A federally-recognized tribe is an individual Indian group, or confederation of Indian groups, officially acknowledged by the US government for purposes of legislation, consultation and benefits. This publication is designed to be used both as a resource and as an introduction to the tribes. Taken together, the sections present a rich picture of regional indian culture and history, as told by the tribes.

The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems. (3) Small business development may include the creation of a tribal enterprise that would manufacture and distribute solar and wind powered equipment for ranches and farms or create a contracting business to include energy efficiency and renewable retrofits such as geothermal heat pumps. (4) Commercial-scale energy projects may include at a larger scale, the formation of a tribal utility formed to sell power to the commercial grid, or to transmit and distribute power throughout the tribal community, or hydrogen production, and propane and natural-gas distribution systems.

Recognizing 21. century citizenship: 1997 federal energy and water management award winners

Energy is a luxury that no one can afford to waste, and many Federal government agencies are becoming increasingly aware of the importance of using energy wisely. Thoughtful use of energy resources is important, not only to meet agency goals, but because energy efficiency helps improve air quality. Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of Energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1997 Federal Energy and Water Management Award. The 1997 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $100 million and 9.8 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. The contributions of these individuals, small groups, and organizations are presented in this report.

The U.S. Department of the Interior, through the Bureau of Indian Affairs, Office of Indian Energy and Economic Development (IEED) is offering grants to federally-recognized Tribes and tribal energy resource development organizations for projects that help the development of a tribal energy and mineral resource inventory, a tribal energy and mineral resource on Indian land, or for the development of a report necessary to the development of energy and mineral resources on Indian lands.

A synthesis of ethnohistorical materials concerning the administration of Federal Indian policy among the Yakima, Umatilla, and Nez Perce Indian people: Working draft

For the purposes of the Nuclear Waste Policy Act, the Confederated Tribes and Bands of the Yakima Indian Nation, the Confederated Tribes of the Umatilla Indian Reservation, and the Nez Perce Tribe have been accorded the status of ''Affected Indian Tribe'' and have become party to the proceedings to determine a suitable location for the nation's first commercial waste repository. Each of the Tribes has expressed concerns about the suitability of the Hanford Site in eastern Washington. These concerns, in general, address the proposed repository's effects on traditional spiritual beliefs and cultural practices, on tribal sovereignty and the Tribes' right to self-government, on the natural resources under tribal management jurisdiction, and on the health and socioeconomic characteristics of the Tribes' reservation communities. The Yakima, Umatilla, and Nez Perce have distinctive cultural traditions that may be adversely affected by activities related to the Basalt Waste Isolation Project (BWIP). Further, the Tribes enjoy a unique relationship with the federal government. Because of their distinctive cultures and governmental status, particular attention will be paid to expressed interests of the Tribes, and to ways in which these interests may be affected by the repository program. Monitoring is needed to describe current conditions among the Affected Tribes' populations, to describe BWIP site characterization activities affecting the Tribes, and to measure any changes in these conditions that may occur as a direct result of site characterization. This paper reports our first efforts at gathering historical information. It summarizes materials contained in two sources: the reports of field agents to the Commissioner of Indian Affairs (1854-1936), and the dockets of the Indian Claims Commission. 24 refs., 3 figs.

The House report on H.R. 3479 adjusting royalty payments on oil and gas leases recommends passage with certain amendments. The recommended title for the Act is The Notice to Lessees No. 5 (NTL-5) Gas Royalty Act of 1987. The Act addresses problems involving some onshore and Indian leases, and redefines the procedures for determining the value of the lease. The report summarizes the purpose and need for the legislation, analyzes it by section, and concludes with communications between the committee and the Interior Department. A minority view argues in favor of placing the highest possible value on leases in order to be fair to taxpayers.

