    The Structural Aging (SAG) Program is carried out by the Oak Ridge National Laboratory (ORNL) under sponsorship of the United States Nuclear Regulatory Commission (USNRC). The Program has evolved from preliminary studies conducted to evaluate the long-term environmental challenges to light-water reactor safety-related concrete civil structures. An important conclusion of these studies was that a damage methodology, which can provide a quantitative measure of a concrete structure's durability with respect to potential future requirements, needs to be developed. Under the SAG Program, this issue is being addressed through: establishment of a structural materials information center, evaluation of structural component assessment and repair technologies, and development of a quantitative methodology for structural aging determinations. Progress to date of each of these activities is presented as well as future plans. 7 refs., 5 figs.

    As the penetration of variable generation (wind and solar) increases around the world, there is an accompanying growing interest and importance in accurately assessing the contribution that these resources can make toward planning reserve. This contribution, also known as the capacity credit or capacity value of the resource, is best quantified by using a probabilistic measure of overall resource adequacy. In recognizing the variable nature of these renewable resources, there has been interest in exploring the use of reliability metrics other than loss of load expectation. In this paper, we undertake some comparisons using data from the Western Electricity Coordinating Council in the western United States.

    Concerned about the potential cost and sufficiency of funds to decommission the nation's nuclear power plants, the Congress asked the U.S. General Accounting Office (GAO) to assess the adequacy, as of December 31, 1997, of electric utilities'; funds to eventually decommission their plants. GAO's report (GAO/RCED-99-75) on this issue addressed three alternative assumption scenarios--baseline (most likely), optimistic, and pessimistic; and was issued in May 1999. This paper updates GAO's baseline assessment of fund adequacy in 1997, and extends the analysis through 2000. In 2000, we estimate that the present value cost to decommission the nation's nuclear plants is about $35 billion; utility fund balances are about $29 billion. Both our two measures of funding adequacy for utilities are on average not only much above ideal levels, but also overall have greatly improved since 1997. However, certain utilities still show less than ideal fund balances and annual contributions. We suggest that the range of these results among the individual utilities is a more important policy measure to assess the adequacy of decommissioning funding than is the funding adequacy for the industry as a whole.

    Fiscal Year 1999 represents the third fill year utilizing a results-oriented, performance-based evaluation for the Contractor's operations and management of the DOE Pacific Northwest National Laboratory (here after referred to as the Laboratory). However, this is the first year that the Contractor's fee is totally performance-based utilizing the same Critical Outcomes. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractor's performance for the period October 1, 1998 through September 30, 1999, as required by Clauses entitled ''Use of Objective Standards of Performance, Self Assessment and Performance Evaluation'' and ''Performance Measures Review'' of the Contract DE-ACO6-76RL01830. Furthermore, it documents the distribution of the total available performance-based fee and the methodology set for determining the amount of fee earned by the Contractor as stipulated within the causes entitled ''Estimated Cost and Annual Fee,'' ''Total Available Fee'' and ''Allowable Costs and Fee.'' In partnership with the Contractor and other key customers, the Department of Energy (DOE) Headquarters (HQ) and Richland Operations Office (RL) has defined four critical outcomes that serve as the core for the Contractor's performance-based evaluation and fee determination. The Contractor also utilizes these outcomes as a basis for overall management of the Laboratory.

    To provide a consistent Department of Energy approach on the disclosure of award fee and incentive fee reports (fee determination reports) for management and operating contracts and other major contracts at the Department’s sites, the Department will, in the near future, be implementing the following policy: programs shall, at a minimum, publish a one-page score card for each contractor summarizing the fee determination and release the fee determination report upon request. However, programs will only release the fee determination report to the public after appropriate redactions are made. The Department’s Senior Procurement Executives, in consultation with the Heads of Contracting Activities and the Office of General Counsel, intend to develop and issue the policy shortly.

    Traditional probabilistic methods have been used to evaluate resource adequacy. The increasing presence of variable renewable generation in power systems presents a challenge to these methods because, unlike thermal units, variable renewable generation levels change over time because they are driven by meteorological events. Thus, capacity value calculations for these resources are often performed to simple rules of thumb. This paper follows the recommendations of the North American Electric Reliability Corporation?s Integration of Variable Generation Task Force to include variable generation in the calculation of resource adequacy and compares different reliability metrics. Examples are provided using the Western Interconnection footprint under different variable generation penetrations.

    Variable generation is on track to become a significant contributor to electric power systems worldwide. Thus, it is important to analyze the effect that renewables will have on the reliability of systems. In this paper we present a new tool being implemented at the National Renewable Energy Laboratory, which allows the inclusion of variable generation in the power system resource adequacy. The tool is used to quantify the potential contribution of transmission to reliability in highly interconnected systems and an example is provided using the Western Interconnection footprint.

