    As the owner or manager of more than 500,000 facilities, the US government has a superb opportunity to reduce fuel imports and improve environmental quality by using renewable sources of energy. In many Federal applications -- such as irrigation, water heating, indoor and outdoor lighting, or communications -- commercially available renewable technologies are often the most cost-effective option for supplying the needed energy, and they are environmentally friendly. The US Department of Energy, Federal Energy Management Program (FEMP) helps Federal agencies take advantage of the benefits offered by renewable technologies and apply the renewable provisions of the Energy Policy Act (EPAct) and Executive Order 12902. FEMP`s Renewable Energy Program educates Federal agencies about renewable opportunities and helps agencies implement successful renewable projects. And the opportunities are abundant. In new construction projects, for example, planners can optimize facility energy performance by incorporating renewable energy and energy efficiency measures early in the design process. Renewables are cost-effective in many retrofit projects. They are the clear choice for many remote sites that utility-supplied power does not reach. Their environmental advantages include either zero or reduced air emissions compared with conventional energy sources and no risk of fuel spills.

    With the establishment of Regional Energy Action Project (REAP) teams in Seattle, Chicago, and New York earlier this year, the U.S. Department of Energy`s Federal Energy Management Program (FEMP) has taken a quantum leap towards assisting Federal agencies meet the minimum 30% energy savings goal, through the year 2005 from the baseline year of 1985, per the Executive Order No. 12902. The three (3) member team, including the FEMP liaison, at these three (3) Support Offices, has significantly increased the manpower resources and expertise needed to implement FEMP projects through technical, financial, marketing, procurement, and contracting assistance in each region, thus complementing the limited resources of the participating Federal agencies. The potential and opportunities available in the four-state Region 10 (Washington, Oregon, Idaho, Alaska) for aggressively promoting FEMP projects are significant as demonstrated by some 20 completed SAVEnergy Action Plan Audits and as many as 10 energy efficiency projects with innovative financing arrangements, including but not limited to, agency appropriations, utility Demand Side Management (DSM), Energy Savings Performance Contract (ESPC) and third party financing handled by Energy Service Companies (ESCO`s), and/or combinations of these. This presentation will highlight some of the specific FEMP projects including partnership development, negotiations, coordination, and technical support models used to assist the selected Federal agency.

    This report documents the results of the Environmental Management Assessment performed at the Fernald Environmental Management Project (FEMP) in Fernald, Ohio. During this assessment, the activities conducted by the assessment team included review of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and FEMP contractor personnel; and inspection and observation of selected facilities and operations. The onsite portion of the assessment was conducted from March 15 through April 1, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). EH-24 carries out independent assessments of DOE facilities and activities as part of the EH-1 Environment, Safety, and Health (ES&H) Oversight Audit Program. The EH-24 program is designed to evaluate the status of DOE facilities and activities with respect to compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, Guidance and Directives; conformance with accepted industry practices and standards of performance; and the status and adequacy of management systems developed to address environmental requirements. The Environmental Management Assessment of FEMP focused on the adequacy of environmental management systems. Further, in response to requests by the Office of Environmental Restoration and Waste Management (EM) and Fernald Field Office (FN), Quality Assurance and Environmental Radiation activities at FEMP were evaluated from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section in this report.

    Since early 1984, FEMP has examined a number of innovative techniques for financing energy efficiency improvements in Federal facilities. Having identified a number of legal and procurement barriers to shared savings contracting by Federal agencies, FEMP set out to identify and explore possible solutions. Currently, it has narrowed in on three specific options which represent potentially viable approaches to Federal energy financing: (1) removing regulatory and institutional barriers to energy services contracts with the private sector; (2) implementing energy services agreements at Government Owned Contractor Operated (GOCO) facilities; and (3) establishing a government financial corporation to fund agency energy conservation investments. These possible solutions are discussed in the report. The third possibility is regarded as unlikely.

