    Loan Guarantees for Projects that Employ Innovative Technologies: On October 23, 2007, the Department of Energy published a final rule establishing regulations for the loan guarantee program authorized by Section 1703 of Title XVII of the Energy Policy Act of 2005. Section 1703 of Title XVII authorizes the Secretary of Energy to make loan guarantees for projects that “avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases; and employ new or significantly improved technologies as compared to commercial technologies in service in the United States at the time the guarantee is issued.”

    The Department has issued a Final Rule revising the existing contractor regulations covering contractor legal management requirements at 10 C.F.R. 719 (Federal Register May 3, 2013; http://www.gpo.gov/fdsys/pkg/FR-2013-05-03/pdf/2013-10485.pdf). One unusual aspect of the Final Rule is that it requires Contracting Officers to attempt to execute bilateral modifications to existing affected contracts to apply the Final Rule's revisions to those contracts. We will issue an Acquisition Letter shortly with suggested contract modification language. (The Final Rule's revisions "… are designed to clarify and streamline existing requirements, improve efficiency of contractor legal management, and facilitate oversight over the expenditure of taxpayer dollars." The contract modifications will state the revisions will only apply to costs incurred from date the bilateral modifications are executed forward. The revisions are administrative in nature. Regarding costs contractors have not yet incurred, the revisions could have been communicated to contractors without using a Final Rule to incorporate them into current contracts. Consequently, the modifications do not require equitable adjustments.)

    This EA evaluates the environmental impacts of implementing provisions in the Energy Conservation and Production Act (ECPA) that require DOE to update the baseline Federal energy efficiency performance standards for the construction of new Federal buildings, including commercial and multi-family high-rise residential buildings. This EA addresses Federal commercial standard to the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2010. The Final Rule was published in the Federal Register on July 9, 2013, 78 FR 40945.

    Near- and long-term prospects that geopressured/geothermal energy sources could become a viable alternative fuel for electric power generation were investigated. Technical questions of producibility and power generation were included, as well as economic and environmental considerations. The investigators relied heavily on the existing body of information, particularly in geotechnical areas. Statistical methods were used where possible to establish probable production values. Potentially productive geopressured sediments have been identified in twenty specific on-shore fairways in Louisiana and Texas. A total of 232 trillion cubic feet (TCF) of dissolved methane and 367 x 10/sup 15/ Btu (367 quads) of thermal energy may be contained in the water within the sandstone in these formations. Reasonable predictions of the significant reservoir parameters indicate that a maximum of 7.6 TCF methane and 12.6 quads of thermal energy may be producible from these potential reservoirs.

    The Discovery Center of Idaho (DCI) was the recipient of a grant from US DOE`s Museum Science Education Program to build six permanent energy related exhibits to provide the public with hands-on experience with energy issues. Because of its volunteer support system, DC was able to build eleven exhibits. These exhibits are described and photographs are included. The signs used for the exhibits are reproduced as well as the materials used to advertise them to the public. Examples of DCI`s newsletter are included that mention the new exhibits.

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    This report presents a new economic model for the allocation of aggregate consumer expenditures on energy in the United States. Our model is based on a theory of consumer behavior involving two stages. In the first stage total expenditures are allocated between and nonenergy commodities. Allocation depends on the price of energy, prices of all nonenergy commodities, and the level of total expenditure. Total energy expenditure in the second stage is allocated among individual types of energy. The second stage allocation depends on the prices of individual types of energy and the level of total energy expenditure. Our econometric model can be applied to the generation of projection of aggregrate energy demand in the United States. Projected future energy prices, the future level and distribution of total energy expenditure, and the future demographic development of the population for projections. The model can also be used to make projections for individual consumer groups within the United States, classified by total energy expenditure and by demographic characteristics. Finally, it can be integrated into a model of energy and nonenergy expenditures to provide a complete model of aggregate consumer behavior. Our econometric model of aggregate consumer behavior can be applied to the generation of projection of demand individual types of energy and for all nonenergy commodities in the United States.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The program’s primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2’s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

