The master field name spellings and codes are to be used by respondents when filing the following Department of Energy (DOE) forms: Form EIA-23, {open_quotes}Annual Survey of Domestic Oil and Gas Reserves,{close_quotes} filed by oil and gas well operators (field codes are required from larger operators only); Forms FERC 8 and EIA-191, {open_quotes}Underground Gas Storage Report,{close_quotes} filed by natural gas producers and distributors who operate underground natural gas storage facilities. Other Federal and State government agencies, as well as industry, use the EIA Oil and Gas Field Code Master List as the standard for field identification. Future editions of the complete Master List will be available on CD-ROM and other electronic media. There are 57,400 field records in this year`s Oil and Gas Field Code Master List. As it is maintained by EIA, the Master List includes the following: field records for each State and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides; field records for each alias field name (see definition of alias below); and fields crossing State boundaries that may be assigned different names by the respective State naming authorities. Taking into consideration the double-counting of fields under such circumstances, EIA identifies 46,312 distinct fields in the US as of October 1995. This research extends the work begun by Enyeart (1994) which evaluated the process of intrinsic bioremediation, and which developed a model for predicting the velocity of an aerobic degradation front, as it traverses the length of a JP-4 contaminant plume. In the present work, Enyeart`s model was validity tested by comparing its output prediction with field measured values. A methodology was developed to compare the model output with field measured data. The results were analyzed, and the results of this first stage of validity testing show a reasonable basis for accepting the model.

Repeatability of measurements of residential magnetic fields and wire codes

Several epidemiological studies have been based on wire codes (i.e., categories of electrical wiring configurations near residences) or on in-home spot measurements of magnetic flux density (MFD) as surrogates for short- and long-term exposure of children and adults to residential magnetic fields. We used wire code and MFD measurements that were made in 81 Colorado homes in 1985 and again in 1990 to assess their repeatability over periods of 0-24 h and 5 years. These homes, a subset of those lived in by subjects from the case-control study of Savitz et al. [Am J Epidemiol 128:21-38, 1988], were divided into four approximately equally sized groups that were differentiated by wire code and by case-control status. Eight homes were assigned wire codes in 1990 that differed from the 1985 coding of Savitz and colleagues [1988]; of these, seven were coded as high-current configuration (HCC) and one as low-current configuration (LCC) in 1985. Overall, 37 homes were coded as HCC in 1990 compared with 38 homes in 1985. Coding differences were due to differing distance measurements (four homes), differing thick vs. thin categorization of primary-distribution line-conductor sizes (two homes), differing first-span vs. second-span categorization of secondary wires (one home), and physical changes in proximate electrical wiring (one home). Coefficients of correlation between MFD spot measurements that were separated in time by 0-24 h range between 0.70 and 0.90. The coefficient between spot measurements made in 1985 and then again in 1990 is 0.70. These coefficients are similar for HCC and LCC homes and do not depend on whether residential appliances were turned on or off. The data show (at least for the portion of Colorado studied) that residential wire code and, more surprisingly, spot MFD measurements, are fairly reliable over 0-24-h and 5-year periods.

This study developed data quality standards for assessing environmental analytical data quality and its use in remedial decision making, specifically in risk assessment calculations. The primary purpose was to increase the use of field generated data in environmental site investigations versus the continued reliance on costly and time consuming EPA Contract Lab Program data. Increased reliance on field lab data could significantly reduce remedial investigation costs. The standards developed are based on regulatory criteria for data useability, achievable quality in a CLP lab setting, and basic statistical methods. The standards were applied to sets of Volatile Organic Compound data in water and soil matrices from CLP generated data from one Installation Restoration Program site and field lab generated data from another site. The CLP data failed the test for data useability based on the standards as established where the field generated data performed much better but also had its specific failures. The results of the test of the standards on actual data sets indicate that the standards may be more stringent than necessary. Also seen in the results is a strong performance of field labs in generating data of acceptable quality.

Field-based tests of geochemical modeling codes using New Zealand hydrothermal systems

Hydrothermal systems in the Taupo Volcanic Zone, North Island, New Zealand are being used as field-based modeling exercises for the EQ3/6 geochemical modeling code package. Comparisons of the observed state and evolution of the hydrothermal systems with predictions of fluid-solid equilibria made using geochemical modeling codes will determine how the codes can be used to predict the chemical and mineralogical response of the environment to nuclear waste emplacement. Field-based exercises allow us to test the models on time scales unattainable in the laboratory. Preliminary predictions of mineral assemblages in equilibrium with fluids sampled from wells in the Wairakei and Kawerau geothermal field suggest that affinity-temperature diagrams must be used in conjunction with EQ6 to minimize the effect of uncertainties in thermodynamic and kinetic data on code predictions.

A NEW CODE FOR NONLINEAR FORCE-FREE FIELD EXTRAPOLATION OF THE GLOBAL CORONA

Reliable measurements of the solar magnetic field are still restricted to the photosphere, and our present knowledge of the three-dimensional coronal magnetic field is largely based on extrapolations from photospheric magnetograms using physical models, e.g., the nonlinear force-free field (NLFFF) model that is usually adopted. Most of the currently available NLFFF codes have been developed with computational volume such as a Cartesian box or a spherical wedge, while a global full-sphere extrapolation is still under development. A high-performance global extrapolation code is in particular urgently needed considering that the Solar Dynamics Observatory can provide a full-disk magnetogram with resolution up to 4096 Multiplication-Sign 4096. In this work, we present a new parallelized code for global NLFFF extrapolation with the photosphere magnetogram as input. The method is based on the magnetohydrodynamics relaxation approach, the CESE-MHD numerical scheme, and a Yin-Yang spherical grid that is used to overcome the polar problems of the standard spherical grid. The code is validated by two full-sphere force-free solutions from Low and Lou's semi-analytic force-free field model. The code shows high accuracy and fast convergence, and can be ready for future practical application if combined with an adaptive mesh refinement technique.

Field test of Six-Phase Soil Heating and evaluation of engineering design code

A field test was conducted to evaluate the performance of Six-Phase Soil Heating to enhance the removal of contaminants. The purpose of the test was to determine the scale-up characteristics of the Six-Phase Soil Heating technology and to evaluate a computer process simulator developed for the technology. The test heated a 20-ft diameter cylinder of uncontaminated soil to a 10-ft depth. Six-phase ac power was applied at a rate of 30--35 kW using a power system built from surplus electrical components. The test ran unattended, using a computer-based system to record data, alert staff of any excursions in operating conditions via telephone, and provide automatic shut-off of power depending on the type of excursion. The test data included in situ soil temperatures, voltage profiles, and moisture profiles (using a neutron-probetechnique). After 50 days of heating, soil in the center of the array at the 6-ft depth reached 80[degrees]C. Soil temperatures between the two electrodes at this depth reached approximately 75[degrees]C. Data from this test were compared with those predicted by a computer process simulator. The computer process simulator is a modified version of the TOUGH2 code, a thermal porous media code that can be used to determine the movement of air and moisture in soils. The code was modified to include electrical resistive heating and configured such that an application could be run quickly on a workstation (approximately 5 min for 1 day of field operation). Temperature and soil resistance data predicted from the process simulations matched actual data fairly closely. A series of parametric studies was performed to assess the affect of simulation assumptions on predicted parameters.