    The US government has an enormous cost-saving opportunity as the largest energy user in the world. In 1994, the government spent $8 billion for its 500,000 buildings, it vehicles, and process energy. The US Department of Energy (DOE), Federal Energy Management Program (FEMP) reduces the cost of government and makes it work better through energy efficiency, use of renewable energy, and water conservation. FEMP leads Federal energy efficiency efforts and helps Federal energy managers identify and procure the best, most cost-effective energy-saving projects. It does this through proactive problem solving; an aggressive emphasis on increasing the number and quality of projects; and effective partnerships among agencies, utilities, the private sector, and states. Partnerships lead to increased motivation and education and reduced barriers to successful procurement. As the lead organization implementing legislation and Presidential direction for Federal energy efficiency, FEMP administers an interagency energy committee and task force and collaborates with the DOE national energy laboratories. FEMP works with energy service companies, energy savings product manufacturers, and utilities. This partnership will lead to a $1 billion investment by companies willing to invest in return for a share of the energy cost savings. With FEMP project financing, audits, training and technical assistance, and new technology demonstrations, agencies overcome obstacles to achieving widespread energy efficiency.

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    The Fernald Environmental Management Project (FEMP), is located about 18 miles northwest of Cincinnati, Ohio. Between 1953 and 1989, the facility, then called the Feed Material Production Center or FMPC, produced uranium metal products used in the eventual production of weapons grade material for use by other US Department of Energy (DOE) sites. In 1989, FMPC`s production was suspended by the federal government in order to focus resources on environmental restoration versus defense production. In 1992, Fluor Daniel Fernald assumed responsibility for managing all cleanup activities at the FEMP under contract to the DOE. In 1990, as part of the remediation effort, the site was divided into five operable units based on physical proximity of contaminated areas, similar amounts of types of contamination, or the potential for a similar technology to be used in cleanup activities. This report continues the outline of the decontamination and decommissioning (D and D) activities at the FEMP site Operable Unit 3 (OU3) and provides an update on the status of the decommissioning activities. OU3, the Facilities Closure and Demolition Project, involves the remediation of more than 200 uranium processing facilities. The mission of the project is to remove nuclear materials stored in these buildings, then perform the clean out of the buildings and equipment, and decontaminate and dismantle the facilities.

    Two important environmental problems at the USDOE Fernald Environmental Management Project (FEMP) facility in Fernald, Ohio were studied in this human health risk assessment. The problems studied were radon emissions from the K-65 waste silos, and offsite contamination of ground water with uranium. Waste from the processing of pitchblende ore is stored in the K-65 silos at the FEMP. Radium-226 in the waste decays to radon gas which escapes to the outside atmosphere. The concern is for an increase in lung cancer risk for nearby residents associated with radon exposure. Monitoring data and a gaussian plume transport model were used to develop a source term and predict exposure and risk to fenceline residents, residents within 1 and 5 miles of the silos, and residents of Hamilton and Cincinnati, Ohio. Two release scenarios were studied: the routine release of radon from the silos and an accidental loss of one silo dome integrity. Exposure parameters and risk factors were described as distributions. Risks associated with natural background radon concentrations were also estimated.

    This four-page publication describes the U.S. Department of Energy's (DOE's) streamlined energy savings performance contracting, or ''Super ESPC,'' process, which is managed by DOE's Federal Energy Management Program (FEMP). Under a Super ESPC, a qualifying energy service company (ESCO) from the private sector pays for energy efficiency improvements or advanced renewable energy technologies (e.g., photovoltaic systems, wind turbines, or geothermal heat pumps, among others) for a facility of a government agency. The ESCO is then repaid over time from the agency's resulting energy cost savings. Delivery orders under these contracts specify the level of performance (energy savings) and the repayment schedule; the contract term can be up to 25 years, although many Super ESPCs are for about 10 years or less.

    To promote widespread Federal energy efficiency, agencies are showcasing their best energy efficiency, water conserving, and solar and other renewable energy technologies. To highlight these successful energy-efficient projects, Executive Order 12902 directs agencies to designate at least one newly constructed or existing building as a showcase facility. At existing facilities, agencies must also try to incorporate cogeneration and indoor air quality improvements. Agencies are directed to develop and implement effective plans to make these showcase projects happen. Project successes will show the strength of partnering with other agencies, energy services companies, utilities, and national laboratories, and of using the US Department of Energy Federal Energy Management Program (FEMP) as a resource. The goal is Federal facilities operating at peak efficiency. A Federal Energy Saver Showcase plaque is prominently displayed at each showcase site, notifying visitors they are entering a government building that successfully conserves energy and water and saves taxpayer dollars.

