    The methodology and results of a test effort to determine whether there exist unexpected opportunities for the direct transfer of technologies from federal laboratories to industry are presented. Specifically, the latest results of six federal laboratories with potential application in the pulp and paper industry, particularly those results applicable to improving energy productivity, were evaluated, cataloged, and distributed to industry representatives to gauge their reaction. The principal methodological steps in this effort were the development of a taxonomy of the pulp and paper industry, identification of industry needs and laboratory capabilities, laboratory visits, review of technology findings with industry, and evaluation and compilation of industry responses.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

    Executive Order 13123 calls for the Federal government to conserve water as well as energy in its 500,000 facilities. To help set priorities among water-saving measures, the Federal Energy Management Program conducted a study of Federal water use in 1997. The study indicated that the government consumes more than 50% of its water in just three types of Federal facilities: housing, hospitals, and office buildings. These facilities have enough kitchens, rest rooms, and laundry areas to provide facility managers with many opportunities to begin reducing their water use (and utility costs) with appropriate water-saving fixtures and products. Therefore, this Federal Technology Alert focuses on domestic technologies, products, and appliances such as water-efficient faucets, showerheads, toilets, urinals, washing machines, and dishwashers. Conserving water also saves the energy needed to treat, pump, and heat that water in homes, businesses, and other buildings.

    A review of US and Japanese experiences with using microelectronics consortia as a tool for strengthening their respective industries reveals major differences. Japan has established catch-up consortia with focused goals. These consortia have a finite life targeted from the beginning, and emphasis is on work that supports or leads to product and process-improvement-driven commercialization. Japan`s government has played a key role in facilitating the development of consortia and has used consortia promote domestic competition. US consortia, on the other hand, have often emphasized long-range research with considerably less focus than those in Japan. The US consortia have searched for and often made revolutionary technology advancements. However, technology transfer to their members has been difficult. Only SEMATECH has assisted its members with continuous improvements, compressing product cycles, establishing relationships, and strengthening core competencies. The US government has not been a catalyst nor provided leadership in consortia creation and operation. We propose that in order to regain world leadership in areas where US companies lag foreign competition, the US should create industry-wide, horizontal-vertical, catch-up consortia or continue existing consortia in the six areas where the US lags behind Japan -- optoelectronics, displays, memories, materials, packaging, and manufacturing equipment. In addition, we recommend that consortia be established for special government microelectronics and microelectronics research integration and application. We advocate that these consortia be managed by an industry-led Microelectronics Alliance, whose establishment would be coordinated by the Department of Commerce. We further recommend that the Semiconductor Research Corporation, the National Science Foundation Engineering Research Centers, and relevant elements of other federal programs be integrated into this consortia complex.

    Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

    In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

    In recent years, the US defense industrial base spawned the aerospace industry, among other successes, and served as the nation`s technology seed bed. However, as the defense industrial base shrinks and public and private resources become scarcer, the merging of the commercial and defense communities becomes necessary to maintain national technological competencies. Cooperative efforts such as technology transfer provide an attractive, cost-effective, well-leveraged alternative to independently funded research and development (R and D). The sharing of knowledge, resources, and innovation among defense contractors and other public sector firms, academia, and other organizations has become exceedingly attractive. Recent legislation involving technology transfer provides for the sharing of federal laboratory resources with the private sector. The Army Research, Development and Engineering Center (ARDEC), Picatinny Arsenal, NJ, a designer of weapons systems, is one of the nation`s major laboratories with this requirement. To achieve its important technology transfer mission, ARDEC reviewed its capabilities, resources, intellectual property, and products with commercial potential. The purpose of the review was to develop a viable plan for effecting a technology transfer cultural change within the ARDEC, Picatinny Arsenal and with the private sector. This report highlights the issues identified, discussed, and resolved prior to the transformation of a temporarily vacant federal building on the Picatinny installation into a business incubator. ARDEC`s discussions and rationale for the decisions and actions that led to the implementation of the Picatinny Technology Transfer Innovation Center are discussed.

