    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    This paper aims at providing the comparative economics from a national perspective (economic analysis) and a users perspective (financial analysis) of low capacity (5-15 KW) electrical add-on systems and medium capacity (25-50 KW) electrical systems to provide electrical energy from various energy sources at three villages of Nepal, each from a different physiographic zone. In general, the increasing economic price of traditional energies coupled with deforestation in rural areas of developing countries and the increasing need for foreign exchange for import of fossil fuels, favors the judicial exploitation of renewable energy for electricity generation. The load factor is one of the most important factors that dictate the economic and financial supply price of electricity production and distribution. It is recommended that a detailed site-specific electricity demand analysis be carried out with appropriate end-use planning for decentralized rural electrification schemes.

An RES is a mandate requiring certain electricity retailers to provide a minimum share of their electricity sales from qualifying renewable power generation. The analysis focuses on draft bills introduced individually by Senator Jeff Bingaman and Representative Edward Markey, and jointly by Representative Henry Waxman and Markey. The analysis uses NREL's Regional Energy Deployment System (ReEDS) model to evaluate the impacts of the proposed RES requirements on the U.S. energy sector in four scenarios.

    In any restructuring, close attention should be paid to how transactions are characterized. The approach adopted in California tends to minimize jurisdictional complications and preserve state jurisdiction over local distribution, while a retail wheeling approach may raise preemption and Commerce Clause concerns. In the United States, the wholesale electricity market and the interstate transmission of electricity have been subject to exclusive federal jurisdiction, while the retail sale and local distribution of electricity have been subject to the jurisdiction of the separate states. Until recently, the jurisdictional dividing line has been relatively clear. Indeed, Congress intended to establish a {open_quotes}bright line{close_quotes} between state and federal jurisdiction. This bright line, however, is becoming blurred by proposals to allow retail customers direct access to competitive generation markets. Regulation of transactions relating to the transmission and sale of electricity at wholesale is within the exclusive jurisdiction of the federal government. Thus, historically, {open_quotes}transmission{close_quotes} has coincided precisely with wholesale transactions, while {open_quotes}local distribution{close_quotes} has coincided precisely with retail transactions. Since 1978, Congress and the Federal Energy Regulatory Commission (FERC) have promulgated statutes and regulations to enhance the competitiveness of the wholesale generation market. As a consequence, there are many more non-utility entities competing as sellers of wholesale electricity. Now the push is on at the state level to introduce retail competition in the generation supply side of the electricity market. Introduction of retail competition has the potential to upset, if not extinguish, the traditional bright line between federal and state jurisdiction.

    For over two years, The Keystone Center facilitated a dialogue on State and Federal Regulation of the Electricity Industry. The intent of this report is to assist policy-makers faced with decisions about changes to traditional utility regulation and planning and provide an overview of a diverse group`s deliberations on regulatory jurisdictional conflicts. This report is not a consensus document, rather it is a staff written summary of two years of discussion on the issues. The participants in the Keystone Dialogue believed that all affected interests could benefit from, if nothing else, a summary of their discussions of state/federal issues. The electric utility industry is one of the last remaining, heavily regulated industries in the United States. Rate and corporate regulation is split between state and federal governments and there is distinct regulatory authority at each level. For example, retail rate regulation occurs at the state level, the Federal Energy Regulatory Commission is responsible for wholesale rate regulation under the Federal Power Act, and the Securities and Exchange Commission oversees registered utility holding companies as defined under the Public Utility Holding Company Act of 1935. This jurisdictional split between state and federal regulation has evolved over many years through legislation and litigation on such matters. The creation of this allocation of regulatory responsibility was initiated in 1935 with the passage of the Public Utility Holding Company Act and the Federal Power Act when the economic and technological changes that are now occurring in the industry simply could not have been envisioned.