The Scotts Valley Band of Pomo Indians is located in Lake County in Northern California. Similar to the other five federally recognized Indian Tribes in Lake County participating in this project, Scotts Valley Band of Pomo Indians members are challenged by generally increasing energy costs and undeveloped local energy resources. Currently, Tribal decision makers lack sufficient information to make informed decisions about potential renewable energy resources. To meet this challenge efficiently, the Tribes have committed to the Lake County Tribal Energy Program, a multi Tribal program to be based at the Robinson Rancheria and including The Elem Indian Colony, Big Valley Rancheria, Middletown Rancheria, Habematolel Pomo of Upper Lake and the Scotts Valley Pomo Tribe. The mission of this program is to promote Tribal energy efficiency and create employment opportunities and economic opportunities on Tribal Lands through energy resource and energy efficiency development. This program will establish a comprehensive energy strategic plan for the Tribes based on Tribal specific plans that capture economic and environmental benefits while continuing to respect Tribal cultural practices and traditions. The goal is to understand current and future energy consumption and develop both regional and Tribe specific strategic energy plans, including action plans, to clearly identify the energy options for each Tribe.

Money crunch looms for Federal cleanup effort

In an unprecedented acknowledgement that federal facility cleanup activities face a money crunch, a federal-state advisory panel is preparing a new strategy to avert enforcement showdowns when funding cuts prevent federal agencies from meeting legally required cleanup schedules set by states. In a draft report the panel said states must recognize that some cleanup [open quotes]milestones[close quotes] will have to be delayed due to budget pressures - a concession that will be politically difficult in some states. At the same time, the panel said federal agencies must be more forthcoming in working with states and local groups to determine how increasingly scarce resources will be distributed. As a general rule, the report recommended that federal agencies and state environmental officials agree on a [open quotes]fair share[close quotes] allocation method under which the pain of a budget cutback would be spread equally among all cleanup sites within an affected federal agency. That fair share approach would be altered only if the federal agency reached agreement with states that a funding cutback could be absorbed at selected sites without affecting any cleanup milestone.

A method for recognizing the presence of a particular target in a field of view which is target position, rotation, and intensity invariant includes the preparing of a target-specific invariant filter from a combination of all eigen-modes of a pattern of the particular target. Coherent radiation from the field of view is then imaged into an optical correlator in which the invariant filter is located. The invariant filter is rotated in the frequency plane of the optical correlator in order to produce a constant-amplitude rotational response in a correlation output plane when the particular target is present in the field of view. The active solar Domestic Hot Water (DHW) and space heating system at the Cherokee Indian Hospital was designed and constructed as part of the Solar in Federal Buildings Program (SFBP). This retrofitted system is one of eight of the systems in the SFBP selected for quality monitoring. The purpose of this monitoring effort is to document the performance of quality state-of-the-art solar systems in large federal building applications. The hospital serves the Qualla Reservation of the Cherokee Indian Tribe in Cherokee, North Carolina, near the eastern entrance to the Great Smoky Mountain National Park. Solar energy is used to preheat domestic hot water (the cafeteria is the principal load) and for space heating. The hospital is expected to have a normal year-round occupancy of 200 people (patients, medical and maintenance personnel) with some 2775 expected visitors per year. The drainback solar system has 320 Owens-Illinois evacuated-tube collectors with a gross area of 5517 square feet. Solar energy is stored in a 6335-gallon storage tank. Solar energy from storage is supplied to a 700-gallon DHW preheat tank through a heat exchanger in the storage tank, and directly to heat exchangers in the heating ducts. Auxiliary energy is supplied by two large oil-fired boilers. Performance of the system at the Cherokee Indian Hospital during the period December 1984 through April 1985 are reported.

