    A letter of conditional support last week from seven environmental groups reinvigorated the North American Free Trade Agreement. The likelihood of NAFTA ratification in Congress seemed to hit its nadir when Office of Management and Budget chief Leon Panetta declared that the Canada-US-Mexico pact was dead. Observers say that ratification, said to be stalled because of a lack of public support, could be jump-started by the proposal. The seven groups offered to back NAFTA on more conciliatory terms than they had previously demanded. They proposed that the North American Commission on the Environment (NACE), which is to be defined by the side agreements, be given power and finances to investigate environmental offenses. The signatories would also negotiate criteria for process standards. Public participation must be built into the side agreements, they said. Non-binding NACE recommendations must then be considered by the governments. The Sierra Club broke ranks, demanding more power for NACE, with a specific emphasis on industry accountability. [open quotes]NAFTA must insure that industries bear the responsibility for their actions,[close quotes] said Sierra trade and environmental program director John Audley. Sierra Club called for funding for cleanup under a [open quotes]polluter pays[close quotes] principle, legal avenues for NACE information gathering, industry-specific sanctions, and consideration of production processes in addition to product qualities.

    The Waste Isolation Pilot Plant (WIPP), a repository for defense transuranic (TRU) waste, was built and is operated by the U.S. Department of Energy (DOE). The WIPP Land Withdrawal Act (LWA) required initial certification of compliance of the WIPP by the U.S. Environmental Protection Agency (EPA). In addition, a recertification decision is required by the LWA every five years, dated from the initial receipt of TRU waste. The first TRU waste shipment arrived at the WIPP on March 26, 1999, and therefore the first recertification application is due from DOE to EPA by March 25, 2004. The Environmental Evaluation Group (EEG) provides technical oversight of the WIPP project on behalf of the State of New Mexico. The EEG considers the first recertification as a precedent setting event. Therefore, the EEG began the identification of recertification issues immediately following the initial certification decision. These issues have evolved since that time, based on discussions with the DOE and EEG's understanding of DOE's ongoing research. Performance assessment is required by the EPA certification and its results are needed to determine whether the facility remains in compliance at the time of the recertification application. The DOE must submit periodic change reports to the EPA which summarize activities and conditions that differ from the compliance application. Also, the EPA may request additional information from the DOE that may pertain to continued compliance. These changes and new information must be considered for recertification performance assessment.

    This report describes the environmental surveillance program conducted by Los Alamos National Laboratory during 1991. Routine monitoring for radiation and for radioactive and chemical materials is conducted on the Laboratory site as well as in the surrounding region. Monitoring results are used to determine compliance with appropriate standards and to permit early identification of potentially undesirable trends. Results and interpretation of data for 1991 cover external penetrating radiation; quantities of airborne emissions and effluents; concentrations of chemicals and radionuclides in ambient air, surface waters and groundwaters, municipal water supply, soils and sediments, and foodstuffs; and environmental compliance. Comparisons with appropriate standards, regulations, and background levels provide the basis for concluding that environmental effects from Laboratory operations are small and do not pose a threat to the public, Laboratory employees, or the environment.