    Recent interest in combined heat and power (CHP) is providing momentum to efforts aimed at increasing the capacity of this highly-efficient technology. Factors driving this increase in interest include the need to increase the efficiency of the nation's electricity generation infrastructure, DOE Assistant Secretary Dan Reicher's challenge to double the capacity of CHP by 2010, the success of DOE's Advanced Turbine Systems Program in supporting ultra-efficient CHP technologies, and the necessity of finding cost-effective solutions to address climate change and air quality issues. The federal government is committed to increasing the penetration of CHP technologies in the US. The ultimate goal is to build a competitive market for CHP in which policies and regulations support the implementation of a full suite of technologies for multiple applications. Specific actions underway at the federal level include technology strategies to improve CHP data collection and assessment and work with industry to encourage the development of advanced CHP technologies. Policy strategies include changes to federal environmental permitting procedures including CHP-friendly strategies in federal restructuring legislation, supporting tax credits and changes to depreciation requirements as economic incentives to CHP, working with industry to leverage resources in the development of advanced CHP technologies, educating state officials about the things they can do to encourage CHP, and increasing awareness about the benefits of CHP and the barriers limiting its increased implementation.

    With many technologies where the benefits are dispersed among the population at large, it is not sufficient for the Federal government to support only basic R and D, and expect that private industry will take the steps to commercialize any breakthrough results. Government involvement in the process that takes technology from basic scientific investigation to market introduction is necessary to ensure that both the public and the market derive the greatest benefit from government-sponsored research. The PV Program strongly believes that near-commercial technologies like PV benefit greatly from cost-shared technology deployment efforts like the Technology Experience to Accelerate Markets for Utility Photovoltaics (TEAM-UP) Partnerships, the Million Solar Roofs Initiative, and Building Opportunities in the US (PV-BONUS). The Government's primary role in PV development is basic research and technology development. Industry is clearly responsible for sales and marketing. But in between the scientist and the salesman there is a transition stage where partnership between private business and government-funded research is essential. Scientists need feedback from manufacturing lines and from installers and distributors to improve their research, and the private sector needs to know what scientists are developing to understand new technologies and transfer them to the market.

    The Nation's economic prosperity and military security depend heavily on development and commercialization of advanced materials. Materials are a key facet of many technologies, providing the key ingredient for entire industries and tens of millions of jobs. With foreign competition in many areas of technology growing, improvements in materials and associated processes are needed now more than ever, both to create the new products and jobs of the future and to ensure that U.S. industry and military forces can compete and win in the international arena. The Federal Government has invested in materials research and development (R&D) for nearly a century, helping to lay the foundation for many of the best commercial products and military components used today. But while the United States has led the world in the science and development of advanced materials, it often has lagged in commercializing them. This long-standing hurdle must be overcome now if the nation is to maintain its leadership in materials R&D and the many technologies that depend on it. The Administration therefore seeks to foster commercialization of state-of-the-art materials for both commercial and military use, as a means of promoting US industrial competitiveness as well as the procurement of advanced military and space systems and other products at affordable costs. The Federal R&D effort in Fiscal Year 1994 for materials science and technology is an estimated $2123.7 million. It includes the ongoing R&D base that support the missions of nine Federal departments and agencies, increased strategic investment to overcome obstacles to commercialization of advanced materials technologies, interagency cooperation in R&D areas of mutual benefit to leverage assets and eliminate duplicative work, cost-shared research with industrial and academic partners in critical precompetitive technology areas, and international cooperation on selected R&D topics with assured benefits for the United States. The materials R&D program also supports the Administration's specific technological objectives, emphasizing development of affordable, high-performance commercial and military aircraft; ultra-fuel-efficient, low-emissions automobiles that are also safe and comfortable; powerful yet inexpensive electronic systems; environmentally safe products and processes; and a durable building and transportation infrastructure.