    The Exxon Valdez spill abruptly brought to the nation's attention the risks of transporting crude oil. While oil tanker transportation received many of the headlines, the safety of pipelines carrying oil and the terminals that store it have also been called into question. GAO testified on the adequacy of regulatory oversight of the 800-mile Trans-Alaska Pipeline System and the terminal at Valdez, Alaska. This paper reports increased and coordinated regulatory oversight as a major component of an effective operational and emergency response strategy for the pipeline. The current lack of comprehensive and systematic oversight is of particular concern because of recent revelations of significant corrosion problems in the pipeline.

    ABSTRACT Demonstrating the structural integrity of U.S. nuclear power plant (NPP) containment structures, for beyond design-basis internal pressure loadings, is necessary to satisfy Nuclear Regulatory Commission (NRC) requirements and performance goals. This paper discusses methods for demonstrating the structural adequacy of the containment for beyond design-basis pressure loadings. Three distinct evaluations are addressed: (1) estimating the ultimate pressure capacity of the containment structure (10 CFR 50 and US NRC Standard Review Plan, Section 3.8) ; (2) demonstrating the structural adequacy of the containment subjected to pressure loadings associated with combustible gas generation (10 CFR 52 and 10 CFR 50); and (3) demonstrating the containment structural integrity for severe accidents (10 CFR 52 as well as SECY 90-016, SECY 93-087, and related NRC staff requirements memoranda (SRMs)). The paper describes the technical basis for specific aspects of the methods presented. It also presents examples of past issues identified in licensing activities related to these evaluations.

    The methodology and computer model described here were developed to analyze the cash flows for the federal government taking title to and managing spent nuclear fuel. The methodology has been used by the US Department of Energy (DOE) to estimate the spent fuel disposal fee that will provide full cost recovery. Although the methodology was designed to analyze interim storage followed by spent fuel disposal, it could be used to calculate a fee for reprocessing spent fuel and disposing of the waste. The methodology consists of two phases. The first phase estimates government expenditures for spent fuel management. The second phase determines the fees that will result in revenues such that the government attains full cost recovery assuming various revenue collection philosophies. These two phases are discussed in detail in subsequent sections of this report. Each of the two phases constitute a computer module, called SPADE (SPent fuel Analysis and Disposal Economics) and FEAN (FEe ANalysis), respectively.

    In the early 1980s, the US Department of Energy/Defense Programs (DOE/DP) initiated a project to develop a safe and efficient transportation system for defense high level waste (DHLW). A long-standing objective of the DHLW transportation project is to develop a truck cask that represents the leading edge of cask technology as well as one that fully complies with all applicable DOE, Nuclear Regulatory Commission (NRC), and Department of Transportation (DOT) regulations. General Atomics (GA) designed the DHLW Truck Shipping Cask using state-of-the-art analytical techniques verified by model testing performed by Sandia National Laboratories (SNL). The analytical techniques include two approaches, inelastic analysis and elastic analysis. This topical report presents the results of the two analytical approaches and the model testing results. The purpose of this work is to show that there are two viable analytical alternatives to verify the structural adequacy of a Type B package and to obtain an NRC license. It addition, this data will help to support the future acceptance by the NRC of inelastic analysis as a tool in packaging design and licensing.

    This project is part of the National Network for Environmental Management Studies conducted under the auspices of the Office of Cooperative Environmental Management - U.S. Environmental Protection Agency. With the phasing out of EPA's construction grants program and the implementation of State Revolving Funds (SRF's), it appears that more money will be needed for the financing of waste-water treatment facilities in the next twenty years. Infrastructure needs for waste-water treatment facilities will increase significantly due to required replacement and upgrading needs, while user fees may be significantly understated due to years of capital subsidies. With Federal seed capital for the SRF's stopping after 1994, alternative sources of funding will be necessary. An effluent fee program could both offer a way to make the polluter pay and provide a reliable financing mechanism for the SRF's. The paper discusses the experience of effluent fees in Europe, and proposes an effluent fee program that would provide needed capital to the State Revolving Fund. The fee would be tied into the National Pollutant Discharge Elimination System permits through gradual implementation. Various options for setting the fee and enforcement procedures are also discussed.

    The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment. The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups - surveyors, planners, engineers and natural scientists - in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers - predominantly planners and lawyers - showed variations in their expectations of impact assessment depending on their respective professional affiliation. Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    In the Report accompanying the Fiscal Year 1997 Senate Energy and Water Development Appropriations Bill, the Senate Appropriations Committee directed the Department of Energy (DOE) to prepare a study of the costs of operating a low-level radioactive waste (LLW) disposal facility such as the one at Barnwell, South Carolina, and to determine whether LLW generators are paying equitable disposal fees. The disposal costs of four facilities are reviewed in this report, two operating facilities and two planned facilities. The operating facilities are located at Barnwell, South Carolina, and Richland, Washington. They are operated by Chem-Nuclear, LLC, (Chem-Nuclear), and US Ecology, Inc., (US Ecology), respectively. The planned facilities are expected to be built at Ward Valley, California, and Sierra Blanca, Texas. They will be operated by US Ecology and the State of Texas, respectively. This report found that disposal fees vary significantly among facilities for a variety of reasons. However, the information suggests that at each disposal facility, LLW generators pay equitable disposal fees.