    The purpose of this document is to report on the evaluation of geothermal resource potential on and around three different United States (U. S.) Air Force Bases (AFBs): Nellis AFB and Air Force Range (AFR) in the State of Nevada (see maps 1 and 5), Holloman AFB in the State of New Mexico (see map 2), and Mountain Home AFB in the State of Idaho (see map 3). All three sites are located in semi-arid parts of the western U. S. The U. S. Air Force, through its Air Combat Command (ACC) located at Langley AFB in the State of Virginia, asked the Federal Energy Management Program (FEMP) for technical assistance to conduct technical and feasibility evaluations for the potential to identify viable geothermal resources on or around three different AFBs. Idaho National Laboratory (INL) is supporting FEMP in providing technical assistance to a number of different Federal Agencies. For this report, the three different AFBs are considered one project because they all deal with potential geothermal resource evaluations. The three AFBs will be evaluated primarily for their opportunity to develop a geothermal resource of high enough quality grade (i.e., temperature, productivity, depth, etc.) to consider the possibility for generation of electricity through a power plant. Secondarily, if the resource for the three AFBs is found to be not sufficient enough for electricity generation, then they will be described in enough detail to allow the base energy managers to evaluate if the resource is suitable for direct heating or cooling. Site visits and meetings by INL personnel with the staff at each AFB were held in late FY-2009 and FY-2010. This report provides a technical evaluation of the opportunities and challenges for developing geothermal resources on and around the AFBs. An extensive amount of literature and geographic information was evaluated as a part of this assessment. Resource potential maps were developed for each of the AFBs.

  11. The FEMP Awards Program: Fostering Institutional Change and Energy Management Excellence

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    The General Services Administration is not just replacing aging heating and cooling equipment and reducing maintenance costs at the 670-acre Denver Federal Center (DFC). The GSA is also helping the government save about $450,000 in annual energy costs, conserve nearly 11 million gallons of water per year, and reduce annual carbon dioxide emissions by 15.9 million pounds, all by making use of the Department of Energy's Super Energy Savings Performance Contracts (Super ESPCs) at the DFC. Under these contracts, an energy services provider pays the up-front project costs and is then repaid over the contracts term out of the resulting energy cost savings. This two-page case study, prepared by NREL for the DOE Federal Energy Management Program (FEMP), demonstrates how the GSA forged new project partnerships, improved the DFCs boiler plant, and acquired efficient new chillers, motors, controls, and lighting by placing two delivery orders for this work under FEMPs Central Region Super ESPC.

    Intrinsic standards are widely used in the metrology community because they realize the best level uncertainty for many metrology parameters. For some intrinsic standards, recommended practices have been developed to assist metrologists in the selection of equipment and the development of appropriate procedures in order to realize the intrinsic standard. As with the addition of any new standard, the metrology laboratory should consider the pros and cons relative to their needs before purchasing the standard so that the laboratory obtains the maximum benefit from setting up and maintaining these standards. While the specific issues that need to be addressed depend upon the specific intrinsic standard and the level of realization, general issues that should be considered include ensuring that the intrinsic standard is compatible with the laboratory environment, that the standard is compatible with the current and future workload, and whether additional support standards will be required in order to properly maintain the intrinsic standard. When intrinsic standards are used to realize the best level of uncertainty for a specific metrology parameter, they usually require critical and important maintenance activities. These activities can including training of staff in the system operation, as well as safety procedures; performing periodic characterization measurements to ensure proper system operation; carrying out periodic intercomparisons with similar intrinsic standards so that proper operation is demonstrated; and maintaining control or trend charts of system performance. This paper has summarized many of these important issues and therefore should be beneficial to any laboratory that is considering the purchase of an intrinsic standard.

    The Builder Guidelines are designed to make simple, appropriate guidelines available to builders for their specific localities. Builders may select from passive solar and conservation strategies with different performance potentials. They can then compare the calculated results for their particular house design with a typical house in the same location. Algorithms used to develop the Builder Guidelines are described. The main algorithms used are the monthly solar ratio (SLR) method for winter heating, the diurnal heat capacity (DHC) method for temperature swing, and a new simplified calculation method (McCool) for summer cooling. This paper applies the algorithms to estimate the performance potential of passive solar strategies, and the annual heating and cooling loads of various combinations of conservation and passive solar strategies. The basis of the McCool method is described. All three methods are implemented in a microcomputer program used to generate the guideline numbers. Guidelines for Denver, Colorado, are used to illustrate the results. The structure of the guidelines and worksheet booklets are also presented. 5 refs., 3 tabs.