    Nine hectares (23 acres) of a degraded section of Patuxent Research Refuge in Laurel, Maryland, USA, were converted to wetland habitat by the Baltimore Gas and Electric Company in 1994. The wetlands were created as mitigation for 5.7 ha (14 acres) of wetlands that were impacted as part o the construction of 8.5-km (5.3-mile) 500-kV over-head transmission line on the refuge. The area consists of a created forested wetland of 5.5 ha(13.5 acres), a seasonally inundated green-free reservoir of 7.6 ha (6.5 acres), and an impounded pond wetland of 1.2 ha (3 acres). Construction included the planting of 6131 trees, 4276 shrubs, and 15,102 emergent plants. Part of the site has been studied intensively since completion and survival of trees and shrubs after two years was 88%. Measurements of these transplants have shown growth greater than on other created sites in Maryland. Grasses and other herbaceous vegetation were dominant plants in the meter-square plots in the first two years of sampling of the created forested wetland. Wildlife surveys for birds, mammals, amphibians, and reptiles have revealed diverse communities. Although these communities represent species consistent with open habitat, more typical forest species should colonize the area as it undergoes succession into a more mature forested wetland. The creation, management, and research of this mitigation site represents an excellent example of a partnership between a private electric power company and a federal wildlife refuge. This partnership has increased local biodiversity and improved regional water quality of the Patuxent River and the Chesapeake Bay. 6 refs., 7 figs., 4 tabs.

    This paper describes a project whose goals include the establishment of a pilot renewable energy-based rural energy services enterprise to serve communities in the Mamprusi East District, focused on: economically productive activities; community services; household non-thermal energy. The program also seeks to establish the technical, economic, financial, institutional, and socio-cultural requirements for sustainability, to demonstrate bankability and financial sustainability, as a pre-investment prelude to commercial growth of such projects, and to establish technical, financial, and service performance standards for private sector rural energy service companies. This project is being implemented now because the government is undergoing structural reform, including privatization of the power sector, there is active foreign capital available for international development, and the government and people are committed to and able to pay for renewable energy services.

    Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric vehicles, usually because of range limitations. Twelve fleets reported experiencing at least one charge depletion while driving, whereas nine fleets reported not having this problem. Twenty-four of the 25 fleets responded that the electric vehicles were easy to use and 22 fleets indicated that the payload was adequate. Thirteen fleets reported charging problems; eleven fleets reported no charging problems. Nine fleets reported the vehicles broke down while driving; 14 fleets reported no onroad breakdowns. Some of the breakdowns while driving, however, appear to include normal flat tires and idiot lights coming on. In spite of operation and charging problems, 59% of the fleets responded that they were satisfied, very satisfied, or extremely satisfied with the performance of the electric vehicles. As of September 2003, 74 of the electric vehicles were still being used and 107 had been returned to the manufacturers because the leases had concluded.

    As has been noted in many reports and publications, acquiring new or expanded rights-of-way for transmission is a challenging process, because numerous land use and land ownership constraints must be overcome to develop pathways suitable for energy transmission infrastructure. In the eastern U.S., more than twenty federally protected national trails (some of which are thousands of miles long, and cross many states) pose a potential obstacle to the development of new or expanded electricity transmission capacity. However, the scope of this potential problem is not well-documented, and there is no baseline information available that could allow all stakeholders to study routing scenarios that could mitigate impacts on national trails. This report, Electricity Transmission, Pipelines, and National Trails: An Analysis of Current and Potential Intersections on Federal Lands in the Eastern United States, was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). Argonne was tasked by DOE to analyze the “footprint” of the current network of National Historic and Scenic Trails and the electricity transmission system in the 37 eastern contiguous states, Alaska, and Hawaii; assess the extent to which national trails are affected by electrical transmission; and investigate the extent to which national trails and other sensitive land use types may be affected in the near future by planned transmission lines. Pipelines are secondary to transmission lines for analysis, but are also within the analysis scope in connection with the overall directives of Section 368 of the Energy Policy Act of 2005, and because of the potential for electrical transmission lines being collocated with pipelines. Based on Platts electrical transmission line data, a total of 101 existing intersections with national trails on federal land were found, and 20 proposed intersections. Transmission lines and pipelines are proposed in Alaska; however there are no locations that intersect national trails. Source data did not indicate any planned transmission lines or pipelines in Hawaii. A map atlas provides more detailed mapping of the topics investigated in this study, and the accompanying GIS database provides the baseline information for further investigating locations of interest. In many cases the locations of proposed transmission lines are not accurately mapped (or a specific route may not yet be determined), and accordingly the specific crossing locations are speculative. However since both national trails and electrical transmission lines are long linear systems, the characteristics of the crossings reported in this study are expected to be similar to both observed characteristics of the existing infrastructure provided in this report, and of the new infrastructure if these proposed projects are built. More focused study of these siting challenges is expected to mitigate some of potential impacts by choosing routes that minimize or eliminate them. The current study primarily addresses a set of screening-level characterizations that provide insights into how the National Trail System may influence the siting of energy transport facilities in the states identified under Section 368(b) of the Energy Policy Act of 2005. As such, it initializes gathering and beginning analysis of the primary environmental and energy data, and maps the contextual relationships between an important national environmental asset and how this asset intersects with energy planning activities. Thus the current study sets the stage for more in-depth analyses and data development activities that begin to solve key transmission siting constraints. Our recommendations for future work incorporate two major areas: (1) database development and analytics and (2) modeling and scenario analysis for energy planning. These recommendations provide a path forward to address key issues originally developed under the Energy Policy Act of 2005 that are now being carried forward under the President’s Climate Action Plan.