Energy is a luxury that no one can afford to waste, and many Federal Government agencies are becoming increasingly aware of the importance of using energy wisely. Thoughtful use of energy resources is important, not only to meet agency goals, but because energy efficiency helps improve air quality. Sound facility management offers huge savings that affect the agency`s bottom line, the environment, and workplace quality. In these fiscally-modest times, pursuing sound energy management programs can present additional challenges for energy and facility managers. The correct path to take is not always the easiest. Hard work, innovation, and vision are characteristic of those who pursue energy efficiency. That is why the Department of energy, Federal Energy Management Program (FEMP) is proud to salute the winners of the 1998 Federal Energy and Water Management Award. The 1998 winners represent the kind of 21st century thinking that will help achieve widespread Federal energy efficiency. In one year, the winners, through a combination of public and private partnerships, saved more than $222 million and 10.5 trillion Btu by actively identifying and implementing energy efficiency, water conservation, and renewable energy projects. Through their dedication, hard work, ingenuity, and success, the award winners have also inspired others to increase their own efforts to save energy and water and to more aggressively pursue the use of renewable energy sources. The Federal Energy and Water Management Awards recognize the winners` contributions and ability to inspire others to take action.

The Energy Information Administration (EIA) of the US Department of Energy (DOE) is mandated by Congress to be the agency that collects, analyzes, and disseminates impartial, comprehensive data about energy including the volume consumed, its customers, and the purposes for which it is used. The Federal Buildings Supplemental Survey (FBSS) was conducted by EIA in conjunction with DOE`s Office of Federal Energy Management Programs (OFEMP) to gain a better understanding of how Federal buildings use energy. This report presents the data from 881 completed telephone interviews with Federal buildings in three Federal regions. These buildings were systematically selected using OFEMP`s specifications; therefore, these data do not statistically represent all Federal buildings in the country. The purpose of the FBSS was threefold: (1) to understand the characteristics of Federal buildings and their energy use; (2) to provide a baseline in these three Federal regions to measure future energy use in Federal buildings as required in EPACT; and (3) to compare building characteristics and energy use with the data collected in the CBECS.

This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

Indian Monsoon Depression: Climatology and Variability

The monsoon climate is traditionally characterized by large seasonal rainfall and reversal of wind direction (e.g., Krishnamurti 1979). Most importantly this rainfall is the major source of fresh water to various human activities such as agriculture. The Indian subcontinent resides at the core of the Southeast Asian summer monsoon system, with the monsoon trough extended from northern India across Indochina to the Western Tropical Pacific (WTP). Large fraction of annual rainfall occurs during the summer monsoon season, i.e., June - August with two distinct maxima. One is located over the Bay of Bengal with rainfall extending northwestward into eastern and central India, and the other along the west coast of India where the lower level moist wind meets the Western Ghat Mountains (Saha and Bavardeckar 1976). The rest of the Indian subcontinent receives relatively less rainfall. Various weather systems such as tropical cyclones and weak disturbances contribute to monsoon rainfall (Ramage 1971). Among these systems, the most efficient rain-producing system is known as the Indian monsoon depression (hereafter MD). This MD is critical for monsoon rainfall because: (i) it occurs about six times during each summer monsoon season, (ii) it propagates deeply into the continent and produces large amounts of rainfall along its track, and (iii) about half of the monsoon rainfall is contributed to by the MDs (e.g., Krishnamurti 1979). Therefore, understanding various properties of the MD is a key towards comprehending the veracity of the Indian summer monsoon and especially its hydrological process.

The Aspen Center for Physics (ACP) sponsored a three-week workshop, with 26 scientists participating, from 28 May to 15 June, 1990. The workshop, entitled Recognizing Genes and Other Components of Genomic Structure, focussed on discussion of current needs and future strategies for developing the ability to identify and predict the presence of complex functional units on sequenced, but otherwise uncharacterized, genomic DNA. We addressed the need for computationally-based, automatic tools for synthesizing available data about individual consensus sequences and local compositional patterns into the composite objects (e.g., genes) that are -- as composite entities -- the true object of interest when scanning DNA sequences. The workshop was structured to promote sustained informal contact and exchange of expertise between molecular biologists, computer scientists, and mathematicians. No participant stayed for less than one week, and most attended for two or three weeks. Computers, software, and databases were available for use as electronic blackboards'' and as the basis for collaborative exploration of ideas being discussed and developed at the workshop. 23 refs., 2 tabs.

