    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    The purpose of this report is to present the Department of Energy`s (the Department) analysis of the adequacy of the 1.00 mill per kilowatt-hour (kWh) fee being paid by the utilities generating nuclear power for the permanent disposal of their spent nuclear fuel (SNF). In accordance with the Nuclear Waste Policy Act (NWPA), the SNF would be disposed of in a geologic repository to be developed by the Department. An annual analysis of the fee`s adequacy is required by the NWPA.

    A method and system for job backfill scheduling dedicated heterogeneous nodes in a multi-node computing environment. Heterogeneous nodes are grouped into homogeneous node sub-pools. For each sub-pool, a free node schedule (FNS) is created so that the number of to chart the free nodes over time. For each prioritized job, using the FNS of sub-pools having nodes useable by a particular job, to determine the earliest time range (ETR) capable of running the job. Once determined for a particular job, scheduling the job to run in that ETR. If the ETR determined for a lower priority job (LPJ) has a start time earlier than a higher priority job (HPJ), then the LPJ is scheduled in that ETR if it would not disturb the anticipated start times of any HPJ previously scheduled for a future time. Thus, efficient utilization and throughput of such computing environments may be increased by utilizing resources otherwise remaining idle.

    This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor (PHMC) a schedule in accordance with the HNF-PRO-454, Inactive Waste Sites` HNF-PRO-455, Solid Waste 3 Management4 and BHI-EE-02, Environmental Requirements, of monitoring and sampling, routines for the near-facility environmental monitoring program during calendar year (CY) 1998. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Environmental Monitoring and Investigations. The survey frequencies for particular sites are determined by the technical judgment of Environmental Monitoring and investigations and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1999. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy, Richland Field Office. This schedule does not discuss staffing needs, nor does it list the monitoring equipment to be used in completing specific routines. Personnel performing routines to meet this schedule shall communicate any need for 1332 assistance in completing these routines to Radiological Control management and Environmental Monitoring and Investigations. After each routine survey is completed, a copy of the survey record, maps, and data sheets will be forwarded to Environmental Monitoring and Investigations. These routine surveys will not be considered complete until this documentation is received. At the end of each month, the ERC and PHMC radiological control organizations shall forward a copy of the Routine Signoff Sheet and a DSI validating the completion of the scheduled routine surveys for that month.

    Energy-efficient design in buildings today is too often the exception, rather than the rule. Building to code is not enough. That only means if the building was any worse, it would be illegal. The designers of exceptional buildings are showing that integrated design--architects, engineers, clients, and, ideally, contractors working closely together from the start--creates high performance buildings without additional capital cost, just increased design time. Agreement throughout the design profession shows that high performance buildings would be more prevalent if there were incentives to put the extra time into design integration. Rocky Mountain Institute (RMI) and Eley Associates are working to create Performance Based Fee contracts to demonstrate design incentive fees that can help architects, engineers, and building owners create extremely energy-efficient buildings. These fees will reward design professionals for what they save, not just for what they spend--thus aligning designers` interests with owners.

    The methodology and computer model described here were developed to analyze the cash flows for the federal government taking title to and managing spent nuclear fuel. The methodology has been used by the US Department of Energy (DOE) to estimate the spent fuel disposal fee that will provide full cost recovery. Although the methodology was designed to analyze interim storage followed by spent fuel disposal, it could be used to calculate a fee for reprocessing spent fuel and disposing of the waste. The methodology consists of two phases. The first phase estimates government expenditures for spent fuel management. The second phase determines the fees that will result in revenues such that the government attains full cost recovery assuming various revenue collection philosophies. These two phases are discussed in detail in subsequent sections of this report. Each of the two phases constitute a computer module, called SPADE (SPent fuel Analysis and Disposal Economics) and FEAN (FEe ANalysis), respectively.

