    The Energy Policy Act of 1992 included several provisions promoting the use of HERS and EEMs, which strengthened efforts to develop a national infrastructure for HERS and to promote the use of EEMs. This report documents HERS and EEMs activities since 1992 by the U.S. Department of Energy, the U.S. Environmental Protection Agency, the U.S. Department of Housing and Urban Development, mortgage lenders, and other organizations. Though the process of establishing HERS has faced some barriers, this report shows that, as of November 1999, home energy ratings were available in 47 states and the District of Columbia, which represents a significant increase from 1993 when home energy ratings were available in 17 states. Both national and state organizations have developed HERS and related residential energy-efficiency programs. The availability and use of EEMs has also increased significantly. The number of EEMs supported by the Federal Housing Administration has increased more than eight times in the last three years. More than $2.5 billion in federally supported EEMs have been issued to date. Several national lenders offer EEMs, and six states have state-specific EEM or loan programs. EEMs have been used to finance energy-efficient homes in every state.

    This report summarizes progress throughout the nation in establishing voluntary programs linking home energy rating systems (HERS) and energy-efficient mortgages (EEMs). These programs use methods for rating the energy efficiency of new and existing homes and predicting energy cost savings so lenders can factor in energy cost savings when underwriting mortgages. The programs also encourage lenders to finance cost-effective energy-efficiency improvements to existing homes with low-interest mortgages or other instruments. The money saved on utility bills over the long term can more than offset the cost of such energy-efficiency improvements. The National Collaborative on HERS and EEMs recommended that this report be prepared.

    Development and testing of in-pile, real-time neutron sensors for use in Materials Test Reactor experiments is an ongoing project at Idaho National Laboratory. The Advanced Test Reactor National Scientific User Facility has sponsored a series of projects to evaluate neutron detector options in the Advanced Test Reactor Critical Facility (ATRC). Special hardware was designed and fabricated to enable testing of the detectors in the ATRC. Initial testing of Self-Powered Neutron Detectors and miniature fission chambers produced promising results. Follow-on testing required more experiment hardware to be developed. The follow-on testing used a Back-to-Back fission chamber with the intent to provide calibration data, and a means of measuring spectral indices. As indicated within this document, this is the first time in decades that BTB fission chambers have been used in INL facilities. Results from these fission chamber measurements provide a baseline reference for future measurements with Back-to-Back fission chambers.

    What makes some communities or organizations able to quickly bounce back from a disaster, while others take a long time to recover? This question has become very important for emergency planners in federal, state, and local government - particularly since the 9/11 attacks and Hurricane Katrina, which nearly destroyed New Orleans five years ago. These events have made people aware that we can't always prevent disasters, but might be able to improve the ability of communities and regions to respond to and bounce back from major disruptions. Social scientists have found that most communities are, in fact, quite resilient to most disasters. People tend to work together, overcome divisions, identify problems, and develop improvised solutions. This often leads to a greater sense of community and a sense of personal accomplishment. Long-term recovery can be harder, but rebuilding can create jobs and stimulate economies. Communities may even end up better than they were before. But there are some disturbing exceptions to this trend, including Hurricane Katrina. The hurricane killed many people, the federal and local emergency response was not effective, people who could not evacuate were housed in the Superdome and Convention Center in terrible conditions, crime was prevalent, and local government did not appear to have control over the situation. A significant portion of the population was eventually evacuated to other cities. Even five years later, many people have not returned, and large parts of the city have not been rebuilt. Clearly, New Orleans lacked sufficient resilience to overcome a disaster of the magnitude of Katrina. There are four factors that social scientists are beginning to agree are important for community resilience: (1) A strong, diverse economy - Stable jobs, good incomes, diversity of industries, personal savings; (2) Robust social networks - Community members know each other, help each other, and have connections outside the community; (3) Competent organizations - Government, health care, community service, and religious organizations are competent and trustworthy, and have resources to handle community needs; and (4) High-quality infrastructure - Road, power, and water systems (etc.) are in good condition and are designed to provide service even if some connections are destroyed. To explore how these factors make communities resilient, I will tell two stories of disasters. The first is the Buffalo Creek flood, which wiped out a coal mining community in West Virginia in 1972. This is a classic example of community that was not resilient in the aftermath of a disaster. The second example is the Vietnamese immigrant community in the Versailles neighborhood of New Orleans. In spite of being relatively poor and culturally isolated, this community was one of the first to fully rebound following Hurricane Katrina.

