    Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

    The effect of vibrations due to manufacturing and transport on the thickness, density, and calculated thermal resistance (R-value) of loose-fill rock wool insulation installed in two manufactured home units has been determined. Thickness and density measurements on blown attic insulation were made after installation, at the end of the manufacturing process, and after the units were towed 265 miles. These measurements were used to calculate R-values for the attic insulation. The end sections of the two units showed an overall insulation thickness decrease of about 16% and an average R-value change from 31.2 to 28.8 ft/sup 2/ x h x /sup 0/F/Btu. An estimated R-value greater than 30 ft/sup 2/ x h x /sup 0/F/Btu resulted from averaging the end and middle sections of the two units. The effect of reduced thickness along the edges of the attic space was not included in the estimate.

    Hydrogen is an environmentally attractive transportation fuel that has the potential to displace fossil fuels. The Freedom CAR and Freedom FUEL initiatives emphasize the importance of hydrogen as a future transportation fuel. Presently, Las Vegas has one hydrogen fueling station powered by natural gas. However, the use of traditional sources of energy to produce hydrogen does not maximize the benefit. The hydrogen fueling station developed under this grant used electrolysis units and solar energy to produce hydrogen fuel. Water and electricity are furnished to the unit and the output is hydrogen and oxygen. Three vehicles were converted to utilize the hydrogen produced at the station. The vehicles were all equipped with different types of technologies. The vehicles were used in the day-to-day operation of the Las Vegas Valley Water District and monitoring was performed on efficiency, reliability and maintenance requirements. The research and demonstration utilized for the reconfiguration of these vehicles could lead to new technologies in vehicle development that could make hydrogen-fueled vehicles more cost effective, economical, efficient and more widely used. In order to advance the development of a hydrogen future in Southern Nevada, project partners recognized a need to bring various entities involved in hydrogen development and deployment together as a means of sharing knowledge and eliminating duplication of efforts. A road-mapping session was held in Las Vegas in June 2006. The Nevada State Energy Office, representatives from DOE, DOE contractors and LANL, NETL, NREL were present. Leadership from the National hydrogen Association Board of Directors also attended. As a result of this session, a roadmap for hydrogen development was created. This roadmap has the ability to become a tool for use by other road-mapping efforts in the hydrogen community. It could also become a standard template for other states or even countries to approach planning for a hydrogen future. Project partners also conducted a workshop on hydrogen safety and permitting. This provided an opportunity for the various permitting agencies and end users to gather to share experiences and knowledge. As a result of this workshop, the permitting process for the hydrogen filling station on the Las Vegas Valley Water District’s land was done more efficiently and those who would be responsible for the operation were better educated on the safety and reliability of hydrogen production and storage. The lessons learned in permitting the filling station and conducting this workshop provided a basis for future hydrogen projects in the region. Continuing efforts to increase the working pressure of electrolysis and efficiency have been pursued. Research was also performed on improving the cost, efficiency and durability of Proton Exchange Membrane (PEM) hydrogen technology. Research elements focused upon PEM membranes, electrodes/catalysts, membrane-electrode assemblies, seals, bipolar plates, utilization of renewable power, reliability issues, scale, and advanced conversion topics. Additionally, direct solar-to-hydrogen conversion research to demonstrate stable and efficient photoelectrochemistry (PEC) hydrogen production systems based on a number of optional concepts was performed. Candidate PEC concepts included technical obstacles such as inefficient photocatalysis, inadequate photocurrent due to non-optimal material band gap energies, rapid electron-hole recombination, reduced hole mobility and diminished operational lifetimes of surface materials exposed to electrolytes.     Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    In this work, we study how Shockley-Read-Hall (SRH) recombination via energy levels in the bandgap, caused by defects or impurities, affects the performance of both photo-filled and pre-filled intermediate band solar cells (IBSCs). For a pre-filled cell, the IB is half-filled in equilibrium, while it is empty for the photo-filled cell in equilibrium. The energy level, density, and capture cross-sections of the defects/impurities are varied systematically. We find that the photo-filled cells are, in general, less efficient than pre-filled cells, except when the defect level is between the conduction band and the IB. In that case, for a range of light intensities, the photo-filled cell performs better than the pre-filled. When the defect level is at the same energy as the IB, the efficiency is above 82% of the defect-free case, when less than 50% of the states at the IB lead to SRH recombination. This shows that even if SRH recombination via the IB takes place, high efficiencies can be achieved. We also show that band gap optimization can be used to reduce the SRH recombination.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