Federal laboratories for the 21st century

Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

Network-centric systems that depend on mobile wireless ad hoc networks for their information exchange require detailed analysis to support their development. In many cases, this critical analysis is best provided with high-fidelity system simulations that include the effects of network architectures and protocols. In this research, we developed a high-fidelity system simulation capability using an HLA federation. The HLA federation, consisting of the Umbra system simulator and OPNET Modeler network simulator, provides a means for the system simulator to both affect, and be affected by, events in the network simulator. Advances are also made in increasing the fidelity of the wireless communication channel and reducing simulation run-time with a dead reckoning capability. A simulation experiment is included to demonstrate the developed modeling and simulation capability.

The Havasupai Indian Reservation village of Supai, Arizona, is located approximately 40 miles northwest of Grand Canyon Village, AZ. It is one of the most remote Native American communities in the nation. Most supplies must be either flown in by helicopter or trekked in on horseback or by mule trains. Three photovoltaic (PV) energy systems will supply up to 2 kilowatts of electrical power each to three facilities, which include a school, a jail, and a government complex that houses local teachers and police officers.

The (SRS) Federal Facility Agreement (FFA) was made effective by the US. Environmental Protection Agency Region IV (EPA) on August 16, 1993. To meet the reporting requirements in Section XXV of the Agreement, the FFA Progress Report was developed. The FFA Progress Report is the first of a series of quarterly progress reports to be prepared by the SRS. As such this report describes the information and action taken to September 30, 1993 on the SRS units identified for investigation and remediation in the Agreement. This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. This document provides a base case description of the rural Clark County community of Indian Springs in anticipation of change associated with the proposed high-level nuclear waste repository at Yucca Mountain. As the community closest to the proposed site, Indian Springs may be seen by site characterization workers, as well as workers associated with later repository phases, as a logical place to live. This report develops and updates information relating to a broad spectrum of socioeconomic variables, thereby providing a `snapshot` or `base case` look at Indian Springs in early 1992. With this as a background, future repository-related developments may be analytically separated from changes brought about by other factors, thus allowing for the assessment of the magnitude of local changes associated with the proposed repository. Given the size of the community, changes that may be considered small in an absolute sense may have relatively large impacts at the local level. Indian Springs is, in many respects, a unique community and a community of contrasts. An unincorporated town, it is a small yet important enclave of workers on large federal projects and home to employees of small- scale businesses and services. It is a rural community, but it is also close to the urbanized Las Vega Valley. It is a desert community, but has good water resources. It is on flat terrain, but it is located within 20 miles of the tallest mountains in Nevada. It is a town in which various interest groups diverge on issues of local importance, but in a sense of community remains an important feature of life. Finally, it has a sociodemographic history of both surface transience and underlying stability. If local land becomes available, Indian Springs has some room for growth but must first consider the historical effects of growth on the town and its desired direction for the future.

The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

What is the Federal Demonstration Project

The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.

Determining Price Reasonableness in Federal ESPCs

This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

ANALYSIS OF CHP POTENTIAL AT FEDERAL SITES

This document was prepared at the request of the U.S. Department of Energy's (DOE's) Federal Energy Management Program (FEMP) under its Technical Guidance and Assistance and Project Financing Programs. The purpose was to provide an estimate of the national potential for combined heat and power (also known as CHP; cogeneration; or cooling, heating, and power) applications at federal facilities and the associated costs and benefits including energy and emission savings. The report provides a broad overview for the U.S. Department of Energy (DOE) and other agencies on when and where CHP systems are most likely to serve the government's best interest. FEMP's mission is to reduce the cost to and environmental impact of the federal government by advancing energy efficiency and water conservation, promoting the use of renewable energy, and improving utility management decisions at federal sites. FEMP programs are driven by its customers: federal agency sites. FEMP monitors energy efficiency and renewable energy technology developments and mounts ''technology-specific'' programs to make technologies that are in strong demand by agencies more accessible. FEMP's role is often one of helping the federal government ''lead by example'' through the use of advanced energy efficiency/renewable energy (EERE) technologies in its own buildings and facilities. CHP was highlighted in the Bush Administration's National Energy Policy Report as a commercially available technology offering extraordinary benefits in terms of energy efficiencies and emission reductions. FEMP's criteria for emphasizing a technology are that it must be commercially available; be proven but underutilized; have a strong constituency and momentum; offer large energy savings and other benefits of interest to federal sites and FEMP mission; be in demand; and carry sufficient federal market potential. As discussed in the report, CHP meets all of these criteria. Executive Order 13123 directs federal facilities to use CHP when life-cycle costs indicate energy reduction goals will be met. FEMP can assist facilities to conduct this analysis. The model developed for this report estimates the magnitude of CHP that could be implemented under various performance and economic assumptions associated with different applications. This model may be useful for other energy technologies. It can be adapted to estimate the market potential in federal buildings for any energy system based on the cost and performance parameters that a user desires to assess. The model already incorporates a standard set of parameters based on available data for federal buildings including total building space, building type, energy use intensity, fuel costs, and the performance of many prime movers commonly used in CHP applications. These and other variables can be adjusted to meet user needs or updated in the future as new data become available.