    A thin silicon solar cell having a back dielectric passivation and rear contact with local back surface field is described. Specifically, the solar cell may be fabricated from a crystalline silicon wafer having a thickness from 50 to 500 micrometers. A barrier layer and a dielectric layer are applied at least to the back surface of the silicon wafer to protect the silicon wafer from deformation when the rear contact is formed. At least one opening is made to the dielectric layer. An aluminum contact that provides a back surface field is formed in the opening and on the dielectric layer. The aluminum contact may be applied by screen printing an aluminum paste having from one to 12 atomic percent silicon and then applying a heat treatment at 750 degrees Celsius.

The rear end of the seat frame has a slot cut therethrough both the exterior wall and the interior wall. The front end of the seat frame has a slot cut through just the interior wall thereof. A back support comprising a generally L shape has a horizontal member, and a generally vertical member which is substantially perpendicular to the horizontal member. The horizontal member is sized to be threaded through the rear slot and is fitted into the front slot. Welded slat means secures the back support to the seat frame to result in an integrated seating device.

    The present invention is a method for penetrating a workpiece using an ultra-short pulse laser beam without causing damage to subsequent surfaces facing the laser. Several embodiments are shown which place holes in fuel injectors without damaging the back surface of the sack in which the fuel is ejected. In one embodiment, pulses from an ultra short pulse laser remove about 10 nm to 1000 nm of material per pulse. In one embodiment, a plasma source is attached to the fuel injector and initiated by common methods such as microwave energy. In another embodiment of the invention, the sack void is filled with a solid. In one other embodiment, a high viscosity liquid is placed within the sack. In general, high-viscosity liquids preferably used in this invention should have a high damage threshold and have a diffusing property.

    After years of political wrangling, Democrats may green-light the experimental clean coal power plants. The article relates how the project came to be curtailed, how Senator Dick Durbin managed to protect $134 million in funding for FutureGen in Mattoon, and how once Obama was in office a $2 billion line item to fund a 'near zero emissions power plant(s)' was placed in the Senate version of the Stimulus Bill. The final version of the legislation cut the funding to $1 billion for 'fossil energy research and development'. In December 2008 the FutureGen Alliance and the City of Mattoon spent $6.5 billion to purchase the plants eventual 440 acre site. A report by the Government Accountability Office (GAO) said that Bush's inaction may have set back clean coal technology in the US by as much as a decade. If additional funding comes through construction of the plant could start in 2010. 1 fig., 1 photo.

    Since ITER will operate close to threshold and with limited control, the H ? L back transition is a topic important for machine operations as well as physics. Using a reduced mesoscale model [Miki et al., Phys. Plasmas 19, 092306 (2012)], we investigate ELM-free H ? L back transition dynamics in order to isolate transport physics effects. Model studies indicate that turbulence spreading is the key process which triggers the back transition. The transition involves a feedback loop linking turbulence and profiles. The I-phase appears during the back transition following a slow power ramp down, while fast ramp-downs reveal a single burst of zonal flow during the back transition. The I-phase nucleates at the pedestal shoulder, as this is the site of the residual turbulence in H-mode. Hysteresis in the profile gradient scale length is characterized by the Nusselt number, where Nu=?{sub i,turb}/?{sub i,neo}. Relative hysteresis of temperature gradient vs density gradient is sensitive to the pedestal Prandtl number, where Pr{sub ped}=D{sub ped}/?{sub i,neo}. We expect the H-mode to be somewhat more resilient in density than in temperature.

