    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    Emissions from marine vessels are being scrutinized as a major contributor to the total particulate matter (TPM), oxides of sulfur (SOx) and oxides of nitrogen (NOx) environmental loading. Fuel sulfur control is the key to SOx reduction. Significant reductions in the emissions from on-road vehicles have been achieved in the last decade and the emissions from these vehicles will be reduced by another order of magnitude in the next five years: these improvements have served to emphasize the need to reduce emissions from other mobile sources, including off road equipment, locomotives, and marine vessels. Diesel-powered vessels of interest include ocean going vessels with low- and medium-speed engines, as well as ferries with high speed engines, as discussed below. A recent study examined the use of intake water injection (WIS) and ultra low sulfur diesel (ULSD) to reduce the emissions from a high-speed passenger ferry in southern California. One of the four Detroit Diesel 12V92 two-stroke high speed engines that power the Waverider (operated by SCX, inc.) was instrumented to collect intake airflow, fuel flow, shaft torque, and shaft speed. Engine speed and shaft torque were uniquely linked for given vessel draft and prevailing wind and sea conditions. A raw exhaust gas sampling system was utilized to measure the concentration of NOx, carbon dioxide (CO2), and oxygen (O2) and a mini dilution tunnel sampling a slipstream from the raw exhaust was used to collect TPM on 70 mm filters. The emissions data were processed to yield brake-specific mass results. The system that was employed allowed for redundant data to be collected for quality assurance and quality control. To acquire the data, the Waverider was operated at five different steady state speeds. Three modes were in the open sea off Oceanside, CA, and idle and harbor modes were also used. Data have showed that the use of ULSD along with water injection (WIS) could significantly reduce the emissions of NOx and PM

    This report presents the preliminary findings from the first phase of the Environmental Survey of the US Department of Energy (DOE) Morgantown Energy Technology Center (METC) conducted November 30 through December 4, 1987. In addition, the preliminary findings of the Laramie Project Office (LPO) Survey, which was conducted as part of the METC Survey on January 25 through 29, 1988, are presented in Appendices E and F. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with METC. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at METC, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities at METC. The Sampling and Analysis Plan will be executed by the Oak Ridge National Laboratory (ORNL). When completed, the results will be incorporated into the METC Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the Survey METC. 60 refs., 28 figs., 43 tabs.

Its goal is to focus energy research and development to develop engineered fossil fuel systems, that are economically viable and environmentally sound, for commercial application. There is clear evidence that, since the 1991 Tiger Team Assessment, substantial progress has been made by both FE and METC in most aspects of their ES&H program. The array of new and restructured organizations, systems, and programs at FE and METC; increased assignments of staff to support these initiatives; extensive training activities; and the maturing planning processes, all reflect a discernable, continuous improvement in the quality of the ES&H performance.

    This scoping study describes the underlying data resources and an analysis tool for a demand response assessment specifically tailored toward the needs of the Modern Grid Initiatives Demonstration Field Test in Phase II in Morgantown, WV. To develop demand response strategies as part of more general distribution automation, automated islanding and feeder reconfiguration schemes, an assessment of the demand response resource potential is required. This report provides the data for the resource assessment for residential customers and describes a tool that allows the analyst to estimate demand response in kW for each hour of the day, by end-use, season, day type (weekday versus weekend) with specific saturation rates of residential appliances valid for the Morgantown, WV area.

    This study describes the predicted response of Unit One at the Browns Ferry Nuclear Plant to a postulated complete failure to scram following a transient occurrence that has caused closure of all Main Steam Isolation Valves (MSIVs). This hypothetical event constitutes the most severe example of the type of accident classified as Anticipated Transient Without Scram (ATWS). Without the automatic control rod insertion provided by scram, the void coefficient of reactivity and the mechanisms by which voids are formed in the moderator/coolant play a dominant role in the progression of the accident. Actions taken by the operator greatly influence the quantity of voids in the coolant and the effect is analyzed in this report. The progression of the accident sequence under existing and under recommended procedures is discussed. For the extremely unlikely cases in which equipment failure and wrongful operator actions might lead to severe core damage, the sequence of emergency action levels and the associated timing of events are presented.

