  4. Design of a physical security perimeter fencing system.

    SciTech Connect (OSTI)

Mack, Thomas Kimball; Ross, Michael P.; Lin, Han Wei

    2010-10-01

Design of a physical security perimeter fencing system requires that security designers provide effective detection, delay, and response functionalities with minimal nuisance alarms. In addition, the designers must take into considerations the security fence system life cycle cost (equipment and grounds maintenance), complexity of the terrain, safety, and environmental conditions (location of where the security fence will be installed). Often, these factors drive the security designers to design a perimeter intrusion detection and assessment system (PIDAS) that includes: (1) larger than desired footprint, (2) one or more animal control fences to minimize the nuisance alarm rate (NAR), and (3) clear zones and an isolation zone to facilitate intrusion detection and assessment by keeping the fence lines clear of vegetation, trash, and other objects that could impede the security system's performance. This paper presents a two-tier PIDAS design that focuses on effective performance specifically in high probability of detection and low NAR that minimizes cost and the footprint of the system.

  7. Using Snow Fences to Augument Fresh Water Supplies in Shallow Arctic Lakes

    SciTech Connect (OSTI)

    Stuefer, Svetlana

    2013-03-31

This project was funded by the U.S. Department of Energy, National Energy Technology Laboratory (NETL) to address environmental research questions specifically related to Alaska?s oil and gas natural resources development. The focus of this project was on the environmental issues associated with allocation of water resources for construction of ice roads and ice pads. Earlier NETL projects showed that oil and gas exploration activities in the U.S. Arctic require large amounts of water for ice road and ice pad construction. Traditionally, lakes have been the source of freshwater for this purpose. The distinctive hydrological regime of northern lakes, caused by the presence of ice cover and permafrost, exerts influence on lake water availability in winter. Lakes are covered with ice from October to June, and there is often no water recharge of lakes until snowmelt in early June. After snowmelt, water volumes in the lakes decrease throughout the summer, when water loss due to evaporation is considerably greater than water gained from rainfall. This balance switches in August, when air temperature drops, evaporation decreases, and rain (or snow) is more likely to occur. Some of the summer surface storage deficit in the active layer and surface water bodies (lakes, ponds, wetlands) is recharged during this time. However, if the surface storage deficit is not replenished (for example, precipitation in the fall is low and near?surface soils are dry), lake recharge is directly affected, and water availability for the following winter is reduced. In this study, we used snow fences to augment fresh water supplies in shallow arctic lakes despite unfavorable natural conditions. We implemented snow?control practices to enhance snowdrift accumulation (greater snow water equivalent), which led to increased meltwater production and an extended melting season that resulted in lake recharge despite low precipitation during the years of the experiment. The blade tip section includes a blade tip floor located at an end of the airfoil distal from the root. The blade tip floor includes a pressure side and a suction side joined together at chordally spaced apart leading and trailing edges of the airfoil. The squealer tip rail extends radially outwardly from the blade tip floor adjacent to the suction side and extends from a first location adjacent to the airfoil trailing edge to a second location adjacent to the airfoil leading edge. The fence members are located between the airfoil leading and trailing edges and extend radially outwardly from the blade tip floor and axially from the squealer tip rail toward the pressure side.

  9. Distributed road assessment system

    DOE Patents [OSTI]

Beer, N. Reginald; Paglieroni, David W

    2014-03-25

A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

Entry into hazardous areas without the proper protective equipment is extremely dangerous and must be prevented whenever possible. Current postings of radiological hazards at the Rocky Flats Environmental Technology Site (RFETS) do not incorporate recent findings concerning effective warning presentation. Warning information should be highly visible, quickly, and easily understood. While continuing to comply with industry standards (e.g., Department of Energy (DOE) guidelines), these findings can be incorporated into existing radiological sign design, making them more effective in terms of usability and compliance. Suggestions are provided for designing more effective postings within stated guidelines.

H2S has been used as a probe molecule both in an “in situ” poisoning experiment and in intermediate-temperature heat-treatment steps during and after the preparation of FeNC catalysts in an attempt to analyze its effect on their ORR activity. The heat treatments were employed either on the ball-milled precursor of FeNC or after the Ar-NH3 high temperature heat treatments. ORR activity of the H2S-treated catalysts was seen to be significantly lower than the sulfur-free catalysts, whether the sulfur exposure was during a half-cell testing, or as an intermediate-temperature exposure to H2S. The incorporation of sulfur species and interaction of Fe with sulfur were confirmed by characterization using XPS, EXAFS, TPO, and TPD. This study provides crucial evidence regarding differences in active sites in FeNC versus nitrogen-containing carbon nanostructured (CNx) catalysts.