    Griffith Energy Limited Liability Corporation (Griffith) proposes to construct and operate the Griffith Energy Project (Project), a natural gas-fuel, combined cycle power plant, on private lands south of Kingman, Ariz. The Project would be a ''merchant plant'' which means that it is not owned by a utility and there is currently no long-term commitment or obligation by any utility to purchase the capacity and energy generated by the power plant. Griffith applied to interconnect its proposed power plant with the Western Area Power Administration's (Western) Pacific Northwest-Pacific Southwest Intertie and Parker-Davis transmission systems. Western, as a major transmission system owner, needs to provide access to its transmission system when it is requested by an eligible organization per existing policies, regulations and laws. The proposed interconnection would integrate the power generated by the Project into the regional transmission grid and would allow Griffith to supply its power to the competitive electric wholesale market. Based on the application, Western's proposed action is to enter into an interconnection and construction agreement with Griffith for the requested interconnections. The proposed action includes the power plant, water wells and transmission line, natural gas pipelines, new electrical transmission lines and a substation, upgrade of an existing transmission line, and access road to the power plant. Construction of segments of the transmission lines and a proposed natural gas pipeline also require a grant of right-of-way across Federal lands administered by the Bureau of Land Management. Public comments on the Draft EIS are addressed in the Final EIS, including addenda and modifications made as a result of the comments and/or new information.

    This report serves as a Final Report under the “Energy Storage and Distribution Energy Generation Project” carried out by the Transportation Energy Center (TEC) at the University of Michigan (UM). An interdisciplinary research team has been working on fundamental and applied research on: -distributed power generation and microgrids, -power electronics, and -advanced energy storage. The long-term objective of the project was to provide a framework for identifying fundamental research solutions to technology challenges of transmission and distribution, with special emphasis on distributed power generation, energy storage, control methodologies, and power electronics for microgrids, and to develop enabling technologies for novel energy storage and harvesting concepts that can be simulated, tested, and scaled up to provide relief for both underserved and overstressed portions of the Nation’s grid. TEC’s research is closely associated with Sections 5.0 and 6.0 of the DOE "Five-year Program Plan for FY2008 to FY2012 for Electric Transmission and Distribution Programs, August 2006.”

    The Food and Drug Administration (FDA) is issuing a final rule amending the final monograph (FM) for over-the-counter (OTC) dandruff, seborrheic dermatitis, and psoriasis drug products to include the combination of 1.8 percent coal tar solution and 1.5 percent menthol in a shampoo drug product to control dandruff. FDA did not receive any comments or data in response to its previously proposed rule to include this combination. This final rule is part of FDA's ongoing review of OTC drug products.

    A small research group at the Florida Solar Energy Center has been working for several years to perform research and other work in support of U.S. Department of Energy and State of Florida energy efficiency objectives in the area of windows, skylights, clerestories, and other glazed apertures in buildings, generically called fenestrations. This work includes not only thermal energy transfer through fenestration systems but also the controlled introduction of daylight illumination for the displacement of electric lighting energy. Work in the last few years has focused almost entirely on providing technical support to the National Fenestration Rating Council`s program to introduce energy performance rating and labelling of windows into the United States. This work has included a variety of activities. (1) Annual energy performance simulations aimed at determining the relative performances of a variety of residential window and glazing options for different climates. (2) Evaluation of Lawrence Berkeley Laboratory reports and software products in the area of fenestrations. (3) Development of better computational tools for predicting the solar spectral irradiance incident on fenestration systems and contributing to solar radiant heat gain, and the effects of exterior shading. (4) Service on various committees and task groups of the NFRC as well as participation in and technical support for ASHRAE`s technical committee 4.5 on fenestrations. (5) Evaluation of the daylighting potential of commercial buildings in hot humid climates.

    The Gila River Indian Community (GRIC or the Community) contracted the ANTARES Group, Inc. (“ANTARES”) to assess the feasibility of solar photovoltaic (PV) installations. A solar energy project could provide a number of benefits to the Community in terms of potential future energy savings, increased employment, environmental benefits from renewable energy generation and usage, and increased energy self-sufficiency. The study addresses a number of facets of a solar project’s overall feasibility, including:  Technical appropriateness;  Solar resource characteristics and expected system performance;  Levelized cost of electricity (LCOE) economic assessment. The Gila River Indian Community (GRIC or the Community) contracted the ANTARES Group, Inc. (“ANTARES”) to prepare a biomass resource assessment study and evaluate the feasibility of a bioenergy project on Community land. A biomass project could provide a number of benefits to the Community in terms of increased employment, environmental benefits from renewable energy generation and usage, and increased energy self-sufficiency. The study addresses a number of facets of a biomass project’s overall feasibility, including:  Resource analysis and costs;  Identification of potential bioenergy projects;  Technical and economic (levelized cost of energy) modeling for selected project configuration.