    The issue of mainstreaming has witnessed a revival over the last few years, not least because the latest financial crisis has triggered a renewed enthusiasm and a remarkable comeback amongst policy-making and environmental appraisal (EA) communities. Traditionally, environmental mainstreaming is linked to ideas of (environmental) integration and to the greening of public policies. Yet, more recent mainstreaming efforts are building on the idea that the achievement of economic growth and of social well-being is not only dependent upon the protection of the environment, but on the fact that the environment should be valued as a source of goods and a provider of services, as well. In this context and despite the many shortcomings that EA has experienced as a mainstreaming tool over the last two decades, calls for EA to engage with ecosystem services and incorporate pricing valuations in its approach to mainstreaming are emerging, raising questions about the role and purpose of EA as an environmental mainstreaming tool. This paper aims to reflect on the role of EA as a mainstreaming tool, in terms of the extent to which it is mainstreaming the environment into policies for sustainable development and changing the mainstream by breaking down the false dichotomy of environment and (economic) development. If mainstreaming through EA was to incorporate both greening and pricing logics, could EA be more effective in reframing the environment and development as correlated variables rather than competing variables? -- Highlights: ?     Highlights: • Comparison and evaluation of EIA systems in the V4 countries are presented. • Strengths and weaknesses of EIA systems based on a questionnaire survey are stated. • The function and efficiency of the EIA application in the V4 countries are analysed. • Irregularities and shortcomings of EIA systems in the V4 should be eliminated. The Environmental Impact Assessment Directive (EIA Directive) has created a reference framework for the implementation of the system of Environmental Impact Assessment (EIA) into the legal systems of the Member States of the European Union, including the countries belonging to the Visegrad Group (V4): Poland, Slovakia, the Czech Republic and Hungary. The Directive was the basis for the introduction of compulsory stages of the EIA process in the V4. The stages were then adapted to national requirements, including thresholds of the qualifying criteria of projects at the screening and scoping stages. The EIA system in the analysed countries has been growing, changing and being modified together with the political and economic changes of the last 30 years. Although all Visegrad Group countries are members of the EU and should harmonize the provisions of the EIA Directive and its amendments, there still exist singularities in each country's national EIA legislation, in terms of complementarities among the V4 countries, access to information resources, protection of natural resources, mitigation of socio-environmental impacts, or transboundary impact assessment. The article compares and evaluates the EIA systems in the four countries, specifies similarities and differences in the implementation of administrative proceedings and points out opportunities to strengthen the system. It presents selected results of a study conducted in 2013 within the framework of the international project “Assessment of the quality of the environment in the V4 Countries” (AQE V4).     This document presents an Environmental Monitoring Plan (EMP) for Waste Area Grouping (WAG 6) at Oak Ridge National Laboratory (ORNL). This document updates a draft monitoring plan developed in 1993. The draft plan was never finalized awaiting resolution of the mechanisms for addressing RCRA concerns at a site where the CERCLA process resulted in a decision to defer action, i.e., postpone closure indefinitely. Over the past two years the Tennessee Department of Environment and Conservation (TDEC), US Department of Energy (DOE), and US Environmental Protection Agency (EPA) Region IV, have agreed that RCRA authority at the site will be maintained through a post- closure permit; ``closure`` in this case referring to deferred action. Both a Revised Closure Plan (DOE 1995a) and a Post-Closure Permit Application (DOE 1995b) have been developed to document this agreement; relevant portions of the EMP will be included in the RCRA Post-Closure Permit Application. As the RCRA issues were being negotiated, DOE initiated monitoring at WAG 6. The purpose of the monitoring activities was to (1) continue to comply with RCRA groundwater quality assessment requirements, (2) install new monitoring equipment, and (3) establish the baseline conditions at WAG 6 against which changes in contaminant releases could be measured. Baseline monitoring is scheduled to end September 30, 1995. Activities that have taken place over the past two years are summarized in this document.

    The U.S. Department of Energy (DOE) Laboratory Directors' Environmental and Occupational/Public Health Standards Steering Group (or ''SSG'') was formed in 1990. It was felt then that ''risk'' could be an organizing principle for environmental cleanup and that risk-based cleanup standards could rationalize clean up work. The environmental remediation process puts workers engaged in cleanup activities at risk from hazardous materials and from the more usual hazards associated with construction activities. In a real sense, the site remediation process involves the transfer of a hypothetical risk to the environment and the public from isolated contamination into real risks to the workers engaged in the remediation activities. Late in its existence the SSG, primarily motivated by its LANL representative, Dr. Harry Ettinger, actively investigated issues associated with worker health and safety during environmental remediation activities. This paper summarizes the insights noted by the SSG. Most continue to be pertinent today.

    No comprehensive data on sources or risk factors of cadmium exposure in Ukrainian children are available. In this we measured the blood levels of cadmium among 80 Ukrainian children and evaluated sources of exposure. A nested case-control study from a prospective cohort of Ukrainian 3-year-old children was conducted. We evaluated predictors of elevated blood cadmium using a multivariable logistic regression model. The model included socioeconomic data, parent occupation, environmental tobacco smoke, hygiene, body-mass index, and diet. Dietary habits were evaluated using the 1992 Block-NCI-HHHQ Dietary Food Frequency survey. Elevated cadmium was defined as blood levels in the upper quartile (>=0.25{mu}g/L). The mean age for all 80 children was 36.6 months. Geometric mean cadmium level was 0.21{mu}g/L (range=0.11-0.42{mu}g/L; SD=0.05). Blood cadmium levels were higher among children taking zinc supplements (0.25 vs 0.21{mu}g/L; P=0.032), children who ate sausage more than once per week (0.23 vs 0.20; P=0.007) and children whose fathers worked in a by-product coking industry (0.25 vs 0.21; P=0.056). In the multivariable model, predictors of elevated blood cadmium levels included zinc supplementation (adjusted OR=14.16; P<0.01), father working in a by-product coking industry (adjusted OR=8.50; P=0.03), and low body mass index (<14.5; adjusted OR=5.67; P=0.03). This is the first study to indicate a strong association between elevated blood cadmium levels and zinc supplementation in young children. Whole-blood cadmium levels observed in this group of Ukrainian children appear to be similar to those reported in other Eastern European countries.

