  7. Using federal technology policy to strength the US microelectronics industry

    SciTech Connect (OSTI)

    Gover, J.E.; Gwyn, C.W.

    1994-07-01

A review of US and Japanese experiences with using microelectronics consortia as a tool for strengthening their respective industries reveals major differences. Japan has established catch-up consortia with focused goals. These consortia have a finite life targeted from the beginning, and emphasis is on work that supports or leads to product and process-improvement-driven commercialization. Japan`s government has played a key role in facilitating the development of consortia and has used consortia promote domestic competition. US consortia, on the other hand, have often emphasized long-range research with considerably less focus than those in Japan. The US consortia have searched for and often made revolutionary technology advancements. However, technology transfer to their members has been difficult. Only SEMATECH has assisted its members with continuous improvements, compressing product cycles, establishing relationships, and strengthening core competencies. The US government has not been a catalyst nor provided leadership in consortia creation and operation. We propose that in order to regain world leadership in areas where US companies lag foreign competition, the US should create industry-wide, horizontal-vertical, catch-up consortia or continue existing consortia in the six areas where the US lags behind Japan -- optoelectronics, displays, memories, materials, packaging, and manufacturing equipment. In addition, we recommend that consortia be established for special government microelectronics and microelectronics research integration and application. We advocate that these consortia be managed by an industry-led Microelectronics Alliance, whose establishment would be coordinated by the Department of Commerce. We further recommend that the Semiconductor Research Corporation, the National Science Foundation Engineering Research Centers, and relevant elements of other federal programs be integrated into this consortia complex.

  10. Federal technology alert. Parabolic-trough solar water heating

    SciTech Connect (OSTI)

    1998-04-01

Parabolic-trough solar water heating is a well-proven renewable energy technology with considerable potential for application at Federal facilities. For the US, parabolic-trough water-heating systems are most cost effective in the Southwest where direct solar radiation is high. Jails, hospitals, barracks, and other facilities that consistently use large volumes of hot water are particularly good candidates, as are facilities with central plants for district heating. As with any renewable energy or energy efficiency technology requiring significant initial capital investment, the primary condition that will make a parabolic-trough system economically viable is if it is replacing expensive conventional water heating. In combination with absorption cooling systems, parabolic-trough collectors can also be used for air-conditioning. Industrial Solar Technology (IST) of Golden, Colorado, is the sole current manufacturer of parabolic-trough solar water heating systems. IST has an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Federal Energy Management Program (FEMP) of the US Department of Energy (DOE) to finance and install parabolic-trough solar water heating on an Energy Savings Performance Contract (ESPC) basis for any Federal facility that requests it and for which it proves viable. For an ESPC project, the facility does not pay for design, capital equipment, or installation. Instead, it pays only for guaranteed energy savings. Preparing and implementing delivery or task orders against the IDIQ is much simpler than the standard procurement process. This Federal Technology Alert (FTA) of the New Technology Demonstration Program is one of a series of guides to renewable energy and new energy-efficient technologies.

  13. EPA and the Federal Technology Transfer Act: Opportunity knocks

    SciTech Connect (OSTI)

    Gatchett, A.M.; Fradkin, L.; Moore, M.; Gorman, T.; Ehrlich, A.

    1990-12-31

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

  16. Identifying new technologies that save energy and reduce costs to the Federal sector: The New Technology Program

    SciTech Connect (OSTI)

    Hunt, W.D.M.; Conover, D.R.; Stockmeyer, M.K.

    1995-11-01

In 1990 the New Technology Demonstration Program (formerly the Test Bed Demonstration Program) was initiated by the US Department of Energy`s Office (DOE`s) of Federal Energy Management Programs with the purpose of accelerating the introduction of new technologies into the Federal sector. The program has since expanded into a multi-laboratory collaborative effort that evaluates new technologies and shares the results with the Federal design and procurement communities. These evaluations are performed on a collaborative basis which typically includes technology manufacturers, Federal facilities, utilities, trade associations, research institutes, and other in partnership with DOE. The end result is a range of effective technology transfer tools that provide operations and performance data on new technologies to Federal designers, building managers, and procurement officials. These tools assist in accelerating a technology`s Federal application and realizing reductions in energy consumption and costs.