    Cycle chemistry is one of the most important contributors to the loss of availability of generating units. Condensate polishing can significantly improve cycle chemistry by improving cycle water quality and minimizing the transport of contaminants in the power cycle. The EPRI-funded project described in this paper developed comprehensive guidelines for condensate polishing based upon information gathered from utility surveys, equipment vendors, and resin suppliers. Existing literature was also surveyed for pertinent input. Comprehensive guidelines which outline guidance for design, operation, maintenance, surveillance, management, and retrofitting of condensate polishing systems were developed. Economics of condensate polishing were evaluated and a roadmap for economic evaluation for utilities to follow was produced.

    We, the Postdoc Professional Development Program (PD2P) leadership team, wrote these postdoc guidelines to be a starting point for communication between new postdocs, their staff mentors, and their managers. These guidelines detail expectations and responsibilities of the three parties, as well as list relevant contacts. The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years. However, center practices may vary; check with your manager. At term, a postdoc may apply for a staff position at Sandia or choose to move to university, industry or another lab. The intent of this project was to fund the Purchased Product Team`s traditional procurement of components, with significantly reduced flowtime, in accordance with the Qualification Evaluation System, and to exercise the system to the extent possible. When funding was reduced, it became obvious that full implementation of the Qualification Evaluation System could not be achieved due to limited resources.

    The first phase of the Depleted Uranium Hexafluoride Management Program (Program)--management strategy selection--consists of several program elements: Technology Assessment, Engineering Analysis, Cost Analysis, and preparation of an Environmental Impact Statement (EIS). Cost Analysis will estimate the life-cycle costs associated with each of the long-term management strategy alternatives for depleted uranium hexafluoride (UF6). The scope of Cost Analysis will include all major expenditures, from the planning and design stages through decontamination and decommissioning. The costs will be estimated at a scoping or preconceptual design level and are intended to assist decision makers in comparing alternatives for further consideration. They will not be absolute costs or bid-document costs. The purpose of the Cost Analysis Guidelines is to establish a consistent approach to analyzing of cost alternatives for managing Department of Energy`s (DOE`s) stocks of depleted uranium hexafluoride (DUF6). The component modules that make up the DUF6 management program differ substantially in operational maintenance, process-options, requirements for R and D, equipment, facilities, regulatory compliance, (O and M), and operations risk. To facilitate a consistent and equitable comparison of costs, the guidelines offer common definitions, assumptions or basis, and limitations integrated with a standard approach to the analysis. Further, the goal is to evaluate total net life-cycle costs and display them in a way that gives DOE the capability to evaluate a variety of overall DUF6 management strategies, including commercial potential. The cost estimates reflect the preconceptual level of the designs. They will be appropriate for distinguishing among management strategies.

    The powerful magnetic fields produced by a controlled fusion experiment at Lawrence Livermore National Laboratory (LLNL) necessitated the development of personnel-exposure guidelines for steady magnetic fields. A literature search and conversations with active researchers showed that it is currently possible to develop preliminary exposure guidelines for steady magnetic fields. An overview of the results of past research into the bioeffects of magnetic fields was compiled, along with a discussion of hazards that may be encountered by people with sickle-cell anemia or medical electronic and prosthetic implants. The LLNL steady magnetic-field exposure guidelines along with a review of developments concerning the safety of time-varying fields were also presented in this compilation. Guidelines developed elsewhere for time varying fields were also given. Further research is needed to develop exposure standards for both steady or time-varying fields.

    An approach to the optimal purchasing of raw materials that will achieve a desired product quality at a minimum cost is presented. A PLS (Partial Least Squares) approach to formulation modeling is used to combine databases on raw material properties and on past process operations and to relate these to final product quality. These PLS latent variable models are then used in a sequential quadratic programming (SQP) or mixed integer nonlinear programming (MINLP) optimization to select those raw-materials, among all those available on the market, the ratios in which to combine them and the process conditions under which they should be processed. The approach is illustrated for the optimal purchasing of metallurgical coals for coke making in the steel industry.