    The Zurich Environmental Study (ZENS) is based on a sample of ∼1500 galaxy members of 141 groups in the mass range ∼10{sup 12.5-14.5} M{sub ☉} within the narrow redshift range 0.05 < z < 0.0585. ZENS adopts novel approaches, described here, to quantify four different galactic environments, namely: (1) the mass of the host group halo; (2) the projected halo-centric distance; (3) the rank of galaxies as central or satellites within their group halos; and (4) the filamentary large-scale structure density. No self-consistent identification of a central galaxy is found in ∼40% of <10{sup 13.5} M{sub ☉} groups, from which we estimate that ∼15% of groups at these masses are dynamically unrelaxed systems. Central galaxies in relaxed and unrelaxed groups generally have similar properties, suggesting that centrals are regulated by their mass and not by their environment. Centrals in relaxed groups have, however, ∼30% larger sizes than in unrelaxed groups, possibly due to accretion of small satellites in virialized group halos. At M > 10{sup 10} M{sub ☉}, satellite galaxies in relaxed and unrelaxed groups have similar size, color, and (specific) star formation rate distributions; at lower galaxy masses, satellites are marginally redder in relaxed relative to unrelaxed groups, suggesting quenching of star formation in low-mass satellites by physical processes active in relaxed halos. Overall, relaxed and unrelaxed groups show similar stellar mass populations, likely indicating similar stellar mass conversion efficiencies. In the enclosed ZENS catalog, we publish all environmental diagnostics as well as the galaxy structural and photometric measurements described in companion ZENS papers II and III.

    Waste Area Grouping (WAG) 6 is a hazardous and low-level radioactive waste disposal site at Oak Ridge National Laboratory (ORNL). Extensive site investigations have revealed contaminated surface water, sediments, groundwater, and soils. Based on the results of the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) conducted from 1989--1991 and on recent interactions with the US Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conservation (TDEC), a decision was made to defer implementing source control remedial measures at the WAG. The information shows WAG 6 contributes < 2% of the total off-site contaminant risk released over White Oak Dam (WOD). The alternative selected to address hazards at WAG 6 involves maintenance of site access controls to prevent public exposure to on-site contaminants, continued monitoring of contaminant releases to determine if source control measures will be required in the future, and development of technologies to support final remediation of WAG 6. This Quality Assurance Project Plan (QAPjP) has been developed as part of the Environmental Monitoring Plan for Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee (DOE/OR/01-1192&D1). Environmental monitoring will be conducted in two phases: the baseline monitoring phase and the routine annual monitoring phase. The baseline monitoring phase will be conducted to establish the baseline contaminant release conditions at the Waste Area Grouping (WAG), to confirm the site-related chemicals of concern (COC), and to gather data to confirm the site hydrologic model. The baseline monitoring phase is expected to begin in 1994 and continue for 12-18 months.     This exploratory study of the views and concerns of 25 environmental organizations found high interest and concern about which biomass feedstocks would be used and how these biomass materials would be converted to energy. While all favored renewable energy over fossil or nuclear energy, opinion diverged over whether energy crops, residues, or both should be the primary source of a biomass/bioenergy fuel cycle. About half of the discussants favored biomass ``in general'' as a renewable energy source, while the others were distributed about equally over five categories, from favor-with-conditions, uncertain, skeptical, opposed, to ``no organizational policy.''

    In April 1988, the US and the former-USSR signed a Memorandum of Cooperation (MOC) for Civilian Nuclear Reactor Safety; this MOC was a direct result of the accident at the Chernobyl Nuclear Power Plant Unit 4 and the following efforts by the two countries to implement a joint program to improve the safety of nuclear power plants and to understand the implications of environmental releases. A Joint Coordinating Committee for Civilian Nuclear Reactor Safety (JCCCNRS) was formed to implement the MOC. The JCCCNRS established many working groups; most of these were the responsibility of the Nuclear Regulatory Commission, as far as the US participation was concerned. The lone exception was Working Group 7 on Environmental Transport and Health Effects, for which the US participation was the responsibility of the US Department of Energy (DOE). The purpose of Working Group 7 was succintly stated to be, ``To develop jointly methods to project rapidly the health effects of any future nuclear reactor accident.`` To implement the work DOE then formed two subworking groups: 7.1 to address Environmental Transport and 7.2 to address Health Effects. Thus, the DOE-funded Chernobyl Studies Project began. The majority of the initial tasks for this project are completed or near completion. The focus is now turned to the issue of health effects from the Chernobyl accident. Currently, we are involved in and making progress on the case-control and co-hort studies of thyroid diseases among Belarussian children. Dosimetric aspects are a fundamental part of these studies. We are currently working to implement similar studies in Ukraine. A major part of the effort of these projects is supporting these studies, both by providing methods and applications of dose reconstruction and by providing support and equipment for the medical teams.