    We describe the back action of microwave-photon detection via a Josephson photomultiplier (JPM), a superconducting qubit coupled strongly to a high-quality microwave cavity. The back action operator depends qualitatively on the duration of the measurement interval, resembling the regular photon annihilation operator at short interaction times and approaching a variant of the photon subtraction operator at long times. The optimal operating conditions of the JPM differ from those considered optimal for processing and storing of quantum information, in that a short $T_2$ of the JPM suppresses the cavity dephasing incurred during measurement. Understanding this back action opens the possibility to perform multiple JPM measurements on the same state, hence performing efficient state tomography.

    Multi-phase, single layer, non-interdiffusing M-Mo back contact metallized films, where M is selected from Cu, Ga, or mixtures thereof, for CIS cells are deposited by a sputtering process on suitable substrates, preferably glass or alumina, to prevent delamination of the CIS from the back contact layer. Typical CIS compositions include CuXSe{sub 2} where X is In or/and Ga. The multi-phase mixture is deposited on the substrate in a manner to provide a columnar microstructure, with micro-vein Cu or/and Ga regions which partially or fully vertically penetrate the entire back contact layer. The CIS semiconductor layer is then deposited by hybrid sputtering and evaporation process. The Cu/Ga-Mo deposition is controlled to produce the single layer two-phase columnar morphology with controllable Cu or Ga vein size less than about 0.01 microns in width. During the subsequent deposition of the CIS layer, the columnar Cu/Ga regions within the molybdenum of the Cu/Ga-Mo back layer tend to partially leach out, and are replaced by columns of CIS. Narrower Cu and/or Ga regions, and those with fewer inner connections between regions, leach out more slowly during the subsequent CIS deposition. This gives a good mechanical and electrical interlock of the CIS layer into the Cu/Ga-Mo back layer. Solar cells employing In-rich CIS semiconductors bonded to the multi-phase columnar microstructure back layer of this invention exhibit vastly improved photo-electrical conversion on the order of 17% greater than Mo alone, improved uniformity of output across the face of the cell, and greater Fill Factor. 15 figs.

    A method of extracting metal and metalloid species from a solid or liquid substrate using a supercritical fluid solvent containing one or more chelating agents followed by back-extracting the metal and metalloid species from the metal and metalloid chelates formed thereby. The back-extraction acidic solution is performed utilizing an acidic solution. Upon sufficient exposure of the metal and metalloid chelates to the acidic solution, the metal and metalloid species are released from the chelates into the acid solution, while the chelating agent remains in the supercritical fluid solvent. The chelating agent is thereby regenerated and the metal and metalloid species recovered.

    Photovoltaic modules which comprise back-contact solar cells, such as back-contact crystalline silicon solar cells, positioned atop electrically conductive circuit elements affixed to a planar support so that a circuit capable of generating electric power is created. The modules are encapsulated using encapsulant materials such as EVA which are commonly used in photovoltaic module manufacture. The module designs allow multiple cells to be electrically connected in a single encapsulation step rather than by sequential soldering which characterizes the currently used commercial practices.

    In a ''green roof,'' a layer of vegetation (e.g., a roof garden) covers the surface of a roof to provide shade, cooler indoor and outdoor temperatures, and effective storm-water management to reduce runoff. The main components are waterproofing, soil, and plants. There are two basic kinds: intensive and extensive. An intensive green roof often features large shrubs and trees, and it can be expensive to install and maintain. An extensive green roof features shallow soil and low-growing, horizontally spreading plants that can thrive in the alpine conditions of many rooftops. These plants do not require a lot of water or soil, and they can tolerate a significant amount of exposure to the sun and wind. This Federal Technology Alert focuses on the benefits, design, and implementation of extensive green roofs and includes criteria for their use on federal facilities.

