In the United States, concentrating solar power (CSP) is one of the most promising renewable energy (RE) technologies for reduction of electric sector greenhouse gas (GHG) emissions and for rapid capacity expansion. It is also one of the most price-competitive RE technologies, thanks in large measure to decades of field experience and consistent improvements in design. One of the key design features that makes CSP more attractive than many other RE technologies, like solar photovoltaics and wind, is the potential for including relatively low-cost and efficient thermal energy storage (TES), which can smooth the daily fluctuation of electricity production and extend its duration into the evening peak hours or longer. Because operational environmental burdens are typically small for RE technologies, life cycle assessment (LCA) is recognized as the most appropriate analytical approach for determining their environmental impacts of these technologies, including CSP. An LCA accounts for impacts from all stages in the development, operation, and decommissioning of a CSP plant, including such upstream stages as the extraction of raw materials used in system components, manufacturing of those components, and construction of the plant. The National Renewable Energy Laboratory (NREL) is undertaking an LCA of modern CSP plants, starting with those of parabolic trough design.

Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

As one of the largest, intact ecosystems in the continental United States, land managers within the Greater Yellowstone Area (GYA) have recognized the importance of compiling and understanding agency greenhouse gas (GHG) emissions. The 10 Federal units within the GYA have taken an active role in compiling GHG inventories on a unit- and ecosystem-wide level, setting goals for GHG mitigation, and identifying mitigation strategies for achieving those goals. This paper details the processes, methodologies, challenges, solutions, and lessons learned by the 10 Federal units within the GYA throughout this ongoing effort.

Xcel document describes Version 1 of the the Buildings GHG Mitigation Estimator tool. This tool assists federal agencies in estimating the greenhouse gas mitigation reduction from implementing energy efficiency measures across a portfolio of buildings. It is designed to be applied to groups of office buildings, for example, at a program level (regional or site) that can be summarized at the agency level. While the default savings and cost estimates apply to office buildings, users can define their own efficiency measures, costs, and savings estimates for inclusion in the portfolio assessment. More information on user-defined measures can be found in Step 2 of the buildings emission reduction guidance. The output of this tool is a prioritized set of activities that can help the agency to achieve its greenhouse gas reduction targets most cost-effectively.

The Energy Independence and Security Act (EISA) of 2007 established new renewable fuel categories and eligibility requirements (EPA 2010). A significant aspect of the National Renewable Fuel Standard 2 (RFS2) program is the requirement that the life cycle greenhouse gas (GHG) emissions of a qualifying renewable fuel be less than the life cycle GHG emissions of the 2005 baseline average gasoline or diesel fuel that it replaces. Four levels of reduction are required for the four renewable fuel standards. Table 1 lists these life cycle performance improvement thresholds. Table 1. Life Cycle GHG Thresholds Specified in EISA Fuel Type Percent Reduction from 2005 Baseline Renewable fuel 20% Advanced biofuel 50% Biomass-based diesel 50% Cellulosic biofuel 60% Notably, there is a specialized subset of advanced biofuels that are the cellulosic biofuels. The cellulosic biofuels are incentivized by the Cellulosic Biofuel Producer Tax Credit (26 USC 40) to stimulate market adoption of these fuels. EISA defines a cellulosic biofuel as follows (42 USC 7545(o)(1)(E)): The term “cellulosic biofuel” means renewable fuel derived from any cellulose, hemicellulose, or lignin that is derived from renewable biomass and that has lifecycle greenhouse gas emissions, as determined by the Administrator, that are at least 60 percent less than the baseline lifecycle greenhouse gas emissions. As indicated, the Environmental Protection Agency (EPA) has sole responsibility for conducting the life cycle analysis (LCA) and making the final determination of whether a given fuel qualifies under these biofuel definitions. However, there appears to be a need within the LCA community to discuss and eventually reach consensus on discerning a 50–59 % GHG reduction from a ? 60% GHG reduction for policy, market, and technology development. The level of specificity and agreement will require additional development of capabilities and time for the sustainability and analysis community, as illustrated by the rich dialogue and convergence around the energy content and GHG reduction of cellulosic ethanol (an example of these discussions can be found in Wang 2011). GHG analyses of fast pyrolysis technology routes are being developed and will require significant work to reach the levels of development and maturity of cellulosic ethanol models. This summary provides some of the first fast pyrolysis analyses and clarifies some of the reasons for differing results in an effort to begin the convergence on assumptions, discussion of quality of models, and harmonization.