This annual summary report presents data and conclusions from the FY 2009 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada Test Site relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs.

    A supplemental hazard analysis was conducted and quantitative risk assessment performed in response to an independent review comment received by the Pacific Northwest National Laboratory (PNNL) from the U.S. Department of Energy Pacific Northwest Field Office (PNSO) against the Hydrotreater/Distillation Column Hazard Analysis Report issued in April 2013. The supplemental analysis used the hazardous conditions documented by the previous April 2013 report as a basis. The conditions were screened and grouped for the purpose of identifying whether additional prudent, practical hazard controls could be identified, using a quantitative risk evaluation to assess the adequacy of the controls and establish a lower level of concern for the likelihood of potential serious accidents.     This report describes the review and evaluation of the geological, geotechnical and geophysical data supporting the design basis analysis for the Rocky Flats Environmental Test Site (RFETS) Building 371. The primary purpose of the geologic and geotechnical reviews and assessments described herein are to assess the adequacy of the crustal and near surface rock and soil model used in the seismic analysis of Building 371. This review was requested by the RFETS Seismic Evaluation Program. The purpose was to determine the adequacy of data to support the design basis for Building 371, with respect to seismic loading. The objectives required to meet this goal were to: (1) review techniques used to gather data (2) review analysis and interpretations of the data; and (3) make recommendations to gather additional data if required. Where there were questions or inadequacies in data or interpretation, recommendations were made for new data that will support the design basis analysis and operation of Building 371. In addition, recommendations are provided for a geologic and geophysical assessment for a new facility at the Rocky Flats Site.

This assessment was conducted by the Department's Office of Environment, Safety and Health between October 2 and 31, 1989. The scope of the assessment of the Pantex Plant covered all areas of environment, safety and health (ES H) activities, including compliance with federal, state, and local regulations, requirements, permits, agreements, orders and consent decrees, and DOE ES H Orders. The assessment also included an evaluation of the adequacy of DOE and site contractor ES H management programs. The draft findings were submitted to the Office of Defense Programs, the Albuquerque Operations Office, the Amarillo Area Office, and regulatory agencies at the conclusion of the on-site assessment activities for review and comment on technical accuracy. Final modifications and any other appropriate changes have been incorporated in the final report. The Tiger Team Assessment of the Pantex Plant is part of the larger Tiger Team Assessment program which will encompass over 100 DOE operating facilities. The assessment program is part of a 10-point initiative announced by Secretary of Energy James D. Watkins on June 27, 1989, to strengthen environmental protection and waste management activities in the Department. The results of the program will provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and site contractor ES H management programs, and DOE-wide ES H compliance trends.

    The EPRI FCODE-BETA fuel performance code is the mechanistic model portion for the SPEAR-BETA fuel reliability code, which was developed for EPRI by Entropy Limited. FCODE-BETA was assessed by Battelle, Pacific Northwest Laboratories, and Combustion Engineering, Inc., for adequacy in simulating fuel performance in fuel licensing proceedings. The assessment included a detailed review of those thermal and mechanical performance models of greatest importance to fuel licensing, including fission gas release, fuel temperatures, and cladding uniform strain. It was concluded that the code is inadequate for licensing calculations in its present form. Recommendations for modeling and usability improvements are made.

    The simplified methods in current codes for determining the shear capacity of reinforced concrete shear walls had mostly been validated using the test results of single-element shear walls. Recently available JNES/NUPEC test data of reinforced concrete shear walls under multi-directional cyclic loadings provided a unique opportunity to investigate the adequacy of the simplified methods for use in situations with strong interaction effects. A total of 11 test specimens with aspect ratios between 0.47 and 0.87 have been used in the assessment. Two simplified methods from the ACI 349-01 standard [1] and one from the ASCE 43-05 standard [2] have been evaluated. This paper also presents the development of an adjustment factor to consider the aspect ratio and the development of two approaches to consider interaction effects for one of the simplified methods. It concludes with the insights on the applicability of the code methods when interaction effects exist.