An overview of the ENEA activities in the field of coupled codes NPP simulation

In the framework of the nuclear research activities in the fields of safety, training and education, ENEA (the Italian National Agency for New Technologies, Energy and the Sustainable Development) is in charge of defining and pursuing all the necessary steps for the development of a NPP engineering simulator at the 'Casaccia' Research Center near Rome. A summary of the activities in the field of the nuclear power plants simulation by coupled codes is here presented with the long term strategy for the engineering simulator development. Specifically, results from the participation in international benchmarking activities like the OECD/NEA 'Kalinin-3' benchmark and the 'AER-DYN-002' benchmark, together with simulations of relevant events like the Fukushima accident, are here reported. The ultimate goal of such activities performed using state-of-the-art technology is the re-establishment of top level competencies in the NPP simulation field in order to facilitate the development of Enhanced Engineering Simulators and to upgrade competencies for supporting national energy strategy decisions, the nuclear national safety authority, and the R and D activities on NPP designs. A new code for the design and analysis of the heliostat field layout for power tower system is developed. In the new code, a new method for the heliostat field layout is proposed based on the edge ray principle of nonimaging optics. The heliostat field boundary is constrained by the tower height, the receiver tilt angle and size and the heliostat efficiency factor which is the product of the annual cosine efficiency and the annual atmospheric transmission efficiency. With the new method, the heliostat can be placed with a higher efficiency and a faster response speed of the design and optimization can be obtained. A new module for the analysis of the aspherical heliostat is created in the new code. A new toroidal heliostat field is designed and analyzed by using the new code. Compared with the spherical heliostat, the solar image radius of the field is reduced by about 30% by using the toroidal heliostat if the mirror shape and the tracking are ideal. In addition, to maximize the utilization of land, suitable crops can be considered to be planted under heliostats. To evaluate the feasibility of the crop growth, a method for calculating the annual distribution of sunshine duration on the land surface is developed as well. (author)

EXTRAPOLATION OF THE SOLAR CORONAL MAGNETIC FIELD FROM SDO/HMI MAGNETOGRAM BY A CESE-MHD-NLFFF CODE

Due to the absence of direct measurement, the magnetic field in the solar corona is usually extrapolated from the photosphere in a numerical way. At the moment, the nonlinear force-free field (NLFFF) model dominates the physical models for field extrapolation in the low corona. Recently, we have developed a new NLFFF model with MHD relaxation to reconstruct the coronal magnetic field. This method is based on CESE-MHD model with the conservation-element/solution-element (CESE) spacetime scheme. In this paper, we report the application of the CESE-MHD-NLFFF code to Solar Dynamics Observatory/Helioseismic and Magnetic Imager (SDO/HMI) data with magnetograms sampled for two active regions (ARs), NOAA AR 11158 and 11283, both of which were very non-potential, producing X-class flares and eruptions. The raw magnetograms are preprocessed to remove the force and then inputted into the extrapolation code. Qualitative comparison of the results with the SDO/AIA images shows that our code can reconstruct magnetic field lines resembling the EUV-observed coronal loops. Most important structures of the ARs are reproduced excellently, like the highly sheared field lines that suspend filaments in AR 11158 and twisted flux rope which corresponds to a sigmoid in AR 11283. Quantitative assessment of the results shows that the force-free constraint is fulfilled very well in the strong-field regions but apparently not that well in the weak-field regions because of data noise and numerical errors in the small currents.

Extender is a parallel C++ code for calculating the magnetic field in the vacuum region of a stellarator. The code was optimized for speed and augmented with tools to maintain a specialized NetCDF database. Two parallel algorithms were examined. An even-block work-distribution scheme was comparable in performance to a master-slave scheme. Large speedup factors were achieved by representing the plasma surface with a spline rather than Fourier series. The accuracy of this representation and the resulting calculations relied on the density of the spline mesh. The Fortran 90 module db access was written to make it easy to store Extender output in a manageable database. New or updated data can be added to existing databases. Simulation of Turbulent Combustion Fields of Shock-Dispersed Aluminum Using the AMR Code

We present a Model for simulating experiments of combustion in Shock-Dispersed-Fuel (SDF) explosions. The SDF charge consisted of a 0.5-g spherical PETN booster, surrounded by 1-g of fuel powder (flake Aluminum). Detonation of the booster charge creates a high-temperature, high-pressure source (PETN detonation products gases) that both disperses the fuel and heats it. Combustion ensues when the fuel mixes with air. The gas phase is governed by the gas-dynamic conservation laws, while the particle phase obeys the continuum mechanics laws for heterogeneous media. The two phases exchange mass, momentum and energy according to inter-phase interaction terms. The kinetics model used an empirical particle burn relation. The thermodynamic model considers the air, fuel and booster products to be of frozen composition, while the Al combustion products are assumed to be in equilibrium. The thermodynamic states were calculated by the Cheetah code; resulting state points were fit with analytic functions suitable for numerical simulations. Numerical simulations of combustion of an Aluminum SDF charge in a 6.4-liter chamber were performed. Computed pressure histories agree with measurements.

The Topolotron is an axisymmetric, toroidal magnetic fusion concept in which two-dimensional effects are important, as well as all three magnetic field components. The particular MHD model employed is basically the one-fluid, two-temperature model using classical Braginskii transport with viscous effects ignored. The model is augmented by Saha-Boltzmann dissociation and partial ionization physics, a simple radiation loss mechanism, and an additional resistivity due to electron-neutral collisions. While retaining all velocity and magnetic field components, the assumption of axisymmetry is made, and the resulting equations are expanded in cylindrical coordinates. The major approximation technique is then applied: spline collocation, which reduces these equations to a set of ordinary differential equations.