  18. Prioritization of groups of substances for Environmental Quality Standard (EQS) development: Recent work with de-icing chemicals

    An estimated 100,000 chemicals are used by mankind, increasing by around 2,000 per year, each with a variety of by-products associated with their manufacture and use, degradation, or destruction. Each has the potential to be released to the environment possibly causing harmful effects, and indeed many cause localized pollution problems for the National Rivers Authority, who is responsible for pollution control. Some of the substances that cause localized pollution problems within the UK require the derivation of an Environmental Quality Standard (EQS). However, derivation of these standards is a lengthy an sometimes costly process. In order to highlight those substances that require an EQS, the National Centre for Environmental Toxicology based at WRc plc, prioritizes groups of substances for EQS development for the NRA. Over recent months, the National Centre for Environmental Toxicology has worked on fire fighting foams, polyelectrolytes, timber treatment chemicals and herbicides for use near water. Its most recent work is on de-icing chemicals. The methodology used to prioritize these pollutants and how the recommendations are used by the NRA will be presented. The process will be illustrated with the current work on de-icing chemicals and interim results will also be available for discussion.

    This study analyzes the financial impacts on consumers of minimum efficiency performance standards (MEPS) for appliances that could be implemented in 13 major economies around the world. We use the Bottom-Up Energy Analysis System (BUENAS), developed at Lawrence Berkeley National Laboratory (LBNL), to analyze various appliance efficiency target levels to estimate the net present value (NPV) of policies designed to provide maximum energy savings while not penalizing consumers financially. These policies constitute what we call the “cost-effective potential” (CEP) scenario. The CEP scenario is designed to answer the question: How high can we raise the efficiency bar in mandatory programs while still saving consumers money?

    This Sampling and Analysis Plan addresses surface water monitoring, sampling, and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Surface water monitoring will be conducted at nine sites within WAG 6. Activities to be conducted will include the installation, inspection, and maintenance of automatic flow-monitoring and sampling equipment and manual collection of various water and sediment samples. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the surface water monitoring, sampling, and analysis will aid in evaluating risk associated with contaminants migrating off-WAG, and will be used in calculations to establish relationships between contaminant concentration (C) and flow (Q). The C-Q relationship will be used in calculating the cumulative risk associated with the off-WAG migration of contaminants.

The Act also authorized the Fund to pay remedial action costs associated with the Government`s operation of the facilities and to reimburse uranium and thorium licensees for the costs of decontamination, decommissioning, reclamation, and other remedial actions which are incident to sales to the Government.     We present structural measurements for the galaxies in the 0.05 < z < 0.0585 groups of the Zurich Environmental Study, aimed at establishing how galaxy properties depend on four environmental parameters: group halo mass (M{sub GROUP}), group-centric distance (R/R{sub 200}), ranking into central or satellite, and large-scale structure density (?{sub LSS}). Global galaxy structure is quantified both parametrically and non-parametrically. We correct all these measurements for observational biases due to point-spread function blurring and surface brightness effects as a function of galaxy size, magnitude, steepness of light profile, and ellipticity. Structural parameters are derived also for bulges, disks, and bars. We use the galaxy bulge-to-total ratios (B/T) together with the calibrated non-parametric structural estimators to implement a quantitative morphological classification that maximizes purity in the resulting morphological samples. We investigate how the concentration C of satellite galaxies depends on galaxy mass for each Hubble type and on M{sub GROUP}, R/R{sub 200}, and ?{sub LSS}. At galaxy masses M ? 10{sup 10} M{sub ?}, the concentration of disk satellites increases with increasing stellar mass separately within each morphological bin of B/T. The known increase in concentration with stellar mass for disk satellites is thus due, at least in part, to an increase in galaxy central stellar density at constant B/T. The correlation between concentration and galaxy stellar mass becomes progressively steeper for later morphological types. The concentration of disk satellites shows a barely significant dependence on ?{sub LSS} or R/R{sub 200}. The strongest environmental effect is found with group mass for >10{sup 10} M{sub ?} disk-dominated satellites, which are ?10% more concentrated in high mass groups than in lower mass groups.

    This Sampling and Analysis Plan addresses groundwater level monitoring activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Groundwater level monitoring will be conducted at 129 sites within the WAG. All of the sites will be manually monitored on a semiannual basis. Forty-five of the 128 wells, plus one site in White Oak Lake, will also be equipped with automatic water level monitoring equipment. The 46 sites are divided into three groups. One group will be equipped for continuous monitoring of water level, conductivity, and temperature. The other two groups will be equipped for continuous monitoring of water level only. The equipment will be rotated between the two groups. The data collected from the water level monitoring will be used to support determination of the contaminant flux at WAG 6.