    The back reaction effect of the neutrino field at finite temperature in the background of the static Einstein universe is investigated. A relationship between the temperature of the universe and its radius is found. As in the previously studied cases of the massless scalar field and the photon field, this relation exhibit a minimum radius below which no self-consistent solution for the Einstein field equation can be found. A maximum temperature marks the transition from a vacuum dominated state to the radiation dominated state universe. In the light of the results obtained for the scalar, neutrino and photon fields the role of the back reaction of quantum fields in controling the value of the cosmological constant is briefly discussed.

    We present a first-quantized treatment of the back reaction on an accelerated particle detector. The accelerated detector is described as a first quantized, charged, pointlike particle in a constant field with internal energy levels. A quantum version of canonically conjugate future and past Rindler horizon operators is introduced to facilitate the calculation. The evaluated transition amplitude for detection agrees with previously obtained results.

    A method for the conversion of Compton camera data into a 2D image of the incident-radiation flux on the celestial sphere includes detecting coincident gamma radiation flux arriving from various directions of a 2-sphere. These events are mapped by back-projection onto the 2-sphere to produce a convolution integral that is subsequently stereographically projected onto a 2-plane to produce a second convolution integral which is deconvolved by the Fourier method to produce an image that is then projected onto the 2-sphere.

    The perturbed (''dressed'') metric of the conformally invariant scalar field in a Reissner-Nordstroem (RN) black hole is given by solving the semiclassical Einstein and Maxwell equations according to York's back-reaction approach. Some properties of the ''dressed'' black hole are obtained, such as its ''dressed'' mass, the location of the event horizon, and its surface gravity. It will also be found that the hypersurfaces of r{sub +} and r{sub {minus}} which are the event and Cauchy horizons in the ''naked'' RN black hole, become spacelike in the perturbed geometry.

    We study the back-reaction effects of the finite-temperature scalar field and the photon field in the background of an Einstein universe. In each case we find a relation between the temperature of the universe and its radius. These relations exhibit a minimum radius below which no self-consistent solution for the Einstein field equation can be found. A maximum temperature marks the transition from the vacuum dominated era to the radiation dominated era. An interpretation to this behavior in terms of Bose-Einstein condensation in the case of the scalar field is given.

    A photovoltaic cell structure is disclosed that includes a buffer/passivation layer at a CdTe/Back contact interface. The buffer/passivation layer is formed from the same material that forms the n-type semiconductor active layer. In one embodiment, the buffer layer and the n-type semiconductor active layer are formed from cadmium sulfide (CdS). A method of forming a photovoltaic cell includes the step of forming the semiconductor active layers and the buffer/passivation layer within the same deposition chamber and using the same material source.

    This document describes condenser performance test and analyses experiences. The testing was performed by Indianapolis Power and Light Company (IPL) on the Petersburg Unit 3 condenser. The initial testing revealed a performance deficiency. Modifications were made to the condenser, air in-leakage was reduced and the vacuum pumps were brought back to their original design capacity. Testing was reperformed after these activities and although a significant performance improvement was achieved deficiencies were still evident. Heat Exchanger Systems, Inc. (HES) was retained as consultants during this testing program. The Central Electricity Generating Board's (CEGB) Central Electricity Research Laboratory (CERL) acting as a subcontractor to HES were retained to perform an analysis of the Petersburg Unit 3 condenser using their EPOC computer code. The results of this analysis are also contained in this document. 3 refs., 48 figs., 3 tabs.