    Analyses of postulated Anticipated Transients Without Scram (ATWS) were performed at the Idaho National Engineering Laboratory (INEL). The Browns Ferry Nuclear Plant Unit 1 (BFNP1) was selected as the subject of this work because of the cooperation of the Tennessee Valley Authority (TVA). The work is part of the Severe Accident Sequence Analysis (SASA) Program of the US Nuclear Regulatory Commission (NRC). A Main Steamline Isolation Valve (MSIV) closure served as the transient initiator for these analyses, which proceeded a complete failure to scram. Results from the analyses indicate that operator mitigative actions are required to prevent overpressurization of the primary containment. Uncertainties remain concerning the effectiveness of key mitigative actions. The effectiveness of level control as a power reduction procedure is limited. Power level resulting from level control only reduce the Pressure Suppression Pool (PSP) heatup rate from 6 to 4F/min.

    This paper discusses two preliminary MSIV clsoure ATWS calculations done using the RAMONA-3B code and the work being done to create the necessary cross section sets for the Browns Ferry Unit 1 reactor. The RAMONA-3B code employs a three-dimensional neutron kinetics model coupled with one-dimensional, four equation, nonhomogeneous, nonequilibrium thermal hydraulics. To be compatible with 3-D neutron kinetics, the code uses parallel coolant channels in the core. It also includes a boron transport model and all necessary BWR components such as jet pump, recirculation pump, steam separator, steamline with safety and relief valves, main steam isolation valve, turbine stop valve, and turbine bypass valve. A summary of RAMONA-3B neutron kinetics and thermal hydraulics models is presented in the Appendix.

    The Anticipated Transient Without Scram (ATWS) is known to be a dominant accident sequence for possible core melt in a Boiling Water Reactor (BWR). A recent Probabilistic Risk Assessment (PRA) analysis for the Browns Ferry nuclear power plant indicates that ATWS is the second most dominant transient for core melt in BWR/4 with Mark I containment. The most dominant sequence being the failure of long term decay heat removal function of the Residual Heat Removal (RHR) system. Of all the various ATWS scenarios, the Main Steam Isolation Valve (MSIV) closure ATWS sequence was chosen for present analysis because of its relatively high frequency of occurrence and its challenge to the residual heat removal system and containment integrity. The objective of this paper is to discuss four MSIV closure ATWS calculations using the RAMONA-3B code. The paper is a summary of a report being prepared for the USNRC Severe Accident Sequence Analysis (SASA) program which should be referred to for details. 10 refs., 20 figs., 3 tabs.

    A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

  17. Application of the Ferris test methods for estimating hydraulic properties near a river boundary

    Standard hydraulic test methods, such as constant-rate pumping tests, may be impractical for characterizing hazardous waste sites located near fluctuating hydrologic boundaries such as rivers or oceans. An alternate approach for hydrologic characterization at these locations is to analyze the groundwater responses associated with river-stage or tidal fluctuations to aquifer properties (i.e., hydraulic diffusivity). Based on this approach, aquifer properties were determined for an area adjoining the Columbia River on the Hanford Site using two sinusoidal analysis techniques described in Ferris (1952, 1963). The first method uses the observed groundwater time-lag response, the second uses the amplitude ratio of well water level to river stage. Both techniques assume the river fluctuations can be approximated by a sinusoidal pattern. A range for hydraulic conductivity was calculated based on the hydraulic diffusivity estimates obtained from the methods together with the known aquifer thickness (50 ft) and assumed specific yield (0.1). The analysis methods produced two overlapping hydraulic conductivity ranges, with the Ferris time-lag analysis method forming the upper bound of the range, and the Ferris well water-level/river-stage amplitude ratio method forming the lower bound. Results from a nearby standard constant-rate discharge aquifer test were also examined for comparison. These results were within the upper bound of the hydraulic conductivity range.