    We use the Zurich Environmental Study database to investigate the environmental dependence of the merger fraction ? and merging galaxy properties in a sample of ?1300 group galaxies with M > 10{sup 9.2} M {sub ?} and 0.05 < z < 0.0585. In all galaxy mass bins investigated in our study, we find that ? decreases by a factor of ?2-3 in groups with halo masses M {sub HALO} > 10{sup 13.5} M {sub ?} relative to less massive systems, indicating a suppression of merger activity in large potential wells. In the fiducial case of relaxed groups only, we measure a variation of ??/?log (M {sub HALO}) ? 0.07 dex{sup 1}, which is almost independent of galaxy mass and merger stage. At galaxy masses >10{sup 10.2} M {sub ?}, most mergers are dry accretions of quenched satellites onto quenched centrals, leading to a strong increase of ? with decreasing group-centric distance at these mass scales. Both satellite and central galaxies in these high-mass mergers do not differ in color and structural properties from a control sample of nonmerging galaxies of equal mass and rank. At galaxy masses of <10{sup 10.2} M {sub ?} where we mostly probe satellite-satellite pairs and mergers between star-forming systems close pairs (projected distance <10-20 kpc) show instead ?2 enhanced (specific) star formation rates and ?1.5 larger sizes than similar mass, nonmerging satellites. The increase in both size and star formation rate leads to similar surface star formation densities in the merging and control-sample satellite populations.

    This report describes baseline contaminant release conditions for Waste Area Grouping (WAG) 6 at Oak Ridge National Laboratory (ORNL). The sampling approach and data analysis methods used to establish baseline conditions were presented in ``Environmental Monitoring Plan for Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee (EMP).`` As outlined in the EMP, the purpose of the baseline monitoring year at WAG 6 was to determine the annual contaminant releases from the site during fiscal year 1995 (FY95) against which any potential changes in releases over time could be compared. The baseline year data set provides a comprehensive understanding of release conditions from all major waste units in the WAG through each major contaminant transport pathway. Due to a mandate to reduce all monitoring work, WAG 6 monitoring was scaled back and reporting efforts on the baseline year results are being minimized. This report presents the quantified baseline year contaminant flux conditions for the site and briefly summarizes other findings. All baseline data cited in this report will reside in the Oak Ridge Environmental Information system (OREIS) database, and will be available for use in future years as the need arises to identify potential release changes.

    This document is the Groundwater Level Monitoring Sampling and Analysis Plan (SAP) for Waste Area Grouping (WAG) 6 at Oak Ridge National Laboratory (ORNL). Note that this document is referred to as a SAP even though no sampling and analysis will be conducted. The term SAP is used for consistency. The procedures described herein are part of the Environmental Monitoring Plan (EMP) for WAG 6, which also includes monitoring tasks for seeps and springs, groundwater quality, surface water, and meteorological parameters. Separate SAPs are being issued concurrently to describe each of these monitoring programs. This SAP has been written for the use of the field personnel responsible for implementation of the EMP, with the intent that the field personnel will be able to take these documents to the field and quickly find the appropriate steps required to complete a specific task. In many cases, Field Operations Procedures (FOPs) will define the steps required for an activity. The FOPs for the EMP are referenced and briefly described in the relevant sections of the SAPs, and are contained within the FOP Manual. Both these documents (the SAP and the FOP Manual) will be available to personnel in the field.

    Climate Information Needs for Financial Decision Making (Final Report) This Department of Energy workshop award (grant #DE-SC0008480) provided primary support for the American Meteorological Society’s study on climate information needs for financial decision making. The goal of this study was to help advance societal decision making by examining the implications of climate variability and change on near-term financial investments. We explored four key topics: 1) the conditions and criteria that influence returns on investment of major financial decisions, 2) the climate sensitivity of financial decisions, 3) climate information needs of financial decision makers, and 4) potential new mechanisms to promote collaboration between scientists and financial decision makers. Better understanding of these four topics will help scientists provide the most useful information and enable financial decision makers to use scientific information most effectively. As a result, this study will enable leaders in business and government to make well-informed choices that help maximize long-term economic success and social wellbeing in the United States The outcomes of the study include a workshop, which brought together leaders from the scientific and financial decision making communities, a publication of the study report, and a public briefing of the results to the policy community. In addition, we will present the results to the scientific community at the AMS Annual Meeting in February, 2014. The study results were covered well by the media including Bloomberg News and E&E News. Upon request, we also briefed the Office of Science Technology Policy (OSTP) and the Council on Environmental Quality (CEQ) on the outcomes.     Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation. The authors also briefly discuss significant initiatives in US environmental management and look toward corporate sustainable development.