    A crystal oriented metal back contact for solar cells is disclosed herein. In one embodiment, a photovoltaic device and methods for making the photovoltaic device are disclosed. The photovoltaic device includes a metal substrate with a crystalline orientation and a heteroepitaxial crystal silicon layer having the same crystal orientation of the metal substrate. A heteroepitaxial buffer layer having the crystal orientation of the metal substrate is positioned between the substrate and the crystal silicon layer to reduce diffusion of metal from the metal foil into the crystal silicon layer and provide chemical compatibility with the heteroepitaxial crystal silicon layer. Additionally, the buffer layer includes one or more electrically conductive pathways to electrically couple the crystal silicon layer and the metal substrate.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The challenge to Federalism presented by the new wave of environmental statutes is, while not unique in our history, a significant strain on state and federal relations. Behind this tension is the question of who should enforce these laws, especially when the violator is a Federal agency. Traditionally Federal agencies have been free to perform their diverse missions without restraint either from other Federal agencies or the states. This freedom has led to abuse in the arena of environmental compliance. Recent congressional hearings concerning amendments to the Resource Conservation and Recovery Act saw a congressional feeding frenzy over what was termed the abominable mess of federal facility environmental compliance. The obvious anger and frustration directed toward federal agencies, including the Environmental Protection Agency (EPA), by representatives of the states is a clear indicator of the extent of the problem and also a catalyst for an ill-conceived and dangerous legislative fix.

    Azimuthal correlations for large transverse momentum charged hadrons have been measured over a wide pseudo-rapidity range and full azimuth in Au+Au and p+p collisions at = {radical}s{sub NN} = 200 GeV. The small-angle correlations observed in p+p collisions and at all centralities of Au+Au collisions are characteristic of hard-scattering processes already observed in elementary collisions. A strong back-to-back correlation exists for p+p and peripheral Au + Au. In contrast, the back-to-back correlations are reduced considerably in the most central Au+Au collisions, indicating substantial interaction as the hard-scattered partons or their fragmentation products traverse the medium.

    We report first results from an analysis based on a new multi-hadron correlation technique, exploring jet-medium interactions and di-jet surface emission bias at RHIC. Pairs of back-to-back high transverse momentum hadrons are used for triggers to study associated hadron distributions. In contrast with two- and three-particle correlations with a single trigger with similar kinematic selections, the associated hadron distribution of both trigger sides reveals no modification in either relative pseudo-rapidity or relative azimuthal angle from d+Au to central Au+Au collisions. We determine associated hadron yields and spectra as well as production rates for such correlated back-to-back triggers to gain additional insights on medium properties.

    The Federal Demonstration Project is a cooperative effort between a number of universities, a private research institute, and several federal agencies to increase research productivity by eliminating unnecessary administrative procedures and by streamlining and standardizing needed controls. The Project aims to locate responsibility for decision-making as close as possible to principal investigators while maintaining necessary institutional and agency oversight to ensure accountability. By freeing researchers from some of their paperwork burden, more efficient research administration systems will enable investigators to spend more of their time doing science and engineering. The Federal Demonstration Project is an outgrowth of an earlier activity sponsored by five major federal R D agencies at the Florida State University System and the University of Miami. In Florida, the focus was on standardizing and streamlining procedures for administering research grants after the grants had been awarded to the universities. (See Attachment 1 for descriptions of the demonstrations carried out under the Florida Demonstration Project). In May 1988, the most successful of the demonstrated procedures were approved by the US Office of Management and Budget for use in grants awarded by any federal agency to any research organization. The new procedures give agencies authority to waive requirements that grantees obtain federal approval prior to taking a number of administrative actions with respect to grant management. The FDP institutions together with the participating federal agencies are designing and demonstrating innovative research administration procedures and are assessing the impact of those new procedures.

  14. Determining Price Reasonableness in Federal ESPCs

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force. In this time, the Alliance held several successful workshops on the uses of metering in Federal facilities and other meetings. We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