    "The soft costs of solar—costs not associated with hardware—remain stubbornly high. Among the biggest soft costs are those associated with inefficiencies in local permitting and inspection. A study by the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory estimates that these costs add an average of $0.22/W per residential installation. This project helps reduce non-hardware/balance of system (BOS) costs by creating and maintaining a free and available site of permitting requirements and solar system verification software that installers can use to reduce time, capital, and resource investments in tracking permitting requirements. Software tools to identify best permitting practices can enable government stakeholders to optimize their permitting process and remove superfluous costs and requirements. Like ""a Wikipedia for solar permitting"", users can add, edit, delete, and update information for a given jurisdiction. We incentivize this crowdsourcing approach by recognizing users for their contributions in the form of SEO benefits to their company or organization by linking back to users' websites."

    A method of filling a canister with vitrified waste starting with a waste, such as high-level radioactive waste, that is cooler than its melting point. Waste is added incrementally to a canister forming a column of waste capable of being separated into an upper zone and a lower zone. The minimum height of the column is defined such that the waste in the lower zone can be dried and melted while maintaining the waste in the upper zone below its melting point. The maximum height of the column is such that the upper zone remains porous enough to permit evolved gases from the lower zone to flow through the upper zone and out of the canister. Heat is applied to the waste in the lower zone to first dry then to raise and maintain its temperature to a target temperature above the melting point of the waste. Then the heat is applied to a new lower zone above the melted waste and the process of adding, drying and melting the waste continues upward in the canister until the entire canister is filled and the entire contents are melted and maintained at the target temperature for the desired period. Cooling of the melted waste takes place incrementally from the bottom of the canister to the top, or across the entire canister surface area, forming a vitrified product.

Several gas mixtures are provided that provide faster response in gas-filled detectors for convenient E/P ranges as compared with conventional gas mixtures.

    The Central Artery/Tunnel (CA/T) Project in Boston, Massachusetts involves the replacement of the existing I-93 interstate highway (Central Artery) and the extension of I-90 (Massachusetts Turnpike) to Logan International Airport. To date, approximately 95 environmental and related permits have been obtained for the CA/T Project. At least 200 permits from federal, state and local regulatory agencies will be acquired for the entire Project. The proposed action includes construction activities and permanent structures related to the crossing of three bodies of water: Charles River, Fort Point Channel, and Boston Inner Harbor. The Project also includes work in Massachusetts filled tidelands, relocation or construction of outfalls, disposition of construction dewatering and tunnel drainage fluids, and capping of an abandoned landfill. The number of permits, interrelationships between permits and interfaces with design and construction schedules have necessitated the development and implementation of a permit tracking system. The system tracks permit applications from preparation through public and agency review to permit issuance. The issues are discussed in detail: Phased development of the tracking system; Utilization of Project standard scheduling system software, Primavera Project Planner; How the information generated by the tracking system is used at the Project; Report format and production; Construction phase services and the multidiscipline, integrated Project schedule.

    A thermoelectric material including a body centered cubic filled skutterudite having the formula A.sub.xFe.sub.yNi.sub.zSb.sub.12, where A is an alkaline earth element, x is no more than approximately 1.0, and the sum of y and z is approximately equal to 4.0. The alkaline earth element includes guest atoms selected from the group consisting of Be, Mb, Ca, Sr, Ba, Ra and combinations thereof. The filled skutterudite is shown to have properties suitable for a wide variety of thermoelectric applications.

    Has the ability to simulate the filling of a mold progressed to a point where an appropriate numerical recipe achieves the desired results? If results are defined to be topological robustness, computational efficiency, quantitative accuracy, and predictability, all within a computational domain that faithfully represents complex three-dimensional foundry molds, then the answer unfortunately remains no. Significant interfacial flow algorithm developments have occurred over the last decade, however, that could bring this answer closer to maybe. These developments have been both evolutionary and revolutionary, will continue to transpire for the near future. Might they become useful numerical recipes for mold filling simulations? Quite possibly. Recent progress in algorithms for interface kinematics and dynamics, linear solution methods, computer science issues such as parallelization and object-oriented programming, high resolution Navier-Stokes (NS) solution methods, and unstructured mesh techniques, must all be pursued as possible paths toward higher fidelity mold filling simulations. A detailed exposition of these algorithmic developments is beyond the scope of this paper, hence the authors choose to focus here exclusively on algorithms for interface kinematics. These interface tracking algorithms are designed to model the movement of interfaces relative to a reference frame such as a fixed mesh. Current interface tracking algorithm choices are numerous, so is any one best suited for mold filling simulation? Although a clear winner is not (yet) apparent, pros and cons are given in the following brief, critical review. Highlighted are those outstanding interface tracking algorithm issues the authors feel can hamper the reliable modeling of today`s foundry mold filling processes.