Estonian greenhouse gas emissions inventory report

It is widely accepted that the increase of greenhouse gas concentrations in the atmosphere due to human activities would result in warming of the Earth`s surface. To examine this effect and better understand how the GHG increase in the atmosphere might change the climate in the future, how ecosystems and societies in different regions of the World should adapt to these changes, what must policymakers do for the mitigation of that effect, the worldwide project within the Framework Convention on Climate Change was generated by the initiative of United Nations. Estonia is one of more than 150 countries, which signed the Framework Convention on Climate Change at the United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992. In 1994 a new project, Estonian Country Study was initiated within the US Country Studies Program. The project will help to compile the GHG inventory for Estonia, find contemporary trends to investigate the impact of climate change on the Estonian ecosystems and economy and to formulate national strategies for Estonia addressing to global climate change.

The purpose of this analysis is to provide an initial radionuclide inventory (in grams per waste package) and associated uncertainty distributions for use in the Total System Performance Assessment for the License Application (TSPA-LA) in support of the license application for the repository at Yucca Mountain, Nevada. This document is intended for use in postclosure analysis only. Bounding waste stream information and data were collected that capture probable limits. For commercially generated waste, this analysis considers alternative waste stream projections to bound the characteristics of wastes likely to be encountered using arrival scenarios that potentially impact the commercial spent nuclear fuel (CSNF) waste stream. For TSPA-LA, this radionuclide inventory analysis considers U.S. Department of Energy (DOE) high-level radioactive waste (DHLW) glass and two types of spent nuclear fuel (SNF): CSNF and DOE-owned (DSNF). These wastes are placed in two groups of waste packages: the CSNF waste package and the codisposal waste package (CDSP), which are designated to contain DHLW glass and DSNF, or DHLW glass only. The radionuclide inventory for naval SNF is provided separately in the classified ''Naval Nuclear Propulsion Program Technical Support Document'' for the License Application. As noted previously, the radionuclide inventory data presented here is intended only for TSPA-LA postclosure calculations. It is not applicable to preclosure safety calculations. Safe storage, transportation, and ultimate disposal of these wastes require safety analyses to support the design and licensing of repository equipment and facilities. These analyses will require radionuclide inventories to represent the radioactive source term that must be accommodated during handling, storage and disposition of these wastes. This analysis uses the best available information to identify the radionuclide inventory that is expected at the last year of last emplacement, currently identified as 2030 and 2033, depending on the type of waste. TSPA-LA uses the results of this analysis to decay the inventory to the year of repository closure projected for the year of 2060.

GHG emission factors developed for the recycling and composting of municipal waste in South African municipalities

Highlights: • GHG emission factors for local recycling of municipal waste are presented. • GHG emission factors for two composting technologies for garden waste are included. • Local GHG emission factors were compared to international ones and discussed. • Uncertainties and limitations are presented and areas for new research highlighted. - Abstract: GHG (greenhouse gas) emission factors for waste management are increasingly used, but such factors are very scarce for developing countries. This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from ?290 kg CO{sub 2} e (glass) to ?19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

This fact sheet summarizes actions in the areas of light-duty vehicle, non-light-duty vehicle, fuel, and transportation demand that show promise for deep reductions in energy use. Energy efficient transportation strategies have the potential to simultaneously reduce oil consumption and greenhouse gas (GHG) emissions. The Transportation Energy Futures (TEF) project examined how the combination of multiple strategies could achieve deep reductions in GHG emissions and petroleum use on the order of 80%. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal was to help inform domestic decisions about transportation energy strategies, priorities, and investments, with an emphasis on underexplored opportunities. TEF findings reveal three strategies with the potential to displace most transportation-related petroleum use and GHG emissions: 1) Stabilizing energy use in the transportation sector through efficiency and demand-side approaches. 2) Using additional advanced biofuels. 3) Expanding electric drivetrain technologies.

INL Site Contractors determined subpart applicability through the use of a checklist (Appendix A). Each facility/contractor reviews operations to determine which subparts are applicable and the results are compiled to determine which subparts are applicable to the INL Site. This plan is applicable to the 40 CFR 98-regulated activities managed by the INL Site contractors: Idaho National Laboratory (INL), Idaho Cleanup Project (ICP), Advanced Mixed Waste Treatment Project (AMWTP), and Naval Reactors Facilities (NRF).