Priority Firm (PF) Power may be purchased by public bodies, cooperatives, and Federal agencies for resale to ultimate consumers, for direct consumption, and for Construction, Test and Start-Up, and Station Service. Rates in this schedule are in effect beginning October 1, 2006, and apply to purchases under requirements Firm Power sales contracts for a three-year period. The Slice Product is only available for public bodies and cooperatives who have signed Slice contracts for the FY 2002-2011 period. Utilities participating in the Residential Exchange Program (REP) under Section 5(c) of the Northwest Power Act may purchase Priority Firm Power pursuant to the Residential Exchange Program. Rates under contracts that contain charges that escalate based on BPA's Priority Firm Power rates shall be based on the three-year rates listed in this rate schedule in addition to applicable transmission charges. This rate schedule supersedes the PF-02 rate schedule, which went into effect October 1, 2001. Sales under the PF-07 rate schedule are subject to BPA's 2007 General Rate Schedule Provisions (2007 GRSPs). Products available under this rate schedule are defined in the 2007 GRSPs. However, during the 1970s a flurry of new producing fields, primarily off the African coast, diversified production among a number of countries and touched off a wave of oil activity. The Journal takes a close look at the quality of West African oil in this installment of assays on world export crudes.     This document provides Bechtel Hanford, Inc. (BHI) and Westinghouse Hanford Company (WHC) a schedule of monitoring and sampling routines for the Operational Environmental Monitoring (OEM) program during calendar year (CY) 1995. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Near-Field Monitoring. The survey frequencies for particular sites are determined by the technical judgment of Near-Field Monitoring and may depend on the site history, radiological status, use and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1995.

    A political trend of shifting government responsibilities from the federal to the state and local level is beginning to take hold in many municipalities this year. Evidence of this shift recently was codified by the passage of Congress`s unfunded mandates bills, which require a panel review of any federal government mandates that create a cost burden of at least $50 million on state and local government. Expecting to be freed from the yoke of the most costly unfunded federal laws, many states are taking a second look at their expensive recycling laws and considering reassessment of how funding mechanisms are structured. This search for ways to raise revenue has renewed the continuing debate over advance disposal fees (ADFs), which are included in the cost of a product to pay for its ultimate disposal or reuse. These ADFs have been used for several years in a majority of US states to help handle scrap tire disposal. Due to concern over fire hazards posed by the nation`s growing scrap tire piles, several states have implemented a $1--$2 fee on each tire to help pay for disposal, most of which have been reasonably successful.

    This Implementation Plan is intended to provide a basis for improvements in the conduct of the Environmental Restoration (ER) Program at Hanford. The Plan is based on the findings of the Schedule Optimization Study (SOS) team which was convened for two weeks in September 1992 at the request of the U.S. Department of Energy (DOE) Richland Operations Office (RL). The need for the study arose out of a schedule dispute regarding the submission of the 1100-EM-1 Operable Unit (OU) Remedial Investigation/Feasibility Study (RI/FS) Work Plan. The SOS team was comprised of independent professionals from other federal agencies and the private sector experienced in environmental restoration within the federal system. The objective of the team was to examine reasons for the lengthy RI/FS process and recommend ways to expedite it. The SOS team issued their Final Report in December 1992. The report found the most serious impediments to cleanup relate to a series of management and policy issues which are within the control of the three parties managing and monitoring Hanford -- the DOE, U.S. Environmental Protection Agency (EPA), and the State of Washington Department of Ecology (Ecology). The SOS Report identified the following eight cross-cutting issues as the root of major impediments to the Hanford Site cleanup. Each of these eight issues is quoted from the SOS Report followed by a brief, general description of the proposed approach being developed.