    This project is currently under contract for research through the Department of Homeland Security until 2011. The group I was responsible for studying has to remain confidential so as not to affect the current project. All dates, reference links and authors, and other distinguishing characteristics of the original group have been removed from this report. All references to the name of this group or the individual splinter groups has been changed to 'Group X'. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

    In this study, we investigate the correlation between group local number density and total luminosity of groups. In four volume-limited group catalogs, we can conclude that groups with high luminosity exist preferentially in high-density regions, while groups with low luminosity are located preferentially in low-density regions, and that in a volume-limited group sample with absolute magnitude limit M{sub r} = -18, the correlation between group local number density and total luminosity of groups is the weakest. These results basically are consistent with the environmental dependence of galaxy luminosity.

    Galaxy groups can be characterized by the radius of decoupling from cosmic expansion, the radius of the caustic of second turnaround, and the velocity dispersion of galaxies within this latter radius. These parameters can be a challenge to measure, especially for small groups with few members. In this study, results are gathered pertaining to particularly well-studied groups over four decades in group mass. Scaling relations anticipated from theory are demonstrated and coefficients of the relationships are specified. There is an update of the relationship between light and mass for groups, confirming that groups with mass of a few times 10{sup 12}M{sub ?} are the most lit up while groups with more and less mass are darker. It is demonstrated that there is an interesting one-to-one correlation between the number of dwarf satellites in a group and the group mass. There is the suggestion that small variations in the slope of the luminosity function in groups are caused by the degree of depletion of intermediate luminosity systems rather than variations in the number per unit mass of dwarfs. Finally, returning to the characteristic radii of groups, the ratio of first to second turnaround depends on the dark matter and dark energy content of the universe and a crude estimate can be made from the current observations of ?{sub matter}?0.15 in a flat topology, with a 68% probability of being less than 0.44.

    The Secretary of Energy`s memorandum of August 19, 1993, established an initiative for a Department-wide assessment of the vulnerabilities of stored spent nuclear fuel and other reactor irradiated nuclear materials. A Project Plan to accomplish this study was issued on September 20, 1993 by US Department of Energy, Office of Environment, Health and Safety (EH) which established responsibilities for personnel essential to the study. The DOE Spent Fuel Working Group, which was formed for this purpose and produced the Project Plan, will manage the assessment and produce a report for the Secretary by November 20, 1993. This report was prepared by the Working Group Assessment Team assigned to the Hanford Site facilities. Results contained in this report will be reviewed, along with similar reports from all other selected DOE storage sites, by a working group review panel which will assemble the final summary report to the Secretary on spent nuclear fuel storage inventory and vulnerability.

    Demands for the integration of environmental considerations into the business priorities of leading companies are gathering momentum. Potentially devastating financial losses linked to environmental problems or mismanagement and perceptions of environmental issues, has alarmed the public, financial and insurance sectors together with key stakeholders. Expensive lessons have been learned in recent years - poor environmental design and management can undoubtedly lead to escalation of overall costs to meet changing standards and end of life cycle decommissioning bills. Environmental impact not only damages profitability but erodes the corporate asset base. Even suspicion of land contamination can wipe out market values of real estate. Comprehensive screening of business portfolios, investment plans, and existing assets for sources of environmental risk from concept to divestment, is crucial to ensure environmentally sound investment, to protect assets and minimize both environmental impact and future liability. Today`s key stakeholders and financial sectors are looking beyond the existing balance sheets of companies and now scrutinise their environmental credentials to ensure wise investment. Recent developments in environmental risk as a tool for placing environment on the balance sheet of private and public companies will be presented, using selected examples geared to the exploration and production business, together with the needs for a common, international framework for environmental risk strategies.

    A self assessment was conducted of those Hanford facilities that are utilized to store Reactor Irradiated Nuclear Material, (RINM). The objective of the assessment is to identify the Hanford inventories of RINM and the ES & H concerns associated with such storage. The assessment was performed as proscribed by the Project Plan issued by the DOE Spent Fuel Working Group. The Project Plan is the plan of execution intended to complete the Secretary`s request for information relevant to the inventories and vulnerabilities of DOE storage of spent nuclear fuel. The Hanford RINM inventory, the facilities involved and the nature of the fuel stored are summarized. This table succinctly reveals the variety of the Hanford facilities involved, the variety of the types of RINM involved, and the wide range of the quantities of material involved in Hanford`s RINM storage circumstances. ES & H concerns are defined as those circumstances that have the potential, now or in the future, to lead to a criticality event, to a worker radiation exposure event, to an environmental release event, or to public announcements of such circumstances and the sensationalized reporting of the inherent risks.