Quantum error control codes

It is conjectured that quantum computers are able to solve certain problems more quickly than any deterministic or probabilistic computer. For instance, Shor's algorithm is able to factor large integers in polynomial time on a quantum computer. A quantum computer exploits the rules of quantum mechanics to speed up computations. However, it is a formidable task to build a quantum computer, since the quantum mechanical systems storing the information unavoidably interact with their environment. Therefore, one has to mitigate the resulting noise and decoherence effects to avoid computational errors. In this dissertation, I study various aspects of quantum error control codes - the key component of fault-tolerant quantum information processing. I present the fundamental theory and necessary background of quantum codes and construct many families of quantum block and convolutional codes over finite fields, in addition to families of subsystem codes. This dissertation is organized into three parts: Quantum Block Codes. After introducing the theory of quantum block codes, I establish conditions when BCH codes are self-orthogonal (or dual-containing) with respect to Euclidean and Hermitian inner products. In particular, I derive two families of nonbinary quantum BCH codes using the stabilizer formalism. I study duadic codes and establish the existence of families of degenerate quantum codes, as well as families of quantum codes derived from projective geometries. Subsystem Codes. Subsystem codes form a new class of quantum codes in which the underlying classical codes do not need to be self-orthogonal. I give an introduction to subsystem codes and present several methods for subsystem code constructions. I derive families of subsystem codes from classical BCH and RS codes and establish a family of optimal MDS subsystem codes. I establish propagation rules of subsystem codes and construct tables of upper and lower bounds on subsystem code parameters. Quantum Convolutional Codes. Quantum convolutional codes are particularly well-suited for communication applications. I develop the theory of quantum convolutional codes and give families of quantum convolutional codes based on RS codes. Furthermore, I establish a bound on the code parameters of quantum convolutional codes - the generalized Singleton bound. I develop a general framework for deriving convolutional codes from block codes and use it to derive families of non-catastrophic quantum convolutional codes from BCH codes. The dissertation concludes with a discussion of some open problems.

A two-dimensional axisymmetric electromagnetic particle-in-cell code with Monte Carlo collision conditions has been developed for an applied-field magnetoplasmadynamic thruster simulation. This theoretical approach establishes a particle acceleration model to investigate the microscopic and macroscopic characteristics of particles. This new simulation code was used to study the physical processes associated with applied magnetic fields. In this paper (I), detail of the computation procedure and results of predictions of local plasma and field properties are presented. The numerical model was applied to the configuration of a NASA Lewis Research Center 100-kW magnetoplasmadynamic thruster which has well documented experimental results. The applied magnetic field strength was varied from 0 to 0.12 T, and the effects on thrust were calculated as a basis for verification of the theoretical approach. With this confirmation, the changes in the distributions of ion density, velocity, and temperature throughout the acceleration region related to the applied magnetic fields were investigated. Using these results, the effects of applied field on physical processes in the thruster discharge region could be represented in detail, and those results are reported.

Quantum stabilizer codes and beyond

The importance of quantum error correction in paving the way to build a practical quantum computer is no longer in doubt. Despite the large body of literature in quantum coding theory, many important questions, especially those centering on the issue of "good codes" are unresolved. In this dissertation the dominant underlying theme is that of constructing good quantum codes. It approaches this problem from three rather different but not exclusive strategies. Broadly, its contribution to the theory of quantum error correction is threefold. Firstly, it extends the framework of an important class of quantum codes - nonbinary stabilizer codes. It clarifies the connections of stabilizer codes to classical codes over quadratic extension fields, provides many new constructions of quantum codes, and develops further the theory of optimal quantum codes and punctured quantum codes. In particular it provides many explicit constructions of stabilizer codes, most notably it simplifies the criteria by which quantum BCH codes can be constructed from classical codes. Secondly, it contributes to the theory of operator quantum error correcting codes also called as subsystem codes. These codes are expected to have efficient error recovery schemes than stabilizer codes. Prior to our work however, systematic methods to construct these codes were few and it was not clear how to fairly compare them with other classes of quantum codes. This dissertation develops a framework for study and analysis of subsystem codes using character theoretic methods. In particular, this work established a close link between subsystem codes and classical codes and it became clear that the subsystem codes can be constructed from arbitrary classical codes. Thirdly, it seeks to exploit the knowledge of noise to design efficient quantum codes and considers more realistic channels than the commonly studied depolarizing channel. It gives systematic constructions of asymmetric quantum stabilizer codes that exploit the asymmetry of errors in certain quantum channels. This approach is based on a Calderbank- Shor-Steane construction that combines BCH and finite geometry LDPC codes.

Application of a multi-block CFD code to investigate the impact of geometry modeling on centrifugal compressor flow field predictions

CFD codes capable of utilizing multi-block grids provide the capability to analyze the complete geometry of centrifugal compressors. Attendant with this increased capability is potentially increased grid setup time and more computational overhead with the resultant increase in wall clock time to obtain a solution. If the increase in difficulty of obtaining a solution significantly improves the solution from that obtained by modeling the features of the tip clearance flow or the typical bluntness of a centrifugal compressor`s trailing edge, then the additional burden is worthwhile. However, if the additional information obtained is of marginal use, then modeling of certain features of the geometry may provide reasonable solutions for designers to make comparative choices when pursuing a new design. In this spirit a sequence of grids were generated to study the relative importance of modeling versus detailed gridding of the tip gap and blunt trailing edge regions of the NASA large low-speed centrifugal compressor for which there is considerable detailed internal laser anemometry data available for comparison. The results indicate: (1) There is no significant difference in predicted tip clearance mass flow rate whether the tip gap is gridded or modeled. (2) Gridding rather than modeling the trailing edge results in better predictions of some flow details downstream of the impeller, but otherwise appears to offer no great benefits. (3) The pitchwise variation of absolute flow angle decreases rapidly up to 8% impeller radius ratio and much more slowly thereafter. Although some improvements in prediction of flow field details are realized as a result of analyzing the actual geometry there is no clear consensus that any of the grids investigated produced superior results in every case when compared to the measurements. However, if a multi-block code is available, it should be used, as it has the propensity for enabling better predictions than a single block code.

SteamMaster: Steam System Analysis Software

As director of Oregon's Industrial Assessment Center, I have encountered many industrial steam systems during plant visits. We analyze steam systems and make recommendations to improve system efficiency. In nearly 400 industrial assessments, we have recommended 210 steam system improvements, excluding heat recovery, that would save $1.5 million/year with a 0.4-year payback. 75% of those recommendations have been implemented for $1.1 million annual savings with 0.3-year payback. Recently I have developed a tool to facilitate the process. SteamMaster is based on an Excel spreadsheet with a Visual Basic interface to simplify system modeling and analysis. SteamMaster has many features and capabilities, including energy and cost savings calculations for five steam recommendations. This presentation will demonstrate SteamMaster software applied to one or more industrial steam systems. Software will be made available on a national web site at no cost.

