    A special feature of waste management in Finland has been the emphasis on the source separation of kitchen biowaste (catering waste); more than two-thirds of the Finnish population participates in this separation. Source-separated biowaste is usually treated by composting. The biowaste of about 5% of the population is handled by mechanical-biological treatment. A waste treatment plant at Mustasaari is the only plant in Finland using digestion for kitchen biowaste. For the protection of their employees, the plant owners commissioned a study on environmental factors and occupational hygiene in the plant area. During 1998-2000 the concentrations of dust, microbes and endotoxins and noise levels were investigated to identify possible problems at the plant. Three different work areas were investigated: the pre-processing and crushing hall, the bioreactor hall and the drying hall. Employees were asked about work-related health problems. Some problems with occupational hygiene were identified: concentrations of microbes and endotoxins may increase to levels harmful to health during waste crushing and in the bioreactor hall. Because employees complained of symptoms such as dry cough and rash or itching appearing once or twice a month, it is advisable to use respirator masks (class P3) during dusty working phases. The noise level in the drying hall exceeded the Finnish threshold value of 85 dBA. Qualitatively harmful factors for the health of employees are similar in all closed waste treatment plants in Finland. Quantitatively, however, the situation at the Mustasaari treatment plant is better than at some Finnish dry waste treatment plants. Therefore is reasonable to conclude that mechanical sorting, which produces a dry waste fraction for combustion and a biowaste fraction for anaerobic treatment, is in terms of occupational hygiene better for employees than combined aerobic treatment and dry waste treatment.

  10. Risk of large-scale fires in boreal forests of Finland under changing climate

    Here, the target of this work was to assess the impact of projected climate change on forest-fire activity in Finland with special emphasis on large-scale fires. In addition, we were particularly interested to examine the inter-model variability of the projected change of fire danger. For this purpose, we utilized fire statistics covering the period 1996-2014 and consisting of almost 20,000 forest fires, as well as daily meteorological data from five global climate models under representative concentration pathway RCP4.5 and RCP8.5 scenarios. The model data were statistically downscaled onto a high-resolution grid using the quantile-mapping method before performing the analysis. Inmore » examining the relationship between weather and fire danger, we applied the Canadian fire weather index (FWI) system. Our results suggest that the number of large forest fires may double or even triple during the present century. This would increase the risk that some of the fires could develop into real conflagrations which have become almost extinct in Finland due to active and efficient fire suppression. However, the results reveal substantial inter-model variability in the rate of the projected increase of forest-fire danger, emphasizing the large uncertainty related to the climate change signal in fire activity. We moreover showed that the majority of large fires in Finland occur within a relatively short period in May and June due to human activities and that FWI correlates poorer with the fire activity during this time of year than later in summer when lightning is a more important cause of fires.« less

  11. R and D in France and in Western Europe

    This paper deals with worldwide electric utility R and D, but focuses on France first, and not on Western Europe as a whole. Apart from the fact that the R and D of European utilities hardly show a homogeneous set, there are four basic reasons. To begin with, France represents roughly 20 percent of Western Europe by itself. Germany, now extended to the late DDR, is the only country to have a larger share. Second, Electricite de France (EDF) is the largest electric utility worldwide, with annual sales of about 410 TWh. Third, EDF has consistently shown one of the lowest electricity prices: as an average .44 FF par kWh (about $.08 per kWh) which comes up on comparing the 410 TWh sales with a 165 GFF turnover. Beyond these three points, which are more or less permanent, it appears that both EDF and its R and D division have been stable over the last three years. So the French power system is the largest subsystem in Western Europe where a single well-defined R and D policy can be described and assessed; this is what the authors are going to do now.

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

  1. Integrating impact assessment and conflict management in urban planning: Experiences from Finland

    The article examines the interlinkages between recent developments in conflict management and impact assessment procedures in the context of urban planning in Finland. It sets out by introducing the fields of impact assessment and conflict mediation. It then proceeds to discuss the development of impact assessment practices and the status of conflict mediation in Finnish land use planning. The case of Korteniitty infill development plan in Jyvaeskylae is used to demonstrate how the Finnish planning system operates in conflict situations - and how social impact assessment can contribute to managing planning conflicts. The authors ask how the processes of impact assessment contribute to conflict management. Based on the Finnish experience, it is argued that social impact assessment of land use plans can contribute to conflict management, especially in the absence of institutionalised conflict mediation processes. In addition, SIA may acquire features of conflict mediation, depending on extent and intensity of stakeholder participation in the process, and the quality of linkages it between knowledge production and decision-making. Simultaneously, conflict mediation practices and theoretical insights can inform the application of SIA to help it address land use conflicts more consciously.

  2. Social impact assessment in mining projects in Northern Finland: Comparing practice to theory

    The paper discusses social impact assessments (SIA) for mining projects in light of the international principles and guidelines for such assessments and the academic literature in the field. The data consist of environmental impact assessment (EIA) programmes and reports for six mining projects that have started up in northern Finland in the 2000s. A first observation is that the role of the SIAs in the EIA programmes and reports studied was quite minor: measured in number of pages, the assessments account for three or four percent of the total. This study analyses the data collection, research methodology and conceptual premises used in the SIAs. It concludes that the assessments do not fully meet the high standards of the international principles and guidelines set out for them: for example, elderly men are over-represented in the data and no efforts were made to identify and bring to the fore vulnerable groups. Moreover, the reliability of the assessments is difficult to gauge, because the qualitative methods are not described and where quantitative methods were used, details such as non-response rates to questionnaires are not discussed. At the end of the paper, the SIAs are discussed in terms of Jürgen Habermas' theory of knowledge interests, with the conclusion that the assessments continue the empirical analytical tradition of the social sciences and exhibit a technical knowledge interest. -- Highlights: • Paper investigates social impact assessments in Finnish mining projects. • Role of social impact assessment is minor in whole EIA-process. • Mining SIAs give the voice for elderly men, vulnerable groups are not identified. • Assessment of SIAs is difficult because of lacking transparency in reporting. • SIAs belong to empirical analytical tradition with technical knowledge interest.