    The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967). This EPA/State identification number encompasses over 60 treatment, storage, and/or disposal (TSD) units. The Washington State Department of Ecology (Ecology) has been delegated authority by the EPA to administer the RCRA, including mixed waste authority. The RCRA permitting approach for the Hanford Facility is addressed in the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement). Pursuant to the Tri-Party Agreement, a single RCRA permit was issued by Ecology and the EPA to cover the Hanford Facility. The RCRA Permit, through the permit modification process, eventually will incorporate all TSD units.

  11. Ultrafast carriers dynamics in filled-skutterudites

    Carrier dynamics of filled-skutterudites, an important class of thermoelectric materials, is investigated using ultrafast optical spectroscopy. By tuning the wavelength of the probe laser, charge transfers at different electronic energy levels are interrogated. Analysis based on the Kramers-Kronig relation explains the complex spectroscopy data, which is mainly due to band filling caused by photo-excited carriers and free carrier absorption. The relaxation time of hot carriers is found to be about 0.40.6 ps, depending on the electronic energy level, and the characteristic time for carrier-phonon equilibrium is about 0.95 ps. These studies of carrier dynamics, which fundamentally determines the transport properties of thermoelectric material, can provide guidance for the design of materials.

  12. COMSOL MULTIPHYSICS MODEL FOR DWPF CANISTER FILLING

    The purpose of this work was to develop a model that can be used to predict temperatures of the glass in the Defense Waste Processing Facility (DWPF) canisters during filling and cooldown. Past attempts to model these processes resulted in large (>200K) differences in predicted temperatures compared to experimentally measured temperatures. This work was therefore intended to also generate a model capable of reproducing the experimentally measured trends of the glass/canister temperature during filling and subsequent cooldown of DWPF canisters. To accomplish this, a simplified model was created using the finite element modeling software COMSOL Multiphysics which accepts user defined constants or expressions to describe material properties. The model results were compared to existing experimental data for validation. A COMSOL Multiphysics model was developed to predict temperatures of the glass within DWPF canisters during filling and cooldown. The model simulations and experimental data were in good agreement. The largest temperature deviations were {approx}40 C for the 87inch thermocouple location at 3000 minutes and during the initial cooldown at the 51 inch location occurring at approximately 600 minutes. Additionally, the model described in this report predicts the general trends in temperatures during filling and cooling observed experimentally. However, the model was developed using parameters designed to fit a single set of experimental data. Therefore, Q-loss is not currently a function of pour rate and pour temperature. Future work utilizing the existing model should include modifying the Q-loss term to be variable based on flow rate and pour temperature. Further enhancements could include eliminating the Q-loss term for a user defined convection where Navier-Stokes does not need to be solved in order to have convection heat transfer.

    This document describes the range of environmental actions, including required permits and other agency approvals, that may affect waste feed delivery (WFD) activities in the Hanford Site`s Tank Waste Remediation System (TWRS). This plan expands on the summary level information in the Tank Waste Remediation System Environmental Program Plan (HNF 1773) to address requirements that are most pertinent to WFD. This plan outlines alternative approaches to satisfying applicable environmental standards, and describes selected strategies for acquiring permits and other approvals needed for WFD to proceed. Appendices at the end of this plan provide preliminary cost and schedule estimates for implementing the selected strategies. The rest of this section summarizes the scope of WFD activities, including important TWRS operating information, and describes in more detail the objectives, structure, and content of this plan.