    The United States Department of Energy Office of Environmental Management (DOE-EM) faces a number of sizeable challenges as it begins to transform its mission from managing risk to reducing and eliminating risk throughout the DOE Complex. One of the greatest challenges being addressed by DOE-EM as this transformation takes place is accelerating the deactivation and decommissioning of thousands of facilities within the DOE Complex that were once used to support nuclear-related programs and projects. These facilities are now unused and aging. Finding solutions to complete the cleanup of these aging facilities more safely, efficiently, and effectively while reducing costs is critical to successfully meeting DOE-EM's cleanup challenge. The Large-Scale Demonstration and Deployment Project (LSDDP) of Hot Cells at the West Valley Demonstration Project (WVDP) is a near-term project funded through the DOE's National Energy Technology Laboratory (DOE-NETL) for the specific purpose of identifying, evaluating, demonstrating, and deploying commercially available technologies that are capable of streamlining the cleanup of hot cells in unused facilities while improving worker safety. Two DOE project sites are participating in this LSDDP: the WVDP site in West Valley, New York and the Hanford River Corridor Project (RCP) site in Richland, Washington. The WVDP site serves as the host site for the project. Technologies considered for demonstration and potential deployment at both LSDDP sites are targeted for application in hot cells that require the use of remote and semi-remote techniques to conduct various cleanup-related activities because of high radiation or high contamination levels. These hot cells, the type of cleanup activities being conducted, and technologies selected for demonstration are the main topics discussed in this paper. The range of cleanup-related activities addressed include in-situ characterization, size-reduction, contamination control, decontamination, in-c ell viewing, and various types of handling, retrieval, and dismantlement tasks. The primary focus of the LSDDP of Hot Cells is on demonstrating technologies capable of reducing cost and schedule baselines for work scopes involving in-situ characterization (including nondestructive examination to access in-cell areas), size-reducing equipment and piping, contamination control, and decontaminating surfaces (including equipment surfaces). Demonstrations of technologies that can streamline these tasks are scheduled for the WVDP site. Demonstrations scheduled for the Hanford RCP site focus on work scope activities involving remote-inspection and viewing. Each demonstration conducted will be assessed using evaluation criteria established by the participating sites to determine if selected technologies represent a significant improvement over current baseline technologies being used to perform work. If proven to be effective, each of the commercially available technologies demonstrated has th e potential to be quickly deployed at other sites, resulting in improved worker safety, reduced cleanup costs, and accelerated schedule completion for many of the most challenging cleanup efforts now underway throughout the DOE Complex.

    As Pacific Northwest National Laboratory (PNNL) initiated a Core Business Hours program, it became a challenge to ensure that the hundreds of systems campus wide were operating within their programmed schedules. Therefore, a collaborative exchange between PNNL operations and PNNL researchers developing the Decision Support for Operations and Maintenance (DSOM) software package was initiated to create a tool to solve this problem. This new DSOM tool verifies systems are operating within scheduled operation times by polling Building Automation and Control Network (BACnet) identifiers of systems on/off or command statuses. The tool records the time spent in operation state (ON) and totalizes each system over a rolling 7-day period, highlighting systems that are running over the scheduled hours. This snapshot view allows building management to look quickly at the entire campus to ensure that systems are not operating beyond their scheduled hours.

    Approximately 2100 metric tons of spent nuclear fuel (SNF) discharged from the N-Reactor have been stored underwater at the K-Basins in the 100 Area of the Hanford Site. The spent fuel has been stored in the K-East Basin since 1975 and in the K-West Basin since 1981. Some of the SNF elements in these basins have corroded because of various breaches in the Zircaloy cladding that occurred during fuel discharge operations and/or subsequent handling and storage in the basins. Consequently, radioactive material in the fuel has been released into the basin water, and water has leaked from the K-East Basin into the soil below. To protect the Columbia River, which is only 380 m from the basins, the SNF is scheduled to be removed and transported for interim dry storage in the 200 East Area, in the central portion of the Site. However, before being shipped, the corroded fuel elements will be loaded into Multi-Canister OverPacks and conditioned. The conditioning process will be selected based on the Integrated Process Strategy (IPS) (WHC 1995), which was prepared on the basis of the dry storage concept developed by the Independent Technical Assessment (ITA) team (ITA 1994).

    High-precision radial velocity planet searches have surveyed over ~2000 nearby stars and detected over ~200 planets. While these same stars likely harbor many additional planets, they will become increasingly challenging to detect, as they tend to have relatively small masses and/or relatively long orbital periods. Therefore, observers are increasing the precision of their observations, continuing to monitor stars over decade timescales, and also preparing to survey thousands more stars. Given the considerable amounts of telescope time required for such observing programs, it is important use the available resources as efficiently as possible. Previous studies have found that a wide range of predetermined scheduling algorithms result in planet searches with similar sensitivities. We have developed adaptive scheduling algorithms which have a solid basis in Bayesian inference and information theory and also are computationally feasible for modern planet searches. We have performed Monte Carlo simulations of plausible planet searches to test the power of adaptive scheduling algorithms. Our simulations demonstrate that planet searches performed with adaptive scheduling algorithms can simultaneously detect more planets, detect less massive planets, and measure orbital parameters more accurately than comparable surveys using a non-adaptive scheduling algorithm. We expect that these techniques will be particularly valuable for the N2K radial velocity planet search for short-period planets as well as future astrometric planet searches with the Space Interferometry Mission which aim to detect terrestrial mass planets.