    Highlights: • Chemical risks were assessed in the five fluorescent lamp recycling facilities. • The main hazardous agents are mercury vapors and dust containing lead and yttrium. • Exposure and pollutant levels were correlated with steps and processes. • All the stages and processes are concerned by worrying levels of pollutants. • We suggest recommendations to reduce chemical risk. - Abstract: The fluorescent lamp recycling sector is growing considerably in Europe due to increasingly strict regulations aimed at inciting the consumption of low energy light bulbs and their end-of-life management. Chemical risks were assessed in fluorescent lamp recycling facilities by field measurement surveys in France, highlighting that occupational exposure and pollutant levels in the working environment were correlated with the main recycling steps and processes. The mean levels of worker exposure are 4.4 mg/m{sup 3}, 15.4 μg/m{sup 3}, 14.0 μg/m{sup 3}, 247.6 μg/m{sup 3}, respectively, for total inhalable dust, mercury, lead and yttrium. The mean levels of airborne pollutants are 3.1 mg/m{sup 3}, 9.0 μg/m{sup 3}, 9.0 μg/m{sup 3}, 219.2 μg/m{sup 3}, respectively, for total inhalable dust, mercury, lead and yttrium. The ranges are very wide. Surface samples from employees’ skin and granulometric analysis were also carried out. The overview shows that all the stages and processes involved in lamp recycling are concerned by the risk of hazardous substances penetrating into the bodies of employees, although exposure of the latter varies depending on the processes and tasks they perform. The conclusion of this study strongly recommends the development of a new generation of processes in parallel with more information sharing and regulatory measures.

The composition and heating value information is generally available, but the renewable energy share or heating values of different fractions of waste have rarely been determined. In this study, data from Finnish studies concerning the composition and energy content of mixed MSW were collected, new experimental data on the compositions, heating values and renewable share of energy were presented and the results were compared to the estimations concluded from earlier international studies. In the town of Lappeenranta in south-eastern Finland, the share of renewable energy ranged between 25% and 34% in the energy content tests implemented for two sample trucks. The heating values of the waste and fractions of plastic waste were high in the samples compared to the earlier studies in Finland. These high values were caused by good source separation and led to a low share of renewable energy content in the waste. The results showed that in mixed municipal solid waste the renewable share of the energy content can be significantly lower than the general assumptions (50–60%) when the source separation of organic waste, paper and cardboard is carried out successfully. The number of samples was however small for making extensive conclusions on the results concerning the heating values and renewable share of energy and additional research is needed for this purpose.

    Current commercially available Doppler lidars provide an economical and robust solution for measuring vertical and horizontal wind velocities, together with the ability to provide co- and cross-polarised backscatter profiles. The high temporal resolution of these instruments allows turbulent properties to be obtained from studying the variation in radial velocities. However, the instrument specifications mean that certain characteristics, especially the background noise behaviour, become a limiting factor for the instrument sensitivity in regions where the aerosol load is low. Turbulent calculations require an accurate estimate of the contribution from velocity uncertainty estimates, which are directly related to the signal-to-noise ratio. Anymore » bias in the signal-to-noise ratio will propagate through as a bias in turbulent properties. In this paper we present a method to correct for artefacts in the background noise behaviour of commercially available Doppler lidars and reduce the signal-to-noise ratio threshold used to discriminate between noise, and cloud or aerosol signals. Lastly, we show that, for Doppler lidars operating continuously at a number of locations in Finland, the data availability can be increased by as much as 50 % after performing this background correction and subsequent reduction in the threshold.     Nine commercial nuclear power plants have been permanently shut down in France to date, of which the Chooz A plant underwent an extensive decommissioning and dismantling program. Chooz Nuclear Power Station is located in the municipality of Chooz, Ardennes region, in the northeast part of France. Chooz B1 and B2 are 1,500 megawatt electric (MWe) pressurized water reactors (PWRs) currently in operation. Chooz A, a 305 MWe PWR implanted in two caves within a hill, began operations in 1967 and closed in 1991, and will now become the first PWR in France to be fully dismantled. EDF CIDEN (Engineering Center for Dismantling and Environment) has awarded Westinghouse a contract for the dismantling of its Chooz A reactor vessel (RV). The project began in January 2010. Westinghouse is leading the project in a consortium with Nuvia France. The project scope includes overall project management, conditioning of the reactor vessel (RV) head, RV and RV internals segmentation, reactor nozzle cutting for lifting the RV out of the pit and seal it afterwards, dismantling of the RV thermal insulation, ALARA (As Low As Reasonably Achievable) forecast to ensure acceptable doses for the personnel, complementary vacuum cleaner to catch the chips during the segmentation work, needs and facilities, waste characterization and packaging, civil work modifications, licensing documentation. The RV and RV internals will be segmented based on the mechanical cutting technology that Westinghouse applied successfully for more than 13 years. The segmentation activities cover the cutting and packaging plan, tooling design and qualification, personnel training and site implementation. Since Chooz A is located inside two caves, the project will involve waste transportation from the reactor cave through long galleries to the waste buffer area.     We present an analysis of the detectability of faint tidal features in galaxies from the wide-field component of the Canada-France-Hawaii Telescope Legacy Survey. Our sample consists of 1781 luminous (M{sub r{sup '}}<-19.3 mag) galaxies in the magnitude range 15.5 mag < r' < 17 mag and in the redshift range 0.04 < z < 0.2. Although we have classified tidal features according to their morphology (e.g., streams, shells, and tails), we do not attempt to interpret them in terms of their physical origin (e.g., major versus minor merger debris). Instead, we provide a catalog that is intended to provide raw material for future investigations which will probe the nature of low surface brightness substructure around galaxies. We find that around 12% of the galaxies in our sample show clear tidal features at the highest confidence level. This fraction rises to about 18% if we include systems with convincing, albeit weaker tidal features, and to 26% if we include systems with more marginal features that may or may not be tidal in origin. These proportions are a strong function of rest-frame color and of stellar mass. Linear features, shells, and fans are much more likely to occur in massive galaxies with stellar masses >10{sup 10.5} M {sub Sun }, and red galaxies are twice as likely to show tidal features than are blue galaxies.

    This document describes the personal nuclear accident dosimeter (PNAD) used by Sandia National Laboratories (SNL) and presents PNAD dosimetry results obtained during the Nuclear Accident Dosimeter Intercomparison Study held 20-23 September, 2010, at CEA Valduc, France. SNL PNADs were exposed in two separate irradiations from the CALIBAN reactor. Biases for reported neutron doses ranged from -15% to +0.4% with an average bias of -7.7%. PNADs were also exposed on the back side of phantoms to assess orientation effects.