    The purpose of this letter is to notify the New Mexico Environment Department-Hazardous Waste Bureau (NMED-HWB) of a Class 1 Permit Modification to the Los Alamos National Laboratory (LANL) Hazardous Waste Facility Permit issued to the Department of Energy (DOE) and Los Alamos National Security, LLC (LANS) in November 2010. The modification adds structures to the container storage unit at Technical Area (TA) 54 Area G, Pad 11. Permit Section 3.1(3) requires that changes to the location of a structure that does not manage hazardous waste shall be changed within the Permit as a Class 1 modification without prior approval in accordance with Code of Federal Regulations, Title 40 (40 CFR), {section}270.42(a)(1). Structures have been added within Dome 375 located at TA-54, Area G, Pad 11 that will be used in support of waste management operations within Dome 375 and the modular panel containment structure located within Dome 375, but will not be used as waste management structures. The Class 1 Permit Modification revises Figure 36 in Attachment N, Figures; and Figure G.12-1 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan. Descriptions of the structures have also been added to Section A.4.2.9 in Attachment A, TA - Unit Descriptions; and Section 2.0 in Attachment G.12, Technical Area 54, Area G, Pad 11 Outdoor Container Storage Unit Closure Plan. Full description of the permit modification and the necessary changes are included in Enclosure 1. The modification has been prepared in accordance with 40 CFR {section}270.42(a)(l). This package includes this letter and an enclosure containing a description of the permit modification, text edits of the Permit sections, and the revised figures (collectively LA-UR-12-22808). Accordingly, a signed certification page is also enclosed. Three hard copies and one electronic copy of this submittal will be delivered to the NMED-HWB.

  5. Thermoelectric Properties of Indium-Filled Skutterudites

    Structural, electrical, and thermal transport properties of CoSb{sub 3} partially filled with indium are reported. Polycrystalline samples of In{sub x}Co{sub 4}Sb{sub 12} (0 {le} x {le} 0.3) were prepared by solid-state reaction under a gas mixture of 5% H{sub 2} and 95% Ar. The solubility limit of the indium filling voids in CoSb{sub 3} was found to be close to 0.22. Synchrotron X-ray diffraction refinement of the x = 0.2 sample showed that the indium is located in the classic rattler site and has a substantially larger thermal factor than those of Co and Sb. The electrical resistivity, Seebeck coefficients, and thermal conductivity of the In{sub x}Co{sub 4}Sb{sub 12} samples were measured in the temperature range of 300-600 K. All samples showed metal-like behavior, and the large negative Seebeck coefficients indicated n-type conduction. The thermal conductivity decreased with increasing temperature for all samples. A thermoelectric figure-of-merit (ZT) {ge} 1 (n-type) has been achieved when x {ge} 0.2 in In{sub x}Co{sub 4}Sb{sub 12} at 575 K.

  6. Assessment of dome-fill technology and potential fill materials for the Hanford single-shell tanks

    This study is part of a task that will identify dome-fill materials to stabilize and prevent the collapse of the structures of 149 single- shell tanks (SSTs). The SSTs were built at the Hanford Site in Washington State and used between 1944 and 1980 to store radioactive and other hazardous wastes. In addition to identifying suitable fill materials, this task will develop the technology and methods required to fill the tanks with the selected material. To date, basalt is the only candidate fill material with any testing conducted for its suitability as a dome-fill material. Sufficient data do not exist to select or eliminate basalt as a candidate material. This report documents a review of past dome-fill work at the Hanford Site and of other pertinent literature to establish a baseline for the dome-fill technology. In addition, the report identifies existing dome-fill technology, preliminary performance criteria for dome-fill technology development, potential testing strategies, and potential fill materials. As a part of this study, potential fill materials are qualitatively evaluated and a list of preliminary candidate fill materials is identified. Future work will further screen these materials. The dome-fill task work will ultimately contribute to the development of a final waste form package and the safe isolation of wastes from the Hanford Site SSTs.

    This report presents data on the effects of temperature and gamma radiation on the chemical and structural properties of both filled and unfilled VCE material produced by the Kansas City Plant using WR-qualified processes. Thermal effects up to 300 C and gamma irradiation doses of 1 MRad and 25 MRad were investigated under atmospheric conditions. Characterization techniques used in the study comprise Thermogravimetric Analysis (TGA), Differential Scanning Calorimetry (DSC), X-ray Diffraction (XRD), Tensile Testing, Solid Phase MicroExtraction - Gas Chromatography/Mass Spectrometry (SPME-GC/MS), phenol extraction followed by HPLC, and various Nuclear Magnetic Resonance (NMR) techniques including: {sup 13}C, {sup 13}C {l_brace}{sup 1}H{r_brace} cross polarization (CP), {sup 1}H magic angle spinning (MAS), 13C{l_brace}{sup 1}H{r_brace} Wide-line-Separation (2D-WISE) and development of Center band-Only Detection of Exchange (CODEX).