  20. Image feature based GPS trace filtering for road network generation and road segmentation

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

    Yuan, Jiangye; Cheriyadat, Anil M.

    2015-10-19

We propose a new method to infer road networks from GPS trace data and accurately segment road regions in high-resolution aerial images. Unlike previous efforts that rely on GPS traces alone, we exploit image features to infer road networks from noisy trace data. The inferred road network is used to guide road segmentation. We show that the number of image segments spanned by the traces and the trace orientation validated with image features are important attributes for identifying GPS traces on road regions. Based on filtered traces , we construct road networks and integrate them with image features to segmentmore » road regions. Lastly, our experiments show that the proposed method produces more accurate road networks than the leading method that uses GPS traces alone, and also achieves high accuracy in segmenting road regions even with very noisy GPS data.« less

When it is a struggle to provide food on the table each day, it's hard to take a long view. However, in conversations and exchanges with many people in the lab, there is a desire to know what is going to come next? What does our future hold? A starting point for such a discussion might be to ask what does the present hold. Or what does the

    SciTech Connect (OSTI)

    2014-06-01

Purpose: Picket-fence test is a qualitative TG142-recommended quality assurance (QA) test for multileaf collimators. In study, we adopted the same concept and developed a fast but quantatitive QA test for an automatic patient positioning system that requires submilleter accuracy for a radiosurgical treatment. Methods: A piece of radiochromic film was first placed inside a spherical solid water phantom and then irradiated with a sequenence of linearly placed shots of same collimator size (e.g. 4-mm) via the Leskell Gamma Knife Perfexion system (PFX). The shots were positioned with either equal or non-equal gaps of approximately 4 mm to 8 mm depending on the location of the region of interest. A pattern recognization program was developed and then applied to measure the gap spacing between two adjacent shots. The measured distance was then compared with the initial preset values for the test. Results: By introducing variable systematic and random shifts of 0.1 mm to 0.5 mm to the shot sequence, the maximum gap variation from the described test was found to be 0.35 mm or less. On average the positioning uncertainty for the PFX delivery system was found to be 0.10.2 mm. No significant difference in the positioning uncertainty was noted for the centrally aligned shot sequence locations versus the peripherally aligned shot sequence locations. Conclusion: A new quantitative picket-fence type test was developed and demonstrated for routine QA of the submillimeter PFX patient positioning sytem. This test also enables independent verification of any patient-specific shot positioning for a critical treatment such as a tumor in brainstem. Dr Ma is currently on the board of international society of stereotactic Radiosurgery.

    2015-03-10

We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

Final Report. USDA Forest Service, Savannah River, Aiken, SC. 28 pp. Abstract - This paper explains the rationale and results of a 1991 road erosion inventory conducted by members of the USDA Forest Service – Savannah River (FS-SR) and USDA Natural Resources Conservation Service (NRCS). The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

    1996-12-31

With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

  19. Road ecology in environmental impact assessment

    SciTech Connect (OSTI)

Karlson, Mårten Mörtberg, Ulla Balfors, Berit

    2014-09-15

Transport infrastructure has a wide array of effects on terrestrial and aquatic ecosystems, and road and railway networks are increasingly being associated with a loss of biodiversity worldwide. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are two legal frameworks that concern physical planning, with the potential to identify, predict, mitigate and/or compensate transport infrastructure effects with negative impacts on biodiversity. The aim of this study was to review the treatment of ecological impacts in environmental assessment of transport infrastructure plans and projects. A literature review on the topic of EIA, SEA, biodiversity and transport infrastructure was conducted, and 17 problem categories on the treatment of biodiversity were formulated by means of a content analysis. A review of environmental impact statements and environmental reports (EIS/ER) produced between 2005 and 2013 in Sweden and the UK was then conducted using the list of problems as a checklist. The results show that the treatment of ecological impacts has improved substantially over the years, but that some impacts remain problematic; the treatment of fragmentation, the absence of quantitative analysis and that the impact assessment study area was in general delimited without consideration for the scales of ecological processes. Actions to improve the treatment of ecological impacts could include improved guidelines for spatial and temporal delimitation, and the establishment of a quantitative framework including tools, methods and threshold values. Additionally, capacity building and further method development of EIA and SEA friendly spatial ecological models can aid in clarifying the costs as well as the benefits in development/biodiversity tradeoffs. - Highlights: • The treatment of ecological impacts in EIA and SEA has improved. • Quantitative methods for ecological impact assessment were rarely used • Fragmentation effects were recognized

associated riparian functions; (2) a means of determining rates of aquatic habitat improvement; and (3) a basis for projecting future trends of habitat recovery. The proposed research is intended to provide an improved understanding of both the effects and effectiveness of a commonly used habitat enhancement approach in the upper Columbia River Basin. This is the exclusion of domestic livestock from streamside communities and streams via corridor fencing (exclosures). This final report is broken into three separate chapters. The first chapter covers the vegetation change associated with livestock exclusion. The second chapter focuses on the physical geomorphic changes to the streambank and channel. The final chapter covers the response of salmonids and warmwater fishes to livestock exclusion at the spatial scales of exclosures as is commonly constructed today. It is expected that this study will provide an important scientific basis, currently lacking, for understanding the ecological principles of restoration/enhancement of sustainable aquatic habitats for salmonids. Thus, the results of this work are likely to have important ramifications for habitat improvement projects within and beyond the general geographic region of northeastern Oregon.