    The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. Increasing the regulatory functions of state public utility commissions and the REA was recommended.

    This study on the role of energy in the development of rural areas was originally conducted in the spring and summer of 1985. It was intended to serve as a background paper for the preparation of a program plan for the Office of Energy of the United States Agency for International Development. As such it begins with a brief overview of how rural development fits into national development, then offers a comprehensive framework for thinking about rural development in particular and the energy implications of the various components of rural development. Agriculture naturally comes to mind when rural areas are mentioned, but industry is an important component of rural activity as well. Consequently, both agricultural and nonagricultural energy use is discussed. Modernization of rural areas will change household, as well as production, energy use. However, household energy use is a veritable subject in its own right, with a large literature. Consequently, that topic is discussed in less detail than the production energy topics.

    The Federal government is the largest user of energy in the United States today. The Department of Defense (DOD) uses more than 80{percent} of that energy; the Department of Energy is the second largest user. In the 15 years from 1975 to 1989, {dollar_sign}128 billion was spent for Federal energy activities. In 1989 alone, the Federal government spent a total of {dollar_sign}8.7 billion on energy, of which {dollar_sign}3.5 billion was for buildings and {dollar_sign}2.4 billion was for electricity. The Federal government, which owns or leases 500,000 buildings, provided an additional {dollar_sign}3.9 billion on energy assistance for low-income housing in 1989 (1). Executive Order 12902 (Energy Efficiency and Water Conservation at Federal Facilities) of March 8, 1994 implements and expands the Federal energy management provisions stated in the Energy Policy Act (EPAct) of 1992. The goal is to reduce energy use in Federal buildings to 30{percent} of the 1985 levels by the year 2005. The Federal Energy Management Program (FEMP) has been assigned the responsibility of implementing Executive Order 12902. Subsequently, DOE, FEMP, other Federal agencies and private industry have formed a unique partnership to develop a process and set of actions that will stimulate new opportunities for renewable energy technologies. If these Federal initiatives are successful, substantial investment in renewable and energy efficiency technologies will be stimulated, an important portion of the nation{close_quote}s energy needs will be supplied, and a significant reduction in greenhouse gas emissions will be achieved. {copyright} {ital 1996 American Institute of Physics.}

    The goal of the U.S. Department of Energy's (DOE) Loaner Program is to increase the awareness, deployment, and use of electric vehicles (EVs) in Federal fleets. The Loaner Program accomplishes this by providing free EVs to Federal fleets on a loaner basis, generally for 1 or 2 months. The Program partners DOE with six electric utilities, with DOE providing financial support and some leads on Federal fleets interested in obtaining EVs. The utilities obtain the vehicles, identify candidate loaner fleets, loan the vehicles, provide temporary charging infrastructure, provide overall support to participating Federal fleets, and support fleets with their leasing decisions. While the utilities have not had the success initially envisioned by themselves, DOE, the Edison Electric Institute, and the Electric Vehicle Association of the Americas, the utilities can not be faulted for their efforts, as they are not the entity that makes the ultimate lease or no-lease decision. Some external groups have suggested to DOE that they direct other federal agencies to change their processes to make loaning vehicles easier; this is simply not within the power of DOE. By law, a certain percentage of all new vehicle acquisitions are supposed to be alternative fuel vehicles (AFV); however, with no enforcement, the federal agencies are not compelled to lease AFVs such as electric vehicles.