    The Los Alamos National Laboratory (LANL) Safeguards and Security (S and S) Assurance Program (AP) is designed to ensure the adequacy and effectiveness of the LANL S and S program. The Assurance Program provides a mechanism for discovering deficiencies, determining causes, conducting risk assessments, implementing corrective actions, and documenting the assessment process. Selection of organizations for self assessments is based on the criteria established in the LANL S and S Assurance Program. For FY 1995, 12 organizations were selected for self assessments, these organizations are identified fin the schedule at Appendix A. The S and S topical areas selected for review in each organization varied depending on their security interests and included: Program Planning and Management (PPM); Protection Program Operations (PPO); Material Control and Accountability (MC and A); Computer and Communications Security (COMPSEC and COMSEC); Information Security (INFOSEC); Personnel Security (PERSEC); and Operational Security (OPSEC). The objective was to ascertain the effectiveness of S and S programs in each organization, its formality of operations, and its integration with the overall Laboratory S and S program. The goal was to meet both the DOE self-assessment requirements and the UC performance criteria and document the results.

  16. Adequacy of Power-to-Mass Scaling in Simulating PWR Incident Transient for Reduced-Height, Reduced-Pressure and Full-Height, Full-Pressure Integral System Test Facilities

    A complete scheme of scaling methods to design the reduced-height, reduced-pressure (RHRP) Institute of Nuclear Energy Research Integral System Test (IIST) facility and to specify test conditions for incident simulation was developed. In order to preserve core decay power history and coolant mass inventory during a transient, a unique power-to-mass scaling method is proposed and utilized for RHRP and full-height, full-pressure (FHFP) systems. To validate the current scaling method, three counterpart tests done at the IIST facility are compared with the FHFP tests in small-break loss-of-coolant, station blackout, and loss-of-feedwater accidents performed at the Large-Scale Test Facility (LSTF) and the BETHSY test facility. Although differences appeared in design, scaling, and operation conditions among the IIST, LSTF, and BETHSY test facilities, the important physical phenomena shown in the facilities are almost the same. The physics involved in incident transient phenomena are well measured and modeled by showing the common thermal-hydraulic behavior of key parameters and the general consistency of chronological events. The results also confirm the adequacy of power-to-mass scaling methodology.

    The ES&H Progress Assessments are part of the Department`s continuous improvement process throughout DOE and its contractor organizations. The purpose of the INEL ES&H Progress Assessment is to provide the Department with concise independent information on the following: (1) change in culture and attitude related to ES&H activities; (2) progress and effectiveness of the ES&H corrective actions resulting from previous Tiger Team Assessments; (3) adequacy and effectiveness of the ES&H self-assessment programs of the DOE line organizations and the site management and operating contractor; and (4) effectiveness of DOE and contractor management structures, resources, and systems to effectively address ES&H problems. It is not intended that this Progress Assessment be a comprehensive compliance assessments of ES&H activities. The points of reference for assessing programs at the INEL were, for the most part, the 1991 INEL Tiger Team Assessment, the INEL Corrective Action Plan, and recent appraisals and self-assessments of INEL. Horizontal and vertical reviews of the following programmatic areas were conducted: Management: Corrective action program; self-assessment; oversight; directives, policies, and procedures; human resources management; and planning, budgeting, and resource allocation. Environment: Air quality management, surface water management, groundwater protection, and environmental radiation. Safety and Health: Construction safety, worker safety and OSHA, maintenance, packaging and transportation, site/facility safety review, and industrial hygiene.

    An overview is presented of the Canadian two-fluid computer codes TUF and CATHENA with specific focus on the constraints imposed during development of these codes and the areas of application for which they are intended. Additionally a process for systematic assessment of these codes is described which is part of a broader, industry based initiative for validation of computer codes used in all major disciplines of safety analysis. This is intended to provide both the licensee and the regulator in Canada with an objective basis for assessing the adequacy of codes for use in specific applications. Although focused specifically on CANDU reactors, Canadian experience in developing advanced two-fluid codes to meet wide-ranging application needs while maintaining past investment in plant modelling provides a useful contribution to international efforts in this area.

    Percutaneous vapor toxicity guidelines are provided for assessment and selection of chemical protective ensembles (CPEs) to be used by civilian and military first responders operating in a chemical warfare agent vapor environment. The agents evaluated include the G-series and VX nerve agents, the vesicant sulfur mustard (agent HD) and, to a lesser extent, the vesicant Lewisite (agent L). The focus of this evaluation is percutaneous vapor permeation of CPEs and the resulting skin absorption, as inhalation and ocular exposures are assumed to be largely eliminated through use of SCBA and full-face protective masks. Selection of appropriately protective CPE designs and materials incorporates a variety of test parameters to ensure operability, practicality, and adequacy. One aspect of adequacy assessment should be based on systems tests, which focus on effective protection of the most vulnerable body regions (e.g., the groin area), as identified in this analysis. The toxicity range of agent-specific cumulative exposures (Cts) derived in this analysis can be used as decision guidelines for CPE acceptance, in conjunction with weighting consideration towards more susceptible body regions. This toxicity range is bounded by the percutaneous vapor estimated minimal effect (EME{sub pv}) Ct (as the lower end) and the 1% population threshold effect (ECt{sub 01}) estimate. Assumptions of exposure duration used in CPE certification should consider that each agent-specific percutaneous vapor cumulative exposure Ct for a given endpoint is a constant for exposure durations between 30 min and 2 hours.