What is greener than a VMT tax? The case for an indexed energy user fee to finance us surface transportation

Highway finance in the United States is perceived by many to be in a state of crisis, primarily due to the erosion of motor fuel tax revenues due to inflation, fuel economy improvement, increased use of alternative sources of energy and diversion of revenues to other purposes. Monitoring vehicle miles of travel (VMT) and charging highway users per mile has been proposed as a replacement for the motor fuel tax. A VMT user fee, however, does not encourage energy efficiency in vehicle design, purchase and operation, as would a user fee levied on all forms of commercial energy used for transportation and indexed to the average efficiency of vehicles on the road and to inflation. An indexed roadway user toll on energy (IRoUTE) would induce two to four times as much reduction in greenhouse gas (GHG) emissions and petroleum use as a pure VMT user fee. However, it is not a substitute for pricing GHG emissions and would make only a small but useful contribution to reducing petroleum dependence. An indexed energy user fee cannot adequately address the problems of traffic congestion and heavy vehicle cost responsibility. It could, however, be a key component of a comprehensive system of financing surface transportation that would eventually also include time and place specific monitoring of VMT for congestion pricing, externality charges and heavy vehicle user fees.

Miscellaneous streams discharging to the soil column on the Hanford Site are subject to requirements of several milestones identified in Consent Order No. DE 9INM-177 (Ecology and DOE 1991). The Plan and Schedule for Disposition and Regulatory Compliance for Miscellaneous Stream (DOE/RL-93-94) provides a plan and schedule for the disposition of miscellaneous streams to satisfy one of the Section 6.0 requirements of the Consent Order. One of the commitments (Activity 6-2.2) established in the plan and schedule is to annually update, the miscellaneous streams inventory. This document constitutes the 1998 revision of the miscellaneous streams inventory. Miscellaneous stream discharges were grouped into four permitting categories (Table 1). The first miscellaneous streams Permit (ST 4508) was issued May 30, 1997, to cover wastewater discharges from hydrotesting, maintenance, and construction activities. The second miscellaneous streams Permit (ST4509) covers discharges from cooling water and condensate discharges. The third permit application for category three waste streams was eliminated by recategorizing waste streams into an existing miscellaneous streams permit or eliminating stream discharges. Elimination of the third categorical permit application was approved by Ecology in January 1997 (Ecology 1997). The fourth permit application, to cover storm water, is due to Ecology in September 1998. Table 1 provides a history of the miscellaneous streams permitting activities.

The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. From 19:00 onwards there will be a networking cocktail for audience and speakers. This is an EGEE / CERN openlab event organized in collaboration with the regional business network rezonance.ch. A webcast of the event will be made available for subsequent viewing, along with powerpoint material presented by the speakers. Attendance is free and open to all. Overview of High Performance Computing in the Financial Industry Michael Yoo, Managing Director, Head of the Technical Council, UBS Presentation will describe the key business challenges driving the need for HPC solutions, describe the means in which those challenges are being addressed within UBS (such as GRID) as well as the limitations of some of these solutions, and assess some of the newer HPC technologies which may also play a role in the Financial Industry in the future. Speaker Bio: Michael originally joined the former Swiss Bank Corporation in 1994 in New York as a developer on a large data warehouse project. In 1996 he left SBC and took a role with Fidelity Investments in Boston. Unable to stay away for long, he returned to SBC in 1997 while working for Perot Systems in Singapore. Finally, in 1998 he formally returned to UBS in Stamford following the merger with SBC and has remained with UBS for the past 9 years. During his tenure at UBS, he has had a number of leadership roles within IT in development, support and architecture. In 2006 Michael relocated to Switzerland to take up his current role as head of the UBS IB Technical Council, responsible for the overall technology strategy and vision of the Investment Bank. One of Michael's key responsibilities is to manage the UBS High Performance Computing Research Lab and he has been involved in a number of initiatives in the HPC space. 2. Government, national and supranational initiatives in grid receive some press. Highlights: • GHG savings are in the order of 600–1000 kg CO{sub 2}-eq. per Mg of MBM treated. • Energy recovery differed in terms of energy products and efficiencies. • The results were largely determined by use of the products for energy purposes. - Abstract: Meat-and-bone-meal (MBM) produced from animal waste has become an increasingly important residual fraction needing management. As biodegradable waste is routed away from landfills, thermo-chemical treatments of MBM are considered promising solution for the future. Pyrolysis and gasification of MBM were assessed based on data from three experimental lab and pilot-scale plants. Energy balances were established for the three technologies, providing different outcomes for energy recovery: bio-oil was the main product for the pyrolysis system, while syngas and a solid fraction of biochar were the main products in the gasification system. These products can be used – eventually after upgrading – for energy production, thereby offsetting energy production elsewhere in the system. Greenhouse gases (GHG) accounting of the technologies showed that all three options provided overall GHG savings in the order of 600–1000 kg CO{sub 2}-eq. per Mg of MBM treated, mainly as a consequence of avoided fossil fuel consumption in the energy sector. Local conditions influencing the environmental performance of the three systems were identified, together with critical factors to be considered during decision-making regarding MBM management.