Numerical simulation of the air flow field in a laboratory fume hood using the CFD-ACE(TM) computational fluid dynamics code

The purpose of this research was the numerical simulation of the air flow field within a standard laboratory fume hood using the k-6 turbulence model. The study investigated the flow field at different sash openings. The results of the computation realized information on the hood entry losses and other design parameters that are of interest to the users, designers and owners of fume hoods. After the specification of the problem and generation of the mesh, the modeled hood was simulated using CFD-ACE TM , a commercial computational fluid dynamics software package. The code is based on the finite volume method. In defining the grid, due care was exercised in maintaining the cell aspect ratio and grid orthogonality within the recommended limits. The air flow patterns at full open sash compared favorably with experimental results. The results at lowered sash revealed air flow characteristics and slot volume flows that were not reported in previously published literature on fume hoods. These results along with smaller hood entry losses confirmed the better performance of fume hoods at sash openings that are less than half open. Further, comparison between the computed volume flow rates and published design data was favorable.

Presidential Executive Order 12003, dated July 1977, directed all government owned or leased facilities to develop and execute a 10-year Energy Conservation Plan. With facilities in seven states totaling 15 million square feet, the Albuquerque Operations Office of the Department of Energy (DOE) suddenly was facing a challenge. A Master Energy Management Plan was developed. With the 10-year period now nearly over, the effectiveness of the Master Plan can be examined. One DOE facility, the Kansas City plant which is operated by the Bendix Corporation for the DOE, has accomplished a 52 percent reduction so far, exceeding the goals by more than double the projected reduction. This paper will provide a detailed description of the integrated approach taken in making this plant the DOE's "Best Energy Managed Production Plant in 1982" and recipient of "Power Magazine's 1983 Industrial Energy Award."

Defining a competency framework to shape the professional education of national security master strategists: a web-based Delphi study

The purpose of this study was to develop a competency framework to shape development of a professional education program for master strategists in national security. The research problem focused on the absence of a competency framework to guide professional education of strategists who must be capable of conceptualization and innovation master strategists. The outcome of this study was a set of the most important components that constitute a professional education framework for master strategists. This Web-based study followed a RAND Delphi heuristic model that is qualitative in nature. Instrumentation for the first round consisted of a short vignette that placed panelists in a unique situation of being able to engage a "time traveler" from 20 years in the future. The time traveler represented a source of perfect knowledge, but could provide only a "yes" or "no" response to panel member questions concerning master strategist professional education needs in the year 2022. In the subsequent two Delphi rounds, the instruments consisted of panel member questions from the previous round. The panel of experts consisted of 12 professional strategists in the field of national security strategy. The results of the study provided support to the description of master strategists as strategic leaders, strategic theoreticians, and strategic practitioners. Panelists highlighted four content domains of personal attributes, security framework, theorybased knowledge, and culture and values that encompass the range of competencies for a master strategist professional education framework. Panel members detailed a need for master strategists to have a higher order temporal perspective to conceive time as epochs and ages, defined as shifts in development punctuated by events and prominent periods in progress, respectively. Panelists described a master strategist professional education framework that mirrored the theory of profound knowledge with meta-competencies as the basic building blocks.

We derive the stochastic master equations which describe the evolution of open quantum systems in contact with a heat bath and undergoing indirect measurements. These equations are obtained as a limit of a quantum repeated measurement model where we consider a small system in contact with an infinite chain at positive temperature. At zero temperature it is well-known that one obtains stochastic differential equations of jump-diffusion type. At strictly positive temperature, we show that only pure diffusion type equations are relevant.

Facility master planning is critical to the future productivity of a laboratory and the quality of worklife for the laboratory staff. For organizations undergoing programmatic re-direction, a master facility planning approach linked to the organization`s strategic planning process is even more important. Major changes in an organization such as programmatic re-direction can significantly impact a broad range of variables which exceed the expertise of traditional planning teams, e.g., capacity variability, work team organization, organizational culture, and work process simplification. By expanding the diversity of the participants of the planning team, there is a greater likelihood that a research organization`s scientific, organizational, economic, and employees` needs can be meshed in the strategic plan and facility plan. Recent recommendations from facility planners suggest drawing from diverse fields in building multi-disciplinary planning teams: Architecture, engineering, natural science, social psychology, and strategic planning (Gibson,1993). For organizations undergoing significant operational or culture change, the master facility planning team should also include members with expertise in organizational effectiveness, industrial engineering, human resources, and environmental psychology. A recent planning and design project provides an example which illustrates the use of an expanded multi-disciplinary team engaged in planning laboratory renovations for a research organization undergoing programmatic re-direction. The purpose of the proposed poster session is to present a multi-disciplinary master facility planning process linked to an organization`s strategic planning process or organizational strategies.

In this paper, the metric used is the so-called "injection distance", introduced by Silva and Kschischang. A Gilbert-Varshamov bound for such codes is derived. Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions. In 2009 Estonia approved the National Development Plan for the Energy Sector, including the nuclear energy option. This can be realized by construction of a nuclear power plant (NPP) in Estonia or by participation in neighboring nuclear projects (e.g., Lithuania and/or Finland). Either option requires the availability of competent personnel. It is necessary to prepare specialists with expertise in all aspects related to nuclear infrastructure and to meet workforce needs (e.g. energy enterprises, public agencies, municipalities). Coho Salmon Master Plan, Clearwater River Basin.

The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities. The Nez Perce Tribe recognizes that there are factors which may limit the success of coho reintroduction. As a result of these uncertainties, the Nez Perce Tribe proposes to utilize a phased approach for coho reintroductions. This Master Plan seeks authorization and funding to move forward to Step 2 in the Northwest Power and Conservation Council 3-Step review process to further evaluate Phase I of the coho reintroduction program, which would focus on the establishment of a localized coho salmon stock capable of enduring the migration to the Clearwater River subbasin. To achieve this goal, the Nez Perce Tribe proposes to utilize space at existing Clearwater River subbasin hatchery facilities in concert with the construction of two low-tech acclimation facilities, to capitalize on the higher survival observed for acclimated versus direct stream released coho. In addition, Phase I would document the natural productivity of localized coho salmon released in two targeted tributaries within the Clearwater River subbasin. If Phase I is successful at establishing a localized coho salmon stock in an abundance capable of filling existing hatchery space, the rates of natural productivity are promising, and the interspecific interactions between coho and sympatric resident and anadromous salmonids are deemed acceptable, then Phase II would be triggered. Phase II of the coho reintroduction plan would focus on establishing natural production in a number of Clearwater River subbasin tributaries. To accomplish this goal, Phase II would utilize existing Clearwater River subbasin hatchery facilities, and expand facilities at the Nez Perce Tribal Hatchery Site 1705 facility to rear approximately 687,700 smolts annually for use in a rotating supplementation schedule. In short, this document identifies a proposed alternative (Phase I), complete with estimates of capital, operations and maintenance, monitoring and evaluation, and permitting that is anticipated to raise average smolt replacement rates from 0.73 (current) to 1.14 using primarily existing facilities, with a limited capital investment for low-tech acclimation facilities. A Master Equation for Gravitational Decoherence: Probing the Textures of Spacetime