    An assessment of Los Alamos National Laboratory`s management system related to facility compliance with an element of the Clean Air Act was performed under contract by a team from Northern Arizona University. More specifically, a Federal Facilities Compliance Agreement (FFCA) was established in 1996 to bring the Laboratory into compliance with emissions standards of radionuclides, commonly referred to as Rad/NESHAP. In the fall of 1996, the four-person team of experienced environmental managers evaluated the adequacy of relevant management systems to implement the FFCA provisions. The assessment process utilized multiple procedures including document review, personnel interviews and re-interviews, and facility observations. The management system assessment was completed with a meeting among team members, Laboratory officials and others on November 1, 1996 and preparation of an assessment report.

Several issues were presented at the meeting for discussion. This is a short summary that is organized in accordance with the primary issues discussed, which is not necessarily a chronological record. Issues include: SRS Meteorological Data and its Use in MACCS2; Deposition Velocities for Particles; Deposition Velocities for Tritium; MACCS2 Dispersion Coefficients; Use of Low Surface Roughness in Open Areas; Adequacy of Meteorological Tower and Instrumentation; Displacement Height; and Validity of MACCS2 Calculations at Close-in Distances.     This report documents the Tiger Team Assessment of the Naval Petroleum Oil Shale Reserves in Colorado, Utah, and Wyoming (NPOSR-CUW). NPOSR-CUW consists of Naval Petroleum Reserve Number 3 located near Casper, Wyoming; Naval Oil Shale Reserve Number I and Naval Oil Shale Reserve Number 3 located near Rifle, Colorado; and Naval Oil Shale Reserve Number 2 located near Vernal, Utah, which was not examined as part of this assessment. The assessment was comprehensive, encompassing environment, safety, and health (ES H) and quality assurance (QA) disciplines; site remediation; facilities management; and waste management operations. Compliance with applicable Federal, state, and local regulations; applicable DOE Orders; best management practices; and internal NPOSR-CUW requirements was assessed. The NPOSR-CUW Tiger Team Assessment is part of a larger, comprehensive DOE Tiger Team Independent Assessment Program planned for DOE facilities. The objective of the initiative is to provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and contractor ES H management programs, response actions to address the identified problem areas, and DOE-wide ES H compliance trends and root causes.

    The Management Subteam conducted a management assessment of Environment, Safety, and Health (ES H) programs and their implementation of Idaho National Engineering Laboratory (INEL). The objectives of the assessment were to: (1) evaluate the effectiveness of existing management functions and processes in terms of ensuring environmental compliance, and the health and safety of workers and the general public; and (2) identify probable root causes for ES H findings and concerns. Organizations reviewed were DOE-Headquarters: DOE Field Offices, Chicago (CH) and Idaho (ID); Argonne Area Offices, East (AAO-E) and West (AAO-W); Radiological and Environmental Sciences Laboratory (RESL); Argonne National Laboratory (ANL); EG G Idaho, Inc. (EG G); Westinghouse Idaho Nuclear Company, Inc. (WINCO); Rockwell-INEL; MK-Ferguson of Idaho Company (MK-FIC); and Protection Technology of Idaho, Inc. (PTI).   18. PERFORMANCE ASSESSMENT ASSISTANCE ACTIVITIES IN THE DOE COMPLEX

    The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford.

    This report addresses the adequacy of Ocean Thermal Corporation's socioeconomic impact assessment of its 40-MWe closed-cycle ocean thermal energy conversion (OTEC) pilot plant proposed for Kahe Point, Oahu, Hawaii. The socioeconomic impacts identified as relevant to the plant were assessed in detail, including potential economic-demographic, public-service and fiscal, ocean-use, aesthetic, cultural, and energy impacts. The economic-demographic impact assessment does not estimate the full extent of population and income changes or second-order effects associated with the plant. There is no subjective assessment of perceptions on the part of local communities concerning probable changes in land values, housing, and population. Anticipated public-service and fiscal impacts are found to be relatively unimportant; however, the measurement of the impact of the plant on tax revenues needs improvement. The assessment does not sufficiently consider the objective and subjective assessment of ocean-use, aesthetic, and cultural impacts, which are of major significance to the local communities. The quantification of physical impacts, perceptions of impacts, and potential mitigation measures is inadequate. The energy impacts need to be updated to reflect the recent declines in oil prices and price projections. An assessment of low-probability, high-risk occurrences may be necessary. 12 refs., 3 tabs.