    The City of Montpelier, in collaboration with the State of Vermont, developed a central heat plant fueled with locally harvested wood-chips and a thermal energy distribution system. The project provides renewable energy to heat a complex of state buildings and a mix of commercial, private and municipal buildings in downtown Montpelier. The State of Vermont operates the central heat plant and the system to heat the connected state buildings. The City of Montpelier accepts energy from the central heat plant and operates a thermal utility to heat buildings in downtown Montpelier which elected to take heat from the system.

To characterize the response, it is useful to use its energy-weighted moments, or sum rules. By comparing computed sum rules with experimental values, the information content of the response can be utilized in the optimization process of the nuclear Hamiltonian or nuclear energy density functional (EDF). But the additional information comes at a price: compared to the ground state, computation of excited states is more demanding. To establish an efficient framework to compute energy-weighted sum rules of the response that is adaptable to the optimization of the nuclear EDF and large-scale surveys of collective strength, we have developed a new technique within the complex-energy finite-amplitude method (FAM) based on the quasiparticle random- phase approximation. The proposed sum-rule technique based on the complex-energy FAM is a tool of choice when optimizing effective interactions or energy functionals. The method is very efficient and well-adaptable to parallel computing. As a result, the FAM formulation is especially useful when standard theorems based on commutation relations involving the nuclear Hamiltonian and external field cannot be used.

    The primary objective for the Fairbanks Geothermal Energy Project is to provide another source of base-load renewable energy in the Fairbanks North Star Borough (FNSB). To accomplish this, Chena Hot Springs Resort (Chena) drilled a re-injection well to 2700 feet and a production well to 2500 feet. The re-injection well allows a greater flow of water to directly replace the water removed from the warmest fractures in the geothermal reservoir.     This report summarizes the completion of four renewable energy installations supported by California Energy Commission (CEC) grant number CEC Grant PIR-11-005, the US Department of Energy (DOE) Assistance Agreement, DE-EE0003070, and the Sacramento Municipal Utility District (SMUD) Community Renewable Energy Deployment (CRED) program. The funding from the DOE, combined with funding from the CEC, supported the construction of a solar power system, biogas generation from waste systems, and anaerobic digestion systems at dairy facilities, all for electricity generation and delivery to SMUD’s distribution system. The deployment of CRED projects shows that solar projects and anaerobic digesters can be successfully implemented under favorable economic conditions and business models and through collaborative partnerships. This work helps other communities learn how to assess, overcome barriers, utilize, and benefit from renewable resources for electricity generation in their region. In addition to reducing GHG emissions, the projects also demonstrate that solar projects and anaerobic digesters can be readily implemented through collaborative partnerships.     A survey is made of 35 waste-to-energy recovery projects throughout the US. Included are nine refuse-derived fuel (RDF) production facilities, six RDF user facilities, two combined RDF production-user facilities, and 18 mass burning facilities with energy recovery. Only those facilities that are fully operational or those in advanced stages of startup and shakedown are surveyed. Information is provided on processing capacities, operation and maintenance problems, equipment specifications, capital and operating costs, and the current status of each facility. In addition, process flow schematics are provided for each of the nine RDF production plants and both RDF production-user plants. Unless otherwise indicated, the data in this report have been updated to October or November, 1980.

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints. The investigation includes a cost summary; description of process and facilities; conceptual design; economic analysis; derivation of costs; itemized estimated costs; design and construction schedule; and some drawings.