We give a first principles derivation of a master equation for the evolution of a quantum matter field in a linearly perturbed Minkowski spacetime, based solely on quantum field theory and general relativity. We make no additional assumptions nor introduce extra ingredients, as is often done in alternative quantum theories. When the quantum matter field is projected to a one-particle state, the master equation for a non-relativistic quantum particle in a weak gravitational field predicts decoherence in the energy basis, in contrast to most existing theories of gravitational decoherence. We point out the gauge nature of time and space reparameterizations in matter-gravity couplings, and warn that `intrinsic' decoherence or alternative quantum theories invoking stochastic dynamics arising from temporal or spatial fluctuations violate this fundamental symmetry of classical general relativity. Interestingly we find that the decoherence rate depends on extra parameters other than the Planck scale, an important feature of gravitational decoherence. This is similar to the dependence of the decoherence rate of a quantum Brownian particle to the temperature and spectral density of the environment it interacts with. The corresponding features when gravity acts as an environment in decohering quantum objects are what we call the `textures' of spacetime. We point out the marked difference between the case when gravity is represented as a background spacetime versus the case when gravity acts like a thermodynamic bath to quantum particles. This points to the possibility of using gravitational decoherence measurements to discern whether gravity is intrinsically elemental or emergent.

Use of precracked Charpy and smaller specimens to establish the master curve

The current provisions used in the U.S. Code of Federal Regulations for the determination of the fracture toughness of reactor pressure vessel steels employs an assumption that there is a direct correlation between K{sub Ic} lower-bound toughness and the Charpy V-notch transition curve. Such correlations are subject to scatter from both approaches which weakens the reliability of fracture mechanics-based analyses. In this study, precracked Charpy and smaller size specimens are used in three-point static bend testing to develop fracture mechanics based K{sub k} values. The testing is performed under carefully controlled conditions such that the values can be used to predict the fracture toughness performance of large specimens. The concept of a universal transition curve (master curve) is applied. Data scatter that is characteristic of commercial grade steels and their weldments is handled by Weibull statistical modeling. The master curve is developed to describe the median K{sub Jc} fracture toughness for 1T size compact specimens. Size effects are modeled using weakest-link theory and are studied for different specimen geometries. It is shown that precracked Charpy specimens when tested within their confined validity limits follow the weakest-link size-adjustment trend and predict the fracture toughness of larger specimens. Specimens of smaller than Charpy sizes (5 mm thick) exhibit some disparities in results relative to weakest-link size adjustment prediction suggesting that application of such adjustment to very small specimens may have some limitations.

Nonlinear thermodynamic quantum master equation: Properties and examples

The quantum master equation obtained from two different thermodynamic arguments is seriously nonlinear. We argue that, for quantum systems, nonlinearity occurs naturally in the step from reversible to irreversible equations and we analyze the nature and consequences of the nonlinear contribution. The thermodynamic nonlinearity naturally leads to canonical equilibrium solutions and extends the range of validity to lower temperatures. We discuss the Markovian character of the thermodynamic quantum master equation and introduce a solution strategy based on coupled evolution equations for the eigenstates and eigenvalues of the density matrix. The general ideas are illustrated for the two-level system and for the damped harmonic oscillator. Several conceptual implications of the nonlinearity of the thermodynamic quantum master equation are pointed out, including the absence of a Heisenberg picture and the resulting difficulties with defining multitime correlations.

The need for further sophistication of an already complex serial CAMAC control system at Fermilab led to the development of an Auxilary/Master CAMAC Crate Controller. The controller contains a Motorola 6800 microprocessor, 2K bytes of RAM, and 8K bytes of PROM memory. Bussed dataway lines are time shared with CAMAC signals to provide memory expansion and direct addressing of peripheral devices without the need of external cabling. The Auxiliary/Master Crate Controller (A/MCC) can function as either a Master, i.e., stand alone, crate controller or as an Auxiliary controller to Fermilab's Serial Crate Controller (SCC). Two modules, one single- and one double-width, make up an A/ MCC. The microprocessor has one nonmaskable and one maskable vectored interrupt. Time sharing the dataway between SCC programmed and block transfer generated dataway cycles and A/MCC operations still allows a 99 percent microprocessor CPU busy time. Since the conception of the A/MCC, there has been an increasing number of control system-related projects proposed which would not have been possible or would have been very difficult to implement without such a device. The first such application now in use at Fermilab is a stand-alone control system for a mass spectrometer experiment in the Main Ring Internal Target Area. This application in addition to other proposed A/MCC applications, both stand-alone and auxiliary, is discussed. (auth)