    SciTech Connect (OSTI)

    Not Available

    1987-10-01

The Department of Energy's (DOE) Ocean Energy Technology (OET) Program is looking for cost-effective ways to harness ocean energy to help power tomorrow's world. Federally sponsored researchers are studying methods to transform the solar heat stored in the ocean's surface waters into electricity as well as new ways to convert wave energy into mechanical energy or electricity. This report provides a summary of research completed during FY 1986. Four major research areas are addressed in the work covered by this report: Thermodynamic Research and Analysis addresses the process and system analyses which provide the underlying understanding of physical effects which constitute the energy conversion processes, Experimental Verification and Testing provides confirmation of the analytical projections and empirical relationships, Materials and Structural Research addresses special materials compatibility issues related to operation in the sea. Much of its focus is on concepts for the system CWP which is a major technology cost driver, and Oceanographic, Environmental, and Geotechnical Research addresss those unique design requirements imposed by construction in steep slope coastal areas.

    2010-11-01

In this report, the President’s Council of Advisors on Science and Technology (PCAST) calls for the development of a coordinated government-wide Federal energy policy. This will be a major undertaking, given the large number of Federal policies that affect the development, implementation, and use of energy technologies. For that reason, we recommend that the Administration initiate a process analogous to the Quadrennial Defense Review undertaken every four years by the Department of Defense

  17. 1995 Federal Research and Development Program in Materials Science and Technology

    SciTech Connect (OSTI)

    1995-12-01

The Nation's economic prosperity and military security depend heavily on development and commercialization of advanced materials. Materials are a key facet of many technologies, providing the key ingredient for entire industries and tens of millions of jobs. With foreign competition in many areas of technology growing, improvements in materials and associated processes are needed now more than ever, both to create the new products and jobs of the future and to ensure that U.S. industry and military forces can compete and win in the international arena. The Federal Government has invested in materials research and development (R&D) for nearly a century, helping to lay the foundation for many of the best commercial products and military components used today. But while the United States has led the world in the science and development of advanced materials, it often has lagged in commercializing them. This long-standing hurdle must be overcome now if the nation is to maintain its leadership in materials R&D and the many technologies that depend on it. The Administration therefore seeks to foster commercialization of state-of-the-art materials for both commercial and military use, as a means of promoting US industrial competitiveness as well as the procurement of advanced military and space systems and other products at affordable costs. The Federal R&D effort in Fiscal Year 1994 for materials science and technology is an estimated $2123.7 million. It includes the ongoing R&D base that support the missions of nine Federal departments and agencies, increased strategic investment to overcome obstacles to commercialization of advanced materials technologies, interagency cooperation in R&D areas of mutual benefit to leverage assets and eliminate duplicative work, cost-shared research with industrial and academic partners in critical precompetitive technology areas, and international cooperation on selected R&D topics with assured benefits for the United States. This past year and a half has been one of the most unsettled periods in the history of the Livermore Laboratory. Our laboratory, like all federal laboratories, has felt the winds of change from Washington. Various committees are questioning the way in which the federal government supports scientific research and the appropriateness of certain to programs. Science and Technology Review is one of the principal mechanisms by which we inform and educate a broad readership about our research programs and accomplishments. Much of the Laboratory`s research is at the cutting edge of science and technology, making it particularly challenging to describe state-of-the-art accomplishments and their significance in widely understood terms. Our goal is that the articles presented here represent the full range of projects at Livermore and convey the challenge and excitement of working at the frontiers of science and technology.

  4. Impact of tax incentives on the commercialization of solar thermal electric technologies. Volume II. Federal revenue considerations

    SciTech Connect (OSTI)

    Bos, P.B.; Morris, G.P.