    A comparison of Potomac Electric Power Co. (PEPCO) materials operations with those of eight similar companies showed that, while most have a formal materials group with stated functions, there was no consensus on organization. The study found inadequate warehousing facilities because stores were generally omitted from plant design and later crowded into unwanted space. Most did have central warehousing for transmission and distribution facilities. The companies have purchasing and contract managers, but vendor performance follow up is a problem. Two approaches to vendor bid evaluation have either the user or purchasing make the decision. There was little consistency in inventory control. The study also found that an investment recovery specialist handles most scrap sales, computers are in wide use in material groups, and most utilities evaluate transformer losses over the total life cycle. 2 tables.

    Sandia is a national security laboratory operated for the U.S. department of Energy by the Sandia Corporation, a Lockheed Martin Company. Sandia designs all non-nuclear components for the nation's nuclear weapons, performs a wide variety of energy research and development projects, and works on assignments that respond to national security threats - both military and economic. They encourage and seek partnerships with appropriate U.S. industry and government groups to collaborate on emerging technologies that support their mission. Today, Sandia has two primary facilities, one in Albuquerque, New Mexico, and one in Livermore, California. They employ about 7,600 people and manage about $1.4 billion of work per year. In 1995, a decision was made to move from their in-house developed systems to commercial software. This decision was driven partly by Y2K compliance issues associated with the existing operating system and support environment. Peoplesoft was selected for human resources and Oracle for manufacturing and financial. They implemented Peoplesoft for human resources (HR) in 1997. They then implemented 7 Oracle modules in manufacturing in October 1998, including WIP, BOM, engineering, quality, inventory, MRP, cost management and limited HR/purchasing/receiving functionality required to support manufacturing. In March of 1999, they brought a portion of their Projects module up to allow for input of project/task information by their line customers and on October 1, 1999, they went live with the fill-blown financial package. They implemented projects, GL, receivables, payables, purchasing, assets and incorporated manufacturing modules and HR. This paper will discuss the analysis and implementation of the purchasing module.

    This two-page case study describes how the U.S. Department of Energy's Pantex Plant in Amarillo, Texas, will save approximately $10 million in energy costs over the next 18 years, thanks to a DOE Super Energy Savings Performance Contract (Super ESPC) delivery order for energy efficiency improvements. The delivery order is the largest to date for a DOE facility. Primarily, the delivery order calls for a new, state-of-the-art energy management control system and a new water/steam piping system, which will be purchased and installed by the contracting energy services company (ESCO). The ESCO will then be repaid over the life of the contract out of the plant's resulting energy cost savings.

    In Section 6002 of the Resource Conservation and Recovery Act (RCRA) Congress acknowledges the importance of recycling by mandating that government agencies increase their purchases of products containing recovered materials (i.e., waste materials and by-products that have been recovered or diverted from solid waste, not including materials and by-products generated from and commonly reused within an original manufacturing process). To further that mandate, RCRA specifies that the Environmental Protection Agency (EPA) develop and issue procurement guidelines that designate specific items that are or can be made with recovered materials, and recommend practices with respect to the procurement of recovered materials and items containing such materials. Procuring agencies (Federal, State, and agencies of political subdivisions of States that use appropriated Federal funds) and their contractors are required to buy designated items with the highest recovered material content practicable. This Regulatory Bulletin describes the first Comprehensive Procurement Guideline (CPG) (with 19 newly designated items) and Recovered Materials Advisory Notices (RMANs) (with recommendations for purchasing the items) developed by EPA using this new process.

Unlike utilities, who have the ability to pass costs through to customers, MCV`s revenues are based on long-term contracts with its utility and industrial customers.     The heating, ventilation, and air conditioning (HVAC) system is arguably the most complex system installed in a house and is a substantial component of the total house energy use. A right-sized HVAC system will provide the desired occupant comfort and will run efficiently. This Strategy Guideline discusses the information needed to initially select the equipment for a properly designed HVAC system. Right-sizing of an HVAC system involves the selection of equipment and the design of the air distribution system to meet the accurate predicted heating and cooling loads of the house. Right-sizing the HVAC system begins with an accurate understanding of the heating and cooling loads on a space; however, a full HVAC design involves more than just the load estimate calculation - the load calculation is the first step of the iterative HVAC design procedure. This guide describes the equipment selection of a split system air conditioner and furnace for an example house in Chicago, IL as well as a heat pump system for an example house in Orlando, Florida. The required heating and cooling load information for the two example houses was developed in the Department of Energy Building America Strategy Guideline: Accurate Heating and Cooling Load Calculations.