Quinault Indian Nation Renewable Energy Plan

The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: To become self-sufficient and gain greater control over the energy the Nation uses; To generate jobs and businesses for its members; To better manage, sustain, and protect its resources; To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present skill set of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production. This plan calls for commercial-scale production only, with the QIN being the first customer for the product. This plan favors employing the pyrolysis technology to produce bio-oil, heat, and char. We favor this approach and technology because it is the most cost effective way to use the available resource. Its main product, bio-oil, has proven utility for the production of heat and electricity. It has promise for use as an alternative fuel, which is a much higher value than present uses of wood and it meets the QIN need for flexibility, scalability, and portability. Char, the secondary product from the pyrolysis process, has proven value-added uses. In addition to these direct benefits, the use of biomass in pyrolysis technology has significant indirect benefits. These benefits include the fact that the technology is a good fit with the Nations cultural values, i.e., environmental protection and the holistic use of a resource. It fits well with current QIN enterprises. For example, char could be processed into a charcoal co-product for QIN fish. Finally, the QIN can become a leader in developing and demonstrating this innovative approach to the use of wood. This plan proposes key organization steps to insure both excellent implementation of the plan and taking the best advantage of the processes and facilities put in place. This plan calls for two new QIN organizations: an energy production/distribution corporation and a community development corporation. The production/distribution corporation can be either a utility or a business enterprise that develops and markets renewable energy. The community development corporation can be a not-for-profit to support the QIN in taking best advantage of its energy opportunities. The production and distribution corporation is the subject of a further business planning effort now underway. This plan envisions a community development corporation that works directly with the Business Committee on research, education, and project development. Survey and analysis of federally developed technology

The methodology and results of a test effort to determine whether there exist unexpected opportunities for the direct transfer of technologies from federal laboratories to industry are presented. Specifically, the latest results of six federal laboratories with potential application in the pulp and paper industry, particularly those results applicable to improving energy productivity, were evaluated, cataloged, and distributed to industry representatives to gauge their reaction. The principal methodological steps in this effort were the development of a taxonomy of the pulp and paper industry, identification of industry needs and laboratory capabilities, laboratory visits, review of technology findings with industry, and evaluation and compilation of industry responses.

Generic protocol for environmental audits at federal facilities

The Generic Protocol is a supplement to earlier efforts by EPA to provide technical assistance to Federal agencies on environmental auditing. EPA`s Office of Federal Activities (OFA) issued the Federal Facility Compliance Strategy (referred to as the `Yellow Book`), prepared in 1984 and revised in 1988, as a framework for EPA`s media programs to follow to ensure that Federal facilities are fully integrated into Federal and State compliance monitoring and enforcement activities. The policy encourages Federal agencies to voluntarily develop comprehensive auditing programs to ensure environmental compliance.

With the realignment and closure of Federal facilities, especially Department of Defense installations, Federal agencies have been presented with a unique opportunity: the chance to create and dispose of air emission reduction credits (ERCs). This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.