    Since in 1984 the national reprocessing concept was abandoned the reprocessing abroad was the only existing disposal route until 1994. With the amendment of the Atomic Energy Act in 2001 spent fuel management changed completely since from 1 June 2005 any delivery of spent fuel to reprocessing plants was prohibited and the direct disposal of spent fuel became mandatory. Until 2005 the total amount of spent fuel to be reprocessed abroad added up to 6080 t HM, 5309 t HM thereof in France. The waste generated from reprocessing - alternatively an equivalent amount of radioactive material - has to be returned to the country of origin according to the commercial contracts signed between the German utilities and COGEMA, now AREVA NC, in France and BNFL, now INS in UK. In addition the German and the French government exchanged notes with the obligation of both sides to enable and support the return of reprocessing residues or equivalents to Germany. The return of high active vitrified waste from La Hague to the interim storage facility at Gorleben was demanding from the technical view i. e. the cask design and the transport. Unfortunately the Gorleben area served as a target for nuclear opponents from the first transport in 1996 to the latest one in 2011. The protection against sabotage of the railway lines and mass protests needed highly improved security measures. In France and Germany special working forces and projects have been set up to cope with this extraordinary situation. A complex transport organization was established to involve all parties in line with the German and French requirements during transport. The last transport of vitrified residues from France has been completed successfully so far thus confirming the efficiency of the applied measures. Over 15 years there was and still is worldwide no comparable situation it is still unique. Despite the trend, the only deciding factor can still be the total costs. This article answers the question of how greenhouse gas (GHG) emissions should be taken into account in municipal solid waste (MSW) management when selecting an incineration plant for source separated mixed MSW. The aim is to guide the decision making of MSW management towards more environmentally friendly procurements. The study was carried out by calculating the global warming potentials (GWPs) and costs of mixed MSW management by using the waste composition from a case area in Finland. Scenarios of landfilling and combustion in three actual waste incineration plants were used to recognise the main processes that affect the results. GWP results show that the combustion of mixed MSW is a better alternative than landfilling the waste. The GHG results from combustion are greatly affected by emissions from the combustion and substituted energy production. The significance of collection and transportation is higher from the costs’ perspective than from the point of view of GHG emissions. The main costs, in addition to collection and transportation costs, result from the energy utilization or landfilling of mixed MSW. When tenders are invited for the incineration location of mixed MSW, the main focus should be: What are the annual electricity and heat recovery efficiencies and which are the substituted fuels in the area?   11. THE DISTRIBUTION OF FAINT SATELLITES AROUND CENTRAL GALAXIES IN THE CANADA-FRANCE-HAWAII TELESCOPE LEGACY SURVEY

    We investigate the radial number density profile and the abundance distribution of faint satellites around central galaxies in the low-redshift universe using the Canada-France-Hawaii Telescope (CFHT) Legacy Survey. We consider three samples of central galaxies with magnitudes of M {sub r} = -21, -22, and -23 selected from the Sloan Digital Sky Survey group catalog of Yang et al. The satellite distribution around these central galaxies is obtained by cross-correlating these galaxies with the photometric catalog of the CFHT Legacy Survey. The projected radial number density of the satellites obeys a power-law form with the best-fit logarithmic slope of -1.05, independent of both the central galaxy luminosity and the satellite luminosity. The projected cross-correlation function between central and satellite galaxies exhibits a non-monotonic trend with satellite luminosity. It is most pronounced for central galaxies with M {sub r} = -21, where the decreasing trend of clustering amplitude with satellite luminosity is reversed when satellites are fainter than central galaxies by more than 2 mag. A comparison with the satellite luminosity functions in the Milky Way (MW) and M31 shows that the MW/M31 system has about twice as many satellites as around a typical central galaxy of similar luminosity. The implications for theoretical models are briefly discussed.

The concept of ideal marginal-cost pricing as applied to electricity is then developed. Next, an overview is provided of practical issues that need to be faced when the theory is implemented. Finally, the study turns to examine how the theory has actually been interpreted and applied to electricity rate design by the French and the British. Their methods of transforming theory into practice are reviewed, illustrative tariffs that incorporate their interpretation are provided.

    Background: Organotin compounds (OTCs) are a large class of synthetic chemicals with widely varying properties. Due to their potential adverse health effects, their use has been restricted in many countries. Humans are exposed to OTCs mostly through fish consumption. Objectives: The aim of this study was to describe OTC exposure through fish consumption and to assess the associated potential health risks in a Finnish population. Methods: An extensive sampling of Finnish domestic fish was carried out in the Baltic Sea and freshwater areas in 2005-2007. In addition, samples of imported seafood were collected in 2008. The chemical analysis was performed in an accredited testing laboratory during 2005-2008. Average daily intake of the sum of dibutyltin (DBT), tributyltin (TBT), triphenyltin (TPhT) and dioctyltin (DOT) ({Sigma}OTCs) for the Finnish population was calculated on the basis of the measured concentrations and fish consumption rates. Results: The average daily intake of {Sigma}OTCs through fish consumption was 3.2 ng/kg bw day{sup -1}, which is 1.3% from the Tolerable Daily Intake (TDI) of 250 ng/kg bw day{sup -1} set by the European Food Safety Authority. In total, domestic wild fish accounted for 61% of the {Sigma}OTC intake, while the intake through domestic farmed fish was 4.0% and the intake through imported fish was 35%. The most important species were domestic perch and imported salmon and rainbow trout. Conclusions: The Finnish consumers are not likely to exceed the threshold level for adverse health effects due to OTC intake through fish consumption.