    Sundance Energy LLC (Sundance) has applied to the Western Area Power Administration (Western) to interconnect a planned generator facility to Western's transmission system in the vicinity of Coolidge, Arizona. Western's proposed action is to enter into an interconnection and construction agreement with Sundance for the requested interconnection. The proposed interconnection would integrate the power generated by the Sundance Energy Project (Project) into the regional transmission grid and would allow Sundance to supply its power to the competitive electric wholesale market. The proposed Project would be built on private lands southwest of Coolidge. The proposed Project would be a ''peaking power plant project'' which means it would provide energy when it is needed during peak demand periods in the region. The proposed Project would also be a ''merchant plant'' which means it is not owned by a utility and there is currently no long-term commitment or obligation by any utility to purchase the energy generated by the power plant. Western, as a major transmission system owner, must generally provide access to its transmission system when requested by an eligible organization per existing policies, regulations and laws. The proposed Project would consist of the construction and operation of a generating facility; construction of a 14-mile pipeline to supply natural gas to the proposed Facility; a new 230-kV bay at an existing substation; a new double-circuit 230-kV transmission line; a new single-circuit 230-kV transmission line; an upgrade of a 115-kV line to 230-kV specifications; and an upgrade of an existing substation. Three alternatives would consist of different locations of the 230-kV transmission lines and would not involve upgrading the 115-kV line or the existing substation. The environmentally preferred alternative is Alternative 3, the power line routing that is furthest west.

    A mathematical model has been developed which approximates the reduction in a household's total energy consumption in response to higher energy prices and different rebate schemes. This model is based on the assumption that energy consumption is a function of a household's real income, prices of different commodities and energy intensities. The amount of energy saved and the change in real expenditure of a household has been calculated for four tax rates; 50%, 100%, 224% and 400%, and five rebate schemes; one regressive, two progressive, one income distribution preserving and the flat per capita rebate. The results indicate that, for a given tax rate, the choice of rebate scheme does not significantly affect the amount of energy conserved by the households. However, the effect of different rebate schemes on a household's real expenditure could be dramatically different.

    The higher penetration of intermittent generation resources (including wind and solar generation) in the Bonneville Power Administration (BPA) and California Independent System Operator (CAISO) balancing authorities (BAs) raises issue of requiring expensive additional fast grid balancing services in response to additional intermittency and fast up and down power ramps in the electric supply system. The overall goal of the wide-area energy management system (WAEMS) project is to develop the principles, algorithms, market integration rules, a functional design, and a technical specification for an energy storage system to help cope with unexpected rapid changes in renewable generation power output. The resulting system will store excess energy, control dispatchable load and distributed generation, and utilize inter-area exchange of the excess energy between the California ISO and Bonneville Power Administration control areas. A further goal is to provide a cost-benefit analysis and develop a business model for an investment-based practical deployment of such a system. There are two tasks in Phase 2 of the WAEMS project: the flywheel field tests and the battery evaluation. Two final reports, the Wide-area Energy Management System Phase 2 Flywheel Field Tests Final Report and the Wide-area Energy Storage and Management System Battery Storage Evaluation, were written to summarize the results of the two tasks.

    The radiation and ionization energy loss are presented for single arm Monte Carlo simulation for the GDH sum rule experiment in Hall-A at Jefferson Lab. Radiation and ionization energy loss are discussed for $^{12}C$ elastic scattering simulation. The relative momentum ratio $\\frac{\\Delta p}{p}$ and $^{12}C$ elastic cross section are compared without and with radiation energy loss and a reasonable shape is obtained by the simulation. The total energy loss distribution is obtained, showing a Landau shape for $^{12}C$ elastic scattering. This simulation work will give good support for radiation correction analysis of the GDH sum rule experiment.

    This is the Final Technical Report for DOE's Energy Efficiency and Conservation Block Grant, Award No. DE-EE0003813, submitted by St. Lucie County, FL (prime recipient) and the Solar and Energy Loan Fund (SELF), the program's third-party administrator. SELF is a 501(c)(3) and a certified Community Development Financial Institution (CDFI). SELF is a community-based lending organization that operates the Clean Energy Loan Program, which focuses on improving the overall quality of life of underserved populations in Florida with an emphasis on home energy improvements and cost-effective renewable energy alternatives. SELF was launched in 2010 through the creation of the non-profit organization and with a $2.9 million Energy Efficiency and Conservation Block (EECBG) grant from the U.S. Department of Energy (DOE). SELF has its main office and headquarters in St. Lucie County, in the region known as the Treasure Coast in East-Central Florida. St. Lucie County received funding to create SELF as an independent non-profit institution, outside the control of local government. This was important for SELF to create its identity as an integral part of the business community and to help in its quest to become a Community Development Financial Institution (CDFI). This goal was accomplished in 2013, allowing SELF to focus on its mission to increase energy savings while serving markets that have struggled to find affordable financial assistance. These homeowners are most impacted by high energy costs. Energy costs are a disproportionate percentage of household expenses for low to moderate income (LMI) households. Electricity costs have been steadily rising in Florida by nearly 5% per year. Housing in LMI neighborhoods often includes older inefficient structures that further exacerbate the problem. Despite the many available clean energy solutions, most LMI property owners do not have the disposable income or equity in their homes necessary to afford the high upfront cost of energy