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to support a Department of Energy Idaho Operations Office (DOE-ID) unofficial request to obtain Land Use Committee comments pertaining to the proposed Sage-Grouse Breeding Habitat Regulations. Two documents were provided from DOE-ID pertaining to the proposed regulations: “Guidelines for INL Site Activities within Sage-grouse Breeding Habitat” and “Guidelines for New Infrastructure Development and Future Activities on the INL Site.” The INL Land Use Committee agreed to conduct this unofficial review in the spirit of collaboration between DOE-ID and the INL Land Use Committee. However, through this cursory review, significant concerns were raised regarding the guidelines, INL financial obligations, and the draft Candidate Conservation Agreement, which was not part of the requested review but is referred to by the guideline. Therefore, it is the position of the INL Land Use Committee, based on the issues raised in its cursory review, that DOE-ID request INL (through contractual channels) to conduct a formal review of the draft Candidate Conservation Agreement and guidelines. A formal review would allow ample time to thoroughly review the extensive draft regulations, identify areas of concern, and establish impacts (e.g., cost and project delays).

    This report documents the work conducted in four tasks of the Nuclear Regulatory Commission (NRC) project entitled Review Criteria for Human Factors Aspects of Advanced Controls and Instrumentation. The purpose of the first task was to integrate the applicable sections of NUREG-0700 into the advanced control room design review (ACRDR) guidelines to ensure that all applicable guidelines are together in one document and conveniently accessible to users. The primary objective of the second task was to formulate a strategy for the development of new ACRDR guidelines that have not otherwise been identified. The main focus of the third task was to modify the individual ACRDR guidelines generated to date to ensure that they are suitable for the intended nuclear power plant (NPP) control station system application. The goal of the fourth task was to develop human factors guidelines for two human-system interface categories that are missing from the current ACRDR guidelines document. During the first task those areas in NUREG-0700 that are not addressed by the ACRDR guidelines document were identified, the areas were subsequently reviewed against six recent industry human factors engineering review guidelines, and the NUREG-0700 guidelines were updated as necessary. In the second task 13 general categories of human-system interface guidelines that are either missing from or not adequately addressed by the ACRDR document were discovered. An approach was derived for the development of new ACRDR guidelines, a preliminary assessment of the available sources that may be useful in the creation of new guidelines and their applicability to the identified human-system interface categories was performed, and an estimate was made of the amount of time and level of effort required to complete the development of needed new ACRDR guidelines. During the third task those NPP control station systems to which the NUREG-0700 and ACRDR guidelines apply were identified, matrices of such applicability were developed to support the needs of the NRC inspectors and reviewers, a guideline modification audit and tracking system was designed, and the ACRDR guidelines were reviewed and modified where appropriate to ensure that their language is applicable to the nuclear industry. In the fourth task control and input device guidelines were generated and human factors guidelines for specific nuclear operations were drafted.

Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. This paper explores the role of green power and carbon offsets in carbon footprinting and the distinctions between the two products. It reviews how leading greenhouse gas (GHG) reporting programs treat green power purchases and discusses key issues regarding how to account for the carbon benefits of renewable energy. It also discusses potential double counting if renewable energy generation is used in multiple markets.

    Under EPRI sponsorship, an industry committee, similar in form and operation to other guideline committees, was created to develop Condensate Polishing Guidelines for both PWR and BWR systems. The committee reviewed the available utility and water treatment industry experience on system design and performance and incorporated operational and state-of-the-art information into document. These guidelines help utilities to optimize present condensate polisher designs as well as be a resource for retrofits or new construction. These guidelines present information that has not previously been presented in any consensus industry document. The committee generated guidelines that cover both deep bed and powdered resin systems as an integral part of the chemistry of PWR and BWR plants. The guidelines are separated into sections that deal with the basis for condensate polishing, system design, resin design and application, data management and performance and management responsibilities.

    Past activities at Brookhaven National Laboratory (BNL) resulted in soil and groundwater contamination. As a result, BNL was designated a Superfund site under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). BNL`s Office of Environmental Restoration (OER) is overseeing environmental restoration activities at the Laboratory. With the exception of radium, there are no regulations or guidelines to establish cleanup guidelines for radionuclides in soils at BNL. BNL must derive radionuclide soil cleanup guidelines for a number of Operable Units (OUs) and Areas of Concern (AOCs). These guidelines are required by DOE under a proposed regulation for radiation protection of public health and the environment as well as to satisfy the requirements of CERCLA. The objective of this report is to propose a standard approach to deriving risk-based cleanup guidelines for radionuclides in soil at BNL. Implementation of the approach is briefly discussed.