  3. Aging assessment of surge protective devices in nuclear power plants

    An assessment was performed to determine the effects of aging on the performance and availability of surge protective devices (SPDs), used in electrical power and control systems in nuclear power plants. Although SPDs have not been classified as safety-related, they are risk-important because they can minimize the initiating event frequencies associated with loss of offsite power and reactor trips. Conversely, their failure due to age might cause some of those initiating events, e.g., through short circuit failure modes, or by allowing deterioration of the safety-related component(s) they are protecting from overvoltages, perhaps preventing a reactor trip, from an open circuit failure mode. From the data evaluated during 1980--1994, it was found that failures of surge arresters and suppressers by short circuits were neither a significant risk nor safety concern, and there were no failures of surge suppressers preventing a reactor trip. Simulations, using the ElectroMagnetic Transients Program (EMTP) were performed to determine the adequacy of high voltage surge arresters.

    The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided. The assistance has been well received by practitioners and regulators that have been involved. The paper highlights assistance and sharing of information that has been conducted in the last two years to support activities underway in support of proposed disposal facilities at Paducah, Portsmouth, and the Idaho National Laboratory and tank closure at Hanford. DOE-EM established the PA CoP to help improve the consistency and quality of implementation of modelling activities around the DOE Complex. The PA CoP has sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from ongoing

  12. Preliminary Aging Assessment of Nuclear Air-Treatment and Cooling System Fans

    A preliminary aging assessment of the fans used in nuclear air treatment and cooling systems was performed by the Pacific Northwest Laboratory as part of the U.S. Nuclear Regulatory Commission's Nuclear Plant Aging Research Program. Details from guides and standards for the design, testing, and installation of fans; results of failure surveys; and information concerning stressors, related aging mechanisms, and inspection, surveillance, and monitoring methods (ISMM) were compiled. Failure surveys suggest that about half of the failures reported for fans are primarily associated with aging. Aging mechanisms associated with the various fan components and resulting from mechanical, thermal, and environmental stressors include wear, fatigue, corrosion, and erosion of metals and the deterioration of belts and lubricants. A bearing is the component most frequently linked to fan failure. The assessment also suggests that ISMM that will detect irregularities arising from improper lubrication, cooling, alignment, and balance of the various components should aid in counteracting many of the aging effects that could impair fan performance. An expanded program, to define and evaluate the adequacy of current ISMM and maintenance practices and to include a documented Phase I aging assessment, is recommended.

    The Big Hill SPR facility located in Jefferson County, Texas has been a permitted operating crude oil storage site since 1986 with benign environmental impacts. However, Congress has not authorized crude oil purchases for the SPR since 1990, and six storage caverns at Big Hill are underutilized with 70 million barrels of available storage capacity. On February 17, 1999, the Secretary of Energy offered the 70 million barrels of available storage at Big Hill for commercial use. Interested commercial users would enter into storage contracts with DOE, and DOE would receive crude oil in lieu of dollars as rental fees. The site could potentially began to receive commercial oil in May 1999. This Environmental Assessment identified environmental changes that potentially would affect water usage, power usage, and air emissions. However, as the assessment indicates, changes would not occur to a major degree affecting the environment and no long-term short-term, cumulative or irreversible impacts have been identified.

    An interconnected electric power system is a complex system that must be operated within a safe frequency range in order to reliably maintain the instantaneous balance between generation and load. This is accomplished by ensuring that adequate resources are available to respond to expected and unexpected imbalances and restoring frequency to its scheduled value in order to ensure uninterrupted electric service to customers. Electrical systems must be flexible enough to reliably operate under a variety of"change" scenarios. System planners and operators must understand how other parts of the system change in response to the initial change, and need tools to manage such changes to ensure reliable operation within the scheduled frequency range. This report presents a systematic approach to identifying metrics that are useful for operating and planning a reliable system with increased amounts of variable renewable generation which builds on existing industry practices for frequency control after unexpected loss of a large amount of generation. The report introduces a set of metrics or tools for measuring the adequacy of frequency response within an interconnection. Based on the concept of the frequency nadir, these metrics take advantage of new information gathering and processing capabilities that system operators are developing for wide-area situational awareness. Primary frequency response is the leading metric that will be used by this report to assess the adequacy of primary frequency control reserves necessary to ensure reliable operation. It measures what is needed to arrest frequency decline (i.e., to establish frequency nadir) at a frequency higher than the highest set point for under-frequency load shedding within an interconnection. These metrics can be used to guide the reliable operation of an interconnection under changing circumstances.

