studies of voluntary and mandatory partnerships covering green power program design and implementation in both regulated and restructured electricity markets. We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility’s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

    The effects of deregulation, or liberalization of the domestic airline market, in the US, Canada, Australia, New Zealand, and Europe have been described by many authors. It is generally acknowledged that deregulation fostored airline efficiency through the formation of domestic hub-and-spoke networks and established market conditions that encouraged the emergence of the mega-carriers (United, American, and Delta Airlines). Predictions have been made that similar effects will be observed in the intercontinental markets as liberalization is extended to these markets, and that globalized service networks will appear through strong alliances between major carriers based on different continents. These global service networks will be created by linking up the continental hubs of the partners` networks, in order to provide frequent and efficient services. A nation may be able to influence the formation of the global networks through the appropriate selection of policies for the industry structure and international route allocation. Sections of this paper review the important features of the imminent globalization of airline networks, and describe the emerging patterns of intercontinental linkages being adopted by some major carriers in the US and Europe. Later, alternative route allocation policies are defined, and the policies being followed by the US, Japan, Canada, and Korea are analyzed.

    We report the first extensive ovine genetic linkage map covering 2070 cM of the sheep genome. The map was generated from the linkage analysis of 246 polymorphic markers, in nine three-generation full-sib pedigrees, which make up the AgResearch International Mapping Flock. We have exploited many markers from cattle so that valuable comparisons between these two ruminant linkage maps can be made. The markers, used in the segregation analyses, comprised 86 anonymous microsatellite markers derived from the sheep genome, 126 anonymous microsatellites from cattle, one from deer, and 33 polymorphic markers of various types associated with known genes. The maximum number of informative meioses within the mapping flock was 22. The average number of informative meioses per marker was 140 (range 18-209). Linkage groups have been assigned to all 26 sheep autosomes. 102 refs., 8 figs., 5 tabs.

    The move to deregulation is pushing power generators at all levels to deal with the contract reformation and stranded investment issues. Both FERC and state commissions recognize that the identification and recovery of the costs stranded by the changes in regulatory policies favoring the unbundling of services must be resolved in this new era. Whether the concept of stranded costs and their recovery is compatible with a competitive market for electricity still awaits final resolution. A new day has come in which the old rules and methods may have little value or offer only slight guidance. Ultimately, utilities and NUGs are the parties who must seek a creative and reasonable solution which is compatible with that elusive standard known as the public interest. They are the stakeholders confronting most of the financial risk caused by the realization of stranded investment or the threat of such a financial loss. What is needed now is a willingness to adopt a whole new philosophy to deal with economic risks that are natural in transitioning to a fully competitive market.

    For many years, the concept of the product life cycle has helped managers maximize their return on product sales. But according to the authors of this article, using a technology solely in product sales is no longer enough. Today, companies face high R and D costs, competitive pressures from low-cost producers, capacity limitations, antitrust laws, financial difficulties, and foreign trade barriers. This means that they must improve the rate of return on their technology investments by marketing their technology as completely as possible during all phases of its life cycle. The technology life cycle - derived from the product life cycle - pinpoints the changing decisions companies face in selling their know-how. The authors also discuss both the competitive dangers of transferring technology to low-cost foreign producers and the growing role of intermediaries in technology sales. They stress the importance of having a highly specialized staff to plan a company's technology marketing, a responsibility that should be assigned neither to the part-time attention of top management nor simply to marketers or strategic planners.

    With the coming changes in the electrical industry, there is a broad need to understand the impacts of restructuring on customers, existing utilities, and other stakeholders. Retail wheeling; performance-based regulation; unbundling of generation, transmission, and distribution; and the impact of stranded commitments are all key issues in the discussions of the future of the industry. To quantify these issues, financial and production cost models are required. The authors have created a smaller and faster finance and operations model call the Oak Ridge Financial Model (ORFIN) to help analyze the ramifications of the issues identified above. It combines detailed pricing and financial analysis with an economic dispatch model over a multi-year period. Several types of ratemaking are modeled, as well as the wholesale market and retail wheeling. Multiple plants and purchased power contracts are modeled for economic dispatch, and separate financial accounts are kept for each. Transmission, distribution, and other functions are also broken out. Regulatory assets such as deferred tax credits and demand-side management (DSM) programs are also included in the income statement and balance sheet. This report describes some of the key features of the model. Examples of the financial reports are shown, with a description of their formulation. Some of the ways these results can be used in analyzing various issues are provided.

    Abstract-As energy trading products cover shorter time periods and demand response programs move toward real-time pricing, financial market-based activity impacts ever more directly the physical operation of the system. To begin to understand the complex interactions between the market-driven operation signals, the engineered controlled schemes, and the laws of physics, new system modeling and simulation techniques must be explored. This discussion describes requirements for new simulation tools to address such market transaction control interactions and an approach to capture the dynamic coupling between energy markets and the physical operation of the power system appropriate for dispatcher reaction time frames.