    SciTech Connect (OSTI)

    2007-10-01

Many modern data analysis methods involve computing a matrix singular value decomposition (SVD) or eigenvalue decomposition (EVD). Principal components analysis is the time-honored example, but more recent applications include latent semantic indexing, hypertext induced topic selection (HITS), clustering, classification, etc. Though the SVD and EVD are well-established and can be computed via state-of-the-art algorithms, it is not commonly mentioned that there is an intrinsic sign indeterminacy that can significantly impact the conclusions and interpretations drawn from their results. Here we provide a solution to the sign ambiguity problem and show how it leads to more sensible solutions.

Recent innovations in light-emitting diode (LED) exit signs may make LED signs the best choice among the energy efficient options available. In the past, LED signs have offered low power consumption, projected long lamp life, and low maintenance requirements. Now, the best of the LED signs also offer improved optical designs that reduce their already low power consumption while improving visibility and appearance, and even reduce their cost. LED exit signs are gaining market share, and E Source expects this technology to eventually dominate over incandescent, compact fluorescent, and electroluminescent signs. More research is needed, however, to confirm manufacturers` claims of 20-year operating lives for LED signs. Conservative estimates place the number of exit signs in US buildings at about 40 million. Although each sign represents a very small part of a building`s load, exit signs are ready targets for energy efficiency upgrades -- they operate continuously and most use inefficient incandescent sources. With an LED sign, annual energy and maintenance costs can be reduced by more than 90 percent compared to a typical incandescent sign. Low annual costs help to offset the LED sign`s relatively high first cost. More than 25 utilities offer DSM incentives for energy efficient exit signs, and efficient alternatives are becoming more readily available. Recent improvements in optical designs enable many LED signs to visually out perform other sources. In addition to these benefits, LED exit signs have lower life cycle cost than most other options. The biggest barrier to their success, however, is that their first cost has been considerably higher than competing technologies. LED sign prices are falling rapidly, though, because manufacturers are continually improving optical designs of the fixtures to use fewer LEDs and thus even less energy while providing better performance.

    2010-12-15

A second-order conservative sign-preserving remapping scheme for Arbitrary Lagrangian-Eulerian (ALE) methods is developed utilising concepts of the Multidimensional Positive Definite Advection Transport Algorithm (MPDATA). The algorithm is inherently multidimensional, and so does not introduce splitting errors. The remapping is implemented in a two-dimensional, finite element ALE solver employing staggered quadrilateral meshes. The MPDATA remapping uses a finite volume discretization developed for volume coordinates. It is applied for the remapping of density and internal energy arranged as cell centered, and velocity as nodal, dependent variables. In the paper, the advection of scalar fields is examined first for test cases with prescribed mesh movement. A direct comparison of MPDATA with the performance of the van Leer MUSCL scheme indicates advantages of a multidimensional approach. Furthermore, distinctly different performance between basic MPDATA and the infinite gauge option is illustrated using benchmarks involving transport of a sign changing velocity field. Further development extends the application of MPDATA remapping to the full ALE solver with a staggered mesh arrangement for density, internal energy and momentum using volume coordinates. At present, two options of the algorithm - basic and infinite gauge - are implemented. To ensure a meaningful assessment, an identical Lagrangian solver and computational mesh update routines are used with either MPDATA or van Leer MUSCL remapping. The evaluation places particular focus on the abilities of both schemes to accurately model multidimensional problems. Theoretical considerations are supported with numerical examples. In addition to the prescribed mesh movement cases for advection of scalars, the demonstrations include two-dimensional Eulerian and ALE flow simulations on quadrilateral meshes with both fixed and variable timestep control. The key comparisons include the standard test cases of Sod and Noh

This paper reports that Kuwait's oil sector continues to show signs of recovery from the Persian Gulf war. On Mar. 23 Kuwait Petroleum Co. (KPC) loaded the country's first shipment of liquefied petroleum gas for export since the Iraqi invasion in August 1990. In addition, the first shipment of Kuwaiti crude recovered from giant oil lakes formed by hundreds of wild wells sabotaged in the war was to arrive by tanker in Naples, Italy, late last month. The tanker is carrying 210,000 bbl of crude. However, the project to clean up the lakes and recover more oil, undertaken by Bechtel Corp. with Kuwait Oil Co. (KOC), has reached a stand still.