  17. Statistical and systematic errors in the measurement of weak-lensing Minkowski functionals: Application to the Canada-France-Hawaii Lensing Survey

    The measurement of cosmic shear using weak gravitational lensing is a challenging task that involves a number of complicated procedures. We study in detail the systematic errors in the measurement of weak-lensing Minkowski Functionals (MFs). Specifically, we focus on systematics associated with galaxy shape measurements, photometric redshift errors, and shear calibration correction. We first generate mock weak-lensing catalogs that directly incorporate the actual observational characteristics of the Canada-France-Hawaii Lensing Survey (CFHTLenS). We then perform a Fisher analysis using the large set of mock catalogs for various cosmological models. We find that the statistical error associated with the observational effects degrades the cosmological parameter constraints by a factor of a few. The Subaru Hyper Suprime-Cam (HSC) survey with a sky coverage of ?1400 deg{sup 2} will constrain the dark energy equation of the state parameter with an error of ?w {sub 0} ? 0.25 by the lensing MFs alone, but biases induced by the systematics can be comparable to the 1? error. We conclude that the lensing MFs are powerful statistics beyond the two-point statistics only if well-calibrated measurement of both the redshifts and the shapes of source galaxies is performed. Finally, we analyze the CFHTLenS data to explore the ability of the MFs to break degeneracies between a few cosmological parameters. Using a combined analysis of the MFs and the shear correlation function, we derive the matter density ?{sub m0}=0.256{sub 0.046}{sup 0.054}.

    New Zealand experienced a marked increase in activity. Concession holdings went up 205% onshore to 62,429 km/sup 2/, and 31% offshore to 215,439 km/sup 2/. Seismic coverage more than doubled both onshore and offshore, to 1,075 and 15,321 line-km, respectively. Several new targets have been delineated offshore, and 2 drillships are scheduled to arrive in the country and start drilling during 1983. Onshore, the total depth drilled more than doubled to 18,993 m. Drilling was concentrated in the recently discovered McKee field, where 2 additional oil producers were completed, and on 3 other structures nearby, where 1 well tested gas and condensate. Production of gas and condensate from the Kapuni and Maui fields combined was 2,177.122 X 10/sup 6/ m/sup 3/ (up 69.3%) and 865,454 m/sup 3/ (up 57.3%), respectively. Expansion of the only refinery in New Zealand and the realization of large petrochemical projects using natural gas are well under way. These projects include an ammonia-urea plant, which was completed by year end, a methanol plant, and a methanol-to-synthetic petrol plant now under construction.

    The greatest potential climatic changes induced by an increasing greenhouse effect are expected to occur in the high latitudes. Due to the great natural climatic variability in such areas, it is difficult to detect the greenhouse signal from meteorologic records. A reliable documentation of climate changes requires the examining of all available climatic records. In present study, temperature-depth profiles from two Finnish boreholes from over the Arctic circle have been considered to reconstruct ground surface temperature histories. The holes have been carefully selected to exclude any possible disturbances from underground water circulation, and to minimize the human effects as completely as possible. Both boreholes indicate continuous warming by {approximately}1--1.5 K through the last hundred years. The rate of warming increases from about the 1960`s. The results are in good agreement with those obtained for the Alaskan Arctic in a similar study by Lachenbruch and Marshall.

    Recent program requirements of the US Department of Energy/NNSA have led to a need for a criticality accident alarm system to be installed at a newly activated facility. The Criticality Safety Group of the Lawrence Livermore National Laboratory (LLNL) was able to recover and store for possible future use approximately 200 neutron criticality detectors and 20 master alarm panels from the former Rocky Flats Plant in Golden, Colorado when the plant was closed. The Criticality Safety Group participated in a facility analysis and evaluation, the engineering design and review process, as well as the refurbishment, testing, and recalibration of the Rocky Flats criticality alarm system equipment to be used in the new facility. In order to demonstrate the functionality and survivability of the neutron detectors to the effects of an actual criticality accident, neutron detector testing was performed at the French CEA Valduc SILENE reactor from October 7 to October 19, 2010. The neutron detectors were exposed to three criticality events or pulses generated by the SILENE reactor. The first excursion was performed with a bare or unshielded reactor, and the second excursion was made with a lead shielded/reflected reactor, and the third excursion with a polyethylene reflected core. These tests of the Rocky Flats neutron detectors were performed as a part of the 2010 Criticality Accident Alarm System Benchmark Measurements at the SILENE Reactor. The principal investigators for this series of experiments were Thomas M. Miller and John C. Wagner of the Oak Ridge National Laboratory, with Nicolas Authier and Nathalie Baclet of CEA Valduc. Several other organizations were also represented, including the Y-12 National Security Complex, Lawrence Livermore National Laboratory, Los Alamos National Laboratory, CEA Saclay, and Babcock International Group.

    Cultural Theory, as developed by Mary Douglas, argues that differing risk perceptions can be explained by reference to four distinct cultural biases: hierarchy, egalitarianism, individualism, and fatalism. This paper presents empirical results from a quantitative survey based on a questionnaire devised by Karl Dake to measure these cultural biases. A large representative sample was used to test this instrument in the French social context. Correlations between cultural biases and perceptions of 20 social and environmental risks were examined. These correlations were very weak, but were statistically significant: cultural biases explained 6%, at most, of the variance in risk perceptions. Standard socio-demographic variables were also weakly related to risk perceptions (especially gender, social class, and education), and cultural biases and socio-demographic variables were themselves intercorrelated (especially with age, social class, and political outlook). The authors compare these results with surveys conducted in other countries using the same instrument and conclude that new methods, more qualitative and contextual, still need to be developed to investigate the cultural dimensions of risk perceptions. The paper also discusses relationships between perceptions of personal and residual risk, and between perceived risk and demand for additional safety measures. These three dimensions were generally closely related, but interesting differences were observed for some risk issues. Included in the list of risk perceptions were pollution, hazardous materials, and radioactive wastes.