    A project definition study was completed for a 500 kWe to 1 MWe FBC power plant for electrical and process heat production in a remote Alaskan application. The plant will utilize advanced atmospheric fluidized bed combustion technology as the primary steam generator co-firing an Alaskan subbituminous coal, local limestone and municipal solid waste. To develop FBC performance characteristics for input to the performance modeling and project definition study, test firing of Little Tonzona coal and McGrath limestone in an atmospheric fluidized bed combustor of a scale suitable for incorporation into a small power plant facility was completed. The test data generated includes primary emissions analyses, bed and fly ash analyses, and test unit operational conditions (pressure, bed height, gas velocity and bed temperature). Combustion efficiency as carbon conversion, SO{sub 2} removal efficiency, and limestone utilization were then estimated from the above data. To ensure site conditions would model those found in Alaska, the town of McGrath, Alaska in the region of the upper Kushokwim river valley was selected as a potential plant site. McGrath, like many remote Alaskan villages is dependent upon costly oil-fired diesel power generation and annual subsidy payment from the State of Alaska, through the Power Cost Equalization Program (PCE), to provide village residents with affordable electricity. In the near future rural village utilities will be faced with increased cost of electricity due to transportation, handling, and storage costs of diesel fuel and reduction of funds from the PCE.

This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Statistics by company and plant are published on the capability of new generating units, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost of fossil fuels.

    The impact of DOE's Current Federal Program on the commercialization of hydrothermal resources between 1980 and 2000 is analyzed. The hydrothermal resources of the United States and the types of DOE activities used to stimulate the development of these resources for both electric power and direct heat use are described briefly. The No Federal Program and the Current Federal Program are then described in terms of funding levels and the resultant market penetration estimates through 2000. These market penetration estimates are also compared to other geothermal utilization forecasts. The direct benefits of the Current Federal Program are next presented for electric power and direct heat use applications. An analysis of the external impacts associated with the additional hydrothermal resource development resulting from the Current Federal Program is also provided. Included are environmental effects, national security/balance-of-payments improvements, socioeconomic impacts and materials requirements. A summary of the analysis integrating the direct benefits, external impacts and DOE program costs concludes the report.

    Rural buildings in China now account for more than half of China’s total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China’s success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

    Final Report for ''Harvesting a New Wind Crop: Innovative Economic Approaches for Rural America'': This project, ''Harvesting a New Wind Crop'', helped stimulate wind development by rural electric cooperatives and municipal utilities in Colorado. To date most of the wind power development in the United States has been driven by large investor-owned utilities serving major metropolitan areas. To meet the 5% by 2020 goal of the Wind Powering America program the 2,000 municipal and 900 rural electric cooperatives in the country must get involved in wind power development. Public power typically serves rural and suburban areas and can play a role in revitalizing communities by tapping into the economic development potential of wind power. One barrier to the involvement of public power in wind development has been the perception that wind power is more expensive than other generation sources. This project focused on two ways to reduce the costs of wind power to make it more attractive to public power entities. The first way was to develop a revenue stream from the sale of green tags. By selling green tags to entities that voluntarily support wind power, rural coops and munis can effectively reduce their cost of wind power. Western Resource Advocates (WRA) and the Community Office for Resource Efficiency (CORE) worked with Lamar Light and Power and Arkansas River Power Authority to develop a strategy to use green tags to help finance their wind project. These utilities are now selling their green tags to Community Energy, Inc., an independent for-profit marketer who in turn sells the tags to consumers around Colorado. The Lamar tags allow the University of Colorado-Boulder, the City of Boulder, NREL and other businesses to support wind power development and make the claim that they are ''wind-powered''. This urban-rural partnership is an important development for the state of Colorado's rural communities get the economic benefits of wind power and urban businesses are able to claim the environmental benefits. The second method to reduce the cost of wind power we investigated involved access to cheap capital. Municipal utilities and rural electric cooperatives have access to low-interest loan programs and frequently finance projects through the sale of revenue bonds, but we were interested in the possibility for small businesses and community banks to provide equity and debt for wind projects. We worked with Boulder Community Hospital to explore their interest in partnering with other businesses and individuals to help catalyze the first community-owned wind project in Colorado. We also met with and gained interest from the independent community banks for the idea of wind power. These small banks may be restricted by lending limits, but are an integral part of rural communities and are very interested in the economic development opportunities wind power presents for small towns. This project was successful in getting six rural electric cooperatives and municipal utilities to purchase more than 25 MW of wind power in Colorado, Wyoming and Nebraska. These utilities also announced plans to explore an additional 100 MW or more of wind power development over the next few years. Finally, munis and coops in New Mexico began exploring wind power by offering small green power programs to their customers. WRA believes the lessons learned from this project will assist other municipal utilities and rural electric cooperatives as they develop wind projects.