This liquid effluent information is then placed in the Liquid Effluent Inventory (LEI) database, which is maintained by the INEEL prime contractor. The purpose of the LEI is to identify and maintain a current listing of all liquid effluent discharge points and to identify which discharges are subject to federal, state, or local permitting or reporting requirements and DOE order requirements. Initial characterization, which represents most of the INEEL liquid effluents, has been performed, and additional characterization may be required in the future to meet regulations. LEI information is made available to persons responsible for or concerned with INEEL compliance with liquid effluent permitting or reporting requirements, such as the National Pollutant Discharge Elimination System, Wastewater Land Application, Storm Water Pollution Prevention, Spill Prevention Control and Countermeasures, and Industrial Wastewater Pretreatment. The State of Idaho Environmental Oversight and Monitoring Program also needs the information for tracking liquid effluent discharges at the INEEL. The information provides a baseline from which future liquid discharges can be identified, characterized, and regulated, if appropriate. The review covered new and removed buildings/structures, buildings/structures which most likely had new, relocated, or removed LEI discharge points, and at least 10% of the remaining discharge points.

This research provides a systematic review and harmonization of the life cycle assessment (LCA) literature of electricity generated from conventionally produced natural gas. We focus on estimates of greenhouse gases (GHGs) emitted in the life cycle of electricity generation from conventionally produced natural gas in combustion turbines (NGCT) and combined-cycle (NGCC) systems. A process we term "harmonization" was employed to align several common system performance parameters and assumptions to better allow for cross-study comparisons, with the goal of clarifying central tendency and reducing variability in estimates of life cycle GHG emissions. This presentation summarizes preliminary results.

Areas for new research are highlighted. - Abstract: Greenhouse gas (GHG) emission factors are used with increased frequency for the accounting and reporting of GHG from waste management. However, these factors have been calculated for developed countries of the Northern Hemisphere and are lacking for developing countries. This paper shows how such factors have been developed for the collection, transport and landfilling of municipal waste in South Africa. As such it presents a model on how international results and methodology can be adapted and used to calculate country-specific GHG emission factors from waste. For the collection and transport of municipal waste in South Africa, the average diesel consumption is around 5 dm{sup 3} (litres) per tonne of wet waste and the associated GHG emissions are about 15 kg CO{sub 2} equivalents (CO{sub 2} e). Depending on the type of landfill, the GHG emissions from the landfilling of waste have been calculated to range from ?145 to 1016 kg CO{sub 2} e per tonne of wet waste, when taking into account carbon storage, and from 441 to 2532 kg CO{sub 2} e per tonne of wet waste, when carbon storage is left out. The highest emission factor per unit of wet waste is for landfill sites without landfill gas collection and these are the dominant waste disposal facilities in South Africa. However, cash strapped municipalities in Africa and the developing world will not be able to significantly upgrade these sites and reduce their GHG burdens if there is no equivalent replacement of the Clean Development Mechanism (CDM) resulting from the Kyoto agreement. Other low cost avenues need to be investigated to suit local conditions, in particular landfill covers which enhance methane oxidation.