    This article presents the methodological guidelines used to assess rural energy resources with an example of its application in three villages each from different physiographic zones of Nepal. Existing energy demand patterns of villages are compared with estimated resource availability, and rural energy planning issues are discussed. Economics and financial supply price of primary energy resources are compared, which provides insight into defective energy planning and policy formulation and implication in the context of rural areas of Nepal. Though aware of the formidable consequences, the rural populace continues to exhaust the forest as they are unable to find financially cheaper alternatives. The primary purpose of this report is to provide an overview of the issues surrounding the financial impacts of nonutility generation contracts (since the passage of the Public Utility Regulatory Policies Act of 1978) on investor-owned utilities. The existing concern in this area is manifest in the provisions of Section 712 of the Energy Policy Act of 1992, which required State regulatory commissions to evaluate various aspects of long-term power purchase contracts, including their impact on investor-owned utilities` cost of capital and rates charged to customers. The EIA does not take positions on policy questions.     Performance specifications for conventional coal-fired boilers typically call for tests to be conducted in accordance with the ASME Performance Test Code for Steam Generating Units, PTC 4.1. The Code establishes procedures for conducting performance tests primarily to determine efficiency and capacity. The current edition of the PTC 4.1 is not entirely applicable to atmospheric fluidized-bed combustion boilers, however. AFBC boilers typically are equipped with integral sulfur capture through the addition of a sorbent material along with the fuel feed to the combustor, and this new technology introduces heat losses and credits that are not described in PTC 4.1. These heat losses and credits include combustion heat loss due to the calcination of the sorbent, heat credit due to sulfation, and the effects of calcination and sulfation on the dry flue gas flow, all of which significantly affect boiler efficiency calculations. The limitations of the current issue of the PTC 4.1 is recognized and the Code is now being reviewed to include heat losses and credits common to AFBC boilers. While this work will take some time, there is an immediate need for procedures for performance testing of AFBC boilers. These Guidelines are prepared to meet that need in the interim. The Guidelines detail procedures for boiler efficiency tests. They introduce technical and economic issues that may influence the test level of detail and accuracy. Methods of identifying required measurements, selection of measurement schemes, and assessment of measured versus estimated values are presented. A case study is used to illustrate the procedures and indicate which are the major credits and losses in the efficiency of a typical AFBC boiler. 6 figs., 8 tabs.

    This Strategy Guideline discusses the benefits and challenges of using a compact air distribution system to handle the reduced loads and reduced air volume needed to condition the space within an energy efficient home. Traditional systems sized by 'rule of thumb' (i.e., 1 ton of cooling per 400 ft2 of floor space) that 'wash' the exterior walls with conditioned air from floor registers cannot provide appropriate air mixing and moisture removal in low-load homes. A compact air distribution system locates the HVAC equipment centrally with shorter ducts run to interior walls, and ceiling supply outlets throw the air toward the exterior walls along the ceiling plane; alternatively, high sidewall supply outlets throw the air toward the exterior walls. Potential drawbacks include resistance from installing contractors or code officials who are unfamiliar with compact air distribution systems, as well as a lack of availability of low-cost high sidewall or ceiling supply outlets to meet the low air volumes with good throw characteristics. The decision criteria for a compact air distribution system must be determined early in the whole-house design process, considering both supply and return air design. However, careful installation of a compact air distribution system can result in lower material costs from smaller equipment, shorter duct runs, and fewer outlets; increased installation efficiencies, including ease of fitting the system into conditioned space; lower loads on a better balanced HVAC system, and overall improved energy efficiency of the home.

    Advanced, computer-based, human-system interface designs are emerging in nuclear power plant (NPP) control rooms. These developments may have significant implications for plant safety in that they will greatly affect the ways in which operators interact with systems. At present, however, the only guidance available to the US Nuclear Regulatory Commission (NRC) for the review of control room-operator interfaces, NUREG-0700, was written prior to these technological changes and is thus not designed to address them. The objective of the project reported in this paper is to develop an Advanced Control Room Design Review Guideline for use in performing human factors reviews of advanced operator interfaces. This guideline will be implemented, in part, as a portable, computer-based, interactive document for field use. The paper describes the overall guideline development methodology, the present status of the document, and the plans for further guideline testing and development. 21 refs., 3 figs.