The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. Data in this report are presented for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The EIA collected the information in this report to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. The EPM is prepared by the Survey Management Division; Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA), Department of Energy. This publication provides monthly statistics at the US, Census division, and State levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. Statistics by company and plant are published in the EPM on the capability of new generating units, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost of fossil fuels. Data on quantity, quality, and cost of fossil fuels lag data on net generation, fuel consumption, fuel stocks, electricity sales, and average revenue per kilowatthour by 1 month. This difference in reporting appears in the US, Census division, and State level tables. However, for purposes of comparison, plant-level data are presented for the earlier month.

    Pacific Northwest Laboratory (PNL), the US Department of Energy (DOE) Federal Energy Management Program (FEMP), and Potomac Electric Power Company (PEPCO) have been conducting short-term monitoring studies at the Forrestal Building, headquarters of the DOE, since 1990. These studies were an integral part of the Shared Energy Savings (SES) lighting retrofit project completed in 1993. The overall goal of the project was to reduce electricity consumption at the Forrestal Building. One objective of the project was to use the building as a model for other federal SES lighting retrofit efforts. A complete short-term monitoring strategy in support of the SES project was developed. The strategy included baseline measurements of electrical consumption, performance measurements of proposed retrofits, and post-retrofit measurements of electricity consumption. Measurements included power consumption, power harmonics, and lighting levels. The results show a 56% reduction in electrical power consumed for lighting, as well as improved power quality and increased lighting levels.

    The Pacific Northwest Electric Power Planning and Conservation Act became effective when it was signed into law by President Carter on December 5, 1980. This ended a four-year debate over legislation designed to plan and coordinate the region's energy future. This legislative history is an abbreviated version taken from the larger historical file maintained by the BPA Law Library. It is intended to assist BPA personnel and others who are studying the Northwest Power Act and working on its implementation. The documents included were selected for their value in determining what Congress meant in enacting the statute and to provide the researcher with a starting point for further investigation. These documents include: a history of the Act, a chronology of the legislative action leading to passage of the law; a section-by-section analysis of the Act; the Congressional Records of Senate and House debates on the bill and its amendments, and a list of Congressional committee hearings.