    The U.S. Department of Energy (DOE) has prepared this Environmental Assessment (EA) for DOE‘s Final Rule, 10 CFR 433, ―Energy Efficiency Standards for New Federal Commercial and High-Rise Multi-Family Residential Buildings‖ and 10 CFR 435, ―Energy Efficiency Standards for New Federal Residential Low-Rise Residential Buildings‖ Baseline Standards Update. The final rule updates the baseline standards in 10 CFR 433 and 10 CFR 435 to the latest private sector standards based on the cost-effectiveness of the latest private sector standards and DOE‘s determination that energy efficiency has been improved in these codes as required by 42 U.S.C 6831 et seq. DOE is issuing its final determinations on American National Standards Institute (ANSI)/American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE)/Illuminating Engineering Society of North America (IESNA) Standard 90.1-2007 (ASHRAE 2007) and the International Code Council‘s 2009 International Energy Conservation Code (IECC) in the same edition of the Federal Register as this final rule.

    The ground is littered with projects that failed because of strong public opposition, including natural gas and coal power plants proposed in Idaho over the past several years. This joint project , of the Idaho National Laboratory, Boise State University, Idaho State University and University of Idaho has aimed to add to the tool box to reduce project risk through encouraging the public to engage in more critical thought and be more actively involved in public or social issues. Early in a project, project managers and decision-makers can talk with no one, pro and con stakeholder groups, or members of the public. Experience has shown that talking with no one outside of the project incurs high risk because opposition stakeholders have many means to stop most (if not all) energy projects. Talking with organized stakeholder groups provides some risk reduction from mutual learning, but organized groups tend not to change positions except under conditions of a negotiated settlement. Achieving a negotiated settlement may be impossible. Furthermore, opposition often arises outside pre-existing groups. Standard public polling provides some information but does not reveal underlying motivations, intensity of attitudes, etc. Improved methods are needed that probe deeper into stakeholder (organized groups and members of the public) values and beliefs/heuristics to increase the potential for change of opinions and/or out-of-box solutions. The term “heuristics” refers to the mental short-cuts, underlying beliefs, and paradigms that everyone uses to filter and interpret information, to interpret what is around us, and to guide our actions and decisions. This document is the final report of a 3-year effort to test different public discourse methods in the subject area of energy policy decision-making. We analyzed 504 mail-in surveys and 80 participants in groups on the Boise State University campus for their preference, financial support, and evaluations of eight attributes

    This report presents the schedules and methods required to comply with the newly promulgated Underground Storage Tank (UST) Regulations Title 40 Code of Federal Regulations (CFR) 280 and 281. These rules were promulgated by the US Environmental Protection Agency (EPA) on September 23, 1988, and became effective December 22, 1988. These regulations are required by Subtitle I of the Resource Conservation and Recovery Act of 1976. Their purpose is to protect the groundwater supplies of the United States in the following ways: Closing old tanks; detecting and remediating tank leaks and spills; establishing stringent standards for new tanks; and upgrade of existing tanks to new-tank standards. 3 refs., 5 tabs.