  12. Cove Point: A step back into the LNG business

    In 1978, ships began unloading LNG from Algeria at Cove Point`s berthing facilities 1.25 miles offshore. An underwater pipeline transported the LNG to land, where it was stored in the terminal`s four 140-foot-high cryogenic storage tanks. When the LNG was needed, the terminals 10 vaporizers converted it back to gas for send out via an 87-mile-long, 36-inch-diameter pipeline linking the terminal with interstate pipelines of CNG Transmission Corp. and Columbia Gas Transmission Corp. in Loudon County, Va. But Cove Point handled only about 80 shiploads of LNG before shutting down in December 1980, after a dispute about gas prices between US customers and Algeria. The plant sat dormant until the natural gas industry`s deregulation under Order 636. Deregulation resulted in major pipelines abandoning their sales service, and gas distributors and large customers found it was now their obligation to ensure that they had adequate gas supplies during winter peak-demand periods. Enter Cove Point`s peaking capabilities. They had to add the liquefaction unit and recommission other parts of the plant, but the timing was right. Cove Point`s new liquefaction unit is liquefying about 15 million cubic feet (MMcf) of LNG per day of domestic gas. It chills the gas to {minus}260 degrees Fahrenheit to turn it into a liquid for injection and storage in one of the facility`s double-walled insulated tanks. During its initial injection season, which ends Dec. 15, Cove Point is expected to produce enough LNG to almost fill one tank, which can store up to 1.25 billion cubic feet (Bcf). Were the gas not intended for peak-shaving purposes, it would be enough to supply 14,000 homes for a year. As it is, most of the gas will be returned as pipeline gas, during next January and February`s expected cold snaps, to the utilities and users who supplied it. Cove Point`s initial daily sendout capacity is about 400 MMcf.

    This Final Report covers the work executed by Plug Power from 8/11/03 – 10/31/07 statement of work for Topic 2: advancing the state of the art of fuel cell technology with the development of a new generation of commercially viable, stationary, Back-up/Peak-Shaving fuel cell systems, the GenCore II. The Program cost was $7.2 M with the Department of Energy share being $3.6M and Plug Power’s share being $3.6 M. The Program started in August of 2003 and was scheduled to end in January of 2006. The actual program end date was October of 2007. A no cost extension was grated. The Department of Energy barriers addressed as part of this program are: Technical Barriers for Distributed Generation Systems: o Durability o Power Electronics o Start up time Technical Barriers for Fuel Cell Components: o Stack Material and Manufacturing Cost o Durability o Thermal and water management Background The next generation GenCore backup fuel cell system to be designed, developed and tested by Plug Power under the program is the first, mass-manufacturable design implementation of Plug Power’s GenCore architected platform targeted for battery and small generator replacement applications in the telecommunications, broadband and UPS markets. The next generation GenCore will be a standalone, H2 in-DC-out system. In designing the next generation GenCore specifically for the telecommunications market, Plug Power is teaming with BellSouth Telecommunications, Inc., a leading industry end user. The final next generation GenCore system is expected to represent a market-entry, mass-manufacturable and economically viable design. The technology will incorporate: • A cost-reduced, polymer electrolyte membrane (PEM) fuel cell stack tailored to hydrogen fuel use • An advanced electrical energy storage system • A modular, scalable power conditioning system tailored to market requirements • A scaled-down, cost-reduced balance of plant (BOP) • Network Equipment Building Standards (NEBS), UL and CE certifications.

    The theme for the 1998 workshop was Standards Management -- A World of Change and Opportunities. The workshop`s goal was to further the implementation of the National Technology Transfer and Advancement Act of 1995 (Public Law 104-113) through the sharing of standards management success stories, lessons learned, and emerging initiatives within the Executive Branch of the Federal Government. The target audience for this workshop included agency/department and contractor personnel and representatives of standards developing organizations that either used technical standards in their work for the Federal Government of participated in standards writing/management activities in support of the missions and programs of Federal agencies/departments. As with previous standards workshops sponsored by the DOE, views on the technical subject areas under the workshop theme were solicited from and provided by agency Standards Executives and standards program managers, voluntary standards organizations, and the private sector.   9. Jet-Triggered Photons from Back-Scattering Kinematics for Quark Gluon Plasma Tomography

    High energy photons created from back-scattering of jets in quark gluon plasma are a valuable probe of the temperature of the plasma, and of the energy loss mechanism of quarks in the plasma. An unambiguous identification of these photons through single inclusive photon measurements and photon azimuthal anisotropies has so far been elusive. We estimate the spectra of back-scattering photons in coincidence with trigger jets for typical kinematic situations at the Large Hadron Collider and the BNL Relativistic Heavy Ion Collider. We find that the separation of back-scattering photons from other photon sources using trigger jets depends crucially on our ability to reliably estimate the initial trigger jet energy. We estimate that jet reconstruction techniques in heavy ion experiments need to be able to get to jet $R_{AA}\\gtrsim 0.7$ in central collisions for viable back-scattering signals.