The material in this volume supports the conclusions presented in Volume I and details each Known Geothermal Resource Area's (KGRA's) royalty estimation. Appendix A details the physical characteristics of each KGRA considered in Volume I. Appendix B supplies summary narratives on each state which has a KGRA. The information presented in Appendix C shows the geothermal power plant area proxies chosen for each KGRA considered within the report. It also provides data ranges which fit into the IMGEO model for electric energy cost estimates. Appendix D provides detailed cost information from the IMGEO model if no Geothermal Program RandD goals were completed beyond 1987 and if all the RandD goals were completed by the year 2000. This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

    A major research effort in the cleanup of flue gas, which is produced by the combustion of fossil fuels, is being conducted by the in-house research program at the Federal Energy Technology Center (FETC) of the US Department of Energy (DOE). Novel technologies being developed can abate sulfur dioxide (SO{sub 2}), nitrogen oxides (NO{sub x}), hazardous air pollutants (also referred to as air toxics), and carbon dioxide (CO{sub 2}) from flue gas. Laws within the US mandate the control of some of these pollutants and the initial characterization of others, while potential new regulations impact the status of others. Techniques that can control one or more of the targeted pollutants in an environmentally and economically acceptable manner are of prime interest. Past efforts have included low-temperature dry scrubbing SO{sub 2} removal techniques that typically use a calcium or sodium-based disposable sorbent either in a spray drying mode or in a duct injection mode of operation; novel techniques for enhancing sorbent utilization in conventional wet or dry scrubbing processes; and control of emissions produced from small-scale combustors (residential or commercial-size) that burn coal or coal/sorbent briquettes. Recent research at FETC has focused on investigations of air toxics produced by burning various coals, with a particular emphasis on the speciation of mercury and the control of the various mercury species; dry, regenerable sorbent processes that use a metal oxide sorbent to simultaneously remove SO{sub 2} and NO{sub x}; catalysts for selective catalytic reduction (SCR)-type NO{sub x} control; and the utilization and sequestering of CO{sub 2} removed from flue gas produced by fossil fuel combustion. The research projects range from laboratory-scale work to testing with the combustion products of coal at a scale equivalent to about 0.75 megawatt of electric power generation. An overview and status of the in-house flue gas cleanup projects at FETC are reported.

These legal requirements are grouped into five categories: (1) establishing an Office of Research and Technology Applications, or providing the functions thereof; (2) information management; (3) enabling agreements with non-federal partners; (4) royalty sharing; and (5) invention ownership/obligations. These five categories provide the organizing framework for this study, which benchmarks other federal agencies/laboratories engaged in technology transfer/transition Four key agencies--the Department of Health & Human Services (HHS), the U.S. Department of Agriculture (USDA), the Department of Energy (DOE), and the Department of Defense (DoD)--and several of their laboratories have been surveyed. An analysis of DHS's mission needs for commercializing R&D compared to those agencies/laboratories is presented with implications and next steps for DHS's consideration. Federal technology transfer legislation, requirements, and practices have evolved over the decades as agencies and laboratories have grown more knowledgeable and sophisticated in their efforts to conduct technology transfer and as needs and opinions in the federal sector have changed with regards to what is appropriate. The need to address requirements in a fairly thorough manner has, therefore, resulted in a lengthy paper. There are two ways to find summary information. Each chapter concludes with a summary, and there is an overall ''Summary and Next Steps'' chapter on pages 57-60.     The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to ``evaluate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products`` (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nation`s efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.