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

    The use of hydrogen gas filled RF cavities in muon cooling channels has been proposed by Rolland Johnson. Impressive results have been obtained toward attaining high voltage gradients and rapid training in preliminary tests done at the FNAL MTA facility. However, so far it has not been possible to test them under conditions where they were subject to the transversal of a high intensity particle beam. This note is an attempt to bring together a description of some of the pertinent physical processes that take place in the dilute plasma that is generated in the hydrogen gas by the beam. Two effects dominate. The first is that the free electrons generated can load down the cavity and transfer its energy to heating the gas. The second is a question of what happens to the plasma in the longer term. There is an enormous literature on the subject of the subject of dilute hydrogen plasmas and we can tap into this information in order to understand and predict the behavior of the cavity.

    This invention provides a transverse section radionuclide scanning system for high-sensitivity quantification of brain radioactivity in cross-section picture format in order to permit accurate assessment of regional brain function localized in three-dimensions. High sensitivity crucially depends on overcoming the heretofore known raster type scanning, which requires back and forth detector movement involving dead-time or partial enclosure of the scan field. Accordingly, this invention provides a detector array having no back and forth movement by interlaced detectors that enclose the scan field and rotate as an integral unit around one axis of rotation in a slip ring that continuously transmits the detector data by means of laser emitting diodes, with the advantages that increased amounts of data can be continuously collected, processed and displayed with increased sensitivity according to a suitable computer program.

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site.     The current Hanford Facility Dangerous Waste Permit Application is considered to be a single application organized into a General Information Portion (this document, number DOE/RL-91-28) and a treatment, storage, and/or disposal Unit-Specific Portion, which includes documentation for individual TSD units (e.g., document numbers DOE/RL-89-03 and DOE/RL-90-01). Both portions consist of a Part A division and a Part B division. The Part B division consists of 15 chapters that address the content of the Part B checklists prepared by the Washington State Department of Ecology (Ecology 1987) and the US Environmental Protection Agency (40 Code of Federal Regulations 270), with additional information requirements mandated by the Hazardous and Solid Waste Amendments of 1984 and revisions of Washington Administrative Code 173-303. For ease of reference, the Washington State Department of Ecology checklist section numbers, in brackets, follow the chapter headings and subheadings. Documentation contained in the General Information Portion (i.e., this document, number DOE/RL-91-28) is broader in nature and applies to all treatment, storage, and/or disposal units for which final status is sought.   18. WIPP Hazardous Waste Facility Permit - 2008 Update

    Important new changes to the Hazardous Waste Facility Permit (HWFP) were implemented during 2007. The challenge was to implement these changes without impacting shipping schedules. Many of the changes required advanced preparation and coordination in order to transition to the new waste analysis paradigm, both at the generator sites and at the WIPP without interrupting the flow of waste to the disposal facility. Not only did aspects of waste characterization change, but also a new Permittees' confirmation program was created. Implementing the latter change required that new equipment and facilities be obtained, personnel hired, trained and qualified, and operating procedures written and approved without interruption to the contact-handled (CH) transuranic (TRU) waste shipping schedule. This was all accomplished successfully with no delayed or cancelled shipments. Looking forward to 2008 and beyond, proposed changes that will deal with waste in the DOE TRU waste complex is larger than the TRUPACT-IIs can handle. Size reduction of the waste would lead to unnecessary exposure risk and ultimately create more waste. The WIPP is working to have the Nuclear Regulatory Commission (NRC) certify the TRUPACT-III. The TRUPACT-III will be able to accommodate larger sized TRU mixed waste. Along with this new NRC-certified shipping cask, a new disposal container, the Standard Large Box, must be proposed in a permit modification. Containers for disposal of TRU mixed waste at the WIPP must meet the DOT 7A standards and be filtered. Additionally, as the TRUPACT-III/Standard Large Box loads and unloads from the end of the shipping cask, the proposed modification will add horizontal waste handling techniques to WIPP's vertical CH TRU waste handling operations. Another major focus will be the Hazardous Waste Facility Permit reapplication. The WIPP received its HWFP in October of 1999 for a term of ten years. The regulations and the HWFP require that a new permit application be submitted 180-days before the expiration date of the HWFP. At that time, the WIPP will request only one significant change, the permitting of Panel 8 to receive TRU mixed waste. (author)

    A full filling and solidification simulation of the MCWASP 7 casting has been carried out using the commercial finite element (FE) analysis codes LS-DYNA3D and FIDAP. The two codes were used to carry out back-to-back analysis of the mould filling. Both codes track the free surface and predict filling times. LS-DYNA3D has been used both for the filling simulation and to carry out a coupled thermal and stress analysis of the casting during solidification, predicting cooling rates, residual stresses and as-cast shape. The methodology used and details of the FE models are summarized. Results are presented for comparison with the casting trial data (x-rays of filling and thermocouple data).