    The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (National Security Technologies, LLC 2007a) requires an annual review to assess the adequacy of the performance assessments (PAs) and composite analyses (CAs), with the results submitted to the U.S. Department of Energy (DOE) Office of Environmental Management. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE 1999a, 2000). The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office performed an annual review of the Area 3 and Area 5 RWMS PAs and CAs for fiscal year (FY) 2013. This annual summary report presents data and conclusions from the FY 2013 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R&D) activities were reviewed to determine the adequacy of the PAs. Likewise, the environmental restoration activities at the Nevada National Security Site (NNSS) relevant to the sources of residual radioactive material that are considered in the CAs, the land-use planning, and the results of the environmental monitoring and R&D activities were reviewed to determine the adequacy of the CAs. Important developments in FY 2013 include the following: • Development of a new Area 5 RWMS closure inventory estimate based on disposals through FY 2013 • Evaluation of new or revised waste streams by special analysis • Development of version 4.115 of the Area 5 RWMS GoldSim PA/CA model The Area 3 RWMS has been in inactive status since July 1, 2006, with the last shipment received in April 2006.     As required by the US. Department of Energy (DOE) order on radioactive waste management (DOE 1999a) and as implemented by the ''Maintenance Plan for the Hanford Immobilized Low-Activity Tank Waste Performance Assessment'' (Mann 2004), an annual summary of the adequacy of the Hanford Immobilized Low-Activity Tank Waste Performance Assessment (ILAW PA) is necessary in each year in which a performance assessment is not issued. A draft version of the 2001 ILAW PA was sent to the DOE Headquarters (DOE/HQ) in April 2001 for review and approval. The DOE approved (DOE 2001) the draft version of the 2001 ILAW PA and issued a new version of the Hanford Site waste disposal authorization statement (DAS). Based on comments raised during the review, the draft version was revised and the 2001 ILAW PA was formally issued (Mann et al. 2001). The DOE (DOE 2003a) has reviewed the final 2001 ILAW PA and concluded that no changes to the DAS were necessary. Also as required by the DOE order, annual summaries have been generated and approved. The previous annual summary (Mann 2003b) noted the change of mission from ILAW disposal to the disposal of a range of solid waste types, including ILAW. DOE approved the annual summary (DOE 2003c), noting the expanded mission. Considering the results of data collection and analysis, the conclusions of the 2001 ILAW PA remain valid as they pertain to ILAW disposal. The new data also suggest that impacts from the disposal of the other solid waste will be lower than initially estimated in the ''Integrated Disposal Facility Risk Assessment'' (Mann 2003a). A performance assessment for the Integrated Disposal Facility (IDF) will be issued in the summer of 2005.

    The approaches used for setting or reviewing air quality standards vary from country to country. The purpose of this research was to consider the potential to improve decision-making through integration of HIA into the processes to review and set air quality standards used in Australia. To assess the value of HIA in this policy process, its strengths and weaknesses were evaluated aligned with review of international processes for setting air quality standards. Air quality standard setting programmes elsewhere have either used HIA or have amalgamated and incorporated factors normally found within HIA frameworks. They clearly demonstrate the value of a formalised HIA process for setting air quality standards in Australia. The following elements should be taken into consideration when using HIA in standard setting. (a) The adequacy of a mainly technical approach in current standard setting procedures to consider social determinants of health. (b) The importance of risk assessment criteria and information within the HIA process. The assessment of risk should consider equity, the distribution of variations in air quality in different locations and the potential impacts on health. (c) The uncertainties in extrapolating evidence from one population to another or to subpopulations, especially the more vulnerable, due to differing environmental factors and population variables. (d) The significance of communication with all potential stakeholders on issues associated with the management of air quality. In Australia there is also an opportunity for HIA to be used in conjunction with the NEPM to develop local air quality standard measures. The outcomes of this research indicated that the use of HIA for air quality standard setting at the national and local levels would prove advantageous. -- Highlights: Health Impact Assessment framework has been applied to a policy development process.     The Magma Gulf-Technadril/Department of Energy Amoco Fee No. 1 (production) and salt water disposal wells were drilled in the period from August, 1980 to February 1981. Surface facilities were designed and constructed during March-June 1981. Flow testing began in June 1981 and continued until February, 1982. The Miogypsinoides interval contains seven discrete sands in the test well. These sands have been numbered 1 to 7, beginning at the top of the sequence. Data from wireline logs and core samples suggested that the first zone to be perforated should be Sand 5. Because of its high porosity and permeability, Sand 5 was thought to contain almost 50% of the total hydraulic capacity of the well. Flow testing of Sand 5 was performed in three stages, each of which is fully described in this report. Phase I was designed as an initial clean-up flow and a reservoir confirmation test. Phase II consisted of the reservoir limit determination test and lasted 17 days. Boundaries were confirmed which suggest that the Sweet Lake reservoir is fairly narrow, with boundaries on three sides, but is open in one direction with no closure for at least 4-1/4 miles. These boundaries approximate the shape of the graben in which the test well was drilled, but may or may not be directly related to the major faults forming the graben. Phase III testing was planned to be a long-term test at commercial design rates. Although Sand 5 alone would not support such rates, long-term production was demonstrated. Additional research not supported by DOE funding was also performed during the period covered by this report. This research, consisting of mud logging, micropaleontology, organic geochemistry, core analysis, and rock mechanics, is summarized in this report.