    This project covers the following research: (a) Investigations into the structure of the proton and neutron. This is done by investigating the different resonance states of nucleons with beams of tagged, polarized photons, linearly as well as circularly, incident on polarized hydrogen/deuterium targets and measuring the production of {pi}{sup #25;0}, 2{pi}{sup #25;}0, 3{pi}{sup #25;0}, {eta}#17;, {eta}', {omega}, etc. The principal detector is the Crystal Ball multiphoton spectrometer which has an acceptance of nearly 4#25;. It has been moved to the MAMI accelerator facility of the University of Mainz, Germany. We investigate the conversion of electromagnetic energy into mesonic matter and conversely. (b) We investigate the consequences of applying the "standard" symmetries of isospin, Gâ??parity, charge conjugation, C, P, T, and chirality using rare and forbidden decays of light mesons such as the {eta}#17;,{eta}' and {omega}. We also investigate the consequences of these symmetries being slightly broken symmetries. We do this by studying selected meson decays using the Crystal Ball detector. (c) We determine the mass, or more precisely the mass difference of the three light quarks (which are inputs to Quantum Chromodynamics) by measuring the decay rate of specially selected {eta}#17; and {eta}' decay modes, again we use the Crystal Ball. (d)We have started a new program to search for the 33 missing cascade baryons using the CLAS detector at the Thomas Jefferson Laboratory. Cascade resonances are very special: they have double strangeness and are quite narrow. This implies that they can be discovered by the missing mass technique in photoproduction reactions such as in {gamma}p{yields}{Xi}{sup #4;â??}K{sup +}K{sup +}. The cascade program is of particular importance for the upgrade to 12 GeV of the CLAS detector and for design of the Hall D at JLab.     Hungry Horse and Libby dams have profoundly affected the aquatic ecosystems in two major tributaries of the Columbia River by altering habitat and water quality, and by imposing barriers to fish migration. In 1980, the U.S. Congress passed the Pacific Northwest Electric Power Planning and Conservation Act, designed in part to balance hydropower development with other natural resources in the Columbia System. The Act formed the Northwest Power Planning Council (Council) who developed a program to protect, mitigate and enhance fish and wildlife on the Columbia River and its tributaries. Pursuant to the Council`s Fish and Wildlife Program for the Columbia River System (1987), we constructed computer models to simulate the trophic dynamics of the reservoir biota as related to dam operation. Results were used to develop strategies to minimize impacts and enhance the reservoir and riverine fisheries, following program measures 903(a)(1-4) and 903(b)(1-5). Two FORTRAN simulation models were developed for Hungry Horse and Libby reservoirs located in northwestern Montana. The models were designed to generate accurate, short-term predictions specific to two reservoirs and are not directly applicable to other waters. The modeling strategy, however, is portable to other reservoir systems where sufficient data are available. Reservoir operation guidelines were developed to balance fisheries concerns in the headwaters with anadromous species recovery actions in the lower Columbia (Biological Rule Curves). These BRCs were then integrated with power production and flood control to reduce the economic impact of basin-wide fisheries recovery actions. These Integrated Rule Curves (IRCs) were developed simultaneously in the Columbia Basin System Operation Review (SOR), the Council`s phase IV amendment process and recovery actions associated with endangered Columbia Basin fish species.

    In this Final Report, we the researchers of the high energy physics group at Tufts University summarize our works and achievements in three frontier areas of elementary particle physics: (i) Neutrino physics at the Intensity Frontier, (ii) Collider physics at the Energy Frontier, and (iii) Theory investigations of spin structure and quark-gluon dynamics of nucleons using quantum chromodynamics. With our Neutrino research we completed, or else brought to a useful state, the following: Data-taking, physics simulations, physics analysis, physics reporting, explorations of matter effects, and detector component fabrication. We conducted our work as participants in the MINOS, NOvA, and LBNE neutrino oscillation experiments and in the MINERvA neutrino scattering experiment. With our Collider research we completed or else brought to a useful state: Data-taking, development of muon system geometry and tracking codes, software validation and maintenance, physics simulations, physics analysis, searches for new particles, and study of top-quark and B-quark systems. We conducted these activities as participants in the ATLAS proton-proton collider experiment at CERN and in the CDF proton-antiproton collider experiment at Fermilab. In our Theory research we developed QCD-based models, applications of spin phenomenology to fundamental systems, fitting of models to data, presenting and reporting of new concepts and formalisms. The overarching objectives of our research work have always been: 1) to test and clarify the predictions of the Standard Model of elementary particle physics, and 2) to discover new phenomena which may point the way to a more unified theoretical framework.