    Pursuant to the Decision-in-Principle of 2001 the Finnish programme for geologic disposal of spent fuel has now moved to the phase of applying for construction licence to build up the encapsulation plant and underground repository. The main objective of former programme phase, underground characterisation phase, was to confirm - or refute - the suitability of the Olkiluoto site by investigations conducted underground at the actual depth of the repository. The construction work of the access tunnel to the rock characterisation facility (ONKALO) started in the late summer of 2004. The site research and investigations work aimed at the maturity needed for submission of the application for construction license of the actual repository in end of 2012. This requires, however, that also the technology has reached the maturity needed. The design and technical plans form the necessary platform for the development of the safety case for spent fuel disposal. A plan, 'road map', has been produced for the portfolio of reports that demonstrates the safety of disposal as required by the criteria set by the government and further detailed by the safety authority, STUK. Endotoxin concentrations may cause health problems in waste treatment. - Abstract: Factors affecting occupational hygiene were measured at the solid waste transferring plant at Hyvink and at the optic separation plant in Hmeenlinna. Measurements consisted of volatile organic compounds (VOCs) and bioaerosols including microbes, dust and endotoxins. The most abundant compounds in both of the plants were aliphatic and aromatic hydrocarbons, esters of carboxylic acids, ketones and terpenes. In terms of odour generation, the most important emissions were acetic acid, 2,3-butanedione, ethyl acetate, alpha-pinene and limonene due to their low threshold odour concentrations. At the optic waste separation plant, limonene occurred at the highest concentration of all single compounds of identified VOCs. The concentration of any single volatile organic compound did not exceed the occupational exposure limit (OEL) concentration. However, 2,3-butanedione as a health risk compound is discussed based on recent scientific findings linking it to lung disease. Microbe and dust concentrations were low at the waste transferring plant. Only endotoxin concentrations may cause health problems; the average concentration inside the plant was 425 EU/m{sup 3} which clearly exceeded the threshold value of 90 EU/m{sup 3}. In the wheel loader cabin the endotoxin concentrations were below 1 EU/m{sup 3}. High microbial and endotoxin concentrations were measured in the processing hall at the optic waste separation plant. The average concentration of endotoxins was found to be 10,980 EU/m{sup 3}, a concentration which may cause health risks. Concentrations of viable fungi were quite high in few measurements in the control room. The most problematic factor was endotoxins whose average measured concentrations was 4853 EU/m{sup 3}.

  5. Treatment of Uranium and Plutonium Solutions Generated in the Atalante Facility, France - 12004

    The Atalante complex operated by the French Alternative Energies and Atomic Energy Commission (CEA) at the Rhone Valley Research Center consolidates research programs on actinide chemistry, especially separation chemistry, processing for recycling spent fuel, and fabrication of actinide targets for innovative concepts in future nuclear systems. The design of future systems (Generation IV reactors, material recycling) will increase the uranium and plutonium flows in the facility, making it important to anticipate the stepped-up activity and provide Atalante with equipment dedicated to processing these solutions to obtain a mixed uranium-plutonium oxide that will be stored pending reuse. Ongoing studies for integral recycling of the actinides have highlighted the need for reserving equipment to produce actinides mixed oxide powder and also minor actinides bearing oxide for R and D purpose. To meet this double objective a new shielded line should be built in the facility and should be operational 6 years after go decision. The main functions of the new unit would be to receive, concentrate and store solutions, purify them, ensure group conversion of actinides and conversion of excess uranium. This new unit will be constructed in a completely refurbished building devoted to subcritical and safe geometry of the process equipments. (author)

  6. Biomass gasification at the focus of the Odeillo (France 1-MW (thermal) solar furnace

    Experiments described in this paper were undertaken to explore the use of concentrated solar radiation for the flash pyrolysis of biomass. Biomass materials (powdered, microcrystalline cellulose and ground corn cob material) have been successfully gasified in a windowed chemical reactor operating at the focus of the Odeillo 1 MW/sub th/ solar furnace. The quartz window survived radiant flux levels in excess of 1000 W/cm/sup 2/; however impurities carried by the steam flow into the reactor ultimately clouded the window. Pyrolytic char yields of the Odeillo experimetns were quite low: ranging between one and four percent. Gas yields were also relatively low, but condensible yields were high. These results reflect the important role played by the gas phase chemistry (largely unaffected by the high solar flux) in the production of permanent gases from biomass. A consideration of the characteristic times for chemical kinetic and heat transfer phenomenon within a rapidly pyrolyzing particle indicate that heat transfer (not chemical kinetics) is the rate limiting step. However, the thermochemical and optical properties of biomass materials are poorly understood and much more experimental work must be completed before definitive conclusions in this important area can be made. Because the use of concentrated solar radiation for direct gasification of biomass materials results in the formation of little or no char without reliance on the water gas or Boudourad reactions, solar flash pyrolysis of biomass holds unusual promise for the economical production of liquid and gaseous fuels from renewable resources.

    The generation mix of EDF comprises 17,000 MW of fossil-fired units, the ages of which go from 10 to 32 years. Extensive studies have been launched in 1994, inside the Company, to determine: (1) prospects of needs of the grid (domestic/exports); (2) prospects of possible competition in generation field; (3) environmental aspects and possible evolution; (4) adaptation of management of men and organizations; and (5) management of condition of equipment through maintenance policy. This paper focuses on the last item, spotted on pressure vessels and piping. The question is: How to conserve the ``patrimony`` for very long term, with lowest costs to keep it competitive in its very specific role? Several items are examined: (1) the background, the different programs of retrofitting, refurbishment and life extension; (2) conservation during outages, and mothballing procedures and experience; (3) design review, actual design life expectancy; (4) analysis of aging mechanisms through experience feedback; (5) determination of critical components, analysis of their condition, periodical updating; (6) maintenance adaptation, extensive condition-monitored maintenance approach: use of existing probes and data, development of new devices and skills; (7) policy of progressive replacement of worn-out and potentially dangerous components; examples concerning generic problems; (8) management of requirements of pressure vessels regulations; (9) adaptation of spare parts policy; and (10) research and development needed by life management.

    This presentation takes a look at the efforts to harness automated vehicle technology for public transport. The European CityMobil2 is the leading demonstration project in which automated shuttles were, or are planned to be, demonstrated in several cities and regions. The presentation provides a brief overview of the demonstrations at Oristano, Italy (July 2014), LaRochelle, France (Dec 2014), Lausanne, Switzerland (Apr 2015), Vantaa, Finland (July 2015), and Trikala, Greece (Sept 2015). In addition to technology exposition, the objectives included generating a legal framework for operation in each location and gaging the reaction of the public to unmanned shuttles, both of which were successfully achieved. Several such demonstrations are planned throughout the world, including efforts in North America in conjunction with the GoMentum Station in California. These early demonstration with low-speed automated shuttles provide a glimpse of the possible with a fully automated fleet of driverless vehicle providing a public transit service.

    Low-level radioactive waste (LLW) disposal technologies are an integral part of the waste management process. In the United States, commercial LLW disposal is the responsibility of the State or groups of States (compact regions). The United States defines LLW as all radioactive waste that is not classified as spent nuclear fuel, high- level radioactive waste, transuranic waste, or by-product material as defined in Section II(e)(2) of the Atomic Energy Act. LLW may contain some long-lived components in very low concentrations. Countries outside the United States, however, may define LLW differently and may use different disposal technologies. This paper outlines the LLW disposal technologies that are planned or being used in Canada, China, Finland, France, Germany, Japan, Sweden, Taiwan, and the United Kingdom (UK).

PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989.     This volume represents the culmination of a five-year research effort examining the incentives used to stimulate energy production in four countries, and the incentives used to stimulate energy consumption in one country. Following the theoretical approach developed for studying US energy incentives, the researchers in each country classified incentives into the following six categories: (1) Taxation, including exemption from or reduction of existing taxes; (2) Disbursements, in which the national government distributes money without requiring anything in return; (3) Requirements, including demands made by the government, backed by civil or criminal sanctions; (4) Traditional Services, including those almost always provided exclusively by a governmental entity; (5) Nontraditional Services, including those sometimes performed by non-governmental entities, as well as governmental entities (e.g., research and development); and (6) Market Activities, including government involvement in the market under conditions similar to those faced by non-governmental producers or consumers.     The Forschungszentrum Juelich GmbH (FZJ), together with the Aachen University Rheinisch-Westfaelische Technische Hochschule (RWTH) and the French Alternative Energies and Atomic Energy Commission (CEA Cadarache) are involved in a cooperation aiming at characterizing toxic and reactive elements in radioactive waste packages by means of Prompt Gamma Neutron Activation Analysis (PGNAA). The French and German waste management agencies have indeed defined acceptability limits concerning these elements in view of their projected geological repositories. A first measurement campaign was performed in the new Prompt Gamma Neutron Activation Analysis (PGNAA) facility called MEDINA, at FZJ, to assess the capture gamma-ray signatures of some elements of interest in large samples up to waste drums with a volume of 200 liter. MEDINA is the acronym for Multi Element Detection based on Instrumental Neutron Activation. This paper presents MCNP calculations of the MEDINA facility and quantitative comparison between measurement and simulation. Passive gamma-ray spectra acquired with a high purity germanium detector and calibration sources are used to qualify the numerical model of the crystal. Active PGNAA spectra of a sodium chloride sample measured with MEDINA then allow for qualifying the global numerical model of the measurement cell. Chlorine indeed constitutes a usual reference with reliable capture gamma-ray production data. The goal is to characterize the entire simulation protocol (geometrical model, nuclear data, and postprocessing tools) which will be used for current measurement interpretation, extrapolation of the performances to other types of waste packages or other applications, as well as for the study of future PGNAA facilities.

    The International Workshop on Characterization and PIE Needs to Support Science-Based Development of Innovative Fuels was held June 16-17, 2011, in Paris, France. The Organization for Economic Co-operation and Development (OECD), Nuclear Energy Agency (NEA) Working Party on the Fuel Cycle (WPFC) sponsored the workshop to identify gaps in global capabilities that need to be filled to meet projected needs in the 21st century. First and foremost, the workshop brought nine countries and associated international organizations, together in support of common needs for nuclear fuels and materials testing, characterization, PIE, and modeling capabilities. Finland, France, Germany, Republic of Korea, Russian Federation, Sweden, Switzerland, United Kingdom, United States of America, IAEA, and ITU (on behalf of European Union Joint Research Centers) discussed issues and opportunities for future technical advancements and collaborations. Second, the presentations provided a base level of understanding of current international capabilities. Three main categories were covered: (1) status of facilities and near term plans, (2) PIE needs from fuels engineering and material science perspectives, and (3) novel PIE techniques being developed to meet the needs. The International presentations provided valuable data consistent with the outcome of the National Workshop held in March 2011. Finally, the panel discussion on 21st century PIE capabilities, created a unified approach for future collaborations. In conclusion, (1) existing capabilities are not sufficient to meet the needs of a science-based approach, (2) safety issues and fuels behavior during abnormal conditions will receive more focus post-Fukushima; therefore we need to adopt our techniques to those issues, and (3) International collaboration is needed in the areas of codes and standards development for the new techniques.

    Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    In response to interest shown by the Nuclear Energy Agency (NEA), Principal Working Group I (PWG- 1) of the Committee on the Safety of Nuclear Installations (CSNI) conducted a generic study on the effects of aging of active components in nuclear power plants. (This focus on active components is consistent with PWG-l`s mandate; passive components are primarily within the mandate of PWG-3.) Representatives from France, Sweden, Finland, Japan, the United States, and the United Kingdom participated in the study by submitting reports documenting aging studies performed in their countries. This report consists of summaries of those reports, along with a comparison of the various statistical analysis methods used in the studies. The studies indicate that with some exceptions, active components generally do not present a significant aging problem in nuclear power plants. Design criteria and effective preventative maintenance programs, including timely replacement of components, are effective in mitigating potential aging problems. However, aging studies (such as qualitative and statistical analyses of failure modes and maintenance data) are an important part of efforts to identify and solve potential aging problems. Solving these problems typically includes such strategies as replacing suspect components with improved components, and implementing improved maintenance programs.

    The presentation begins with the role and need for nuclear repositories (overall concept, international updates (Sweden, Finland, France, China), US approach and current status), then moves on to the WIPP TRU repository concept (design, current status--safety incidents of February 5 and 14, 2014, path forward), and finally considers the WIPP safety case: dissolved actinide concentrations (overall approach, oxidation state distribution and redox control, solubility of actinides, colloidal contribution and microbial effects). The following conclusions are set forth: (1) International programs are moving forward, but at a very slow and somewhat sporadic pace. (2) In the United States, the Salt repository concept, from the perspective of the long-term safety case, remains a viable option for nuclear waste management despite the current operational issues/concerns. (3) Current model/PA prediction (WIPP example) are built on redundant conservatisms. These conservatisms are being addressed in the ongoing and future research to fill existing data gaps--redox control of plutonium by Fe(0, II), thorium (analog) solubility studies in simulated brine, contribution of intrinsic and biocolloids to the mobile concentration, and clarification of microbial ecology and effects.