    This report summarizes and comments on relevant solar energy market surveys and related studies to provide a basis for determining areas requiring additional research and possible policies and actions to aid in rapid adoption of solar technologies. Thirty-two studies are discussed. The first 19 studies directly assess the market for residential use of solar domestic hot water, space, and pool heating. Studies 20 and 21 inspect energy conservation surveys. Studies 22 and 23 examine the financial incentives and financial institutions in the expanding solar market. Study 24 considers energy and low-income people. Studies 25 and 26 assess market sizes for photovoltaic systems and wind machines. Studies 27 to 30 are not surveys per se, but represent secondary source and modeling efforts to gain understanding of the solar marketplace. Studies 31 and 32 present the Canadian perspective on the market feasibility of solar energy systems. Many of the studies contained flaws of concept and/or method to a degree that would bring into question the credibility of individual findings but, taken as an aggregrate, they provide a useful compendium of opinion about present and potential solar energy users.

  15. Linkage heterogeneity among 59 Dutch hereditary breast cancer families

    We have investigated 59 Dutch kindreds with at least three first-degree relatives with breast and/or ovarian cancer for linkage to BRCA1 on 17q12-q21, using at least 4 microsatellite markers flanking BRCA1 on either side. Assuming no heterogeneity, the overall multipoint lod score in this group of families was -7.59. A marked clustering of lod scores >0.5 was observed among the 13 families with a mean age of onset lower than 45 (total lod score: +3.36). Among the 8 kindreds with a mean age of onset lower than 45 and {ge}3 cases diagnosed under 45, the lod score was +4.43. Interestingly, most of the evidence against linkage was found in 17 families with a mean age of onset between 45 and 54 (total lod score of -8.72). It was estimated that 28% of the breast-only families might be caused by BRCA1. Over the 16 breast-ovarian cancer families a lod score of -3.78 was obtained under homogeneity. The highest lod score was +0.57, assuming heterogeneity with 33% of the families being linked to BRCA1. One family gave a multipoint lod score of -2.01 and thereby satisfies the conventional criterion of an unlinked family. Our results support the conclusions from earlier work by others, namely that BRCA1 predisposes particularly to early-onset breast cancer. The proportion of breast-ovarian cancer families we found linked to BRCA1 is much lower than that found by the Breast Cancer Linkage Consortium. This might be caused by the single unlinked family against an insufficient number of families able to give conclusive positive lod scores.

    Current code linkage developments at Lawrence Livermore National Laboratory include coupling of the nonlinear explicit finite element analysis (FEA) code DYNA3D with rigid body crash victim simulation (CVS) codes. This coupling approach takes advantage of the structural response capabilities of DYNA3D and the validated occupant response abilities of the CVS codes. Two types of coupling are described and demonstrated in this paper and a description of the equilibrium initialization method which was employed in the coupling development is also presented.

  17. Performance prediction for windmills with linkage-guided blades

    Three windmills with linkage-guided blades that were previously described by the authors are future studied to predict their performance. The present paper concentrates on the guiding mechanisms of the active power producing surfaces (or blades) and on the output torque. Also investigated here is the effect of the orientation of these blades with respect to their guiding links. The fluctuation in the output torque of one-blade windmills has led to the investigation of the output torque that can be obtained from three-bladed machines. These latter windmills are found to reduce the fluctuation in the output torque considerably. Areas for further improvement are discussed.

    Nineteen French breast and breast-ovarian cancer families were tested for linkage with five chromosome 17q markers. The five breast-ovarian cancer families as a group give positive evidence for linkage, whereas the 14 breast cancer-only families do not.     The U.S. wind power industry experienced yet another record year in 2009, once again surpassing even optimistic growth projections from years past. At the same time, 2009 was a year of upheaval, with the global financial crisis impacting the wind power industry and with federal policy changes enacted to push the industry toward continued aggressive expansion. The year 2010, meanwhile, is anticipated to be one of some retrenchment, with expectations for fewer wind power capacity additions than seen in 2009. The rapid pace of development and change within the industry has made it difficult to keep up with trends in the marketplace, yet the need for timely, objective information on the industry and its progress has never been greater. This report - the fourth in an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the United States wind power market, with a particular focus on 2009.

    The problem of pricing contingent claims has been extensively studied for non-Gaussian models, and in particular, Black- Scholes formula has been derived for the NIG asset pricing model. This approach was first developed in insurance pricing{sup 9} where the original distortion function was defined in terms of the normal distribution. This approach was later studied6 where they compared the standard Black-Scholes contingent pricing and distortion based contingent pricing. So, in this paper, we aim at using distortion operators by Cauchy distribution under a simple transformation to price contingent claim. We also show that we can recuperate the Black-Sholes formula using the distribution. Similarly, in a financial market in which the asset price represented by a stochastic differential equation with respect to Brownian Motion, the price mechanism based on characteristic Esscher measure can generate approximate arbitrage free financial derivative prices. The price representation derived involves probability Esscher measure and Esscher Martingale measure and under a new complex valued measure φ (u) evaluated at the characteristic exponents φ{sub x}(u) of X{sub t} we recuperate the Black-Scholes formula for financial derivative prices.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings. An increase in refined product demand also contributed to the rise in downstream income.

    This article reports on novel linkage maps of rat chromosomes 15, 16, 17, 19, and X. Such a map is needed to further the usefulness of the rat as a biological model in hereditary diseases. The linkage map results produced polymorphic markers which were associated with eight known genes and fourteen anonymous loci.