    A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

    This qualitative hazard evaluation systematically assessed potential doses to workers during postulated accident conditions at the U.S. Department of Energy`s Waste Isolation Pilot Plant (WIPP). Postulated accidents included the spontaneous ignition of a waste drum, puncture of a waste drum by a forklift, dropping of a waste drum from a forklift, and simultaneous dropping of seven drums during a crane failure. The descriptions and estimated frequencies of occurrence for these accidents were developed by the Hazard and Operability Study for CH TRU Waste Handling System (WCAP 14312). The estimated materials at risk, damage ratios, airborne release fractions and respirable fractions for these accidents were taken from the 1995 Safety Analysis Report (SAR) update and from the DOE handbook Airborne Release Fractions/Rates and Respirable Fractions for Nonreactor Nuclear Facilities (DOE-HDBK-3010-94). A Monte Carlo simulation was used to estimate the range of worker exposures that could result from each accident. Guidelines for evaluating the adequacy of defense-in-depth for worker protection at WIPP were adopted from a scheme presented by the International Commission on Radiological Protection in its publication on Protection from Potential Exposure: A Conceptual Framework (ICRP Publication 64). Probabilities of exposures greater than 5, 50, and 300 rem were less than 10{sup -2}, 10{sup -4}, and 10{sup -6} per year, respectively. In conformance with the guidance of DOE standard 3009-94, Appendix A (draft), we emphasize that use of these evaluation guidelines is not intended to imply that these numbers constitute acceptable limits for worker exposure under accident conditions. However, in conjunction with the extensive safety assessment in the 1995 SAR update, these results indicate that the Carlsbad Area Office strategy for the assessment of hazards and accidents assures the protection of workers, as well as members of the public and the environment.

    The relatively new issue of pharmaceutical contamination of the environment offers the opportunity to explore the application of values to the construction, communication and management of risk. The still-developing regulatory policies regarding environmental contamination with pharmaceuticals provide fertile ground for the introduction of values into the definition and management of risk. In this report, we summarize the current knowledge regarding pharmaceutical contamination of the environment and discuss specific attributes of pharmaceuticals that require special consideration. We then present an analysis showing that if values are incorporated into assessing, characterizing and managing risk, the results of risk assessments will more accurately reflect the needs of various stakeholders. Originating from an acknowledgement of the inherent uncertainty and value-laden nature of risk assessment, the precautionary principle (and later, the multi-criteria, integrated risk assessment), provides a direction for further research and policy development.

    The US Department of Energy (DOE) is planning to make critical decisions during fiscal year (FY) 1998 regarding privatization contracts for the treatment of Hanford tank waste. Specifically, DOE, Richland Operations Office (RL), will make decisions related to proceeding with Phase 1 Privatization. In support of these decisions, the management and integration (M+I) contractor must be able to meet the requirements to support the Phase 1 privatization contractors. As part of the assessment of the Tank Waste Retrieval (TWR) Readiness-To-Proceed (RTP), an independent review of their process and products was required by the RL letter of August 8, 1997. The Independent Review Team reviewed the adequacy of the planning that has been done by the M+I contractor to validate that, if the plans are carried out, there is reasonable assurance of success. Overall, the RTP Independent Review Team concluded that, if the planning by the M+I contractor team is carried out with adequate funding, there is reasonable assurance that the M+I contractor will be able to deliver waste to the privatization contractor for the duration of Phase 1. This conclusion was based on addressing the recommendations contained in the Independent Review Team`s Final Report and in the individual Criteria and Review Approach (CRA) forms completed during the assessment. The purpose of this report is to formally document the independent assessment and the RTP team responses to the Independent Review Team recommendations. It also provides closure logics for selected recommendations from a Lockheed Martin Hanford Corporation (LMHC) internal assessment of the Technical Basis Review (TBR) packages. This report contains the RTP recommendation closure process (Section 2.0); the closure tables (Section 3.0) which provide traceability between each review team recommendation and its corresponding Project Hanford Management Contract closure logic; and two attachments that formally document the Independent Review Team

    The Vulnerability Assessment Team (VAT) at Los Alamos National Laboratory believes that physical security can only be optimized through the use of effective vulnerability assessments. As a result of conducting vulnerability assessments on hundreds of different security devices and systems in the last few years, we have identified some of the attributes of effective assessments. These, along with our recommendations and observations about vulnerability assessments, are summarized in this paper. While our work has primarily involved physical security (in contrast to, for example, computer, network, or information security), our experiences may have applicability to other types of security as well.