    Aiming to explore low-cost redox flow battery systems, a novel iron-polysulfide (Fe/S) flow battery has been demonstrated in a laboratory cell. This system employs alkali metal ferri/ferrocyanide and alkali metal polysulfides as the redox electrolytes. When proper electrodes, such as pretreated graphite felts, are used, 78% energy efficiency and 99% columbic efficiency are achieved. The remarkable advantages of this system over current state-of-the-art redox flow batteries include: 1) less corrosive and relatively environmentally benign redox solutions used; 2) excellent energy and utilization efficiencies; 3) low cost for redox electrolytes and cell components. These attributes can lead to significantly reduced capital cost and make the Fe/S flow battery system a promising low-cost energy storage technology. The major drawbacks of the present cell design are relatively low power density and possible sulfur species crossover. Further work is underway to address these concerns.

    This report describes the environmental radiological monitoring program conducted by TVA in the vicinity of Browns Ferry Nuclear Plant (BFN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas not influenced by plant operations. Station locations are selected after careful consideration of the weather patterns and projected radiation doses to the various areas around the plant. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. Results from stations near the plant are compared with concentrations from control stations and with preoperational measurements to determine potential impacts of plant operations. Small amounts of Co-60 and Cs-134 were found in sediment samples downstream from the plant. This activity in stream sediment would result in no measurable increase over background in the dose to the general public.

    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The five detailed deterministic simulations of postulated ATWS sequences were initiated from a main steamline isolation valve (MSIV) closure. The subject of the analysis was the Browns Ferry Nuclear Plant Unit 1, a boiling water reactor (BWR) of the BWR/4 product line with a Mark I containment. The simulations yielded insights to the possible consequences resulting from a MSIV closure ATWS. An evaluation of the effects of plant safety systems and operator actions on accident progression and mitigation is presented.

    As a part of the charter of the Severe Accident Sequence Analysis (SASA) Program, station blackout transients have been analyzed using a RELAP5 model of the Browns Ferry Unit 1 Plant. The task was conducted as a partial fulfillment of the needs of the US Nuclear Regulatory Commission in examining the Unresolved Safety Issue A-44: Station Blackout (1) the station blackout transients were examined (a) to define the equipment needed to maintain a well cooled core, (b) to determine when core uncovery would occur given equipment failure, and (c) to characterize the behavior of the vessel thermal-hydraulics during the station blackout transients (in part as the plant operator would see it). These items are discussed in the paper. Conclusions and observations specific to the station blackout are presented.

    An assessment of the theoretical and numerical aspects of the computer code, PCGC-2, is made; and the results of the application of this code to the Morgantown Energy Technology Center (METC) advanced gasification facility entrained-flow reactor, ''the gasifier,'' are presented. PCGC-2 is a code suitable for simulating pulverized coal combustion or gasification under axisymmetric (two-dimensional) flow conditions. The governing equations for the gas and particulate phase have been reviewed. The numerical procedure and the related programming difficulties have been elucidated. A single-particle model similar to the one used in PCGC-2 has been developed, programmed, and applied to some simple situations in order to gain insight to the physics of coal particle heat-up, devolatilization, and char oxidation processes. PCGC-2 was applied to the METC entrained-flow gasifier to study numerically the flash pyrolysis of coal, and gasification of coal with steam or carbon dioxide. The results from the simulations are compared with measurements. The gas and particle residence times, particle temperature, and mass component history were also calculated and the results were analyzed. The results provide useful information for understanding the fundamentals of coal gasification and for assessment of experimental results performed using the reactor considered. 69 refs., 35 figs., 23 tabs.

    We propose a new method to infer road networks from GPS trace data and accurately segment road regions in high-resolution aerial images. Unlike previous efforts that rely on GPS traces alone, we exploit image features to infer road networks from noisy trace data. The inferred road network is used to guide road segmentation. We show that the number of image segments spanned by the traces and the trace orientation validated with image features are important attributes for identifying GPS traces on road regions. Based on filtered traces , we construct road networks and integrate them with image features to segmentmore » road regions. Lastly, our experiments show that the proposed method produces more accurate road networks than the leading method that uses GPS traces alone, and also achieves high accuracy in segmenting road regions even with very noisy GPS data.« less

    This study compares results obtained with two U.S. Nuclear Regulatory Commission (NRC)-sponsored codes, MELCOR version 1.8.3 (1.8PQ) and SCDAP/RELAP5 Mod3.1 release C, for the same transient - a low-pressure, short-term station blackout accident at the Browns Ferry nuclear plant. This work is part of MELCOR assessment activities to compare core damage progression calculations of MELCOR against SCDAP/RELAP5 since the two codes model core damage progression very differently.