    This document addresses the environmental permitting requirements for the transportation and interim storage of the Immobilized Low-Activity Waste (ILAW) produced during Phase 1 of the Hanford Site privatization effort. Tri-Party Agreement (TPA) Milestone M-90 establishes a new major milestone, and associated interim milestones and target dates, governing acquisition and/or modification of facilities necessary for: (1) interim storage and disposal of Tank Waste Remediation Systems (TWRS) immobilized low-activity tank waste (ILAW) and (2) interim storage of TWRS immobilized HLW (IHLW) and other canistered high-level waste forms. Low-activity waste (LAW), low-level waste (LLW), and high-level waste (HLW) are defined by the TWRS, Hanford Site, Richland, Washington, Final Environmental Impact Statement (EIS) DOE/EIS-0189, August 1996 (TWRS, Final EIS). By definition, HLW requires permanent isolation in a deep geologic repository. Also by definition, LAW is ``the waste that remains after separating from high-level waste as much of the radioactivity as is practicable that when solidified may be disposed of as LLW in a near-surface facility according to the NRC regulations.`` It is planned to store/dispose of (ILAW) inside four empty vaults of the five that were originally constructed for the Group Program. Additional disposal facilities will be constructed to accommodate immobilized LLW packages produced after the Grout Vaults are filled. The specifications for performance of the low-activity vitrified waste form have been established with strong consideration of risk to the public. The specifications for glass waste form performance are being closely coordinated with analysis of risk. RL has pursued discussions with the NRC for a determination of the classification of the Hanford Site`s low-activity tank waste fraction. There is no known RL action to change law with respect to onsite disposal of waste.

  3. PERMITTING LEADERSHIP IN THE UNITED STATES

    In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states. As a regional compact commission, SSEB provides important direct linkages to regulators and stakeholders who need technical assistance to evaluate DOE's cleanup plans. In addition, the PLUS program has facilitated the involvement of key regulators from host-states beyond the Southern region.

    Vibration and impact testing of loose-fill cellulosic, fiberglass, and rock wool insulations has been carried out to provide a data base for settled density tests. The ratio of final density to initial density for the three materials has been determined for repeated 19-mm (0.75-in.) drops, repeated 152-mm (6.0-in.) drops, and vibrations at frequencies from 10 to 60 Hz with displacements from 0.1 mm (0.004 in.) to 6.35 mm (0.25 in.). Repeated 19-mm or 152-mm drops increased the density ratio for rock wool insulation specimens the most, while the cellulosic insulation specimens were affected the least. Density ratios after 200 19-mm drops averaged 1.75 for loose-fill rock wool, 1.45 for loose-fill fiberglass, and 1.27 for loose-fill cellulosic insulations. Vibration tests for 7200 s at 0.1-mm displacement and 15 Hertz produced negligible changes in the densities of all three loose-fill insulations. An 1800-s vibration test at 2.5 mm (0.1 in.) and 10 Hz resulted in average density ratios of 1.05, 1.11, and 1.18 for specimens of loose-fill cellulosic, rock wool, and fiberglass insulations, respectively. Changes in either frequency of vibration, displacement, or test duration can be used to achieve a wide range of laboratory results. Efforts to correlate laboratory results with in situ density measurements are presented.

    In the last few years, it has been found that transverse waves are present at all times in coronal loops or spicules. Their energy has been estimated with an expression derived for bulk Alfvn waves in homogeneous media, with correspondingly uniform wave energy density and flux. The kink mode, however, is localized in space with the energy density and flux dependent on the position in the cross-sectional plane. The more relevant quantities for the kink mode are the integrals of the energy density and flux over the cross-sectional plane. The present paper provides an approximation to the energy propagated by kink modes in an ensemble of flux tubes by means of combining the analysis of single flux tube kink oscillations with a filling factor for the tube cross-sectional area. This finally allows one to compare the expressions for energy flux of Alfvn waves with an ensemble of kink waves. We find that the correction factor for the energy in kink waves, compared to the bulk Alfvn waves, is between f and 2f, where f is the density filling factor of the ensemble of flux tubes.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.