    In Fiscal Year 1998, the Federal Energy Technology Center (FETC) was responsible for managing about $723 million in budgetary resources. The objective of this audit was to determine if FETC had a funds distribution and control system to ensure appropriated funds were managed in accordance with congressional intent and applicable policies and procedures. Improvements are needed in FETC`s administration of budgetary and accounting transactions. FETC did not have a comprehensive system to allocate indirect costs to funding programs and work-for-others projects. In addition, FETC did not completely adhere to Headquarters Clean Coal budget direction. The Office of Inspector General (OIG) reached its conclusions despite a scope impairment. Written documentation was not always available, and the audit team did not have ready access to key personnel who could explain certain transactions and management practices and procedures. In order to strengthen the FETC financial management system, the OIG recommended (1) the development of policies, procedures, and practices to accurately collect and allocate indirect costs and (2) improvements in internal control procedures. The OIG also recommended that the Chief Financial Officer conduct a detailed for cause review of the financial management practices at FETC and work with the Office of Field Management to develop a schedule for reviewing the financial management systems of all Departmental elements.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    Per Executive Order 13031, Federal Alternative Fueled Vehicle Leadership, the U.S. Department of Energys (DOEs) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric vehicles, usually because of range limitations. Twelve fleets reported experiencing at least one charge depletion while driving, whereas nine fleets reported not having this problem. Twenty-four of the 25 fleets responded that the electric vehicles were easy to use and 22 fleets indicated that the payload was adequate. Thirteen fleets reported charging problems; eleven fleets reported no charging problems. Nine fleets reported the vehicles broke down while driving; 14 fleets reported no onroad breakdowns. Some of the breakdowns while driving, however, appear to include normal flat tires and idiot lights coming on. In spite of operation and charging problems, 59% of the fleets responded that they were satisfied, very satisfied, or extremely satisfied with the performance of the electric vehicles. As of September 2003, 74 of the electric vehicles were still being used and 107 had been returned to the manufacturers because the leases had concluded.

  4. ANALYSIS OF CHP POTENTIAL AT FEDERAL SITES

    This document was prepared at the request of the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP) under its Technical Guidance and Assistance and Project Financing Programs. The purpose was to provide an estimate of the national potential for combined heat and power (also known as CHP; cogeneration; or cooling, heating, and power) applications at federal facilities and the associated costs and benefits including energy and emission savings. The report provides a broad overview for the U.S. Department of Energy (DOE) and other agencies on when and where CHP systems are most likely to serve the government's best interest. FEMP's mission is to reduce the cost to and environmental impact of the federal government by advancing energy efficiency and water conservation, promoting the use of renewable energy, and improving utility management decisions at federal sites. FEMP programs are driven by its customers: federal agency sites. FEMP monitors energy efficiency and renewable energy technology developments and mounts ''technology-specific'' programs to make technologies that are in strong demand by agencies more accessible. FEMP's role is often one of helping the federal government ''lead by example'' through the use of advanced energy efficiency/renewable energy (EERE) technologies in its own buildings and facilities. CHP was highlighted in the Bush Administration's National Energy Policy Report as a commercially available technology offering extraordinary benefits in terms of energy efficiencies and emission reductions. FEMP's criteria for emphasizing a technology are that it must be commercially available; be proven but underutilized; have a strong constituency and momentum; offer large energy savings and other benefits of interest to federal sites and FEMP mission; be in demand; and carry sufficient federal market potential. As discussed in the report, CHP meets all of these criteria. Executive Order 13123 directs federal facilities to use CHP when life-cycle costs indicate energy reduction goals will be met. FEMP can assist facilities to conduct this analysis. The model developed for this report estimates the magnitude of CHP that could be implemented under various performance and economic assumptions associated with different applications. This model may be useful for other energy technologies. It can be adapted to estimate the market potential in federal buildings for any energy system based on the cost and performance parameters that a user desires to assess. The model already incorporates a standard set of parameters based on available data for federal buildings including total building space, building type, energy use intensity, fuel costs, and the performance of many prime movers commonly used in CHP applications. These and other variables can be adjusted to meet user needs or updated in the future as new data become available.