A California Greenhouse Gas Inventory Spreadsheet (GHGIS) model was developed to explore the impact of combinations of state policies on state greenhouse gas (GHG) and regional criteria pollutant emissions. The model included representations of all GHG- emitting sectors of the California economy (including those outside the energy sector, such as high global warming potential gases, waste treatment, agriculture and forestry) in varying degrees of detail, and was carefully calibrated using available data and projections from multiple state agencies and other sources. Starting from basic drivers such as population, numbers of households, gross state product, numbers of vehicles, etc., the model calculated energy demands by type (various types of liquid and gaseous hydrocarbon fuels, electricity and hydrogen), and finally calculated emissions of GHGs and three criteria pollutants: reactive organic gases (ROG), nitrogen oxides (NOx), and fine (2.5 ?m) particulate matter (PM2.5). Calculations were generally statewide, but in some sectors, criteria pollutants were also calculated for two regional air basins: the South Coast Air Basin (SCAB) and the San Joaquin Valley (SJV). Three scenarios were developed that attempt to model: (1) all committed policies, (2) additional, uncommitted policy targets and (3) potential technology and market futures. Each scenario received extensive input from state energy planning agencies, in particular the California Air Resources Board. Results indicate that all three scenarios are able to meet the 2020 statewide GHG targets, and by 2030, statewide GHG emissions range from between 208 and 396 MtCO2/yr. However, none of the scenarios are able to meet the 2050 GHG target of 85 MtCO2/yr, with emissions ranging from 188 to 444 MtCO2/yr, so additional policies will need to be developed for California to meet this stringent future target. A full sensitivity study of major scenario assumptions was also performed. In terms of criteria pollutants, targets were less well-defined, but while all three scenarios were able to make significant reductions in ROG, NOx and PM2.5 both statewide and in the two regional air basins, they may nonetheless fall short of what will be required by future federal standards. Specifically, in Scenario 1, regional NOx emissions are approximately three times the estimated targets for both 2023 and 2032, and in Scenarios 2 and 3, NOx emissions are approximately twice the estimated targets. Further work is required in this area, including detailed regional air quality modeling, in order to determine likely pathways for attaining these stringent targets.

Quantum gravity and inventory accumulation

We begin by studying inventory accumulation at a LIFO (last-in-first-out) retailer with two products. In the simplest version, the following occur with equal probability at each time step: first product ordered, first product produced, second product ordered, second product produced. The inventory thus evolves as a simple random walk on Z^2. In more interesting versions, a p fraction of customers orders the "freshest available" product regardless of type. We show that the corresponding random walks scale to Brownian motions with diffusion matrices depending on p. We then turn our attention to the critical Fortuin-Kastelyn random planar map model, which gives, for each q>0, a probability measure on random (discretized) two-dimensional surfaces decorated by loops, related to the q-state Potts model. A longstanding open problem is to show that as the discretization gets finer, the surfaces converge in law to a limiting (loop-decorated) random surface. The limit is expected to be a Liouville quantum gravity surface decorated by a conformal loop ensemble, with parameters depending on q. Thanks to a bijection between decorated planar maps and inventory trajectories (closely related to bijections of Bernardi and Mullin), our results about the latter imply convergence of the former in a particular topology. A phase transition occurs at p = 1/2, q=4.

Financing Strategies for Nuclear Fuel Cycle Facility

To help meet our nation’s energy needs, reprocessing of spent nuclear fuel is being considered more and more as a necessary step in a future nuclear fuel cycle, but incorporating this step into the fuel cycle will require considerable investment. This report presents an evaluation of financing scenarios for reprocessing facilities integrated into the nuclear fuel cycle. A range of options, from fully government owned to fully private owned, was evaluated using a DPL (Dynamic Programming Language) 6.0 model, which can systematically optimize outcomes based on user-defined criteria (e.g., lowest life-cycle cost, lowest unit cost). Though all business decisions follow similar logic with regard to financing, reprocessing facilities are an exception due to the range of financing options available. The evaluation concludes that lowest unit costs and lifetime costs follow a fully government-owned financing strategy, due to government forgiveness of debt as sunk costs. Other financing arrangements, however, including regulated utility ownership and a hybrid ownership scheme, led to acceptable costs, below the Nuclear Energy Agency published estimates. Overwhelmingly, uncertainty in annual capacity led to the greatest fluctuations in unit costs necessary for recovery of operating and capital expenditures; the ability to determine annual capacity will be a driving factor in setting unit costs. For private ventures, the costs of capital, especially equity interest rates, dominate the balance sheet; the annual operating costs dominate the government case. It is concluded that to finance the construction and operation of such a facility without government ownership could be feasible with measures taken to mitigate risk, and that factors besides unit costs should be considered (e.g., legal issues, social effects, proliferation concerns) before making a decision on financing strategy.

