    Environmental radon monitoring activities at the DOE Fernald Environmental Management Project (FEMP) have been conducted extensively since the early 1980`s. Monitoring has been conducted at ambient concentration levels (< 1 pCi/L Rn-222), inside buildings, and at significantly elevated levels (hundreds of thousands pCi/L Rn-222) within the K-65 silo that store concentrated radium bearing wastes. The purpose of this paper/presentation is to present and discuss some of the difficulties encountered/solutions (e.g. reliability, detection limits, affects of environmental factors, data transfer, etc.) that have been discovered while taking measurements using both alpha track-etch passive integrating detectors and alpha scintillation real-time detectors. A short summary and conclusion section is provided following each topic presented.

    On February 17th, 1996, the Fernald Environmental Management Project (FEMP), a former Department of Energy uranium processing facility near the rural town of Fernald, Ohio, became a ``user`` instead of a ``producer``, of potable water by tying into the Cincinnati Water Works new Public Water Supply System. This satisfied the future site needs of potable water and nullified the need to follow the sampling requirements set forth by the Environmental Protection Agency and the Safe Drinking Water Act for potable water producers. This transformation into a customer also reduced the long water transmission time from the Cincinnati Water Works station to the small community that would have occurred without a large user such as the FEMP being on line.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    FEMP's O & M Best Practices Guide (O & M BPG) highlights O & M programs targeting energy efficiency that are estimated to save between 5% and 20% on energy bills without a significant capital investment. Depending on the Federal site, these savings can represent thousands to hundreds-of-thousands of dollars each year, and many can be achieved with minimal cash outlays. In addition to energy/resource savings, a well-run O & M program will (1)increase the safety of all staff because properly maintained equipment is safer equipment; (2)ensure the comfort, health and safety of building occupants through properly functioning equipment providing a healthy indoor environment; (3)confirm the design life expectancy of equipment is achieved; and (4)facilitate the compliance with Federal legislation such as the Clean Air Act and the Clean Water Act. The focus of this guide is to provide the Federal O & M/Energy manager and practitioner with information and actions aimed at achieving these savings and benefits. The O & M BPG was developed under the direction of the Department of Energy's Federal Energy Management Program (FEMP).