    The Federal government is the largest user of energy in the United States today. The Department of Defense (DOD) uses more than 80{percent} of that energy; the Department of Energy is the second largest user. In the 15 years from 1975 to 1989, {dollar_sign}128 billion was spent for Federal energy activities. In 1989 alone, the Federal government spent a total of {dollar_sign}8.7 billion on energy, of which {dollar_sign}3.5 billion was for buildings and {dollar_sign}2.4 billion was for electricity. The Federal government, which owns or leases 500,000 buildings, provided an additional {dollar_sign}3.9 billion on energy assistance for low-income housing in 1989 (1). Executive Order 12902 (Energy Efficiency and Water Conservation at Federal Facilities) of March 8, 1994 implements and expands the Federal energy management provisions stated in the Energy Policy Act (EPAct) of 1992. The goal is to reduce energy use in Federal buildings to 30{percent} of the 1985 levels by the year 2005. The Federal Energy Management Program (FEMP) has been assigned the responsibility of implementing Executive Order 12902. Subsequently, DOE, FEMP, other Federal agencies and private industry have formed a unique partnership to develop a process and set of actions that will stimulate new opportunities for renewable energy technologies. If these Federal initiatives are successful, substantial investment in renewable and energy efficiency technologies will be stimulated, an important portion of the nation{close_quote}s energy needs will be supplied, and a significant reduction in greenhouse gas emissions will be achieved. {copyright} {ital 1996 American Institute of Physics.}

    This document presents two estimates of future growth of emerging energy technology in the years 1985, 1990, and 2000 to be used as a basis for conducting Water Resources Council assessments as required by the Nonnuclear Energy Research and Development Act of 1974. The two scenarios are called the high world oil price (HWOP) and low world oil price (LWOP) cases. A national-level summary of the ASA tabulations is shown in Appendix A; the scenarios are presented at the ASA level of detail in Appendix B. The two scenarios were generally derived from assumptions of the Second National Energy Plant (NEP II), including estimates of high and low world oil price cases, growth rate of GNP, and related economic parameters. The overall national energy growth inherent in these assumptions was expressed as a detailed projection of various energy fuel cycles through use of the Fossil-2 model and regionalized through use of the Strategic Environmental Assessment System (SEAS). These scenarios are for the use of regional analysts in examining the availability of water for and the potential impacts of future growth of emerging energy technology in selected river basins of the Nation, as required by Section 13(a).

    To promote widespread Federal energy efficiency, agencies are showcasing their best energy efficiency, water conserving, and solar and other renewable energy technologies. To highlight these successful energy-efficient projects, Executive Order 12902 directs agencies to designate at least one newly constructed or existing building as a showcase facility. At existing facilities, agencies must also try to incorporate cogeneration and indoor air quality improvements. Agencies are directed to develop and implement effective plans to make these showcase projects happen. Project successes will show the strength of partnering with other agencies, energy services companies, utilities, and national laboratories, and of using the US Department of Energy Federal Energy Management Program (FEMP) as a resource. The goal is Federal facilities operating at peak efficiency. A Federal Energy Saver Showcase plaque is prominently displayed at each showcase site, notifying visitors they are entering a government building that successfully conserves energy and water and saves taxpayer dollars.

    In the recent years, there have been significant advancements in the areas of scientific data management and retrieval techniques, particularly in terms of standards and protocols for archiving data and metadata. Scientific data is rich, and spread across different places. In order to integrate these pieces together, a data archive and associated metadata should be generated. Data should be stored in a format that can be retrievable and more importantly it should be in a format that will continue to be accessible as technology changes, such as XML. While general-purpose search engines (such as Google or Bing) are useful for finding many things on the Internet, they are often of limited usefulness for locating Earth Science data relevant (for example) to a specific spatiotemporal extent. By contrast, tools that search repositories of structured metadata can locate relevant datasets with fairly high precision, but the search is limited to that particular repository. Federated searches (such as Z39.50) have been used, but can be slow and the comprehensiveness can be limited by downtime in any search partner. An alternative approach to improve comprehensiveness is for a repository to harvest metadata from other repositories, possibly with limits based on subject matter or access permissions. Searches through harvested metadata can be extremely responsive, and the search tool can be customized with semantic augmentation appropriate to the community of practice being served. One such system, Mercury, a metadata harvesting, data discovery, and access system, built for researchers to search to, share and obtain spatiotemporal data used across a range of climate and ecological sciences. Mercury is open-source toolset, backend built on Java and search capability is supported by the some popular open source search libraries such as SOLR and LUCENE. Mercury harvests the structured metadata and key data from several data providing servers around the world and builds a centralized index. The harvested files are indexed against SOLR search API consistently, so that it can render search capabilities such as simple, fielded, spatial and temporal searches across a span of projects ranging from land, atmosphere, and ocean ecology. Mercury also provides data sharing capabilities using Open Archive Initiatives Protocol for Metadata Handling (OAI-PMH). In this paper we will discuss about the best practices for archiving data and metadata, new searching techniques, efficient ways of data retrieval and information display.