The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

    1991-10-01

In 1986, the Desert Research Institute (DRI) conducted an archaeological reconnaissance of a new alignment for the Buckboard Mesa Road on the Nevada Test Site for the Department of Energy (DOE). During this reconnaissance, several archaeological sites of National Register quality were discovered and recorded including a large quarry, site 26Ny4892, and a smaller lithic scatter, site 26Ny4894. Analysis of the debitage at 26Ny4892 indicates that this area was used primarily as a quarry for relatively small cobbles of obsidian found in the alluvium. Lithic reduction techniques used here are designed for efficiently reducing small pieces of toolstone and are oriented towards producing flake blanks from small cores and bifacially reducing exhausted cores. Projectile point cross references indicate that the area has seen at least casual use for about 10,000 years and more sustained use for the last 3,000 years. Initial obsidian hydration measurements indicate sustained use of the quarry for about the last 3,000 years although the loci of activities appear to change over time. Based on this study, the DRI recommends that quarrying activities in the area of 26Ny4892 are sufficiently sampled and that additional investigations into that aspect of prehistoric activity in the area are not necessary. This does not apply to other aspects of prehistoric use. DRI recommends that preconstruction surveys continue to identify nonquarrying, prehistoric utilization of the area. With the increased traffic on the Buckboard Mesa Road, there is a greater potential for vandalism to sites of National Register-quality located near the road. The DRI recommends that during the orientation briefing the workers at the Test Site be educated about the importance of cultural resources and the need for their protection. 202 refs., 41 figs., 52 tabs.

    SciTech Connect (OSTI)

    Anton, D.; Wipke, K.; Sprik, S.

    2009-07-10

The objective of this evaluation was to independently and objectively verify driving ranges of >400 miles announced by Toyota for its new advanced Fuel Cell Hybrid Vehicle (FCHV-adv) utilizing 70 MPa compressed hydrogen. To accomplish this, participants from both Savannah River National Laboratory (SRNL) and the National Renewable Energy Laboratory (NREL) witnessed and participated in a 2-vehicle evaluation with Toyota Motor Engineering & Manufacturing North America, Inc. (TEMA) over a typical open road route for over 11 hours in one day with all relevant data recorded. SRNL and TEMA first entered into discussions of verifying the range of the advanced Toyota Fuel Cell Hybrid Vehicle (FCHV-adv) in August 2008 resulting from reported 400+ mile range by Toyota. After extended negotiations, a CRADA agreement, SRNS CRADA No. CR-04-003, was signed on May 6, 2009. Subsequently, on June 30, 2009 SRNL and NREL participated in an all-day evaluation of the FCHV-adv with TEMA to determine the real-world driving range of this vehicle through on-road driving on an extended round-trip drive between Torrance and San Diego, California. SRNL and NREL observed the vehicles being refueled at Toyota's headquarters the day before the evaluation in Torrance, CA on June 29. At 8:00 AM on June 30, the vehicles departed Torrance north toward downtown Los Angeles, then west to the Pacific Coast Highway, and down to San Diego. After lunch the vehicles retraced their route back to Torrance. The traffic encountered was much heavier than anticipated, causing the vehicles to not return to Torrance until 9 PM. Each vehicle was driven by the same Toyota driver all day, with one SRNL/NREL observer in each vehicle the entire route. Data was logged by Toyota and analyzed by NREL. The maximum range of the FCHV-adv vehicles was calculated to be 431 miles under these driving conditions. This distance was calculated from the actual range of 331.5 miles during over 11 hours driving, plus 99.5 miles of

Methods have been developed to measure in situ the dynamic impact of both road and rail vehicles on the infrastructure and the environment. The resulting data sets have been analysed to quantify the environmental impacts in a transparent manner across both modes. A primary concern is that a small number of vehicles are being operated outside safe or regulatory limits which can have a disproportionate large impact. The analysis enables the various impacts to be ranked across both modes so enabling one to discern the benefits of intermodal transport. The impact of various policy options is considered and how to identify vehicles which can be classified as environmentally friendly. This would require European agreement as many heavy goods vehicle operate across country borders.

    2012-01-15

The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Black-Right-Pointing-Pointer The effectiveness of some noise mitigation measures is critically evaluated. Black-Right-Pointing-Pointer Issues related to the current EIS noise assessment methodologies are discussed. Black-Right-Pointing-Pointer Implications for alterations to the NRA noise guidelines.