The Yakima Urban Growth Area (UGA) is a developing and growing urban area in south-central Washington. Despite increased development, the Yakima River and its tributaries within the UGA continue to support threatened populations of summer steelhead and bull trout as well as a variety of non-listed salmonid species. In order to provide for the maintenance and recovery of these species, while successfully planning for the continued growth and development within the UGA, the City of Yakima has undertaken the Yakima Habitat Improvement Project. The overall goal of the project is to maintain, preserve, and restore functioning fish and wildlife habitat within and immediately surrounding the Yakima UGA over the long term. Acquisition and protection of the fish and wildlife habitat associated with key properties in the UGA will prevent future subdivision along riparian corridors, reduce further degradation or removal of riparian habitat, and maintain or enhance the long term condition of aquatic habitat. By placing these properties in long-term protection, the threat of development from continued growth in the urban area will be removed. To most effectively implement the multi-year habitat acquisition and protection effort, the City has developed this Master Plan. The Master Plan provides the structure and guidance for future habitat acquisition and restoration activities to be performed within the Yakima Urban Area. The development of this Master Plan also supports several Reasonable and Prudent Alternatives (RPAs) of the NOAA Fisheries 2000 Biological Opinion (BiOp), as well as the Water Investment Action Agenda for the Yakima Basin, local planning efforts, and the Columbia Basin Fish and Wildlife Authority's 2000 Fish and Wildlife Program. This Master Plan also provides the framework for coordination of the Yakima Habitat Improvement Project with other fish and wildlife habitat acquisition and protection activities currently being implemented in the area. As a result of the planning effort leading to this Master Plan, a Technical Working Group (TWG) was established that represents most, if not all, fish and wildlife agencies/interests in the subbasin. This TWG met regularly throughout the planning process to provide input and review and was instrumental in the development of this plan. Preparation of this plan included the development of a quantitative prioritization process to rank 40,000 parcels within the Urban Growth Area based on the value of fish and wildlife habitat each parcel provided. Biological and physical criteria were developed and applied to all parcels through a GIS-based prioritization model. In the second-phase of the prioritization process, the TWG provided local expert knowledge and review of the properties. In selecting the most critical areas within the Urban Growth Area for protection, this project assessed the value of fish and wildlife habitat on the Yakima River. Well-developed habitat acquisition efforts (e.g., Yakima River Basin Water Enhancement Project by the Bureau of Reclamation and Yakama Nation acquisition projects) are already underway on the Yakima River mainstem. These efforts, however, face several limitations in protection of floodplain function that could be addressed through the support of the Yakima Habitat Improvement Project. This Master Plan integrates tributary habitat acquisition efforts with those ongoing on the Yakima River to best benefit fish and wildlife in the Urban Growth Area. The parcel ranking process identified 25 properties with the highest fish and wildlife value for habitat acquisition in the Yakima Urban Area. These parcels contain important fish and wildlife corridors on Ahtanum and Wide Hollow Creeks and the Naches River. The fifteen highest-ranking parcels of the 25 parcels identified were considered very high priority for protection of fish and wildlife habitat. These 15 parcels were subsequently grouped into four priority acquisition areas. A synthetic magnetic diagnostics code for fusion equilibria is presented. This code calculates the response of various magnetic diagnostics to the equilibria produced by the VMEC and PIES codes. This allows for treatment of equilibria with both good nested flux surfaces and those with stochastic regions. DIAGNO v2.0 builds upon previous codes through the implementation of a virtual casing principle. The code is validated against a vacuum shot on the Large Helical Device (LHD) where the vertical field was ramped. As an exercise of the code, the diagnostic response for various equilibria are calculated on the LHD.

This report describes the source term estimation codes, XSORs. The codes are written for three pressurized water reactors (Surry, Sequoyah, and Zion) and two boiling water reactors (Peach Bottom and Grand Gulf). The ensemble of codes has been named ``XSOR``. The purpose of XSOR codes is to estimate the source terms which would be released to the atmosphere in severe accidents. A source term includes the release fractions of several radionuclide groups, the timing and duration of releases, the rates of energy release, and the elevation of releases. The codes have been developed by Sandia National Laboratories for the US Nuclear Regulatory Commission (NRC) in support of the NUREG-1150 program. The XSOR codes are fast running parametric codes and are used as surrogates for detailed mechanistic codes. The XSOR codes also provide the capability to explore the phenomena and their uncertainty which are not currently modeled by the mechanistic codes. The uncertainty distributions of input parameters may be used by an. XSOR code to estimate the uncertainty of source terms.

Abstract—We construct new MDS or near-MDS self-dual codes over large finite fields. In particular we show that there exists a Euclidean self-dual MDS code of length n = q over GF (q) whenever q = 2 m (m ? 2) using a Reed-Solomon (RS) code and its extension. It turns out that this MDS self-dual code is an extended duadic code. We construct Euclidean self-dual near-MDS codes of length n = q ? 1 over GF (q) from RS codes when q ? 1 (mod 4) and q ? 113. We also construct many new MDS self-dual codes over GF (p) of length 16 for primes 29 ? p ? 113. Finally we construct Euclidean/Hermitian self-dual MDS codes of lengths up to 14 over GF (q 2) where q = 19, 23, 25, 27, 29.

The design of wind turbine components is becoming more critical as turbines become lighter and more dynamically active. Computer codes that will reliably predict turbine dynamic response are, therefore, more necessary than before. However, predicting the dynamic response of very slender rotating structures that operate in turbulent winds is not a simple matter. Even so, codes for this purpose have been developed and tested in North America and in Europe, and it is important to disseminate information on this subject. The purpose of this workshop was to allow those involved in the wind energy industry in the US to assess the progress invalidation of the codes most commonly used for structural/aero-elastic wind turbine simulation. The theme of the workshop was, ``How do we know it`s right``? This was the question that participants were encouraged to ask themselves throughout the meeting in order to avoid the temptation of presenting information in a less-than-critical atmosphere. Other questions posed at the meeting are: What is the proof that the codes used can truthfully represent the field data? At what steps were the codes tested against known solutions, or against reliable field data? How should the designer or user validate results? What computer resources are needed? How do codes being used in Europe compare with those used in the US? How does the code used affect industry certification? What can be expected in the future?

A new class of mechanical code comparators is described which have broad potential for application in safety, surety, and security applications. These devices can be implemented as micro-scale electromechanical systems that isolate a secure or otherwise controlled device until an access code is entered. This access code is converted into a series of mechanical inputs to the mechanical code comparator, which compares the access code to a pre-input combination, entered previously into the mechanical code comparator by an operator at the system security control point. These devices provide extremely high levels of robust security. Being totally mechanical in operation, an access control system properly based on such devices cannot be circumvented by software attack alone.

Quantum convolutional stabilizer codes

Quantum error correction codes were introduced as a means to protect quantum information from decoherance and operational errors. Based on their approach to error control, error correcting codes can be divided into two different classes: block codes and convolutional codes. There has been significant development towards finding quantum block codes, since they were first discovered in 1995. In contrast, quantum convolutional codes remained mainly uninvestigated. In this thesis, we develop the stabilizer formalism for quantum convolutional codes. We define distance properties of these codes and give a general method for constructing encoding circuits, given a set of generators of the stabilizer of a quantum convolutional stabilizer code, is shown. The resulting encoding circuit enables online encoding of the qubits, i.e., the encoder does not have to wait for the input transmission to end before starting the encoding process. We develop the quantum analogue of the Viterbi algorithm. The quantum Viterbi algorithm (QVA) is a maximum likehood error estimation algorithm, the complexity of which grows linearly with the number of encoded qubits. A variation of the quantum Viterbi algorithm, the Windowed QVA, is also discussed. Using Windowed QVA, we can estimate the most likely error without waiting for the entire received sequence.