    During routine channel maintenance, hydraulically dredged sand was tagged with sand coated with fluorescent dye before being deposited as a pile in the thalweg at three sites on the Upper Mississippi River. As discussed in the first two volumes of this report, bathymetry was measured and surface sediments were sampled to study changes in the topography of the disposal pile and the downstream movement of the tagged sand. At all three sites, topographic evidence of the pile disappeared after the first period of high river flow, which was followed by redevelopment of dunes in the disposal area. The tagged sand did not migrate into nearby border areas, backwaters, or sloughs, remaining in the main channel as it moved downstream. This volume presents the results of additional surveys at the Gordon's Ferry and Whitney Island sites. At Gordon's Ferry, 25 bottom cores were taken to examine the three-dimensional distribution of tagged sand in the bottom sediments. The core analyses indicated that much of the tagged sand had been incorporated into the dune structure and that it resided primarily in the crests of the dunes.

    The goal of the Road Transportable Analytical Laboratory (RTAL) Project is the development and demonstration of a system to meet the unique needs of the DOE for rapid, accurate analysis of a wide variety of hazardous and radioactive contaminants in soil, groundwater, and surface waters. This laboratory system has been designed to provide the field and laboratory analytical equipment necessary to detect and quantify radionuclides, organics, heavy metals and other inorganic compounds. The laboratory system consists of a set of individual laboratory modules deployable independently or as an interconnected group to meet each DOE site`s specific needs.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale.     This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

    Fully aware of the nation's need to develop high-risk and long-term research in eastern oil-shale and low-grade oil-shale utilization in general, the US DOE/METC initiated an eastern oil-shale characterization program. In less than 3 months, METC produced shale oil from a selected eastern-US oil shale with a Fischer assay of 8.0 gallons/ton. In view of the relatively low oil yield from this particular oil shale, efforts were directed to determine the process conditions which give the highest oil yield. A 2-inch-diameter electrically heated fluidized-bed retort was constructed, and Celina oil shale from Tennessee was selected to be used as a representative eastern oil shale. After more than 50 runs, the retorting data were analyzed and reviewed and the best oil-yield operating condition was determined. In addition, while conducting the oil-shale retorting experiments, a number of technical problems were identified, addressed, and overcome. Owing to the inherent high rates of heat and mass transfers inside the fluidized bed, the fluidized-bed combustor and retorting appear to be a desirable process technology for an effective and efficient means for oil-shale utilization. The fluidized-bed operation is a time-tested, process-proven, high-throughput, solid-processing operation which may contribute to the efficient utilization of oil-shale energy.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

    Transport infrastructure has a wide array of effects on terrestrial and aquatic ecosystems, and road and railway networks are increasingly being associated with a loss of biodiversity worldwide. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are two legal frameworks that concern physical planning, with the potential to identify, predict, mitigate and/or compensate transport infrastructure effects with negative impacts on biodiversity. The aim of this study was to review the treatment of ecological impacts in environmental assessment of transport infrastructure plans and projects. A literature review on the topic of EIA, SEA, biodiversity and transport infrastructure was conducted, and 17 problem categories on the treatment of biodiversity were formulated by means of a content analysis. A review of environmental impact statements and environmental reports (EIS/ER) produced between 2005 and 2013 in Sweden and the UK was then conducted using the list of problems as a checklist. The results show that the treatment of ecological impacts has improved substantially over the years, but that some impacts remain problematic; the treatment of fragmentation, the absence of quantitative analysis and that the impact assessment study area was in general delimited without consideration for the scales of ecological processes. Actions to improve the treatment of ecological impacts could include improved guidelines for spatial and temporal delimitation, and the establishment of a quantitative framework including tools, methods and threshold values. Additionally, capacity building and further method development of EIA and SEA friendly spatial ecological models can aid in clarifying the costs as well as the benefits in development/biodiversity tradeoffs. - Highlights: • The treatment of ecological impacts in EIA and SEA has improved. • Quantitative methods for ecological impact assessment were rarely used • Fragmentation effects were recognized