    Guidelines for the determination of earthquake ground motion definition for the eastern United States are established here. Both far-field and near-field guidelines are given. The guidelines were based on an extensive review of the current procedures for specifying ground motion in the United States. Both empirical and theoretical procedures were used in establishing the guidelines because of the low seismicity in the eastern United States. Only a few large- to great-sized earthquakes (M/sub s/ > 7.5) have occurred in this region, no evidence of tectonic surface ruptures related to historic or Holocene earthquakes has been found, and no currently active plate boundaries of any kind are known in this region. Very little instrumented data have been gathered in the East. Theoretical procedures are proposed so that in regions of almost no data, a reasonable level of seismic ground motion activity can be assumed. The guidelines are to be used to develop the safe shutdown earthquake (SSE). A new procedure for establishing the operating basis earthquake (OBE) is proposed, in particular for the eastern United States. The OBE would be developed using a probabilistic assessment of the geological conditions and the recurrence of seismic events at a site. These guidelines should be useful in development of seismic design requirements for future reactors. 17 refs., figs., tabs.

    There are two main objectives to this publication. The first is to find out the communalities in the experience gained in previous studies and in actual applications of solar technologies in buildings, residential as well as nonresidential. The second objective is to review innovative concepts and products which may have an impact on future developments and applications of solar technologies in buildings. The available information and common lessons were collated and presented in a form which, hopefully, is useful for architects and solar engineers, as well as for teachers of solar architecture'' and students in Architectural Schools. The publication is based mainly on the collection and analysis of relevant information. The information included previous studies in which the performance of solar buildings was evaluated, as well as the personal experience of the Author and the research consultants. The state of the art, as indicated by these studies and personal experience, was summarized and has served as basis for the development of the Design Guidelines. In addition to the summary of the state of the art, as was already applied in solar buildings, an account was given of innovative concepts and products. Such innovations have occurred in the areas of thermal storage by Phase Change Materials (PCM) and in glazing with specialized or changeable properties. Interesting concepts were also developed for light transfer, which may enable to transfer sunlight to the core areas of large multi story nonresidential buildings. These innovations may have a significant impact on future developments of solar technologies and their applications in buildings. 15 refs., 19 figs., 3 tabs.

    These guidelines were prepared with direction from the US Department of Energy (DOE) Transuranic (TRU) Waste Management Program in support of the DOE effort to certify that newly generated TRU wastes meet the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria. The guidelines provide instructions for generic Certification Program preparation for TRU-waste generators preparing site-specific Certification Programs in response to WIPP requirements. The guidelines address all major aspects of a Certification Program that are necessary to satisfy the WIPP Waste Acceptance Criteria and their associated Compliance Requirements and Certification Quality Assurance Requirements. The details of the major element of a Certification Program, namely, the Certification Plan, are described. The Certification Plan relies on supporting data and control documentation to provide a traceable, auditable account of certification activities. Examples of specific parts of the Certification Plan illustrate the recommended degree of detail. Also, a brief description of generic waste processes related to certification activities is included.

    The NPD data base has been developed from the Petroleum Marketing Index (PMI) market research survey. The source for PMI is a national diary panel of approximately 4100 households balanced against the U.S. Census according to demography and geographic location. Survey participants maintain diaries in which they record purchases of gasoline and motor oil for each household vehicle. The PMI survey was augmented to include EPA fuel economy numbers for post 1975 model year vehicles. The steps taken to prepare the data for analysis are discussed, including error correction, smoothing, and collapsing to monthly summary records. This preparation yields a manageable data base which includes monthly summary statistics on travel and fuel use. A statistical smoothing of fuel purchase data was used to reduce the uncertainty in fuel economy calculations introduced by the difference between fuel purchased and fuel consumed. Collapsing to monthly summaries also was done to standardize the observations across the data base to uniform time periods. An overview is given of available data on in-use fuel economy, vehicle miles of travel, and fuel demand, highlighting the quarterly trends in these variables. The data presented are divided into three parts: in-use fuel economy, vehicle miles of travel, and fuel demand and fuel prices.