    The primary objective of this working group is to identify major technical, regulatory, and environmental issues that are relevant to the abandonment of offshore wellbores. Once the issues have been identified, the working group also has the objective of making recommendations or providing potential solutions for consideration. Areas for process improvement will be identified and {open_quotes}best practices{close_quotes} will be discussed and compared to {open_quotes}minimum standards.{close_quotes} The working group will primarily focus on wellbore abandonment in the Gulf of Mexico. However, workshop participants are encouraged to discuss international issues which may be relevant to wellbore abandonment practices in the Gulf of Mexico. The Abandoning Wells Group has identified several major areas for discussion that have concerns related to both operators and service companies performing wellbore abandonments in the Gulf of Mexico. The following broad topics were selected for the agenda: (1) MMS minimum requirements and state regulations. (2) Co-existence of best practices, new technology, and P & A economics. (3) Liability and environmental issues relating to wellbore abandonment.

    How effectively has the World Bank Group assisted its clients in enhancing the contribution of the extractive industries to sustainable development? (Extractive industries include oil, gas, and mining of minerals including coals and metals.) This evaluation finds that with its global mandate and experience, comprehensive country development focus, and overarching mission to fight poverty, the World Bank Group is well positioned to help countries overcome the policy, institutional, and technical challenges that prevent them from transforming resource endowments into sustainable benefits. Furthermore, the World Bank Group's achievements are many. On the whole, its extractive industries projects have produced positive economic and financial results, though compliance with its environmental and social safeguards remains a challenge. Its research has broadened and deepened understanding of the causes for the disappointing performance of resource-rich countries. Its guidelines for the mitigation of adverse environmental and social impacts have been widely used and appreciated. More recently, it has begun to address the challenge of country governance with a variety of instruments. The World Bank Group can, however, do much to improve its performance in enhancing the extractive industry sector's contribution to sustainable development and poverty reduction. The report identifies three main areas for improvement - formulating an integrated strategy, strengthening implementation and engagement of stakeholders. 5 annexes.

    This report traces key financial trends in the US energy industry for the fourth quarter of 1993. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated electric utilities. All financial data are taken from public sources such as energy industry corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest; return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations. Based on information provided in 1993 fourth quarter financial disclosures, the net income for 82 petroleum companies -- including 18 majors -- was unchanged between the fourth quarter of 1992 and the fourth quarter of 1993. An 18-percent decline in crude oil prices resulted in a deterioration of the performance of upstream (oil and gas production) petroleum companies during the final quarter of 1993. However, prices for refined products fell much less than the price of crude oil, resulting in higher refined product margins and downstream (refining, marketing and transport) petroleum earnings. An increase in refined product demand also contributed to the rise in downstream income.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Record of Decision (ROD) (62 FR 8692) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Hanford Site tank waste treatment and disposal process. These evaluations are designed to address potential implications of new information on the impacts presented in the Environmental Impact Statement (EIS). In addition the evaluations will support an assessment of DOE's plans for treating and disposing of Hanford Site tank waste to determine if the project plans are still appropriate or need adjustments. To support these reevaluations, DOE prepared a Supplement Analysis DOEEIS-0189-SA3. In addition, DOE sponsored several initiatives to seek viable technical regulatory and operational alternatives to complete the Office of River Protection (ORP) mission such that expedited schedule, improved cost benefits and improved programmatic safety, environmental and technical task can be achieved. This report was completed to fulfill the TWRS EIS/ROD commitment to perform scientific, regulatory and/or financial review of the Hanford Site tank waste remediation program.

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    This year, the annual is published in two volumes. Volume I focused on US electric utilities and contained final 1994 data on net generation, fossil fuel consumption, stocks, receipts, and cost. This Volume II presents annual 1994 summary statistics for the electric power industry, including information on both electric utilities and nonutility power producers. Included are preliminary data for electric utility retail sales of electricity, associated revenue, and average revenue per kilowatthour of electricity sold (based on form EIA-861) and for electric utility financial statistics, environmental statistics, power transactions, and demand- side management. Final 1994 data for US nonutility power producers on installed capacity and gross generation, as well as supply and disposition information, are also provided in Volume II. Technical notes and a glossary are included.