While several approaches reduce energy use such as appliance standards and utility programs, enforcing state building energy codes is one of the most promising. However, one of the challenges is to understand the rate of compliance within the building community. Utility companies typically use these codes as the baseline for providing incentives to builders participating in utility-sponsored residential new construction (RNC) programs. A 218 neutron group master cross section library for criticality safety studies

The AMPX system was used to generate a P$sub 3$ 218 neutron group master cross-section library from ENDF/B-IV data for the fuel, structural, and neutron- absorbing materials tabulated. The library is the data base for the generation of broad-group cross sections for shipping cask calculations and other criticality safety analyses using codes such as KENO and ANISN. Selection of the fine-group energy structure for the 3-eV to 20-MeV energy range included consideration of the resonance structure of prominent nuclei, the thresholds of important reactions, and the fission spectra. For 10$sup -5$ less than or equal to E/sub n/ less than 3 eV, 78 closely spaced thermal groups were chosen to examine the effects of low-energy resonances and thermal-neutron upscatter. Distribution of the 218 groups within the Hansen-Roach 16-group boundaries is shown. Adequacy of the group structure and validity of selected data sets from the library were tested by P$sub 3$S$sub 8$ XSDRNPM calculations of k-eff for two benchmark critical experiments; first, the 4.9 percent-enriched UO$sub 2$F$sub 2$- H$sub 2$O solution critical sphere experiment of Johnson and Cronin was analyzed, and, second, the 93.2 percent-enriched UO$sub 2$F$sub 2$-H$sub 2$O solution critical sphere experiment of Fox was analyzed. The Office of Civilian Radioactive Waste Management (OCRWM) Test and Evaluation Master Plan (TEMP) describes the program Test and Evaluation (T&E) policy, objectives, requirements, general methodology (test flow and description of each T&E phase), responsibilities, and scheduling of test phases for the Civilian Radioactive Waste Management System (CRWMS). This TEMP is a program-level management planning document for al CRWMS T&E activities and will be used in conjunction with Section 11 of the Quality Assurance Requirements and Description (QARD), as appropriate, as a guide for the projects in developing their T&E plans. In the OCRWM document hierarchy, that is described in the OCRWM Systems Engineering Management Plan (SEMP), the TEMP is subordinate to the program SEMP. To ensure CRWMS operates as an integrated system, the plans for verifying the performance and evaluating the operational suitability and effectiveness of the overall system are also described. Test and evaluation is an integral part of the systems engineering process. Remote telerobotic replacement for master-slave manipulator

A remotely replaceable telerobotic manipulator (TRM) has been developed and deployed at the Defense Waste Processing Facility (DWPF) in support of its radioactive operation. The TRM replaces a Master-Slave Manipulator (MSM). The TRM is in use for both routine and recovery operations for the radioactive waste vitrification melter, the primary production device within the DWPF. The arm was designed for deployment and operation using an existing MSM penetration. This replacement of an existing MSM with a high power robotic device demonstrates the capability to perform similar replacement in other operating facilities. The MSM`s were originally deployed in the DWPF to perform routine light capacity tasks. During the testing phase of the DWPF, prior to its radioactive startup in 5/96, the need to remove glass deposits that can form at the melter discharge during filling of glass containment canisters was identified. The combination of high radiation and contamination in the DWPF melter cell during radioactive operation eliminated personnel entry as a recovery option. Therefore remote cleaning methods had to be devised. The MSM`s had neither the reach nor the strength required for this task. It became apparent that a robust manipulator arm would be required for recovery from these potential melter discharge pluggage events. The existing wall penetrations, used for the MSM`s, could not be altered for seismic and radiological reasons. The new manipulator was required to be of considerable reach, due to existing physical layout, and strength, due to the glass removal requirement. Additionally, the device would have to compatible with high radiation and remote crane installation. The physical size of the manipulator and the weight of components must be consistent with the existing facilities. It was recognized early-on that a manipulator of sufficient strength to recover from a pluggage event would require robotic functions to constrain undesirable motions.

Coded modulation with Low Density Parity Check codes

This thesis proposes the design of Low Density Parity Check (LDPC) codes for cases where coded modulation is used. We design these codes by extending the idea of Density Evolution (DE) that has been introduced as a powerful tool to analyze LDPC codes. We first discuss methods by which we can design these codes for higher order constellations like 8 Phase Shift Keying (PSK) and 16 Quadrature Amplitude Modulation (QAM). We present simulation results that are within 0.22 dB and 0.4 dB within the constrained capacity of 8 PSK and 16 QAM constellations respectively in an Additive White Gaussian Noise (AWGN) channel. In the second part, we investigate serial concatenation of LDPC codes and minimum shift keying (MSK) with iterative decoding. We show that the design of LDPC codes is crucially dependent on the realization of the MSK modulator. For MSK modulators with non-recursive continuous phase encoders (CPEs), optimal codes for BPSK are optimal whereas for MSK modulators with recursive CPEs the BPSK codes are not optimal. We show that for non-recursive CPEs, iterative demodulation and decoding is not required even though the CPE has memory. However, iterative demodulation is essential for recursive CPEs. For recursive CPEs, we design LDPC codes using density evolution and differential evolution by looking at the graph structure of the CPE and considering message passing between both these codes. The resulting codes provide significantly improved performance over the existing codes.

BECP supports successful compliance by making no-cost compliance tools, REScheck(tm) and COMcheck(tm), and other resources widely available to everyone. BECP has also developed several resources to help states uniformly assess the rate of compliance with their energy codes for residential and commercial buildings. It is important to note that regardless of the level of enforcement, as a law the building owner/developer is ultimately responsible to comply with the energy code. Compliance will be increased if the adopting agency prepares the building construction community to comply with the energy code and provides resources to code officials to enforce it.

MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. MELCOR is being developed at Sandia National Laboratories for the U.S. Nuclear Regulatory Commission as a second-generation plant risk assessment tool and the successor to the Source Term Code Package. A broad spectrum of severe accident phenomena in both boiling and pressurized water reactors is treated in MELCOR in a unified framework. These include: thermal-hydraulic response in the reactor coolant system, reactor cavity, containment, and confinement buildings; core heatup, degradation, and relocation; core-concrete attack; hydrogen production, transport, and combustion; fission product release and transport; and the impact of engineered safety features on thermal-hydraulic and radionuclide behavior. Current uses of MELCOR include estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. This publication of the MELCOR computer code manuals corresponds to MELCOR 1.8.3, released to users in August, 1994. Volume 1 contains a primer that describes MELCOR`s phenomenological scope, organization (by package), and documentation. The remainder of Volume 1 contains the MELCOR Users Guides, which provide the input instructions and guidelines for each package. Coarse-Graining Can Beat the Rotating Wave Approximation in Quantum Markovian Master Equations

We present a first-principles derivation of the Markovian semi-group master equation without invoking the rotating wave approximation (RWA). Instead we use a time coarse-graining approach which leaves us with a free timescale parameter, which we can optimize. Comparing this approach to the standard RWA-based Markovian master equation, we find that significantly better agreement is possible using the coarse-graining approach, for a three-level model coupled to a bath of oscillators, whose exact dynamics we can solve for at zero temperature. The model has the important feature that the RWA has a non-trivial effect on the dynamics of the populations. We show that the two different master equations can exhibit strong qualitative differences for the population of the energy eigenstates even for such a simple model. The RWA-based master equation misses an important feature which the coarse-graining based scheme does not. By optimizing the coarse-graining timescale the latter scheme can be made to approach the exact solution much more closely than the RWA-based master equation.