    The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

    In 1986, the Desert Research Institute (DRI) conducted an archaeological reconnaissance of a new alignment for the Buckboard Mesa Road on the Nevada Test Site for the Department of Energy (DOE). During this reconnaissance, several archaeological sites of National Register quality were discovered and recorded including a large quarry, site 26Ny4892, and a smaller lithic scatter, site 26Ny4894. Analysis of the debitage at 26Ny4892 indicates that this area was used primarily as a quarry for relatively small cobbles of obsidian found in the alluvium. Lithic reduction techniques used here are designed for efficiently reducing small pieces of toolstone and are oriented towards producing flake blanks from small cores and bifacially reducing exhausted cores. Projectile point cross references indicate that the area has seen at least casual use for about 10,000 years and more sustained use for the last 3,000 years. Initial obsidian hydration measurements indicate sustained use of the quarry for about the last 3,000 years although the loci of activities appear to change over time. Based on this study, the DRI recommends that quarrying activities in the area of 26Ny4892 are sufficiently sampled and that additional investigations into that aspect of prehistoric activity in the area are not necessary. This does not apply to other aspects of prehistoric use. DRI recommends that preconstruction surveys continue to identify nonquarrying, prehistoric utilization of the area. With the increased traffic on the Buckboard Mesa Road, there is a greater potential for vandalism to sites of National Register-quality located near the road. The DRI recommends that during the orientation briefing the workers at the Test Site be educated about the importance of cultural resources and the need for their protection. 202 refs., 41 figs., 52 tabs.

    Methods have been developed to measure in situ the dynamic impact of both road and rail vehicles on the infrastructure and the environment. The resulting data sets have been analysed to quantify the environmental impacts in a transparent manner across both modes. A primary concern is that a small number of vehicles are being operated outside safe or regulatory limits which can have a disproportionate large impact. The analysis enables the various impacts to be ranked across both modes so enabling one to discern the benefits of intermodal transport. The impact of various policy options is considered and how to identify vehicles which can be classified as environmentally friendly. This would require European agreement as many heavy goods vehicle operate across country borders.

    The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland.     Alternative compression ignition engine fuels are of interest both to reduce emissions and to reduce U.S. petroleum fuel demand. A Malaysian Fischer-Tropsch gas-to-liquid fuel was compared with California No.2 diesel by characterizing emissions from over the road Class 8 tractors with Caterpillar 3176 engines, using a chassis dynamometer and full scale dilution tunnel. The 5-Mile route was employed as the test schedule, with a test weight of 42,000 lb. Levels of oxides of nitrogen (NO{sub x}) were reduced by an average of 12% and particulate matter (PM) by 25% for the Fischer-Tropsch fuel over the California diesel fuel. Another distillate fuel produced catalytically from Fischer-Tropsch products originally derived from natural gas by Mossgas was also compared with 49-state No.2 diesel by characterizing emissions from Detroit Diesel 6V-92 powered transit buses, three of them equipped with catalytic converters and rebuilt engines, and three without. The CBD cycle was employed as the test schedule, with a test weight of 33,050 lb. For those buses with catalytic converters and rebuilt engines, NO x was reduced by 8% and PM was reduced by 31% on average, while for those buses without, NO x was reduced by 5% and PM was reduced by 20% on average. It is concluded that advanced compression ignition fuels from non-petroleum sources can offer environmental advantages in typical line haul and city transit applications.

    This road map guides the research and development for formulation and processing of crystal-tolerant glasses, identifying near- and long-term activities that need to be completed over the period from 2014 to 2019. The primary objective is to maximize waste loading for Hanford waste glasses without jeopardizing melter operation by crystal accumulation in the melter or melter discharge riser. The potential applicability to the Savannah River Site (SRS) Defense Waste Processing Facility (DWPF) is also addressed in this road map.