Twenty-one out of the 25 largest catastrophes in the US, mainly in the form of hurricanes have occurred in the last decade. The insurance industry has reacted by taking the risk of global warming in decisions as to pricing and underwriting decisions. But they have yet to take a more active role in regulating the factors that contributes to global warming. How global warming can impact the financial industry and the modern economy is explored.     Because of concerns about the impact that Glen Canyon Dam (GCD) operations were having on downstream ecosystems and endangered species, the Bureau of Reclamation (Reclamation) conducted an Environmental Impact Statement (EIS) on dam operations (DOE 1996). New operating rules and management goals for GCD that had been specified in the Record of Decision (ROD) (Reclamation 1996) were adopted in February 1997. In addition to issuing new operating criteria, the ROD mandated experimental releases for the purpose of conducting scientific studies. A report released in January 2011 examined the financial implications of the experimental flows that were conducted at the GCD from 1997 to 2005. This report continues the analysis and examines the financial implications of the experimental flows conducted at the GCD from 2006 to 2010. An experimental release may have either a positive or negative impact on the financial value of energy production. This study estimates the financial costs of experimental releases, identifies the main factors that contribute to these costs, and compares the interdependencies among these factors. An integrated set of tools was used to compute the financial impacts of the experimental releases by simulating the operation of the GCD under two scenarios, namely, (1) a baseline scenario that assumes both that operations comply with the ROD operating criteria and the experimental releases that actually took place during the study period, and (2) a 'without experiments' scenario that is identical to the baseline scenario of operations that comply with the GCD ROD, except it assumes that experimental releases did not occur. The Generation and Transmission Maximization (GTMax) model was the main simulation tool used to dispatch GCD and other hydropower plants that comprise the Salt Lake City Area Integrated Projects (SLCA/IP).     Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

This report describes research needs in environmental restoration and complements a previously published document, DOE/ER-0419, Evaluation of Mid-to-Long Term Basic Research for Environmental Restoration. Basic research needs have been grouped into five major categories patterned after those identified in DOE/ER-0419: (1) environmental transport and transformations; (2) advanced sampling, characterization, and monitoring methods; (3) new remediation technologies; (4) performance assessment; and (5) health and environmental effects. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice.     Because of concerns about the impact that Glen Canyon Dam (GCD) operations were having on downstream ecosystems and endangered species, the Bureau of Reclamation (Reclamation) conducted an Environmental Impact Statement (EIS) on dam operations (DOE 1996). New operating rules and management goals for GCD that had been specified in the Record of Decision (ROD) (Reclamation 1996) were adopted in February 1997. In addition to issuing new operating criteria, the ROD mandated experimental releases for the purpose of conducting scientific studies. This paper examines the financial implications of the experimental flows that were conducted at the GCD from 1997 to 2005. An experimental release may have either a positive or negative impact on the financial value of energy production. This study estimates the financial costs of experimental releases, identifies the main factors that contribute to these costs, and compares the interdependencies among these factors. An integrated set of tools was used to compute the financial impacts of the experimental releases by simulating the operation of the GCD under two scenarios, namely, (1) a baseline scenario that assumes operations comply with the ROD operating criteria and experimental releases that actually took place during the study period, and (2) a ''without experiments'' scenario that is identical to the baseline scenario of operations that comply with the GCD ROD, except it assumes that experimental releases did not occur. The Generation and Transmission Maximization (GTMax) model was the main simulation tool used to dispatch GCD and other hydropower plants that comprise the Salt Lake City Area Integrated Projects (SLCA/IP). Extensive data sets and historical information on SLCA/IP power plant characteristics, hydrologic conditions, and Western Area Power Administration's (Western's) power purchase prices were used for the simulation. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    To stimulate investment in renewable energy generation projects, the federal government developed a series of support structures that reduce taxes for eligible investors--the investment tax credit, the production tax credit, and accelerated depreciation. The nature of these tax incentives often requires an outside investor and a complex financial arrangement to allocate risk and reward among the parties. These financial arrangements are generally categorized as 'advanced financial structures.' Among renewable energy technologies, advanced financial structures were first widely deployed by the wind industry and are now being explored by the solar industry to support significant scale-up in project development. This report describes four of the most prevalent financial structures used by the renewable sector and evaluates the impact of financial structure on energy costs for utility-scale solar projects that use photovoltaic and concentrating solar power technologies.

    We have audited the accompanying combined balance sheets of the Southwestern Federal Power System (SWFPS), as of September 30, 2009, 2008, 2007, and 2006, and the related combined statements of revenues and expenses, changes in capitalization, and cash flows for the years then ended. As described in note 1(a), the combined financial statement presentation includes the hydroelectric generation functions of another Federal agency (hereinafter referred to as the generating agency), for which Southwestern Power Administration (Southwestern) markets and transmits power. These combined financial statements are the responsibility of the management of Southwestern and the generating agency. Our responsibility is to express an opinion on these combined financial statements based on our audits. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the combined financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of Southwestern and the generating agency’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the combined financial statements, assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall combined financial statement presentation.