    As overall US Advisor for ISO/TC-85, SC-5, Dr. Westfall met with (1) Work Group 1, ``Measurement Techniques for the Chemical and Physical Characterization of UF{sub 6}, UO{sub 2}, and Mixed Oxide,`` on Monday, March 21, (2) Work Group 5, ``Standardization of Measurement Methods for the Characterization of Solid and Solidified Waste Forms, and for the Corrosion of their Primary Containers,`` on Tuesday, March 22; and (3) the full Subcommittee-5 on Wednesday, March 23. The status of work by all seven work groups in SC-5 was reported. Those having to do with nuclear fuel transportation (WG-4: UF, Containers, WG-9: Cask Trunnions, and WG-10: Cask Confinement) either have approved standards or drafts at an advanced stage of development. These work group convenors were asked to maintain their membership and establish new work areas in the field of nuclear fuel packaging. Definition of scope for new work is to be done in coordination with the interested staff members of the International Atomic Energy Agency, Vienna, Austria. On Thursday, March 24, the Cogema-Marcoule Plant staff hosted the SC-5 members to technical tours of their nuclear fuel reprocessing and waste vitrification and storage facilities.

    In situ fracture mechanical deformation and fluid flowinteractions are investigated through a series of hydraulic pulseinjection tests, using specialized borehole equipment that cansimultaneously measure fluid pressure and fracture displacements. Thetests were conducted in two horizontal boreholes spaced one meter apartvertically and intersecting a near-vertical highly permeable faultlocated within a shallow fractured carbonate rock. The field data wereevaluated by conducting a series of coupled hydromechanical numericalanalyses, using both distinct-element and finite-element modelingtechniques and both two- and three-dimensional model representations thatcan incorporate various complexities in fracture network geometry. Oneunique feature of these pulse injection experiments is that the entiretest cycle, both the initial pressure increase and subsequent pressurefall-off, is carefully monitored and used for the evaluation of the insitu hydromechanical behavior. Field test data are evaluated by plottingfracture normal displacement as a function of fluid pressure, measured atthe same borehole. The resulting normal displacement-versus-pressurecurves show a characteristic loop, in which the paths for loading(pressure increase) and unloading (pressure decrease) are different. Bymatching this characteristic loop behavior, the fracture normal stiffnessand an equivalent stiffness (Young's modulus) of the surrounding rockmass can be back-calculated. Evaluation of the field tests by couplednumerical hydromechanical modeling shows that initial fracture hydraulicaperture and normal stiffness vary by a factor of 2 to 3 for the twomonitoring points within the same fracture plane. Moreover, the analysesshow that hydraulic aperture and the normal stiffness of the pulse-testedfracture, the stiffness of surrounding rock matrix, and the propertiesand geometry of the surrounding fracture network significantly affectcoupled hydromechanical responses during the pulse injection test. Morespecifically, the pressure-increase path of the normaldisplacement-versus-pressure curve is highly dependent on thehydromechanical parameters of the tested fracture and the stiffness ofthe matrix near the injection point, whereas the pressure-decrease pathis highly influenced by mechanical processes within a larger portion ofthe surrounding fractured rock.

To accomplish the study, an Expert Group consisting of representatives of OECD member countries was formed. The initial meeting of the Expert Group was held in November 1988. A second meeting, documented in an ORNL trip report by this author, was held in May 1989. This meeting represents the third follow-on meeting with the primary goal of reviewing the draft report written by members of the Expert Group.

    During the POLARCAT-France airborne campaign in April 2008, pollution originating from anthropogenic and biomass burning emissions was measured in the European Arctic. We compare these aircraft measurements with simulations using the WRF-Chem model to investigate model representation of aerosols transported from Europe to the Arctic. Modeled PM2.5 is evaluated using European Monitoring and Evaluation Programme (EMEP) measurements in source regions and POLARCAT aircraft measurements in the Scandinavian Arctic. Total PM2.5 agrees well with the measurements, although the model overestimates nitrate and underestimates organic carbon in source regions. Using WRF-Chem in combination with the Lagrangian model FLEXPART-WRF, we find that during the campaign the research aircraft sampled two different types of European plumes: mixed anthropogenic and fire plumes from eastern Europe and Russia transported below 2 km, and anthropogenic plumes from central Europe uplifted by warm conveyor belt circulations to 5–6 km. Both modeled plume types had undergone significant wet scavenging (> 50% PM10) during transport. Modeled aerosol vertical distributions and optical properties below the aircraft are evaluated in the Arctic using airborne lidar measurements. Model results show that the pollution event transported aerosols into the Arctic (> 66.6° N) for a 4-day period. During this 4-day period, biomass burning emissions have the strongest influence on concentrations between 2.5 and 3 km altitudes, while European anthropogenic emissions influence aerosols at both lower (~ 1.5 km) and higher altitudes (~ 4.5 km).     At the initiation of the Used Fuel Disposition (UFD) R&D campaign, international geologic disposal programs and past work in the U.S. were surveyed to identify viable disposal concepts for crystalline, clay/shale, and salt host media. Concepts for disposal of commercial spent nuclear fuel (SNF) and high-level waste (HLW) from reprocessing are relatively advanced in countries such as Finland, France, and Sweden. The UFD work quickly showed that these international concepts are all “enclosed,” whereby waste packages are emplaced in direct or close contact with natural or engineered materials . Alternative “open” modes (emplacement tunnels are kept open after emplacement for extended ventilation) have been limited to the Yucca Mountain License Application Design. Thermal analysis showed that if “enclosed” concepts are constrained by peak package/buffer temperature, that waste package capacity is limited to 4 PWR assemblies (or 9 BWR) in all media except salt. This information motivated separate studies: 1) extend the peak temperature tolerance of backfill materials, which is ongoing; and 2) develop small canisters (up to 4-PWR size) that can be grouped in larger multi-pack units for convenience of storage, transportation, and possibly disposal (should the disposal concept permit larger packages). A recent result from the second line of investigation is the Task Order 18 report: Generic Design for Small Standardized Transportation, Aging and Disposal Canister Systems. This report identifies disposal concepts for the small canisters (4-PWR size) drawing heavily on previous work, and for the multi-pack (16-PWR or 36-BWR).