    This second EPRI workshop on hot dry rock (HDR) geothermal energy, held in May 1994, focused on the status of worldwide HDR research and development and used that status review as the starting point for discussions of what could and should be done next: by U.S. federal government, by U.S. industry, by U.S. state governments, and by international organizations or through international agreements. The papers presented and the discussion that took place indicate that there is a community of researchers and industrial partners that could join forces, with government support, to begin a new effort on hot dry rock geothermal development. This new heat mining effort would start with site selection and confirmatory studies, done concurrently. The confirmatory studies would test past evaluations against the most current results (from the U.S. site at Fenton Hill, New Mexico, and from the two sites in Japan, the one in Russia, and the two in western Europe) and the best models of relevant physical and economic aspects. Site selection would be done in the light of the confirmatory studies and would be influenced by the need to find a site where success is probable and which is representative enough of other sites so that its success would imply good prospects for success at numerous other sites. The test of success would be circulation between a pair of wells, or more wells, in a way that confirmed, with the help of flow modeling, that a multi-well system would yield temperatures, flows and lifetimes that support economically feasible power generation. The flow modeling would have to have previously achieved its own confirmation from relevant data taken from both heat mining and conventional hydrothermal geothermal experience. There may be very relevant experience from the enhancement of ''hot wet rock'' sites, i.e., sites where hydrothermal reservoirs lack, or have come to lack, enough natural water or steam and are helped by water injected cold and produced hot.     A state-of-the-art study of ocean energy technologies has been conducted to evaluate their potential use for the generation of electrical power. The more developed technologies are tidal energy, ocean thermal energy conversion (OTEC), and wave energy. In addition there has been a demonstration of a small ocean current turbine, and proposals have been made for salinity gradient devices and ocean wind turbines.     Preparation of the final Decommissioning Rule by the Nuclear Regulatory Commission (NRC) staff has been assisted by Pacific Northwest Laboratory (PNL) staff familiar with decommissioning matters. These efforts have included updating previous cost estimates developed during the series of studies of conceptually decommissioning reference licensed nuclear facilities for inclusion in the Final Generic Environmental Impact Statement (FGEIS) on decommissioning; documenting the cost updates; evaluating the cost and dose impacts of post-TMI-2 backfits on decommissioning; developing a revised scaling formula for estimating decommissioning costs for reactor plants different in size from the reference boiling water reactor (BWR) described in the earlier study; and defining a formula for adjusting current cost estimates to reflect future escalation in labor, materials, and waste disposal costs. This report presents the results of recent PNL studies to provide supporting information in three areas concerning decommissioning of the reference BWR: updating the previous cost estimates to January 1986 dollars; assessing the cost and dose impacts of post-TMI-2 backfits; and developing a scaling formula for plants different in size than the reference plant and an escalation formula for adjusting current cost estimates for future escalation.

We estimate use and recovery -- or energy balance -- resulting from MSW management activities such as waste collection, transport, processing, and disposal, as well as indirect use and recovery linked to secondary materials manufacturing using recycled materials. In our analysis, secondary materials manufacturing displaces virgin materials manufacturing for 13 representative products. Energy implications are expressed as coefficients that measure the net energy saving (or use) of displacing products made from virgin versus recycled materials. Using data developed for the 1992 New York City Master Plan as a starting point, we apply our method to an analysis of various collection systems and 30 types of facilities to illustrate bow energy balances shift as management systems are modified. In sum, all four scenarios show a positive energy balance indicating the energy and advantage of integrated systems versus reliance on one or few technology options. That is, energy produced or saved exceeds the energy used to operate the solid waste system. The largest energy use impacts are attributable to processing, including materials separation and composting. Collection and transportation energy are relatively minor contributors. The largest two contributors to net energy savings are waste combustion and energy saved by processing recycled versus virgin materials. An accompanying spatial analysis methodology allocates energy use and recovery to New York City, New York State outside the city, the U.S., and outside the U.S. Our analytical approach is embodied in a spreadsheet model that can be used by energy and solid waste analysts to estimate impacts of management scenarios at the state and substate level.

    This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

    The Washoe Tribe of Nevada and California was awarded funding to complete the Washoe Tribe Alternative Energy Feasibility Study project. The main goal of the project was to complete an alternative energy feasibility study. This study was completed to evaluate “the potential for development of a variety of renewable energy projects and to conduct an alternative energy feasibility study that determines which alternative energy resources have the greatest economic opportunity for the Tribe, while respecting cultural and environmental values” (Baker-Tilly, 2014). The study concluded that distributed generation solar projects are the best option for renewable energy development and asset ownership for the Washoe Tribe. Concentrating solar projects, utility scale wind projects, geothermal, and biomass resource projects were also evaluated during the study and it was determined that these alternatives would not be feasible at this time.