The HOTSPOT Health Physics codes were created to provide Health Physics personnel with a fast, field-portable calculation tool for evaluating accidents involving radioactive materials. HOTSPOT codes are a first-order approximation of the radiation effects associated with the atmospheric release of radioactive materials. HOTSPOT programs are reasonably accurate for a timely initial assessment. More importantly, HOTSPOT codes produce a consistent output for the same input assumptions and minimize the probability of errors associated with reading a graph incorrectly or scaling a universal nomogram during an emergency. The HOTSPOT codes are designed for short-term (less than 24 hours) release durations. Users requiring radiological release consequences for release scenarios over a longer time period, e.g., annual windrose data, are directed to such long-term models as CAPP88-PC (Parks, 1992). Users requiring more sophisticated modeling capabilities, e.g., complex terrain; multi-location real-time wind field data; etc., are directed to such capabilities as the Department of Energy`s ARAC computer codes (Sullivan, 1993). Four general programs -- Plume, Explosion, Fire, and Resuspension -- calculate a downwind assessment following the release of radioactive material resulting from a continuous or puff release, explosive release, fuel fire, or an area contamination event. Other programs deal with the release of plutonium, uranium, and tritium to expedite an initial assessment of accidents involving nuclear weapons. Additional programs estimate the dose commitment from the inhalation of any one of the radionuclides listed in the database of radionuclides; calibrate a radiation survey instrument for ground-survey measurements; and screen plutonium uptake in the lung (see FIDLER Calibration and LUNG Screening sections).

Using MotorMaster to Track Motor Inventory and Analyze Purchasing Decisions

MotorMaster 4.0 can be a useful software package for electric motor management decisions in industrial facilities. To be successful, the MotorMaster database must be populated with detailed motor nameplate information. Georgia Tech worked with a large, motor intensive chemical manufacturing plant to collect motor nameplate information on motors 60 hp or larger and populate the motor database. Approximately 130 motors were identified and surveyed. The completed motor database is used to track maintenance actions and to analyze motor replacement options. The approach used to secure and enter motor nameplate data along with examples of purchasing analyses completed will be presented. The success of the MotorMaster software with large motors has convinced the firm to expand its use to smaller horsepower motors.

Quantum operations are usually defined as completely positive (CP), trace preserving (TP) maps on quantum states, and can be represented by operator-sum or Kraus representations. In this paper, we calculate operator-sum representation and master equation of an exactly solvable dynamic of one-qubit open system in layered environment . On the other hand, we obtain exact Nakajima-Zwanzig (NZ) and time-convolutionless (TCL) master equation from the maps. Finally, we study a simple example to consider the relation between CP maps and initial quantum correlation and show that vanishing initial quantum correlation is not necessary for CP maps.

Network Coded Transmission of Fountain Codes over Cooperative Relay Networks

In this paper, a transmission strategy of fountain codes over cooperative relay networks is proposed. When more than one relay nodes are available, we apply network coding to fountain-coded packets. By doing this, partial information is made available to the destination node about the upcoming message block. It is therefore able to reduce the required number of transmissions over erasure channels, hence increasing the effective throughput. Its application to wireless channels with Rayleigh fading and AWGN noise is also analysed, whereby the role of analogue network coding and optimal weight selection is demonstrated.

We present a comparison between results obtained from standard accelerator physics codes used for the design and analysis of synchrotrons and storage rings, with programs SYNCH, MAD, HARMON, PATRICIA, PATPET, BETA, DIMAD, MARYLIE and RACE-TRACK. In our analysis we have considered 5 (various size) lattices with large and small angles including AGS Booster (10/degree/ bend), RHIC (2.24/degree/), SXLS, XLS (XUV ring with 45/degree/ bend) and X-RAY rings. The differences in the integration methods used and the treatment of the fringe fields in these codes could lead to different results. The inclusion of nonlinear (e.g., dipole) terms may be necessary in these calculations specially for a small ring. 12 refs., 6 figs., 10 tabs.

Experience is described with use of a fast-running Stirling engine optimization code developed at Argonne intended for public release. Stirling engine modeling is provided by the SEAM1 thermodynamic code. An interface was written to combine SEAM1 with a general optimization code and assess maximum component stress levels. Thus full engine thermodynamic and structural simulation is done during the optimization process. Several examples of the use of this code to optimize the GPU-3 engine are described. In one case efficiency was improved by over 25%.

Role of initial system-environment correlations: A master equation approach

In order to achieve practical implementations of emerging quantum technologies, it is important to have a firm understanding of the dynamics of realistic quantum open systems. Master equations provide a widely used tool in this regard. In this work, we first construct a master equation valid for weak system-environment coupling. The master equation we construct explicitly takes into account the effect of initial system-environment correlations. We then investigate the role of initial system-environment correlations using this master equation for a system consisting of many two-level atoms interacting with a common environment. We show that, in general, due to the initial system-environment correlations, the quantum state of the system can evolve at a faster time-scale. Moreover, we also consider different initial state preparations, and demonstrate that the influence of the initial correlations depends on the initial state preparation. Our results can be of interest to many topics based on quantum open systems where system-environment correlation effects have been neglected before.

In 1973, the organization of state building code officials asked the National Bureau of Standards for guidelines on energy conservation to be incorporated into state building codes. Prescriptive codes on the proper approach became quite controversial. One group advocated a prescriptive type of code under which all building components influencing energy consumption would be individually specified. A second group favored an overall energy consumption budget for buildings expressed in Btu/sq ft of floor area/yr. Then it was conceded that different buildings required different specifications. This article illustrates some specific examples of why building codes to conserve energy must permit a trade-off between the various components of a building. (MCW)

Surface code implementation of block code state distillation

State distillation is the process of taking a number of imperfect copies of a particular quantum state and producing fewer better copies. Until recently, the lowest overhead method of distilling states |A>=(|0>+e^{i\\pi/4}|1>)/\\sqrt{2} produced a single improved |A> state given 15 input copies. New block code state distillation methods can produce k improved |A> states given 3k+8 input copies, potentially significantly reducing the overhead associated with state distillation. We construct an explicit surface code implementation of block code state distillation and quantitatively compare the overhead of this approach to the old. We find that, using the best available techniques, for parameters of practical interest, block code state distillation does not always lead to lower overhead, and, when it does, the overhead reduction is typically less than a factor of three.