  11. Regression analysis of technical parameters affecting nuclear power plant performances

    Since the 80's many studies have been conducted in order to explicate good and bad performances of commercial nuclear power plants (NPPs), but yet no defined correlation has been found out to be totally representative of plant operational experience. In early works, data availability and the number of operating power stations were both limited; therefore, results showed that specific technical characteristics of NPPs were supposed to be the main causal factors for successful plant operation. Although these aspects keep on assuming a significant role, later studies and observations showed that other factors concerning management and organization of the plant could instead be predominant comparing utilities operational and economic results. Utility quality, in a word, can be used to summarize all the managerial and operational aspects that seem to be effective in determining plant performance. In this paper operational data of a consistent sample of commercial nuclear power stations, out of the total 433 operating NPPs, are analyzed, mainly focusing on the last decade operational experience. The sample consists of PWR and BWR technology, operated by utilities located in different countries, including U.S. (Japan)) (France)) (Germany)) and Finland. Multivariate regression is performed using Unit Capability Factor (UCF) as the dependent variable; this factor reflects indeed the effectiveness of plant programs and practices in maximizing the available electrical generation and consequently provides an overall indication of how well plants are operated and maintained. Aspects that may not be real causal factors but which can have a consistent impact on the UCF, as technology design, supplier, size and age, are included in the analysis as independent variables.     Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will develop. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source free of greenhouse gases emissions.     Spent fuel storage pools in most countries are rapidly approaching their design limits with the discharge of over 10,000 metric tons of heavy metal from global reactors. Countries like UK, France or Japan have adopted a closed fuel cycle by reprocessing spent fuel and recycling MOX fuel while many other countries opted for above ground interim dry storage for their spent fuel management strategy. Some countries like Finland and Sweden are already well on the way to setting up a conditioning plant and a deep geological repository for spent fuel. For all these situations, shipments of spent fuel are needed and the number of these shipments is expected to increase significantly. Although shipper/receiver difference (SRD) verification measurements are needed by IAEA when the recipient facility receives spent fuel, these are not being practiced to the level that IAEA has desired due to lack of a credible measurement methodology and instrument that can reliably perform these measurements to verify non-diversion of spent fuel during shipment and confirm facility operator declarations on the spent fuel. In this paper, we describe a new safeguards method and an associated instrument, Partial Defect Tester (PDET), which can detect pin diversion from Pressurized Water Reactor (PWR) Spent Fuel Assemblies in an in-situ condition. The PDET uses multiple tiny neutron and gamma detectors in the form of a cluster and a simple, yet highly precise, gravity-driven system to obtain underwater radiation measurements inside a Pressurized Water Reactor (PWR) spent fuel assembly. The method takes advantage of the PWR fuel design which contains multiple guide tubes which can be accessed from the top. The data obtained in such a manner can provide spatial distribution of neutron and gamma flux within a spent fuel assembly.     The US Geological Survey conducted a series of marine geologic and geophysical cruises in the southwest Pacific Ocean in 1982 and 1984 as part of a program with participation by Australia and New Zealand. These two SOPAC expeditions obtained various data, which have been compiled into a series of charts and thematic products for the offshore areas of Tonga, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea. The maps and charts presently being compiled or revised combine previously collected data with information from the SOPAC expeditions. Regional charts at a scale of approximately 1:3 million are included, and more detailed coverage is available at 1:1 million. Additional geologic information-such as gravity, magnetics, and possibly sediment isopachs-is provided on overlays to the topographic base charts. Reproductions of the seismic reflection data are also included, and tracklines with both time marks and shotpoints will permit correlation with the analog and digital seismic records.

    This data documentation discusses the procedures and methods used to measure total carbon dioxide (TCO2), total alkalinity (TALK), and radiocarbon (delta 14C), at hydrographic stations, as well as the underway partial pressure of CO2 (pCO2) during the R/V Thomas G. Thompson oceanographic cruise in the Pacific Ocean (Section P10). Conducted as part of the World Ocean Circulation Experiment (WOCE), the cruise began in Suva, Fiji, on October 5, 1993, and ended in Yokohama, Japan, on November 10, 1993. Measurements made along WOCE Section P10 included pressure, temperature, salinity [measured by conductivity temperature, and depth sensor (CTD)], bottle salinity, bottle oxygen, phosphate, nitrate, silicate, chlorofluorocarbons (CFC-11, CFC-12), TCO2, TALK, delta 14C, and underway pCO2.

    The purpose of this work was to assess the competitiveness of two biomass to transportation fuel processing routes, which were under development in Finland, the U.S. and elsewhere. Concepts included fast pyrolysis (FP), and hydrothermal liquefaction (HTL), both followed by hydrodeoxygenation, and final product refining. This work was carried out as a collaboration between VTT (Finland), and PNNL (USA). The public funding agents for the work were Tekes in Finland and the Bioenergy Technologies Office of the U.S. Department of Energy. The effort was proposed as an update of the earlier comparative technoeconomic assessment performed by the IEA Bioenergy Direct Biomass Liquefaction Task in the 1980s. New developments in HTL and the upgrading of the HTL biocrude product triggered the interest in reinvestigating this comparison of these biomass liquefaction processes. In addition, developments in FP bio-oil upgrading had provided additional definition of this process option, which could provide an interesting comparison.

  11. Oil and gas developments in New Zealand and southwest Pacific islands in 1983

    New Zealand had an increase in exploration activity, particularly drilling. 30,876 m were drilled onshore (up 62%) and 14,034 m offshore. Concession holdings slightly increased offshore (to 230,665 km), but dropped to nearly half onshore (to 34,353 km). Seismic surveys decreased to 477.5 line-km onshore and 1128 km offshore, down 56% and 93%, respectively. Oil, gas, and condensate were found in several wells on small structures close to the recently discovered McKee field. Regular production from McKee began in April 1984, at an initial rate of 1000 BOPD. Production from Kapuni and Maui fields combined was 2,381.313 x 10/sup 6/ m/sup 3/ of gas (up 9.4%) and 845,286 m/sup 3/ of condensate (down 2.3%). Construction of a 1200-MT/day methanol plant, which uses natural gas from these fields, was completed. No exploration was carried out in Tonga, Fiji, Vanuatu, and the Solomon Islands. In Fiji, all prospecting licenses expired, but renewal terms on areas reduced by 50% were agreed on in principle. Papua New Guinea had 4 wells drilled to a combined depth of 9158 m (up 23.2%). The Juha-2X appraisal well confirmed the discovery of gas and condensate in the Juha anticline. In the Gulf of Papua, the offshore appraisal well, Pasca-A3, blew out and was abandoned. The total area of petroleum prospecting licenses slightly increased to 74,715 km. 4 figures, 5 tables.