    The lack of utility metering in the federal sector has hampered introduction of direct billing of individual activities at most military installations. Direct billing will produce accountability for the amount of energy used and is a positive step toward self-directed energy conservation. For many installations, automatic meter reading (AMR) is a cost-effective way to increase the number of meters while reducing labor requirements and providing energy conservation analysis capabilities. The communications technology used by some of the AMR systems provides other demand-side management (DSM) capabilities. This paper summarizes the characteristics and relative merits of several AMR/DSM technologies that may be appropriate for the federal sector. A case study of an AMR system being installed at Fort Irwin, California, describes a cost-effective two-way radio communication system used for meter reading and load control.

Objective was to identify and characterize NDT activities that could be applied to improving energy efficiency and overall productivity in US manufacturing. Numerous federally supported R and D programs were identified in areas such as acoustic emissions, eddy current, radiography, computer tomography and ultrasonics. A Preliminary Findings Report was sent to industry representatives, which generated considerable interest.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    The US government has an enormous cost-saving opportunity as the largest energy user in the world. In 1994, the government spent $8 billion for its 500,000 buildings, it vehicles, and process energy. The US Department of Energy (DOE), Federal Energy Management Program (FEMP) reduces the cost of government and makes it work better through energy efficiency, use of renewable energy, and water conservation. FEMP leads Federal energy efficiency efforts and helps Federal energy managers identify and procure the best, most cost-effective energy-saving projects. It does this through proactive problem solving; an aggressive emphasis on increasing the number and quality of projects; and effective partnerships among agencies, utilities, the private sector, and states. Partnerships lead to increased motivation and education and reduced barriers to successful procurement. As the lead organization implementing legislation and Presidential direction for Federal energy efficiency, FEMP administers an interagency energy committee and task force and collaborates with the DOE national energy laboratories. FEMP works with energy service companies, energy savings product manufacturers, and utilities. This partnership will lead to a $1 billion investment by companies willing to invest in return for a share of the energy cost savings. With FEMP project financing, audits, training and technical assistance, and new technology demonstrations, agencies overcome obstacles to achieving widespread energy efficiency.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project. Projects were funded in seven program areas: (1) Building Technologies, (2) Industrial Technologies, (3) Transportation Technologies, (4) Distributed Energy Resources, (5) Hydrogen Technology Learning Centers, (6) Fossil Energy, and (7) Rebuild America.

    Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties.

    Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

    In the past two years, public and private efforts to promote development and deployment of innovative environmental technologies have shifted from the analysis of barriers to the implementation of a variety of initiatives aimed at surmounting those barriers. Particular attention has been directed at (1) streamlining fragmented technology acceptance processes within and among the states, and (2) alleviating disincentives, created by inadequate or unverified technology cost and performance data, for users and regulators to choose innovative technologies. Market fragmentation currently imposes significant cost burdens on technology developers and inhibits the investment of private capital in environmental technology companies. Among the responses to these problems are state and federal technology certification/validation programs, efforts to standardize cost/performance data reporting, and initiatives aimed at promoting interstate cooperation in technology testing and evaluation. This paper reviews the current status of these initiatives, identifies critical challenges to their success, and recommends strategies for addressing those challenges.

    Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President???????¢????????????????s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. For instance, federal funding in energy research may lead to innovations that would reduce energy costs at the household level, energy imports at the national level, and greenhouse gas emissions at the global level. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

To develop the technology needed to harness the Nation's vast geothermal resources, DOE's Office of Geothermal Technologies oversees a network of national laboratories, industrial contractors, universities, and their subcontractors. The following mission and goal statements guide the overall activities of the Office. The goals are: (1) Double the number of States with geothermal electric power facilities to eight by 2006; (2) Reduce the levelized cost of generating geothermal power to 3-5 cents per kWh by 2007; and (3) Supply the electrical power or heat energy needs of 7 million homes and businesses in the United States by 2010. This Federal Geothermal Program Research Update reviews the specific objectives, status, and accomplishments of DOE's Geothermal Program for Federal Fiscal Year (FY) 2002. The information contained in this Research Update illustrates how the mission and goals of the Office of Geothermal Technologies are reflected in each R&D activity.     The US Department of Energy`s (DOE`s) Federal Energy Management Program (FEMP) supports efforts to reduce energy use and associated expenses in the federal sector. One such effort, the New Technology Demonstration Program (NTDP), seeks to evaluate new energy-saving US technologies and secure their more timely adoption by the US government. Through a partnership with a federal site, the utility serving the site, a manufacturer of an energy-related technology, and other organizations associated with these interests, DOE can evaluate a new technology. The results of the program give federal agency decision makers more hands-on information with which to validate a decision to utilize a new technology in their facilities. This is the second volume of a two-volume report that describes the effects of radiation control coatings installed on federal buildings at Tyndall Air Force Base (AFB) in Florida by ThermShield International. ORNL`s Buildings Technology Center (BTC) was assigned the responsibility for gathering, analyzing, and reporting on the data to describe the effects of the coatings. The first volume described the monitoring plan and its implementation, the results of pre-coating monitoring, the coating installation, results from fresh coatings compared to pre-coating results, and a plan to decommission the monitoring equipment. This second volume updates and completes the presentation of data to compare performance of fresh coatings with weathered coatings.

    The Department of Energy`s Office of Environmental Restoration and Waste Management (EM) is responsible for remediating its contaminated sites and managing its waste inventory in a safe and efficient manner. EM`s Office of Technology Development (OTD) supports applied research and demonstration efforts to develop and transfer innovative, cost-effective technologies to its site clean-up and waste management programs within EM`s Office of Environmental Restoration and Office of Waste Management. The purpose of the Technology Catalogue is to provide performance data on OTD-developed technologies to scientists and engineers assessing and recommending technical solutions within the Department`s clean-up and waste management programs, as well as to industry, other federal and state agencies, and the academic community. OTD`s applied research and demonstration activities are conducted in programs referred to as Integrated Demonstrations (IDs) and Integrated Programs (IPs). The IDs test and evaluate.systems, consisting of coupled technologies, at specific sites to address generic problems, such as the sensing, treatment, and disposal of buried waste containers. The IPs support applied research activities in specific applications areas, such as in situ remediation, efficient separations processes, and site characterization. The Technology Catalogue is a means for communicating the status. of the development of these innovative technologies. The FY93 Technology Catalogue features technologies successfully demonstrated in the field through IDs and sufficiently mature to be used in the near-term. Technologies from the following IDs are featured in the FY93 Technology Catalogue: Buried Waste ID (Idaho National Engineering Laboratory, Idaho); Mixed Waste Landfill ID (Sandia National Laboratories, New Mexico); Underground Storage Tank ID (Hanford, Washington); Volatile organic compound (VOC) Arid ID (Richland, Washington); and VOC Non-Arid ID (Savannah River Site, South Carolina).

Today, regulatory and market uncertainties and tight budgets have reduced state investment in energy R and D, but states have developed program initiatives in support of deployment. Discussions of national energy policy must include attention to the Clean Coal Technology program and its accomplishments.