Managing Inventories of Heavy Actinides

The Department of Energy (DOE) has stored a limited inventory of heavy actinides contained in irradiated targets, some partially processed, at the Savannah River Site (SRS) and Oak Ridge National Laboratory (ORNL). The 'heavy actinides' of interest include plutonium, americium, and curium isotopes; specifically 242Pu and 244Pu, 243Am, and 244/246/248Cm. No alternate supplies of these heavy actinides and no other capabilities for producing them are currently available. Some of these heavy actinide materials are important for use as feedstock for producing heavy isotopes and elements needed for research and commercial application. The rare isotope 244Pu is valuable for research, environmental safeguards, and nuclear forensics. Because the production of these heavy actinides was made possible only by the enormous investment of time and money associated with defense production efforts, the remaining inventories of these rare nuclear materials are an important part of the legacy of the Nuclear Weapons Program. Significant unique heavy actinide inventories reside in irradiated Mark-18A and Mark-42 targets at SRS and ORNL, with no plans to separate and store the isotopes for future use. Although the costs of preserving these heavy actinide materials would be considerable, for all practical purposes they are irreplaceable. The effort required to reproduce these heavy actinides today would likely cost billions of dollars and encompass a series of irradiation and chemical separation cycles for at least 50 years; thus, reproduction is virtually impossible. DOE has a limited window of opportunity to recover and preserve these heavy actinides before they are disposed of as waste. A path forward is presented to recover and manage these irreplaceable National Asset materials for future use in research, nuclear forensics, and other potential applications.

Natural gas (NG) is a potential "bridge fuel" during transition to a decarbonized energy system: It emits less carbon dioxide during combustion than other fossil fuels and can be used in many industries. However, because of the high global warming potential of methane (CH4, the major component of NG), climate benefits from NG use depend on system leakage rates. Some recent estimates of leakage have challenged the benefits of switching from coal to NG, a large near-term greenhouse gas (GHG) reduction opportunity. During this presentation, Garvin will review evidence from multiple perspectives - life cycle assessments (LCAs), inventories and measurements - about NG leakage in the US. Particular attention will be paid to a recent article in Science magazine which reviewed over 20 years of published measurements to better understand what we know about total methane emissions and those from the oil and gas sectors. Scientific and policy implications of the state of knowledge will be discussed.

These models address a variety of purposes, such as supply or demand of energy or of certain types of energy, emergency management of energy, conservation in end uses of energy, and economic factors. Fifty-one models are briefly described as to: purpose; energy system; applications;status; validation; outputs by sector, energy type, economic and physical units, geographic area, and time frame; structure and modeling techniques; submodels; working assumptions; inputs; data sources; related models; costs; references; and contacts. Discussions in the report include: project purposes and methods of research, state energy modeling in general, model types and terminology, and Federal legislation to which state modeling is relevant. Also, a state-by-state listing of modeling efforts is provided and other model inventories are identified. The report includes a brief encylopedia of terms used in energy models. It is assumed that many readers of the report will not be experienced in the technical aspects of modeling. The project was accomplished by telephone conversations and document review by a team from the Colorado School of Mines Research Institute and the faculty of the Colorado School of Mines. A Technical Committee (listed in the report) provided advice during the course of the project.

The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

This report presents the information that homeowners and policy makers need to facilitate PV financing at the residential level. The full range of cash payments, bill savings, and tax incentives is covered, as well as potentially available solar attribute payments. Traditional financing is also compared to innovative solutions, many of which are borrowed from the commercial sector. Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

Technical Basis for PNNL Beryllium Inventory

The Department of Energy (DOE) issued Title 10 of the Code of Federal Regulations Part 850, “Chronic Beryllium Disease Prevention Program” (the Beryllium Rule) in 1999 and required full compliance by no later than January 7, 2002. The Beryllium Rule requires the development of a baseline beryllium inventory of the locations of beryllium operations and other locations of potential beryllium contamination at DOE facilities. The baseline beryllium inventory is also required to identify workers exposed or potentially exposed to beryllium at those locations. Prior to DOE issuing 10 CFR 850, Pacific Northwest Nuclear Laboratory (PNNL) had documented the beryllium characterization and worker exposure potential for multiple facilities in compliance with DOE’s 1997 Notice 440.1, “Interim Chronic Beryllium Disease.” After DOE’s issuance of 10 CFR 850, PNNL developed an implementation plan to be compliant by 2002. In 2014, an internal self-assessment (ITS #E-00748) of PNNL’s Chronic Beryllium Disease Prevention Program (CBDPP) identified several deficiencies. One deficiency is that the technical basis for establishing the baseline beryllium inventory when the Beryllium Rule was implemented was either not documented or not retrievable. In addition, the beryllium inventory itself had not been adequately documented and maintained since PNNL established its own CBDPP, separate from Hanford Site’s program. This document reconstructs PNNL’s baseline beryllium inventory as it would have existed when it achieved compliance with the Beryllium Rule in 2001 and provides the technical basis for the baseline beryllium inventory.