    1985-11-01

The purpose of this study was to quantify the impact of the Solar Thermal Central Receiver (STCR) tax incentives and commercialization on the federal treasury revenues. The initial STCR market penetration was assumed to take place in California, because of favorable local conditions. The initial financing was assumed to be underwritten by intermediary partnerships under long-term avoided cost contracts with the local utility companies with subsequent sale of the plants to utilities at competitive prices. To estimate the impacts of these various tax incentives associated with the commercialization of the STCR technology, the tax revenues and costs for the STCR plants were compared with the tax revenues and costs for the displaced conventional power plants. This differential analysis takes into account the different operating expenses, as well as the different depreciation charges, financing costs, and tax credits associated with STCR and conventional plants. The study also evaluated the impact of both the previous (1983) and current (1984) proposed federal energy tax credits. The resulting total annual tax cash flows were subsequently cumulated to determine the aggregate tax revenues and costs throughout the 1985 to 2034 time period. The results of this analysis indicate that the initial federal tax revenues are negative. With increasing market penetration, the installed costs of the STCR plants decrease rapidly and the net present values of the tax revenue cash flows associated with plants constructed after 1995 are positive, and become significantly larger than those for the corresponding displaced conventional plants.

  7. Federal technology transfer requirements :a focused study of principal agencies approaches with implications for the Department of Homeland Security.

    SciTech Connect (OSTI)

    Koker, Denise; Micheau, Jill M.

    2006-07-01

This report provides relevant information and analysis to the Department of Homeland Security (DHS) that will assist DHS in determining how to meet the requirements of federal technology transfer legislation. These legal requirements are grouped into five categories: (1) establishing an Office of Research and Technology Applications, or providing the functions thereof; (2) information management; (3) enabling agreements with non-federal partners; (4) royalty sharing; and (5) invention ownership/obligations. These five categories provide the organizing framework for this study, which benchmarks other federal agencies/laboratories engaged in technology transfer/transition Four key agencies--the Department of Health & Human Services (HHS), the U.S. Department of Agriculture (USDA), the Department of Energy (DOE), and the Department of Defense (DoD)--and several of their laboratories have been surveyed. An analysis of DHS's mission needs for commercializing R&D compared to those agencies/laboratories is presented with implications and next steps for DHS's consideration. Federal technology transfer legislation, requirements, and practices have evolved over the decades as agencies and laboratories have grown more knowledgeable and sophisticated in their efforts to conduct technology transfer and as needs and opinions in the federal sector have changed with regards to what is appropriate. The need to address requirements in a fairly thorough manner has, therefore, resulted in a lengthy paper. There are two ways to find summary information. Each chapter concludes with a summary, and there is an overall ''Summary and Next Steps'' chapter on pages 57-60. For those readers who are unable to read the entire document, we recommend referring to these pages.

  3. A report to Congress on a role for federal purchasing in commercializing new energy-efficient and renewable-energy technologies

    SciTech Connect (OSTI)

    1997-12-16

The purpose of this study is to satisfy the requirements of Section 152 of the Energy Policy Act of 1992 (EPAct 92), which directs the Secretary of Energy to ``evaluate the potential use of the purchasing power of the Federal government to promote the development and commercialization of energy efficient products`` (US Congress 1992). Here, purchasing power implies a market presence by the Federal government that is large enough to influence decisions by manufacturers and suppliers about new-product introduction. In recent years, as energy use has become more efficient in the United States in both the public and private sectors, a major contributor to this transition has been the development of innovative technologies and products that reduce the use of energy and/or that use renewable forms of energy. Although the Nation`s efforts toward greater efficiency have been impressive, there are still many opportunities for the widespread introduction of even more energy-saving innovations. This report outlines the actions that DOE can take, in partnership with other Federal agencies, to address the barriers and realize the opportunities from commercializing new technologies.