    Geographic information systems (GIS) technology was applied to analyze federal energy demand across the contiguous US. Several federal energy clusters were previously identified, including Hampton Roads, Virginia, which was subsequently studied in detail. This study provides an analysis of three additional diverse federal energy clusters. The analysis shows that there are potential sites in various federal energy clusters that could be evaluated further for placement of an integral pressurized-water reactor (iPWR) to support meeting federal clean energy goals.

  14. Back-junction back-contact n-type silicon solar cell with diffused boron emitter locally blocked by implanted phosphorus

    The highest energy conversion efficiencies in the field of silicon-based photovoltaics have been achieved with back-junction back-contact (BJBC) silicon solar cells by several companies and research groups. One of the most complex parts of this cell structure is the fabrication of the locally doped p- and n-type regions, both on the back side of the solar cell. In this work, we introduce a process sequence based on a synergistic use of ion implantation and furnace diffusion. This sequence enables the formation of all doped regions for a BJBC silicon solar cell in only three processing steps. We observed that implanted phosphorus can block the diffusion of boron atoms into the silicon substrate by nearly three orders of magnitude. Thus, locally implanted phosphorus can be used as an in-situ mask for a subsequent boron diffusion which simultaneously anneals the implanted phosphorus and forms the boron emitter. BJBC silicon solar cells produced with such an easy-to-fabricate process achieved conversion efficiencies of up to 21.7%. An open-circuit voltage of 674?mV and a fill factor of 80.6% prove that there is no significant recombination at the sharp transition between the highly doped emitter and the highly doped back surface field at the device level.

    The Nuclear Research Institute Rez plc (NRI) jointed the Russian Research Reactor Fuel Return (RRRFR) programme under the US-Russian Global Threat Reduction Initiative (GTRI) initiative and started the preparation of the spent nuclear fuel (SNF) shipment from the LVR-15 research reactor back to the Russian Federation (RF). The transport of 16 SKODA VPVR/M casks with EK-10, IRT-2M 80 %, and IRT-2M 36% fuel types is planned for the autumn of 2007. The paper describes the experience gained so far during the preparatory works for the SNF shipment (facility equipment modification, cask licenses) and the actual preparation of the SNF for transport, in particular its checking, repacking in a hot cell, loading into the VPVR/M casks, drying, manipulation, completion of the transport documentation, etc., including its transport to the SNF storage facility at the NRI before it is shipped to the RF. The paper also briefly describes a regulatory framework for these activities with a focus on legislative and methodological aspects of the return of vitrified waste back to the Czech Republic.     Typically, the Federal building stock is referred to as a group of about one-half million buildings throughout the United States. Additional information beyond this level is generally limited to distribution of that total by agency and maybe distribution of the total by state. However, additional characterization of the Federal building stock is required as the Federal sector seeks ways to implement efficiency projects to reduce energy and water use intensity as mandated by legislation and Executive Order. Using a Federal facility database that was assembled for use in a geographic information system tool, additional characterization of the Federal building stock is provided including information regarding the geographical distribution of sites, building counts and percentage of total by agency, distribution of sites and building totals by agency, distribution of building count and floor space by Federal building type classification by agency, and rank ordering of sites, buildings, and floor space by state. A case study is provided regarding how the building stock has changed for the Department of Energy from 2000 through 2008.

This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances.     The goal of this report is to examine how federal agencies can finance on-site PV projects. It explains state-level cash incentives available, the importance of solar renewable energy certificate revenues (in certain markets), existing financing structures, as well as innovative financing structures being used by federal agencies to deploy on-site PV.