    This article presents the methodological guidelines used to assess rural energy resources with an example of its application in three villages each from different physiographic zones of Nepal. Existing energy demand patterns of villages are compared with estimated resource availability, and rural energy planning issues are discussed. Economics and financial supply price of primary energy resources are compared, which provides insight into defective energy planning and policy formulation and implication in the context of rural areas of Nepal. Though aware of the formidable consequences, the rural populace continues to exhaust the forest as they are unable to find financially cheaper alternatives. Appropriate policy measures need to be devised by the government to promote the use of economically cost-effective renewable energy resources so as to change the present energy usage pattern to diminish the environmental impact caused by over exploitation of forest resources beyond their regenerative capacity.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    The Federal Radiological Monitoring and Assessment Center (FRMAC) is a federal emergency response asset whose assistance may be requested by the Department of Homeland Security (DHS), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and state and local agencies to respond to a nuclear or radiological incident. It is an interagency organization with representation from the Department of Energy’s National Nuclear Security Administration (DOE/NNSA), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Department of Health and Human Services (HHS), the Federal Bureau of Investigation (FBI), and other federal agencies. FRMAC, in its present form, was created in 1987 when the radiological support mission was assigned to the DOE’s Nevada Operations Office by DOE Headquarters. The FRMAC asset, including its predecessor entities, was created, grew, and evolved to function as a response to radiological incidents. Radiological emergency response exercises showed the need for a coordinated approach to managing federal emergency monitoring and assessment activities. The mission of FRMAC is to coordinate and manage all federal radiological environmental monitoring and assessment activities during a nuclear or radiological incident within the United States in support of state,local, tribal governments, DHS, and the federal coordinating agency. Radiological emergency response professionals with the DOE’s national laboratories support the Radiological Assistance Program (RAP), National Atmospheric Release Advisory Center (NARAC), the Aerial MeasuringSystem (AMS), and the Radiation Emergency Assistance Center/Training Site (REAC/TS). These teams support the FRMAC to provide: ? Atmospheric transport modeling ? Radiation monitoring ? Radiological analysis and data assessments ? Medical advice for radiation injuries In support of field operations, the FRMAC provides geographic information systems, communications, mechanical, electrical, logistics, and administrative support. The size of the FRMAC is tailored to the incident and is comprised of emergency response professionals drawn from across the federal government.     Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    The Federal Energy Management Program (FEMP) in the U.S. Department of Energy (DOE) is targeting Federal facilities serving Native American populations for cost-effective renewable energy projects. These projects not only save energy and money, they also provide economic opportunities for the Native Americans who assist in producing, installing, operating, or maintaining the renewable energy systems obtained for the facilities. The systems include solar heating, solar electric (photovoltaic or PV), wind, biomass, and geothermal energy systems. In fiscal years 1998 and 1999, FEMP co-funded seven such projects, working with the Indian Health Service in the U.S. Department of Health and Human Services, the Bureau of Indian Affairs in the U.S. Department of the Interior, and their project partners. The new renewable energy systems are helping to save money that would otherwise be spent on conventional energy and reduce the greenhouse gases associated with burning fossil fuels.

    Today, 35-77 million Bangladeshis drink arsenic-contaminated groundwater from shallow tube wells. Arsenic remediation efforts have focused on the development and dissemination of household filters that frequently fall into disuse due to the amount of attention and maintenance that they require. A community scale clean water center has many advantages over household filters and allows for both chemical and electricity-based technologies to be beneficial to rural areas. Full cost recovery would enable the treatment center to be sustainable over time. ElectroChemical Arsenic Remediation (ECAR) is compatible with community scale water treatment for rural Bangladesh. We demonstrate the ability of ECAR to reduce arsenic levels> 500 ppb to less than 10 ppb in synthetic and real Bangladesh groundwater samples and examine the influence of several operating parameters on arsenic removal effectiveness. Operating cost and waste estimates are provided. Policy implication recommendations that encourage sustainable community treatment centers are discussed.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

    Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

    This analysis identifies candidate locations, in a broad sense, where there are high concentrations of federal government agency use of electricity, which are also suitable areas for near-term SMRs. Near-term SMRs are based on light-water reactor (LWR) technology with compact design features that are expected to offer a host of safety, siting, construction, and economic benefits. These smaller plants are ideally suited for small electric grids and for locations that cannot support large reactors, thus providing utilities or governement entities with the flexibility to scale power production as demand changes by adding additional power by deploying more modules or reactors in phases. This research project is aimed at providing methodologies, information, and insights to assist the federal government in meeting federal clean energy goals.

    The rapid rural growth rate since 1970 in 14 western states (Arizona, Colorado, Kansas, Idaho, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) was stimulated by recreation, resource development, manufacturing, commuting, institutional employment, and retirement. The eight Rocky Mountain States had significantly greater rural growth than the six Great Plains States. Other factors correlated with in-migration are population growth during the 1960's, presence of an interstate highway, adjacency to a metropolitan area, high per capita income, high population density, and absence of rural farm population. The presence of a central city with a population of over 20,000 or of a military base does not appear to be significantly related to net in-migration. An overview of regional growth patterns and of the factors related to rural in-migration is included, followed by an examination of these factors for each of the counties that experienced high in-migration in the 14 states.