    In this paper, we present an approach to fault tolerant execution of dynamic task graphs scheduled using work stealing. In particular, we focus on selective and localized recovery of tasks in the presence of soft faults. We elicit from the user the basic task graph structure in terms of successor and predecessor relationships. The work stealing-based algorithm to schedule such a task graph is augmented to enable recovery when the data and meta-data associated with a task get corrupted. We use this redundancy, and the knowledge of the task graph structure, to selectively recover from faults with low space and time overheads. We show that the fault tolerant design retains the essential properties of the underlying work stealing-based task scheduling algorithm, and that the fault tolerant execution is asymptotically optimal when task re-execution is taken into account. Experimental evaluation demonstrates the low cost of recovery under various fault scenarios.

    Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol). This proposal will increase contractor fees in exchange for the contractor`s purported assumption of additional risk. In 1991, the Department, through the Accountability Rule, increased contractor fees as an incentive to improve contractor performance and accountability. Despite the lack of measurable benefits of this effort, the Department is crafting a new fee policy which will, depending upon how it is executed, increase fees above the amount provided through the Accountability Rule as an incentive to the Department`s management and operating contractors. The objective of the audit was to determine whether the Department`s proposed change to the fee structure for determining management and operating contractor fees will be cost effective.     Today?s scientific and business applications generate mas- sive data sets that need to be transferred to remote sites for sharing, processing, and long term storage. Because of increasing data volumes and enhancement in current net- work technology that provide on-demand high-speed data access between collaborating institutions, data handling and scheduling problems have reached a new scale. In this paper, we present a new data scheduling model with ad- vance resource provisioning, in which data movement operations are defined with earliest start and latest comple- tion times. We analyze time-dependent resource assign- ment problem, and propose a new methodology to improve the current systems by allowing researchers and higher-level meta-schedulers to use data-placement as-a-service, so they can plan ahead and submit transfer requests in advance. In general, scheduling with time and resource conflicts is NP-hard. We introduce an efficient algorithm to organize multiple requests on the fly, while satisfying users? time and resource constraints. We successfully tested our algorithm in a simple benchmark simulator that we have developed, and demonstrated its performance with initial test results.

    The large scale penetration of electric vehicles (EVs) will introduce technical challenges to the distribution grid, but also carries the potential for vehicle-to-grid services. Namely, if available in large enough numbers, EVs can be used as a distributed energy resource (DER) and their presence can influence optimal DER investment and scheduling decisions in microgrids. In this work, a novel EV fleet aggregator model is introduced in a stochastic formulation of DER-CAM [1], an optimization tool used to address DER investment and scheduling problems. This is used to assess the impact of EV interconnections on optimal DER solutions considering uncertainty in EV driving schedules. Optimization results indicate that EVs can have a significant impact on DER investments, particularly if considering short payback periods. Furthermore, results suggest that uncertainty in driving schedules carries little significance to total energy costs, which is corroborated by results obtained using the stochastic formulation of the problem.

WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    A major difficulty of choosing an optimal radiation schedule is the uncertainty of model parameters due to geometric and patient specific uncertainties. This paper proposes a method for determining the optimal fractionation schedule in the Linear Quadratic (LQ) model with multiple normal tissue toxicity constraints in the presence of uncertainties in model parameters. To this end, we assumed uncertainty in the LQ model can take two forms: (i) estimation errors for parameters of constant but unknown value, and (ii) stochasticity of random variables. For the unknown parameters, we formulated our problem as a conservative model whose solution is immune to the parameter drifts. When the underlying distributions of uncertain parameters are known, we developed a model which required the decision maker to specify a probability that determined the feasibility of normal tissues constraints and risk factor in the objective function.     The West Valley Demonstration Project (WVDP), the site of a US Department of Energy environmental cleanup activity operated by West Valley Nuclear Services Co., Inc., (WVNS), is in the process of solidifying liquid high-level radioactive waste remaining at the site after commercial nuclear fuel reprocessing was discontinued. The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices. Appendix A is a summary of the site environmental monitoring schedule. Appendix B lists the environmental permits and regulations pertaining to the WVDP. Appendices C through F contain summaries of data obtained during 1996 and are intended for those interested in more detail than is provided in the main body of the report.
